WHEN the price of crude oil was advanced on July 26, 1928, with some 4,000,000 bbl. daily of potential production shut in under proration regulations, and with as much more new production shortly available from semi-proved undrilled reserves, students of the oil industry were made to realize that a new order of things now prevailed in petroleum economics. A new interpretation of the law of supply and demand had taken the place of the archaic method of influencing current production by changing crude price levels. Proration had caused the change. The long period of over-production just experienced, the prospects of a potential over-supply far into the future, had set up certain forces which brought about some fundamental changes. Their cause, effect and future influence can best be developed by a detailed study of the history of the period since war-time regulation

(San Francisco Meeting, October, 1911.) THE first successful bucket-elevator dredge to operate in California was put in commission at Oroville in March, 1898. There had been numerous previous attempts at dredging, but none of the earlier boats proved a success. The gold-miners in California early conceived the idea of a machine to dig gravel from the beds and bars of auriferous streams that were inaccessible by the methods then employed, and it was only a few months after the discovery of gold in California that such a machine was. shipped around Cape Horn from New York to San Francisco. This was, however, but the forerunner of many failures in gold-dredging, and was soon at the bottom of the Sacramento river. During succeeding years many other unsuccessful attempts were made, and it was not until 1897 that a dredge of the single-lift bucket-elevator type was floated on the Yuba river. This dredge was built by the Risdon Iron Works for R. H. Postlethwaite, and would probably have been a success if it had been operated on some of the rich Oroville ground instead of in a turbulent stream, where the dredge was wrecked during a flood, and was not repaired. Fig. 1 is a sketch-map of California, showing gold-dredging areas. It is not my intention to narrate in detail the history of the early failures in gold-dredging, and the various steps in the development of the modern boat, but merely to touch upon this in a general way, and to call attention to the wide difference in capacity and operating-cost between the first successful dredge, with an actual capacity of 600 cu. yd. per day-though its rated capacity was in excess of this-and the present modern dredge with 15-cu. ft. buckets, and an average capacity of 250,000 cu. .yd. per month. "Hydrocyclones are used in various industrial applications, including mineral processing and tailings management, to separate or classify solid particles and/or liquid droplets from multiphase feed. The fluid flow in a hydrocyclone (used in mineral processing) was investigated numerically and experimentally using particle-image velocimetry (PIV) and refractive index matching techniques. Two turbulence models were used in the calculations: the k–? model and the Reynolds stress model. Particle image velocimetry measurements were taken at various spatial locations along the cyclone. Computational results were validated globally using pressure and flow-rate readings at the boundaries, and locally by comparing the PIV velocity-vector maps and profiles.RÉSUMÉ On utilise les hydrocyclones dans diverses applications industrielles, dont la minéralurgie et la gestion des résidus, pour séparer les particules solides et/ou les gouttelettes liquides de l’alimentation polyphasée, ou pour les classifier. Une étude numérique et expérimentale sur l’écoulement des fluides dans un hydrocyclone (dont on se sert en minéralurgie) a été menée à l’aide des techniques de vélocimétrie par images de particules (PIV, de l’anglais particle image velocimetry) et d’appariement des indices de réfraction. Para ello, se evalúa la mineralización del plomo y zinc con relación a la tectónica de placas, los yacimientos relacionados a los rasgos mordo estructurales, la distribución de las provincias metalogenéticas con relación a los rasgos geológicos peruanos y la petrogénesis relacionado a la metalogenia del plomo-zinc en el Perú.

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

"Cyanide is a leaching agent for precious metals commonly used in gold ore processing. Cyanide exists in various forms (including free, complexed as weak or strong complexes, and as ions such as cyanate and thiocyanate), so its detection, speciation and analysis in processing or environmental samples can be complex. This paper will review best practices for cyanide sampling and preservation in the field, interferences and pretreatment methods required prior to sample analysis and analytical methods that are used for cyanide species. Titrimetric, flow injection ligand exchange, spectrophotometric, colorimetric, potentiometric, amperometric, and chromatography techniques will be discussed and their chemistries, detection limits, advantages and limitations will be described.INTRODUCTION Cyanide is well known to be an extremely toxic species. Accurate cyanide measurement in effluent from mines is critical from an environmental perspective. Its measurement is also an important control parameter in the recovery of gold using cyanidation. Cyanide chemistry is diverse and complex, and cyanide analysis can be challenging as a result of and because of limitations in understanding of analytical methods. Various chemical mechanisms can form or destroy cyanide, and the sample matrix or preservation chemicals can also affect analytical results. These interferences make the collection of reliable cyanide measurements challenging and can start as soon as the sample is collected, during laboratory pre-treatment and during analysis. This paper reviews different methods of cyanide measurement. Neste artigo, buscou-se replicar, em laboratório, os procedimentos de retificação do eixo propulsor, elemento responsável pela transmissão de força e potência para os hélices do Navio, e que, frequentemente, apresentam problemas de desgaste devido ao atrito entre o eixo e seus pontos de apoio (mancais). Em virtude do intenso uso deste tipo de transporte, é frequente a manutenção da linha de eixo dessas embarcações, havendo a necessidade de uma análise que verifique se os métodos utilizados seguem padrões normatizados e que passem por testes de qualificação. A relevância regional do estudo se justifica pelo potencial hidrográfico da Região Amazônica, a qual possui bacias como Solimões-Amazonas e Rio Madeira, que servem como vias de acesso e de transporte de pequenas, médias e grandes embarcações; seus afluentes são verdadeiras estradas fluviais, sendo um modal hidroviário de importância histórica e cultural. As operações em laboratório seguiram as etapas: soldagem dos Corpos de Prova pelos processos SMAW (processo mais utilizado na maioria das empresas de retificação de eixos na região Norte) e GMAW com dois métodos (automatizado e manual) e com adição de dois metais de solda diferentes (307, 309L com e sem adição de Nióbio); ensaio por Líquido Penetrante (LP), Metalografia, Análise Macrográfica e Micrográfica e Análise de Microdureza. Os resultados obtidos em laboratório demonstraram que a metodologia desenvolvida na retificação é apropriada e eficiente para a recuperação de eixos propulsores.

At Gold Fields' Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.

Metal powder compaction offers unique advantages in the manufacture of net-shape components using techniques such as laser sintering, conventional press and sintering, metal injection moulding, direct rolling, direct forging, and hot isostatic pressing. If the output from the primary metal production process is in powder form, then considerable cost and energy savings can be realized by direct conversion to semi-finished or final shapes. This possibility exists for titanium and possibly also for Ta, Zr, Hf, and Nb metals. However, these attractive benefits are associated with some significant risks. The high surface-to-volume ratio of powder particles coupled with the reactive nature of these metals means that special care must be taken when handling them. Powder explosions are unfortunately still a regular occurrence internationally and these often result in serious injury and loss of life. Even seemingly 'safe' compounds such as sugar, flour, and grain can be extremely hazardous when handled or milled and dust clouds are produced. In addition, exposure to airborne particles can have adverse effects on the human body, especially when particles are inhaled on a regular basis. Furthermore, the medical consequences of these are not fully understood, especially in the case of nanoparticles. The impact is often not observed immediately and debilitating illnesses may emerge only years or decades later. As far as is known, there are no South African guidelines for handling of metal powders. This paper attempts to provide an awareness of the risks associated with metal powders (including those produced indirectly by other metalworking/finishing operations) as well as some guidelines for their safe handling, based on international best practices.

In 1985 and 1986, at the request of the U.S. Forest Service, the U.S. Bureau of Mines studied the 17,000-acre Pyramid Peak planning area in order to evaluate its identified mineral resources. The planning area is located in Riverside County, CA, 15 miles south of Palm Springs. The planning area contains marginally economic resources of marble and mica, subeconomic resources of garnet and occurrences of gold and tungsten. The area is underlain by marble, quartzite, schist, migmatite, intrusive rock, and a wide zone of intensely sheared rock. Quaternary stream, landslide, talus, and colluvial material overlie the older rocks. Ten claims for marble in or overlapping the southwest and southeast parts of the planning area are current (1986). Many other current claims are outside the planning area, adjacent to or within 2 miles of the southwest and southeast corners. Hundreds of millions of tons of inferred, marginally economic marble in and near the planning area may be mined for cement or lime after other developed resources near markets are depleted or if large-scale construction or other markets develop nearby.

The coal reserve base in the Western United States is presented for coalbeds amenable to extraction by underground mining methods. The Federal Bureau of Mines has abstracted data on the quality and quantity of coal resources/reserves from numerous State and Federal publications and modified such data as necessary to allow computer storage and retrieval. Tonnages are compiled by State, county, coalbed, and rank, and allotted to sulfur categories by statistical apportionment. The coal reserve base in those States west of the Mississippi River, amenable to underground mining, is estimated to be approximately 131 billion tons. Of this total, about 30.8 billion tons are bituminous coal, 100.2 billion tons are subbituminous coal, and 126.4 million tons are anthracite. Lignite is not considered for underground mining in this report. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves as jointly defined by the Bureau of Mines and U.S. Geological Survey. The purpose of this system is to provide for direct comparison or compilation of various resource/reserve data.

FOR the second time the Mineral Industry Education Division opened the sessions at the Annual Meeting by gathering at the Engineering Woman's Club, Sunday at 3 p. in., and, in spite of the informality of the hour, with a good attendance of representative men in the educational field. The chairman of the Division, Thomas T. Read, after briefly reviewing some of the more significant events of the past year, introduced H. P. Hammond, professor of civil engineering, Brooklyn Polytechnic Institute, a leading figure in the project of the Engineers' Council for Professional Development for accrediting engineering schools. Prof. Hammond made it clear that the project is not to rate engineering schools but to accredit them; not to arrange them in order of excellence, but to segregate them into two groups, those that are entitled to recognition as genuine engineering schools, and those that are not. About thirty schools in the whole country will presumably fall into the latter class; they are typified by an unnamed institution where the teacher of mathematics bears the title of Professor of Civil Engineering and the man who teaches chemistry that of Professor of Chemical Engineering, and having no engineering instruction except some elementary surveying, but still claiming in its catalogue to be an engineering college. While everyone would like to avoid the necessity of accrediting engineering colleges, it cannot be avoided, since the University of the State of New York, and several other agencies, are already doing it. If it cannot be avoided it is best that it should be done by a qualified agency set up by the national engineering societies, so that the results may command respect and general acceptance. It is for this reason, and this alone, that the accrediting committee of the E. C. P. D. has been set up. It is now ready to begin its task, and during-the coming year it will accredit the schools in two of the seven geographical districts into which the country has been divided, beginning with New England and the Mid-Atlantic States.

Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

"Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

"We present an analysis of the mechanical properties of coal specimens from various coalfields and seams in South Africa. Our database comprises of 1800 test results from uniaxial and triaxial compression tests, as well as indirect tensile strength tests, which we collected from the various mining houses and research agencies in the country. We inspected the database for possible errors and present a brief description of the verification procedure in the paper.In the analysis, we reveal that the collected samples of strength and elastic properties of South African coals can be represented by single lognormal or normal distributions with only few outliers. This finding indicates that the samples realistically approximate the population of mechanical coal properties in the country and may suggest that the properties are randomly distributed. Significant coalfield- or seamspecific trends for the mechanical properties of coal are not clearly discernible from our data.Typical coefficients of variation for the individual mechanical properties range between 25-50 % on a country-wide and seam-specific level of analysis. Average uniaxial compressive strength values, however, are closely clustered for all seams. A comparison with data available from international coal strength studies show the distinct difference between South African coals and seams in countries of the Northern Hemisphere, where differences in the average coal seam strength are more pronounced.We observe that the number of specimens whose failure mode is influenced by the presence of natural discontinuities reduces drastically with the application of very small confining pressures to the specimens. Further, the strength-reducing influence of discontinuities diminishes with increasing confining pressures."

Currently, spent V2O5–WO3/TiO2 catalysts contribute significant amounts of solid waste following increasing levels of global demand. V2O5–WO3/ TiO2 catalysts usually consist of TiO2 anatase as a supporting oxide, vanadium as a catalytic agent, and other promoters such as tungsten, silicon, and calcium. Although vanadium is the main catalytic agent, a relatively high content of tungsten (WO3, 7–10 wt%) typically exists compared to vanadium (0.5–1.5 wt%). Considering the irreplaceable properties and industrial importance of tungsten, a feasible method for the recycling of spent V2O5–WO3/TiO2 catalyst should be established to utilize it as a secondary source. This paper presents a process to recover tungsten from spent V2O5–WO3/TiO2 catalyst. The processes proposed here involving roasting, decomposition using HCl, ammonia leaching, and crystallization. Within the process, ammonium paratungstate (71 wt% as WO3) is obtained as a final product. The total yield rate of tungsten from feedstock was found to be 96.3%.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. O presente trabalho aplica o modelo de análise de capacitação tecnológica desenvolvido por Figueiredo (2001) para definir um método de aumento de competências e melhoria de performance numa unidade de prestação de serviços da Companhia Siderúrgica Nacional, a gerência de oficina de cilindros de laminação. A utilização deste método permitiu o aumento da capacitação técnica da unidade, através dos processos de aprendizagem subjacentes, e a melhoria de performance, medida por indicadores chave de desempenho relevantes para o resultado da empresa (qualidade, custo, atendimento e produtividade da mão de obra). São apresentados, além dos resultados, a estrutura analítica do modelo proposto e as evidências associadas às capacidades tecnológicas acumuladas e aos processos de aprendizagem.

E DUCATION for the mineral industry was at first a single comprehensive curriculum, but it was early recognized that the main basis of mining is physics, while that of metallurgy is chemistry. The first school to offer curricula leading to degrees in mineral industry education in the United States (1853) had separate ones in mining and metallurgy. The Columbia School of Mines (the first really successful one) had only a single curriculum when it opened in 1864, but within a few years had so reorganized its work that it offered curricula in mining, metallurgy, geology, chemistry, and civil engineering. Interest in the metallurgy or geology curricula was slight at first, and for the next 30 years the great majority of Columbia students took the mining curriculum, probably partly because it contained nearly as much geology as the geology curriculum, practically all the metallurgy, and most of the chemistry, and partly because of the degree awarded for it. Other schools kept their mining curricula equally broad, and as late as 1900-1910 men were graduating as mining engineers who were practically as well prepared to make geology or metallurgy their life work, as they were for mining. Gradually, however, the subject matter of mining geology and metallurgy became so enriched through research and development that separate curricula in them became worth while; their progressive development is the subject of another chapter. Mining curricula also began to be somewhat diversified, and schools in areas where coal mining was of outstanding importance began to offer options in coal mining, the earlier curricula having been chiefly aimed at metal mining.
