Universities and colleges in three countries, Australia, Canada and the United States, recognized the need to establish and/or reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this goal, a cooperative study with industry in one state or province from each country was initiated. These include 1) Tasmania, Australia, 2) British Columbia, Canada and 3) Alaska, United States. Over one hundred mineral industry organizations cooperated in the study by providing information regarding their specific training needs for support personnel. The data gathered has been used to identify training areas for semi-skilled, skilled and technical personnel in geochemical mineral exploration, including, but not limited to, geological skills, geochemical skills, environmental skills and computer skills. With the areas of major educational need defined for geochemical exploration, an educational field skills model has been developed for the three levels of training. The depth of each level of education and the training objectives for the work force at each level will be discussed.

Dust emissions from mining, material processing and ship loading operations (fugitive dust sources) are an environmental issue of increasing concern to both government regulators and the community. The main concerns relate to potential amenity, health and environmental impacts from the emissions. Therefore it is imperative that mining/ processing operations, as part of their overall environmental management, reduce fugitive particulate emissions to as low a level as is practicably possible. This technical paper outlines the mechanisms that lead to fugitive particulate emissions, the importance of understanding the exact cause of fugitive emissions, monitoring methods that can be used to quantify the emissions from specific sources, the use of atmospheric dispersion modelling in dust management and innovative dust management strategies including predictive meteorology and proactive management.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

This Bureau of Mines report deals principally with the resources and economic aspects of feldspar in the United States east of the Mississippi River. Although in a strict sense, all phases of the feldspar industry affect its economic structure, emphasis in this study is on supply, demand, and marketing. Although feldspar was originally mined for use in the manufacture of pottery and other ceramics, the glass industry, which began to use feldspar in the mid-1920's, now consumes more than half of the annual output. Most mining is open cut, and the methods used are similar to those used in mining crushed stone. Excess plant capacity has been chronic, and production is usually about 50 percent of capacity fur the industry as a whole. Since 1947, feldspar consumption has grown more slowly than the average for all U.S. industry. This has fostered intense competition, especially for the glass market. Prices have not kept pace with inflation, and profits are small. The trend of consumption through 1.970 for glass feldspar is expected to be upward; less rapid growth in consumption of ceramic feldspar is anticipated.

The U.S. Bureau of Mines has demonstrated in laboratory tests that drilling with surface-charge-neutralizing concentrations of polyethylene oxide (PEO) polymer solutions simultaneously improves penetration rates and extends bit life. The applicability of this additive to improve drilling performance in coal measure rocks was demonstrated under field conditions at an abandoned mine land site in Pennsylvania and a producing coal mine property in Ohio. Penetration rate improvements ranging from 15 to 50 pet were obtained when core drilling through a variety of coal measure lithologies. Drilling cost analysis indicates that the small added cost of using the polymer is more than offset by the savings that result from demonstrated increased drilling penetration rates, which translate into drilling cost savings of about 10 to 30 pct. This report also gives chemical analyses of a variety of coal measure rocks and some corresponding local drilling water samples, obtained from a wide geographical base, along with threshold concentrations of PEO required to effect the improved drilling performance in these rocks. From these data, the threshold PEO concentrations needed to ensure improved drilling performance can be estimated for any coal measure rock suite. Proper techniques for mixing PEO solutions are also presented.

This report discusses processing and use of the principal forms of manganese. The focus is on trends in the United States in the 20th century and specifics of domestic manganese material flows as of about 1990. To protect proprietary data, quantitative assessments are limited to the iron and steel industry, which accounts for about 90% of consumption. Nonmetallurgical uses are considered qualitatively. Approximate disposition of a U.S. cumulative consumption during 1901-90 of an estimated 69 million st of manganese is estimated to be iron and steel slag, 69%; nonmetallurgical uses of a dissipative na¬ture, 10%; iron and steel scrap, 9%; National Defense Stockpile, 3%; unidentified and/or including items in service, 10%. In slag from iron blast furnaces and steelmaking, manganese is present as a minor, relatively im¬mobile component, which so far has been uneconomical to recover. Construction and road building are main applications for these slags. Steel slag contains the greater amount of manganese. Studies by others of global manganese fluxes and the effect of human activities on them also are discussed. One source concludes that the main effect of human activities, via deforestation and agricultural activities, has been to increase the rate of transport of manganese to the oceans.

Reference materials have always been important for validating and controlling analytical methods. They have recently become even more important as quality requirements have become more stringent and customer demands for properly verified and controlled results increase. Clients, especially from the resource exploration industry, demand critical validation of all results reported. Mintek has been producing geological and semi-processed ore references since the early 1970s and recently, due to increase in demand, other manufactures have entered the South African market. This paper describes analytical challenges from the customers? perspective, the customers being metallurgists, mine geologists, environmental scientists and geologists from resource companies. Reference materials with their appropriate use and a good understanding, can aid greatly in building confidence in the results, choosing the right laboratory for a project, deciding which set of results is correct and providing evidence to the customers? clients that the best possible results have been obtained

The Bureau of Mines conducted research to determine the safe operating conditions for using recycled (used) lubricating oil from mining equipment as a partial replacement for diesel fuel to make ANFO-type blasting agents. The use of recycled oil (RO) saves energy, reduces oil imports, and reduces mining costs. Low ambient temperatures may cause these recycled oils to become too viscous for proper absorption by ammonium nitrate (AN) prills and result in poor blast performance, safety hazards, and environmental problems. To help quantify and resolve these issues, viscosity, mixing, and performance tests were conducted at various temperatures. Diesel fuels No. 1 and No. 2 were studied separately and in blends with 25,50, and 75% RO. Good quality ANFO mixes (94-6) were produced with dry absorbent prills and blended fuel (No. 1 diesel plus RO) at temperatures as low as -40°F (-40°C) with 75% No. 1/25% RO, and at -20°F (-29°C) with 50/50. Diesel fuel No. 2 also made good mixes as low as -30" F (-34°C) with 75% No. 2/25% RO, and at 0°F (-18°C) with 50/50.

Two major grounding topics are covered: mine ground systems and ground-check monitors. Performance characteristics of ground-check monitors for high-voltage surface mine distribution cables and low-voltage underground mine trailing cables are evaluated. Over 20 commercially available monitors are studied to determine their utility. Several monitoring concepts are incorporated into an unusual monitor design, the prototype of which is described in detail. A comparative study of the effectiveness of several alternate methods of grounding surface mine equipment supports the system currently proposed by MSHA. An instrument design to measure earth voltage gradients is described, as well as an instrument design for measuring the effectiveness of dc haulage current return systems. An extreme analysis is made of techniques for measuring earth resistivity and resistance of safety ground beds. Electrolytic corrosion studies of earth electrodes are reported extensively also.

Welded wire mesh is the most commonly used skin control technique in the United States underground coal mines. Currently, selection of the mesh is based on trial and error rather than any rigorous design methodology. Several factors affect a wire mesh?s performance including the amount of rock material to be supported and how the load is distributed, wire gauge, aperture size, grade of steel, weld strength, bolting pattern and sheet size. Although the best way to choose the mesh is to conduct full-scale physical load tests, because of the limitations on the number of variables that can be considered in such tests and the requirement of an elaborate test set-up, it may not always be possible to use this option. An alternative would be to use numerical modeling to study the load-deformation behavior of a wire mesh. In addition to providing a very detailed stress, strain distribution in the entire mesh, the advantage of this approach is the ease with which parametric studies can be conducted. In this paper it is shown that the load-deformation curves generated by nonlinear numerical models match closely with laboratory derived ones. Then, based on parametric studies, design guidelines are developed to choose the mesh appropriate for different loading conditions. The modeling studies also bring forth the limitations of the current lab studies. For example, under some conditions it was noticed that the small sheet size considered in lab tests would produce higher mesh deformations than a full-size one used in actual practice.

With a focus on safe productive tonnes, there has been an ongoing drive to increase the productivity of the mining fleet across BHP Billiton. In response, a team from the Iron Ore business was formed to review all aspects of the end-to-end drill and blast process and to challenge conventional practices that limit production efficiency. As a result of the outcomes of this work, a number of initiatives were identified to improve operational practices that have also delivered significant cost savings.One such initiative was to increase pattern size to a minimum of 1 Mt where practicable, thereby creating ‘megablast’ as a new standard across all mines. To achieve blasts of this size, the team had to overcome the complex problem of integrating wall control into the megablasts.With traditional blasting techniques, the key strategy, which is also historically inefficient but was thought to be integral to having stable, safe walls, was to utilise the trim blasting/modified production blasts technique (ie narrow blasts along the pit wall designed to ‘peel off’ the material while minimising the effects of vibration and charge confinement on wall integrity).Small traditional trim patterns comprise three to four rows of production holes and one or two rows of batter/buffer holes of reduced diameter that require the firing face to be completely exposed before blasting. This is an extremely slow process that requires a lot of resources for very little tonnage while adding additional expense to the final cost per tonne.This paper will show how the megablast approach was developed to control damaging vibration and confinement effects, flyrock and fragmentation while having the largest possible blast that includes wall control. The new practice is based on a theory that involves the initiation point and control row being the second row of holes from the pit wall itself. Adjusted charges in vented batter and buffer holes help to achieve an optimal toe design, and at the same time create a zone of broken ground that absorbs damaging vibrations formed by the attached production blast of any size, whether it is a straight wall or a multi-angled complex pit shell design.Using the new style of blasting has allowed an increase in the size of the patterns from an average of 300 kt to over 1 Mt whilst maintaining pit wall integrity. Case studies will be presented showing drill, charge and tie-in designs with the presentation having additional blast videos, including overall shots of blasts and in-close footage of what happens behind the blast at the crest of the planned catchment berm.The paper will also demonstrate the flow-on effect of using this style of blasting to reduce operational costs associated with other downstream processes, such as the reduced requirements for pattern preparation, an increase in productive digging, reduced maintenance costs and a decrease in fuel burn for equipment.CITATION:Green, B, 2015. Carstarphen, tramway engineer of the American Steel and Wire Co., was the guest of the evening. After dinner, Mr. Carstarphen gave a most interesting illustrated talk on the subject of aerial tramways. The views-showed the various forms of aerial tramways and three' unique installations, one carrying 285 tons of coal an hour, undoubtedly the maximum quantity transported by any tramway up to this time. The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos' blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. Now, he has squared around enough so that you and Red, the miner helper, can set some posts on the corner. The two of you set posts along the left inby rib of #5 entry while the shuttle car operator waits. You are in a tight spot when Mo decides to start mining. You must decide where the best place is to stand for safety and to be out of the way.

Death and injury rates in mining have been the highest of any industry; the injury severity rates in mines have also been the highest. Tentative figures reveal that 1971 was the best year yet for the bituminous coal indus¬try with the lowest number of fatal accidents. Nevertheless, 177 men were killed at a frequency rate of 0.76 per million man hours. Coal mine accident statistics have been described at various times as unacceptable and intolerable and recently resulted in the enactment of massive legislation. The 1969 Coal Mine Health and Safety Act was passed by Congress "to improve the working conditions and practices in coal mines and to prevent accidents and occupational diseases originating in the coal mining industry." The prevention of accidents in coal mines is the statutory responsibility of mining engineers and the moral responsibility of all who have any part to play in mining coal. The questions to be answered by these men may well be - What are the reasons for the high accident rate? Are the mines as safe as they can be? Are our mines sufficiently manned to insure proper supervision of production cycles and safety requirements? Are our plans for safety committees, safety campaigns, and safety inspections sufficient? Are they producing the results intended? If not, how can these be reorganized to have a greater impact? What is the real cost of an accident? What are the immediate and long-term plans for further improvements? These questions are in no way exhaustive, and the answers are not easy. There are many aspects of mine safety, and any one of them can be the subject of a lengthy discussion. The aim of this paper, therefore, is to limit the analysis to documented fatal electrical accidents in mines so that meaningful conclusions for improvement in electrical accident-experience statistics can be made. In doing this, it is also the intention to emphasize areas of missing information and propose a few suggestions for better hazard analysis.

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

"It is almost a given that post-disaster mine conditions will have compromised the mine ventilation system, resulting in a hazardous atmosphere in portions of the mine, and often complicated travel through debris fields and roof falls. Robotic technologies provide the opportunity to gather valuable information to assist decision making or lessen exposure to dangerous conditions. MSHA's Mine Emergency Operations Division (MEO) has utilized a fully permissible mine robot, the V2, for a number of years, constantly updating the unit as new technologies became available. The National Institute for Occupational Safety and Health, as part of the MINER Act Extramural Contract Program, examined the need for additional robotic units and ultimately funded three different types of prototype technologies: two robots, the Snake Robot and the Gemini-Scout, and a mine rescue robotic assist vehicle known as the ""Mule"". The Snake Robot is designed to be lowered through a borehole and to conduct surveillance (gas monitoring, video and audio) in the immediate vicinity, while the Gemini-Scout, designed to be deployed in the mine opening, serves as a more mobile and agile exploratory tool as compared to the MSHA V2 robot. The Mule was developed in response to needs expressed by mine rescue teams for a versatile remotely operated support vehicle and it will move from prototype to MEO utilization in the near future. This paper describes the development of the robot prototypes and discusses their limitations in the prototype stage, possible enhancements and potential applications, as well as the utilization of the Mule. INTRODUCTION The conditions in a coal mine may be dramatically altered after a mine fire or explosion. For example, the ventilation system may not be functioning correctly as control devices may be compromised or damaged beyond repair. The visibility in the mine opening may be limited due to accumulated smoke and dust. Roof support systems may be damaged or no longer functional. Equipment and materials may be strewn about the mine opening. Debris fields, blocked openings, roof falls, flooded areas, gas accumulations and active burning make it very difficult or impossible for those managing the post-event emergency to permit mine rescue teams to enter the mine to conduct search and rescue operations. With the evolution of robots and robotic assist technology there has been a proliferation of purpose-built units for the military, police and law enforcement agencies, urban search and rescue and those contending with hazardous environmental conditions. In each case, the technology used is designed to limit human exposure to the unsafe conditions or to provide access to areas under difficult conditions. For example, a specially-designed marine robot has been deployed into the damaged core of the Japan’s Fukushima Daiichi Nuclear Power Plant to assess the conditions of the containment vessels, where melted fuel is believed to have accumulated. Human access to the area is prohibited due to dangerously elevated levels of radioactivity [1]. Multiple robots were deployed in Amatrice, Italy, to assist in the response after the 6.2-magnitude earthquake devastated the town. The robots were used to explore two medieval churches that were severely damaged and deemed too dangerous for human entry [2]. Tactical robots are regularly used by police and law enforcement agencies when the conditions of the emergency place intervening officers directly in harm's way [3]."

This report is one of a series dealing with oil-shale-operations in foreign countries visited and studied by Bureau of Mines oil-shale technologists within the past 4 years. Many oil-shale deposits have been discovered in Brazil and studied with various degrees of thoroughness. In this report the major emphasis is upon the oil-shale concessions of Companhia Nacional de Oleos Mineraes, in the River Valley of the State of Sao Paulo, because this oil-shale deposit is one of the most promising in Brazil for large-scale utilization for the manufacture of liquid fuels and other products of oil-shale processing, and because the opportunity was afforded to examine the concession area and to study mining, retorting, and. refining operations on these shales. Results of detailed analyses at the Oil Shale Research and Development Laboratories of the United States Bureau of Mines, Laramie, Wyo., are reported, Analyses and other date dealing with other oil-shale deposits in Brazil have been compiled from many sources. As many data have been reported as could be correlated to indicate the range of variation of the several types of shale end similar material. The oil-shale deposits in Brazil differ widely in size, richness of the shale, and of the oil. Some deposits are situate& more favorably for exploitation than others.

Experiments with various industrial cathodes ranging from 35 wt.% to 100 wt.% graphitic and fully graphitized carbons were carried out in a laboratory aluminum electrolysis cell. Sodium and cryolite bath penetration into the cathode samples was measured by XRD and SEM-EDS analysis. For a higher cryolite ratio in the bath, the cathodes with lower graphitic carbons exhibited more sodium penetration than the fully graphitized. The increased graphitization in the cathode materials can reduce Na, NaF and Na3AlF6 penetration. SEM-EDS inspection reveals that the sodium and fluorides penetration within the cathode samples has different patterns for varying graphitization of the carbon materials. XRD quantitative analysis indicates that there is a large percentage of Na3AlF6 in the penetrated bath. The results can provide useful information for quality evaluation of the industrial cathode products.
