This paper details how the Australian Securities and Investments Commission (ASIC), as a disclosure and conduct regulator, approaches regulation of continuous disclosure, capital raising and control transactions in the mining and resources sector, and the reasons for the approach. In examining this topic the paper considers the Joint Ore Reserves Committee (JORC) Code (JORC, 2004), the VALMIN Code (VALMIN Committee, 2005), the relevant ASX Listing Rules and the relevant provisions of the Corporations Act 2001 (Corporations Act). Cuando se diseña y operan minas de carbón subterráneas con el método de cámaras y pilares, es siempre difícil obtener un buen equilibrio entre la prevención de subsidencia de la superficie y la obtención de un alto coeficiente de recuperación. En este trabajo se propone una metodología de diseño aplicando la teoría de arco de presión y se detallan los principios y modelos matemáticos involucrados. Se desarrolló un programa de computadora a fin de realizar el proceso de optimización del diseño y fue aplicado a la examinación de un caso documentado en el que había sucedido una falla masiva de un pilar en cascada sobre un área grande en una mina de carbón poco profunda. Los resultados indican que el método de diseño propuesto puede ser aplicado para prevenir la subsidencia y a la vez obtener un alto coeficiente de recuperación para operaciones mineras de cámara y pilares.

This paper presents some of the results obtained during the research work about the use of technologies and digital transformation in the process of rock drilling in open pit mines. The use of automation presents itself as a disruptive factor and a driver of improvements that provide sustainability in rock drilling. Seven main operational parameters were utilized to combine measurement while the drilling (MWD) with other information generated by the equipment during hole drilling, in six different lithologies in an iron mine, located in the central region of Minas Gerais in Brazil. Adjustments and corrections were made to the data collected in order to minimize external influences other than the rock itself, to ensure the effectiveness of the analyses. Finally, we sought to compare the performance of the drilling process in manual and automatic operation modes. Thus, making it possible to show the efficiency and impact on the sustainability of rock drilling operations in open pit mines.

The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. The lack of alignment between management of surface water for the two industries creates confusion among stakeholders and this adds complexity and additional transaction costs during the exploration, permitting and operational phases of projects, including landowners who may be affected.CITATION:Bennett, C, Coffison, E and Gibbs, M, 2013. "The cost of occupational injuries and diseases in the mining industry in Quebec was estimated for the period of 2010 to 2012. The method used takes into account the financial and human costs assumed by employers, workers, and the community. To better direct research and prevention toward issues with the most significant consequences, the results are presented in various ranking tables, which stakeholders might find useful.RÉSUMÉ Le coût des accidents du travail et des maladies professionnelles dans l’industrie minière au Québec a été estimé pour la période 2010-2012. La méthode utilisée prend en compte les coûts financiers et humains endossés par les employeurs, les travailleurs et la communauté. Afin de mieux orienter les recherches et la prévention vers les problèmes ayant les plus graves conséquences, les résultats sont présentés dans divers tableaux de classement, qui seront d’une grande utilité aux parties prenantes. INTRODUCTIONThe mining industry is much safer today than it was 30 or 40 years ago, mainly due to a more qualified workforce, the use of automated equipment, and a corporate culture more focused on occupational health and safety (OHS); however, the number and the severity of occupational injuries and diseases continue to make this industry one of the most hazardous. In the province of Quebec, the mining industry accounts for approximately 0.4% of paid workers but is the source of 4% of fatal work accidents. It is, therefore, important to continue the prevention efforts already underway in the mining industry.The difficult global economy, which has affected the mining industry in the last few years, is an opportunity to reaffirm that sound management of OHS can have a positive impact on companies’ productivity and profitability. Occupational injuries and diseases are costly for the companies concerned and for society as a whole. Reducing their occurrence makes it possible to reduce not only the size of workers’ compensation board contributions but also several other financial and human costs."

In order to reduce waste and improve resource conservation, mine planning, and development, the U.S. Bureau of Mines is investigating the effects of multiple seam interactions associated with longwall coal mining. Field investigations were conducted at a mine located in Boone County, WV, where a longwall panel was operating subjacent to room-and-pillar workings in an overlying seam. To assess the effects of overlying workings on longwall headgate stability, the Bureau gathered various geotechnical information at this minesite. Headgate pillars and entries were instrumented and monitored to study their behavior during side-abutment loading as the longwall panel approached and passed beneath the overlying room-and-pillar developments. The two operations are separated by 800 ft of interburden, and although interactions between operations separated by this distance are uncommon, geomechanical measurements indicate the occurrence of an interaction. These measurements show that convergence on the headgate entries was most adverse subjacent to barrier pillars in the overlying mine. Pillar measurements indicate that side-abutment pressure increases were slightly greater than predicted values. Several factors related to both geology and mine design, believed responsible for this large interactive distance, are discussed.

In order to recycle valuable metals from silver separated residue, a novel method using alkaline smelting at low temperature was proposed. The main factors affecting the main metal recovery such as the smelting temperature, smelting time, liquid-to-solid ratio and alkali addition were investigated comprehensively. The behavior of the main metal elements, such as Pb, Sn, Sb and Bi in silver separated residue was also discussed. The results indicated that amphoteric metals such as Pb and Sn can be smelted into the melt, while other metal elements, such as Sb and Bi were left in the residue.

The increase in f.o.b. mine prices of coal from $5/ton to over $18/ton in five years [1] has increased the significance of transportation costs. Coals produced in the vicinity of the consumer bear a much lower transport cost than those produced in the west. This differential may be used for flue gas desulfurization, other cleaning, or further processing of local coals. To the extent that western coals are cheaper to produce and have a lower sulfur content, they offset the locational disadvantage. To the extent that they have a lower heating value, the disadvantage is exercabated. Given the other conditions, an accurate analysis of transport costs will help suggest the location of coal mining and the moue of transport both transport costs and tariffs have risen. Together they have increased delivered coal prices, altered the balance between the use of coal and other fuels, helped to alter the location of mining activity, and put pressure on consumers to examine the cost effectiveness of alternative transport modes. Transportation options for long distance coal movements include rail, barge, pipeline, and EHV transmission lines. A summary of system parameters is shown in Table 2.1. Barge transport, pneumatic and slurry pipelines are discussed elsewhere in this report. Together with EHV, they have been the subject of previous studies [2,3,4]. Slurry pipelines have been shown to be especially useful where rails are not available [2] but the technical problems of dewatering, handling, and utilization of lines [5] remain unresolved. They are discussed in Section 3. Barge transportation depends on the location of the mine and consumer with respect to the waterway system. One drawback of barge shipment is interruptions due to winter, and low or high water conditions. Mine mouth power generation followed by EHV transmission of over 500 miles has been shown to be the most expensive means of delivering an equivalent amount of energy to consumers [2].

The ion interaction model Pitzer proposed twenty years ago is today the most widely used method for calculation of osmotic coefficients and electrolyte and single ion activity coefficients in aqueous solutions. This is due in part to the accuracy of the results that have been obtained for many concentrated electrolytes. An additional factor is that, compared to alternative activity coefficient models, there are many more parameter values available for the Pitzer equations. The important features of this model are reviewed. Published parameter values for Co, Ni, Cu, Zn and Fe are tabulated, and applications of interest in the aqueous processing of these metals are described.

This paper contains a review of the development of blast furnace? slag handling and processing technology in the Ironmaking industry over the past 30 years, with an emphasis on economic and environmental factors. The requirements and practice of air-cooling slag for use as aggregate and of pelletizing and granulating slag for use in cement manufacture are described. The operation of slag pits, slag pots or ladles, the slag pelletizer and early granulation systems are compared with the new continuous .granulation, dewatering and handling systems developed in the past decade.

This paper presents the evolution of the studies and strategic plans to extend the life of operations at the Savage River iron ore project in north-western Tasmania. The current Life-of-Mine (LOM) plan for the Savage River operations is based on a series of open pits. Drilling has confirmed high-grade extensions of the magnetite resource at depths that exceed practical limits for open pit mining. Grange Resources Limited, the owner of the operation, is investigating underground options – not only to extend the LOM plan but also to maintain peak production at a reduced operating cost while reducing greenhouse gas emissions into the future. What makes this project unique is that it requires introducing a productive and cost-effective mining method to exploit a challenging geotechnical and geometrical orebody in an area of high rainfall. To support the study efforts, the development of an exploration decline, underground drilling programs, and an exploratory drive excavated into the orebody for geotechnical investigation was key to providing the necessary data for a pre-feasibility study (PFS). This paper describes the pragmatic approach and processes to developing the underground mining options study through data collection and then integrating these options into the open pit plans to optimise an overall strategic plan for the Savage River operations. The learnings for operators from this experience are how the technical and pragmatic approaches were aligned to develop the strategic plans, and the importance of timely investment in gathering the necessary data.

"Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the US. More accurately, those explosions were methane ignitions that propagated through the mines due to coal dust involvement; despite current explosion prevention standards. There are 4 basic strategies employed to manage the risk of coal dust explosions in many other coal mining countries around the world: removal of the coal dust, wetting of the coal dust to prevent it from becoming airborne, mixing of the coal dust with stone dust to increase the total incombustible content, and explosion activated barriers which make the entire roadway inert. However, American standards only mandate the first 3 of these 4 methods. It is possible that US coal mine safety measures could benefit from the implementation of the 4th method, the use of explosion barriers. This paper will discuss differences/similarities in barrier regulations used in other countries, as well as some potential difficulties with adapting a stone dust bag barrier system to US underground coal mines. Also, details and feedback gathered from two operating mine site trial barrier installations will be shared.INTRODUCTION Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the United States (US); 29 miners were killed at the Upper Big Branch mine in 2010, 5 at the Darby Mine No. 1 in 2006, 12 at the Sago Mine also in 2006, and 13 at the Jim Walter No. 5 Mine in 2001.[14] To be more accurate, the explosions that killed those miners were methane ignitions that propagated through the mines due to coal dust involvement.[18, 19, 20, 21] These deaths occurred despite current explosion prevention strategies, standards, and regulatory oversight. This poses the question, can more be done in the US to prevent coal dust explosions and their widespread damage. In review of current practices and regulations from several large coal mining countries, a disparity in prevention strategies arose. The main difference between the US and other countries was that the US does not encourage, mandate, or regulate the use of explosion barrier systems as an additional coal dust explosion mitigation measure. This raised many questions. First and foremost was whether or not the US coal mining industry and its miners could benefit, in terms of safety and fatality prevention, from the implementation of the explosion barrier systems that are used in other countries. Furthermore, are there significant differences between the coal mines in countries where explosion barriers are used and US coal mines, which would preclude the system from being adapted and implemented in the US? Also, what are the similarities and differences in explosion barrier systems, use, and regulations between other countries that use them?"

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. "The Bayer process involves the digestion of bauxite in caustic liquors at high temperature and pressure. Typically the digestion section of the plant involves the heating of liquors up to the digestion temperature followed by flashing of the digestion product to atmospheric pressure with the flashed steam used to pre-heat the incoming cold slurry. Despite the heat recovery, the digestion process is a high consumer of energy. The application of tube digestion technology in such plants has resulted in significant improvements in refinery energy efficiency with associated benefits of process simplification and refinery flow sheet capital cost reduction. This paper reviews the potential application of this technology to other metals within the non-ferrous industry.THE BAYER PROCESSA typical Bayer flow sheet is shown in Figure 1. The raw feed material bauxite (containing aluminium hydroxide as gibbsite Al(OH)3 and boehmite AlO(OH)) is digested in caustic liquors (caustic soda is the solvent) at high temperature and pressure. This process extracts the alumina and silica and any carbon present on the ore. The slurry is then flashed down to atmospheric condition allowing for heat recovery from the flashed vapour and producing slurry supersaturated in alumina.Following the digestion process the mud is removed via thickening and then pressure filtration to remove fine particulate and produce a clarified liquor with dissolved alumina in solution. The resulting pregnant liquor is then cooled allowing the alumina in solution to precipitate as aluminium trihydrate Al(OH)3. The precipitated hydrate is then filtered and washed and classified into fine and coarse fractions. The fine material is returned to the precipitation process as seed while the coarse fraction is calcined at high temperature to produce alumina. The filtrate from the filtration process (spent liquor) is then heated by the incoming pregnant liquor before being fed to an evaporation process which produced the strong caustic liquor required in the digestion process. Finally, the mud from the thickening process is washed to recover caustic and then fed to tailings ponds. The washer overflow is then mixed with the digester product to increase super-saturation."

In some cases, coal barrier pillars must be relied on to withstand high hydrostatic pressures in order to prevent inundation of active mine workings. Such barriers are particularly important in areas, such as parts of West Virginia, where much of the future mining is down dip of mines which have been abandoned, or are currently being worked. Also, where multiple seam mining is conducted, a barrier pillar in one mine may be critical to safety in a mine in a lower seam. MSHA's Coal Mine Safety and Health district offices and the Mine Waste and Geotechnical Engineering Branch of the Pittsburgh Technical Support Center, have recently been involved in the study of barrier pillars in Kentucky, Virginia, West Virginia, Ohio and Oklahoma. In this paper, the factors involved in determining the required width of pillar are discussed, past practices for sizing barriers are reviewed, and related current Federal regulations are examined. In addition, the results of laboratory testing of bottom rock are presented.

The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.3 and 2.6 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year production period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 indexes. Initial capital investment is $34.6 million for the 1.3-MM-tpy mine and $63.5 million for the 2.6-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $50.8 and $92.2 million, respectively. These figures translate into total capital investments of $38.51 and $34.91 per ton of annual production. Assuming a desired 15-percent discounted cash flow (DCF) rate of return, with Federal income taxes at 50 percent, the required selling prices would be $13.41 and $12.27 per ton for the 1.3- and 2.6 -MM- tpy mines.

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifications, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and viability of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

Mining and environmental objectives have traditionally been in conflict. This conflict reflects a delicate balance between the need to spend money to protect the environment, and the need to save money by extracting minerals efficiently. In an increasing number of cases, profit margins diminish rapidly with new environmental regulations and reactionary measures. Forced cleanups and increasing restrictions are unwelcome expensive processes. A practical solution lies in planning rather than reacting. This requires the ability to precisely quantify and qualify environmentally sensitive problems by providing effective engineering tools to model, visualize and analyze subsurface conditions. Prevention of environmental conflicts, and effective cost control are both rooted in the mining company's ability to construct accurate models, monitor changes, assess contamination risks and to design effective remediation plan. This paper presents a case study where these issues are addresses through the application of a new and innovative technology.

"INTRODUCTION Corrosion of sections of piping used in steam-heating systems is frequently regarded as unavoidable, and periodic replacement is provided. Surfaces exposed to newly condensed steam appear to be especially vulnerable to attack. As an added nuisance, solid products of the corrosion tend to accumulate, plugging return lines.The trouble is ascribed in the main to carbon dioxide and oxygen 3/ 4 / 5/ 6/ dissolved in the condensate. When oxygen is the principal factor, the corrosion usually is characterized by pitting. Carbon dioxide tend3 to cause an acidic condensate which dissolves the metal more uniformly and produces the familiar failure at threaded areas where the piping is relatively thin, and where high stress may tend to acceletate the attack. Carbon dioxide enters the system with the feedwater, generally in a combined form such as carbonates and bicarbonates. Oxygen enters both with the raw feedwater-and as air leaking into lines under partial vacuum. The larger central-heating plants have sought to reduce corrosion by eliminating these gases as much as possible. A smaller plant ordinarily lacks the equipment and technical supervision required for this purpose."
