This paper describing the mining practices at a 100 per cent mechanized mine working the Pittsburgh or No. 8 coal bed in eastern Ohio is one of a series being prepared by the U. S. Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The purpose of assembling this data is to place before those interested in the mining industry the methods employed and the cost data on the items involved in the winning of the coal and its removal to the railroad car at the tipple. Mining costs are governed by the mining method used, which is selected for its adaptability to local natural physical conditions such as the nature and thickness of the coal, its dip, the character of the roof and floor, and the thickness of the overlying strata.

Consumption of Diesel fuel oil in the United States has increased very rapidly during recent years. At the present time approximately 5 percent of the crude oil refined in this country is said to be processed for this purpose. This figure represents approximately 20 percent of the total distillate-type fuel oils now being produced in the United States. One factor contributing greatly to the recent increase in consumption of Diesel fuel oil has been the conversion from steam locomotives to Diesel engines by a number of railroads. Other contributing factors are greFl.ter use of Diesel engine8 in buses, trucks, tractors, water craft, and stationary power plants. The growing importance of Diesel fuel oil has resulted in a need by the petroleum industry, engine manufacturers, and consumers for more information regarding the types and quality of Diesel fuels currently being marketed. To supply this information, the American Petroleum Institute and the Bureau of Mines, United states Department of the Interior, under a cooperative agreement, have conducted a survey of Diesel fuel all produced in refineries in this country during 1950. Under the agreements, samples of Diesel fuel oil, representative of actual shipments, were analyzed by the manufacturers in accordance with instructions issued by the Fuel Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines, and that agency has studied the data and compiled them by groups in comparable form as shown in the tables of this report.

Detrital minerals of mantle origin have been found in the Green River Basin of Southwestern Wyoming (Figure 1). Pyrope, pyrope-almandine, and chrome-bearing clinopyroxene and orthopyroxene occur on the antmounds of Pogonomyrmex Occidentalis. These antmounds are a common sight throughout the western U.S., and were used by early paleontologists as fossil mammal collection sites. The mound is composed of two types of material; (1) soil excavated during the digging of the nest below the surface (maximum depth 3 meters) and (2) larger grains collected from the surface and placed on the mound, probably to prevent erosion. The selection of grains to armor the mound seems to be based largely on the mean diameter of the grain, with other factors such as weight, sphericity, roundness and composition in decreasing order of importance (Wheeler and Wheeler, 1963). The minerals of this study happen to fall within that mean diameter range. The garnets are found on the mounds as 3-6 mm diameter subrounded to subangular grains. The pyroxenes are also 3-6 mm in diameter and are most commonly subangular laths. The minerals themselves show evidence of abrasion, such as frosted surfaces and rounded edges. Orange peel texture is present on some of the grains, which suggests that kelyphitic rims were once present, but have been removed. Also, no similar minerals were found in sieved soil auger samples to depths of 2 to 6 meters taken near the antmounds. These observations imply a distal rather than proximal source for the minerals. Lamproitic rocks of upper mantle origin are found bordering the "Green River Basin. The best known are the Leucite Hills, a series of ultrapotassic volcanics found on the north flank of the Rock Springs Uplift (Carmichael, 1967). Minor occurrences of mica peridotite and ultrapotassic volcanics are also found on the western end of the Uinta Mountains in Utah (Best, et al, 1968). None of these rocks are known to contain minerals like those on the antmounds. The garnets are comprised of purple chrome pyrope, red chrome pyrope-almandine, and pink to orange low chrome pyrope/pyrope-almandine. Oxide statistics for these groups are summarized in Table 1. These three groups are distinct when their Cr203 values are plotted against magnesium number (Figure 2). The chrome pyropes are highest in Cr203 (1.28-2.66%) and have high, restricted Mg number values (0.781-0.826). The chrome pyrope almandines have similarly high Cr203 (1.29-2.62%) but a lower Mg number range. The low chrome pyrope/pyrope-almandines have the lowest Cr203 content (0.09-0.73) and the widest Mg number range (0.534-0.836). Using the classification scheme of Dawson and Stephens (1975) the chrome pyropes are most similar to garnets derived from kimberlite and from garnet lherzolite, websterite, and harzburgite xenoliths in kimberlite. The chrome pyrope-almandines and the low chrome pyrope/ pyrope almandines are similar to garnets derived from eclogite nodules (Figure 3).

"Detection of outliers is an important primary step in geomodelling. Geological datasets often contain errors due to problems such as measurement device limitations and recording glitches. In this paper, a robust Mahalanobis distance–based approach is successfully applied to particle size distributions of the Joslyn lease, an oil sands development site near Fort McMurray, Alberta, Canada. Automatic outlier detection and geological review were combined. Outliers from the Mahalanobis distance approach were compared with their respective core photographs to determine if laboratory measurements and facies classification were correct. A checking procedure for laboratory technicians is proposed.RÉSUMÉ La détection des valeurs aberrantes constitue une étape primaire importante de la modélisation géologique. Les ensembles de données géologiques contiennent souvent des erreurs en raison de problèmes tels que les limitations des instruments de mesure et des pépins d’enregistrement. Dans le présent article, une méthode robuste basée sur la distance de Mahalanobis a été mise en oeuvre avec succès aux granulométries du bail minier Joslyn, un site de sables bitumineux en développement à proximité de Fort McMurray, Alberta, Canada. La détection automatique des valeurs aberrantes a été combinée à une étude géologique. THE better control of production was made the topic for a special program of the annual meeting of the Institute last February. In the discussion at that meeting it was brought out that in many branches of the mineral industry (as in other industries), there was faulty industrial coordination. Those who were best informed by reason of their intimate connection with coal, copper, oil, iron, lead and zinc, and almost all other of the essential minerals pointed to a condition of chronic over-capacity, to the dissipating use of irreplaceable minerals, to an unstabilized price structure, and to over-stimulatecl production and the destruction of some mineral resources over and above what is thought to be the needs of prudent cur- rent consumption. The discussion went far enough to point out the existence of various problems, and the question then raised was "what can be done by way of self-coordination of industry?" by "production control from within?" or in other words, "how can the mineral industry protect its resources against waste and at the same time protect both the producer and consumer against loss from prices that are too low or too high?"

FEAST and famine-or, chronologically, famine and feast-have characterized the aluminum supply program during 1943. Fortunately for the war effort the famine phase is over and aluminum production is now in the happy position of being abundantly able to supply all the requirements of the armed services plus a monthly surplus which is building up a substantial stock pile as a reserve against any contingencies. But the present condition of oversupply cannot be attributed to the super-efficiency of the aluminum production program which was designed to take care of the over-all requirements of the war with little or no margin of safety. The present more than comfortable situation is due primarily to the fact that the armed services generally have not consumed anything approaching the amount of aluminum which their requirement estimates indicated.

The Bureau of Mines conducted research to determine the conditions required to sinter a pyrrhotite calcine into a product suitable for iron blast furnace feed . The calcine , a fine - grained iron oxide produced by roasting sulfide flotation concentrate , analyzed about 60 percent iron and 1 percent sulfur . Sintering of the calcine without prior pelletization was not successful whereas firing of preformed calcine charges yielded acceptable sinter products . Batch tests were made to study the effect of the following variables on the sinter quality : Size of green pellets in the charge , quantity and type of internal carbonaceous fuel used , depth of sinter bed , moisture content of the charge , flux additions , and binder additions . The batch and continuous sinter tests showed that minus 1 / 4 - inch pellets prepared from a mixture of the calcine , coke , dolomite , and water gave sinter cakes analyzing 57 to 61 percent iron and 0.05 to 0.02 percent sulfur .

Ten Methane Monitoring Systems and Machine Control Circuits were examined and tested per the requirements in CFR Title 30, Parts 18 and 27, the Standard UL 913 and the document "Test Requirements For Instruments or Apparatus to be Considered for M.E.S.A. Intrinsically Safe Certification (Tentative)". The test results indicate that none of the products complied with all parts of all requirements as interpreted by Underwriters Laboratories Inc.

This report discusses the evaluation of the ENVIRO-CLEAN PROCESS, a technology developed by Lewis Environmental Services, Inc. for the recovery of metals such as chromium, mercury, copper, cadmium, lead, and zinc from surface and groundwater streams. This new heavy metal removal process (patent-pending) utilizes granular activated carbon with a proprietary conditioning pretreatment to enhance heavy metal adsorption combined with electrolytic metal recovery to produce a saleable metallic product. The process generates no sludge or hazardous waste and the effluent meets EPA limits. A 50 gpm system was installed for recovering hexavalent chromium from a ground water stream at a site located in Fresno, California. The effluent from the activated carbon system was reinjected into the ground water table with the hexavalent chromium concentration < 10 ppb. The system simultaniously removed trichloroethylene (TCE) to concentrations levels < 0.5 ppb. The activated carbon is regenerated off-site and the chromium electrolytically recovered. The full scale system has treated over 5 million gallons of ground water since installation.

Mineral exploration has evolved into a sophisticated science which uses powerful scientific tools to make mineral discoveries. In addition to their usefulness in performing mineral exploration, these scientific tools can assist the exploration geologist in assessing environmental conditions at exploration sites. During exploration, environmental data acquisition should focus on data collection efforts which can be easily integrated into exploration activities, and should provide information needed for pre-feasibility and preliminary engineering design studies. Environmental studies performed during exploration should also include an environmental liabilities audit and a fatal flaw analysis to assess whether there are any unresolvable environmental or regulatory issues affecting the project. Performing extensive environmental baseline studies during exploration and project evaluation is neither necessary nor recommended. This paper describes opportunities to integrate environmental data collection with mineral exploration activities. This paper also examines how political and communication issues can affect the outcome of permitting efforts, and recommends a strategy to improve the industry&apos;s ability to respond to political challenges and to communicate with the public. This strategy integrates technical and political issues, and implements programs to convince the public of the mining industry&apos;s technological achievements and its commitment to resource stewardship and environmental protection.

Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. Artisanal and small-scale mining (ASM) operations continue to grow across sub-Saharan Africa and serve as a source of livelihood to many rural communities. Owing to safety, health, environmental, and social concerns, the occupation has been regarded as a menace in several sub-Sahara African countries. Recent studies in the field of ASM prescribe formalization as a way to tame its excesses while enhancing its potential. This paper explores the concept of formalization as it relates to ASM and how it is being affected by the funding situation. The paper seeks to address the question as to whether formalization of artisanal mining operations can achieve the desired results in view of the lingering credit constraints in this mining subsector. It is recommended that, as a way of extending the scope of formalization, focus should be placed not only on access to credit in ASM but also towards optimizing the creditworthiness of ASM firms, with the goal of improving the viability of the operations.

This report (Independent Functional Safety Assessment 4.0) is the fifth in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA&apos;s activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation&apos;s metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry&apos;s eyes and ears and its collective voice in Washington."

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. The Institute of Makers of Explosives (IME), a non-profit safety and security organization founded in 1913, is known for its industry best practices, Safety Library Publications (SLP), some of which have been incorporated into rules by regulatory agencies. The IME developed the first commercial storage, quantity distance (Q/D) table titled “The American Table of Distances” (ATD). It was developed by IME’s legacy association in 1910 and was originally based on observations of structural damage from 117 accidental explosions involving small to very large amounts of explosives, primarily dynamite and black powder. In 1930, the IME published a book, compiled by Ralph Assheton, called the “History of Explosions on Which the American Table of Distances was Based”. The distance in feet in the ATD were founded on the measurements at which inhabited buildings sustained substantial structural damage from the accidental detonation of explosives. For example, minor damage such as window glass breakage and the “shaking down” of plaster was not considered substantial structural damage. Other damage to property that was readily repairable was also not considered “substantial.” It was concluded that unless some integral portion of the building was damaged, the occupants would not be subjected to serious risks.

The properties of a geologic mass may be considered from a resource or an engineering viewpoint. The primary engineering applications include ground control, excavation, bulk handling, and hydrology. This study will focus upon these areas in descending order. For an adequate geologic description, data is necessary on the following components: (1) the intact rock, (2) geologic structures, (3) contained fluids, and (4) existing pressures and temperatures, see Table 1. This information, combined with the engineering specifications, provides the basis for a formal geotechnical analysis as illustrated in Figure 1. For a structural analysis it is essential to establish the mechanical properties of the material composing the structure. This material, termed the "rock mass," consists mainly of the first two geologic components, the intact rock and geologic structures (Figure 1) Consideration of fluids will be subordinated to their role as chemical agents affecting the mechanical properties. The existence of pressures and temperatures generally lies beyond the scope of this study.

My topic today is our Nation&apos;s interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

This information circular is offered to the coal-mining industry for use as a guide in selecting, placing, and caring for fire-fighting equipment in coal mines. Its purpose is to suggest minimum requirements for fire protection underground, and it is presented with the hope that it will aid in establishing adequate standards that will provide reasonable protection against underground fires in coal mines. Potentially, a coal mine is a hazardous fire area. Coal itself is a combustible substance, easily ignited. In addition, large quantities of other combustible materials must be present in the area of operations; these include materials for roof support, track ties, doors, ventilation stoppings, lubricants, etc.

Zirconium has possible use in industry where severe corrosion conditions are encountered because it resists attack from a variety of corrosive environments. However, very little experimental testing has been done to evaluate the corrosion behavior of zirconium when simultaneously subjected to high tensile stresses and exposed to corrosive environments. This investigation was initiated for an evaluation test, but was limited to environments consisting of ferric chloride solutions which were known to attack zirconium and were shown to promote stress-corrosion cracking in preliminary tests. Tests for cracking susceptibility were conducted by the Bureau of Mines to show the effect of stress, solution concentration, air aeration of solution, and the method of mechanical processing. Tensile stress was applied to the specimens by a constant-load method which proved more reliable than a constant-strain method.
