This analysis attempts to reconcile existing ecological theories, rehabilitation planning goals and implementation constraints in the form of a rehabilitation paradigm that considers potential and pragmatic ecosystem transformation pathways. The framework prioritises multiple developmental scenarios for post-disturbed landscapes within a continuum of ecological outcomes. A feature of the framework is that ænovelÆ ecosystems and agro-ecosystems, having a range of commercial and societal values, are valid outcomes spanning the conceptual divide between the ecological functions of under-rehabilitated versus re-instated ænaturalÆ landscapes, especially in a changing environment. Landscape suitability analyses are considered to be fundamental to the incorporation of regional landscape and climate in the implementation of land rehabilitation and management strategies. Altogether, the paradigm could facilitate the identification of widely pertinent rehabilitation goals having direct implications at the regional scale of restoration ecology and acceptance of the need for ongoing commitment to the management of disturbed environments.CITATION:Audet, P, Doley, D and Mulligan, D R, 2012. DURING the war, events moved with unprecedented rapidity. Situations, industrial, economic and financial, arose over night that stressed to the uttermost the ingenuity and ability of those who dealt with them. It was essentially a time demanding action rapid and concentrated, and not one for discussion, either academic or polemic. As a result, matters of importance were necessarily transacted without the desirable opportunity being afforded of enabling a general understanding to be gained as to the relative merit or demerit involved, and in some instances, legislation essential to enable the consummation of an important matter was passed without attracting the public attention then deeply engrossed in the larger aspects of the situation. The result was that so long as the public mind was occupied, little or no concern was given to questions that ordinarily would have invited immediate attention; and in some instances, only when as an aftermath of war a particular subject has become a matter of discussion, criticism not altogether fair is made without first obtaining accurate knowledge as to the conditions that prevailed, the purpose sought to be accomplished, or the results obtained by the action taken.

The Rapidex continuous drill and blast tunneling concept utilizes a unique spiral blasting pattern that permits efficient performance with relatively small single shots, while at the same time directing major blast fragments at right angles to the tunnel axis. The concept's self-shielding geometry permits the design of a lightly shielded machine that can stay at the tunnel face firing frequent small blasts to provide rapid, virtually continuous advance. This paper describes Phase III of the development program (supported under Bureau of Mines contract H0252047) in which the "front end" of the machine?drilling loading, and shooting components, together with the shield--was fabricated and field tested underground at the White Pine Copper mine, Michigan. One of the major accomplishments of the Phase III effort was to develop a fully remote controlled loading and initiation system in which explosive slurry is pushed, through a hose into the blasthole by a small water-driven piston carrying the blasting cap. The cap is ignited via an induction coil just prior to entry into the borehole, after which a delay permits complete -withdrawal and shielding of the loading hose. The ultimate objective of the present Bureau-sponsored program is to evaluate the feasibility of mechanizing hard rock mining operations, such as development to a point where drilling, loading, shooting, and mucking can proceed simultaneously and result in increased productivity.

The U.S. Bureau of Mines investigated the feasibility of using ammonium carbamate (NH2CO2NH4) leaching to recover manganese from steel plant slag. This investigation showed that treatment of the slag in hydrogen prior to leaching enhanced manganese extraction. Up to 80 pct of the manganese and 50 pct of the iron could be extracted from a silicon steel slag that had been pretreated in hydrogen at 700° C. Two 4-h leaching stages conducted at ambient temperature with a solution containing ammonia and carbon dioxide dissolved manganese and iron as their carbamate complexes. Heating the pregnant solution to 65° to 85° C decomposed the complexes and precipitated the metals as insoluble carbonate salts. Ammonium carbamate leaching of other slags from several steelmaking plants produced lower manganese extractions, which suggests that the method cannot be applied satisfactorily to all steelmaking slags

The Bureau of Mines Helium Field Operations has developed a simple and accurate method for calculating the viscosity of gas mixtures. Only the composition of the mixture and the molecular weights and viscosities of the pure components in the mixture are required. The momentum fraction of a mixture is calculated from the composition. The fluidity is calculated as a quadratic function of the momentum fractions. The efficiency factor for transfer of momentum in collisions between bodies of different masses is derived and used with one empirical constant. The viscosity is the reciprocal of the fluidity. Results of the method are compared with 752 reported viscosities for 40 dilute binary systems at temperatures from -78 to 276.9°C. Using this method the average absolute deviation is 1.29%, the root-mean-square deviation is 1.99%, and the average deviation is -0.84%.

Wall control programs tend to be expensive and consequently require financial justification in order to get approval for the expenditure required. The difficulty faced in getting this approval is that the outcomes of a wall control program are all subjective – a prediction of wall stability and what the wall would do with and without the program. Determining a net benefit is difficult and often justification of a wall control program is based on gut feel, history and a good selling campaign to build a perceived need.This paper outlines a simple solution to this problem by applying risk management principles to wall control. The process is to identify the risks to the operation associated with current wall conditions and then build a risk database for different potential scenarios for each risk. A financial impact is assigned to each risk scenario to complete the database. A consequence and likelihood analysis of each of the risks is undertaken and a formula applied to estimate the projected cost to the operation for the current risk profile. The process is repeated for the predicted wall control conditions after the application of the wall control program. A successful wall control program will reduce an operation’s risk profile so this projected cost should be less than that calculated for the current scenario. The difference in the two projected costs is the value that the wall control program has produced and this value can be used to determine the net financial benefit potential for the wall control program.This methodology can also be applied to other improvement programs that focus on risk reduction such as vibration control.

A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

An industrial minerals review involves an attempt to assemble field and statistical data which are obscure, elusive and incomplete. Often, when me statistical data are available, combining or lumping of commodity values conceals the value of specific items. Personal knowledge of the minerals known to occur in the area of concern, combined with whatever available published data may be compiled, together with careful use of several extrapolation methods, may yield an acceptable summary review of the industry. However, it is particularly hazardous to speculate on future trends and economic aspects because of the many unpredictable variables which may affect the industrial minerals business. Among these variables are the effects of diverse geological conditions, the impact of technological changes (including new uses for minerals not formerly considered industrial types), changing socio-economic factors (including growing environmental controversy), use of substitutes and even recycling of some of the industrial minerals (for example, building materials, lime, etc.). My main objectives are to reveal, as accurately as I can, the state of the in¬dustrial minerals situation, and the effects of possible future developments on this industry in Idaho. Where the words...industrial-tyke minerals, .are used in this discussion, reference is made to selected metallic and nonmetallic minerals and related materials, as well as rock (Table I). Industrial minerals known to be present in Idaho may be listed under general use categories as in Table 1. Some of these commodities are being marketed, have been marketed in the past, or occur in potentially marketable quantities. Mineral fuels are neither mentioned, nor are they considered important in Idaho. Based upon our present knowledge and lack of known, economically valuable occurrences of these commodities, they are considered insignificant (Idaho Bur. Mines and Geology, 1964). "The Industrial Commission of Utah from a study of the accidents (especially the fatalities) occurring in connection with mining in the State was struck by the large number arising from lack of due care on the part of the employee injured or carelessness on the part of some fellow employee. Figures show that approximately 40% of the deaths are due to carelessness as against only ) 10% or 12% that can be laid to faulty conditions in the mines. With a view to reducing the number of these accidents an intensive campaign of education was inaugurated, conducted jointly by the Industrial Commission of Utah and the United States Bureau of Mines.Through the cooperation of the U. S. Bureau of Mines, Mine Rescue Car No. 11 operating in Utah has been utilized as the means of carrying on the campaign. In making the regular training visits to the mining camps of Utah the crew of car 11 was authorized to include with the courses of instruction in Mine Rescue and First Aid, safety and health rallies, foremen's safety meetings, and appeals carried on through the public schools to stimulate an awaking of personal responsibility of miners and their familiar' in safety and health endeavor. The work was placed under the direct charge of Dr. Murray who has had previous experience in similar work and brought to the campaign helpful enthusiasm. He was assisted by Bruce Johnson, fore¬man miner of Car 11, who had been safety engineer for the U. S. Smelting Company, and R. W. Clark, first aid miner of Car 11. The expense of providing posters, literature, pledge cars, buttons, rental of special educational films and incidental expenses of foremens' meetings has been born by the Industrial Commission.Plan of the Campaign.In planning the campaign the main object was to revive as much as possible, among the workers, a spirit of responsibility for safety. Any considerable reduction of preventable accidents can be accomplished only through the workers themselves who are responsible for such accidents, therefore, the more personal the application could be made to all the workers the greater the accruing results would be."

The U.S. Bureau of Mines (USBM) has been monitoring and studying seismic activity associated with mining in the Coeur d'Alene silver district of northern Idaho. New statistical methods of studying the stope-scale (1-to l00-m) seismicity at one Idaho silver mine are used in this report (part 1) and its companion (part 2). This report deals with methodology and its limitations. The recent concept of fractals and their seismological use is discussed and applied to mining-induced seismicity. Three types of fractal studies are addressed: spatial analyses (including temporal changes of spatial patterns), temporal analyses, and size analyses. Other statistical measures of mine seismicity are also addressed: event mean location, inter-event distance distribution skewness, temporal coefficient of variation, nearest neighbor and next event statistics, and event location planarity patterns. Each of the methodologies discussed (fractal and nonfractal) is presented using sample data from two stopes in the mine. It is shown that stope-scale, mining-associated microseismicity has a fractal nature. The usefulness of demonstrating fractality (scale invariance) for predictive or descriptive purposes depends on recognition of the factors affecting the calculation of fractal dimensions. Several methodological traps are illustrated that can lead to an incorrect conclusion.

In southwest Wyoming lies buried the world's largest source of natural sodium carbonate, or soda ash. Perhaps a hundred billion tons of trona (sodium sesquicarbonate) are contained in ancient lake beds in the Green River basin'). There the Green River Formation encloses more than 40 extensive beds of trona. At least 25 of these exceed 3 feet (1 meter) in thickness and most of them are more than 300 square miles in extent. Five have been exposed in mines and lie between 800 and 1500 feet below the surface. Others lie at depths of from 400 to 3500 feet. Three companies have underground mines that supply trona to adjacent soda ash plants. These are the FMC Corporation, Allied Chemical Corporation, and Stauffer Chemical Company. A fourth, Texasgulf Corporation, has a mine under development. In 1974, annual soda ash capacity in the Green River area was approximately 4,300,000 tons, which requires the mining of about 7,500,000 tons of trona.

Introduction There has been much said recently about the sophistication of Japanese management in turning out reliable, inexpensive products, such as cars and steel. Techniques include consensus management and quality control circles. These have been touted as prime reasons for inexpensive Japanese products. An often neglected, but major factor in the equation of cheap export goods is the role played by Japanese trading companies. These venerable institutions are a vital factor in Japan's overall strategy of keeping the price of raw materials at the absolute lowest levels. This is critical to the country's economy since the nation must import more than 85% of all its coal. A country that is so desperate for imported raw materials would appear, at first glance, to be at the mercy of its suppliers. In Japan's case, however, the opposite is true. With the exception of brief' windows in 1974-75 and 1980-81, Japan has been in the driver's seat in negotiating contract terms. Due to its dominant role in world coal trade, Japan's situation can be described as a de facto monopsony. By definition, a monopsony is a market situation where the product, in this case coal, is offered by many sellers, but is sought by one buyer. This has been due to the role of Japanese trading companies in dealing with suppliers. Table I depicts trading companies by size in 1982. Mitsubishi and Mitsui are overshadowing in terms of size. The others, though less significant, play a vital role in orchestrating the marketplace. Three critical building blocks on which the strategy of the trading companies are based include intelligence networks, exceptional training of company traders, and shrewd contract negotiation practices. Intelligence Networks All success is derived from these three key components. Of the three blocks, intelligence gathering is the most important. With all the sophistication of the Central Intelligence Agency, the Federal Bureau of Investigation, Interpol, and the Surete', the Japanese trading company's method is every bit as competent and far more gentlemanly. Friendly competition is the key to survival. Although one Japanese trading company appears to be in ardent competition with its rival Japanese trading companies, when studied closely, a totally different picture emerges. The end user nominates certain trading companies as market channels and informally guarantees they will receive compensation regardless of which company wins a specific order. With this concept in mind, the pressure is off. The trading company can aim at getting the best price for the end user. Therefore, bargain, beat, and share information. Do whatever is necessary, but get the lowest price for the end user. Even with the game so gentlemanly, no victory could be assured without an adequate intelligence network. Proper intelligence is only as good as the sources drawn from. But how is one assured of getting the right information? The answer is verification. Verification is comprised of numerous independent sources each cross checked at a central processing unit in Tokyo. Each major Japanese trading company receives input, not only from its own trader, but from other trading companies as well. Introduction Tailings disposal methods used by the mining industry include the use of on-land impoundments, surface and underground mine backfill and marine disposal. The latter method, where applicable and under certain circumstances, can be the most economical and best environmental option. The term marine disposal is used to describe deposition of tailings in the open ocean, coastal waters, fjords and inland lakes. A major element in planning and designing a marine outfall is the assessment of its potential environmental impacts. The nature of the disposed tailings, and the physical, chemical, and biological characteristics of the receiving water body must be carefully assessed prior to deciding whether marine disposal is an acceptable option for a particular project. During the last decade, the North American mining industry has demonstrated a commitment to studying potential adverse environmental impacts of marine tailings disposal and to continue monitoring of the receiving waters. Extensive monitoring programs have been undertaken by Canadian mines. Marine tailings disposal is not used in the United States today. One of the largest U.S. mines proposing to use this option is the Quartz Hill mine of U.S. Borax in Southeastern Alaska. To assure the regulatory agencies and the public of the viability and acceptability of this option, U.S. Borax undertook an extensive program of environmental studies aimed at assessing the impact of marine tailings disposal. This program was part of the feasibility and environmental permitting studies conducted by Bechtel Civil & Minerals, Inc, on behalf of U.S. Borax. Due to the unique nature of the proposed tailings disposal system, a Board of Consultants was established. The Board assisted in planning the modeling and field program and reviewed ongoing work. This paper outlines the basic elements of the marine tailings disposal study program which can be viewed as a prototype for similar studies elsewhere. Background The Quartz Hill molybdenum deposit is located on a knoll in an elevated valley in a mountainous region of southeast Alaska, about 45 miles east of Ketchikan (Figure 1).

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown's modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers' Z2 measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

"1.1. WHAT ARE AGREEMENTS AND HOW ARE THEY FORMED?In order to have an agreement, at common law, there must be an offer, acceptance of that offer, and consideration passing between the parties. In addition, the material terms (i.e. the basics or substance) of the agreement must be discernible, preferably by means of documentation. Although these concepts may appear simple and straightforward, the law relating to them is voluminous and complex. Some brief comments are worthwhile.• Offer/acceptance: Both offer and acceptance should be in writing, but they need not be. The actions, conversations, and/or correspondence of the parties may constitute either or both of them. Notwithstanding, the local law or practice of a jurisdiction will impose some specific requirements for certain types of agreements. If these requirements are not met, the agreement may be unenforceable. For example, Ontario’s Mining Act requires transfers of unpatented mining claims to be evidenced in writing and recorded.1• Consideration: Consideration is usually thought of as being money, but it can be virtually anything, even “the premises” (i.e. the mutual covenants or promises contained in the agreement itself). In addition, if one party, relying upon the offer of another, does something to his detriment, then the doing of the act can be considered to be an acceptance of the offer and, under the legal concept of “detrimental reliance”, can also be consideration. Whether or not detrimental reliance exists will depend upon the circumstances of each case.2• Material terms: The requirement that the material terms of an agreement must be discernible does not mean that all of the terms of an agreement must be documented or even have been considered, just the basic or material ones. In addition, it will be up to a judge to decide what is material – not necessarily the parties. In order to establish the material terms, a Court may look at all relevant documentation and may hear oral evidence. It will resist “writing the agreement”"

This paper discusses the results of a Western European energy and materials systems engineering study that analyses the impact of greenhouse gas (GHG) emission reduction on the future of the steel and aluminum industry. he technology selection will be significantly affected by future CO2 policies. The avail- ability of C02 removal and storage technology and the social acceptance of this strategy for GHG emission reduction is of key importance for the strategy selection. The use of coal based smelting reduction technologies is optimal in case of weak C02 policies or in case of strong C02 policies and low CO2 removal and storage costs. The selection of CCF or Corex technology depends on the penalty regime. However, if C02 removal proves to be problematic, CCF development fails and strong C02 policies are introduced, the gas based DRI production processes will become more attractive. In both cases, the energy efficiency of the iron and steel industry will further increase in the next decades. The impact of GHG emission reduction on aluminum prices and aluminum use can be significant. However contrary to common notions the aluminum production will be positively affected by GHG emission reduction, notwithstanding the currently high emissions in aluminum production. A combination of emission mitigation in production and significant GHG emission reduction effects further down the product chain cause this effect. A significant potential exists for improved materials efficiency. This potential is generally neglected in energy efficiency and CO2 reduction studies. However improved steel qualities are of similar importance for C02 emission reduction as increased energy efficiency. It remains to see if this potential will be used to its full extent in the next decades. Model calculations indicate that the impact of C02 policies on the competition with other materials will be limited. Greenhouse gas emission mitigation will have much more impact on materials production and waste handling than on materials consumption.

In late 1994, EPA and OSM acknowledged that efforts by any one agency or by the many different agencies to remedy the water quality impacts of decades of contamination from abandoned coal mine lands in Appalachia would not be successful if their disjointed efforts were not unified and if the local watershed organizations were not included. The result of the collaboration between EPA and OSM was the creation of a statement of mutual intent which was a pledge by government agencies, watershed organizations, and the industry to restore watersheds degraded by acid mine drainage from abandoned coal. The presenter will describe the evolution of this pledge from a paper promise to on-the-ground remediation projects.

Mineralogical studies and concentration tests were conducted on samples from an oolitic iron deposit from the Peace River district in Alberta to determine what concentrate grades and metal recoveries could be obtained. The samples assayed 32 to 37 wt. % Fe, and consisted of goethite, nontronite, ferruginous opal, siderite , quartz, amorphous phosphate and illite . Flotation with fatty acids yielded the best over-all results. A flotation concentrate from a composite sample of the iron horizon assayed, by weight, 43.0% Fe, 12.3% SiO2 , 1.9% CaD, 0.9% MgO, 4.5% Al2O3 and 2.0% P2O5 and lost 17.2% on ignition, for an iron recovery of 48.8% and a silica rejection of 80%. When heated to drive off the water, the concentrate assayed 52 w t. % Fe and 14. 8% w t. % SiO2

The chromite deposits along the Stillwater complex in Stillwater and Sweetgrass Counties, Mont., have at various times been studied and reported on by the Federal Geological Survey, the Montana Bureau of Mines and Geology, other Government agencies, and private interests, Several of the deposits were explored to a mall extent by the owners during the World War of 1914-17, but no production resulted. The importance of these deposits and the urgent necessity of developing large domestic sources of chromite were realized shortly before the beginning of the recent World War. These deposits were therefore investigated and developed by Government agencies and., as a result, now afford the largest known reserves of chromium in the United States. In 1939, under the authority of the Strategic Minerals Act, the Bureau of Mines and the Geological Survey made preliminary investigations of these deposits. As a result, the Bureau of Mines conducted an extensive program of trenching, diamond core drilling, and sampling. This work was begun in August 1939 and continued to April 1943. The Bureau of Mines also performed numerous metallurgical tests on the beneficiation of the chromite ores and concentrates and for the production of chromium metal there from. Research continues as a means toward utilizing these ores.

This U.S. Bureau of Mines (USBM) research simplified an earlier hydrogen chloride (HCI) leach-sparge process developed by the USBM to recover reduction-grade alumina from domestic kaolin clay. Improvements were made by decreasing the initial leaching acid concentration from 25 to 20 pet, decreasing the leaching time from 1 to 2 h to 15 to 30 min, eliminating the solvent extraction step for Fe removal, and eliminating the step to recover the AI content of the bleedstream circuit. A 10-cycle bench-scale experiment of the simplified process showed that the ferric chloride (FeC13) concentration built up to 9.3 g/L in the recycle stream. This did not interfere with any of the unit operations or final alumina product purity because Fe forms stable soluble chloride complexes when sparged with HCI and is easily washed from the large aluminum chloride hexahydrate (ACH) crystals. The reduced leaching time and acid concentration did not decrease Al extraction.
