PorterIn introducing his paper, Mr Roman said that whereas in manufacturing plants the yearly production levels were usually chosen to produce the largest annual cash flow, in a mining operation, the raw materials (ore) were exhaustible so that the production had to be scheduled to maximize the total net present worth of the operation. This optimum production schedule could be determined by using dynamic programming. The required information was readily available to management at most mines. The 'possible operating range' of production rates lay between the rate with the highest profit per ton. and that with the highest profit per year. The optimum production rate started typically at the top of this range and decreased slowly as the deposit was depleted.Dynamic programming was used to determine several production schedules for a hypothetical mine-mill complex. The effects of changes in the ore grade estimates, size of deposit and acceptable rate of interest on the production schedule were taken into account. Apart from the fact that the net present worth of the overall profits was larger than that obtained by conventional methods, it appeared from the cases studied that the amount of metal recovered was also greater.Dr it P. King commented that this was a very interesting application of dynamic programming. He pointed out, however, that the market price of the metal was likely to vary significantly and randomly during the life of the mine, and he suggested that the problem should, therefore, be reformulated as a stochastic dynamic programming problem.If the price of the metal rose to abnormally high levels, a much higher than normal production rate could be expected. The results of analyses given in Table 5 showed that the production rate was a function of market price. In his view the stochastic problem could be solved just as easily as the deterministic problem.In reply to a question by Dr King as to whether the function relating recovery to production rate (Table I) was based on real data, the author replied that it was based on the results of an analysis conducted at the Union Carbide Corporation's Pine Creek tungsten mine in California.Dr D. M. Hawkins stated that costs were incurred when the production rate was altered, for example, in appointing or laying off staff, and that in practice it may be necessary to take these costs into account in finding the optimum production rate. Mr Roman replied that, while normal administrative costs were accounted for, the additional costs incurred in appointing and laying off staff were not taken into account."

So the life of a mining company is dependent upon the ability of its management to develop improved methods to permit extraction at a profit of the lower-grade ores which remain, to extend by intelligent exploration the limits of its known ore bodies, and to find and acquire new properties to take the place of those that, for one reason or another, are no longer operated. Its history is a story of constant change, of the working out of properties here and the acquisition and development of properties there, to maintain the vitality of the whole. Hatch’s Mine to Process Optimization projects integrate mining and processing strategies, minimizing operating costs and maximizing overall profit. The methodology involves ore characterization, blast audits, plant surveys, analysis of historical data, and integrated modelling and simulation of mining and processing. Blast designs are tailored according to ore type and the downstream process is optimized for the changed feed. This approach has increased throughput and minimized costs for many operations worldwide. The implementation of this methodology at an iron ore operation that faced challenges with increasing mining strip ratio and ore body mineralogy changes is presented in this paper. The larger stripping ratio increased mining costs and constrained the run-of-mine (ROM) delivery to the process plant. Process performance was affected as the ore mineralogy shifted from predominantly hematite to include greater proportions of magnetite. The project objective was to minimize overall cost per ton mined and processed and maximize profit. Tailoring the blast designs according to ore type and process optimization increased the throughput of all process lines. This provided the potential to shut down one of the five processing line, aligning the mine and plant capacity and significantly reducing the processing costs.

"Purification of zinc leachate plays a predominate role in zinc leaching refineries, to produce impurity free cathode sheets. As a part of such purification sequences, copper cementation with zinc dust is the preliminary step, since the presence of copper will preferentially deposit during zinc electro deposition and has the effect of reducing current efficiency. The cake thus produced is being accumulated as an inventory, due to invariable market and leading to space constraints & hazardous ambience. Hence, a project has been taken up for in-house generation of copper sulphate solution through ammonical leach followed by solvent extraction process and utilizing it as an active promoter for zinc sulphide flotation in Hindustan Zinc’s own captive mines. Cold purification cake majorly contains copper (30-40%) along with zinc (10-20%) and cadmium (2%). Confirmation to the above statement, photomicrographs of purification cake also confirmed the major presence of copper in metallic or oxidized form. In present work ammoniacal carbonate leaching of purification cake followed by solvent extraction using diketone based solvent has been studied under the influence of various parameters viz., temperature, agitation, pulp density, ammonia, CO2 dosages, solvent concentration, and impact of w/s zinc on leaching and solvent extraction. Leaching kinetics determined based on shrinking core model. Chemical reaction at unreacted core was found to be the rate controlling step. The estimated activation energy was found to be 24 KJ/mol. Leached copper has been extracted by solvent extraction with a ß diketone based solvent and is stripped with sulfuric acid as concentrated copper sulfate solution. The above established R&D findings are successfully implemented in the Commercial plant with a treatment capacity of two tons of cold purification cake per batch. Till now 500 MT of Purification cake has been treated, and generated 6500 MT of copper sulphate (55 g/l Cu), with final Cu recoveries between 87-90%."

"The overall goal of this study is to develop a suitable flow sheet to extract rare earth elements (REEs) from coal ash. A total of 14 coal samples of different ranks were examined for REE concentration, and an anthracite coal sample with the highest REE concentration of more than 700 ppm in the coal ash was selected for REE extraction tests. This paper reports on the results of the experimental program completed in the first part of the study, which included hightemperature leaching with nitric acid followed by solvent extraction tests using various organic extractants, namely, tributyl phosphate, Cyanex 572, di-(2-ethylhexyl)phosphoric acid (D2EHPA) and their combinations. A 4×2×2 experimental design was used to conduct a total of 32 high-temperature leaching tests by varying acid molarity at four levels, solids content at two levels and leaching time at two levels. The highest recovery rates of 90 percent for light rare earth elements (LREEs) and 94 percent for heavy rare earth elements (HREEs) were obtained from the optimum leaching test conditions while maintaining impurity recovery to the leachate at less than 40 percent. D2EHPA was found to be the best extractant in this solvent extraction test series, providing an REE recovery rate of nearly 99 percent.IntroductionGlobal demand for rare earth elements (REEs) and other strategic metals is increasing rapidly due to their use in a variety of advanced technological applications, with more than 100 kt of rare earth oxides used worldwide on an annual basis. The United States has less than 10 percent of the world reserves of REE mineral deposits, and in 2013 imported more than 60 percent of its rare earth oxides from other countries, mainly China (United States Geological Survey, 2017). China’s institution of export quotas has significantly reduced supply to the United States, raising the urgency of finding new ways of producing REEs and/ or substitutes. Coal combustion byproducts, which are usually discarded as waste materials, are known to contain REEs in low concentrations that could be extracted with a suitable process flow sheet. This may be a worthwhile route to pursue, considering the short supply of rare earth minerals and the abundance of coal ash in thousands of ash ponds in the United States. More than 110 Mt of coal combustion byproducts are produced annually in the process of satisfying the country’s need for electricity (American Coal Ash Association, 2016), and less than 50 percent of these byproducts are being successfully used in various applications, with the remainder dumped as waste materials in landfills and ash ponds."

The properties required for a com-pound to form useful thermoelectric materials are described. Uranium compounds which might have these properties are reviewed. Several of these compounds have been prepared and fabricated into compacts. The apparatus used for hot pressing, and for the measurement of thermoelectric power, electrical conductivity and thermal conductivity, is described. Detailed attention has been given to the properties of the nitrides. Preliminary studies on a number of other uranium compounds are reported. The figures of merit of the best materials so far examined are one-tenth of those necessary for a useful thermo-electric material. THE efficiency of thermoelectric materials for power generation and cooling is determined by their figure of merit, Z = a2 a/K, where a, a and K are thermoelectric power, electrical conductivity and thermal conductivity, respectively. "Unnecessarily restrictive specifications could be limiting the cost effectiveness of deep mixing (DM) applications and therefore limiting use of DM on projects where there are other options. Excessively restrictive standards demanded for strength and permeability certainly increase contractors’ bid prices, and costing the owners and, in the case of Government projects, the taxpayers more than necessary. Yet, lax or ineffective specifications often exist for some vital components of the quality assurance and quality control. In this paper, specifications for key elements of DM design and construction are examined. Recommendations are made to improve and streamline DM specifications to better serve the common objective of constructing a safe and cost effective ground improvement project.INTRODUCTIONSpecifications should, at their best, convey the project design requirements and provide clear direction to the contractor regarding requirements for submittals, materials, execution, measurement, schedule, and other aspects as necessary. The specifications should not be overly conservative, restrictive or ambiguous, and they absolutely should not be deficient in measurement of quality. Guide specifications or recycled sections from previous projects often form the template for new project specifications. But standards that appear in guide specifications or from former successful construction should be critically scrutinized by the designer for relevance before using the copy/paste functions of the specifications writer’s keyboard. Because work does not always go as smoothly as planned, specifications for remediation of non-compliant construction should be clearly stated and enforced. Often, non-compliancy is reviewed after-the-fact and deemed to have met the design intent, indicating that either the specifications were too restrictive or the enforcement too weak.The Federal Highway Administration Design Manual: Deep Mixing for Embankment and Foundation Support, October 2013, was written by a panel of DM expert design practitioners and contractors. Guide specifications are included as Appendix C of the FHWA manual. Those guide specifications have been updated in the deep mixing section of the www.GeoTechTools.org website, and the updated specifications represent the most complete and authoritative compilation published to date. Although the specifications for DM at www.GeoTechTools.org are current and complete, and they portray the state-ofthe- practice, they too must be modified to fit specific DM applications, project needs, and site conditions. The keys to a good set of specifications are to prescribe construction only to the level that is required to meet the design intent, to require appropriate quality control and quality assurance (QC/ QA) activities, and to clearly address remedial measures required for non-compliant work."

There has been little change in timbering methods in anthracite mines for 75 years, and technical information on strata control is almost wholly lacking. In order to assist the industry to establish technical data, the Bureau of Mines and a Northern field operator are cooperating in underground experiments, the first phase of which has been to investigate pneumatic packing. The four principal methods of packing in mining are hydraulic, pneumatic, mechanical, and hand. The hydraulic pa caring system is believed to have originated at Shenanodah, Pa., in 1864,4/ to prevent destruction of a church by surface subsidence after underground coal mining. This method was used again in 1884 to arrest an underground fire at Buck Ridge colliery, near Shamokin, Pa. In 1901 hydraulic packing was introduced to Europe in Upper Silesia, where it gained in popularity owing to the availability of large quantities of sand suitable for flushing .5/ Hydraulic packing has a number of disadvantages. Chief among these are the softening effect of large quantities of water on the mine floor conducive to heaving action; drainage and punning costs; and the inability to fill roof cavities completely in flat beds.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. Sophisticated pit optimisation software has allowed mine planning engineers to generate mining outlines that consider the numerous factors that have a major effect on the success or otherwise of a mine plan. The outlines are generally generated using a range of values for which one can assume a fixed mining cost and a variable revenue. During analysis, the expected costs and revenues are used to investigate the cashflow and sensitivities. Ultimately, the final pit and incremental outlines, or shells, are selected for a given expected price. This paper proposes an alternative method for incremental pit shell selection that considers the risk the mine be prepared to accept. The life of mine is divided into a number of Business Risk Periods (BRPs). The BRP represents the period of time over which the owner is prepared to invest capital. During each BRP, the mine will then operate at a selected investment cost which is generally equal to or greater than the minimum required to meet production targets. In this way, a robust mine plan can be produced which allows the mine to react to change without having to alter the incremental shell limits while maintaining a strategic risk profile. This paper will summarise factors to be considered in selection of the BRP and the incremental pit shells within the BRP.

The path from process conception to commercial implementation poses significant technical, economic, and sometimes political challenges for every project team. Solving the technical challenges typically distinguishes successful projects from those that fail. Here, the authors provide an outline for technical success based on lessons learned from years of experience in process design and R&D. Challenges faced by new technology developers, with regard to design and definition, are described. Experience-based methods to avoid missteps are shared. Special emphasis is placed on the selection of viable unit operations, definition of known and unknown parameters, experimental screening of options, and piloting for scalable design information. Use of computational models to define, assist, and interpret the pilot operations and results are described. Furthermore, the value of active collaboration amongst the design, research, and owner team is demonstrated.

The United States produces about 30 percent of the world output of salt. Numerous deposits occur in widely separated areas, but the leading producing States are California, Kansas, Louisiana, Michigan, New York, Ohio, Texas, Utah, and West Virginia. Although no great amount of salt is produced at present in Pennsylvania, the potential sources in that State recently aroused a good deal of interest. The United States salt industry is highly organized; it comprises fewer companies than when small crude works with primitive methods and equipment eked out salt for local needs, but concentration of output brought about by modern inventions and methods of production has improved the quality of the produce greatly and accelerated production.

Variable reactance arc control by the SPLC (Smart Predictive Line Controller) has been installed at many different mining sites and steel processing plants around the world. Since its first installation 18 years ago, many advances have been made to both the technology, and to its integration with furnace processes and plant operations. The SPLC has helped to improve electric arc furnace stability by reducing electrode movement while maintaining flat line arc power. Stable furnace operation at higher average power increases productivity. This paper summarizes the progression of electro-technology at Hatch since the 1970s, including fixed and variable reactance, digital electrode regulation, and fast variable speed hydraulics for Soderberg electrode, as demonstrated and benchmarked through projects and lessons learned over the years.

Historically, production from sublevels of the Ernest Henry Mine (EHM) started from blind uphole rises at the end of slot drives. Where previous investigations considered removing these slot drives and starting production with independent ore drives, any development savings were consumed when drives were extended to minimise ore loss. Since 2017, EHM and Orica have been investigating opportunities to optimise drill and blast practices by implementing Orica’s Wireless Electronic Blasting System (WEBS). To reduce ore drive development metres, a novel design was proposed utilising the WebGen™ 100 system to combine a rise with pre-charged widening firings. Initially these new rise and widening firings achieved results similar to previous EHM designs, achieving on average 81 per cent of design height and width. Due to poor performance of the fourth trial a significant re-design was required. Modifications included drill hole re-positioning, in-hole primer relocation and initiation delay adjustments. Since the re-design a step change in rise performance has been observed with rise and pre-charged widening shots averaging 95 per cent of design height and width. With rise and widening performance exceeding expectations, the removal of slot drives has allowed a substantial reduction in lateral development. Development savings of 165 m and 169 m from the RL1325 and RL1300 levels have been achieved. Primary draw and ore recovery has also increased due to the later addition of pre charged forward stripping rings. Level design changes have also significantly improved the mining cycle by allowing for a reduction in required ground support, improved secondary ventilation, a reduction of critical path development, simpler production scheduling and less wear and tear on machinery. Future mine level designs now incorporate key learnings and are proving beneficial to a variety of scenarios including changing orebody boundaries at depth.

As a follow-on to previous investigations, reduced treatment levels for the optimum fire retardant/preservative system were evaluated. An impregnation of 3.5 lbs/ft3 of Fyreprufe followed by 3.5 mils of Albi 107A plus an Albi 144 top coat provides adequate flammability and flame spread protection. However, there is a significant loss in compressive strength at this retention level, particularly parallel to the grain. A pilot-size pressure impregnation cell was installed for use in treating larger quantities of wood. Based on the optimum fire retardant/preservative treatment system - Fyreprufe/ACC impregnation followed by Albi 107A/144 intumescent paint - a model treatment pro¬cess was developed, capable of handling 3 million board feet per year. Associated annualized costs per thousand board feet (K bd. ft.) for treating 12" x 12" timber were calculated to be: Impregnation: $-63.00/K bd. ft. Coating: $112.00/K bd. ft. A literature search was conducted to identify materials and techniques suitable for a localized stench warning system for heated mine timbers. Based on this review, a number of stench warning concepts were developed. Those based on surface coating were given a preliminary laboratory evaluation.

The recently completed In-Pit Crushing and Conveying Project at Phelps Dodge's Morenci Mine is rated among the world's leading materials handling projects. Rare earth elements are essential for modern life products and green technologies. Recent supply constraints have boosted the development of rare earth projects after the price peak of 2011. The feasibility of a project depends on the definition of a processing route, which in turn depends primarily on the rare earth mineral, with monazite and bastnaesite representing the two most relevant minerals. Monazite-type ores usually contain high acid consumption impurities, such as iron, aluminum, calcium, magnesium, and phosphates, and may also contain prohibitive levels of radioactive thorium in its composition. This work presents a thermodynamic analysis of a monazite system and discusses the fundamentals of a selective process route for rare earth extraction from monazite ores with high iron content. This process involves sulfation by means of concentrated sulfuric acid and roasting at a high temperature. The route yields high rare earth extraction with low iron and thorium extractions and low acid consumption. Rare earth extractions as high as 80% were achieved, while iron and thorium extractions were lower than 1%, and acid consumption was lower than 0.34 kg of sulfuric acid per kg of ore. The operational window was compared to the one predicted by thermodynamic modeling, with 700 °C representing the optimal roasting temperature

Phosphate deposits in Montana , Idaho , Wyoming , and Utah are important factors in the mineral , agricultural , and industrial economy in the western part of the Nation . This report presents background information , including geology , mining , beneficiation , processing , resources , and economics , assembled to provide a comprehensive introduction to a series of four area reports . About 20 percent of the Nation's phosphate is produced from the Western field where there were 6 surface and 9 underground mines in operation in 1963 . This region also has an estimated 58 percent of the Nation's phosphate reserves , and continuing development is assured by these abundant resources and an increasing demand for phosphate products . Long range forecasts indicate that the United States will continue to use increasing amounts of both agricultural and industrial phosphate products . Beneficiation has become an important part of the phosphate processing industry , and two flotation plants and several washing plants were in operation in 1963. Recent studies by the Bureau of Mines Metallurgy Research Center , Albany , Oreg . , have been directed toward developing flotation processes applicable to treatment of marginal phosphate rock . Other Bureau of Mines research is being directed toward improved methods of ore recovery , ground control , and mining .

Geotechnical modeling of mines is crucial for understanding the many factors that can pose potential hazards or limit production opportunities. The process of back analyses for modeling is often used, but in many instances, the back analyses can be cumbersome and time inefficient.While thesemodels and back analyses may be accurate, these types of back analyses may not be ideal to be used at mines and by engineers because the process is so time-consuming. This paper introduces event-based back analyses that utilize prior events to create more accurate models while eliminating large modeling time because the models are back analyzed from previous events. The completed analyses supply a more detailed insight into the potential hazards at Round Mountain, an open pit operation, as well as provide a better understanding of how improper risk analysis results in missed opportunities. The more we understand about mining activities and processes through modeling, the safer and more productive mines will be.
