Remediation of small-arms firing ranges is being investigated by the Naval Civil Engineering Laboratory and the U.S. Bureau of Mines. Scheduled closures of military installations, as well as the management of active ranges, require the development of methodologies for heavy metals removal to prevent their entering the surrounding environment. The impact berms contain high concentrations of metals, and the soil and vegetation surrounding the berms were found to have slightly elevated levels. The heavy metals characterized are in the form of whole bullets, a wide size distribution of free fragments, smeared lead on the surface of the soil grains, and very finely attached particles. Gravity beneficiation can remove liberated metal contamination effectively. Weak acetic acid leaching shows promise in lowering the final metal contamination to allow the ,soil to pass the Environmental Protection Agency's (EPA) Toxicity Characteristic Leaching Procedure (TCLP) criteria.

"The concept of large single line grinding circuits provides a valid answer in project feasibility studies by reducing capital investment requirements compared to parallel lines for the same plant throughput rates. The benefits of this concept are reflected as well on the operational aspects, in terms of higher and greater process stability, and reduced operational costs mainly due to the associated lower maintenance expenditures. However, concerns exist in the minerals industry on whether large single line grinding could reduce the overall concentrator plant availability. The mechanical design and integrity, the mill and gearless mill drive integration, as well as assets management aspects of this type of equipment are the key to guarantee successful availability records. Together with an overview of the added value provided by large single line grinding circuits, this paper focuses on risk mitigation strategies during mill and gearless mill drive integration, as well as on the design of the equipment itself, for the key aspects which could put at risk the operations availability.INTRODUCTIONDespite a large long term demand for commodities, the mining industry has never faced complex challenges as it is doing today. Decreasing high-quality and accessible deposits, declining ore grades in existing mines, shortages of electrical energy (e.g. in Chile) and an aging workforce are the most significant among the megatrends affecting our industry. In addition to this, flat underlying commodity prices and high price volatility are currently posing strong requirements to miners when entering into the process of approving investments.Nowadays to get projects financially approved (optimizations, expansions, new plants), capital expenditure has to be reduced, as observed up to 30% compared to the last decade, and at the same time the plant design has to be such to demonstrate that operating costs will also be significantly lower than in the past.When it comes to the concentrator plant, the concept of large single line grinding circuits provides a valid answer in project feasibility studies by significantly reducing the capital investment requirements compared to parallel lines for the same plant throughput rates. "Early on Jan. 9, 2014, approximately 37,800 L (10,000 gal) of crude 4-methylcyclohexanemethanol (MCHM) leaked from a storage tank sitting on the bank of the Elk River near Charleston, WV (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal and is considered nonhazardous in terms of transportation, storage regulations and also toxicity (CDC, 2014a). Freedom Industries Inc., a producer and vendor of specialty chemical products, had acquired the storage facility from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein and McWhirter, 2014).The spill site was located a little more than 1.6 km (1 mile) upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a "Do Not Use" order was issued for all customers (WVAW, 2014a).With little information readily available regarding the potential human health effects of MCHM, the U.S. Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the "Do Not Use" order remained in effect for a total of eight days, until Jan. 17, when the WVAW distribution water was confirmed to have MCHM concentrations below the approved level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at sub-ppb concentrations, a fact that undoubtedly added to growing public concern (Rosen et al., 2014; Gallagher et al., 2014). In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until Feb. 25 when MCHM levels were measured below 2 ppb (WVAW, 2014b), and eventually replaced the affected filter media (WVAW, 2014c)."

Zia Metallurgical Processes, Inc. has developed and patented a steelmaking process capable of converting iron bearing metallurgical wastes into high quality steel products. The process utilizes a proprietary design rotary hearth furnace to convert iron bearing wastes, pelletized with coal, or other forms of carbon, into direct reduced iron (DRI). This DRI is fed, hot, from the rotary hearth furnace into a Zia All Purpose Vessel (ZAV) where it is smelted and refined into high quality steel. A specially designed turret with three independent arms, each supporting a separate ZAV, comprises the heart of the meltshop. No overhead cranes are required to transport molten metal from the smelting/refining operation to the ladle metallurgy station to the caster to an inspection station and back to the smelting/refining point. The molten steel is contained in the ZAV throughout the operations eliminating the possibility of steel con¬tamination by non-metallic inclusions occasioned by the exposure to ambient air during metal transfer into ladles. The result is the creation of very clean steel that can be alloyed to produce virtually any desired grade from stainless steel to common structural steel.

Construction-induced earthborn vibrations have long been recognized as a potential problem with respect to the constructed environment and various vibration criteria are in use to prevent damage. A special case of construction vibration control is the protection of early-age or ?green? concrete. Unlike limits for damage prevention to building stock, there is no rational, widely accepted limit for protection of early-age concrete. Numerous criteria have been proposed or reported in the literature and the most relevant and rational proposals are summarized herein. These findings are applied to a case history involving both bored and driven piles. Vibration measurements were made during pile driving activities and the vibration magnitude was evaluated with respect to the exposure of freshly-placed and curing concrete to the earthborn vibrations. The maximum vibration magnitude at the applicable distances from pile driving was on the order of 0.3 inches per second. Based on the most persuasive literature, threshold values of 0.8 inches per second or even 1 to 2 inches per second for the protection of green concrete appear to be well-supported. Consequently, it was concluded that the pile driving activities and bored pile construction could proceed simultaneously.

In mechanized tunnelling operations performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequate/ suboptimally dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water and polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole job. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer´s point of view.

THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

Operating uranium mill tailings containment and mill decommissioning activities are regulated by the Nuclear Regulatory Commission (NRC) and the Environmental Protection Agency (EPA) through numerous regulatory mechanisms. Reduction of radon emissions from tailings disposal areas, remedial actions to return groundwater to baseline constituent concentrations, and 200-to 1,000-year stabilization of tailings are major focus areas of regulation. The cumulative economic impact and uncertainty associated with regulation are very significant and will hinder future development of uranium milling facilities.

Control of the dust produced by continuous mining machines in coal mines is conventionally attained by water sprays from fixed nozzles mounted on the frame of the machine behind the cutting head. In the tests conducted under this contract a so-called "wet-head" machine was used, where the spray nozzles were mounted on the rotating head itself, close to the coal-cutting bits. The tests were conducted at the Robena Mine of U.S. Steel Corporation, using Lee-Norse machines. Operating the wet-head machine and a conventional spray machine in turns in the same section, it was found that the wet-head produced approximately 25 percent less respirable dust and 60 percent less total airborne dust than the conventional spray machine. The wet-head also greatly improved the visibility of the cutting bits from the machine operator's position. Several difficulties had to be overcome before any meaningful tests could be conducted, including excessive pressure drops in the piping system and plugging of the nozzles from internal water contamination. The major obstacle, however, was the rotating water seals on the wet-head, which leaked excessively after only a few hours of operation. Only after several changes and plant and laboratory tests was a design found which permitted conducting the underground tests without appreciable water leakage.

"Fluctuation in market price of mineral products has enforced mining companies to cut down their operating costs. One useful way of reducing operating costs in mining operations is to make optimal operational decisions, incorporating efficient mining fleet management systems (FMS). Over the last 50 years, several types of FMS have been developed and introduced in the mining systems around the world. However, there are two major shortcomings in existing systems. Firstly, none of the existing systems consider effects of the short-term plan on dynamic truck assignment. Secondly, most of the existing FMSs make decisions in a way that optimize a specific objective while ignoring others. Herein, we propose a multi stage and multi objective FMS that deals with aforementioned shortcomings of the currently available systems. The developed FMS, in its upper stage, links semi-dynamic operational decision making process to the short-term production plan by simultaneously assigning shovels to mining faces and allocating trucks to the shovels by implementing its first multi objective decision making model. Then in its second stage, in a real time dynamic decision making process, it assigns trucks to shovels and corresponding destinations by optimizing its second multi objective decision making model. The developed fleet management system has been verified using an Iron ore case study and the results are presented in this paper. INTRODUCTION Open pit mining method is the most common method to mine mineral from the earth. Based on Wetherelt and van der Wielen (2011) there exist 2500 open pit metal mines that are categorized as industrial scale mines. Over all of those, the amount of material handled using truck and shovel material handling system is more than the amount handled by all other systems together (Humphrey & Wagner, 2011).It has been proven by several studies that more than 50 percent of operating cost in a truck and shovel based open pit mining operation is accounted for material handling (Moradi Afrapoli & Askari-Nasab, 2017, Alarie & Gamache, 2002, Ahangaran et al., 2012). Thus, introducing even 1 to 2 percent cut in its material handling cost saves huge amount of money for the stakeholders. Over the last 50 years, two major areas have been identified to cut this cost. On one hand mining industries have been implementing equipment with higher production capacities, and on the other hand, researchers have been developing operations research techniques to make dynamic decisions as close to optimal as possible to deduct operational costs in truck and shovel based mining operations."

Universities have had a long history in the education of geology graduates, Analysis of this history reveals a record of success, as judged on a world basis. However there have been significant changes in the last 20 years that have impacted on the ability of universities to continue to provide their traditional style of geology education. These changes have increased in the last 10 years. In the teaching side, there has been a change in expectations. Additionally the increasing workload decreases the value of each academic to perform the tasks needed by the new education. In the area of research, the funds provided have continued to decline, in both real and absolute terms, and it is now necessary for universities to seek out funds to pay for their postgraduate research. Additionally, the universities have slipped into the error of what cahn only be termed "academic incest", and research student mobility has decreased to an undesirable level, stifling initiative and new ideas in a number of cases, The only solution is for Government monies to be "directed" - ie that the postgraduate student must leave his or her original university in order to receifve the research stipend/scholarship. On the government front, the government and its agencies have not adequately analysed and recognised the need for the redirection of education and research funds into the needy areas of science and technology, especially those that related to the minerals area.

Part of the work of the Precious Metals Section is to conduct oretesting experiments on ores selected as representative of various mining districts or areas . The projects are authorized by the Metallurgical Division , and only those ores in which gold and silver or gold or silver constitute an essential part of the total values are assigned to the Precious Metals Section . Such ores include those containing the precious metals only as commercially important ingredients , as well as those containing base metals such as copper , lead , and zinc along with the gold and silver . In many instances the "ore " may be a tailing product of a grade good enough to warrant retreatment , or a concentrate for which it is desirable to develop a method of treatment to avoid the expense of shipment to a smelter . It is evident that in general the greater part of this ore - testing work is done according to standard testing procedure , such as cyanidation, amalgamation, gravity - concentration , and flotation , or a combination of these methods . The standard methods of conducting such tests have been outlined in previous reports of ore - testing studies . However , since the inauguration of this oretesting program 6 years ago , the ores submitted under authorization have become increasingly more refractory to simple methods of treatment. Consequently, a considerable number of the projects completed during the fiscal year 1941 have required an unusual amount of work and in some instances have developed into real research problems . The requirements of the International Mineral Property Valuation Standards Template (IMVAL Template) (includes Petroleum), 4th edition of April 14, 2021, are based on six principles: 2.1.1 competence, 2.1.2 materiality, 2.1.3 transparency, 2.1.4 objectivity, 2.1.5 independence, and 2.1.6 reasonableness. The IMVAL Template describes “reasonableness” as, “The Valuer must ensure the Reasonableness of the Valuation. Any Valuation, assumptions applied, and any method relied upon should be reasonable within the context of the purpose of the Valuation and the Basis of Value. A method applied to the subject Mineral Property should be within the expected capability and consideration of an assumed likely buyer or lessee of the property.” The IMVAL Template’s Guidance 3.6 on Reasonableness states, “The test of Reasonableness is to consider what appropriately qualified and experienced Valuers, acting reasonably, would conclude in the circumstances. The Valuer must form an opinion that is reasonable in the circumstances, that is, what a Valuer believes is rational and plausible in the circumstances and would be viewed as such if considered by other appropriately qualified and experienced Valuers with the same information and at the same time.” Finally, the IMVAL Template’s Definition 4.26 states Reasonableness “[m]eans that other qualified and experienced Valuers with access to the same information for the same Valuation Date and Basis of Value would consider the Valuer's estimate of Value to be within a reasonable range.”

Introduction Mineral wool may be defined as "rock, slag, or glass fibres made by a process of melting and blowing by steam or air, containing a minimum of oil and unfiberized material" (U.S. Bureau of Standards CS 117-44). The earliest production of the material was in Wales, about one hundred years ago. In the United States, the industry daces from 1870 when a plant, using slag as raw material, was established in Greenfield, New Jersey. It was not until 1897, however, that large-scale production was commenced on this continent at a plant in Alexandria, Indiana, which utilized rock from nearby deposits. Today, mineral wool is manufactured in many parts of the United States and Canada, the plants for the most part being in close proximity to deposits of suitable rock or to sources of slag. In the United States there are some seventy-five producers with a total annual capacity of nearly one million tons of wool. In Canada, in 1946, eleven manufacturers produced about fifty million square feet of batt-type mineral wool insulation material. Mineral wool is, perhaps, the most efficient of all heat-insulating materials and, moreover, it is fireproof, extremely durable, and insect- proof. Its high efficiency is due to the very low thermal conductivity of the fibres themselves and to the fact that the produce as marketed contains up to 90 per cent non-conducting air space. Depending on the degree of compression of the fibres in the manufactured product, the specific gravity ranges from 2 lb. to 10 lb. per cubic foot. In 1774 a Swedish chemist, C. W. Schule, first recognized manganese as an element. That same year Schule's associate, J. G. Gahn, isolated the element manganese for the first time. In 1856 the Bessemer process of steelmaking gave birth to the economic importance of manganese. Later, in 1882, Robert Hadfield discovered high manganese steels. Although the primary use of manganese is in the ferroalloy industry, two additional important uses for manganese are making chemicals and dry cell batteries. Manganese is also vital to plant and animal life. Various chemical compounds of manganese are used in fertilizers, feeds, glass manufacture, paints, varnishes, and for numerous medicinal and chemical purposes. For the study of industrial minerals and rocks, only the chemical and battery grade material is of concern, but for the sake of comparison, metallurgical aspects are included in this presentation. Although currently the world's largest consumer of manganese, the United States is producing only minor amounts of ore at the present time. This is due primarily to the fact that although huge deposits of manganese occur within our borders, all are of such low grade as to be economically unfeasible to mine. For many years various government agencies and segments of private industry have devoted sizable sums of money and time in an attempt to upgrade ores from the various deposits, and also in an attempt to recover manganese from blast furnace slags. In view of current world prices, and the quantity of high grade material available, there is little likelihood that any of these approaches will be found to be economically feasible in the near future. Geology and Mineralogy Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are predominantly manganese to those having only minor percentages. [ ] Geology From a geological standpoint most manga¬nese deposits are complex. In general, it can be said that all primary deposits of manganese are carbonates or silicates. The most productive and profitable have been those of sedimentary origin and residual concentrations. Examples of these residual types of deposits are associated with the metamorphosed lodes of Madhya, Pradesh, India, and the lateritic deposits of Orissa and Bihar, India; nodules in the residual clays of the Philippine Islands, U.S. southern Appalachians and Arkansas, Ghana, and Brazil. Sedimentary manganese deposits are best exemplified by the Nikopol district of Russia and the Tchiatouri area of Georgia, USSR. Hydrothermal replacements are characterized by the rhodochrosite deposits of Butte and Phillipsburg, Mont. Mining activity in a number of metal ores has been running quite high over the last few years. In particular, those metals that employ acid functional extraction processes such as copper, nickel, cobalt and uranium have been particularly active. The world?s largest nickel mine ? the massive $4.76 billion Ambatovy nickel mine on the African island nation of Madagascar is nearing completion. When it reaches its full production capacity in 2013, the mine will produce 60,000 MT/yr of nickel and 5600 MT/yr of cobalt. Coming on the heels of the Ambatovy project is the Long Harbour Processing Plant in Newfoundland, Canada which will process the ore from Vale?s Voisey Bay mine in Labrador. Voisey?s Bay is expected to generate more than 50,000 MT/yr of nickel ore when it starts up in 2013. Next up will be the Boleo project in Mexico on the Baja peninsula. When commissioned in 2013, the $1.4 Billion Boleo project is expected to produce 60,000 MT/yr copper, 3100 MT/yr cobalt, 36,000 MT/yr zinc and 100,000 ? 250,000 MT/yr manganese carbonate.

"Enormous deposits of gypsum of exceptionally high grade are readily accessible in southwestern Newfoundland. Coming large-scale production from one of these is resulting in renewed interest in deposits which have been known for more than a hundred and twenty years. General stratigraphy and structure of the Carboniferous rocks in which the gypsum occurs are de-scribed. The stratigraphic position of the basal gypsum-anhydrite zone is described. This massive evaporite horizon, which reaches a thickness of about 1,0001 feet, appears at Fishels-Heatherton, where it is largely undeveloped, and again on the nose of an anticline east of Flat bay, where a present production of 20,000 to 40,000 tons per annum is soon to be expanded to make it one of Canada's major producers. Detailed descriptions are given of the several types of gypsum, the relation of the gypsum and anhydrite, and the distribution of sodium chloride in the evaporite beds, and the bearing of all these on the origin of the gypsum are discussed. Brief reference is made to relation to world markets, mining and transportation, grade, and reserves."

Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

"This report describes an examination and preliminary exploration of the Magnet Cove Rutile Co. property in Hot Spring County, Ark. The company in 1944 was producing titania for use in-the welding-rod and metallurgical industries but later ceased operations. The deposit appeared to contain potential reserves of rutile ore, and the Bureau of lanes in 1945 conducted an examination designed (1) to obtain samples for ore-dressing tests and (2) to gather information regarding the grade, character, and size of the deposit. This report presents the data obtained by geologic mapping, geophysical surveying, churn drilling, and core drilling. Beneficiation tests are being made at the Bureau of Mines Rolla, No. station, on the samples taken and will be discussed in a later report.The Magnet Cove operation had been called to the attention of the Bureau of Mines, and in view of the potential reserve of titanium-bearing material, it was decided to obtain samples for ore-dressing tests. Churn drilling was selected as a means of obtaining representative samples, and geologic mapping and geophysical surveying were done to throw more light on the nature of the deposit. Subsequently, a few holes were core-drilled.The property contains the NE1/4, W1/2 fractional NW1/4 and 82 acres of the N part of SE of sec. 18, and -29 acres of the SW1/4 NW1/4 sec. 17, all in T. 3 S., R. 17 W., Hot Spring County, Ark. The mine and mill are about 1 mile by graveled road northeast of U. S. Highway 270, a paved road connecting Malvern, 10 miles south and Hot Springs, 12 miles west. The area is served by two railroads, the Missouri Pacific, which passes through Malvern and Hot Springs and the Chicago, Rock Island & Pacific,,has a line connecting Malvern and Hot Springs an passes about 2 miles south of the property. The Bureau of Mines investigated the feasibility of numerlcally modeling the sorption of cobalt, a vulnerable strategic and critical metal, from spent copper leach solutions in a multiple-compartment ion-exchange (MCIX) column. Equilibrium resin loadings, cobalt-sorption kinetics, and resin-fluidization characteristics were determined in simple laboratory tests, and a numerical model was developed to predict cobalt extraction and the MCIX-column resin inventory based upon the test results. The model was implemented on a microcomputer to approximate the solution to the set of differential equations that govern model performance. Results compared very well with data from 12 pilot-scale MCIX-column experiments. The average difference between predicted and actual cobalt extractions was 3.2 pct; the maximum difference was 9.3 pet. The actual and predicted resin inventories differed by an average of 5.8 pet, and the maximum difference was 12.0 pct.
