One of the more important functions of the Federal Bureau of Mines is conservation of the life and health of employees of the mineral and allied industries. Since its very beginning the Bureau has encouraged competition between mine rescue and first-aid teams as a means of stimulating interest in safety and accident-prevention work. In addition to sponsoring competition on a national and international scale during the past 45 years, the Bureau has also assisted State mining departments, mining companies, and mining organizations in holding State, district, company, and other local meets. This assistance includes providing instructors to train teams, judges, and other contest officials. The Bureau has also furnished problems and outlines for working them, judges I discount sheets (scorecards), contest rules, and problem judges. In fact, Bureau representatives participate in nearly all State, district, and company contests and have bad complete charge of some contests.

Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. Mineral exploration has evolved into a sophisticated science which uses powerful scientific tools to make mineral discoveries. In addition to their usefulness in performing mineral exploration, these scientific tools can assist the exploration geologist in assessing environmental conditions at exploration sites. During exploration, environmental data acquisition should focus on data collection efforts which can be easily integrated into exploration activities, and should provide information needed for pre-feasibility and preliminary engineering design studies. Environmental studies performed during exploration should also include an environmental liabilities audit and a fatal flaw analysis to assess whether there are any unresolvable environmental or regulatory issues affecting the project. Performing extensive environmental baseline studies during exploration and project evaluation is neither necessary nor recommended. This paper describes opportunities to integrate environmental data collection with mineral exploration activities. This paper also examines how political and communication issues can affect the outcome of permitting efforts, and recommends a strategy to improve the industry's ability to respond to political challenges and to communicate with the public. This strategy integrates technical and political issues, and implements programs to convince the public of the mining industry's technological achievements and its commitment to resource stewardship and environmental protection.

Artisanal and small-scale mining (ASM) operations continue to grow across sub-Saharan Africa and serve as a source of livelihood to many rural communities. Owing to safety, health, environmental, and social concerns, the occupation has been regarded as a menace in several sub-Sahara African countries. Recent studies in the field of ASM prescribe formalization as a way to tame its excesses while enhancing its potential. This paper explores the concept of formalization as it relates to ASM and how it is being affected by the funding situation. The paper seeks to address the question as to whether formalization of artisanal mining operations can achieve the desired results in view of the lingering credit constraints in this mining subsector. It is recommended that, as a way of extending the scope of formalization, focus should be placed not only on access to credit in ASM but also towards optimizing the creditworthiness of ASM firms, with the goal of improving the viability of the operations.

Destructive Thermal Technology (DTT) is used in the management of various waste streams. DTT includes Destructive Distillation, Pyrolysis and Classical Incineration. Recent work has more clearly defined the differences in these technologies based upon a more rigorous thermochemical approach. The U.S. Environmental Protection Agency (EPA) has chosen Classical Incineration as the Best Developed Available Technology (BDAT) for the management of hazardous organic wastes. Municipal Solid Wastes (MSW) and Sewage Sludges (SS) are also managed using Classical Incineration. Three environmental problems plague the use of Classical Incineration. Destructive Distillation, on the other hand, avoids these problems. It is an environmentally benign DTT for managing a wide variety of organic waste streams, including hazardous wastes. Thermochemical analysis of the available data on the performance of three types of DTT will be discussed.

Representation of actual oil yields from sections of the Green River formation oil shales by two types of drill - cutting samples was evaluated . Average oil yields of single sets of mud cuttings from hydraulic rotary drilling in Colorado and gas cuttings from pneumatic rotary drilling in Utah were compared statistically with yields of core samples taken from adjacent holes . Oil yields from gas cuttings were identical to oil yields of core samples . Mud cuttings appeared to represent a section of the formation conservatively , the deficiencies increasing with increasing richness of sample . Because a large amount of the oil - yield data currently available for the Green River formation is based on mud- cutting samples , development of a valid correction method by additional testing is needed .

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

The Institute of Makers of Explosives (IME), a non-profit safety and security organization founded in 1913, is known for its industry best practices, Safety Library Publications (SLP), some of which have been incorporated into rules by regulatory agencies. The IME developed the first commercial storage, quantity distance (Q/D) table titled “The American Table of Distances” (ATD). It was developed by IME’s legacy association in 1910 and was originally based on observations of structural damage from 117 accidental explosions involving small to very large amounts of explosives, primarily dynamite and black powder. In 1930, the IME published a book, compiled by Ralph Assheton, called the “History of Explosions on Which the American Table of Distances was Based”. The distance in feet in the ATD were founded on the measurements at which inhabited buildings sustained substantial structural damage from the accidental detonation of explosives. For example, minor damage such as window glass breakage and the “shaking down” of plaster was not considered substantial structural damage. Other damage to property that was readily repairable was also not considered “substantial.” It was concluded that unless some integral portion of the building was damaged, the occupants would not be subjected to serious risks.

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

"The New Helen mine is 12 miles east of Michipicoten harbour on lake Superior. It is 2 miles east of Wawa station, on the Algoma Central railway, with which it is connected by a spur line railway and a highway.The mine was discovered by Ben Boyer in 1898 during the gold rush near Wawa lake, Ontario. The original discovery was of solid hematite ore extending to a height of 100 feet on a hill rising abruptly on the east side of Boyer lake. The property was acquired by the Algoma Steel Corporation and mining was commenced in 1899. The first iron ore was shipped in 1900. The mine was operated until 1918 when the hematite became exhausted at a depth of 800 feet below Boyer Lake level.Drilling at the Helen mine, after 1910, revealed a large body of siderite both below and to the east of the hematite. By 1913, the body was known to be about 200 feet wide, 3,000 feet long, and at least 2,200 feet deep. In this there was estimated to be 100,000,000 tons of proved and probable siderite ore. An adit was driven into this body in 1917, and in 1918 work was suspended. In 1937 the Algoma Steel Corporation proceeded with the development of the New Helen mine by open-cut mining, and the beneficiation of the ore by sintering. Production commenced in 1939 and has since been maintained at the rate of approximately 500,000 tons a year.From 1900 to 1918, inclusive, the total production from the Helen mine was 2,823,369 tons of hematite ore and 51,930 tons of pyrite. From 1939 to the end of 1945 the total production from the New Helen mine was 3,921,455 gross tons of siderite ore.GEOLOGYThe Helen property is underlain by rocks of Precambrian age. For general description, and a statement on the structure of the iron deposits, the map-units are those shown in Fig. 1.The oldest rocks occur in a complex that lies north and south of an east-west trending zone, 1 ½ miles long and ¼ mile wide, in which the iron deposits occur. That part of the complex lying south of the iron deposits includes small masses of altered conglomerate and slate, and greenstones and pyroclastics. Other fairly abundant rocks are sericitic, chloritic, ottrelitic, and carbonatized schists of doubtful origin, and almost massive metamorphic rocks in which a development of carbonate, ottrelite, quartz, and other minerals has obscured a pre-existing schistose structure. Felsite and quartz porphyry are· prominently exposed south of the iron deposits."

Polymer matrix composites have been applied in components such as helmets and shielding for which toughness is a major requirement. Natural fiber presents interfacial characteristics with polymeric matrices that favor a high impact energy absorption by the composite structure. The objective of this work was then to assess the Izod impact resistance of polymeric composites reinforced with different amounts, up to 30% in volume, of a promising high strength natural fiber from the Amazon region known as curaua. The results showed a remarkable increase in the notch toughness with the amount of incorporated curaua fibers. This can be attributed to a preferential debonding of the fiber/matrix interface, which contributes to an elevated absorbed energy.

"This work evaluates the effect of incorporation of an ornamental rock waste into an industrial clayey body used for roofing tiles fabrication. Formulations with 0, 10, 20 and 30 wt.% of waste were prepared by replacing the sand in the industrial clayey body. The plasticity of the formulations was determined by the Atterberg limits. Specimens were fabricated by 18 MPa press-molding and then fired from 850, 950 and 1050°C. The specimens were tested to determine the water absorption, linear shrinkage and three points bending flexural strength. The results indicated that the waste improves the extrusion performance of the clayey body by decreasing its plasticity. The use of the waste was beneficial to the water absorption and mechanical strength of the fired clayey ceramic at 1050°C.IntroductionOrnamental rock is a natural resource available in the municipal area of Santo Antonio de Padua and located 150 km from the city of Campos dos Goytacazes, northe of state of Rio de Janeiro, Brazil. Intense industrial activity related to ornamental stones, especially gneisses, is traditionally occurring in the region. After mining, the flagstone is submitted to sawing to obtain blocks and then, after a manual operation, the final products are small flagstones [1,2]. During the sawing operation, a sludge composed of water and fine particles of rock is generated. A monthly production of 1000 tons of ornamental rock waste is estimated to be produced at Santo Antonio de Padua. The final disposal of this waste has brought serious environmental problems. Since most industries do not have an adequate sludge treatment, the waste is contaminating the soil and underground waters as well as obstructing rivers and lakes.Ceramic bodies industrially fabricated in the municipal area of Campos dos Goytacazes, 280 km from the city of Rio de Janeiro, are still empirically elaborated using a mixture of local clays. These clays are predominantly kaolinitic mineral, associated with high plasticity. Due to the excessive plasticity of the ceramic bodies, it is common to have dimensional defects in the final products after the drying and firing processes. Moreover, the kaolinitic structure and the presence of aluminum hydroxide confer a refractory behavior to the local clays. This impairs sintering during the firing operation. In the case of clay ceramics for civil construction, this results in greater porosity associated with elevated values of water absorption [3,4]. To avoid this problem, it is necessary to reformulate the ceramic body composition. The addition of both non-plastic materials to reduce plasticity and fluxes to condition the refractoriness is a possible alternative."

This paper introduces new technology of oxygen evolution anodes which can be applied to produce copper, zinc, cobalt, and other metals by electrowinning. The anode consists of nano iridium oxide particles dispersed in amorphous tantalum oxide matrix as a catalytic layer formed on a titanium substrate. The anode can reduce oxygen evolution potential by 0.25 to 0.55 V compared to commercially available lead alloy anodes and can suppress unwanted side reactions such as manganese oxyhydroxide, lead oxide, cobalt oxyhydroxide which occur during oxygen evolution in the electrowinning solutions. This technology is effective for environmentally friendly electrowinning processes with low energy consumption and less anodic deposition.

Accident rates continue to show that underground mining jobs areamong the most hazardous occupations in the United States and roof bolter operators continue to have one of the highest accident incident rates (MSHA, 1991) despite efforts by labor, government, and industry to reduce and eliminate work-related hazards. In the last two decades we have seen technical innovations such as the ATRS, and there has been an increased emphasis on hazard awareness through programs such as MSHA's REAP, but bolter operators continue to be injured and killed. Researchers at West Virginia University examined risk in the roof bolter's job and developed new approaches to accident and injury prevention. The study concentrated on the workers' job performance, machinery and the work environment to identify miner's risk and hazard exposure while bolting.

Coal dust explosions are routinely conducted within the full-scale experimental mine at the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory?s (PRL) Lake Lynn Experimental Mine (LLEM) to meet the needs of numerous safety and health research programs. Many of these explosion tests over the years involved igniting different coal dust and limestone rock dust mixtures (up to 80% by volume rock dust). Following four more recent tests, floor dust samples have been collected and analyzed using the alcohol coking test and scanning electron microscopy (SEM) and the results compared to estimate the flame travel.

With the ever-increasing population & unimaginable boost in industrial growth to cope up with a steady increase in demand and fast change in life style of a human being, the natural resources are exploited to such an extent that the very existence of living beings in this earth planet is threatened. In such devastating situation, the concept of Sustainability emerges out as a great savior. This concept focuses on minimum/ judicious use of natural resources, thereby preserving the resources for future generation while meeting the bare minimum requirement of the present generation. For an emerging economy like India, Mining and Mineral based industries form the back bone of our economic development. Thus, sustainability of mining and mineral processing industry has a far reaching impact on sustainable economic development of our nation. While at a macro-economic level, we have to strike a balance between economic development vis-à-vis socio-economic & environmental impacts, Industries have to ensure judicious and frugal use of natural resources by making use of energy efficient plants & machineries and adopting befitting technology for reduction & recycling of waste. In the context of the above, it would be interesting to look into the sustainability measures taken up by National Aluminium company (Nalco) at its Crushing & conveying plant at Panchpatmali Bauxite Mine, which is incidentally Asia?s largest Bauxite Mine. In the backdrop of the above stated facts, in this paper the authors make an attempt to bring out the sustainability issues in areas of energy conservation, environmental impact/pollution vis-a-vis mitigation measures adopted in crusher & conveyor plant of Panchpatmali Bauxite Mine & CSR / peripheral developmental activities undertaken by Nalco to mitigate the socio- economic impacts. This project took a watershed approach in the evaluation of water-quality impacts from past mining activities and current restoration projects in the Bear Butte Creek basin, a small and well defined drainage in a heavily mineralized area of the northern Black Hills. The basin contains numerous inactive and abandoned mines as well as a currently active heap-leach surface gold mine. Bear Butte Creek normally loses all of its discharge to sinkholes in the Madison Limestone aquifer and thus can affect the water quality of this regionally important water resource. Water-quality data were analyzed, stream surveys were conducted, and two abandoned mine restoration projects were monitored to evaluate the effectiveness of the watershed approach and to identify practical remediation techniques that could be applied to other watersheds. A geographic information system (GIS) was developed to organize information on stream quality, abandoned mine locations, and other geologic and hydrologic data. The watershed approach toward assessing and reclaiming abandoned mines appears to be effective when compared to a point-source approach that might improve water quality at specific sites but not result in significant overall improvement to the watershed because of adjacent sources.
