"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

Presently, adsorption is one of the effective methods of removing toxic contaminants from waste waters. The contaminants from metal mining industrial operations include an effluent water containing various types of heavy metal species at concentrations beyond the maximum allowable limits, which are 0.5 ppm and 0.3 ppm for nickel and copper species, respectively. Adsorption behavior of copper ions pre-chelated with diethylenetriamine (DETA) and triethylenetetramine (TETA) onto natural bentonite and peat has been investigated. Both natural bentonite and peat was found to be capable of removing these copper-polyamine complexes from aqueous solutions relevant to process water effluents. However, the adsorption capacity of bentonite was significantly higher than that of peat. Two models were used to study the adsorption kinetics: a pseudo-first-order rate expression and a pseudo-second-order rate expression. For both adsorbents, the data conformed best to the pseudo-second-order rate expression. Representation of the experimental data through adsorption models was also investigated. Out of the four cases considered, namely, Langmuir, Freundlich, Temkin and Dubinin-Radushkevich isotherms, it was found that for both bentonite and peat, the copper polyamine adsorption data conformed best to the Dubinin-Radushkevich adsorption model. The Langmuir model also represents the bentonite-copper polyamine adsorption system reasonably well as the second best case, suggesting that the amount adsorbed on bentonite might be a monolayer with strong affinity.

According to the Swedish Environmental Protection Agency, the number of potentially contaminated sites in Sweden is approximately 40 000. The funding for remediation from the Swedish Government alone amounts to $A 60 - 80 M (300 - 400 MSEK) annually for the period 2003 - 2006. Uncertainties will arise when obtaining samples in field, preparing them in laboratories and analysing them. Different procedures give rise to varying errors. Using data for decision-making that does not truly represent the site could be fatal. Misclassification of soil could lead to unnecessary costs or to risks to human health and the environment. The total uncertainty of an environmental sample can be split into analytical uncertainty and sampling uncertainty. The analytical uncertainty is usually known and reported from routine analysis. The size of the sampling uncertainty is less well known. Hence, the question is how big are the sampling uncertainties for contaminated soil and how big is the analytical error compared to the total sampling error? A scrap yard and two landfills within a workshop area were investigated. An excavator dug trial pits and samples were taken with a trowel from the walls of the trial pits. Samples were put into plastic bags and taken off site for preparation and analysis using XRF. Sample preparation included drying and sieving. The samples were homogenised by kneading the sample bags prior to analysis. The sampling and sample handling were performed in an intuitively way without knowledge of sampling theory. However, Pierre GyÆs sampling theory was used for subsequent evaluation of the data from the site investigation. The theory defines seven sampling errors, which can be applied to sampling of soil. Some errors have a variance that can be calculated or at least estimated, while other errors can give some idea whether the bias is positive or negative. The total sampling error varied over three orders of magnitudes from sample to sample. The single largest contributor to the large variation in error was the contaminant level. When comparing the analytical error and the total sampling error the ratio varies more than three orders of magnitude.

The Inter-Island Tunnel is a 7.7 kilometer (25,160 foot) long by 3.5 meter (11.5 feet) diameter concrete lined tunnel through the Cambridge formation below Boston Harbor. Constructed as part of the Boston Harbor Project, this tunnel will bring untreated wastewater from the MWRA’s South System headworks facility at Nut Island in Quincy, MA to the new Deer Island treatment plant. A myriad of problems delayed the construction of the tunnel. These problems included salt water inflows of over 22,000 liters (5,812 gallons) per minute, a major fire in the access shaft, weak rock and soil collapsing on the tunnel boring machine, and hand mining operations.

This bulletin, which discusses open-cut mining at the metal mines of the United States, is the last of a series of such papers by the Bureau of Mines describing the principal methods of mining.4 Open-cut mining is applicable to flat-lying mineral deposits relatively near the surface. Vein deposits seldom are amenable to this method, although outcrops of veins sometimes are worked as open pits. Most of the iron ore of the country is mined from open pits; according to the Minerals Yearbook, 67.4 percent was mined from open pits and 32.6 percent from underground mines in 1937. Open-cut mining is relatively new in the copper industry but yields more copper than any other method; in 1937 about 52 percent of the copper ore mined in the United States was taken from open pits. Lead-zinc ore has been produced from open pits in the Joplin (Mo.) district, but most of the deposits in this area, although flat-lying, are too deep to be mined economically by the open-cut method. In 1937 one company at Oronogo, Mo., was stripping overburden and mining mixed oxidized and sulfide ores by this method.

Removal of Arsenic in Fluorite Ore by Simultaneous Grinding-Leaching with NaHS Generally speaking, a high-grade fluorite ore is converted into hydrogen fluoride (HF), which is essential for the semiconductor manufacturing. With the continuous depletion of resources, novel technologies for processing low-grade fluorite ores are urgently needed, in order to lower the arsenic concentration to less than 100 mg/kg. In this study, a low-grade fluorite ore was upgraded by removing arsenic, which is difficult to remove by conventional method. The mechano-chemical leaching of fluorite ore (i.e. the sample was ground in presence of NaHS, using a beads mill) was carried out to investigate the removal of arsenic from the low-grade fluorite. Experimental results showed that the arsenic concentration was reduced to 73.2 mg/kg.

Gold miners have been underperforming the price of gold for a number of years. So why has the æmarketÆ undervalued our gold miners relative to what they have been mining? The low valuation ascribed to gold mining companies is largely attributable to their profit performance. In the period since 2006 the price of gold in A$ has risen about $900/oz, but the real cash margin (operating cash costs + cost of finding and/or acquiring deposits + the cost of bringing them into production) has only risen about A$100. Rising operating costs are a major part of this reduction in real margin. Energy and labour costs have risen more than the inflation rates across a number of countries as have taxes, royalties, etc. There are however, more significant contributors to the rising cost base. Firstly, in 2006 the average gold grade was 2.0 g/t; today it is 1.3 g/t. Secondly, strip ratios (for surface mines) have increased by 19 per cent during this time. Open cut mining equipment unit output across the world has dropped by 26 per cent during 2006 - 2012. Finally, costs have risen by 55 per cent during this time period. Consequently, there is now 3.8 times more mining cost required to produce an ounce of gold from surface mines compared with 2006. The decline in gold grade looks to be a permanent trend as does increasing strip ratio if output is to be maintained. Costs will continue to rise although cost control will be necessary. Reversing the decline in equipment performance and closing the gap between median and best practice provides the hope for a sustainable reversal of cost increases. The current gap between best practice and median performance has grown to 112 per cent for mining trucks, 168 per cent for excavators and 169 per cent for front end loaders. Closing this gap is the potential for a more profitable future. For most gold mining companies improving mining efficiency is not an option; it is an imperative.CITATION:Lumley, G, 2013. Naturally occurring arsenic has been detected in water from inactive mines and several wells in the Keystone area of the Black Hills. Keystone City Well #4 showed a total arsenic concentration of 69 parts per billion (ppb) during pumping in 2004. The well is not used currently except for arsenic-removal research. Water also can be pumped from a mine shaft in the abandoned Keystone ? Columbia ? Bullion gold mines, whose interconnected workings flooded after mining ceased in the 1930s. This water has been considered for local supplies, although it would require treatment or blending because of arsenic concentrations. According to historical records, the Bullion Mine produced 100,000 pounds of white arsenic. An aquifer test on the mine workings was performed at a pumping rate of about 550 gallons per minute. The arsenic concentration in pumped water was 33 ppb. In addition to wells within Keystone, samples from the water supply at nearby Mount Rushmore National Memorial have shown arsenic concentrations greater than 10 ppb, the U.S. Environmental Protection Agency?s maximum contaminant level for arsenic in drinking water. Limestone-based technology for removal of arsenic from drinking water is an innovative and promising method that has been considered for treatment of water at Keystone. In batch testing with water from Keystone Well #4, limestone removed about 65% of arsenic from solution. A related problem of arsenic removal from drinking water involves disposal of the waste product, which is critical for commercial viability of removal technologies. Current research is investigating thermal stability of the waste in order to determine the potential for recycling of the material during manufacture of cement.

BY the courtesy of Mr. Charles W. Jenks, of Boston, one of the owners of this interesting mine, I am enabled to lay before the Institute a suite of specimens, illustrating its peculiar formation and the paragenesis of mineral species which it presents; and a recent brief visit and rapid reconnoissance of the locality permit me to supplement this exhibition with a general description, based upon personal observation. The mine is situated upon the Culsagee Fork of the Tennessee River, in Macon County, North Carolina, a few miles from Franklin. The most practicable route by which it can at present be visited is by wagon (or preferably on horseback) from Seneca City, S. C., a station on the Charlotte and Atlanta Air Line Railroad. The itinerary is as follows: to Walhalla,* nine miles; Walhalla to Highlands, twenty-nine miles; Highlands to the Culsagee, fourteen miles. By passing the night at or near Highlands, the mine can be reached and examined and the return to Highlands made on the second day; and the round trip, if performed in the saddle, can be completed in three days from Seneca City. It is not easy, with due regard to steed and rider, to do it in less time. The rough and precipitous mountain roads do not permit rapid travel ; and the journey is at best a fatiguing one. But its slight hardships are overpaid by the stimulating effect of the climate and the great beauty of the scenery, both of which are destined to become more widely known than at present, to seekers for health and pleasure. Indeed the town of Highlands, already named, is almost entirely made up of northern immigrants, attracted by these advantages and by the inducement of cheap land for agriculture and stock-raising. The Culsagee or Sugartown fork of the Tennessee traverses the belt of ancient crystalline schists on the west flank of the Blue Ridge. This belt abounds in valuable minerals. Among those of the nonmetallic class may be mentioned graphite, soapstone, serpentine, ashes- * A branch or cross railroad is in operation as far as Walhalla ; but the single daily train runs at an hour not convenient for this expedition ; and Seneca City is probably the best starting-point. At all events, I obtained there an excellent mount for the trip.

"The Hull mine of the De'Bardeleben Coal Corporation is located in the Warrior field, in Walker County, Ala., about 25 miles northwest of Birmingham. The Mary Lee bed at this point is coking coal and has been used in the manufacture of by-product coke, but at present it is sold exclusively as a domestic and locomotive fuel.The data in this paper, which is the third in a series on the washability of Alabama coals,5 have been obtained in connection with an exhaustive study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal operators. The paper contains screen-sizing and float-and.-sink tests of a representative sample of run-of-mine coal, and flakiness tests and crushing tests of certain sizes.In addition, complete analyses of the ¾-inch to 3/16-inch size, raw coal, together with ash fusibility tests of the float-and-sink fractions have been made; those results are given in Tables 1 and 2. Since they indicate that the pr ration problem, like that at Lewisburg, Ala., is one of ash reduction, the further tests and the discussion have been restricted to that subject."

The metal production industry is a significant contributor to global CO2 emissions due to the use of fossil fuels such as coal and coke. To mitigate these emissions and meet climate goals, innovative and sustainable technologies are required. Molten salt electrolysis is a promising technology that directly produces metals from their precursor sulfides or oxides using electricity. When combined with renewable electricity and an inert anode, the electrolysis process can be carbon neutral. This paper presents the results of two pilot-scale studies on the electrolytic reduction of metal oxides and sulfides in molten salts. The first study focuses on the electrolytic reduction of chalcopyrite in molten NaCl-KCl salt. The results demonstrate that in situ separation of copper, iron, and sulfur is possible, enabling the extraction of all valuable elements without CO2 emissions. Furthermore, the findings underscore the capability to eliminate impurities like zinc, antimony, arsenic, and mercury from the electrolysis product. The second study investigates the electrolytic reduction of pure/synthetic chemicals of wüstite, hematite, and magnetite, as well as a magnetite-type iron ore in molten NaOH salt. The findings reveal a stepwise reduction of iron oxides from high valence to low valence, ultimately leading to the production of metallic iron electrolytically. Notably, this study underscores the challenges associated with the selection of an economically viable and durable inert anode material for efficient oxygen generation. These results indicate that molten salt electrolysis provides a sustainable and green route for base metal production. The use of this technology has the potential to significantly reduce CO2 emissions in the metal production industry, contributing to achieving climate goals.

The Dents Run Demonstration Project near Morgantown, West Virginia, was a cooperative venture involving the U.S. Environmental Protection Agency (EPA), the Water Resources Division (WRD)(1) of the West Virginia Department of Natural Resources (DNR), and the Christopher Division of the Consolidation Coal Company (CONSOL). The object of this project was to demonstrate pollution control methods and to clean up a 37.8 sq km (14.6 sq mi) watershed severely polluted by coal mine drainage. A study entitled, "Water Infiltration Control to Achieve Mine Water Pollution Control" (EPA-R-2-73-142),(2) was conducted by the Cyrus Wm. Rico Division of NUS Corporation for the grantee to determine the feasibility of utilizing remedial techniques to improve the Dents Run water¬shed. This study showed that the Dents Run watershed was discharging as much as 6,870 kg/day (15,100 lb/day) of acid; 1620 kg/day (3,560 lb/day) of iron 17,250 kg/day (38,000 lb/day) of sulfates; and 29,500 kg/day (64,900 lb/day) of total dissolved solids into the Monongahela River near Morgantown, West Virginia. This pollution was caused by the combination of borehole pump discharges from active underground mines, runoff from abandoned strip mines, and runoff from refuse dumps.

O presente trabalho teve por finalidade analisar as tensões residuais, através da técnica de difração de raios-X, em amostras de cobre submetidas à laminação em temperatura ambiente. Foram obtidos e comparados os resultados de um software comercial com um software projetado pelos autores. O comportamento das tensões principais das amostras laminadas foi comparado com o resultado do material no estado recozido. Uma tendência de aumento de tração trativa no interior da amostra foi identificada. Os resultados obtidos seguiram um comportamento dentro do previsto pela bibliografia e os dois softwares utilizados acusaram valores similares, ratificando a aplicabilidade do método de difração assim como a funcionalidade do software desenvolvido.

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and·silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied. E. M. Hamilton, in 1909, was perhaps the first to define clearly the problem as it affects the cyanidation of silver ores and to suggest possible methods of preliminary treatment. Most of the work done in the interval between the appearance of Hamilton's paper and the assumption of the investigation by the authors was in the nature of routine tests covering suggestions already made rather than of research directed to a fundamental study of the problem. No practical application has so far been made of any of these proposed processes. The investigation described in this bulletin has proved that there s a refractory compound of manganese and silver-probably a manganite- insoluble in cyanide solution and other common solvents for silver. Although this compound has not been isolated from natural ores, it has been made synthetically, and shows all the characteristics of the natural product. This paper describes the controlled blasting techniques required to mine a rock tunnel section of a main interceptor located in the Boston Metropolitan area. The 3m (10 ft) x 2.8m (9.25 ft) horseshoe shaped tunnel was driven 490m (1600 ft) by conventional drill and blast methods. The geology varied round by round and consisted of five highly faulted and jointed igneous rock types. The tunnel intersected numerous slickenslides and open mud seams which hampered both drilling and loading operations. Smooth blasting wee critical in order to keep overbreak tc a minimum in this extremely hard but blocky ground.

"INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

A study was undertaken to remove the Se from waste solutions using a raw form of the biomass called Iota Chips derived from the seaweed, Eucheuma spinosum. Removal of Se from solutions was investigated as a function of time, pH, conc. of Se in solution (0.1 to 100 ppm) and lota Chips to liquid ratios of 10-2 to 10-5. For solutions containing initial conc. of 0.1 ppm Se, with the addition of Iota Chips at a solid to liquid ratio of 10-3, the Se conc. decreased to 0.03 ppm in about 3 hours. Iota Chips absorption capacity to the Se and its application to the treatment of the metallurgical processing effluents are discussed.

Brannerite, UTi2O6, is the most common of the refractory uranium minerals and requires leaching under intense conditions to effectively extract the uranium contained within. Brannerite is often found together with apatite in metasomatic uranium deposits. Apatite and other phosphate gangue minerals can inhibit uranium leaching by generating phosphate ions which interfere with the reactions between acidic ferric sulphate and uranium minerals. As part of a detailed fundamental study on the leaching reaction mechanisms for brannerite, tests under a range of selected leach conditions were carried out with the addition of 10 g/L fluorapatite with the goal of identifying conditions where the negative effects of phosphate are reduced. Leaching was carried out for 5 hours with 0.05 mol/L Fe3+ as Fe2(SO4)3 with 0.25–1.00 mol/L H2SO4 and at temperatures between 25 and 96 °C. A single test was performed with 0.05 mol/L Fe3+ as FeCl3 and 1.00 mol/L HCl. In the sulphate system, the effect of phosphate was weakest at the highest acid concentration (1.00 mol/L H2SO4). In the chloride system, phosphate did not suppress uranium extraction, suggesting that HCl leaching could be a viable alternative for the leaching of high-phosphate refractory uranium ores.

With the increasing demand for metalliferous and mineral raw materials and the consequent depletion of the global natural resource base, the possible utilization of secondary raw material sources is receiving more and more attention. In the present study, we present results from a detailed vanadium deportment study of three basic oxygen furnace slag (BOS) samples known to containing elevated bulk concentrations of vanadium. Complementary analytical methods that were used to quantify the abundance and composition of V-containing phases include SEM-based automated mineralogy, X-ray fluorescence analysis, and X-ray powder diffraction as well as electron probe microanalysis. The vanadium deportment was quantified using Monte-Carlo simulations of the data obtained from automated mineralogy and electron microprobe analysis. The total V concentrations identified by XRF are between 1.7 and 2.2 wt.% V. The most important hosts of vanadium are larnite-, brownmillerite- and portlandite-solid solutions. In two samples Ca carbonates also significantly contribute to the V deportment, while wuestite, lime, and native iron do not contribute significantly to the vanadium deportment. A thorough consistency check identifies considerable uncertainties in the density of the V-bearing phases as the most likely reason to explain remaining discrepancies between measured and calculated V values.
