INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. THE structural relations existing between cuprous oxide and copper were first systematically studied by Heyn1, who suggested that a study of the microstructure of refined copper might be substituted for the analytical methods in vogue for determining the oxygen content of copper coming .;from the refining furnace. Hofman, Green and Yerxa,2 in their paper A Laboratory Study of the Stages in the Refining of Copper, working along the lines suggested by Heyn, showed that a study off the microstructure could be made to yield a correct estimate of the oxygen content of the specimen of refined copper under examination. In order to determine the oxygen content of the specimen of refined copper under examination a photomicrograph was first made. From the relative areas of copper and eutectic, the percentage of cuprous oxide and the corresponding percentage of oxygen were then readily calculated. It was found that the values for oxygen thus obtained corresponded closely with the analytical results. With the idea of utilizing, this method of determining the oxygen content of each charge dipped from the refining furnaces at the Boston & Montana Reduction Plant, the physical testing laboratory was equipped with suitable apparatus for carrying out the work. It may be of interest to describe certain of the methods which have been worked out in, this connection and give such data as have been obtained bearing on the effect of the oxygen content of refined copper upon its conductivity.

This U.S. Bureau of Mines report presents an overview of ground control considerations associated with cutter roof failure. Many of the relevant U.S. and international research studies since the late 1940's are reviewed, and summaries of recent design guides are included. Factors affecting cutter roof, such as underground stress field and rock structure around the entry, are described. Strata control techniques are also outlined. These techniques are divided into three sections: artificial support, mine structure design, and multiple-seam extraction. Other subjects covered in the report include monitoring and prediction, effect of geologic features, and mapping of adverse mining conditions. The emphasis of this report is on practical considerations; theoretical discussions are minimal.

1. The Pittsburgh bed is the most important bed in Brooke County and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 191 million short tons as of January 1, 1954. Of this total, 190 million short tons are in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

INDUSTRIAL mineral history shows that the entrance of new, nonmetallic minerals into commercial production can be expected to occur from time to time. Latest entrant into the field is wollastonite. Except for one short-lived period in Kern County, Calif., starting in 1933, wollastonite has never before been produced on a commercial scale. But the signs are up for its entrance as an economic factor in the mineral market. Small scale experimental production from a deposit near Willsboro, N. Y., started about 1943. A pilot plant was built in 1949-50 and irregular, small scale, production has continued. In early 1951 Godfrey L. Cabot, Inc. of Boston, world's largest producer of carbon black, took an operational lease on the property to study the deposits and make market surveys. This became Cabot's first venture in the mineral field, when they took over operations and began design of a new mill, expected in production in 1953. Properties The properties and major uses of wollastonite are comparable to New York fibrous talc. It has about the same specific gravity and index of refraction as talc, but is somewhat whiter and softer. The two most important fields of use, paint and ceramics, are the same as for talc. Ground wollastonite has a fiber length as much as 13 to 15 times the diameter. This particular property makes it applicable in the paint field and others. In addition, the length-diameter ratio may be controlled to rather narrow limits by choice of grinding method. Another important commercial property is brightness or whiteness. Wollastonite reads from 92 to 96 pct of MgO on the G.E. brightness meter for a 99 pct -325 mesh grind. Purity and uniformity of product are important. Chemically, the wollastonite now being mined analyzes SiO2 51.76, CaO 47.56, FeO 0.46, MnO 0.04, and H2O 0.09 pct. Theoretically pure wollastonite analyzes SiO2 51.75 and CaO 48.25 pct. This analysis indicates over 98 pct calcium silicate, with only small amounts of contaminating ingredients. That these ingredients are not detrimental to color or brightness is shown by the high brightness value of the fine ground material. [ ] By-product calcium silicate from electric furnace production of phosphoric acid has little physical re-semblance. to this wollastonite, being an off color white, and lacking in fibrous crystalline character. Minerology Wollastonite is a calcium metasilicate, CaSiO3, a white, medium hard, fibrous mineral. In this deposit wollastonite occurs as well crystallized aggregates of bladed crystals intergrown with garnet, and with a few percent of green diopside. The beneficiated product is about 75 pct wollastonite, 15 pct garnet, and 10 pct waste, largely middling. Wollastonite-garnet ore occurs in at least two beds. The main bed, varying in true thickness from 30 to 70 ft, dips into the hill at an average 30° and is enclosed in gneisses. Diamond drilling has proven the orebody to an average depth of 200 ft along 2000 ft of outcrop with adequate tonnage for many years of quarry operation. The wollastonite-garnet ratio varies locally, but average composition is uniform over long distances. A friable ore, it is easy to drill, shoot, and crush. Beneficiation Unlike talc this ore has to be beneficiated. Successful treatment depends upon the fact that it contains virtually nothing but wollastonite, garnet and a minor percentage of diopside. A very pure wollastonite product can be made by high intensity magnetic and/or gravity separation methods.

The four elements fluorine (F), chlorine (C1), bromine (Br), and iodine (I) form the most intimate family in the entire system of elements and are grouped under the name "halogens" or salt formers (by derivation from the Greek). The first member of this family, fluorine, is the most chemically active element known; and fluorspar, and to a less extent cryolite, the chief sources of fluorine, are important commercial minerals. Fluorine occurs in nature chiefly in combination with sodium as common salt, but it also appears in other natural compounds in sea water, salt-well brines, and bedded deposits. In addition to common salt, various compounds containing chlorine (chlorides) have long been consumed by industry on a large scale, and within the last two decades that element itself has come rapidly into prominence as one of the leading industrial chemicals. Bromine and iodine, the two retaining members of the family, are less abundant in nature and less readily isolated and in consequence of their relatively high price have found few industrial uses, being consumed chiefly in medicine and in photography. Bromine, however, is now entering the industrial field to a considerable extent, due to the rapidly growing use of ethylene dibromide in anti-knock compounds for gasoline. The present paper is devoted to bromine and iodine, but in order to compre- hend the physical and chemical characteristics of these two elements (and hence their potential economic significance) it is convenient to consider them as members of the family series to which they belong. The family relationship of the halogens is illustrated by the following:4 (1) The similarity in the chemical and physical properties of the elements and their corresponding compounds is such that the prop- erties of any one member of the family can be said to summarize or rather to typify the properties of all the other members, although fluorine diverges a little in some of its properties. (2) The gradual transition of chemical and physical properties is such that if the elementa are arranged in order F, Cl, Br, I the variation in any particular property in passing from fluorine to iodine nearly always proceeds in the same order, and that is the order of their atomic weight. Taxing almost any property and comparing its magnitude in passing from the element fluorine to iodine, or from the fluorides to the iodides, a similar graiation will be observed. Thus, take the melting point of the cadmium, calcium, barium, sodium, or potassium salts, in degrees.

"A limiting factor for Solid Oxide Fuel Cell (SOFC) performance is the oxygen reduction reaction (ORR) at the cathode surface. Changes in the surface composition and structure on annealing at 800°C has been studied, since these can influence the ORR. Idealized single crystals of cathode materials La0.8Sr0.2MnO3 (LSM) and La1-xSrxCoyFe1-yO3 (LSCF) were grown as heteroepitaxial thin films on lattice matched single crystal substrates. Changes upon heating the films to operating temperature and pressures were characterized using various synchrotron x-ray techniques. Total Reflection X-ray Fluorescence (TXRF) measurements, which probe compositional changes, were made at high temperature in real time. The LSM surfaces were found to develop manganese enrichment when heated. Highly strontium doped LSCF were found to develop strontium-rich surfaces. HArd X-ray PhotoElectron Spectroscopy (HAXPES) was used to investigate the electronic structure of the materials. Highly strontium doped LSCF precipitates a surface strontium phase that contains both oxide and carbonate contributions.IntroductionSolid oxide fuel cells (SOFCs) are chemical to electrical energy conversion devices that could potentially reshape how energy demands are fulfilled. SOFCs have a potential efficiency over 70%, fuel flexibility, low emissions, and low degradation over long time scales. Commonly, SOFCs are operated at high temperatures (above 800°C). At these temperatures expensive housing is needed to contain an operating stack as well as coatings to contain the oxidation of the metallic interconnects. Lowering the temperature of an operating device would allow for more conventional materials to be used, thus lowering overall cost. Understanding the reaction kinetics of the oxygen reduction reaction at the surface of the cathode is vital to designing a system that will perform well at lower temperatures. A commercialization goal is to reduce operating temperatures without sacrificing performance.In order to exploit the advantages of SOFCs, an understanding is needed of the surface chemical states of cations on the surface of the cathode and how this relates to the oxygen reduction reaction (ORR):"

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. Each sheet was prepared and checked by many engineers expert in the particular subject matter of the sheet. "INTRODUCTION The Bureau of Mines nitrogen peroxide process (2) 3/ for extracting manganese from low-grade ores is essentially a two-stage process involving the reversible reactionMnO2 + 2NO2 + 6H2O = Mn (NO3)2 . 6H2O (1).At lower temperatures this reaction proceeds to the rigth and affords a means of dissolving manganece and separating it from unreacted ore. At higher temperatures the reaction proceeds to the left and manganese dioxide is recovered and nitrogen peroxide regenerated for recycling. Evidently, therefore, the energy required for decomposition of manganous nitrate is a matter of practical importance. Similar information for certain other nitrates also is desirable beceuse the nitration step of the process produces appreciable amounts of nitrates of other metals, such as iron, aluminum, magnesium, calcium, and barium, some of which are not broken down in the evaporation and decomposition steps. Thus, a portion of the nitrogen peroxide is not directly available for recycling. Whether or not it is feasible to recover nitrogen peroxide locked in the more-stable nitrates depends partly on the energy required and the conditions necessary for their decomposition.To supply information bearing directly on these subjects, several researches were undertaken at the Pacific Experiment Station: (a) Heats of formation (24, 25, 26) of nitrates of manganese, magnesium, calcium, barium, and aluminum were measured at 298.2° K:; (b) low-temperature specific heats (23), in the range 51° to 298.2° K,, and entropies of nitrates of magnesium, calcium, barium, and aluminumm were determined; and (c) heat contents (21) above 298.2° K. of the nitrates of manganese, magnesium, calcium., and barium were measured. The results of these studies, when correlated by thermodymamic methods, permit evaluation, at any temperature of interest, of the energies required to decomposethe nitrates and furnish information concerning the equilibrium pressure temperature relationships."

Oil shales differ from coals in that they contain less carbonaceous material, convertible to volatile hydrocarbons, and more inorganic rock. In all pre-commercial oil shale development, involving extensive full scale mining operations, there have been no explosions. However, large scale mine tests with oil shale dusts by the Bureau of fines showed that propagating explosions could be induced under certain circumstances. Laboratory tests were conducted on a broad spectrum of oil shale dusts to define chemical properties and to seek correlations with subsequently determined fire and explosivity properties. These latter properties, indicative of safety hazards, increased as the Fischer assay oil yield of the dusts increased and as particle size decreased. Laboratory data were used to relate fire and explosivity properties of oil shales to those of coals and other carbonaceous materials and to assist in the identification and evaluation of potential hazardous situations which may be encountered in oil shale mining and processing.

The U.S. Bureau of Mines conducted research on calcium ferrite slags to determine the distribution of Pb and minor elements (Ag, Cd, Zn, and Co) between Pb bullion and slag. These fundamental data are required to evaluate nonferrous smelting with calcium ferrite slags as a substitute for conventional iron silicate slags. Determinations were made in 25-cm3-capacity MgO crucibles at 1,250° C for 2 h in a CO-CO2 atmosphere with an O2 potential that would retard the formation of magnetite. Calcium ferrite slag composition variables studied were from 16 to 32 wt pct CaO in 2-pct increments and Si02 ranging from 1 to 5 wt pct in 1-pct increments with equal additions of MgO. For all compositions studied, the retention of Pb in the calcium ferrite slag was less than 1 wt pct, which compares favorably to about 6 wt pct Pb in conventional iron silicate slags used in smelting of Pb concentrates. Minor element distribution was insensitive to changes in slag composition in the range studied. However, slag composition had significant impact on the melting and fluidity of the slag.

The static, rapid, and shock-loading response of rock is of interest to many in the field of rock mechanics. For example, the effects of loading rates on strength and stress-strain characteristics of rock are quite important in defining input loading for use in the design of underground protective installations. Response data on rock subjected to shock loading over a wide range of pressures are also vital in the field of underground nuclear testing. In addition, material response is needed in design of shock-absorbing liners. A number of investigators have reported that ultimate compressive strength of rock increases with increased rates of loading.1-6 Wuerker3 stated that modulus of elasticity, obtained from sonic determinations, increased in some rocks by a factor as high as 4.5. It appears that only a limited amount of work has been done on comparing static modulus and modulus obtained from impact testing.6 Phillips4 showed that with increased rates of loading the deformation decreased. More recent work by Atchley and Furr5 showed that when moderate-strength concrete is stressed with increased loading rates, the axial strain at failure increased. One would expect this to occur if we think in terms of purely elastic materials. For example, if E is constant and maximum strength [amax], increases, the axial strain would also increase. However, in rock testing thus far we have worked almost exclusively with nonhomogeneous and inelastic rocks. From this fact alone the increase in axial strain with increased load application is noteworthy.

READERS of this journal are familiar with the danger of coal-dust explosions in mines and with recommended means for preventing them. The subject was treated in a paper by R. R. Sayers in the January 1943 issue, as well as in several previous articles. Similarly the danger of dust explosions is generally recognized in the handling of grain dust, flour, starch, sugar, and other carbonaceous products. However, until recently, few people realized that an analogous, real explosion hazard exists wherever dust suspensions of certain finely divided metal powders are formed. This lack of knowledge was in part due to the fact that until a few years ago only a small number of metal powders, such as aluminum, magnesium, zinc, iron, and tungsten, were produced, in comparatively small volume, and partly because information on the explosibility of metal powders was lacking.

The Bureau of Mines evaluated the potential availability of molybdenum resources from 88 mines and deposits that account for more than 90 pct of the demonstrated resource base in market economy countries (MEC's). For each property, tonnage-cost relationships were developed that indicate the molybdenum potentially available at different average production costs, including a 15-pct rate of return on invested capital. From the 23 MEC primary deposits, 2.5 billion 1b Mo was determined to be potentially available at a price of $411b, rising to 4.7 billion 1b Mo at $8/lb. Copper price-molybdenum tonnage relationships were developed for those mines and deposits from which molybdenum can be recovered as a byproduct of copper production. This analysis showed that another 3.4 billion lb Mo is potentially available based on a copper price of $0.7511b, rising to 4.3 billion lb Mo at $l.00/lb. The United States has been the world's largest molybdenum supplier since 1924. Its remaining resources are sufficient to meet the domestic demand of 57 million lb/yr Mo (averaged for a 10-yr period) through the end of the century. Production from primary domestic mines was suspended during most of 1983 because of oversupply of materials. A major concern is the cheap molybdenum byproducts from foreign copper operations in which employment and the need for hard currency override economics in meeting production goals.

Life Cycle Analysis (LCA) is a methodology for evaluating the environmental impacts associated with a product during its life cycle. LCA is identified as the most reliable method for verifying environmental impacts; however, current LCA-based approaches have certain limitations for environmental analysis of construction products. Integration of the LCA methodology with Discrete Event Simulation (DES) provides a sound framework for modeling and analysing the environmental impacts of construction products. LCA and DES is one possible combination for analysing the cause and effect of various scenarios where time, resources, and randomness of input variables affect the outcome and, therefore, has the potential to address the shortcomings of LCA in construction. Recent studies in disciplines other than construction such as manufacturing systems have revealed positive effects on evaluation of environmental metrics while integrating LCA with DES; however, this integration has not yet been applied for environmental analysis of construction products. By implementing LCA data in a DES model, this research proposes an environmental model of earthmoving operations in a case study. Environmental variables are simultaneously assessed with production variables in the same simulation model and the integration of DES and LCA is discussed.

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

THIS meeting was held in the new home of the Institute, the United Engineering Society Building, 29 West 39th Street, New York City, directly following the Dedication ceremonies. The first session was held in the large Auditorium, Thursday, April 18. The meeting was called to order by Mr. John Hays Hammond, President of the Council, who said Before taking up the reading and discussion of papers, I will call upon Dr. Rossiter W. Raymond, the oldest living past-President of the Institute, who has been in harness almost continuously for thirty-six years, and who has contributed more than any one else to bring this society to its present great success and to establish the reputation of the American mining engineer the world over, for a few words supplementary to those which were uttered to engineers generally, during the sessions of yesterday and the day before. ADDRESS BY R. W. RAYMOND. The generally accepted Darwinian doctrine of the survival of the fittest is sometimes illustrated by persons who are supposed to be the fittest because they have simply survived. I fear that I come under that category. Almost all of my contemporaries in the early history of this Institute have passed away. Only one or two of the original founders remain, and I may fairly say that scarcely any remain who were active at that : time in shaping the organization and the future career of the Institute. In May, 1871, I was thirty-one years old. Next week I shall be sixty-seven years old. All the intervening years have been devoted to the service of this Institute almost continuously, either as President or Vice-President or Secretary. THE formal outline of Mr. Hague's life and work is embraced in the following statement, chiefly based upon data furnished by him, at my request, shortly before his death. At that time the probability that I would survive to record his death was apparently small; but I urged upon him the duty of providing, whether for me or for my successor as Secretary of the Institute, trustworthy material for the notice which somebody would some day have to write-and which might otherwise be incomplete or incorrect. Mr. Hague, with characteristic promptness and freedom from affectation, did what I asked of him; and I am therefore . able to present an authoritative sketch-concerning the details of which I shall add my own comments, and some particulars obtained from others of his personal friends. James Duncan Hague was born Feb..24, 1836, at Boston, Mass., where his father, Rev. William Hague, D.D., an eminent clergyman, then resided. After a preliminary, education in private. schools, be studied in 1854 at the, Lawrence Scientific School of Harvard University; in 1855 and 1856 at the University of Göttingen, Hanover; and from 1856 to 1858 at the Royal Mining Academy of Freiberg, Saxony. In 1859-1861 he was attached as chemist to a South Sea exploring expedition, sent by W. H. Webb, of New York, to examine Jarvis, Baker, and other islands for phosphate-deposits. After the outbreak of the Civil War, he entered the U. S. Navy, serving for a year as Judge Advocate to the fleet stationed at Port Royal, S. C. In 1863 he became Superintendent of the Albany and Boston copper-mine, in the Lake Superior region, where he was also connected with the earliest development of the Calumet and Hecla property.
