Disa Technologies Inc. provides innovative, sustainable solutions for mineral processing and remediation through its patented High-Pressure Slurry Ablation (HPSA) technology. HPSA processes solid feed material in slurry form, propelled by high pressure pumps through opposing nozzles that generate impinging jets within a collision housing. This process induces particle-to-particle collisions in a high energy zone, creating intergranular fractures along grain boundaries. In our batch scale and continuous operating testing, we have found that controlling key processing variables such as nozzle velocity, slurry solids percentage, and the number of passes can allow for controlled size reduction and maximum mineral liberation. Since 2018, Disa Technologies has demonstrated the versatility of HPSA by testing it on diverse materials, including phosphate, copper, uranium, vanadium, zinc, rare earth elements, lithium, nickel, mineral sands, gold tailings, and more. The intent of this paper is to present an overview of our test results describing in detail impacts on size reduction, recovery, and grade with a focus on HPSA's adaptability across ore types. Looking forward, it explores the potential to process materials such as DR-grade iron, clay, PGMs, bauxite, and various tailings. Additionally, it examines planned advancements in HPSA technology, including optimized nozzle spacing, higher capacity models, improved tonnage-to-footprint ratios, enhanced maintenance features, and expanded nozzle configurations.

"This paper discusses the outlook for uranium resources, and comments briefly on the measures needed to meet market objectives. Areas of recent exploration interest are also discussed.THE PREVIOUS SPEAKER has capably described the truly phenomenal growth in demand for energy from all sources. The basic factors -population growth and industrial development -which will create energy demand are so fundamental to national economies that the ascending energy demand curve will be little affected by short-term factors.Because of the economic and practical advantages of nuclear power and the degree of present acceptance by electric utilities, there is no doubt that uranium will be a principal source of primary energy in industrial countries -and this will happen within a decade. Indeed, during this period it will be the fastest growing source of energy, capturing, for example, more than half of the electric utilities' expansion in the United States by 1980. The ready availability of energy sources from domestic and foreign resources is so essential to industrial nations that the long-range outlook for their adequacy is of prime importance. There has been international concern about the availability of uranium resources at reasonable cost to adequately support and foster the development of the nuclear power industry. Canada, fortunate in having established reserves and a potential in excess of any forseeable domestic demand, can confidently look forward to being a principal supplier to the industry."

The removal of dissolved arsenic from mine waste waters utilizing a lime/phosphate precipitation technique has been studied on a laboratory scale at Montana Tech of The University of Montana and on a pilot scale at MSE Technology Applications as a wastewater treatment process potentially capable of removing dissolved arsenic to <50 µg/L. Arsenic bearing lime and lime/phosphate slurries were subjected to laboratory extended-time air-sparged aging for over four years. The lime slurries released their arsenic back into solution in a relatively short period of time, whereas the lime/phosphate slurries showed limited release of arsenic. The developed process has been pilot scale tested by MSE-TA for the EPA Mine Waste Technology Program on three waters, ASARCO smelter blowdown water, ASARCO thickener overflow water, and Mineral Hill Mine groundwater. The laboratory study results will be presented and discussed in this presentation. The pilot scale results will be presented and discussed in a companion presentation. "Phosphogypsum is a byproduct created during the production of industrial wet-process phosphoric acid. This study focused on recovering rare earth elements (REEs) from a Florida phosphogypsum sample and investigated the effects of removing detrimental impurities such as phosphorus pentoxide (P2O5 ), uranium (U) and fluorine (F) during the leaching process. Experimental results indicated that REE leaching efficiency increased rapidly, reached a maximum and then began to decrease with sulfuric acid concentrations ranging from 0 to 10 percent and temperatures ranging from 20 to 70 °C. At a sulfuric acid concentration of 5 percent and leaching temperature of 50 °C, REE leaching efficiency obtained a maximum value of approximately 43 percent. Increasing the leaching time or liquid/solid ratio increased the leaching efficiency. The leaching efficiencies of P2O5, U and F consistently increased with sulfuric acid concentration, temperature, leaching time and liquid/solid ratio within the testing ranges. A fine-grain gypsum concentrate, sized smaller than 40 µm, was separated from leached phosphogypsum through elutriation, in which the P2O5, U and F content levels were reduced by 99, 70 and 83 percent, respectively, from their content levels in fresh phosphogypsum. IntroductionPhosphogypsum is a byproduct generated during the industrial wet process of phosphoric acid production, in which sulfuric acid is used to digest phosphate rock. Gypsum (CaSO4·2H2O), the main component of phosphogypsum, usually accounts for 65 to 95 percent of phosphogypsum by weight.There are small quantities of impurities in phosphogypsum, such as phosphates (H3PO4, Ca(H2PO4)2·H2O, CaHPO4·2H2O and Ca3(PO4)2), fluorides (NaF, Na2SiF6, Na3AlF6, Na3FeF6 and CaF), sulfates, trace metals and radioactive elements (Rutherford, Dudas and Arocena, 1996). Global phosphogypsum generation is estimated at 200 Mt/a (Parreira, Kobayashi and Silvestre, 2003; Yang et al., 2009), but only about 15 percent is recycled as building materials, agricultural fertilizers or soil stabilization amendments (Tayibi Choura and Lopez, 2009)."

This paper will describe briefly the steps taken in the development of a Central Florida phosphate ore deposit from acquisition to mining. Further, the design and early operation of the mining and beneficiation facilities will be depicted. During the 1950&apos;s, with confidence in the continually increasing requirement for phosphate fertilizer materials essential for producing food, I&apos;. R. Grace & Cc acquired the Hookers Prairie tract containing approximately 45 million metric tons o. (50 million short ton~ of potential phosphate rock product. In 1973, at a point when the Grace captive need for rock was being greatly enlarged by a planned doubling of its Bartow phosphate chemicals plant capacity, the decision was made to expand existing phosphate rock production by building a new mine and plant. The initial annual capacity was to be 2.3 million tons (2.5 million st); however, subsequent investigation pointed to a higher than estimated dragline operating factor &apos;and the forecast of annual capacity was set at 2.5 million tons (2.8 million st).

Fortunately, few mining professionals have dealt with what all mining professionals fear---a mine disaster. Unfortunately, many have dealt with ?accidents? which may or may not claim lives but nevertheless rise to the level of a ?disaster? given the fallout of liability and litigation in today?s society.1 The undersigned authors published an article some ten years ago regarding crisis management2 based upon their collective first-hand experiences in actual disasters to that point in history. Unfortunately, disasters have occurred since that time, prompting legislation, and a fresh analysis and expansion of those basic principles is certainly in order. Without question, no two disasters are ever alike, yet general guidelines for forming an effective plan of action can be formulated?and if a mining operation is to have any chance of survival after a disaster, such a plan is vital. The primary concern as any disaster evolves remains as stated a 2003 SME article3--the protection of human life. From that point, the focus moves to any assistance that may be needed given the magnitude of the situation. Permeating throughout this process is "damage control." The first step in dealing with a disaster, however, begins long before any threat of danger arises?formulation and implementation of an Emergency Response Plan.

The U.S. Bureau of Mines has investigated the recovery of metals from copper industry wastes by sulfuric acid leaching in a semi-continuous, bench-scale system to solubilize arsenic, copper, and molybdenum. Leach residues contained approximately 40 wt pct PbSO4, suitable for processing at a lead smelter. Arsenic and molybdenum removal from leach solution was examined using solvent extraction with tri-n-butyl-phosphate (TBP), and copper was subsequently recovered by cementation. Bleed electrolyte from a copper refinery was determined to be a viable source of acid for the initial leach stage.

"For reducing the dust content in flue gas during copper smelting in the Ausmelt, technologies and mechanism of strengthening the pelletizing of copper concentrate were studied. The results show that adding bentonite, organic binder or composite binder can effectively enhance the strength of green pellet and reduce the rate of shedding powder in drying process, and composite binder works best. When adding 1 % of composite binder, the drop strength of green pellet increased from 1.9 times/P to 4.5 times/P, the rate of damage dropping from 2 m reduced from 50.12% to 13.08% and the rate of shedding powder reduced from 60.28% to 25.13% at drying temperature of 400111. In addition, the mechanism of binder absorbed in the surface of mineral was investigated by infrared spectroscopy. The results showed that composite binder absorbed in the surface of copper concentrate was in the form of chemisorptions, which made hydrophilic enhanced, while bentonite absorbed in the surface of copper concentrate was physisorption.IntroductionWith the technologies of copper smelting developing, the equipment of copper smelting steps into a large-scale and efficient level in recent years. As Ausmelt smelting is characterized by being efficient, environmentally-friendly and energy-saving, it is generally recognized by the enterprises of copper smelting [l]. The process of Ausmelt smelting starts with materials mixing, and then pelletizing. From this point onwards, pelletized balls are charged to the top of the furnace, undergoing drying and smelting reaction[2]. Since copper concentrate is fine-grained, directly adding into smelting furnace can make it blown out of the furnace together with the airflow upwards, rendering flue gas high in flue dust, which can cause the loss of concentrate greatly, and make smelting environment poor as well. The concentrate transported into the furnace and smelted after disc balling is conducive to improve the capacity of melting furnace during copper concentrate smelting, reduce the powder shedding rate and improve enterprise benefits."

The investigations described herein are concerned with a portion of a systematic research, by the Federal Bureau of Mines on ductile titanium. The Bureau&apos;s work on the metal has resulted in development of a semi commercial process for the preparation of titanium and has also made available significant information on the fabrication and physical properties of this new strong, light, corrosion-resistant metal. Considerable interest has been aroused by this work, and a number of other laboratories have begun similar investigations. However, the necessity for Consolidating titanium by normal powder metallurgy methods presents difficulties in producing commercial forms and shapes on a large scale. This investigation was therefore undertaken for the purpose of improving the technique for consolidation of titanium powder into solid nonporous metal.

This paper documents the growth and projects the future of Green Diamond Sand Products. Since1954, Green Diamond, located in Riddle, Oregon, has been producing sand from granulated nickel slag for use in various markets. Through the years, the company has seen several changes from its ownership to its product lines. In 1991, Green Diamond was producing abrasive sand at a rate of about 30,000 tons per year. It was at this time that Green Diamond became part of Glenbrook Nickel Company. Over the next eight years, Green Diamond would quadruple its production to over 140,000 tons while moving into three new markets, as well. Green Diamond is now producing sand for use in the abrasive, foundry, construction, and roofing industries. In 1998, Green Diamond again found itself under new, private ownership. With plans on developing agricultural sand and spent abrasives recycling, the future of Green Diamond appears to be one of further expansion coupled with diversification of its product lines.

The operations and project environments are very different, but overlap in many areas. The development of mineral processing projects is goal oriented, is schedule focused and is a contractual environment. The operating environment for a mineral processing plant is oriented around longer-term commitments, focused on delivery against budget expectations, and an environment heavily influenced by long-term personal relationships, community relationships, and people issues.Further contrast is evident in the way expenditure is managed. Projects commit large amounts of money quickly to meet schedule-based objectives. Operations manage expenditure to minimise operating costs and are able to, or are forced to delay decisions on large expenditures. However, these two environments need to come together in many ways, ranging from greenfields plant handover to a new operations and maintenance crew, to day to day interaction and management of brownfields projects, often in close proximity.This paper considers the different perspectives people bring to projects and early operations, including the advantages and disadvantages of æoperationsÆ input to a project and models for managing value adding during project development, implementation and debottlenecking.CITATION:Lane, G and Clements, B, 2012. Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.

"Ore deposits containing rare earth elements normally contain small amounts of the radioactive elements thorium (Th) and/or uranium (U). These are the naturally-occurring isotopes U238, U235, and Th232 (and associated decay-series daughter products) that are ubiquitous in nature, and that contribute a small percentage of the natural background radiation exposure encountered by humans. The presence of these radioactive materials in the ore deposit creates potential hazards to human health and the environment that must be dealt with properly in the mining, processing, and refining of the ores, as well as management of waste streams and residues. This paper presents an overview of the environmental and safety issues associated with U and Th, with particular emphasis on rare earth mining, processing, and refining projects; the regulatory approaches followed to ensure that rare earth deposits are developed, operated, closed, and decommissioned safely; and the development of information during the project predevelopment work and permitting processes that feed into the design, operation, and closure of tailings impoundments and milling/separation/refining facilities. Case studies will be presented subject to the availability of relevant public information. INTRODUCTIONNearly all ore deposits containing economically-recoverable rare earth minerals also contain small amounts of the radioactive isotopes for the elements thorium (Th) and/or uranium (U) and their associated radioactive decay products. Therefore, the handling and management of these materials in mining and mineral processing operations must be performed so that workers and the environment are protected from harm from Th and/or U (and their radioactive decay products), just as they must be protected from any other potentially harmful constituents present in the ore or introduced in processing. Examples of these might include ores with high sulfide content, which may pose a risk of acid rock drainage, or chemicals used in ore processing and metals production.The purpose of this paper is to present information on how rare earth mining and processing projects with ores containing Th and/or U can be developed, operated, and decommissioned safely according to applicable regulations intended to protect worker health & safety and the environment.It should be noted that some countries are considering developing Th as a feedstock for producing nuclear energy, which could have some effect on future development of rare earth ore deposits. To avoid confusion, that issue is not discussed in this paper."

Recently, questions regarding the influence of atmospheric temperature and humidity levels on airblast levels have arisen at a number of blast sites. Humidity is alleged to have contributed to high levels of disturbance within communities surrounding blasting. In some cases, local regulatory agencies considered adopting guidelines to specify humidity and temperature ranges under which blasting cannot take place. However, it is normal blasting industry practice not to consider humidity or temperature effects, in the absence of inversions, on airblast levels. When blasting is conducted in the vicinity of residential structures, the influence of weather on the propagation and attenuation of airborne noise from the blasting site is always a concern. Sound naturally attenuates in air with distance from the source. A part of this attenuation is attributed to divergence at the airblast wave front, while the remainder of the attenuation is an accumulation of various factors that include temperature and barometric pressure, absorption in air due precipitation and vegetation, wind and temperature gradients, atmospheric turbulence and topography (Beranek, 1971). Wind speed and wind direction, as well as vertical and horizontal temperature gradients can cause airblasts to focus in local regions surrounding blasting operations and may result in air pressures greater than expected. In fact, wind and temperature inversions can actually increase sound levels with distance from the blast site. Close to the blast site, the effects of inversions may be negligible but may exceed 10 dB at 800 m or greater (Davis and Cornwell, 1991).

You here are all familar with the myriad of new laws, some enacted and some pending, that affect the mining industry. These laws, for example those dealing with suspended matter, affect us in Alaska as they do you. Likewise, our friends in government, the Geological Survey and the Bureau of Mines, provide us with the same fine services that they do elsewhere. I am not going to speak today about these, but concentrate on one act of Washington, D.C. the impact of which is felt, for now at least, principally in Alaska. A little more than a year ago, I spoke in Spokane on the subject, "Governmental Challenge to Mineral Development in Alaska." I outlined some of the policies of Government which were operating to change the rules under which the industry operates and to alter the relation- ship between government, industry, and the individual. At that time the Native Claims Settlement Act had not been passed, but was on the verge of being so. In reading over what I said in Spokane, I note that I touched on many points where Government was actually challenging mineral development in Alaska. With the passage of the Alaska Native Claims Settlement Act, many of these actions were given a cloak of legality, and machinery was set up to concentrate the drive to tie up the public domain, machinery which will allow govern- mental control and interference with the actions of individuals on something like 90% of Alaska&apos;s land surface. This remarkable law is going to affect each and every one of you. Now, a year after its passage, we are only just beginning to see its lesson for the future. It was created by a coalition of powerful groups, who got other groups to support them by promising to deliver something they had no intention of delivering. Alaskan issues are again being used to get various groups not to oppose legislation which will severely harm them. It will help to understand the nature of this new drive if we understand the Native Claims Act and how it came into being.

Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

The International Labor Organization has declared mandatory adequate provision of safe workplace and safety for all workers in all occupations including the mining sector. Early scientists like Agricola (1559) who studied the health of Miners, found that there are peculiar health problems associated to their work and working environment. This unsafe working condition was one of the major factors that resulted to the Industrial revolution in England and eventually led to the establishment of regulations and laws guiding operations in all workplaces and workers in England and all over the world. Recent studies by Heinrich suggested chains of events of safety issues in the mining sector. Occupational injuries, accidents and ill health have huge social and economic implications on workers, their families and communities. Top mining top issues are respiratory diseases, noise, explosives, ventilation, fire, and explosion. However, one of the principal mechanisms for achieving Occupational Health and Safety (OHS) goals and mapping the future is government regulations of employers. In Nigeria, the situation is not different; mining operations are equally hazardous and have far reaching implications. In 1995 the Ministry for Solid Minerals was established to focus on the development of other categories of mineral products ranging from gold, coal, uranium, and tantalum deposited across the country. Prior to this an Act of Parliament Act Cap 121 of 1946, was in place to regulate amongst other contents mining safety. This was subsequently reviewed following the incidence of Lead poisoning resulting from small scale miners processing gold ore highly contaminated with lead in Zamfara state (northern Nigeria). Hundreds of children died as a result of exposure to lead poisoning, it was clear that the regulations were not sufficient (details to be discussed). However, advances have been achieved in mining engineering since then. A review team was constituted to provide a more stringent law to regulate mining operations in Nigeria. The strategies for mapping the future of OHS in mining engineering will employ amongst others setting and adopting ISO/ILO standards and enforcement; providing technical assistance; and establishing sustainable developmental structures as surveillance and compensation. The management systems approach was also developed as a result of cases of accidents. The accepted international standards guidelines and requirements will be proposed. Furthermore in mapping the future for Mining Engineering, it is suggested that most countries have their own management strategies and legislation to improve safety of workers through greater consistency and efficiency of OHS programs. Some American researchers came up with the Safety Engineering Model. The Australian Mining Council of mineral and petroleum resources after the Catastrophic Maura Disaster developed the National Mine and Safety Framework. In Canada, after the Hillcrest mine disaster in 1914, Allan shaft coal mine catastrophe in 1918, Westray mine explosion in 1992 and other disasters, Occupational Health and Safety Act R.R.O 1990 was sufficiently developed to provide adequate safety conditions and standards. In Nigeria after the disastrous Zamfara lead poisoning, which claimed the lives of hundreds of children due to exposure and lack of appropriate safety measures, stringent measures were developed by the federal ministry of Justice to address and regulate mining process in Nigeria.

"DEFINITION OF THE REGION, ITS BOUNDARIES, AND PHYSICAL AND GE'OLOGICAL CHARACTERISTICSTHIS PAPER concerns the Western Cordilleran region, embracing most of British Columbia, the southern half of Yukon Territory and the southwestern most part of the District of MacKenzie. It excludes Vancouver Island and the Queen Charlotte Islands, which are discussed in a background paper on the Pacific Continental Shelf. The region is bounded on the south by the northwestern United States, on the west by the continental shelf and Alaska, on the north by the front of the Ogilvie Mountains, on the northeast by the axis of the MacKenzie Mountains and on the east by the Rocky Mountain Trench.The region is dominated by two mountain chains that con tain icefields and glaciers: the St. Elias, Coast and Cascade Mountains in the west; the Selwyn, Pelly, Cassiar, Omineca and Columbia Mountains in the east. The Intermontane region between these mountain chains consists of lower mountains and plateaus. In the mountains, the region above the timberline and many of the steep valley-walls provide good exposures of rock, but these areas are subject to rockslides and landslides and in winter to snow avalanches. Much of the Western Cordillera was covered by ice-sheets at various times during the Pleistocene epoch. Consequently, the larger valleys in the mountains and much of the Intermontane region contain much glacial drift and alluvium and only limited exposures of rock. This same terrain in the Southern Cordillera, however, is the most favourable for agriculture. Parts of the region, particularly in the two mountain chains, are heavily forested. Elsewhere, the forest cover is less, with grassland prevailing in the south and tundra in the north."
