At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

GEM (Geologic Element Motion) is a Discrete Element Method (DEM) capability for blast-induced heave simulation with a very fast computational algorithm that can efficiently treat many different element shapes by utilizing alternating arcs and lines. GEM calculates rock motion from a knowledge of the gas pressure moving the elements. This requires an expression for the pressure vs volume, or the adiabat, of the explosion product gases. This work uses an analytical expression for the adiabat derived from the explosive’s properties. The effect of the explosive detonation pressure in crushing an annulus of rock, and setting up a shock wave, is termed Brisance. GEM incorporates a working hypothesis for the deleterious effect of Brisance on subsequent rock motion.

The City of Toronto’s Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the project to date and reviews the risk mitigation measures utilized on the project to move the project forward through tough geological conditions during shaft excavation and tunneling phase of the project.

K+S Potash Canada GP (KSPC) is part of the K+S Group, one of the world's leading suppliers of standard and speciality fertilizers and the world?s leading salt producer. Globally, the K+S Group employs more than 14,000 people. The K+S share ? the only commodities stock on the German DAX index ? is listed on all German stock exchanges. Legacy, K+S Group?s most recent project, is a greenfield solution potash mine and production plant in the south of the Canadian province of Saskatchewan. Therefore K+S will invest 4.1 billion CAD. With the expected commissioning in summer 2016 the company projects to reach the two-million-tonnesmark of production capacity at the new location at the end of 2017. The gradual extension of the annual capacity to 2.86 million tonnes of potash products will occur afterwards. The Legacy Project will be Saskatchewan?s first new potash mine in nearly 40 years. It is one of the world?s most economically attractive potash projects. The project will contribute to Saskatchewan?s growth through employment, tax revenues, utilities, and local partnerships. Located in the southern part of Saskatchewan?s potash belt, the deposit is too deep to be mined conventionally due to rock mechanics and high temperatures. Legacy will therefore be a solution mine. Proximity to the urban centers of Regina and Moose Jaw is imperative, with their workforces and economy, as well as access to highways, railway carriers and, most importantly in the prairies, water. With this unique project setting and mining technique, we are convinced that Legacy will be one of the most efficient, economic, sustainable and safe potash facilities in the world.

"Ternary compound-semiconductor, CuInTe2, film was deposited cathodically under potentiostatic conditions on titanium substrate from aqueous solution containing CuCl2, InCl3, TeO and HCI in this study.The deposition parameters such as electrolytic solution composition, potential and temperature were optimized· for electrodeposition of CulnTe2. Structural characterization of the: deposited film was also carried out using XRD and SEM. Electrodeposited films Were prepared and analyzed for their chemical composition using ICP. The ICP analyses showed that the stoichiometry of the films could be controlled by (1) the deposition potential and/or by (2) the electrolytic bath composition.1. IntroductionThe ternary chalcopyrite type compound semiconductors exhibit such electrical, chemical and optical properties that make them promising for photovoltaic devices (Kazmerski and Wagner 1985)(1). Many researches have been devoted to the characterization of these materials for over one and a half decades. High efficiency solar cells based on p-CulnSe2/n-CdS have been reported (Mickelson and Chen 1983)(2).The electrodeposited fil ns of semiconductors have more advantage than other physical and chemical deposition techniques; it is relatively easy and economic technique and the semiconducting properties such as band-gap variation, concentration of dopant stoichiometric composition and so on can be controlled with some accuracy. The electrodepositions of the ternary CuInS2, CulnSe2 have been reported by many workers (Hodes and Cahen 1986, Bhattachaya 1983, Singh et al 1986, Lokhande and can be prepared as both p-type and n-type. Therefore, its potential for application in optical and photovoltaic devices is one of the great interests. Bhattacharaya and Rajeshwar (1986)(9) reported the electrodeposition of CuInTe2 from an acidic bath· on indium tin oxide (ITO) and Mo substrate. Triethanolamine (TEA) was used as a complexing agent for indium. The electrodeposited CuInTe2 films were non-stoichiometric in composition under all their experimental conditions by electron-probe micro analysis (EPMA) and Auger depth profile analysis. In this paper, we report our results on the behavior .of Cu-In-Te electrodeposition from ·acidic baths; the preparation of CulnTe2 and the effect of bath composition on electrodeposited films obtained."

Integrated mining information and process control systems can reduce information delays, enhance decision making and improve the responsiveness of mining operations to, for example, variations in market conditions, mineral grades and ground conditions. This paper examines developments in the areas of: monitoring, data analysis and diagnosis,' communications systems; integrated mining support system;, and process and machine control. It concludes that the development of a comprehensive information technology plan is fundamental to the phased implementation of these technologies. In addition, hardware and software standards and concurrent digital design and simulation practices in selected manufacturing industries are examined and concluded to have relevance to the mining industry. Integrated information and process control systems will lead to emergence of the "digital mine". Such advances in mining information infrastructure as well as mining equipment will enable mining operations to shift from mass production methods to leaner production techniques. "Lean mining" aims to enhance and accelerate cash flow over the life of a mine by focusing on reduction of' throughput times; stockpiles for volume and quality control; and wastage and rework.

Nautilus Minerals, the world?s leader in exploration and development of deep ocean seafloor resources, is today focused on the recovery of high-grade copper and gold in seafloor massive-sulphide mineralization. These targeted mineralized belts, analogous to land-based volcanogenic massive sulphide deposits, are located near plate boundaries in the back arc basins of the Western Pacific. The first deposit to be developed by the company is located at a depth of 1,600 meters at Solwara 1, in the benign waters of the Bismarck Sea. This location lies within the territorial waters of Papua New Guinea. From 2006 to 2009 the company completed detailed environmental and geological studies at Solwara 1, culminating in a number of world firsts, including the first Environmental Permit granted for the extraction of seafloor massive sulphide deposits and the first NI 43-101 compliant seafloor massive sulphide deposit resource statement. Nautilus has relied heavily on proven deepwater technologies from the oil and gas industry in the design of its production system. Pipeline trenching units, workclass ROVs, deepwater production risers and drill cuttings removal systems will be adapted to initiate this new and exciting industry. Key contractors used by Nautilus on this innovative project have all been selected for their deepwater experience (gained in the oil and gas industry), creativity and determination to launch this new industry successfully. Innovation is at the forefront of Nautilus? success to date. This paper summarizes the progress to date of this development which will provide a new source of minerals for the world and which will contribute to sustainable growth for the future.

Today underground infrastructures, like tunnels and especially wide spread underground mines, are often equipped with ethernet based communication systems. These networks are used for the unified communication of data, voice and video. As these networks stretch along the major tunnels and in increasing scale also into the production areas, a high degree of coverage can be reached. For wireless coverage, standard IEEE 802.11 WLAN access points are being used. In order to provide a maximum availability and reliability, the active components are equipped with battery backup power supplies and the network infrastructure is set up in a redundant way using ring or meshed topologies. This provides a much higher availability compared to traditional phone systems or dedicated data links using a conventional star topology.Distributed computing intelligence that is installed on active network nodes throughout the whole network, additionally supported by a central server system, creates the basis for new mine safety functions introduced in this paper for both coal and non-coal mining. These new safety functions cover the detection of potential emergencies, using the status of the network as a æsensorÆ, as well as dynamically guiding people to safe exits or rescue shelters in case of an emergency. Furthermore, these functions are of important benefit for improving the efficiency of search and rescue operations following a major incident or accident underground.

This paper focusses on technological developments which occurred in the village of Deloro, Ontario between 1868 and 1919. These developments illustrate the manner in which improved metallurgical processes linked Ontario mineral resources to industrial expansion. Overview of Deloro The village of Deloro is in Hastings county, about 5 miles from the village of Marmora, the site of the old Marmora iron works and the more recent Marmoraton iron mine. In this area, the Canadian Shield meets the Great Lakes lowlands. The first settlement in the vicinity occurred in the 1820s and was associated with the Marmora iron works. Settlement grew around agriculture. Gold was discovered in Hastings county in 1868. Deloro - the name derives from gold - developed as a concentrated settlement in proximity to several gold mines and the related processing activities. By 1901, substantial smelting works were successfully producing gold and arsenic from local ores. The village was developing as a company town within the framework of benevolent paternalism. For reasons associated with markets and with local ore supplies, the Deloro mills were idle for a period beginning in 1902. Developments in later periods connected Deloro to world events. In 1903, silver was discovered at Cobalt, Ontario. By 1907, M.J. O'Brien, who owned mines at Cobalt, had purchased the Deloro works and was using them to process Cobalt-area ores*.

This study compared particle size distribution and density distribution of crushed products for waste printed circuit boards (WPCBs) before and after heat treatment. The crushing process for heat-treated WPCBs is a selective crushing process; more metal is concentrated in the coarse particle range of 1.0–0.5 mm and high density range of 2.8–2.96 g/cm3. WPCBs were separated using the Falcon separator to recycle useful metals. The Box-Behnken module of Design-Expert was used to obtain optimal separation parameters, namely, rotational frequency of 25 Hz, recoil water pressure of 0.025 Mpa and feed speed of 34 ml/s. On this basis, the separation indexes for WPCBs with and without heat treatment were compared. Experimental results show that the recovery effect is better for heat-treatedWPCBs than for thosewithout heat treatment. Comparedwith the non-heattreatedWPCBs, the product grade of heat-treated WPCBs is 1.95% higher, and its recovery is improved by about 14%. Finally, characteristics ofWPCBs before and after heat treatment were analyzed on the basis of stress experiments and scanning electron microscopy (SEM), respectively. Results of mechanical characterization indicate that the stress experiment for non-heat-treated WPCBs has a maximumpressure load of 212 N and displacement of 20mm, but heat-treatedWPCBs only need 140 N stress and 14 mm displacement. SEM shows that copper foil and fiberglass cloth are deformed in different directions and sizes after heat treatment to form gaps, which promote liberation of copper foil and fiberglass cloth.

The nature and extent of oil shale in Colorado and Utah are discussed. A look at most of the prominent activities now underway emphasizes the questions "where are we now?" and "where are we going?" Various alternate mining methods are reviewed and a bibliography of oil shale mining is included.

A family of personal computer programs that calculate the Coal Mine Roof Rating (CMRR) has been developed by the U.S. Bureau of Mines. The CMRR rock mass classification system provides a link between the qualitative geologists' description of coal mine roof and the quantitive mine engineers' needs for mine design roof support selection, and hazard detection. The program CMRR is a user-friendly, interactive program into which raw field data are input. A CMRR is calculated and output along with two graphic displays. The first graphic display is a plan view trap with the CMRR's displayed on a color-coded scale. The second display shows a stratigraphic section of the bolted roof interval and its resultant CMRR. In addition, a Lotus 1-2-3 worksheet, computer file BOM-CMRR.WK3, has been developed for easy storage of field data. The worksheet includes four macros that automatically calculate CMRR's, store field test data in a database format, and print a two-page report of the field data and CMRR parameters. Production of summary port; for analysis of site-specific information are readily generated using Lotus 1-2-3 software. These programs help to facilitate the engineer in utilizing the CMRR in ground control studies.

THE Cerro de Pasco Railway Co., owned and operated by the Corporation, is a common carrier whose chief functions are transportation of ore and concentrates from the mines at Cerro de Pasco to the smelter in Oroya, and haulage of coal from the coal mines at Goyllarisquisga to the coal washery at Fundicion. Connecting with the Peruvian Central Railway at Oroya, the C. de P. Railway maintains joint, daily freight and passenger service from Lima and the port of Callao to Cerro de Pasco, terminal of the C. de P. main line and gateway to the Huanuco Valley. Extending from Oroya to Cerro de Pasco the main line is a standard-gauge roadbed of 70-lb. rail, 132 km. long with a maximum compensated grade of 2.25 per cent and a curvature of 16°, climbing from an elevation of 12,272 ft. above sea level at Oroya, lowest station on the line, to 14,208 ft. at Cerro de Pasco. The highest point reached by the C. de P. is on the coal branch at Alcacocha where the rails are 14,385 ft. above the sea.

"Washington State's diverse geological setting is reflected by its several types of porphyry Cu-Mo deposits. All are associated with calc-alkaline intrusions, and they range in age from Jurassic to Miocene.The largest is the Mount Tolman Mo-Cu deposit located in the Omineca Belt. It contains 2.18 billion tonnes of material averaging 0.093% MoS2 and 0.09% Cu. There are intermediate-size Mesozoic deposits in the Intermontane Belt. The Cascade volcanic arc hosts small- to medium-Tertiary deposits. Among these, of particular interest is the Sunrise breccia pipe, which has been explored over a vertical distance of 1000 m. It contains reserves of 64.6 million tonnes averaging 0.319% Cu and 0.071% MoS2 with significant tungsten values. The Glacier Peak deposits have potential resources of 1.7 billion tonnes averaging 0.334% Cu and more than 0.015% MoS2 and also contain tungsten. The Margaret deposit can be classified as a porphyry Cu-Au type; it has reserves of 200 million tonnes averaging 0.434% Cu, 0.0175% MoS2> 0.27 g!t Au and 1.92 g!t Ag. Drill intercepts of the North Fork deposit also show significant gold values.Mineralization and hydrothermal alteration of these deposits are typical of porphyry deposits, although some differences can be noted. The Mount Tolman molybdenum deposit contains topaz alteration zones and is transitional between a plutonic type and a Climax-type molybdenum system. Other deposits, such as the Kelsey, Mazama, North Fork, and Margaret, are low-sulphide systems that contain significant amounts of magnetite."

The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. The Great Lakes Water Authority (GLWA) operates the largest regional water authority in the State of Michigan. Two of the tunnels supplying raw water to the system from the Detroit River are the Springwells and Northeast Tunnels. The existing 70- to 90-year old concrete lined tunnels have experienced distress and cracking over their life requiring non-structural repairs to sections of the tunnels. For the repair, an interior stainless-steel segmental liner plate system has been designed to restore the watertight capacity of the tunnel liner and resist the exterior hydrostatic groundwater pressure in a dewatered condition. The team is utilizing a “wet repair” approach to perform the necessary repairs while the tunnel remains fully flooded and operational. To test and validate the tunnel repair approach, a full-scale mock-up of the proposed repair has been performed using underwater equipment and divers.

ALL critical and strategic materials procurement functions have been transferred from the Defense Minerals Administration, General Service Administration, and the Economic Cooperation Administration and are now centered in a newly formed agency, the Defense Materials Procurement Agency. DWA will report directly to the Director of Defense Mobilization. Mr. Truman stated that he intended to appoint Jess Larson, administrator or General Services to head the new agency (see Trends P. 756). W. C. Schroeder has been named acting director of the Defense Minerals Administration replacing James Boyd. He has been named also to a newly created assistant director position of the Bureau of Mines serving under Mr. Boyd who is director. Schroeder was formerly head of' the Synthetic Liquid Fuels Division of the Bureau of Mines.

Technology and economies of scale have, in the past decade, brought about the emergence of giant vessels. Meanwhile, to answer the need for rapid dispatch, as a means of combating the proportionately far greater demurrage charges, shiploading and unloading speeds have soared (Ref. 1, 2, 3). As the loading and unloading rates have dramatically increased, so has the cloud of dust grown in unbearable proportions. It not only has threatened to be a real menace to machinery and men, but in certain instances has also seriously jeopardized fish and marine life (Ref. 4). In an era when ecology is king, dust in shiploading and unloading can no longer be shrugged off as a mere public nuisance, and its control is now duly recognized as of grave concern to all. Even if public outcry were not a problem, from the operator's own parochial point of view, dust can adversely affect productivity and the well-being of the operating personnel. Without adequate control, it can also result in costly equipment maintenance, particularly when the dust is micronic in size, and abrasive. The Hierarchy of Control Techniques Given the great fortune of not yet having to deal with gas and odors, in the jargon of pollution control, our problem is confined to having to control "particulates" only. To deal with "particulates", the myriad of dust control techniques can be utterly confusing to those who are not entirely well versed in the methodology. Our analysis of what is available to date results in the following hierarchy of logical preferences: 1. Prevention 2. Removal 3. Suppression 4. Containment 5. Ores from a single deposit may exhibit extensive variability in their mineralogy and texture. The ability to quantify this variability and link it to mineral processing performance is one of the primary goals of process mineralogy. This study focuses on the effect of alteration in three platinum group element ore samples from the Great Dyke in Zimbabwe – two of which were more pristine compared to the third, which was locally classified as ‘oxidized’ ore. These ores are known to be characterized by varying degrees of alteration, resulting in numerous challenges in flotation and affecting both grade and recovery. Alteration, by near-surface oxidation, of the valuable base metal sulphides and platinum group minerals resulted in lower flotation recoveries of Cu, Ni, Pt, and Pd. Evidence of incipient oxidation was more readily observed in the base metal sulphide assemblage than the platinum group mineral assemblage, even though the loss in recovery (because of oxidation) was most significant for Pd. Alteration through hydration resulted in a significant increase in mass pull and dilution of concentrate grade through the inadvertent recovery of naturally floating gangue comprising composite orthopyroxene and talc particles. In this study, the amount of naturally floating gangue was more strongly correlated with the talc grain size distribution than the grade of talc in the flotation feed. The oxidation and hydration alteration reactions are not necessarily mutually exclusive, although one may be more dominant than the other, giving rise to ore variability.
