WITHIN a very few years magnesium has sprung from oblivion, from classification as a technically unknown, little appreciated, and expensive material to front-page importance in many fields of engineering. Bunsen may be considered the real founder of our present magnesium industry. In 1852; he prepared this metal by the electrolysis of fused magnesium chloride in a porcelain crucible. In the following years the electro¬lytic process became recognized as superior to chemical reduction methods and Germany became the world's chief producer, installing the first electrolytic magnesium plant in 1886. ' Thirty years later, national defense requirements, occasioned by the outbreak of the World War and the cutting off of imports, caused France, England, and the United States to begin production. Most of this magnesium was used for military purposes so the close of the war resulted in a large curtailment in production. A few companies, however, encouraged by the early success of the Germans and by the rapid developments taking place in aeronautics, and confident in the certain future and ultimate value of this metal, undertook extensive re¬searches in its production and utilization. The United States is being invaded... by foreign capital: marks, francs, pounds, yen, lire, riyals, you name it: On almost any given day the Wall Street Journal will contain a new report on a department store, newspaper, bank, hotel, agricultural land, supermarket chain, et a1 being bought into by overseas investment. Xenophobic reaction to this revised national condition has begun to set in. Several farming states have and are introducing legislation to monitor foreign land buying. In Congress a mandatory reporting requirement for foreign purchasing is currently under study. In a relatively short period the country has reverted from world leader- ship in overseas acquisition and involvement to become itself one of the prime investment opportunities in existence. Interestingly enough, one of the industries where this changed status has become most apparent and pronounced is within that small/regional/segmented/low value-to-weight bulk commodity enterprise ranked as the backbone of the nation's construction activity. U.S. cement making is not only undergoing internationalization in its ownership, but also in its product, equipment, and engineering expertise.

"INTRODUCTION Mine Ventilation has come a long way over the years. The main purpose of mine ventilation is to keep conditions in the mine safe for the worker so that the mine will be productive and profitable. Technological developments to the mine ventilation system itself and the development of mining techniques have helped improve the safety and productivity of the miners and the mine. Most of the developments to mine ventilation and to safety devices came as the result of serious mining disasters. Another effect of those mining disasters, especially in the late 19th century and after, was legislation to set specific safety standards for mines, especially in the underground coal mines. This paper will focus on the connection between mines disasters and the mine safety legislations promulgated because of those disasters. A BRIEF HISTORY OF MINE SAFETY LEGISLATION Mine legislation has a long history in the U.S. dating back well in the 1800’s. However, mine safety legislation is considerably newer. In 1891, the U.S. Congress passed the very first version of mine safety legislations setting up minimum safety standards. By today’s standards, the 1891 legislation was incredibly basic (7). It took a series of horrific mining disasters for Congress to take action a second time. In 1910, Congress established the Bureau of mines. The role of Bureau developed and changed over next 60 years. In 1995, Congress voted to disband it (27). Initially the Bureau was only charged with investigating and coming up with ways to reduce accidents in coal mines. It was not until 1941, when Congress formally allowed Bureau of Mines’ Inspectors into the mines. In 1947, the Congress enacted and adopted a set of federal safety regulations for the inspectors to follow (1). Finally, in 1952 Congress granted the Bureau of Mines the authority to inspect the mines and to issue citations and/or orders of withdrawals. This act was known as the 1952 Coal Act and the penalties were limited to civil penalties. It would take a couple more iterations of mine safety legislation for monetary and criminal penalties to be introduced (10). Up until 1966, mine safety legislation was directed primarily at underground coal mines and surface coal mines. Congress passed the Federal Metal and Nonmetallic Mine Safety Act of 1966, thus providing a set of standards for all mines to follow (1). The 1952 Coal Act was amended again to be the Federal Coal Mine Health and Safety Act of 1969. This amendment was the beginning of modern mine safety legislation (13). In 1973, Congress created what can be considered the first ‘version’ of the modern day MSHA (Mine Safety and Health Administration). The initial version was the Mining Enforcement and Safety Administrations or MESA. Congress created MESA to act as the enforcement agency, relieving the Bureau of Mines of that responsibility so they could focus on their initial purpose, the development of countries natural resources (14). As mining industry grew, mine safety and health became a greater concern and priority. More efforts were put in legislating the industry. The Federal Mine Safety and Health Act of 1977 provided the platform for today’s mine safety and health legislation. Under the Federal Mine Safety and Health Act of 1977, also known as the Mine Act, MSHA came into being (1)."

Red Dome Mine was a highly complex gold copper operation developed over a number of phases between mid-1986 to October 1997. With only three years of production ahead at any time, a proactive practical approach to mine closure was necessary. In 1989 the Domains Concept to life-of-mine planning and mine closure was created as a response to the proposed changes to legislation.The Domains Concept, a relatively simple idea developed to integrate mine closure during production at Red Dome, has been broadly adopted by both government agencies and industry in the intervening 20 year period. Over time the author has observed that the concept has been poorly applied, misunderstood and in some cases even misrepresented. As a consequence, the potential opportunities from applying the concept, including the optimisation and minimisation of life-of-mine costs, mitigation of long-term financial liability exposures and building credibility with the general community, have been missed.This paper examines the many benefits, advantages, applications and perceived barriers to developing and integrating a fully costed life-of-mine plan. Integrating the Domains Concept early in the project, within the operational budgeting, allows the production of a meaningful and useful document, representative of a whole life-of-mine, cradle to grave, with measurable rehabilitation and closure outcomes when the concept is used to full effect.The Domains Concept serves to optimise cost-effective, whole of mine, life cycle planning which provides beneficial outcomes for the community, significantly mitigates legacy issues and contributes to the attainment of compliance and sustainability principle objectives.CITATION:McCarthy, B E, 2014. The U.S. Bureau of Mines estimates the identified helium resources of the United States at 630 Bcf as of December 31, 1990. This includes 295 Bcf of demonstrated reserves, 87 Bcf of demonstrated marginal reserves, and 42 Bcf of demonstrated subeconomic resources. The identified resources include 161 Bcf of helium in inferred and marginal reserves and 45 Bcf in inferred subeconomic resources. The identified helium resources contained on Federal lands are approximately 170 Bcf, including 32 Bcf in underground storage in the Cliffside Gasfield near Amarillo, TX. In addition to the identified helium resources, undiscovered helium resources in the United States are estimated at a most likely volume of 103 Bcf, with a maximum volume of 259 Bcf and a minimum volume of 41 Bcf. Also reported are 43 Bcf of helium in nonconventional and low-helium-content natural gases. Current extraction of helium in the United States occurs mostly from natural gases produced from the Hugoton gas area in Kansas, Oklahoma, and Texas, and the Riley Ridge area in southwest Wyoming. Helium extracted from natural gas in the United States in 1990 was 2.5 Bef. If current trends continue, some shortfalls in helium supply may occur in about 5 to 10 years.

Ball Clay -- Four companies - H.C. Spinks Clay Co. Inc. (owned by Lhoist Group), Imerys Group (formerly Kentucky-Tennessee Clay Co.), Old Hickory Clay Co. and Unimin Corp. - mined ball clay in four states during 2010. Production, based on preliminary data, was 910 kt (1.11 million st) with an estimated value of $42.9 million. That was a 10-percent increase in tonnage from 831 kt (916 million st) with a value of $37.7 million that was produced in 2009. Tennessee was the leading producer state with 61 percent of domestic production. It was followed by Texas, Mississippi and Kentucky. About 70 percent of production was airfloat, 20 percent was crude and 10 percent was water-slurried.

Using non-hazardous industrial residues in mine waste remediation is beneficial not only for the mining industry where substantial amounts of the waste generated have potential to produce acid rock drainage and pollute the environment, but also the providing industry, minimizing the waste landfilled. In this study green liquor dregs (GLD), residue from 15 different paper mills were characterized to valorize it as a potential product as a cover material. In another part of the study, one of the GLDs and a local till were characterized to determine the optimal mixture of GLD amended till to be used in a field application at the closed Näsliden Mine in northern Sweden. The study concluded 10% GLD-amended till to be the optimal recipe and was successfully applied at the Näsliden mine waste dump. However, the great variability in the characteristics of GLD creates challenges if it is to be valorized as a product.

Public concern over possible degradation of groundwater resources has resulted in an array of Federal laws and corresponding state laws to regulate contaminates from solid and hazardous waste. A mine owner must be familiar with environmental regulations which could impact his operation and must know what precautions and corrective actions to take in order to protect his mining operation from potentially expensive remedial actions. The Environmental Protection Agency (EPA), has issued few regulations controlling the management of mining wastes. Federal regulation of mining came primarily under the Surface Mining Control and Reclamation Act (SMCRA) administered by the Office of Surface Mining (OSM). Waste generated from the extraction, benefication and processing of ores and minerals was exempt from regulation under the Resource Conservation and Recovery Act (RCRA), which is EPA's major instrument in controlling surface contaminates. On December 31, 1985, EPA submitted to Congress a report entitled "Wastes from the Extraction and Benefication of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale", which will be referred to, henceforth, as the Congressional Report. This Congressional Report assessed the possible adverse effects of mine associated wastes. This report is the first step toward developing regulations with which EPA can regulate waste from the extraction, benefication and process of mineral ores.

This report presents a U.S. Bureau of Mines study of the flow of arsenic-containing materials in the United States, based on the best data available in 1991, includes a consideration of arsenic as a byproduct of the processing of nonferrous metals, the fate of arsenic in manufacturing wastes, the quantity of arsenic used in products, tile fate of arsenic in dissipative uses, and the useful life of discarded products. Where possible, estimates are given of the amounts of arsenic lost from the materials flow. Arsenic byproduct of mining nonferrous metals. Historically, most U.S. production has been from the states of Montana, Washington, and Utah. The smelters in these states are believed to be the areas of the country where arsenic is most concentrated in the soil, tailings ponds, and waste dumps. Since the closure of the last domestic producer of arsenic in 1985, all arsenic has been derived from imported sources. Historically, arsenic was important in agricultural applications as an insecticide, herbicide, and cotton desiccant. As the environmental movement gained momentum and the toxicity of arsenic became better understood, most of the agricultural uses for arsenic were banned. Beginning about 1975, the use of arsenic as a wood preservative began to grow. After 1980, wood preservative uses became more important than agricultural applications. By 1990, 70% of the arsenic consumed in the United States was used by the wood preservative industry and 20% by the agricultural industry. The major source of domestic arsenic emissions in 1989 was from the U.S. copper processing indus¬try. About 7,800 mt/yr of arsenic was discarded in leach dumps, tailings, and slag. Another 800 mt/yr was liberated to the atmosphere and 1/100 mt/yr was exported in copper concentrates. On the consumption side, 9,200 mt/yr was lost, mostly from dissipative agricultural uses and the disposal of obsolete arsenical products.

Coeur d'Alene Mines Corporation (CDE) is a precious metals mining company. The company's three mining operations are located In Nevada and Idaho. Collectively, these mines (Rochester in Nevada, and the Galena and Coeur In Idaho) produced about 61,000 ounces of gold and more than 7.5 million ounces of silver in 1991. The company is currently planning the development of two major properties; the Fachinal gold-silver project in Chile and the Kensington gold project near Juneau, Alaska. Fachinal and Kensington hold encouraging potential to significantly expand CDE's gold production during this decade. The permitting process for these two distinctly contrasting environmental settings, project design requirements and regulatory/political circumstances provide the basis for a comparative analysis of licensing and permitting requirements, timeliness of the permitting process and costs in the U.S. and Chile.

This publication , covering the period from the close of armed con- flict to resumption of normal coal -research activities , includes a section never previously presented . There is included for the first time a discussion of the Bureau's activities in the Liquid Fuels and Lubricants and the Solid Fuels Subcommittees of the Technical Industrial Intelligence Committee . This report does not replace the more comprehensive ones prepared by individual authors and listed as footnote references in this publication . purpose is to bring to the reader a résume of the work for the fiscal year ended June 30 , 1946. The material presented herein is based largely upon publications , but the results of some research and testing, which would not otherwise be published in the near future, are presented in detail .

A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. Allen Overton, President The United Mine Workers of America Arnold R. Miller, President The National Independent Coal Operator's Association Cloyd D. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

The principal objective of this investigation was to conduct a thorough literature review on the status of project readiness mechanisms, tools, techniques, and frameworks for mining projects. The review aimed at identifying common readiness evaluation criteria as well as potential shortcomings that prevent the establishment of a generalizable project readiness index. The literature review included a general overview of capital project performances and the importance of project readiness assessments to improve project delivery success. The study then progressed towards literature involving mining projects and how this differs from infrastructure and industrial project assessments. The paper concludes by summarizing the current state of mining project readiness assessments, the unique and differentiating factors to be considered, and suggests recommendations towards the development of generalizable readiness assessment criteria for mining projects.

In 2014, Arrium completed an optimisation program on its magnetite concentrator, enabling a reduction in the overall cost base of producing concentrate through an increased ability to treat a wider range of ore types, previously considered waste. The development was the culmination of four years of work, conducted in house by Arrium’s mining development group. The overall intent of the plant design focused on improving the concentrator’s ability to treat a wider range of magnetite ore types. Metallurgical analysis of these feed ore groups outlined a need for more grinding power if production quality was to be maintained and throughput increased. As such, a tertiary grinding circuit was designed which, alongside the rectification of key operational bottlenecks, would allow the plant to continue to produce concentrate at the required specification and rate. The technology chosen for the tertiary grinding application was the XT IsaMillTM, which is known for efficient fine grinding when compared to conventional ball milling. The transfer sizes between the existing comminution circuits were coarsened, allowed for the treatment of different ores at the required rates. The optimisation project was successfully completed in February 2014 after a three month commissioning phase. Real economic growth for the year will most likely exceed the Administration's estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

"10.1. IntroductionAs discussed by Westland (1981), the six platinum-group elements (PGE) belong to the Group VIII transition metals, to which iron, nickel and cobalt also belong. The chemical similarity between these nine metals accounts for the fact that they tend to be concentrated together as a result of geological processes. These processes started to effect the distribution of these metals at the very beginning of the earth's history.The first line in Table 1 gives the concentration of nickel and certain other Group VIII transition metals in carbonaceous chondrites, those meteorites with a composition that is believed to reflect best the composition of our planetary system apart from hydrogen and helium. The second line is the estimated concentration of the same elements in the earth as a whole. It is seen that these two estimates are quite similar, the earth being perhaps 2 to 3 times richer in these particular metals than the planetary system as a whole. The reason for this is not fully understood, but it may be due to the earth being formed by the accumulation and capture of a greater proportion of iron (and therefore siderophile-rich) than stoney (and therefore siderophile-poor) planetesimals than the planetary system itself.The third line in Table 1 is the average composition of the crust of the earth. With the exception of iron, all of the Group VIII transition elements are rare in the crust, present at concentrations of It tOO to Itt ,000 of that of the bulk earth. This is because the outstanding chemical characteristic of this group of elements is their siderophile nature; that is, their tendency to alloy with metallic iron. Because of this, once the earth became molten very early in its life history, these elements dissolved in the molten iron present at this stage and were removed from the outer accessible parts as this dense liquid sank to the centre of the earth to form the core. Although iron was the main instrument of concentration of the Group VIII metals, its much greater over-all abundance and its ability to combine with oxygen more easily than the others in the group means that significant amounts still remain in the oxidized portions of the earth.The fact that most of the Group VIII metals are available to use in workable concentrations at all is that they are 5 to 30 times more concentrated in the earth's mantle than the crust, as shown in line 4 of Table I. There has been a constant, if slow, interchange of matter between the mantle and the overlying crust throughout most of the earth's history and, under certain circumstances, this interchange has given rise to economic concentrations of metals."

The Beverley uranium mine û now in production in the remote north of South Australia at1000 tonnes per annum û was established to meet a projected, but little-recognised shortfallin primary supply of uranium for the nuclear industry in the early part of the 21 st century. Inthe context of AustraliaÆs lack of bi-partisan support for uranium mining and the nuclearindustry, a four to five year window of opportunity existed from 1996 to establish the mine.During this period, Beverley achieved a number of firsts including: the first ISL mine inAustralia; the largest ISL mine in the world and the first to produce more than 500 tonnes ofuranium in its first year; the first to be established under a new Native Title regime in SouthAustralia; and the first to be established under a revised South Australian Mining Act.Beverley was brought into production against the background of: hostile opposition fromanti-nuclear activists; a suspicious and at-times hostile media; a regulatory and politicalcommunity that was unfamiliar with ISL mining; commercially unsophisticated Aboriginalgroups; an inexperienced engineering industry; and the vagaries of development in a remote,semi-arid location with neither population nor infrastructure. The lessons that can be learnedfrom Beverley showed that û like much in life û flexibility and timing are crucial.

If humanity is truly serious about reducing emissions of carbon dioxide into the atmosphere, today’s power plants burning fossil fuels will have to be replaced by power plants that do not emit CO₂. Unless carbon capture/sequestration becomes practical, the new power plants will be hydroelectric, wind, solar or nuclear installations. Hydroelectricity requires the appropriate geography. Solar installations can only deliver power as and when sunshine is available, and wind installations when the wind blows. Therefore, power from these sources will be intermittent, but the demand for electricity does not follow the patterns of sun and wind. That will require large-scale electricity storage and/or load following by the remaining power suppliers, increasingly so as the use of fossil fuelled power generation declines. Modern nuclear power plants are designed for demand following. However, operating at lower than design output has a negative impact on the economics of nuclear power plants because the overall cost of the electricity they generate is dominated by capital cost. Primary (blast furnace) iron smelting is responsible for a significant part of global CO₂ emissions because the reagent used is carbon. Were it available in sufficient quantity (and at a low enough cost), hydrogen could replace carbon in the manufacture of raw direct reduced iron (DRI), using technology such as modified HYL (Tenova Hyl, 2018) or Midrex (Ravenscroft, 2017). This paper examines a scenario in which, instead of demand following, nuclear power stations are operated at their design capacities and surplus power is used to generate hydrogen in off-peak periods. This hydrogen is then used to replace carbon in the manufacture of raw steel.
