The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

Washington State has a well developed set of blasting regulations which have been promulgated by the Department of Labor using extensive stakeholder input, not only from citizens but also from manufacturers and representatives of IME, blasters in charge, blasting engineers, blasting companies, local and federal law enforcement agencies, fire officials, and local and state government representatives. WAC 296-52 therefore provides a foundation or platform for developing city ordinances for Washington State cities should a City wish to do so. On the other hand, Oregon’s code is based on OSHA 1926, Subdivision U, Blasting and the Use of Explosives which provides scant direction regarding the modern use of explosives. Reference is also made to ODOT Section 00335 - Blasting Methods and Protection of Excavation Backslopes. This paper examines two separate programs that have been developed by two Cities, one in Washington State and one in Oregon to further regulate blasting inside City limits and discusses why the lack of a regulatory foundation made one approach more difficult than the other. One of the authors was retained by the City of Kennewick, WA to develop their ordinance and has more recently followed and reacted to a pending ordinance for the City of Redmond, Oregon. The paper will compare and contrast the different approaches and comment on the reaction from both Blasters and the public. We also present a case study that involved blasting in an urban area of Oregon to prepare a foundation for a water tank. Controlled Blasting was carried out within 70-ft of residencies and within a community that had expressed reservations regarding blasting even though the work would make a significant contribution to the betterment of the community. Pre-construction surveys of residencies located in a large area surrounding the site were performed and a well-planned blasting program was carried out. Residencies were subject to vibration levels that were monitored using six seismographs that surrounded the site and these units measured vibration levels that were significantly lower than allowed by statute. There were complaints triggered by individuals reactions to blast vibrations which validated commonly held models of human perception but no damage was caused by the Blasting.

Since early in 1940 the Bureau of Mines has been concerned with possible means of utilizing manganese-bearing materials from the Missouri Valley manganese deposit. During the period between July 1945 and August 1947, the Bureau of Mines undertook to complete certain phases of the problem by re-evaluating the results of earlier work and supplementing the findings by additional operations and field studies considered necessary to permit drawing of final conclusions. Distinctive discoloration marks the outcrop of the manganese deposit which is exposed on both flanks of the Missouri River Valley and its major tributaries for a peripheral distance of approximately 523 miles in south-central South Dakota. The apparent magnitude of the deposit, judged largely from observation of the outcrop, had led to much speculation as to its actual value in terms of tonnage and grade. Similarly, investigative work aimed at developing a means of winning a usable manganese-rich product from the deposit had reached no conclusion, except that certain methods showed more promise than others for accomplishing the final objective.

Rotary kilns have been in service in the gold industry to regenerate carbon for 65 years. At the time oxide ores with gold head grades of 8 to 10 g/t were being treated. Carbon could be regenerated adequately at 650°C and solution losses were less than 1%. Forty years ago, research indicated that heavily fouled carbon from flotation circuits had to be held at 750 to 850°C for ten to twenty minutes for full reactivation (Avraamides and La Brooy, 1987), gold head grades were typically 5 g/t and solution losses typically 0.02 ppm – still less than 1%. In 2017 it was determined (Claflin et al., 2017) that a residence time of less than 1 minute at 750°C can be adequate to reactivate carbon fouled with organics sufficiently to achieve 0.005 ppm solution losses in a flotation tailings leach plant.With the potential for discovery head grades to drop below 0.6 g/t, solution losses of 0.02 ppm represent over 3% loss. Tight operation of the whole carbon circuit is required to keep gold solution losses below 1% going forward.There are alternatives to a rotary carbon kiln, e.g. vertical kilns of which the Minfurn, Rintoul and Combustion Air kilns are examples. The alternative kilns can be heated using electrical heating elements, induction, and microwave. These kilns can operate successfully under the right conditions, however, they are almost exclusively for small carbon throughputs and are not suitable for the large carbon advance rates that are required to process low head grade ore deposits. Large throughput carbon kilns are are almost exclusively fossil fuel fired rotary kilns and the subject of this paper. In the view of the principal author, a fossil fuel fired vertical carbon kiln is preferred to a rotary kiln, however, it is not currently used in the industry.Thermal regeneration of activated carbon has a major impact on gold recovery in the carbon circuit. The carbon kiln and associated equipment constitute 3 to 5% of the capital cost for an oxide processing plant and up to 10% of the capital cost if flotation tails are leached. Despite the capital cost and impact on recovery, the carbon kiln is often poorly selected, operated and maintained.Six years ago Ausenco embarked on the Carbon Kiln Initiative to reduce solution gold losses. This body of knowledge has been published in a series of papers culminating in this paper on how to:1. Select a kiln appropriate for the flowsheet;2. "This paper reviews options for the separation of a mixture of rare earth elements (REE) into its component elements. Earlier separations used selective chemistry such as double salt precipitation and reductive/oxidative processes – methods that still have a place in the industry. Fractional crystallization was developed for more complete separations of adjacent REE. The latter method was replaced by ion exchange (IX), which was in turn replaced by solvent extraction (SX). Two main SX chemistries are in use, solvation and cation exchangers, with several variants (mixed solvents, ionic liquids, etc.) now under investigation. SX plant configurations have evolved including advanced techniques like “hyperlinking”, novel saponification methods, and alternative stripping techniques. The classic mixer-settler is the most commonly employed device although centrifugal contactors have been pilot-tested. Non-dispersive SX options including microfluidic devices and membrane-assisted SX techniques are being developed and could revolutionize the SX option. Other REE separation techniques now being studied include Molecular Recognition Technology (MRT), Free Flow Electrophoresis (FFE), newer IX systems, and electrolytic processes. Additionally, the classical crystallization and selective precipitation methods and newer bacteria-mediated processes, chloride volatilization, high performance liquid chromatography, and magnetic separation systems have been studied. This paper reviews the options and concludes that conventional SX is the technology of choice but viable alternatives could be demonstrated and acceptable within a couple of years.INTRODUCTIONThe chemical properties of the individual REE are very similar which is why REE minerals and ore deposits almost invariably contain a mixture of all fifteen REE, i.e., La to Lu plus Y. That said, the distribution of REE in a given deposit is frequently dominated by the light REE (LREE, i.e., La to Nd). Examples include the Bayan Obo, Mianning, Lynas Mt. Weld, and Molycorp Mountain Pass deposits where heavy REE (HREE – Sm to Lu and Y) typically account for well under 5% of the REE content. The LREE operations produce some HREE but the main sources of these important elements are the ionic clay deposits of Southern China. Importantly, all of the REE recovery operations referenced above, except for cerianite-bearing ionic clay deposits, initially produce a mixed REE precipitate or calcine with a REE distribution similar to that in the ore (Goode, 2016). However, the consumers of the REE, the manufacturers of magnets, phosphors, catalysts, optical glass, etc., require separated products with purities generally ranging from 99% to as high as 99.9999% depending on the element in question and the end use. Hence there is a need to separate the individual REE one from the other. This paper is intended to review the options."

The 1½-day workshop was held on October 15-16, 2015 at the Oakland Marriott City Center in Oakland, CA.Post-grouting, in the context of this workshop and report, refers to the alternative design and construction of base-grouted drilled shafts wherein a grout distribution system is installed during construction and used to grout the base under pressure after the drilled shaft concrete has gained adequate strength, resulting in a stiffer axial-compression load-displacement relationship and additional possible ground improvement effects.The primary goals of the workshop were to•?Identify and summarize the state of the practice for design, construction, inspection, verification, acceptance criteria, reliability and performance of post-grouting.•?Identify gaps and needs in quality assurance that should be addressed for successful use of post-grouting.This report is structured to follow the workshop program: workshop presentations outlined the state of practice and views from owners, engineers and contractors on acceptance of post grouting methods for drilled shafts; and subsequent workshop discussions attended by a small invited group of participants focused on identifying areas of agreement and disagreement on post-grouting best practices, acceptance criteria, design and verification procedures, and inspection requirements. Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

Since its inception in 1910, the Bureau of Mines has been the principal Federal agency involved in ore reserve estimations, using such traditional methods as polygons of influence and variations of inverse distance weighting While adequate for estimating the average are grades in a mining block or section, these methods do mot, however, provide a consistent way of quantifying the reliability of the estimates. This report describes a technique for enhancing ore reserve estimations using geostatistics, the methodology of which combines the spatial and random aspects of geologic phenomena into a formal theoretical framework for deriving the estimation variance of ore reserves. Correctly used, geostatistics enables confidence intervals to be placed around ore reserve estimates calculated from drill hole data. A geostatistical software system was obtained -From the U.S. Geological Survey and installed, aster slight modifications, on the Bureau's Wang computer. System testing and validation was conducted using a simple cast-book-type example. This was then followed by variogram analysis, point kriging and block kriging of data from a previously worked section of a uranium mine.

"The Ruhr region in Germany’s North-Rhine Westphalia is going through significant change. By the end of 2018, the last two underground hard coal mines in the Ruhr, Ibbenbüren and Prosper-Haniel collieries, will close their portals and bring an end to more than 200 years of coal mining and an industry that was once the economic and cultural backbone of the area. Ruhr is undergoing an impressive economic and cultural transformation, as it gradually shifts from being a region once dependent on coal and steelmaking to a post-mining region focused on redesigning itself as a cultural center. This article focuses on the socioeconomic impacts of the transformation into post-mining and the roles of the government, labor unions and local community to aid the transformation from the perspective of an American student. It will look into the cultural values that are helping to drive the transformation and compare them to American standards and values in order to determine if a similar approach can be used in the United States and its coal industry. History and backgroundUnderground hard coal mining has had a long history and a significant impact on the culture and economy in Ruhr since the early 19th 20century. The Ruhr region is located in the heart of the German state of North- Rhine Westphalia. Ruhr is bounded by the Rhine River in the west, the Ruhr River in the south and the Lippe River in the north, with the Emscher River running through its center.The Ruhr is home to around 5.1 million people and spans an area of approximately 4,500 km2 (1,730 sq miles). Before the era of industrialization, the Ruhr was a rural, agricultural region. Small-scale coal mining began in the 13th century, with coal being used for heating, cooking and metallurgical processes, including steelmaking. With 19th-century industrialization, coal mining became a significant driver of the region’s economic structure. Steam engines, and soon, electric motors, allowed for the pumping of mine water and for powerful hoists hauling from deep shafts, enabling miners to reach deeper coal seams that were once thought impossible to mine. The Ruhr mining boom began in the 1850s, supported by Prussian economic policies that attracted many workers and their families to the region. The population grew from 400,000 in 1850 to 5.7 million in 1957. The coal and steel industries were key contributors to Germany’s “Wirtschaftswunder” — or “miraculous economic recovery”— in the 1950s. In 1956, the coal industry reached its peak production of around 112 Mt/a (124 million stpy) of coal and employed almost 600,000 miners."

It is the opportunity for miners to reinvent their business models. Generating attractive new business cases with sustainability-oriented innovations meets investor and stakeholder expectations from the beginning. This contribution guides managers on their pathway towards sustainable success. Contextual sustainable business model patterns will be presented that can be adjusted individually, regardless of actor’s size. It will also point out, how sustainable value creation can be measured on business model level.

This study evaluates selective environmental impacts of two distinct in situ mining techniques. In situ leaching of uranium, porphyry copper and native copper and in situ borehole (slurry) mining of uranium, sandstone, and pebble phosphate ores are the techniques and minerals investigated. The potential impacts onsite in the desert southwest (porphyry copper), Michigan (native copper), Texas and Wyoming (uranium), and Florida and North Carolina (phosphate) are addressed and discussed. The study emphasizes those impacts which are unique to in situ solution leaching and borehole slurry mining. Impacts which are characteristic of all construction projects in the general geographical areas investigated, such as socioeconomic effects on surrounding communities and site-specific impacts, such as rare and endangered species, are beyond the scope of this study. For each of the in situ processes and associated ores investigated, the physical and chemical characteristics of the systems are described, the toxicity of the leaching solutions are presented, and the potential impacts on the environment are developed.

Growing awareness of selenium bioaccumulation has resulted in selenium management becoming an important environmental issue for mining operations. Selen-IX™ is a novel ion exchange based technology developed by BioteQ to provide an effective solution for removing selenium oxyanions from mine impacted water to single-digit µg/L levels. The technology offers significant potential benefits when compared to incumbent biological treatment processes, including substantially reduced capital and operating costs and significantly reduced production of a selenium-containing sludge for final disposal. This paper reviews the key features of the Selen-IX™ process and presents the results of recent pilot testing on selenium impacted water.

With IIT research institute as a cosponsor, this seventh mineral waste Utilization Symposium was funded by the Bureau of Mines through its Division of Mineral Resources Technology. Environmental scientists and engineers from five countries (Canada, Netherlands, Austria, England, Guatemala) besides the United States participated in the symposium, which was held Oct. 20-21, 1980, at the Chicago campus of IIT Research Institute. Of the 25 papers presented on the reclamation and recycling of mining and mineral wastes, municipal solid waste, industrial waste, and scrap metal, 21 are summarized herein.

"The Quintette Coal Limited property is located in the north east coal area of British Columbia. A basic agreement with the Japanese steel industry was ex ecuted on January 27, 1981 for the sale of 69.5 million tonnes of Quintette metallurgical coal over a 14.5-year period. This contract period can be extended by Jive years by mutual agree ment. Sale agreements have also been signed for the sale of 19.4 million tonnes of oxidized coal over a 15-year period. Work started on site development in the late summer of 1981, and at present, two of the four eventual pits-the McConkey and Frame-are under development. The pits are currently in a pres/ripping phase. These pits are notable for the stripping volumes that have to be removed from relatively small pit areas. in order to provide for the required detailed rapid short-range planning of these pits, engineering will be computerized, as will the truck dispatch system. The mining area lies 21.1 km from the plant site by road and the transport of raw coal LO the plant is by means of a highspeed conveyor system which has a total length of 13.4 km with a vertical drop of 740 m. The surface plant facility was designed on a modularized basis to facilitate maintenance, and is designed to enable the use ofgravity flow ofraw coal and heavy media in the plant to minimize the use of pumps. The construction of the plant and mine site facilities is on-going, and the first coal production is scheduled for early December 1983. Introduction Quintette Coal Limited is a Canadian company incorporated in the province of British Columbia in 1971. Denison Mines Limited is the manager of Quintette's activities. Equity in Quintette Coal Limited is held by several shareholders, with interests as follows: Denison Mines 'Limited, 500Jo; Charbonnages de France International S.A., 120Jo; and Japanese interest, 38%. The project will develop almost 120 million tonnes of coal for marketing during its first 20 years of production. All of the planned production tonnage has been committed to Japanese markets. Most of the coal will be metallurgical grade, and the remainder will be a high-quality thermal coal. The Mcconkey and Frame pits, which will initially provide the mine's production, will commence production in early December 1983 and will, in 1985, reach the full annual production of 5 million tonnes clean metallurgical coal and 1,380,000 tonnes of clean thermal coal."

A solar reflector soiling study was carried out at a ferromanganese smelter in South Africa to assess the soiling rates at different locations around the plant. Several meteorological parameters were monitored to give insight into the conditions that lead to increased soiling. Mineralogical characterization of dust samples collected from the reflectors and the atmosphere revealed that only a certain size fraction is of importance with regard to soiling, and that the dust can be attributed to both raw materials and smelter products. Proximity to the dust source was the primary driver for increased soiling. The site that experienced the most soiling was very close to raw material heaps; this was deemed an outlier and was excluded from the summary statistics. The secondary driver for increased soiling was location relative to the smelter dust sources and the wind’s direction and speed. The reflector set at the best location experienced 13.1% less soiling than the set at the ‘worst’ (but still feasible) location, represented by an averaged mean daily reflectance loss of 0.0186. The study revealed that while there are periods of intense soiling at this particular site, proper planning of reflector location in relation to the smelter dust sources can significantly mitigate the soiling rate.

Greenhouse gas (GHG) emissions from primary mineral and metal production account for ~10% of global GHG emissions. One of the main sources of GHG emissions in mining operations is fuel consumption by haul trucks. Given their size and carrying capacity, the fuel consumption of haul trucks can approach 250 liters per hour. An average of 30% of the idle time of the trucks is spent while waiting in the queue. Inefficient truck dispatch planning can waste resources, cause dilution and elevate GHG emissions. In this research, a machine learning based truck dispatch approach was developed to dynamically route the haul trucks based on the loaded material, the road traffic, the estimated wait time, and the maintenance needs of the trucks. The GHG reduction potential of this smart fleet management approach was estimated by calculating and comparing the related carbon emissions versus scenarios using traditional fleet allocation approaches. Results suggest that this dynamic fleet allocation approach can significantly reduce GHG emissions at mineral production sites by optimizing waiting times and the overall distance travelled while achieving the same production levels.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.
