Mr. Chairman, Fellow Members and Guests, our chairman this morning got over into the geneological field, so perhaps I may be pardoned if I revert to some of my ancestral training and give you a text. I always like to talk about some special little text that may illustrate what we want to say. So the text that I will take for this afternoon is a very simple one, "Win the War." That is the guide for all of our actions, or should be. We should question everything we do to see what it does to contribute to winning the war. If we fail to do that, nothing else is going to count. On the wall of the office of one of the branch chiefs in the Copper Division in Washington there is a little slogan which I think we should take very deeply to heart, "The difficult we do right away. The impossible takes a little longer." I think that is a very good guide for us to follow in the work that lies ahead of us in the metallurgical field and in the handling of these secondary metals and the things that result therefrom. My subject is "Conservation and Specifications." Some people would wonder just where that fits in, and how you might define "conservation." One very good definition would be "the utmost use of our resources." If you will pardon my going back to some of my earlier experience for a little simile, those of you who know me know that for ten years after the last war I was in the railroad business. If we are with the engineman in a cab, and we have a green signal ahead of us, that is a clear signal and tells us to proceed at full authorized speed. Now suppose we come to a yellow signal that is caution, slow down to one-half authorized speed and be prepared to stop. Now if you do slow down, the chances are that that obstruction that was ahead of you will move out of the road, and you may get another yellow or caution signal at the next block, and be able to keep going at a slow speed. As of the date of Pearl Harbor our tin supply took on a very yellow tinge, and it threw the caution sign right in our faces. If we had not heeded that sign, and cut down our consumption of tin, we would not have any today; but because we have done so we are in a much better position today than we were a year ago, that is comparing our visible supply with our present rate of consumption as contrasted with the visible supply a year ago and our then rate of consumption.

The Green River formations in the Western U.S.A. contains vast amounts of petroleum reserves in oil shale deposits. Exploitation of this petroleum reserve calls for large scale mining of the oil shale. Applicable mining methods include conventional underground mining using roan and pillar, sub-level caving and block caving; underground insitu retorting of oil shale and open pit mining. Roam and pillar mining offers one of the most economic methods of underground mining of oil shale. A 2.4 x l09 litre per year (50,000 barrels per day) of crude oil production would require a daily oil shale production of 100,000 tomes per day from underground operations. For this large production, a highly mechanized room and pillar mining muld utilize large capacity diesel equipment such as 85 tonne trucks and 8m front end loaders. The total air requirements of an oil shale mining operations can. be as high as 28443/s. Ventilation planning for such a large scale underground mining operation presents a formidable task. The major objectives of providing ventilation air to underground workings are to dilute airborne .dust and diesel fumes to harmless levels, and to insure that the mine environment is compatible with the health and safety of mine personnel. Regulation of air velocities and air temperatures is a major factor in mine environmental control. Colorado State law requires that a minimum of 0.047m3/s of fresh air be supplied for each kW of diesel power operating underground. Additionally, 0.047m3/s of fresh air must be supplied for each underground employee, and a minimum air velocity of 0.15m/s must be maintained in all working places. It is desirable to exceed this minimum velocity in order to prevent stratification of ventilation air. Moreover, Colorado law also stipulates the maximum allowable concentration of noxious gases mine air, below: ? C02 - 0.5% by volume, 5,000 ppm. ? CO - 0.005% by volume, 50 ppm. ? Oxides of Nitrogen - 0.0025% by volume, 25ppm. ? Nitrogen Dioxide 0.005% by volume, 5 ppm. This paper examines ventilation requirements for the underground mine, with respect to air quality requirements and distribution of air in mine workings in light of the above regulations. Analyses were made for sane typical mining plans to determine airflow resistance or pressure drops and fan horsepower requirements. In addition, the possible occurrence of high concentrations of toxic gases, was examined. Expected temperature levels in mine workings were approximated.

THE properties and casting characteristics of sand-cast Mg-Al-Zn alloys, used commercially in this country and abroad, have been discussed in a number of articles during the past few years.'-" In addition, broad surveys of many compositions in the magnesium corner of the Mg-Al-Zn diagram between 0 and 12 pct A1 and 0 and 6 pct Zn have been presented by Busk and Marande7 and by Fox." The purpose of this paper is to furnish a comprehensive survey of the changes in tensile properties, micro-structure, and dimensional stability of two magnesium alloys, AZ92A and AZ63A,+ as a function of aging time and temperature after solution heat treatment. Rates of precipitation in Mg-Al-Zn alloys are slow enough so that a substantially homogeneous, supersaturated solid solution can be maintained even when these alloys are air-cooled from the heat-treating temperature. Consequently, even though it has been demonstrated9 10 that significantly higher strengths can be developed in some alloys in the aged condition by quenching rather than air cooling from the heat-treating temperature, general practice is to air-cool magnesium alloys. All the work discussed in this paper is based, therefore, on aging studies performed on material air-cooled from the heat-treating temperature. This investigation was intended to be a study of commercially practical aging cycles; the tensile properties were determined, therefore, up to aging times of 25-hr duration. The alloys, used in this investigation were prepared in the laboratory by remelting commercial ingots of the appropriate composition according to the procedures described in a previous paper" as the "crucible method." All melts were given the standard superheating treatment in order to insure the maintenance of a uniform grain size of 0.003 to 0.004 in. Standard test bars, 61/2 in. long with a 2½ in. long reduced section having a diameter of Y2 in., were cast from these melts in green-sand molds using a four-bar pattern. The alloys were heat treated according to the following schedules: AZ92A alloy: 500" to 780°F in 2 hr + 780°F (24 hr) AZ63Aalloy: 500" to740°Fin2 hr + 740°F (16hr) In commercial practice," AZ92A alloy is heat treated at 770°F for 18 hr and AZ63A alloy is heat treated at 730°F for 10 hr. A notable amount of fossil resin exists in many of the bituminous coal beds of Utah, The upper part of these show a marked concentration of resin, which occurs primarily in the fracture seams. In general, these seams are less than 1/8 in. thick, but it is not uncommon to find coal with areas as thick as 3/8 in. The resin is of the hard kauri variety, with coloration varying from deep blood red to lemon yellow and almost colorless. There is also an almost black variety, which is not readily soluble in the same solvents as the lighter colored resins. These resins are valuable for many industrial purposes. When refined, they are suitable for uses similar to those for which lac resins are usually employed. They are particularly desirable for preparing dielectric varnishes. They are also desirable in preparing printing inks, waterproofing agents, special synthetic rubbers and rubber cements, They are especially suitable as an admixture in synthetic rubbers and cements, as they supply the essential tackiness the synthetics lack. The following chemical trade characteristics' have been found by Inter-Chemical Co. research chemists in the refined resins: Specific gravity (melted)....... I. 03 -1.06 Acid number.................. 6-8 Softening point, mercury method 160°-165°C Iodine valus (Wijs)............ 140-150 Refractive index............... 1.544 Color (Hellige, 25 pct toluol)... 14 Molecular weight, average...... 732 purity, 99 + pct pure hydrocarbon "Unaffected by alkalies and resistant to one hour fusion with solid potassium hydroxide. Completely soluble in aliphatic and aromatic hydrocarbons. Insoluble in alcohols, ethyl acetate and other commonly used alcohols and esters. Compatible with natural and synthetic rubbers, chlorinated and cyclized rubbers, waxes, vegetable oils, mineral oils, rosin, ester gum, phenolic and modified phenolic resins and other natural and synthetic resins of like solvent solubility."* The recovery and refining of these fossil resins has been the subject of much research work and has intrigued many investigators. Broadly speaking, the problem involves separation of the resin from the coal into a very high-grade concentrate, and subsequent treatment of this concentrate to produce an acceptable refined resin for its various usages. “O-SR process” in which the S-Furnace of the Mitsubishi process is followed by existing reverberatory furnaces (RFs) and Peirce Smith (PS) converters has been operated since December 2007. The S-Furnace smelts copper concentrates to produce molten matte containing 58-62%Cu which is then settled in the RFs and converted to blister copper in the PS converters. The SO2 gas generated from the S-Furnace and PS converters is converted to sulfuric acid in the acid plants. In addition to the smelting copper concentrates, the O-SR process has advantages in terms of recycling various waste/secondary materials. Automotive Shredder Residue (ASR) has been treated in the RF to reduce fossil-fuel consumption in RFs, and to recover various metals included in ASR as well, since 1993. Electronic circuit boards (E-scrap) has also been processed in order to recover not only copper but also rare resources such as gold, silver and PGMs since 2013. Strategic modifications have enabled expansion of the processing volume of E-scrap. Enhancing recycling of wastes and scraps from urban mines while reducing the consumption of natural resources in the “O-SR” process will be demonstrated and discussed in the present paper. INTRODUCTION Onahama smelter and refinery has been operating as a custom smelter since 1965. Smelting facilities were subsequently expanded to two green-charged RF furnaces and five PS converters in 1973. Since RF is a conventional old-fashioned smelting furnace that necessarily consumes a huge amount of fuel to smelt copper concentrates, saving fuel cost has been an important objective. In early 1980’s the fuel was changed from bunker oil to pulverized coal, while utilizing the combustion heat of waste tires. Furthermore, treatment of combustible waste such as shredder residue (SR) was initiated in order to save fossil fuel for smelting concentrates in the RFs. Since enhancing of the treatment of SR requires a reduction in concentrate smelted in the RFs, most concentrates were dried and injected through tuyeres into the PS.converters. These modifications enabled to reduce the amount of the pulverized coal combustion and to increase SR treatment in the RFs. SR treatment capacity has increased to 12,000mt/month because the SR market has grown after the enforcement of the Vehicles Recycling Law. Such business environment has been attributed to establish the thermal-materials recycling system of SR in which the RFs have changed their role from copper concentrates smelting furnaces to waste materials combustion furnaces.

FMC Corporation, at their mine and soda ash refinery near Green River, Wyoming, currently mines in excess of 3 million tons per year of trona. Upon completion of the current expansion, the mine will be producing in excess of 4.0 million tons per year. The single level mine, approximately 1,500 feet in depth, is currently serviced by five (5) concrete lined circular shafts varying in diameter from 12 ft. to 24 ft. A sixth shaft is complete, but not yet operational and the seventh is currently being sunk. Two of the shafts are equipped with single drum hoists. The original production shaft is equipped with a double drum hoist. The newest production shaft and the main service shaft are both equipped with ground mounted friction hoists. These friction hoists have given excellent service and another will soon be installed as a man and material hoist at No. 7 Shaft. There are a number of advantages that the ground mounted hoist has over a tower mounted hoist. There are also operating problems common to both. FMC's original experience with ground mounted friction hoists began in 1962 with the conversion of a single drum hoist to a friction hoist. The converted hoist was an Ottumwa with a 5 ft. diameter drum and a 4 ft. face. This hoist had been installed at the No. 3 Shaft for some years prior to its conversion to a friction hoist. At the time the conversion of this hoist was made, there were no friction hoists in service in Wyoming. Wyoming mining laws required that all conveyances carrying men be equipped with safety dogs. Since it was desired that wire rope guides be used, safety dogs were impractical. Agreement was reached with the State Mine Inspectors that safety dogs would not be necessary provided that recommended rope safety factors for hoisting men would still be maintained if one hoisting rope was broken. Since-the shaft is approximately 1,500 ft. deep, the recommended safety factor is 6.0 so that this installation has a safety factor in excess of 8.0 for hoisting men when new ropes have been installed. The hoist conversion was engineered by Lake Shore, Incorporated. The friction ring was made in halves and bolted over the original drum face which had been machined to remove the grooves. The ring provided for four 3/4 in. diameter ropes on 8 inch center to center spacing. The pitch diameter of the modified drum was 72 inches. The grove liners are hald in place by hard-wood wedges bolted to the drum. The other modification required by the conversion was an increase in size of bearing caps and the hold-down bolts because of the increased force tending to lift the drum.

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. Detailed paragenetic studies of the post-tectonic fracture-hosted vein mineralisation have demonstrated a complex paragenesis, reflecting a multi-phase combination of regional metallogenesis and tectonics through time. Previously published work regarding paragenesis and zoning was oversimplified. Two major epochs of mineralisation resulted in the emplacement of the A1 group of assemblages, from which lead, copper and silver were the main metals mined, and the A2 group, whose galena is only moderately argentiferous but which were major sources of lead and zinc. Tectonic and tentative isotopic evidence points to post-orogenic relaxation as the mechanism for development of the A1 assemblages in the early Devonian, whereas the A2 assemblages are believed to reflect Variscan extensional regimes and regional metallogenesis in the early Carboniferous and Permian

"The result of extensive research into fundamental mixed metal oxide catalyst morphology has produced a next generation all titanium Dimensionally Stable Anode (DSA ®). This new DSA ® anode, patent pending, is tailored for electrowinning of non-ferrous metals (copper, nickel, cobalt, zinc) by means of this new coating technology.These DSA ® anodes are characterized by a hanger bar with vertical distributor bars, having primary titanium mesh attached by weldments. The active mesh is provided with noble-metal electrocatalytic coatings, consisting of iridium and/or ruthenium oxides, obtained by thermal decomposition of precursor solutions applied to the titanium substrates. The catalytic activity of state-of-the-art DSA ® anodes is increased by controlling the crystallite size of the noble-metals without decreasing the decomposition temperature. It is known that below a certain value (typically 400°C) the stability of these oxides, and associated lifetime, is seriously compromised. A highly active DSA ® anode, consisting of a quasi-amorphous phase, is obtained at high temperature (above 450°C), therefore not compromising lifetime performance. Through optimization of these design parameters, the manufacture of these novel anodes was identified.DSA ® anode performance advantages include: lead-free ' green' all titanium anodes, true leadfree cathode quality, energy savings of 0.3 to 0.55 V can be realized depending on the EW application when compared to industry standard lead-alloy anodes, eliminate need for cobalt sulphate addition required for lead anodes, sustainability designed into long-life recoatable anode structures, increase plant cathode output through increased current density operations, improve plant on-stream production, no sludge generated or removed, and improve current distribution producing smooth high efficiency cathode.Introduction of ProductThere are many factors to consider when engineering a high performance DSA ® electrowinning anode. Half of the anode's performance is derived from the physical attributes of the electrocatalyst and methods employed when applying this catalyst to the titanium anode structure. The other half of the performance benefits relate to the proper structural design of the anode. In this paper, we will highlight the anode development program in which De Nora has invested to provide the Electrowinning marketplace with a high performance anode product."

There has been considerable effort in the UK, and more widely in the European Community, to formulate the best ventilation practices and other means of minimising these incidents. Practices and procedures to prevent ignitions are discussed in the light of the risks from current mining methods.

In a laboratory study of grinding and classification' of silica sand, a satisfactory means of producing the medium-fine specification sand desired by producers of flint-glass containers was developed. The best procedure consisted of ball-mill grinding and double classification, which gave a properly sized sand containing less iron than the feed.

In February 1996 the OECD's Environment Policy Committee will commemorate its 25th anniversary with a fifth meeting at Ministerial level. Environment ministers will be taking stock of the progress made by OECD countries in protecting and managing the environment in that quarter-century, and sharing views on likely challenges and co-operative responses. Ministers can point to many important accomplishments. Scientific understanding and technological tools for establishing and monitoring risks to human health and the environment have improved dramatically since the early 1970s. All OECD countries now have in place comprehensive environmental legislation, supported by specialized institutions for policy design, implementation and enforcement. The results of these efforts are increasingly evident in the form of cleaner air and water, and improved protection of natural areas, notwithstanding the many complex problems that remain.

The following notes on the Whopper and adjoining mines in the Gunnison district of Colorado mere made in the spring of this year. The time chosen for the author to visit the region was, unfortunately, the most unfavorable of an exceptionably unfavorable year. About the middle of May all the hill slopes, which at this period of the pear are generally covered with pasture, were thickly covered with snow. The unusually large precipitation of this Tear caused loacal mountain torrents at every few hundred feet, which wore away the oft foothills into gulches, gouged great chasms out of the roads, and transformed miles of usually dry soil into dangerous quagmires. Travel was totally interrupted for weeks, except on horseback or afoot, and even then with great difficulty and some danger. The Whopper mine is situated on the Whopper Mountain, about two miles from the headwaters of Rock Creek, and on the right hank of that stream. The Whopper Creek flows into Rock Creek horn the east, and, by a precipitous descent, offers excellent facilities for its utilization as a source of power. This stream, which pours past the picturesque Whopper Cabin about thirty tons of water a minute, has a fall of 100 feet in 400 yards, and is said to be a stream of some size, even at the seasons of the year when drought prevails. The Whopper claim extends down the hill a distance of about 250 feet to its intersection with the Whopper Creek (on the other side of which is a small tunnel on its extension called the "Teller") and over the steep hill northwest to the limits of the claim about 1250 feet. The part of the mountain in which this mine is situated is remarkable for its splendid forest, the spruce, fir, and quaking asp covering the mountain-sides with a green growth of valuable timber. The distance from Gothic City to this mine is about eight miles along the valleys of East River and Rock Creek, and on the divide which separates them. The elevation of Gothic City is given from the engineer's notes as 9500 feet above sea-level, and the mean of several observations with a Beck watch-barometer made the elevation of Whopper Cabin (which is about fifteen feet above the floor of the Whopper upper tunnel) about 1260 feet above Skiles's Cabin in Gothic City. In recent years, west-central Arizona and adjacent California have become the focus of geologic and exploration attention because of its excellent exposure of detachment-fault terrane. Detachment faults, normal faults with nearly horizontal fault planes, are the result of regional extension. Rocks on the lower plate consist of mylonitized intrusive, metasedimentary and crystalline rocks highly altered to chlorite; upper plate rocks comprise sedimentary, volcanic, metasedimentary, and metavolcanic rocks. The movement of the detachment fault causes the rocks on the upper plate to be severely fractured and brecciated thus making them Ideal conduits for mineralizing fluids. Mineralization favored the more reactive sedimentary and volcanic rocks of the upper plate. Three gold deposits, located in upper plate rocks, are currently being mined along the Colorado River corridor: the Picacho Mine near Yuma, Arizona, 70 mi south of the study area; the American Girl Mine In southeastern California, 60 mi southwest; and the Copperstone Mine near the southern end of this study area. Samples from the above three mines were used to create a geochemical model of detachment-related gold deposits. Antimony, arsenic, barium, copper, mercury, molybdenum, manganese, tungsten, and zinc all occur In the mine samples in concentrations at least three times greater than found elsewhere in similar rock types. Samples taken by the Bureau from the wilderness study areas contain similar anomalous concentrations of the same elements as well as elevated concentrations of several other elements Including: lead, fluorine, cerium, uranium, and samarium.

The Townsville prospect is situated approximately 4 km north of the Ok Tedi copper-gold mine in Western Province, Papua New Guinea. Drilling in the 1990s delineated a resource of >1 Moz of gold within shallow, skarn breccia-hosted mineralisation associated with quartz-carbonate infill, together with pyrite, chalcopyrite, pyrrhotite, sphalerite, galena, tennantite-tetrahedrite, arsenopyrite, marcasite, and a variety of Au-, Ag- and Bi-telluride minerals. The deepest of these historical holes (TVL034) also intersected copper-gold-silver mineralisation more than 100 m below the gold-rich zone that is associated with calc-silicate skarn breccia. Although copper-gold-silver mineralisation in DDHTVL034 is associated with clinopyroxene-rich skarn, it was also noted that garnet in the skarn breccia became progressively darker in colour with depth, ranging from green at shallow levels to dark red-brown at depth. This indicated that the skarn breccia is zoned, with more proximal garnet skarn at depth possibly indicating an association with porphyry-style copper-gold mineralisation.Based on this skarn zonation model, recent drilling at the Titan prospect, located approximately 500 m south of TVL034, was targeted at potential copper-gold silver mineralisation beneath shallow skarn breccia-hosted gold mineralisation. DDHTVL 081 intersected 46 m at 6.36 g/t Au from 68 m and 80.7 m and 1.67 per cent Cu, 1.27 g/t Au and 20.32 g/t Ag from 184 m. The so-called "paraffin dirt" of the Gulf Coast oil fields has been considered an indication of the possible presence of oil and gas, and not a few wells have been brought in solely on the basis of such evidence. In a sense, it may be empirically justified as evidence of the presence of oil or gas, though it cannot be said to be infallible. If the writer is correctly informed, its association with oil and gas was pointed out by Lee Hager some years ago, and while it is commonly mentioned by geologists and operators in conversation, no discussion seems to have found its way into print. The present interpretation is based on laboratory study rather than on field investigation, and is put forth with the hope of stimulating discussion which shall lead to more complete understanding. The term "paraffin dirt" has been applied to soils with a peculiar texture, which has been described as "curdy" or "rubbery." When moist, the material breaks much after the fashion of "green" cheese. It is rubbery under compression, but does not resemble rubber in tenacity or cohesion. When dry, the material ranges from hard clods to a horny mass of high tensile strength. The shrinkage in drying is very great, especially in the hornlike matter. The moist material ranges in color from dark brown in the specimens rich in organic matter to grayish in specimens containing more inorganic matter. All of the specimens studied were readily attacked by molds, which in some cases grew in great profusion on the samples. Samples exhibited a rather characteristic "swampy" or "mucky" odor when wet, and a characteristic odor of humic soils when moist. If the material is brought into suspension in water, very fine sand settles out and may be recovered by successive washing and decantation. The sand is almost entirely quartz, but contains occasional fragments of feldspar—more or less kaolinized and iron-stained. Practically all of the sand passes through a 100-mesh screen and the grains are extremely sharp —possibly below the limit of rounding. A flocculent mud, of clay and organic matter, remains in suspension for days. Some material is taken into solution in the water, imparting a slight tendency to froth when vigorously shaken. The results of partial analyses of four samples of "paraffin dirt," and, for comparison, one of a coastal plain soil are given in Table I.

Improve surface mine haul-age truck safety and efficiency by providing a means for sensing the weight and distribution of the truck's load. Approach The safety hazards and the economic implications of overloading mine-haulage trucks were analyzed to determine the net effect of that practice on mine operations. The analysis indicated that: Ten to 25 pct overloading is typical; Higher haulage, tire, and maintenance costs occur due to overloading (a 20 pct overload was estimated to increase operating costs 7 pct per ton); Ten to 15 pct of haulage? truck injuries and fatalities are attributable to overload conditions, at a cost over one million dollars per year to the mining industry. Vehicle-weighing technology that conformed to the performance specification for an off-highway haulage truck overload detection system was selected for in-mine testing. How It Works Normally, volumetric estimates are made during the loading sequence which do not account for the varying ore density. Hence, the actual weight of a load is never precisely known. By providing a precise measurement, an overload detection system will not only indicate vehicle overloading, but will also show under-utilization of the truck. One system tested by the Bureau of Mines was the ?Load Analyzer" manufactured by Pactronics Corporation in California. This system consists of a meter-type analog readout for the cab console and three "Electrosensors" (linear variable differential transformers) attached to the main frame. Using conventional welding and brazing techniques, two sensors are attached between the front members of the engine sub-frame and the top of the left and right trailing arms (one sensor per arm). The same techniques are used to attach the third sensor to the rear centerline of the truck. between the main frame cross member and the A-frame. The readout unit on the cab console indicates by color-coding whether each sensor loading is under (green), at (yellow), or over (red) the pre-set rated load. The three-sensor configuration with in-dependent readouts also detects uneven distribution of the load.
