The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

The Acid Drainage Technology Initiative (ADTI) was initiated in 1995 by federal agencies, the National Mining Association and the Interstate Mining Compact Commission to identify, evaluate and develop cost- effective and practical acid drainage technologies. In 1999 ADTI was expanded through the addition of the metal mining sector group, which began organization efforts in 1998. ADTI addresses drainage quality issues involving metal mining and related metallurgical operations and acid drainage from coal mines, for abandoned, active, and future mines. ADTI is a technology development program. It is not a regulatory or policy development program. The guiding principle of ADTI is to build a consensus among industry, federal and state regulatory agencies. ADTI is focusing these efforts on technology development and technology transfer in the areas of mine drainage sampling/monitoring, prediction, avoidance/remediation and modeling.

As part of an effort to establish processes that could be exploited in case of adverse changes in international chromium production and trading patterns, this study was sponsored by the Federal Emergency Management Agency (formerly the Federal Preparedness Agency) through the Bureau of Mines, to experimentally determine the feasibility of recovering chromium from critical scrap metals containing significant quantities of this element. Based on a conceptual pyrometallurgical chromium recovery flowsheet developed at Arthur D. Little, Inc., the experimental program described in this report demonstrated key process steps for the recovery of chromium as ferrochromium in a batch process. The process involves oxidation of chromium into a slag phase, subsequent separation of the slag phase from the remaining metal, followed by reduction of chromium from the slag phase to produce ferrochromium.

Dimensional stone processing has become an important part of the world extractive industry, and today?s total stone block yearly production is estimated to be around 134.000.000 tons and is still growing by an average yearly rate of approximately 20%. In future, the same production will become an important part of the mining industry and presently, in some countries it represents even the main mining output. New environmental regulations, together with landscape and nature conservation requirements, create a number of difficulties in setting up new open pit dimensional stone quarries. As a result, many dimensional stone producers have recently started to apply underground techniques in order to produce the ornamental stone blocks intended for further processing. Underground production of stone blocks requires special mining methods and so far it has not been a cost-effective excavation method for all types of rocks. Presently, this type of stone excavation is generally applied in sedimentary and marble deposits because the rock has small to no mineral quartz content. When starting a new underground dimensional stone mine, it is necessary to analyse the impact of all primary factors which are crucial to set up a technically and cost effective advanced underground dimensional stone mine. The role of physical and mechanical properties of the rock, geological conditions, mineralogical composition, micro-tectonic state of the site, rock mechanic conditions on the site, durability and saw ability of the stone are decisive factors in foreseeing the future methods of extraction. The laboratory research work as well as the field work, is very important in decision-making aimed to choose the future excavation method. Also of equal importance is the serious market research, because it renders the indication of selling price potential. Having obtained the results from both types of research, mining engineers can design the mining methods which optimize financial return to the mine. The practice approved by 15 years of testing in the underground limestone quarry of Kanfanar gives future producers very useful advice and general data to facilitate the process of exploration intended to establish new similar underground quarries.

That you may more easily draft your letter, we mention a few things in which your members could render a special service. Agencies and Sales Stations.-We desire immediately to establish several hundred thousand agencies and sales stations. It is as easy to sell a War Savings Stamp as it is in ordinary postage stamp, and we have launched a great drive to establish sales stations everywhere. The plan is simplicity itself! Your town, city, county or State Director can furnish you with supplies, posters and publicity matter. You can get the stamps from your post office or bank. Such stations should be at every pay window of manufacturing, industrial and mercantile establishments, and at every retail counter in the country. These stamps should be the easiest bought merchandise in the world, and when these agencies are established this end will have been accom-plished. Therefore, please lay extra pressure on the thought of immediately establishing these sales stations.

This technology has the potential to reduce energy consumption significantly while simultaneously increasing the life of the cells, which is currently limited by wear rate of the conventional carbon cathodes used throughout the worldIntroductionThe successful development of an aluminium wettable cathode technology affords the opportunity to the cell designer and smelter operator to fundamentally change the physical operating characteristics of the Hall-Heroult process. With this revolutionary capability in hand, published papers and patents have indicated that the technology may be exploited in a wide variety of ways to improve the economic performance of aluminium smelting process. "A mathematical formulation has been presented to describe heat and fluid flow phenomena in CVD operations. In the statement of the problem, which included consideration of plasma enhanced CVD systems, emphasis was placed on identifying the parameters which play a key role in determining the rate and the spatial uniformity of the deposition process. This was done both through the appropriate dimensionless groups and by presenting an extensive set of computed results. The main conclusions that may be drawn from this work are that the deposition rate will be inherently non-uniform for atmospheric CVD systems; this may be somewhat ameliorated by inclining the susceptor or changing the vessel contours. Operation at greatly redeced pressures and for PECVD systems will give a much more spatially uniform deposition rate.1. INTRODUCTIONIn recent years, there has been a growing interest in chemical vapor deposition techniques for the preparation of thin films for semiconductor, photovoltaic applications and for coatings in general, as evidenced by numerous journal articles and symposium proceedings devoted to this topic (1-6). An interesting variant of this technique is to perform the deposition in a plasma or glow discharge at low pressures because this technology obviates the need for the thermal decomposition of the precursor at the substrate surface and permits operation at greatly reduced temperatures (7-10).By far, the largest portion of the reported work dealing with both these aspects of the technology has been concerned with the characterization of the deposit, quite properly so. However, in more recent times it has been realized that the transport aspects of these processes are also deserving of attention because the understanding of heat flow, fluid flow and diffusional phenomena may provide the key to the solution of problems associated with obtaining uniform deposits and the proper scaling of laboratory measurements in order to design industrial CVD systems."

"The Niagara Tunnel Project (NTP) is a 10.1 km long water-diversion tunnel in Niagara Falls, Ontario, which was excavated by a 14.4 m diameter tunnel boring machine. The excavated rock types included limestone, sandstone, siltstone, shale and mudstone. Based on observations and measurements the overbreak was divided into four zones. Approximately half the tunnel length was excavated through the Queenston Formation, which locally is a shale to mudstone. Three of the four overbreak zones were within the Queenston. Zone 1 includes the formations above the Queenston Formation, Zones 2 and 4 are border regimes with little or no influence from St. Davids Buried Gorge and Zone 3 is the area influenced by the gorge. Zones 2 through 4 can be generally summarized as having overbreak as the result of stress induced spalling. Zone 2 marks the transition from slabbing at the Whirlpool contact in the stress shadow to spalling towards Zone 3. The behaviour of Zone 3 is interrupted from the typical high stress behaviour due to the presence of St. Davids Buried Gorge. As the tunnel passed from the gorge the high regional stresses induce spalling, which creates the typical notch shaped overbreak geometry of Zone 4.Three modelling approaches were used to back analyze the brittle failure process at the NTP: damage initiation and spalling limit, laminated anisotropy modelling, and ubiquitous joint approaches. Analyses were conducted for three tunnel chainages: 3+000, 3+250, and 3+500 m because the overbreak depth increased from 2 to 4 m. All approaches produced similar overbreak geometries to those measured. The laminated anisotropy modelling approach was able to produce overbreak depths and chord closures closest to those measured, using a joint normal to shear stiffness ratio between 1 and 2. The back analysis results were able to produce sets of stress and strength inputs for different sections of the tunnel at the transition from overbreak Zone 3 to 4. The back analysis procedure demonstrates the importance of including the anisotropic stiffness in the numerical modelling approach to correctly capture the overbreak geometry and deformations around underground excavations."

A method has been developed for the prediction of the performance of multi-stage grinding-cyclone classification circuits of any degree of complexity on any ore for a wide range of operating conditions. The method involves the simulation of the circuit on a digital computer by means of. mathematical models of the individual units. At present, to establish the characteristics of the ore and the machines in mathematical terms, it is necessary to know the performance of a simple system on the ore for one known feed rate and feed sizing analysis.Further work on the separate identification of the terms defining the characteristics of the ore and the machines may permit the method to be applied directly to the data derived from small scale tests on ores.INTRODUCTIONThe cost of preparing metalliferous ores for concentration processes by, grinding and classification frequently represents a major portion of the cost of treating such ores, and it is necessary both from an economic and a metallurgical point of view that grinding and classification circuits should be operated at their optimum efficiency. It will be realized that the processes carried out in all units in such circuits behave according to physical laws and, if a mathematical representation of the laws applying to each unit could be derived, optimization of the overall process for any given conditions of feed or product may not be difficult.The physical processes in both tumbling mills and hydraulic classifiers are extremely complex and do not appear at present to be amenable to a rigorous mathematical analysis. However, empirical mathematical models of grinding units which have been presented previously (Callcottand Lynch, 1963; Lynch and Moore, 1963) may be used to discuss the operation of the grinding units in multi-stage circuits. "The quality of continuous cast steel is greatly affected by fluid flow in the mold region, especially involving transient phenomena. Mathematical models are being applied to investigate many different aspects of these phenomena, but their accuracy must be validated before they can be applied with confidence. As part of a long-term effort to develop and apply comprehensive models of the continuous casting process, this work evaluates the relative accuracy of models of three different fluid flow phenomena in continuous casting through comparison with measurements.Firstly, transient flow simulations of velocities in the mold region are compared with digital particle image velocimetry (PIV) measurements in a single phase water model. Large-eddy simulations (LES) are found to reasonably match the flow measurements, including transient flow variations, except at long time scales, which could not be modeled owing to the excessive computation costs. The standard K-e model produced very good agreement with time-averaged velocities for relatively little computation time, although it is inaccurate at predicting the transient variations. Secondly, particle trajectory calculations are compared with water model measurements to study the distribution and flotation removal of inclusion particles. The LES model was able to match the measurements both qualitatively and quantitatively. Thirdly, steady, multi phase flow computations are compared with flow patterns observed in both a water model and an operating steel caster with argon gas injection. For the same conditions, the water model and steel caster produced very different flow behavior. The computational model was able to match the measured flow patterns in both cases.This work suggests that computational flow modeling has the potential to match real processes as well or better than water models, especially when complex related phenomena such as particle motion and multiphase flow are involved. Much work is still needed to further improve the models and to apply them in parametric studies."

INTRODUCTION The history of coal mining the Ostrava Region of the Czech Republic goes back nearly 250 years. Both coking coal for steelmaking and thermal coal for the production of energy are mined here; however, it was the coking capabilities that subsequently turned the region into a major steel-producing area in the early 1800?s, something that continues to this day. Ostrava lies in the northeast corner of the Czech Republic, near the southern border of Poland, and falls within the Upper Silesian Coal Basin. The region contains over 400 seams of coal of which about 150 have been mined over its history and continue to be mined. Eighty percent of the Upper Silesian coalfieldlies in Poland and is presently mined by about 35 coal mines; the remaining 20% falls in the Czech Republic, which presently has four mines operated by OKD, a.s., a subsidiary of Amsterdam-based New World Resources. Traditionally, all the mines in this region have employed the longwall method of mining, of which subsidence is an unavoidable consequence. In fact, due to the long history of longwall mining here, there are areas where the overall subsidence has exceeded 37 meters (121 feet). The region is fairly densely populated with residences and industry, and a considerable amount of coal lies under some of these areas where subsidence is not allowed or has to be minimized. It is this reason that has driven OKD to consider alternate methods of mining that will not create subsidence. The decision was made to consider the room and pillar method of mining in order to leave stable pillars of coal to support the surface. After considering several locations, OKD chose the shaft safety pillar at the CSM mine as a test mining location. To say the least, this is a very challenging location in which to conduct a test. As with the entire region, there are many faults from tectonic activity, the seams are pitching at 12 to 20 degrees, the area is affected by high horizontal stress, and the depth of 750 to 900 meters is perhaps the deepest room and pillar coal mining ever attempted.

HOWARD N. EAVENSON, acting for the last time as president of the Institute, presided at the annual business meeting on Tuesday afternoon at 4 o'clock. He spoke briefly of his visits with Local Sections last fall, and read a scholarly address on "Mineral Fuels and Civilization," scheduled for early publication in these columns. Karl Eilers presented the Treasurer's report, showing last year's income to be $134,967.44, compared with expenses of $133.266.51. Comparable figures for 1933 were $121,689.90 and $115,462.60. The Institute's peak income was in 1923 about $208,000. Newell G. Alford read the report of the Membership Committee showing 750 new members elected and placed on the rolls in 1934, compared with 328 in 1933. Losses by resignation last year were 81, compared with 262 in 1933; and 691 were suspended for non-payment of dues, compared with 747 the year before. Total membership, including 579 Student Associates, was 7742 at the end of 1934. Applications for membership have been coming in freely the last few months.

The Mount Bourbeau Lac Berrigan area is located just to the north of the Town of Chibougamau. The axial trace of the Chibougamau syncline borders the northern part of both areas. The area contains Archean rocks of the Roy Group, intruded by the Cummings Complex and the Line Lake tonalite stock. Proterozoic sedimentary rocks occur in a series of outliers. Various Cu, Zn, Pb, Ag, Au and Mo showings are dispersed over the area in a wide range of time and space. Pre-Kenoran (stratiform and stringer) showings related to volcanic activity may be distinguished as well as the syn-or post-Kenoran (vein) types whose nature is imprecisely known. In this area, the stratiform showings occur in the Gilman and Blondeau Formations, whereas the vein type showings occur for the most part in fractures or breccias within or along the contacts of the various sills of the Cummings Complex. Mount Bourbeau is distinguished by the greatest variety of showings as well as the proximal volcanic facies of the Blondeau Formation. A volcanic centre is presumed to lie a short distance north or east of the locality. Locally, the Line Lake stock contains significant silver, molybdenum and gold mineralization. Its role as a metal reservoir, a source of heat for the circulation of hydrothermal fluids and its control of the local tectonic style remains to be determined.

"Respirable dust in underground coal mines has long been associated with lung diseases, and regular dust sampling is required for assessing occupational exposures. At present, respirable dust concentration and crystalline silica content are commonly determined, but considering recent and yet unexplained increases in the incidence of lung disease amongst miners in specific geographic regions, more information about specific dust characteristics is urgently needed. While particle-level dust analysis is ideal, it is impractical for large numbers of dust samples because it is both time and cost intensive. Thermogravimetric analysis (TGA), however, is an alternative option, which offers the ability to determine the total coal to mineral mass ratio in a dust sample – analogous to proximate analysis of bulk coal samples for determining ash content. Here, preliminary development of a TGA method for this purpose is presented. The method is being developed to evaluate dust collected on mixed cellulose ester (MCE) filters using approved permissible sampling equipment. INTRODUCTION Based on the particle size, airborne mine dust can be classified in three categories: inhalable dust (< 100 µm in size), thoracic dust (< 25 µm in size), and respirable dust (< 5 µm in size) (Ramani et al., 2003). The World Health Organization (WHO, 1999) defines inhalable dust particles as those which can be breathed into the nose and mouth, and thoracic dust particles as those which can penetrate airways of the head and enter the airways of the lung. On the other hand, respirable dust particles can penetrate beyond the terminal bronchioles into the gas-exchange regions (alveoli) of the lungs (WHO, 1999). Hlavay (1992) reported that the seriousness of the damage in the lungs and respiratory tract is based on amount of dust remaining in these organs, and the amount of dust depends on the extent of dust exposure, the size distribution of the dust particles, and the capability of the body for dust elimination. Inhalation of respirable coal dust by miners can cause a disabling and potentially fatal lung disease which is called coal worker’s pneumoconiosis (CWP). Silicosis is another fatal lung disease caused by inhalation of respirable silica dust. In CWP and silicosis, dust particles deposit in the lungs, damage the lung tissue, and ultimately cause scarring which cannot be reversed (Colinet, 2010). While overall incidence occupation-related lung disease amongst coal miners in the US has been declining for over 40 years, it appears that there has been a recent increase in specific locations in Central Appalachia (CDC, 2006; Pollock et al. 2010; Suarthana et al., 2011). Although this trend is yet unexplained, one theory is that particular dust characteristics in these locations may be a factor (Hassan and Lau; Page & Oraniscak 2002). For example, several studies have indicated that different coals may generate different amounts of respirable dust (e.g., see Page, 1993 and Litton and Page, 1994), and the surrounding geology may also play a role in terms of the types of dust particles generated. Although respirable dust concentration and crystalline silica content are commonly determined as part of regulatory compliance sampling, more information about specific dust characteristics (e.g., size, shape and composition) is urgently needed."

WHEN the need for war work was ended, the late Mrs. Sidney J. Jennings felt that the members of the Woman&apos;s Auxiliary, who had worked together so successfully, would profit by having a common permanent aim through scholarship work, financed by annual contributions from the Sections. Under her leadership the Sections responded generously and the educational fund was started. Mrs. Jennings became the first chairman of the executive committee and so remained until her death. It was planned to begin with an award of $500 each year, and to pot aside 25 per cent of all moneys re¬ceived from the Sections to establish an endowed fund. In 1921 the first scholarship of a value of $500 per annum was granted, and an award of the same value has been made regularly every year since. It is called the Subscription Scholarship. The 25 per cent, which is set aside each year and carefully invested, is called the Engineering Education Endowment Fund. Three years ago this fund began to yield around $300 annually and this income has been used each year since to finance a scholarship under that name.

Schytill and Geldart diagrams were developed for the TiO2-C-Cl2 system at 1 073 and 1 273 K, so as to define the hypothetical relations between particle sizes and chlorine velocity for simultaneous fluidisation of mixtures of anatase concentrate and charcoal for carbochlorination. It was concluded that the operating limits on chlorine gas velocity will be controlled by the behaviour of the reducing agent, mainly because of its lower density. An increase in temperature from 1 073 to 1 273 K will have only a small influence on the fluid-dynamic behaviour of the mixture. For bubble fluidisation, the maximum sizes 0.413-0.478 mm for anatase and 0.529-0.611 mm for charcoal will be adequate. When the particle size distribution is large, fluidisation will be feasible only if conducted in two stages, otherwise the residence time of the small particles in the reactor will be very short. New diagrams will be needed for the gaseous chlorides in the second stage

DELEGATES from 26 Local Sections and- Divisions of the Institute had three stimulating sessions during the Annual Meeting, a few topics still remaining to be discussed after the two Monday sessions.. The final session was held on Thursday morning. An abstract of the discussion will be transmitted to each delegate present. The topics included: Student relations. Section operation, membership, employment, MINING AND METALLURGY, a new nonmetallic minerals Division. licensing of engineers, and increased allotments of money to Local Sections. Some of the Sections felt that the present limit of $250 allotted to them - from the national treasury was insufficient to carry on their activities, and that this maximum should he increased. A resolution to this effect was passed for transmission to the Board of Directors.
