Keywords: Kyoto Protocol, carbon credits, global warming, energy, auditing Climate change is nowadays being taken increasingly seriously, and the link between global warming and the carbon dioxide released in the generation of energy is coming under increasing scrutiny. The Kyoto Protocol was signed in 1997, after five years of negotiation. So far, about 84 countries have ratified this agreement, under which terms developed countries have strict targets linked to their 1990 level of emissions. However, ?greenhouse gas? (such as carbon dioxide) emissions continue to rise alarmingly. According to the World Resources Institute, greenhouse gas emissions in the USA increased 13% from 1990-2002, while Australia recorded a 22% increase. In contrast, the European Union, a Kyoto signatory, has seen a small decline in its emissions during the same period. This is led by the UK and Germany, who reduced their emissions by 15% and 19% respectively. The concept of ?carbon credits? provides a funding mechanism for companies in the developed world to compensate for some of their CO2 emissions by paying companies (trading credits) elsewhere in the world to undertake projects to bring about reductions in emissions. In the southern African mining industry, it will be possible to get refunded for undertaking voluntary emission-reduction projects. Concern about the environment is creating business opportunities. A preliminary calculation has shown that various projects in South Africa (those in the pipeline, with quite a high likelihood of coming off) could earn a combined total of about R2.5-billion, under the initial phase of the Kyoto Protocol's carbon-credit scheme, which allows developed-country companies to trade credits with developing countries. A number of local companies are planning projects that could comply with the Clean Development Mechanism (CDM), in which they will implement techniques to achieve certified emission reductions (CERs) of greenhouse gases. In order to prevent abuse of such a system involving vast sums of money, vigorous audits need to be carried out. A company has to prove it has made real changes and is not simply conducting business as usual under a cloak of claimed environmental improvements. PricewaterhouseCoopers has applied to become one of only a few international agencies that will be accredited to conduct validation and verification of the credits, by auditing what is called the ?designated operational entity?. An independent validator needs to confirm that the project meets the strict requirements of the Kyoto Protocol. The company has to demonstrate that it?s not business as usual. So, if you refurbished every five years, the next refurbishment is not a good CDM project, unless you can demonstrate that you will do something beyond the maintenance - that is what can be registered. So, Kyoto intends to get additional projects going, and the money for that is actually quite good - prices of 14 euros per ton of carbon dioxide not emitted have been seen. The price depends on who takes the risk for non-delivery if a project doesn?t deliver the emission reductions on time. The highly energy-intensive South African mining industry is heavily dependent on coal. There should be many opportunities for the pyrometallurgical industry to come up with creative ideas to reduce emissions, and there is now an additional financial incentive to encourage this. Companies can actually get money in return for doing these types of projects, in addition to the contribution to corporate social responsibility.

"Bayan Obo mixed RE concentrate is the largest RE source in the world. RE elements occur dominantly in bastnaesite and monazite. This paper describes a clean and green technique for processing Bayan Obo mixed rare earth (RE) concentrate. A two-step oxidation method can lead to the effective recovery of REs, thorium (Th), fluorine (F) and phosphorus (P). Ce has a property of valency change, enabling the separation of it from other RE(III) elements. Making use of the interactions of cerium (IV) (Ce(IV)), F and P, a new extraction system was created to separate Ce(IV) effectively from other RE(III) while recovering F, P and Th by complexing F and P following the oxidation of Ce(III) to Ce(IV). The method includes two parts. Firstly, bastnaesite is oxidized by air roasting and sulfuric acid leaching. And then a first leach liquor containing Ce(IV), F and P is obtained. Secondly, monazite was converted into REhydroxide through alkaline attack and then Ce(III) in the RE-hydroxide was oxidized into Ce(IV) by wetair oxidation. After sulfuric acid leaching the oxidized RE-hydroxide, a second leach liquor is obtained. The two parts of leach liquor containing Ce(IV), F and P are then extracted by Cyanex923 to obtain CeO2, CeF3 and CePO4 based on the complex of Ce(IV) with F and P. The raffinate was further extracted by the primary amine N1923, and Th-product was recovered as ThO2. The RE elements recovery yield during the whole process is greater than 92%. The new technique not only provides a new way for Bayan Obo RE ore utilization, but also avoids resource waste and environment pollution.INTRODUCTIONRare Earths (REs) refer to lanthanides, including scandium and yttrium. Owing to the similar structure and property of RE(III), it is difficult to separate them from each other, especially for the adjacent elements. According to the United States Geological Survey, in 2010, the whole world has about 142 million tonnes of rare earth reserves. In that, China ranks the second with 22% following Brazil which ranks first with 32% (Cheng, 2011). There are three main RE ore types in China with about 80% mixed ores in Bayan Obo, 10% bastnaesite ores in SiChuan and ShanDong province and 2.9% ion adsorption ores in Southern China. Bayan Obo mixed RE concentrate consists of bastnaesite and monazite. The concentrate contains CeO2/_REO of 50% and there are 7–8% F, 4-6% P and 0.2–0.3% Th."

Drilling in Missouri in 1945 dropped slightly from the preceding year. The only notable development was that in the Ballard area in Bates County, where a number of farmers drilled private gas wells with an average depth of a little more than 30o feet. Table 1 gives a summary of activities by counties. The total footage drilled was 36,186 ft. of which 20,489 ft. was by cable tools and 15,697 ft. by rotary tools.

Pollution from radioactive nuclides, principally Ra226, in liquid waste from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in the Vitro Chemical Co.-type process was investigated in the laboratory. Vitro employs an acid leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and amine solvent extraction for recovery of the uranium from solution. The simulated reuse of barren raffinate in the mill circuit was carried through two separate laboratory campaigns of 29 and 31 cycles. Conventional chloride stripping of the amine was employed in the first campaign, whereas nitrate stripping was used in the second campaign. Dissolution of uranium from the are in the acid leaching circuit averaged 96 percent. Washing efficiencies of 98 to 99 percent were attained by using 4 volume tons of combined raffinate and makeup water per ton of ore. Uranium recovery from the pregnant solution using a 5-percent solution of amine LA-1 in kerosine ranged from 99.3 to 99.9 percent.

Quenched alloys, prepared by powder metallurgical techniques, were examined by microscopic and X-ray diffraction methods. The compositions and heat treatments were chosen so that the chromium and nickel solvuses could be determined and a range of composition and temperature, in which a eutectoid had been reported, could be explored in small intervals. The results showed no evidence of eutectoid reactions having taken place. ALLOYS containing iron, chromium, molybdenum, and nickel are extensively used in high-temperature applications. In order to provide basic information on the solid-state reactions that occur in such alloys, the National Bureau of Standards is engaged in an extensive study of the equilibrium phases in the binary, ternary, and quaternary systems involving these four metals. Attention was directed to the chromium-nickel system because a review of the literature showed conflicting data. A recent compendium1 of the constitution of binary alloys gives two diagrams for the chromium-nickel system, one a simple eutectic and the second a diagram showing a eutectoid and a eutectic. The eutectoid was the result of an allotropic transformation in a high-temperature solid-solution form of a chromium-rich phase called 0. The approximate temperature and composition of the eutectoid was 1200°C and 30 at. pct Ni. In the preliminary study, at the Bureau, no transformation was indicated in the chromium-rich phase of ternary and quaternary alloys in which chromium and nickel were major components. Similar results have been reported from time to time in the literature,2-8 In consequence of this situation, a systematic study was made of the constitution of heat-treated chromium-nickel alloys using metallographic and X-ray diffraction methods. The compositions of the alloys were selected so as to determine the boundaries of the chromium-rich and the nickel-rich phases and to explore in small intervals the ranges in composition and temperature in which the eutectoid had been reported. The results of this study are reported and discussed in the present paper. EXPERIMENTAL PROCEDURES Materials, Alloys, and Heat Treatments—The alloys were prepared by a powder metallurgy technique similar to that used in earlier work.9 Analyses of the materials used are given in Table I. Powders were mixed using a vibrator in 30-g batches of predetermined composition; 2-g pellets were made from the mixture by compacting at room temperature in a 1/2-in. diam mold under 60,000 lb per sq in. pressure. The pellets were sintered in dry hydrogen for 10 days at 1300°C. At the end of the sintering treatment the specimens were quenched in water, which caused a pale green film to form on the chromium-rich alloys and thin black scale to form on the nickel-rich alloys. The pellets after sintering were approximately 1/2 in. diam by 3/32 in. thick. The purification train9 was modified by inserting a tube of titanium turnings, heated at 700°C to increase the efficiency of the removal of oxgen and nitrogen. It was found in the earlier work that the sintering treatment lowered the carbon, oxygen, and nitrogen contents of chromium-rich alloys to 0.01, 0.01, and 0.004 wt pct, respectively, and that there was a loss of chromium. In order to ascertain the extent of this loss, the chromium contents of certain alloys were determined chemically. They included those alloys used to determine the parameter-composition curves and those of critical composition, used to determine the chromium-solvus microscopically; these analyses were made on samples after the final heat treatments. Granules are used primarily as roofing material. From the earliest times, man has been faced with the basic problem of providing protection for himself, his family, and his property against the ravages of the weather. Basically, this problem is no different today than in the past, except that today the trend is to demand shelter which is also colorful and distinctive. There has been a gradual evolution from the thatched roof to the modem ranchstyle home. In his search for a more permanent and more attractive roof, the home owner has utilized many mineral materials. All granules, whether slate or colored granules, are referred to by the asphalt roofing industry as "Slate Granules." Early Roofing Materials The development of mineral roofing in the United States followed two trends: first, the slate industry, and second, the bituminous products. The early colonists were familiar with slab slate construction from Europe and it was natural for them to continue with this type of roofing. As early as 1780, the forerunners of the present bituminous products were finding favor. Those early products consisted of saturating burlap or similar material with crude tar or pitch. This type of roofing was soon improved by dusting a variety of materials on the surface of the roofing to prevent adhesion while in rolls. Such factors as fire resistance and protection from the actinic rays of the sun soon followed. This started the general pattern which is still followed today, that is, saturating felt materials and supplying a uniform grade of crushed mineral to the surface. In commercial and public buildings, metal roofs found early favor. The attractive green color of verdigris-coated copper became a symbol of churches and institutions of learning. Aluminum roofing has become economical for large structures and is finding limited popularity in rural areas. Tile, asbestos, and cement materials, being weather resistant, found early acclaim and are still popular. Today, by far the most widely used roofing materials in the United States are asphalt products. Two important characteristics-economy and weatherability-account for their popularity. Influence of Building Trends on Roofing The postwar building boom in 1947 had many attractive features for the American people. The ranch-style one story type of home seemed well suited for suburban developments which sprang up in such profusion. As the roof in modern home construction is one of the most conspicuous aspects of its architecture, the home owner could now express his tastes not only in paint and landscaping, but could also select an attractive and harmonious roof color. This investigation was undertaken at the suggestion of Prof. Henry M. Howe, of the Department of Metallurgy, Columbia University, who, in a letter to the author, dated October 23, 1900, wrote as follows, suggesting the subject of this dissertation : "The extraction of silver from copper mattes by either the Ziervogel or the Augustin process depends upon converting the silver into silver sulphate by means of the sulphuric anhydride evolved from the decomposition of ferrous sulphate and cupric sulphate, which are formed during the roasting operation itself from the iron and copper sulphides present. "It occurred to me, some time prior to the autumn of 1897, that these processes might be made much easier by adding to them, at the proper stage, ferrous or cupric sulphate, or both, in the form of green or blue vitriol. That is, instead of having to rely solely on our ability to generate these sulphates in this very delicate roasting operation, my idea was that we could add a small quantity of already-prepared sulphate at the proper state of roasting, viz., at or before the period when the solphatizing of the silver occurs. The comprehensive audit of the accounts of a mining company is extremely important in its relations to the legal situation and obligations of the corporation, the personal liability of the directors, and the interests of the investing public. A consideration of the subject as affecting the professional duties and fixing the responsibility of a mining engineer engaged in the expert examination of a mine or in charge of mining operations, is equally important, though this phase of the question is not often presented systematically.

FLOTATION tests, from which the flowsheet for the concentrator was determined, were made in a pilot mill at Chuquicamata and later comparative testing of full size flotation cells was done at the Andes Copper Mining Co. concentrator in Potrerillos. The principal sulphide copper mineral is chalcocite with varying amounts of covellite, enargite, and chalcopyrite. The oxidized portion is principally antlerite, a green basic copper sulphate. The gangue minerals include quartz, sericite, pyrite, feldspars and kaolin. Chuquicamata pit ores have proved to be hard grinding. The results of the flotation and metallurgical work prove that good extraction and concentrate grade can be obtained under a rather wide range of conditions. Metallurgy In general the metallurgy of the ore requires a fairly close control of the grind to the primary rougher flotation and of the regrind of the primary rougher concentrate before cleaning. Regrinding is necessary to reduce the insoluble content of the final concentrate since a large part of the middling combinations are between the copper and silica minerals. The alkalinity of the pulps can vary between wide limits and control of the percent solids gives the desired grind. Alkalinity Control Arroyo Salado water is supplied to the concentrator head tanks. It contains about 5000 ppm of salts but test work shows no deleterious effect. Actually this water permits a decrease of as much as 1 lb of lime per ton of ore as compared to San Pedro water, which is used for leaching oxide ore. About one quarter of the water flow through the concentrator will be new water from the reservoir. The remainder will be reclaimed from the thickeners. For primary grinding and rougher flotation, new and reclaimed water are combined in the head tanks. To avoid erratic results, only new water is used in the regrind system. Milk of lime is added to the rod mill feed chute to obtain the maximum benefit of mixing with the ore. This protects the equipment from corrosion due to entrained acids and soluble copper salts. Lime consumption is 3 to 5 lb per ton of ore. Grinding and Flotation The six bin gates over each belt feeder are opened in controlled combination and sequence to keep a live bed of ore in the bin to prevent arching and to obtain mixing. The milk of lime added ahead of the rod mill is regulated to suit rougher flotation requirements. The primary promoter reagent, Aerofloat 238, is added to the 10-mesh discharge of the rod mill as it is laundered to the ball mill scoop box. The classifier overflow is regulated to produce a grind of about 12 to 15 pct +65 mesh and 60 pct -200 mesh. Legislation has been stimulated and smoke ordinances have been enacted, the provisions of which show a definite trend toward stricter control of the emissions not only from the stacks of industrial fuel users but also from the chimneys of domestic consumers. As a result of war conditions, some slackening in the enforcement of these ordinances may be noted, but this is only a temporary expediency caused by the changes necessary in the distribution of the nation's fuel supplies and difficulties in securing the necessary equipment. Previous trends may be expected to continue in the postwar period. Largely because of the consumer demand for automatic heat, but partly because of the legislation against smoke emission, there has been a marked increase in the use of domestic underfeed stokers with the past decade. When correctly adjusted and operated, these units reduce the smoke emission materially, so that even the high-volatile bituminous coals may be burned with little or no emission of objectionable smoke. Unfortunately, however, the use of the domestic underfeed stoker introduces another problem; namely, fly-ash. Production of Fly-ash The term "fly-ash" is a misnomer, since the fly material is generally a mixture of small carbonaceous particles varying from green coal to coke, and inorganic particles ranging from fluffy ash to small particles of fused clinker. For want of a more comprehensive name, however, the term fly-ash is used throughout this paper to include all the fly material. Even with hand-fired furnaces a certain amount of fly-ash is produced, which necessitates periodic cleaning of the boiler flues or furnace radiator, the smoke pipe, and occasionally the chimney itself. With stoker operations the amount of fly-ash is increased many fold, because of the higher velocity of air travel through the fuel bed. Frequently the amount of this fly-ash attains such proportions as to constitute a definite nuisance to the householder and his neighbors and distracts very materially from the otherwise automatic or semi-automatic performance of the stoker. The conzpaction of metal powders is analyzed through density-pressure curves as a three-stage process — die filling, individual particle motion, gross compact deformatim. The densification occurring during each of these stages is evaluated quantitatively. The amount of densification in the first and second stages is primarily a function of particle geometry. The densification taking place in the third stage is dependent mainly upon the material. AT the present time the densification of powders during compaction is usually described by terms such as "compactibility," "compressibility," and "compression ratio." Schwarzkopfl has proposedthat compactibility be defined as the minimum pressure needed to produce a given green strength, while compressibility be used to indicate the extent towhichthe density of a powder is increased by a given pressure. Compression ratio is generally defined as the ratio of the compact density obtained at a given pressure to the apparent density of the loose powder. 13alshina found that the pressure imposed on a compact affects the relative volume of the compact according to the following relation: hP= - LV + C [ll where: P is the applied pressure, V is the relative volume of the compact, Ratio of the specific volume of the compact to that of the material without porosity. The national interest prompts consideration of any new source of mineral wealth even though the immediate need may be of minor importance. A critical shortage of potash in the United States during the World War of 1914-18 stimulated broad development, which established an American potash industry on a basis so sound that this commodity is not even listed as urgent in the present war program. However, this should not minimize its importance, and the need remains, not only for adequate supplies of the usual potash salts (the chloride and the sulphate) but of all potash chemicals. Potassium carbonate (known commercially as pearl ash) has been a high-cost commodity; in consequence, the quantity used by industry has been relatively small. By a combination of fortuitous geographical circumstances, there is opportunity to produce a low-cost potassium carbonate with the possibility that this might become an important source of chemical potash. The following paper considers a recently developed process1 taking advantage of these conditions. Wyomingite Deposit For many years it has been known that a deposit of potash-bearing igneous rock known as wyomingite occurs in the south- western part of Wyoming at Zirkel Mesa, which is 44 miles northeast of the town of Green River (Fig. I). The western escarpment of this deposit is about 3 miles east of the Superior Branch of the Union Pacific Railroad. This mesa alone covers approximately 3300 acres, and the average thickness of the wyomingite flow is 75 ft. It has been estimated2 that about one billion tons of wyomingite occur in this one deposit, all of which can be mined by open quarrying without overburden. In addition, there are several smaller deposits within 10 miles, so that the aggregate wyomingite in the area approaches two billion tons. This is one of the world's largest sources of leucite, and the only known deposit of its kind in the United States. The wyomingite (which is in the form of a lava flow and numerous small craters), with the mineral leucite as its most important component, has a mineral composition3 of: leucite, 50 per cent; phlogopite, 15; diopside, 12; kataphorite, 15; glass and apatite, 8. The phlogopite is present in visible phenocrysts 1/8 to 1/2 in. in diameter, but the leucite usually is almost microcrystalline and not capable of liberation by grinding. Chemically, the Wyomingite has a potash Content averaging slightly higher than eleven per cent K2O. The potash is mainly in the leucite, but part of it is in the phlogopite and a small amount is in the feldspars that are occasionally seen as undigested occlusions of the granite country rock, through which the leucite-bearing lava intruded, and as sanidine feldspar both in the crystalline and glassy phases of the rock. THE national interest prompts consideration of any new source of mineral wealth even though the immediate need may be of minor importance. A critical shortage of potash in the United States during the World War of I9I4-I8 stimulated broad development, which established an American potash industry on a basis so sound that this commodity is not even listed as urgent in the present war program. However, this should not minimize its importance, and the need remains, not only for adequate supplies of the usual potash salts (the chloride and the sulphate) but of all potash chemicals. Potassium carbonate (known commercially as pearl ash) has been a high-cost commodity; in consequence, the quantity used by industry has been relatively small. By a combination of fortuitous geographical circumstances, there is opportunity to produce a low-cost potassium carbonate with the possibility that this might become an important source of chemical potash. The following paper considers a recently developed process1 taking advantage of these conditions. WYOMINGITE DEPOSIT For many years it has been known that a deposit of potash-bearing igneous rock known as wyomingite occurs in the southwestern part of Wyoming at Zirkel Mesa, which is 44 miles northeast of the town of Green River (Fig. I). The western escarpment of this deposit is about 3 miles east of the Superior Branch of the Union Pacific Railroad. This mesa alone covers approximately 3300 acres, and the average thickness of the wyomingite flow is 75 ft. It has been estimated2 that about one billion tons of wyomingite occur in this one deposit, all of which can be mined by open quarrying without overburden. In addition, there are several smaller deposits within 10 miles, so that the aggregate wyomingite in the area approaches two billion tons. This is one of the world's largest sources of leucite, and the only known deposit of its kind in the United States. SPECIAL polishing and etching techniques were developed during an investigation of the high temperature mechanical properties of high purity aluminum (99.995 pct Al).* Electrolytic polishing was done successfully in the following electrolyte: 5 ml perchloric acid (72 pct), and 95 ml glacial acetic acid. No special precautions need be taken during the preparation of the electrolyte since no appreciable heat of mixing is evolved. Although the electrolyte is not an explosive, it is recommended that Jacquet's safety rules' be followed during the polishing operation. A voltage of 25 to 60 v gives a good polish in about 2 min at room temperature after preparation on 3/0 metallographic paper. Most of the grain boundaries are visible under the microscope after polishing. Since the current is controlled essentially by the resistance of the bath, it is necessary to keep the anode-to-cathode distance as constant as possible. Accordingly, polishing of irregularly shaped pieces will be difficult. A cooling bath and a stirring system are advisable in order to keep the temperature of the bath uniform and constant. Coarse-grained samples can be macroetched in a few seconds by lowering the voltage below 10 v. This is done after electrolytic polishing, without removing the sample from the bath, Fig. 1. The specimen can be repolished in less than 1 min by raising the voltage above 25 v. The "galvanic etching" technique, which has been described elsewhere,' was found to be helpful not only for macroetching, but also for microetching coarse-grained specimens. In fact, the different orientations of adjacent grains provide good contrast at the grain boundaries, when the sample is observed under polarized light. If the specimen is only partially etched, Fig. 2a, the grain boundaries can be located without completely destroying the appearance of the surface of the specimen. The unetched surface appears black under polarized light. Excellent color contrast is obtained by using a "sensitive tint" plate in the optical system of the microscope. In this case, the unetched surface has a magenta color, while the etched part of the sample assumes different colors varying from green to brown, according to the orientation of the grains. Etch pits were produced on high purity aluminum by using the technique suggested by Lacombe and Beaujard." Good results also were obtained by substituting 70 pct nitric acid for the fuming nitric acid recommended. This gave an etching reagent of the following composition: 70 ml nitric acid (70 pct), 50 ml hydrochloric acid (37.5 pct), and 3 ml hydrofluoric acid (48 pct). An example of the results is shown in Fig- 2b. The outline of the etch pits is revealed sharply if the specimen is observed under polarized light, as shown in Fig. 2c. Measuring The Economic Viability Of Resource Projects (A Western Surface Coal Project) The bankers approach to the analysis of a new "green fields" mining project is similar but different from the approach that the pining company might take. The purpose of this paper shall be to discuss the techniques that are used by mining companies and bankers as they try to measure the economic viability of mining projects. The analysis of these new projects (by both the mining companies and the banker) is based on a projected revenue stream and not on historical earnings or past perfomance because these projects are start up situations with no history to look to. The starting point in the analysis of these projections is the choice of the assumptions to be used in preparing these projections. After the assumptions have been determined and the projections are prepared then the projections are submitted to various tests in order to determine whether the project measures up to previously agreed upon minimum standards. In order to illustrate the analytical procedures used in evaluating a mineral project the writer has constructed a hypothetical case involving the development of a western surface coal mine (Property). The basic data in connection with this hypothetical new project is described in the next section of this paper. After the Description of the Project is a section which shows the type of analysis that a mining company might prepare in order to approach a bank for a loan and the final section illustrates the type of analysis that a bank might prepare in evaluating this loan request. Description Of The Project or Basic Data In Connection With Undeveloped Western Surface Coal Property An independent mining/geological Consultant's report has been completed on the Property which confirms that the Property contains 175 million tons of economically recoverable coal subdivided into the following reserve categories in accordance with U.S. Bureau of Mines and U.S. Geological Survey definitions: Measured or Proven 90,000,000 Indicated or Probable 50,000,000 Inferred or Possible 35,000,000 The owners of the reserves have chosen to drill up those reserves that are nearest to the subcrop and have not spent as much time on those portions of the Property which are on the fringes of the deposit where the overburden is thicker because the stripping ratio and hence the operating costs and capital requirements are higher down dip. The proven reserves are based on an average thickness of 80 feet, of which a mining recovery of 90% is projected. The overburden thickness varies from 0' to 280' with an average thickness of 127'. The overburden consists mainly of scoria, sandstone, gravel, shale and silty clay. 134 holes were cored (and analysis done on five foot increments) in the measured reserve on the following spacing: 100 foot centers to define the burn line; 1,320 foot centers to define the early mining areas; 2,640 foot centers to identify the later mining areas.

In giving a sketch of the geology and mining of the tin-deposits of Cape Prince of Wales, a short description of the geographic and climatic conditions may be of special interest on account of this being a part of the world of which very little is known, even by the reading public. As shown in Fig. 1, the location of the Cape is lat. N 65° 35' and long. W. 168o. It is bounded on the north by the Arctic ocean ; on the west by Bering strait and on the south by Bering sea. It is the Westernmost point of the mainland of North America, and to the west, across the strait, one can see East Cape, Siberia, which consists of a rugged, steep coast of granite cliffs. The climatic conditions arc of interest because of the part they have had in the surface geology, and also because they affect mining from an economic standpoint. In connection with the climate and geography, it does not seem out of place here to quote a few lines from the prologue of The Wandering Jew, written by Eugene Sue, under the caption " The Land's End of Two Worlds." "The Arctic Ocean encircles with a belt of eternal ice, the desert confines of Siberia and North America—the uttermost limits of the Old and New World, separated by the narrow channel known as Bering's Straits. " To the north, this desert is bounded by a ragged const, bristling with huge black rocks. At the base of this Titanic mass lies enchained the petrified ocean (Bering sea) whose spell-bound waves appear fixed as vast ranges of ice mountains, their blue peaks fading away in the far-off frost-smoke, or snow-vapor. " Between the twin peak* of East Cape, the termination of Siberia, the sullen sea is Been to drive tall icebergs across a stream of dead green. There lies Bering's Strait. Opposite, and towering over the channel, rise the granite masses of Cape Prince of Wales, the headland of North America. "These lonely latitudes do not belong to the habitable world."
