The Ekati Diamond MineÖ is CanadaÆs first diamond mine and is located 300 kilometres northeast of Yellowknife in the Northwest Territories. The development of the mine supports sustainable development through the integration of environmental, economic and social considerations with the broad aim of minimising environmental impacts while maximising opportunities and benefits to northern residents and northern businesses. The environmental assessment and regulatory processes for the Ekati Diamond MineÖ were the most extensive seen in the NWT to that date; in Canada only uranium mines receive more attention. In addition to the regulatory requirements, an Environmental Agreement was negotiated with the Governments of Canada and the Northwest Territories to address environmental concerns not covered by existing legislation and regulation. Under the agreement an Independent Environmental Monitoring Agency was set up to oversee the regulatory process and implementation of the Environmental Agreement. Environmental stewardship is implemented through an Operational Environmental Management Plan, part of which includes effects monitoring programs for wildlife and aquatics where available traditional ecological and scientific knowledge are integrated to broaden our understanding of the tundra environment. A Socio-economic Agreement was concluded with the Government of the Northwest Territories to maximise employment and business benefits to the north. Voluntary and confidential Impact Benefits Agreements (IBAs) were also negotiated with four Aboriginal groups who use the area where the mine is located. The intention of the IBAs is to foster development initiatives and a partnership thereby helping to insure that benefits from the project flowed to the Aboriginal groups despite a lack of settled land claims in the region. All these were completed before commercial production in October 1998. Employment targets of 62 per cent residents of the Northwest Territories and 31 per cent Northern Aboriginal have consistently been met thereby ensuring benefits flow to residents of the Northwest Territories. In 2000, $316 million was spent to support operations at the Ekati Diamond MineÖ. Of this, 82.2 per cent of total spending and 26.6 per cent total northern spending was northern and northern Aboriginal businesses, respectively. The environmental and socio-economic monitoring results are reported annually to the responsible government agencies and potentially affected Aboriginal groups. The Directory is funded by the U.S. Bureau of Mines and includes a sampling of computer usage in operating and manufacturing companies, consulting firms, computer companies, research organizations, universities, and various U.S. government agencies. General references to computer applications throughout the mining industry are discussed as well as the availability of programs to interested organizations or individuals.

A recently discovered high temperature (22G-2800°C) reaction between glycerol and the oxides and hydrous oxides of iron produces a green, well-crystalline complex glycerato-iron, whereas hydrous nickel oxides an) reduced by the glycerol to metallic nickel. When nickel isomorphously substitutes for iron within the goethite lattice this high temperature glyceration allows a separation of the two metals whereby the nickel can be extracted by solution techniques.

The purpose of the initial research performed under this contract was to determine the margins of safety in explosion-proof (XP) enclosures, which were designed and certified according to the current schedule (Schedule 2G). Results from this work provide baseline data on the current schedule, from which a new schedule can be formulated to give equal or greater levels of safety. Results and discoveries in the initial work led to an expansion of the contract to cover, additionally, weld quality in enclosure fabrication, reliability of enclosures with windows and lenses, and performance tests for enclosure qualification. Finite element calculations and hydrostatic tests revealed wide variations in the margins of safety in the enclosures studied; however, only one enclosure had a safety factor which was less than one. Results from a weld quality survey led to the recommendation of AWS Welding Standard D14.4 for the fabrication of XP enclosures. Based on other work, accelerated aging tests were recommended for qualifying plastics and adhesives that are used in some enclosures, and a Structural Performance Test was developed to test enclosure strength for a minimum static pressure of 150 psig.

Augered, cast-in-place piles (ACIP) have become a very common foundation type in Atlanta and the Southern Piedmont Province as well as much of the United States in the past 20 years. Prior to the introduction of ACIP foundations in Atlanta, the most common deep foundation type was Raymond piles. Raymond piles are basically a driven, thin-walled step-tapered steel pile filled with concrete. Drilled piers were also relatively common and continue to be used, particularly in shallow bedrock or high column load situations. Driven piles, including pipes, H-sections, and timber piles were previously common with working loads typically in the 30 to 50-ton range. Initially, ACIP foundations had similar allowable capacities, however, over time improvements in installation techniques and equipment have resulted in an increase in allowable ACIP capacities. Correspondingly, they have become a more cost-effective and trusted foundation for geotechnical and structural engineers. Over the next several decades many other deep foundation alternatives began to lose popularity. ACIP are one of the predominant deep foundations in Atlanta and the Southern Piedmont today. Although ACIP foundations have widespread popularity in the private sector, they have not been readily accepted currently by government transportation agencies. ACIP may be used by some of the smaller municipalities, but to the author's knowledge, have not been used with regularity by larger, state agencies.

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand. At Copper Refineries Pty. Ltd., Townsville, two reverberatory furnaces of 420 tonnes capacity are used to melt 210000 tonnes/year of copper for subsequent anode casting. When the refinery commenced production in1959, these furnaces were of 300 tonnes capacity. The original furnaces featured a silica brick hearth, magnesite and chrome magnesite side 'walls, and a sprung silica brick roof, but were unsatisfactory because of thelow refractory life and high costs. With continuous expansion in production and the incentive to increase furnace life and capacity the design of these furnaces has changed greatly since that time.The present furnaces feature all basic brick, a flat suspended basic brick roof, very extensive use of watercooled copper sections, and are of substantially increased (420 tonnes) capacity. Particular attention has been concentrated on high wear areas such as the taphole, side walls, and charging door jambs. Each furnace in its 24 h cycle, is charged, the copper melted, impurities skimmed off, metal "poled" prior to casting, and cast.The service condition during each of these operations is important in considering furnace refractory life.The improvements in operating practices and furnace 'construction which enabled the capacity of the furnaces to be increased are discussed. The life between major repairs to side walls has increased from 90 charges to300 charges.The scope for future improvement is considered and areas for development are suggested.

"Historically, mineral processors have used inferential data like plant instrumentation, assays, and grind sizes to monitor the performance of their plants. The ability to monitor the minerals themselves on a daily basis has eluded all but the very largest and richest of operations. The advent of a new generation of compact, robust, and user-friendly SEM-based automated mineralogy systems looks set to accomplish this, aiming to bring daily mineral monitoring of plant performance within the reach of all mills from mid-size upwards. This paper describes the use of this machine at Greens Creek Mine, a 2.5 ktpd Ag-Au-Pb-Zn operation with a complex flotation flowsheet. During the trial, the machine provided turnaround from sample collection to reporting averaging 24-36 h for key daily samples. All equipment was located within the compact mill, and proved highly reliable despite the challenging environment. Turnaround time was fast enough for metallurgists to understand, and, where possible, respond to ore and process changes while they were still happening. The plethora of data generated was filtered to a simple report whereby mill management could quickly absorb key daily mineral-based performance indicators. This paper will describe how the data was used to understand the key drivers behind metallurgical efficiency at Greens Creek, and how metallurgists began using the information to enhance daily mill performance."

Engineers are frequently faced with the problem of having to predict oil recovery from a solution gas drive reservoir in the early life of a field. This is often the time when actual laboratory or field-derived gas-oil permeability (kg/k0) data are not yet available. Although excellent collections of k0/k0 data for various types of rocks may be found in the literature,1,2,3 a need exists for a more detailed correlation of k0/k0 data with core properties such as porosity, permeability, clay content or pore-size distribution. It is the purpose of this article to present this type of correlation for sandstone material. The correlation is based on laboratory tests performed on over 300 core samples from 19 reservoirs in the United States and Canada. EXPERIMENTAL Cores were analyzed by routine procedures, using samples of conventional size (7/8-in. diameter, 7/8-in long) cut parallel to the bedding planes. Air permeability was measured at 1.67 atm mean pressure in a Hassler-type apparatus. Porosity was determined with the aid of a Ruska bulk volume meter and a Boyle's Law rock volume meter, An evaporation method' was used to evaluate irreducible water saturations. Core samples were saturated with 25,000 ppm NaCl brine. The brine was reduced to the irreducible saturation, and the remainder of the pore space was filled with kerosene. This was followed by multiphase flow tests using the so-called "dispersed feed" technique.5 n this technique, gas and oil (kerosene and kerosene-saturated air) were dispersed with the aid of a porous Alun-durn feed head, the face of which contained a waffle-shaped system of Lucite-lined grooves. Oil entered the back side of the feed head and emerged at the raised areas of the front face. Gas was introduced directly into the system of grooves at the front face. The gas-oil mixture then entered the test core which was kept in capillary contact with the feed head. Permeabilities were determined from rate and pressure measurements and saturations from weights. All determinations were performed at equilibrium or steady-state conditions. Pore-size distributions were determined on selected samples by a mercury injection technique.6 GENERAL CORRELATIVE TRENDS When examining data from a given reservoir, it was noted that k0/k0 vs saturation curves became generally less steep as specific air permeability increased, a development that has a favorable effect on oil displacement efficiency by solution gas drive. This trend has also been reported by others in the literature.' An effect of porosity on k0/k0 data was also noted. This effect was not generally discernible in a study of relative permeability data for a given reservoir but became apparent when data for sandstone reservoirs of similar lithology but differing average porosity were compared. For instance, in a comparison of argillaceous and/or calcareous sandstones from 11 reservoirs ranging in average porosities from 14 to 28 per cent, a definite trend was noted, indicating that for a given permeability k0/k0 curves became less favorable (i.e., steeper) as porosity increased. A similar trend was observed for a group of comparatively clean sandstones from five reservoirs ranging in average porosities from 15 to 21 per cent. For a given permeability and porosity, comparatively clean sandstones gave more favorable k0/k0 curves than argillaceous and/or calcareous sandstone or chert reservoirs. The laboratory studies also showed that least favorable k0/k0 curves were exhibited by shaly sandstone, conglomerate, and sandstone containing carbon inclusions. It has been observed that the productivity of ferromanganese furnaces, and the stability of metal and slag compositions, vary considerably according to the type of coke used as reductant. However, the desired properties of coke for optimum furnace performance are not well understood. In this investigation, the behaviour of four cokes, which exhibited a wide range of performance in ferromanganese production, was investigated by means of laboratory simulations of reducing conditions in the furnace. The Stationary Charge in Controlled Environment (SCICE) technique was used to simulate the conditions in the furnace shaft. Batches of raw materials, mixed in the same proportions as used in practice, were heated at fixed rates to 900, 1100 and 1300°C then cooled. The mass loss was used as a measure of the degree of reduction. Conditions in the lower part of the furnace were simulated by means of melt-reduction experiments in which lumps of coke were drilled out to form crucibles in which enriched ferromanganese slags were reduced at 1500 and 1550°C then cooled. An examination of the raw materials and the cooled, reacted charges using a variety of analytical and characterization techniques enabled the sequence of reaction and changes in morphology of the raw materials to be followed. This enabled an understanding of the behaviour of the cokes during reduction to be developed, which was then used to explain the observed performance of the cokes in practice. By relating the observed behaviour of the cokes in the laboratory tests to measurable properties of the unreacted cokes and to their observed performance in practice, it was shown that to achieve high productivity and good furnace performance, cokes should be selected to have moderately high reactivity towards CO2 (Boudouard reactivity) relative to conventional iron blast furnace cokes.

A coal mine impoundment failure has the potential to be environmentally devastating and life-threatening. It is well documented that after seismic events slope failures in impoundments can occur. It has been concluded that often the main driven factor of the failure is the increase in excess pore pressure due to ground vibration. A small amount of research has been done regarding the stability of coal mine impoundments under natural seismic events; however no research has been done considering vibrations from mine blasts. If it is taken into account that current environmental restrictions oblige to increase the capacity of coal mine impoundments, thus increasing the hazard of such structures, it is necessary to evaluate the effects of near-by mine blasting on the stability of the coal mine impoundments in order to mitigate and control the potential of slope failures. To study the behavior of excess pore pressure under blasting conditions, scaled simulations of production blasting events were set up inside of a controlled sand tank. The research was divided in two stages. The first one was done, using dry conditions, while in the second part, the same set of tests were performed under saturated conditions. This document shows the partial results for stage one (dry conditions). For the tests, explosive charges were set off within the sand tank at various distances to simulate different blasting distances. Information was collected from geophones, accelerometers, microphones and high speed video camera for dry and saturated scenarios and additionally from piezometers under saturated conditions to assess the behavior of the material under blasting conditions.

This paper describes a method for estimating the density distribution in the soil cap as a function of distance from its top at the time of impact with the target. It provides an estimate of the density distribution in the soil on the center line of the soil cap at the time of target impact for a single depth of burial of the charge and two heights of target and shows that, for the heights of target and the depth of burial considered, the thickness of the soil cap first increases from the in situ value and then decreases. The distribution of soil density along the centerline of the soil cap changes significantly with distance from its original position. These results can be used for validating hydro-code computations and the soil models used in the computations.

The Spokane Research Laboratory of the National Institute for Occupational Safety and Health has demonstrated a prototype hydrogen-fueled mining vehicle as an alternative to diesel equipment in underground mines. Safety and control systems were added to allow a 70-kW rubber-tired hydrogen vehicle, originally developed by the U. S. Bureau of Mines and Hydrogen Consultants, Inc. (now Hydrogen Components, Inc., of Littleton, CO), to be tested. This work began in late 2000 and culminated with a Mine Safety and Health Administration fire safety review and field tests at the Stillwater Mine in Nye, MT, in 2004.

It is a vital aspect of mineral production and conditions must be predicted over a long time frame in all aspects of the industry from exploration to plant construction. Although many government agencies as well as private industry make forecasts, there are insufficent "make good" analyses performed. The performance of more such studies could sharpen forecasting ability.

This paper introduces the development and application of a new cable anchor - Cable-Lok for pre-stressed cable bolting in mines. Cable-Lok is a spring-loaded cable anchor suitable for the drill hole diameter of 50 and 65 mm (2" and 2.5") in medium soft rock to hard rocks. The cable anchor is automatically set on installation and the cable can be tensioned immediately to provide active and primary support throughout its length. Post-grouting can be conducted independently. In comparison with the conventional cable bolting, Cable-Lok anchor will greatly speed-up the cable bolting circle and decreases the cost of cable bolting. Cable bolting anchored with Cable-Lok anchor has wide application in mines, e.g. pre-stressed cable bolting in large span drifts and intersections for permanent rock support, or in hanging walls or stopes for temporary support, or cable lace anchoring etc. This paper introduces the principle of pre-stressed cable bolting and the specifications of the Cable-Lok anchor, presented the testing results in laboratory and the application cases in mines.

The removal of sulfur from steel has been studied by many investigators, but the quantitative relationships between the factors involved have not been determined. This is undoubtedly due to the number of variables encountered in practice, an attempt to study any one reaction or relation being affected by other reactions the relative importance of which cannot be estimated. The factors that affect the extent of removal of sulfur in the basic open-hearth process are generally considered to be: 1. Basicity of the slag: (a) Iron oxides in the slag; (b) carbon in the metal or carbide in the slag; (c) temperature. These factors affect the reactions: FeS + CaO = CaS + FeO FeS + CaO + C = CaS + CO + Fe. 2. Amount of sulfur in the gas. 3. Amount of manganese in the metal. The factors which affect the rate of removal of sulfur include, in addition to these: 4. Fluidity of the slag: (a) Normal changes in fluidity with temperature; (b) changes in fluidity because of the addition of special reagents such as fluorspar. 5. Agitation of the bath. Within the past two years, two papers have been presented dealing with the influence of sulfur in the gas on slag and metal. An innovative approach in designing the haulage systems for underground coal mines is discussed in this paper. The haulage systems are formed by serially connected components. Therefore an economic and efficient design of the entire system is necessary. The computer model that uses a heuristic algorithm solves this design problem globally in a single run. It is a probabilistic model because it considers the probabilistic aspects of face operations. It is versatile because it can accommodate any type of mining and belt conveyor network configuration. The hoisting section can be used to design drum or friction hoisting systems for single or multiple level operations. These systems can have two skips in balance or a skip and a counterweight in balance. The model also has the option to internally determine the capacity of bunker(s) and shaft-bottom bin. The objective is to minimize the expected cost per ton of coal hauled from the coal faces to the surface. At the end of the paper is an example that illustrated the capabilities of the model.

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

The Tasman Orogenic Zone is regarded as a single metallogenic province (the Tasman Province) with four SUb-provinces corresponding with its major tectonic components: the Lachlan, New England, Hodgkinson.and North Queensland orogenic provinces. Within the Tasman Province there are four main ore-rock associations.These are1. manganese and iron with sedimentary and basic volcanic rocks,2. zinc-lead-copper and copper with intermediate-acid volcanic sequences,3. minor chromium, platinum, and osmiridium with ultramafic complexes, and4. tin, wolfram, gold, and copper with syn- and posttectonic granitic intrusions.Whereas the ores of ultramafic and volcanic associations form geographically-restricted metallogenic districts, the ubiquitous granitic ores may be subdivided into twenty-one districts that cover almost the entireOrogenic Zone. The Tasman Province is notably lacking in uranium ores and Mississippi Valley-type deposits.There is a distinct tendency for ores of each association to be progressively younger to the east and north, thus paralleling the progressive growth and stabilization of the Zone. Similar ore-rock associations are present in repeated phases of mineralization from the Cambrian to the Permian-Triassic, reflecting the essential homogeneity of the Tasman Province, and the similarity of the successive tectonic cycles.

Static dissolution of CaO into a CaO-SiO2-Al2O3slag and slags with additional fluxing agents (fluorspar, nepheline syenite and ilmenite) was studied. The slag was packed into dense CaO crucibles and heated to 1500ºC /1600ºC. After reaction, the crucible was air cooled and cross-sectioned. The development of the Ca2SiO4 phase and concentration profiles of various cations across the reaction zone were examined by Electron Probe Micro Analysis. At 1500ºC, a Ca2SiO4layer was found to form at the CaO/slag interface. No such layer was evident at 1600ºC. Ilmenite and nepheline syenite were found to be effective substitutes for fluorspar, increasing the rate of CaO dissolution.
