The first session, held Tuesday evening, February 23, in North Sheffield Hall, was called to order by Louis V. Pirsson, Chairman of the Local Committee, who introduced Prof. Russell H. Chittenden, Dean of the Sheffield Scientific School of Yale University. Professor Chittenden, in behalf of the Governing Board, felicitated the Institute on its visit to New Haven, and cordially welcomed the members and guests to the University and the city. Dr. James Douglas, who presided at the meeting, responded in behalf of the Institute. The Secretary announced that, upon the proposal of many members, the unanimous report of the Committee on Membership, and .the unanimous recommendation of the Council, the following members had been unanimously elected by the Board of Directors Honorary Members in the American Institute of Mining Engineers Prof. Richard Beck, of Freiberg, Saxony, in recognition of his distinguished service to technical literature, and the cordial

"The present world-wide demand for increased production in all branches of essential industry involves a matter of vital concern t persons engaged in the mining industry, namely, the productive capacity of the individual mine employee. This applies particularly to coal-mining, upon which other industries so largely depend.The folded and faulted condition of the coal beds in some countries, as well as the thinness and depth of the seams, the adaptability to the beds of available mining machines and equipment are factors which cannot be overlooked in determining what increase in individual output may be looked for in any given country. This subject, while of fundamental importance, can only be referred to in a paper of this length, the primary object here being merely to present a comparative tatamant of individual output under prevailing conditions.The quantity of coal produced by a miner does not accurately indicate the miner's capacity as a workman, not only because of the natural conditions referred to above that limit his annual output, but also because of human factors which may possibly, however, be controlled, such as the demand for coal, the car supply, use of labor-saving machinery, number of days worked during the year, accidents in the mine, etc. It will, however, be an aid in answering the important question as to how and where the immediate need for coal throughout the world may best be surlier, if we examine the output of the miners in the important coal-producing countries over a period of years.Complete official information for recent years is, for several countries, jacking, particularly for France, Austria, and Prussia, but partial data from unofficial sources may be used to show the individual output of the miners in these countries."

IN surveying the changes that have taken place in the mining industry of Ontario in the past ten years, the striking growth of the gold mining industry first attracts attention. In 1925 there were only twelve regularly producing gold mines in the Province, six of which were located in the Porcupine area, four at Kirkland Lake, and one each at Larder Lake and Boston Creek. In contrast with this, the year that has just closed (1935) has seen production on a steady basis from forty mines, with what may be termed spasmodic production from twelve other properties. This so-called spasmodic production is, however, responsible for the recovery of gold to an estimated value of between $75,000 and $100,000 during the year. Further illustrating the expansion in the gold mining group is the activity in the exploration and development of properties. In 1925, mining operations were conducted at 29 properties which had not reached production, while in 1935 work of this nature was carried on at 87 such properties. It is of interest to note that of the six properties listed as producers in Porcupine ten years ago, five are still producing at rates considerably in excess of the tonnages handled at that time. In fact, the estimated tonnage treated at these mines in 1935 exceeds the 1925 tonnage by approximately half a million tons. In Kirkland Lake, the figures are still more striking. The four mines in production in that camp in 1925 milled 346,584 tons, producing bullion to the value of $5,132,128, while in 1935 these same mines treated approximately 1,643,000 tons, with a recovery of roughly $29,300,000. While Porcupine and Kirkland Lake remain the great gold-producing camps of the Province, the growing importance of the newer areas is readily appreciated when we consider that in 1935 the mills of these areas treated over 1,000,000 tons of ore for a production in excess of $7,500,000. Pro-duction from these newer districts first became of importance in 1930 with the commencement of recovery at the Howey mine, in Red Lake, and the Minto, in Michipicoten. Since 1930, eighteen new gold mills have gone into production in the Red Lake, Little Long Lac-Beardmore, Pickle Crow, Sturgeon Lake, Michipicoten, Sudbury, and Matachewan areas. In respect to silver mining, the period under review has seen a considerable slackening of activity, due to a generally unstable and depreciated price for the product and to the exhaustion of ore reserves in the mines.

Construction equipment is an important type of resources of heavy construction contractors. Since equipment breakdowns can cause project delays and significant financial losses, the contractors are eager to know those factors causing equipment failures directly or indirectly, related to equipment design, maintenance, and operations. Although Bayesian network can be used for diagnostic analysis of failure events or making predictive analysis, building a Bayesian network for such purpose can be difficult as the cause-effect relations can be subjective and their conditional probabilities change with a wide variety of causal factors. A hybrid approach is proposed in this paper to update the Bayesian diagnostic network structures and parameters using real life data, the conditional probabilities and cause-effect relationships can be dynamically updated with observed failure records to reflect the real life situations of a complex equipment system. A case study is conducted to show the benefits of the hybrid approach in construction equipment diagnostic analysis.

Introduction This is an exciting day. It isn't often that you can find the best minds in a particular business gathered together in one place. But that is what we have here. You are the best and the brightest people there are in the business of gold mining. What we discuss at this conference confirms the major issues facing us and sets out the issues governing how our mines and mining companies will be run in the next few years. In looking over the list of papers to be given, I have noticed something. It is something that I have noticed at almost every mining convention I have ever attended. Almost every paper at this conference concerns itself with the technical side of mining. Most of us in this roan are professionals; we are either engineers, geologists, accountants or representatives of some other profession. In getting where we are today, we have had to work hard to acquire the technical skills needed for our individual professions. We are all proud of our knowledge and work hard to claim the right to be considered an expert in a particular technical field or subject area.

This report is volume 9 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation,' and ventilation. This volume of the final report describes the Water Generator subsystem of the Master Design Simulator. This subsystem simulates the flow of water through a typical watershed-reservoir combination to predict mine drainage quantities in underground workings. The model is a integrated one which handles both the unsaturated and the saturated flow domains as a unified system. The solution of the model is achieved by numerical tech¬niques of finite difference method coupled with finite elements analysis. The Water Generator can be operated either as a free standing model or in connection with the Geology and Reserves subsystem as a part of the Master Design Simulator. A case study is included illustrating the application of the model to actual data. The appendices of the report constitute a user's manual for the program, and include a program listing.

THE subject assigned me, "Safety in Mining," is a very broad one and only the high spots can be covered in this short paper. As this is a meeting of the Coal Division, these remarks will be directed largely to coal mine safety, although the principles of safety and effective accident prevention methods are relatively the same in every branch of mining or industrial work. The coal mining industry should take pride in the part it has played in the development of the accident prevention movement, and there is ample proof for the statement that the first real organized accident prevention, work, both abroad and in this country, was con- ducted in the coal mining industry.

The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

As high-quality mineral deposits are thoroughly exploited, mines of the future will have to move towards more remote and lower quality projects. With these projects comes an increased business risk to the operator. Even now, mining companies often turn to foreign countries for new deposits to produce, introducing the concept of country risk into their portfolio. Furthermore, feasibility studies often fail to accurately quantify the risks associated with various projects, and as such, this study proposes a technique of risk quantification which can both aid mining companies to evaluate the viability of investment and assist in risk disclosure to public investors for the mining industry of the future. This paper aims to quantify the effects of country risk on the valuation of potential mining projects, using a combination of modular and risk-weighting techniques to evaluate the country risk premium (CRP) required to obtain capital for operation of risky foreign mining projects. The techniques proposed in this paper are demonstrated using fictional examples and then evaluated for accuracy against a recently developed debt-funded precious metal project in a country in the Americas.

We investigate the relationship between corporate financial performance (CFP) and environmental and social performance (CSP) in a sample (n=165) of large, publicly traded U.S. mining and oil and gas firms. Using optimally scaled principal components analysis to generate aggregate measures of CSP strengths and concerns, we find higher concerns are related to higher volatility of unexpected earnings and discount rates. Furthermore, these earnings shocks are more likely to be negative as concerns increase. Decomposing this relationship shows that negative environmental performance dominates proactive environmental management as a driver of unexpected earnings, but proactive community efforts increase the magnitude of earnings shocks. We document some evidence of the strategic use of CSR, with those firms that have greater risk investing more proactively in CSR.

The Chino Mines Company, a Kennecott-Mitsubishi partnership, located in Hurley, New Mexico, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/ concentrator modernization commenced in 1980 and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34.0 kt/d (37,500 stpd). A new concentrator was constructed near the mine using semi-autogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of salable copper.

In the present number of Mining and Metallurgy, issued on the fiftieth anniversary of the founding of the Institute, it appears appropriate to chronicle a few of the interesting incidents respecting its early life. We are fortunate in being able to cull the following notes from unpublished manuscripts of Doctor Raymond and Doctor Drinker, than whom no other members could have written with greater exactness and fidelity. THE seventh decade of the 19th century may be said to have marked an. era in the history of the world. Industrially and .commercially it was marked by the wide application and utilization of discoveries already made, which came to their full effect at this period in steamships, railways, telegraph and cable lines; the standardization of parts in machines, from watches to locomotives; the use of 'dynamite, antiseptic surgery, the open-hearth steel process, the compressed-air rock-drill, the electric generator, and the Gatling gun. Through the opening of the Suez canal in 1870 the maritime trade of the world was revolutionized, sailing vessels were supplanted by steamers, while ocean cables and ocean "tramps" brought about far more rapid movement of commerce than had before been experienced. Politically, this period was marked by the sudden birth of the German empire and the beginning of that intensive internal development of the national resources of that empire in preparation for colonial extension and war, the amazing result of which has been made evident by the recent world conflict. The uncertainty of finding the exact equivalents fortechnical expressions in different languages has led me to think that a glossary of furnace-terms would be useful to members of the profession. I was led, some years ago, to prepare a small one, which has been found so very useful, that I have arranged one for presentation to the Institute, for four different 'types of furnaces, in the hope that it may prove of use to those who are in the habit of consulting foreign technical journals, I was further induced to make the attempt in the hope that it might tend to make the terminology less complicated than it now is, and also to make it more uniform over larger districts. The idea of referring to a drawing which expresses exactly what is meant, resulted from the necessity of presenting such subjects to students, and will, it is hoped, prove much more useful than the mere dictionary arrangement in alphabetical order. The drawing of the blast-furnace was prepared for me by Mr. J. P. Witherow, of Pitsburgh ; the drawing of the open-hearth furnace by Mr. S. T. Wellman, of Cleveland, and the reverberatory furnace by Mr. John Fritz, of Bethlehem. The bloomary-furnace is taken from my own paper* on Bloomaries, but, in order to have a complete furnace, I have introduced into the drawing of those used at Saranac the guard-plate used at Ironville. The interest which has been taken in the preparation of this paper by those gentlemen who have contributed the drawings, has been supplemented by gentlemen in Europe who have taken the trouble to read the proof. In France it has been read by Mr. Lodin, of the School of Mines, and by Mr. Chaper, of Paris, and in Germany by Dr. Wedding, of Berlin, and Mr. Luhrman, of Osnabruck. The preparation of the paper has been much more difficult than was anticipated, and its value has been very much enhanced by Dr. Raymond's kind assistance and cooperation; and to him, as well as to all the other gentlemen, Iam very much indebted. A MARKED peculiarity of most of the smelting-works of the Far West is the looseness with which accounts of the operations are kept. Indeed, probably over half of the works do not keep any detailed accounts at all, the yearly gross statement of profit or loss being considered sufficient for all purposes. The reasons for this must apparently be sought in the as yet unsettled state of all business relations, and in the deplorable fact that only in isolated cases educated metallurgists are in charge of the smelting-works. Continual and regular assays of the ores, by-products, and slags, are almost unknown, so that it is impracticable to ascertain, even approximately, the losses in the smelting processes. Of cases where regular accounts are kept of the quantities of ore smelted, of the composition of charges, and of the fuel consumed, I know only two or three. Under these circumstances it is extremely difficult to collect figures which cover the operations for a considerable length of time, and which are so valuable for the metallurgist, who wishes to get an insight into the economy of smelting operations, as shown by practice. Figures obtained by personal observation, which can of course cover only the brief space of the visit of the travelling metallurgist, must, therefore, be made to replace the more valuable data. The writer has had occasion, during the last and the preceding summer, to visit the larger number of the Western lead-smelting works, and offers, in the following pages, such data relating to the economy of lead-smelting in the blast furnace at various works, as he has been able to obtain. The only object in doing so is to place these figures on record, so that they may be from time to time supplemented with other data, which are now wanting. I. The critical importance of wire rope integrity to the mining industry has led to the creation of standards for the retirement of wire rope as well as to the development of electromagnetic devices and procedures that would allow wire ropes to be tested against these standards without destroying them, The U.S. Bureau of Mines (USBM) conducted research to evaluate these devices by measuring loss of metallic cross-sectional area and the number of wire breaks, or local faults. The intent was to define the extent to which the technique can identify degradation within the rope, e.g., broken wires, corrosion, and wear. Experimental results showed that instrument sensitivity depended on a number of factors, including rope diameter, placement of sensors, location and characteristics of flaws, rope speed, and tension on the rope. The experiments also demonstrated the importance of having an elongated recorder trace and a properly trained and experienced operator to interpret overall results. A design of a rope and test procedures for use in laboratory evaluation of instruments have been recommended by the American Society for Testing and Materials Committee E07.07.10, Wire Rope Applications. The USBM is working through this committee to develop standards for an electro-magnetic method of wire rope inspection.

"The Federal Bureau of Mines serves the mining industry by approving equipment that is designed to prevent explosion, fire, shock, or toxic hazards in mines when such equipment is used and maintained in a proper manner, through research, consultation, testing, and inspection, the Bureau studies machinery and component parts submitted by manufacturers and others. Before receiving the Bureau's approval as permissible for safe use in mines, equipment must pass exacting tests and must meet strict requirements established through research and experience and listed in the Bureau's various permissibility schedules. An important phase of the Bureau's research is the testing of diesel engines.Mobile diesel-powered equipment can be used safely in underground noncoal mines and tunnels when mechanical ventilation is provided to dilute and remove the exhaust gas and to replenish oxygen in the underground atmosphere. Safe ventilation is determined by suitable tests of each engine used in a diesel machine. This ventilation cannot be predicted safely, accurately, and economically from any general empirical relationship.In determining safe ventilation, the quantities of carbon dioxide, carbon monoxide, and oxides of nitrogen generated by a diesel engine must be ascertained. These quantities are related to the displacement of the engine, its speed of operation, the design of the combustion chamber, and the fuel:air ratio needed to produce useful power. At overrich fuel:air ratios, all diesel engines generate excessive quantities of toxic carbon monoxide and smoke. The results of engine tests are used to determine a maximum fuel-injection rate at or below which carbon monoxide can be controlled by a reasonable ventilation and smoke is essentially eliminated. Toxic oxides of nitrogen are related to fuel:air ratio and the design of the combustion chamber. Their concentration in the exhaust cannot be controlled by engine adjustments, and each engine appears to have individual characteristics concerning formation of these oxides. Production of oxides of nitrogen frequently is the most important factor in determining safe ventilation."

Bureau of Mines researchers developed and tested equipment to measure corrosion rates on a commercial-scale mill. Bench-scale experiments were designed for duplicating ore grinding conditions closely enough that realistic rate determinations can be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

The Federal Bureau of Mines reviewed the status of tungsten deposits of Utah in 1959. Industrial requirements of tungsten during emergencies have exceeded the domestic supply, and a knowledge of the sources of this strategic element may be helpful in the future. Tungsten occurs as the mineral scheelite in deposits that have been developed or explored on approximately 60 properties in 10 of the Great Basin ranges of Utah, none of which were being worked in 1957-59. Ores from most of the productive areas are similar in that they are contained in tactite deposits on or near the contact of calcareous and acidic intrusive rocks. The tactite ores consist predominantly of the silicate minerals garnet, epidote, and diopside and the carbonate rocks limestone or dolomite. Scheelite, where present, is disseminated irregularly in the tactite. Tungsten ores from Utah mainly have been produced from small deposits worked in World Wars I and II and the Korean campaign. The ores were either hand sorted to a grade ranging from 0.5 to 1.0 percent tungsten trioxide (W03) or were beneficiated in small mills to higher grade concentrates. The largest reserve appears to be in the area of the Notch Peak intrusive in the House Range, Millard County. A large part of the reserve in the House Range is mineralized tactite containing 0.2 to 0.3 percent W03. Research on flotation by the Bureau of Mines has indicated a method of concentrating scheelite in tactite ores that average 0.25 percent W03, with at least 85 percent recovery. The concentrate assays more than 5 percent W03 and can be processed into artificial scheelite ready for industrial use.
