This publication is intended as a guide for persons responsible for obtaining classifications and approvals Tor explosive compounds, mixtures, or devices from the U.S. Department of Transportation (DOT). It deals with the procedures for obtaining a recommendation for classification of an explosive compound, mixture, or device through the Bureau of Mines. Completion of the procedures detailed in this guide is necessary to obtain a final classification of an explosive compound, mixture, or device and assignment of an "EX" number by DOT, which will allow the producer to offer the explosive for shipment within the United States. This guide also gives procedures for obtaining United Nations (U.N.) classification for shipping outside the United States.

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. Lithium is the lightest and electrochemically most reactive of all metals. Renewed interest in lithium coincides with research in lithium batteries and power generation by atomic fusion. Ontario lithium resources are contained in spodumene pegmatites that can form where medium- to high-grade metamorphic volcanic-sedimentary formations are intruded by pegmatite and porphyritic granitic rocks. Spodumene pegmatites occur in at least twelve locales throughout northern Ontario, all of which are in the Superior Province of the Precambrian Shield. Tantalum, cesium, rubidium, beryllium, niobium and tin also were noted with lithium in spodumene pegmatites. Considerable potential remains for discovery of additional lithium and rare-element pegmatites in northern Ontario.

The high lithium demand forecasted for some high tech applications and batteries for electric and hybrid-electric vehicles, in particular, has sparked increased exploration for lithium, particularly for lithium- and potassium-bearing brine deposits. The latter have generally followed the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) NI 43-101 guidelines on resource reporting, formulated for hard rock deposits (metals and industrial minerals). While a number of the requirements can be appropriately applied to brines, brines are fluids and require a specific analysis leading to a distinct set of reporting requirements. Brines cannot be considered industrial minerals because the various elements occur as ions in a dynamic fluid, rather than being chemically bonded in a solid. Although chemicals are produced from brines, brines have no relation to industrial mineral deposits. This article analyzes the recently released (Nov. 1, 2012) document CIM Best Practice Guidelines for Resource and Reserve Estimation for Lithium Brines, in light of the practical knowledge available from existing brine operations. It recommends modifications to the guidelines, which, if applied in their present format, will result in overstating resources and reserves and mislead potential investors. The CIM Best Practice Guidelines for Resource and Reserve Estimation for Lithium Brines document is generally descriptive and does not fully address the methodology for brine resource or reserve definition. Lithium and other elements (potassium, magnesium) are contained in a fluid, the hydrologic characterization of which should be the principal focus of a brine exploration program. The fundamental requirement in defining lithium brine resources and reserves in a salar is the identification and definition of those formations ? the aquifers ? that will yield brine in a usable quantity to a well, because brines can only be extracted by pumping wells. Fine-grained sediments will never, as required in the summary Table 1, have ?reasonable prospects of economic extraction,? cannot be considered and, therefore, need not be tested. However, the guidelines recommend the collection of solid samples and a high-core recovery for laboratory testing of various sediments instead of focusing on the brine.

FROM the time the Japs overran the Far East, the United Nations faced a serious military problem in the critical shortage of many raw materials desperately needed to prose¬cute the war on two fronts. For many months this critical shortage threatened substantially to limit the gigantic effort to get shooting equipment into the hands of the fighting men on the far-flung battle lines. Now this crisis has been met. Solvency in raw materials has been achieved. Simply stated, this job of producing solvency has been done by "cutting cloth to fit the garment." This does not mean that we have all the raw materials we need. Unfortunately, a few raw materials are still short, thereby limiting the total production of certain war goods, or making these goods less effective. Where the supply of raw materials is known to be limited, however, substitutions have been made or production schedules have been geared to the amounts available, and an over-all balance has been achieved between various parts of the war-production program.

Ladies and gentlemen, I appreciate this opportunity to be with you, and to share my outlook on the future of Federal coal leasing. I'm told that you wanted the best speaker on this subject in the world. Perhaps it's a reflection of these trying financial times, but I'm glad you finally agreed to settle for the best speaker your budget would afford. I have been asked to give you some insight on the status of Federal coal leasing, and how the budget problems facing the Department will affect the coal program. So I've polished up my crystal ball, and I'll try to give you a peek at the future. Before I do that, however, let me first go back in time - to when this Administration took office in 1981. We had a coal program then, after a hiatus of ten years. But that program was untested and - for reasons well known to all of you - did not work well in practice once we began operating the program. We went back to the drawing board and redesigned the program so that it can do what it is intended to do. We've made the program more predictable. That means that when future lease sales are scheduled, those sales will be reflective and reactive to the need to lease coal. On February 26, Secretary Hodel unveiled a framework for resumption of Federal leasing program activities, ending a more than two-year suspension of regional coal sales. The new program will provide the opportunity to satisfy market demand for acquiring and developing new leases, assure the government of fair market value for its coal reserves, and provide a stable supply of coal for this country's energy needs. The new program grew out of the Department's response to recommendations of the Linowes Commission and the Office of Technology Assessment, coupled with a supplemental environmental study. The Linowes Report, issued in 1984, contained 36 recommendations and three Judgments on leasing levels, tract selection, sale procedures, appraisal methods, key statutory and related factors, and organization and management of the leasing program. Major changes in the new leasing program reflect these concerns. We have developed a definition for captive tracts and devised procedures to appraise their value to the adjacent coal or mine owner. Other steps include a coal lease appraisal guide which describes our appraisal methodology and is available to the public. Improvements have also been made in the gathering of lease assignment information to help in estimating the value of potential lease tracts. To improve market analysis, a three-tiered system will be used to ensure that steps of the lease sale decision process are undertaken in the context of coal supply and demand. Regional Coal Teams will thus have the advantage of long range, regional and tract specific market studies to help them determine whether sufficient demand is expected first to warrant the initiation of activity planning, then to set regional leasing levels, and finally to actually offer specific tracts for lease sale. Sale procedures will also be improved in many ways to encourage competition, improve the chances for receiving adequate bids, and to evaluate whether bids represent fair market value. We made additional modifications to the program in response to the OTA recommendations. Regional Coal Teams have been given a larger role in recommending key decisions concerning the amounts of coal to be studied and the actual selection and scheduling of tracts for lease sale. These recommendations will be accepted unless the Secretary can cite an overriding national interest factor, or a governor's request to modify the recommendations. Smaller, more frequent sales will be held, to better judge market conditions and prevent over- or under-leasing. Public participation guidelines have been written, to document all opportunities for the public to comment at various stages in the planning process. We also decided that resource management plans prepared after the passage of FLPMA in 1976 must be completed, in order for a new round of lease sale planning to begin. The BLM will also beef up its procedures for consulting with affected Federal agencies during the planning process, to assure that the purposes and values of those agencies are considered and factored into land use decisions. To assure consistent use of an adequate data base in coal lease decision-making, Regional Coal Teams will develop standards and guidelines for data adequacy, and document the use of these standards. These procedures will also be applied to the unsuitability criteria screening process. Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. The current economic crisis and growing environmental issues have led the steel industry to face the simultaneous effects of low demand and production overcapacity in a globalized steel market, whilst confronting high energy prices and the need to comply with the green economy. Heat Recovery from waste gas of the Electric Arc Furnace (EAF) represents one of the greatest opportunities to reduce the consumption of primary energy and reduce the CO2 emissions in steel industry. The heat of the off-gas, if recovered and converted into electrical power, can make the whole Fumes Treatment Plant autonomous from the electric point of view, thus making it a “Zero-Energy FTP”. The concept is to substitute the Cooling Components (Water Cooled Panels and Air Cooler) are substituted with Heat Recovery Components (Hot Water Cooled Panels and Heat Exchanger). The recovered heat can be converted into power by using an Organic Rankine Cycle (ORC) turbine. The heat recovered by the HWCP and the Heat Exchanger is characterized by a variable thermal power, which affects the efficiency of the downstream ORC System. Danieli, in collaboration with the University of Udine, has developed the Thermal Stabilizer Unit (TSU). Danieli has realized the first step towards Zero Energy FTP at ABS steelmaking plant (Italy) by installing a CHR® - Clean Heat Recovery. This plant has been started up on 17th October 2014. The HMI of the CHR® is integrated in the HMI of the furnace, so all the process could be kept under control by the furnace operator. At ABS recovered thermal power reaches 5.5 MW. The max power production reached with CHR plant in ABS (over 1MW of electric power) consents an annual saving of approx. 500,000 EUR.

The subject of this paper is mineral processing chemicals - how they work and where they end up environmentally. First of all, it is necessary to recognize that water is the most universally and widely used chemical used by the mining industry to separate desirable minerals from unwanted wastes, sands, and slimes. Of the total world's water supply, over 97 percent is found in the oceans. Another two percent is tied up in the ice caps, leaving roughly only one percent for us to work with. This one percent is distributed either as ground or surface water and makes up the bulk of all water used industrially. Even with such a small proportion available for immediate use, there appears to be enough fresh water to meet our needs for at least another hundred years. This availability, however, depends heavily on how we handle our waste waters, how we process them, and how we plan for their reuse. Certain governmental agencies have been charged with the task of setting up standards of water quality which must be met prior to environmental discharge. There is even discussion of zero discharge from industrial operations. Due to limited supply and availability, the mining industry has always been forced to reuse its process water or to treat it prior to discharge. Consequently, we are in an enviable position and are presently able to live with the environmentalists demands. To stay on top of the situation, it is necessary to continually concern ourselves with the .effects of changing orebodies and reagents on the final mill effluent. From a process standpoint, it is also important to recognize the impurities of plant recycle water and how they might tend to influence overall operations

Proper use of natural resources is multiple use. Underground space resulting from mineral extraction offers opportunities for deep geologic waste disposal (DGWD) which can solve many environmental problems. U.S. government projects plan to use specially mined excavations to dispose of radiotoxic and mixed waste. DGWD takes careful planning, technology transfer, and true partnership between waste generators and mine/repository operators. Using the experience, accumulated by domestic projects in preparation, and by foreign repositories in operation, U.S. mines can claim their rightful share of the growing market for DGWD.

Thallium is one of the rare and relatively neglected elements that has recently assumed conspicuous importance. This element is widely distributed in nature but occurs in such minute quantities in most rocks and minerals that its recovery at present is only commercially feasible as a byproduct of other industries. World War II, with its unprecedented demand for products having special or unusual properties, led to a study of a number of the rarer elements that previously had been given comparatively little attention for one or more of the following reasons: 1. 2. Limited knowledge of properties. Small quantitios present in available raw materials. 3. High cost of concentration and recovery. Some of those rare elements, either alone or in the form of compounds, have already proved of such value for certain military and industrial purposes that their extraction from ores and waste products, oven at high cost, is fully justified. On the othor hand, further investigation of their character- istics, discovery of more adequato sources, and improvement in methods of con- centration and recovery would greatly broaden their field of usefulness and establish new and expanded industries. The current market for some of these elements exceeds the available supply. One of the functions of the Bureau of Mines is to study the properties of such elements in greater detail, locate the most promising raw materials from which they can be derived, and work out methods of extraction that will render the recovery of such elements more economical. The purpose of a serios of information circulars on the raror elements is to present in condensed form the facts and data so far available. This information may serve as a basis in planning more complete investigations loading to a full utilization of such elements.

"The study of combined depressants for flotation separation of lead from copper has been carried out to solve the copper-lead separation problem. Test results show that the depressant of CMC (Carboxyl Methyl Cellulose) or sodium sulfite plays an important role on the selective depression of galena flotation. When the two reagents above are combined, the selective depression effect on galena is further enhanced. When the mass ratio of CMC to sodium sulfite is 1:4, galena was best depressed, with the lowest lead content in the copper concentrateClosed-circuit tests indicate that under a certain pH value of the slurry, with the best ratio of CMC to sodium sulfite as depressants, the copper concentrate with the grade of 28.23% copper and 4.12% lead is obtained, and the copper recovery is 84.87%; the lead concentrate with 68.12% lead and 0.86% copper is obtained, and the lead recovery reaches to 92.20%. An efficient separation of copper and lead is achieved with the combined depressants. INTRODUCTIONComplex copper-lead-zinc sulfide ore is abundant in China. With the rapid increase of mineral consumption, it has become one of the important sources to produce copper-lead-zinc metals. However, it is difficult to achieve effective separation of copper and lead, due to the complicated ore properties, such as fine dissemination, low copper grade, complex symbiotic relationship and similar floatability of copper and lead.Poisonous reagents of bichromate and cyanide are often used as depressants for copper lead separation. They have good separation efficiency, but pose serious pollution issues. As the environmental protection is becoming more and more important, it is a trend to replace traditional toxic reagents with new nontoxic efficient chemicals. Organic depressant FCLS studied by Liu has strong selectivity against galena, and does not depress chalcopyrite. A new type of galena depressant of CLS-01 discovered by Jin-lin Yang shows good results in the separation a mixed copper and lead concentrate. In addition, dextrin, chitosan and some other natural organic compounds (Drzymala, 2003; Huang, 2012; Qin, 2013) have also been studied to separate copper and lead."

The National Mine Health and Safety Academy near Beckley, W. Va., is dedicated to reducing accidents and improving health conditions in the mining industry through education and training. Though this basic mission remains unchanged, the Academy now serves a much broader mining community than it did when established in the late 1960s. From its original emphasis on training federal coal, metal, and nonmetal mine safety inspectors, the Academy has expanded its programs to reach mining industry and labor representatives, state agency employees, and university students taking mining-related courses. The Academy's resident programs, short courses, seminars, and continuing education courses cover a wide range of subjects and various experience levels, but all have been developed with one idea in mind - to reduce accidents and health hazards through education and training of the widest possible audience.

As a part of a research program designed to help minimize national requirements for new mineral commodities by maximizing recovery of metals from domestic secondary resources, the Bureau of Mines investigated the development of economic methods for recovering copper and associated metals from complex electronic scrap. Three types were selected for research: (1) multiple-pin plugs and connectors, (2) obsolete aircraft radio assemblies, and (3) the magnetic fraction of shredded electronic scrap furnished by the Bureau's Avondale Research Center. The plugs and connectors, after incineration to remove plastic components and melting, yielded a brittle ingot, as did the internal portion of the radio assemblies. The brittle ingots were ground to minus 35-mesh for processing, and the magnetic material was used in the as-received condition. A process using pretreated or raw scrap as a copper precipitant in various concentrations of acidulated copper sulfate solution was developed as a means of effecting an initial separation and upgrading in the form of high-grade cement copper containing all or most of the precious metals.

The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas con-tent of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and des orbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.

That makes all the difference,” said Dee Kippers, of FMI Henderson Mine, in her talk on “Process optimization during a market downturn (A Moly MacGyver story).” Kippers told an entertaining story of the journey she and her team took in tackling the issue of an annual spike in iron content in the product at Freeport- McMoRan’s Henderson primary molybdenum mine near Empire, CO.As the metallurgists tried one thing after another — cranking up the iron depressant, adjusting pH with sodium hydroxide and hydrated lime, modifying reagent levels — Kippers found that when she shared her results with the operators, communicated with them on what she was doing and got their input, they were more willing to work with her, and more understanding and supportive of her efforts.The results make the case for getting people on board and coming together as a team. The cost savings from their optimization efforts, with little capital investment, have been “enough to cover the annual salaries of our metallurgy department and then some,” Kippers said.Considering the environmentDavid Lemieux, of Dundee Sustainable Technologies (DST), talked next on “Cyanidefree process for gold extraction,” presenting the results obtained from a demonstration campaign of the company’s novel chlorination process for gold extraction and associated arsenic stabilization process. Developed at an investment cost of C$35 million, they are ready for commercialization, having been demonstrated on the laboratory, pilot and demonstration scales.The DST process is differentiated from the Plattner chlorination process, which was in use from 1851 to 1916, by moderate process conditions of atmospheric pressure and ambient temperature — the result of using sodium hypochlorite solution, or bleach, instead of direct injection of chlorine gas — and new, cheaper materials of construction, such as polymers, plastics, fiberreinforced plastics and Teflon, resulting in lower capital and operating expenditures."

The Bureau of Mines has been conducting an investigation of the feldspar resources of the New England and North Appalachian States with a view to greater efficiency and economy in their utilization. Such an investigation was deemed necessary, not only because of the continued and increasing consumption of these minerals, but especially because of the demand for better technical control of the raw materials that are used by the white-ware industries of the United States. Most manufacturers of white pottery wares have only a limited knowledge of the origin, mode of occurrence, and methods of mining and preparation of the materials that they use. Heretofore, owing to a belief that the supply of raw material was unlimited, the manufacturer had concerned himself chiefly with the solution of the problems of manufacture. Within the past few years, however, it has been found that difficulties arise in manufacture which can be traced beyond the manufacturing process and are believed to be due to a need of better control of the materials used. Furthermore, as competition becomes more severe, more attention must be paid to selection of materials in order to minimize consumption and also to avoid unnecessary expense for transportation of material. Doubtless the lack of interest as regards these details has arisen from the fact that in the past a considerable proportion of the whiteware ingredients has been imported and the manufacturer has been forced to rely on the samples submitted and the general uniformity of the source of supply to insure against variation of the material. An extra precaution arising from this lack of definite knowledge still prevails in the common practice of never depending on one source of supply for anyone ingredient. Often the products of three or more producers are blended so that if anyone shall vary without warning the variation arising from its use will not be sufficient to ruin the ware.

The porphyry copper province of the southwestern United States and northern Mexico, is the largest copper producing region in the world. Most of the deposits occur in Arizona which now produces over 54% of the newly mined copper in the United" States. As the many recent discoveries are brought into production, Arizona's share of the nation's copper production will increase. The term "porphyry copper" as used in this paper includes all deposits of generally low grade disseminated copper mineralization amenable to bulk mining techniques. Therefore, copper deposits such as Pima-Mission, Twin Buttes, and Vekol where the copper mineralization occurs principally in the intruded rocks will be considered as "porphyry copper" deposits. Most of the deposits have been discovered since World War II, consequently, the southwest, and particularly southern Arizona is perhaps the most intensively explored area for copper deposits on earth. Most of the major natural resource companies in the United States and Canada maintain exploration offices in southern Arizona. To illustrate the success of exploration efforts, the location of porphyry copper deposits either known or producing prior to World War II are shown on figure 1 and the deposits discovered since World War II which are either in production or in the exploration and development stage are shown on figure 2.
