The investigation of major and minor coal-mine disasters has been a routine function of the Bureau of Mines since its inception in 1910, and the facts obtained during such investigations have been used as a basis for determining the precautions that the managements and employees of many mines are observing to forestall similar occurrences. The Bureau has conducted research on roof-control and other mine problems, but a comprehensive study of other fatal accidents was not attempted until February 10, 1950, when the policy of investigating all coal-mine fatalities in the United States was approved by Bureau of Mines Director James Boyd. The investigations are being conducted by Federal coal mine inspectors functioning under the provisions of the Coal Mine Inspection and Investigation Act of May, 1941, Public Law 49; and reports covering the investigations are distributed to management, the State mine-inspection agency, and representatives of the mine workers' organization have jurisdiction at the mine.

Charleston Water System?s Daniel Island Extension Tunnel, initially thought to be the simplest of the four replacement tunnels to design and build, became the most challenging after the discovery of an unexpected 30-ft thick lens of sand in the normally consistent Cooper Marl while sinking a shaft on Daniel Island. This paper will explore the challenges involved with determining the extent of the unforeseen lens of sand, the accelerated boring program, and the redesign of the vertical alignment?keeping the alignment between the sand layer and the bottom of the Cooper River. It will describe how the challenges were overcome, and how the Owner, Engineer, and Contractor were able to team together to achieve the desired results.

TRANSVERSE rupture tests have been commonly used in mechanical investigations of brittle materials. The specimens are simple, easy to prepare, and loading presents no difficulty. Owing to the complexity of stress distribution in bending1 one can determine stresses rigorously only for the elastic range. The bend-test results, however, are at times converted into tensile-strength data, determined as maximum fiber stress. The assumption is made that for small plastic deformations the linear stress-strain relation applies. This problem was experimentally investigated by Bach3 who tested cast iron in bending and in tension and found that the maximum fiber strength obtained in bending exceeded the experimental tensile strength by a factor depending on the geometry of the tested piece. The factor varied from 1.57 for a rectangular cross section to 2.12 for a circular cross section of the tested beam. Since this work was carried out 60 years ago, the cast iron used could be expected to have been highly brittle, thus the extent of plastic deformation prior to fracture very small. We have therefore carried out a number of tests on magnesium-modified cast iron with an average elongation of -5 pct. It was hoped that the data obtained from the tests would serve as a guideline for comparing data obtained in tension and bending for brittle materials. Mechanical properties were measured at room temperature on an Instron tensile machine at a crosshead speed of 0.05 in. per min. The three-point bend test employed cylindrical bars 0.20 in. in diameter with a 1.0-in. span. For the tensile test, cylindrical tensile specimens with a gage length of 0.85 in. and a diameter of 0.160 in. were used. Results are summarized in Table I. Significant deposits (> 4,000 ha) of heavy mineral sands were discovered in the USA Coastal Plain of Virginia and North Carolina in 1989. The majority of these lands support highly productive row crop agriculture, and the development of restoration protocols that would return these lands to agricultural use was deemed to be critical to the long term sustainability of mining operations. Virginia Tech worked closely with all stakeholders to develop appropriate restoration protocols and to coordinate their implementation. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc., and restoration protocols have continued to evolve in response to a variety of economic, technical, and social issues. Approximately 750 ha of land are in various phases of backfilling and final reclamation. Return of these lands to agricultural row-crop production has been complicated by lateral variability in mine soil physical conditions, excessive compaction, and limited topsoil return. However, within the past two years, a series of tailings deposition and soil reconstruction practices have been developed and implemented that significantly improve post-mining soil productivity. Deep ripping and appropriate use of organic soil amendments have been particularly effective at restoring post-mining soil productivity.

During the last two decades many research projects were conducted to study the load requirements for the powered supported longwall faces (1-6). Significant results had been achieved by these researches. Most of the previous studies were rarely designed to understand the mechanisms of interaction between the supports and the surrounding rock, or to correlate the stress conditions around longwall faces to the mining operations both in time and space. In case of the shield supported faces, the roof-to-floor convergence is very difficult to measure due to the high percentage of roof coverage. The external load on the supports can not be determined from the leg pressure data alone due to the existence of the lemniscate links. Therefore, there is a real need in that a simple engineering method be developed to monitor the variations of roof load on the shield supports, the roof-to-floor convergence and the roof stress restoration in the gob area as the mining proceeds. Only with the results of these measurements, a further understanding about the mechanisms of interaction between the supports and the surrounding rock can be achieved and a criterion of designing or selecting the optimum mechanical parameters of the shield supports can finally be developed.

It is known that the stress state inside rock discs under Brazilian tests is neither simple compression nor tension, but a complex combination of both stress types, as well as for a beam subjected to bending, where compressive and tensile stresses are separated by the neutral axis. In this study, AE generation was obtained on pure white marbles from south Portugal that were submitted to both Brazilian and bending tests. Main questions to be answered were: (1) Does Kaiser effect exist in tests which create complex distributions of tension and compression? (2) Are there any meaningful differences in AE behavior of marble under Brazilian and bending tests?

Noise-induced hearing loss (NIHL) in mine workers, especially underground coal miners, continues to be a problem in the mining industry. The recently enacted MSHA noise standard, Part 62 – Occupational Noise Exposure (Federal Register, 1999), is aimed at reducing NIHL in the mining industry. The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures to address NIHL in various aspects of coal mining including surface mining, coal preparation plants and underground mining. In underground bituminous coal mining, noise surveys, consisting of full-shift worker noise exposure, time-motion studies and equipment noise profiling, have been completed on longwall and continuous miner sections in six underground coal mines. The studies revealed widely varying shift-to-shift worker exposures, with workers in certain occupations routinely exposed to potentially hazardous levels of noise. A summary of these studies is reported, including worker dose, source/dose relationships and equipment noise profiles.

Driven piles are a common tool in any engineer’s toolbox for supporting large structures over very soft ground, especially in high seismic risk zones. Challenges include achieving sufficient vertical and lateral load capacities within the constraints of pile spacing and geologic conditions. This was the case for a project in Orange County, California with a state-of-the-art, $180 million plant for biosolids processing, biogas management and energy recovery located in marshland next to an existing waste water treatment plant. The new construction for the Irvine Ranch Water District included a 70-foot (21 m) tall building and three closely spaced, 90-foot (27 m) high, 65-foot (20 m) diameter, egg-shaped steel digester tanks. The lower 35-feet (11 m) of the tanks were constructed below ground level. The site was underlain by up to 45 feet (14 m) of highly compressible peat and organic clays with standard penetration test (SPT) blows as low as 2 blows/ft (30 cm). Some of the peat layers had measured in-situ dry densities of less than 30 pcf (480 kg/m3) with moisture contents of over 250 percent. The soft clays and peat were underlain by a dense layer of sand and gravel at depth. Groundwater was very shallow. While nearby sites were designated by others as seismic site class “D”, this site was clearly class “F” (SF) which required site specific seismic hazard and time history analyses. Six recorded time histories were selected from the 1994 Northridge, 1989 Loma Prieta (California) and 1999 Chi Chi (Taiwan) earthquakes for the ground motion analysis considering the magnitude of the earthquake, distance to the source, characteristics of the earthquake source (i.e. type of fault displacement), peak ground acceleration, local site geology, station type (i.e. free-field or small structure stations), and spectral content that was similar to the period range of interest. Following ASCE’s Guideline Document 7-05, a site-specific horizontal acceleration response spectra (ARS) was developed for the maximum credible earthquake (MCE) associated with the site.

This paper deals with the concept of a Quality-Assurance Manual, to the ISO-9001 Level, for quarry blasting in the urban environment. A case history of the incident, which led to its development, is presented in addition to three other case histories. These case histories are related to the potential effectiveness of a well thought-out and applied Quality-Assurance Manual in the conclusions. The basic principle, behind the development of a Q-A manual, is to supply a maximum of quality assurance with a minimum of disturbance to the operation of the quarry. This requires that every intervener in the quarry blasting operations, from management to labourer, be made responsible for the quality of their work. This basic goal can be achieved with a minimum of paper work and added bureaucracy. The manual respects the ISO principle that: Q-A Manuals are not recipe books and should allow for continuing technological developments.

Most of the piers and other pile-supported marine structures in the New York City Harbor area were constructed prior to the widespread use of currently available pile protective systems. As a result, the support piling of many existing marine structures have experienced deterioration to an extent that their structural sufficiency is impaired long before the useful life of the structures they support is over. This situation presents special and unique problems of how to restore the structural integrity of these piles while at the same time allowing full use of the structures they support. Spearin, Preston & Burrows is a 100 year old New York City-based marine construction firm specializing in waterfront and foundation construction. In recent years it has undertaken and successfully completed several unusual projects in the New York City Harbor area involving the rehabilitation of existing, deteriorated piling underneath major, economically important marine structures. This work was accomplished using techniques that permitted full use of these structures. Several different pile rehabilitation systems were used, each having their own particular application to the deterioration problems of the piles supporting each structure.

A series of pile load tests (maintained load tests, constant rate of penetration tests at different rates, and statnamic tests) was carried out on an instrumented model pile installed in clay beds prepared by consolidation of a slurry in a calibration chamber. The total load, shaft resistance and end bearing during the pile load tests were investigated. Following this, alternative methods of deriving the static load-settlement curve from a Statnamic test in clay taking into account damping effects have been proposed. These methods have then been used to interpret a statnamic test on a full size instrumented pile installed in a stiff glacial till.

æSustainabilityÆ is one of those words that has gained more usage in popular discourse than in the dictionary. In fact it is not in many dictionaries at all. Typically, given this, it also seems to mean different things depending on whose lips it emerges from. It is now like a code word in that if people say it, you donÆt have to think about its meaning; it is just æthereÆ and is taken for granted. This is a problem for the mining industry as we are now using the term too and to be effective in what we do, we need to have a reality check and see how those outside who have views on us (æstakeholdersÆ maybe) use it. The core issue seems to be æsustainability of whatÆ: the industry?, a company?, the global environment?, particular ecosystems?, the community? At these levels, the term seems almost meaningless. If we do not even agree on what it is, at least broadly, our communication and possible partnerships for going forward will be difficult to say the least. One reference to æsustainÆ in my thesaurus is: æTo keep from failing during stress or difficultyÆ. This may be a clue to something approaching a common notion. I suggest that to use æsustainabilityÆ we make the following assumptions:that we are talking about human activity aimed at making a living that has an impact on the natural and social environment; that humans must make a living (though what this needs to include is problematic); that the impact of particular activities has been problematic to date and needs to be monitored, altered, stopped, etc; that there is stress on both social and natural environments; and that change can be effected in order that particular activities such as mining minimise their negative effects and maximise their positive. This is why we are taking part in sessions such as this one today. Two more initial observations: First, it strikes me that even with the above assumptions laid out, æsustainabilityÆ and æsustainable developmentÆ are too abstract and general as concepts. We have to break these high and mighty ideals down into workable, bite-size chunks, into practical ways of dealing with the world outside our sites and companies. Second, sustainability, on both sides of the fence, too often focuses on nature and environment as though they are independent of people and community. I would argue, perhaps provocatively, that sustainability is primarily a people issue and has to be tackled as such. I want to look at the overall climate for business today and how it has responded before I return to what we can and need to do as the mining industry to make æsustainabilityÆwork.

The aim of this paper is to question the need to develop bespoke monitoring and assessment methodologies and criteria, thereby ‘reinventing the wheel’, when designing and assessing the success of important natural habitat and ecosystem restoration schemes at mine sites in the UK and Australia. It draws attention to the existence and applicability of the Phase I Habitat, National Vegetation Classification (NVC) and Condition Monitoring methods in the UK and similar approaches used in Australia. These are long accepted established methodologies and have published accounts for describing, assessing and managing natural vegetation communities, habitats and ecosystems. They are often used at the environmental impact stage, but seemingly rarely, if at all, in restoration design and management at mine closure. Their application to mine restoration and closure is illustrated and discussed by reference to a surface coalmine in South Wales, UK.It is concluded that the application of a combination of the Phase I Habitat, NVC and Condition Monitoring methods is highly relevant to the expectations of the Convention on Biological Diversity (CBD) and its implementation in the UK, and probably in Australia too. The methodology and criteria described could be incorporated into the guidance and specified in the mining permits so that there is clarity as to the expectations and requirements for monitoring and assessment for bond release. Their use could be of wider application where there is a requirement to assess the success of restored CBD assets and ecosystems.CITATION:Humphries, R N, 2014. Australia is tightening its rules governing mineral processing and the purchase of rural land by foreign investors" Rural land purchasers in the future will have to demonstrate to the Foreign Investment Review Board, the applicable governing body, that they will introduce new techniques or developments that will benefit Australia. In mineral processing, the criterion will be the availability of maximum opportunities for Australian equity capital. The changes are designed to discourage absentee landlords and speculators from abroad. A diamond field discovered several years ago in the northern section of Western Australia, known as the Kimberley region, is now thought to be one of the largest in the world, according to Conzinc Riotinto of Australia Ltd. (CRA). Figures released late in 1981 by CRA indicate that the main orebody of at least 100 million metric tons contains possibly 500 million carats of diamonds with a conservative market value of $8 billion. The diamond stones in the 100-acre deposit are about 10% gem-quality, 30% near gem, and 60% industrial. Initial production is expected to be about 17 million carats annually, which could be expanded to 25 million carats annually. World production of natural diamonds has been about 40 million carats per year from a reserve base of about 700 million carats.

New 40Ar/39Ar dates of vein and wall rock adularia from seven epithermal deposits and one porphyry copper prospect help constrain the ages of mineralisation in the Hauraki Goldfield. Vein adularia from the Paritu region yielded a single 40Ar/39Ar plateau date of 16.315 ¦ 0.066 Ma. Five 40Ar/39Ar plateau dates of three samples of vein adularia from the Opitonui deposit overlap within error to yield a preferred age of 13.149 ¦ 0.016 Ma. Two samples of vein adularia from the Night Reef at the Broken Hills deposit yield exceptionally flat 40Ar/39Ar plateaus, and all dates overlap within error to provide an age of 7.121 ¦ 0.010 Ma. Two 40Ar/39Ar plateau dates of one sample of vein adularia from the Wharekirauponga deposit overlap within error to provide an age of 6.318 ¦ 0.061 Ma. Four 40Ar/39Ar plateau dates of three samples of vein adularia from the Maratoto deposit overlap within error to provide an age of 6.411 ¦ 0.022 Ma. Two samples of adularia from altered wall rock at the Sovereign deposit yield three 40Ar/39Ar plateau dates that range from 6.547 ¦ 0.021 to 6.806 ¦ 0.028 Ma. This suggests that mineralisation formed around 6.6 Ma, but the results are complicated because the adularia contains minor illite that post-dates adularia formation. Results from the Karangahake deposit are complex. Two samples of vein adularia yield three 40Ar/39Ar plateau dates that range from 6.116 ¦ 0.116 to 6.901 ¦ 0.101 Ma, whereas one sample of wall rock adularia that contains minor late illite yields two 40Ar/39Ar plateau dates that overlap within error to provide a date of 5.734 ¦ 0.041. The range of dates indicates that more work is necessary to understand the history of mineralisation at this deposit. Two samples of vein adularia from the Tui deposit yield four 40Ar/39Ar plateau dates that overlap within error to provide an age of 5.714 ¦ 0.017 Ma. These results confirm previous work that indicates that the ages of epithermal deposits young southward in the Hauraki Goldfield. These results are also consistent with previously postulated different ages for deposits hosted in Kuaotunu Subgroup rocks in the northern goldfield (>10 Ma), and deposits hosted in Waiwawa Subgroup rocks in the southern goldfield (7.1 to 5.7 Ma).

WalSH, Chipman, King, and rant' have measured the water content (as hydrogen) of actual steel-making slags. An average water content of 290 ppm was found for basic open-hearth tapping slags and 114 ppm for acid open-hearth slags. Upon equilibration of these slags at 1550°C with a 25 pct H20-75 pct Nz atmosphere, the water content increased to about 410 and 300 ppm for the basic and acid slags, respectively. Walsh et al. concluded that an acid slag was thus relatively far removed from equilibrium, and that basic slags showed a closer approach to equilibrium, with the water vapor in the furnace atmosphere. Herasymenko2 contended that these conclusions were unjustified, as the oxygen pressure used in the equilibration experiments, ;bout 5 x X atm, was quite different from that found in the furnace. Consequently, during the experiments the slag composition would have changed due to oxidation of ferrous iron. As an extension of Walsh's work and to attempt to clarify this matter, the solubility of water in a basic open-hearth slag was measured as a function of oxygen pressure. Similar measurements were also made on synthetic silicates in the "Fe0"-Fe203-SiO, system. The experimental technique has been described previously by Walsh et a1.l and Uys and King.3 Samples of the basic open-hearth finishing slag, contained in 10-cc platinum crucibles, were equilibrated at 1550°C with atmospheres of different oxygen pressure but constant water-vapor pressure, Ph~o = 0.192 atm. Calculations, as well as measurements, indicate that this figure approximates the water pressure of the combustion gases in a steam-atomized, oil-fired open hearth. Oxygen pressures in the open hearth can vary from 10"2 atm in the combustion gases to between l0-' and 10" atm in the steel bath. The former figure depends on the combustion practice and the latter on the carbon content and temperature of the bath. The oxygen pressure of the slag should lie somewhere between these extremes and is expected to be closer to that of the steel bath than that of the combustion gases. Oxygen pressures were therefore varied between 10" and 6 x l0 atm. At the lowest pressure the slag "puffed up" when quenched (indicating possible loss of water) so experiments were not conducted at lower oxygen pressures. The results are shown in Fig. 1, which includes the water content of the slag "as sampled". The results show that the water content of the slag increased appreciably on equilibration with water vapor at 0.192 atm pressure and that the water solubility apparently decreases with increased oxygen pressure. The solubilities found are comparable to those of the Li20-Ca0-Si02 system.3 Work with synthetic slags in the "Fe0"-Fe203-SiOz system was performed at 1500" C, with Ph20 = 0.192 atrn and for oxygen pressures varying between 10"2 and 10-lo atm. Samples for chemical analysis were prepared as described by Larson.4 The results are shown in Fig. 2. Some low-silica melts tested at low oxygen pressures "puffed up" when quenched and analyzed less than 100 ppm water; these results are not included in Fig. 2. The melts containing 40 mol pct silica also showed a tendency to "puff up" during the quench, when they were tested at the lowest oxygen pressure. These results indicate that, at constant silica content, the solubility of water decreases somewhat with increased oxygen pressure. The effect is, however, small considering the wide range of oxygen pressures studied. Also, at constant oxygen pressure (above about lom5 atm) the solubility increases

BUREAU OF MINES helium plants produced a. record-breaking 477 million cubic feet of this essential element in 1959. The supply of helium was less than the demand before operations were resumed at the Navajo plant in July and begun Sit a. new plant at Keyes, Okla., in August. Helium was in abundant supply after August, and the informal allocation system which had been in use intermittently since 1955 was discontinued Delivery of 26 new tank cars in August and September increased the total in the tank-car pool to 163. Defense and space agencies and the Atomic Energy Commission continued to use more helium in their operations and research.

A numerical method for discriminating between replacement and sedimentary processes is applied to a folded stratiform sulphide occurrence. It is shown that numerical treatment of chemical analyses from a single diamond drill hole allowed a rapid assignment of the ore to the syngenetic sedimentary class and thereby enabled a revision of the evaluation program concerned with consequent reduction in costs.
