There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.

ABSTRACT Electricity production by the Electricity Supply Commission of South Africa (Eskom) is the most important beneficiation process for South African coal. As one of the world’s lowest cost producers, energy-intensive industries such as ferroalloys and aluminium were introduced. However the poor were neglected. The white paper on energy policy (Department of Minerals and Energy, 1998) sought to redress this. Also, chasing economic growth to generate jobs resulted in high electricity demand and interruptions. Lifespan estimates of South African coal reserves based upon peak theory vary widely. Approaching peak, coal production in the future will be more expensive and, thus, contribute to more expensive electricity, which could inhibit industrial development unless South Africans work smarter.

Social licence to mine is influenced by society’s perception of the mining sector’s ability to effectively rehabilitate mined land and for governments to appropriately regulate that process for the broader community benefit. In Queensland, Australia, many mine rehabilitation personnel working for active coalmines, as either staff, consultants or contractors, belong to the Central Queensland Mine Rehabilitation Group (CQMRG). The CQMRG was established 23 years ago with the aim of sharing informal knowledge related to practical aspects of rehabilitation in order to leave as positive a legacy as possible from mined land. This voluntary group of professionals also includes members from regulatory agencies and civil society. Within the dynamic regional mining environment, mine rehabilitation professionals benefit from sharing their informal knowledge.CQMRG is currently a group in transition. Mining boom and downturn cycles have exacerbated the loss of accumulated knowledge in the core CQMRG membership due to rapid changes in personnel at mines in the region. Additionally, some of the most experienced CQMRG-affiliated rehabilitation practitioners are approaching the end of their careers and want their valuable and less formal knowledge retained. The proper disposition of phosphatic clays has been the subject of research and debated for years by phosphate producers, State and Federal research agencies, regulatory authorities, and environmentalists. To date, no "universal" solution exists for the ultimate disposl of phosphatic clays. This Bureau of Mines report examines the state of conventional clay disposal technology and reviews the technical progress of innovative alternatives. Twenty impoundment sites were investigated by the Bureau of Mines using geotechnical methods and laboratory analysis of cored samples. In addition, quasi-static cone penetrometer soundings were conducted to define clay and/or sand-clay interfaces en masse. Samples of the top, middle, and bottom hole segments were obtained at each station for laboratory studies of clay densities, pore fluids, plasticity, and mineralogical properties. The results of this study support the continued use of initial clay settling impoundments but emphasize the need for "in-line" systems to reduce the initial volumes of plant-generated phosphatic clays. The effective use of sand tailings is also encouraged to promote further consolidation of clays via self-weight stressing, sand-clay admixtures, and/or surcharging sand caps.

Blasting as a process is the emplacement of industrial explosives into blast holes suitably located to a free surface and detonated. Every blast hole containing a certain amount of explosive charge undergoes impulsive loading when detonated and results in the dynamic transfer of a powerful shock wave to the surrounding rock. It is the shock wave that brings about rock breakage when the tensile stress produced upon reflecting from the change in material density or free face overcomes that of rock material tensile strength. However, this shock wave comes along with unwanted destructive consequences such as damage to remaining rock, ground vibration, noise and fly rock. The above mentioned consequences pose a great threat to the Community of Wusakile, Kitwe as Mopani Copper Mines Plc wishes to increase its production by expanding the pit towards the community that lies within 150 m (164 yd) from the pit rim. As a requirement from the Zambia Environmental Management Agency (ZEMA), all blasting operations close to the community must maintain at least below the maximum vibration threshold of 10 mm/s (0.3937 in/s) PPV-Peak Particle Velocity or else risk closure of the mine (AMC,2009). In order to satisfy the above statement, a good understanding of explosives is required. This paper therefore presents the phenomenology of rock breakage by explosives with much emphasis on electronic blasting and how best this process can be controlled in densely populated communities. Factors affecting maximum projection distance such as, size of the fragment, shape of the fragment, angle of projection, the state of confinement of an explosive charge, were also studied. In addition, design faults, deviation in implementation and unforeseen geological conditions were also considered. The paper discusses the above facts based on research.

This User's Manual, extracted from information contained in the Final Report for the above referenced project, outlines test procedures to measure the braking capabilities of underground non-coal rubber-tired mining equipment. Methods to interpret test results, recommendations for safe braking capabilities, and basic techniques to improve braking systems and road surfaces are also discussed. Possible applications for runaway vehicle protective devices other than braking systems are reviewed. Also included is a listing of mining equipment and brake component manufacturers who supply the majority of equipment to the United States non-coal mining industry. In conjunction with this list of manufacturers, a general tabulation of brake related specifications appears for vehicles observed during stopping tests conducted underground.

Prospects a new energy saving method for an efficient destruction of the sturdy and hard materials (rocks, ores, frozen soils, concrete blocks, etc) û the Electric Pulse Discharge (EPD) method of materials destruction for green processing in mining and processing of mineral raw materials are considered.The EPD-technologies give additional possibilities for solving ecological problems at the expense of increase of integrated approach of utilisation of minerals and industrial wastes. The scientific and technical level of executed development of EPD method is sufficient for organisation of design work to develop substantially new equipment. A number of plants have been developed and tested, including plants for processing raw material with minerals of jewels, plants for selection of mica from rocks, and plants for processing the merging of artificial mica.

A retort was constructed in which fine particles of shale, entrained in steam or other gaseous media, could be retorted at controlled temperatures and residence times and the effects of retorting variables upon quality and quantity of products could be determined. Studies of the effects of temperature upon products obtained from Green River (Piceance Creek Basin, Colo.) and Chattanooga (Tenn.) oil shales were completed. The feasibility of using the retort to process a shale of extremely high moisture content from Brazil also was investigated. Air was used as the entraining medium in a series of studies in which combustion of some of the products of retorting within the retort tube supplied a major portion of the process heat. In another series, shale oil from a conventional retort was cracked thermally to obtain data for comparison with results of retorting en-trained shale. In still another series the effects of rates of steam flow and solids feed upon rates of heat transfer from the furnace to the process stream were studied. Crushed quartz rather than oil shale was charged to the retort in this series. A study was begun in which raw shale was partly retorted, the products separated, and the partially retorted shale recharged to the retort. The shale was to have been recycled until it was completely retorted in an effort to improve oil yield by recycle retorting; however, the project was terminated before the investigation was completed.

"Bubbles form at the anode during the electrowinning of magnesium and cause hydrodynamic acceleration and electrical field disturbance. A three-dimensional computational model was developed to investigate the effects of the geometry of the electrochemical chamber and the size distribution of bubbles on the fluid flow in the pilot plant. The results are validated by measurements of the surface characteristics of molten salt and the bubbles formed. Fluid flow at the surface was recorded with a high speed camera, and the distribution of bubble size is determined by inspecting the video images frame by frame. The measured size distribution of the bubbles is entered into the computer simulation of a multi-phase flow. A sloped roof is installed above the electrodes, to enhance the flow of the molten salt, thus resulting in higher current efficiency, lower energy consumption, and higher quality of magnesium metal.IntroductionTitanium's excellent properties of low density, high specific strength, high temperature strength, and exceptional resistance to corrosion are highly beneficial to diverse applications including aerospace, automotive, construction, and medical implants. Although the Kroll process[l] and Hunter process have been used for the extraction of titanium in the 20th century, their complicated engineering stages and high production cost, have led to further research into new processes such as FCC Cambridge, Armstrong and TiRO. Despite these intense research efforts, no process has yet been developed that is more economical than the Kroll process, by which most of the global commercial titanium is still being produced."

Iron ore sinter accounts for a large proportion of blast furnace ferrous burden in Chinese steel mills. Depleting high-grade iron ore resources and spreading complexity of iron ores in mineralogy and morphology have made it more difficult to utilise iron ores efficiently and economically. In this paper, the physical properties of iron ore particles were characterised using mechanical sieving, laser sizing and gas adsorption. From those measurements, two physical indices (fractal dimension of the particle size distribution and surface morphological factor) are defined as important variables for optimising the granulation performance of iron ores. The moisture capacity and the contact angle of iron ore particles with water were also measured to determine the strategy of water-feed in the granulation process. It can be concluded from the experimental results that an increase in the fractal dimension of the iron ore particles will lead to a better granulation performance, while an increase in moisture capacity with a range of 12.8 ~ 14.8 per cent would increase the optimum water content where the granule packed bed achieves its best permeability. Material handling in surface mines accounts for around 50% of the operational cost. Optimum truck dispatching plays a critical role in the reduction of this operational cost in truck and shovel surface mines. Researchers in this field have presented several mathematical models to solve the truck dispatching problem optimally. However, a critical survey of the literature has shown that three significant drawbacks exist in the available truck dispatching models. The published models underestimate the importance of the interaction between truck fleet, shovel fleet, and the processing plants. They also disregard goals set by strategic-level plans. Moreover, none of the available models account for the uncertainty associated with the input parameters. In this paper we present a new truck dispatching model that covers all of these drawbacks, using a fuzzy linear programming method. The performance of the developed model was evaluated through implementatin in an active surface mining operation. The results show a significant improvement in production and fleet utilization.

The development of robust, economical transport infrastructure has been identified as a key driver to sovereign economic growth. Notwithstanding the value of undeveloped mineral resources, unless they can be brought to market they are of little value. Within a global context, the continent of Africa probably faces one of the most significant transport driven economic development programs as countries strive to unlock their much sought after resources.The UN’s Africa Review Report on Transport (United Nations Economic and Social Council, 2009) provides an excellent context for the issue facing African countries and the potential for investment in transport to solve many of the intrinsic problems they are confronted with. With little exception, economic development in Africa is very likely to be driven ‘off the back’ of transport development – and more specifically from heavy-haul rail as a means by which economic wealth can be derived from export of the continent’s vast natural and mineral resources to the world. The report found:transport is a key driver of economic development and poverty reduction;road transport is the most dominant mode in Africa;the ‘Cost to Market’ of African goods is hampered by the reliance upon road transport;the cost of road transport is not just economic – 19 per cent of the world’s road fatalities were recorded on African roads;African railways are seen to be disjointed and under-utilised;Africa’s ports are key to export trade - yet only six ports (three in Egypt, and three in South Africa) handle about 50 per cent of the continent’s total container traffic;the cost of transport is increasing making African trade even less competitive; andsignificant negative impacts of Africa’s reliance on road transport – health, and greenhouse emissions.We understand that mining the resource is only part of the solution – it has to be put to market at a competitive landed cost.Most African countries face huge costs associated with transport development and ongoing operation – in many cases beyond their available resources.The Australian rail industry has faced and solved many of these challenges.

A novel system for the depression of pyrite and the ash-forming minerals has been developed. A metal ion, including but not restricted to Fe+2, is added to form a hydroxide coating on the pyrite or ash-forming mineral. A polymeric depressant is then added to attach to this re-surfaced mineral. Nearly 200 flotation tests with a 11 different coals indicate the effectiveness of this system. Many of the important process variables such as the coal source, frother-collector system, grind size and procedure, pH, metal ion, and depressant type and concentration have been studied.

The Sydvaranger magnetite mine was shut down in 1996 due to low iron ore prices. It was reopened in 2009. The flowsheet has remained more or less as in the old plant, based upon two grinding steps followed by magnetic separation. The Sydvaranger magnetite is free of harmful elements and should therefore be sold on the high quality market. This requires a concentrate containing less than 2 % SiO2. In the old plant, this grade was achieved by amine flotation. Amine was preferred as collector because it could be used in process water from the sea. The use of amine has been restricted by the Norwegian pollution authorities during the time the mine was shut down. Test work to replace cationic with anionic flotation is therefore done. Research on activation of quartz with Ca or Mg ions prior to anionic flotation was shown by basic research in the period from 1960 to 1980 to be effective under simplified laboratory conditions. This old research has now been followed up from a practical/empirical point of view. The basic work was mainly done on quartz and iron minerals only. In this case, an actual feed containing a number of minerals common in iron ores is used, in order to demonstrate that a commercial process is possible. Calcium activation is shown to work excellently but requires too high pH to be environmentally and economically attractive. Magnesium activation is a more difficult process, because the maximum concentration of MgOH+, which was shown to be the activator, is about 100 times lower than the alternative CaOH+. Flotation success depends partly upon the ore, some amphibole minerals are more difficult to float than pure quartz. Ordinary batch flotation test work is time consuming. A South African microflotation test cell has shown promise, because work can be focused upon flotation of the more critical coarser fractions of the Sydvaranger ore. INJURY experience and employment data for the nonmetal mining industry in the United States are presented for the calendar year 1958. Statistical tables 6 to 12 give detailed information on injuries and employment at nonmetal mines. Data for nonmetal mines are presented separately from those for nonmetal mills, tables 23 29. The Bureau is authorized to send questionnaires to the nonmetal industry for their voluntary submission on of injury and employment experience at their operations. As this information contributes to the promotion of safety in the nonmetal mining industry, every effort has been made to make these questionnaires as complete as possible.

Loki Gold Corporation of Vancouver, B.C. is developing the Brewery Creek Mine, an open pit heap leach gold mine, 55 km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797 000 oz) of gold. Ore processing will employ a cyanide heap leach using run of mine ore. Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon. Engineering design of the heap leach was similar to that for heaps in more temperate climates, with the added issues of permafrost and cold weather operations. Solution balance with seasonal placement of ore and year -round leaching requires very large pond capacity for spring thaw conditions.

The bedrock comprises carbonates and evaporites of Paleozoic age that lie on Precambrian crystalline rocks and are over-lain by a relatively thick blanket of Mesozoic and Tertiary elastic rocks. The nearly flat-lying bedrock, covered by a thick mantle of glacial drift, forms the Interior Plains physiographic province."

In addition to providing copper, gold, coal and other minerals that make society function, the industry must conduct its operations in a safe and environmentally sustainable manner. This includes the equipment used and the engines that power the machines.In the United States, Tier 4 diesel engine standards that were set by the U.S. Environmental Protection Agency (EPA) are the strictest emissions requirement for off-highway diesel engines. This requirement regulates the amount of particulate matter (PM) and nitrogen oxides (NOx) that can be emitted from an off-highway diesel engine. In Europe, the Euro V standards are driving technology advancement in the sector.The European Euro V standards are required for new equipment manufactured beginning in January 2019. U.S. Tier 4 standards for heavy-duty off-road engines came into effect with model-year 2014 vehicles and equipment. China 6 standards come into effect in July 2020. India’s Bharat Stage VI standards will take full effect in 2020, and the phase-in of BSVIcompliant clean fuels began in April 2018.Caterpillar, Cummins and MTU are three of the leading manufacturers of engines for the mining sector. Each company is working toward creating efficient engines that can function in the often harsh environments found at openpit and underground mines around the world.
