REACH was proposed by the EU Commission in October 2003 and stands for the Registration Evaluation, Authorisation and Restriction of Chemicals. It requires that all substances identified as persistent, bio-accumulative and toxic, whether the risk of those chemicals being released is real or perceived, require registration prior to them being allowed to be imported into the European Union. An internal investigation by the metals industry indicates that almost all primary raw materials streams would be classified as hazardous due to the potential health or environmental hazard properties of one or more of their ingredients. REACH uses a wide definition for chemicals and metals and as such its implications greatly impact the entire supply chain of the metals industry. The process of registration would require the producer/ importer to produce a dossier. Initiatives along the same lines as the EU REACH are also coming up in other parts of the world. REACH requires registration of at least four substances manufactured by the aluminium industry: aluminium metal, including powder, aluminium oxide, and aluminium hydroxide. The proposed legislation permits the affected companies to band together to form a consortium to develop certain aspects of the registration application. The aluminium industry has established a consortium and testing is currently underway.

Since 1976 CVRD is carrying out tests to develop a type of pellet made with organic binder. One binder that showed good possibility to be used in industrial plants is Peridur. An extensive framework of tests was run in CVRD's pilot plant. The results are presented in this paper. Finally, the decision was taken to carry out an industrial production of 50.000 t of pellets. It was scheduled for March '81. The results are shown in this pager. It was not observed any detrimental effect of the peridur neither in the process nor in the product quality.

Higher employer costs and increased employee benefits will result from the current sweeping revisions of the un-employment insurance system now receiving consideration before Parliament. The new legislation, the Un-employment Insurance Act, 1971, will substantially increase the unemployment insurance costs of many employers through an increase in the level of employer contributions -generally, employer contributions will go to 1.4 times employee costs -as well as by extending coverage to many classes of employees now exempt. Under the new legislation, executives, technicians, teachers, institutional workers and others will be covered, and eligible for the higher benefits which it provides. For the first time, absence from work because of illness or accident may qualify individuals for unemployment insurance benefits.

The iron ore from Yichang in China assaying 41.64% Fe and 1.02% P is a low grade and high phosphorus oolitic hematite ore. The separation of iron minerals from gangue minerals in the ore by conventional processing techniques is ineffective owing to their close similar properties. The modification of iron minerals by microwave-assisted reduction was investigated in order to improve separability of the ore. The effects of microwave-assisted reduction on the subsequent low intensity magnetic separation and floatation were examined. The results show that the main factors affecting the reduction and separation process are grinding size, reduction temperature and reductant. Fine grinding of the microwave-treated ore to smaller than 0.074mm was found to be imperative due to the tiny dissemination characteristics of iron oxide minerals. After magnetizing reduction by microwave heating at 500?, the magnetic concentrate containing 58.36% Fe and 0.67% P can be obtained with the Fe recovery of 91.28%. Magnetizing reduction drops the floatability of iron oxide minerals, thus reverse flotation is fit for upgrading the magnetic concentrate to contain 62.13% Fe and 0.21% P with Fe recovery of 81.59%. Compared with present microwave-assisted reduction technique of carbon reductant, using a waste iron powder as reductant is a novel and effective technique without the green house effect caused by the release of CO and CO2. Waste iron powder with a faster response to microwave heating then coke and charcoal can be recovered by magnetic separation in a low cost and plays the role of reductant and microwave heating accelerator.

Phillips Coal Company (PCC) submitted the first surface mine permit application under the Office of Surface &lining approved regulatory program of the State of Louisiana. This application for the Oxbow Lignite Surface Mine which is located approximately 64 kilometers (40 miles) southeast of Shreveport, Louisiana was submitted in March 1981. The State of Louisiana Office of Conservation, Surface Mining Division, assigned this application number LSM-1, indicating it is the first one submitted in Louisiana history. The permit area for the Oxbow Mine encompasses 6,251 hectares (15,627 acres). Of this total permit area, 5,862 hectares (14,656 acres) were classified by soil type as prime farmland by the U.S. Soil Conservation Service (SCS). Prime farmland acreage in the permit area became a major central issue in our early planning stages and throughout the permitting process of the Oxbow Mine, due to the magnitude of acreage involved.

A new strain-based criteria is being adopted for rock blasting in New York City (NYC). This criteria is based on several years of research involving vibration measurements of tall structures during blasting within several feet from buildings designated historic and Landmarked. This research has demonstrated that tall, heavy structures show little upper-structure vibratory response during hard-rock, urban blasting carried out in NYC. The Fire Department of New York City (FDNY) permits rock blasting and regulated limits for ground vibrations using the U.S. Bureau of Mines (USBM) safe blasting criteria. However, these regulations are often superseded by a 0.5 in/s (12.7 mm/s) limit imposed by the New York City Department of Buildings for historic and Landmarked buildings that are adjacent to the majority of blasting projects in the City. In this backdrop, the topic of ?Lignite - its resource and technology options to exploit deep seated deposits? is an apt subject to be deliberated upon in the present context, where the shallow deposits may slowly get dwindled. I shall deliberate upon the resource base of lignite, production profiles of the last five decades, consumption pattern, demand / supply projections, future available technology options to exploit the deep seated deposits, growth trends of the sector etc. in my paper. With the available resource base and future technology options, I can confidentially make a statement that ?lignite will remain as cocontributor along with coal to India?s energy generation and may well maintain its same status in the 21st century too, as it has been in the later part of the twentieth century?.

This paper discusses an ongoing field study in southern Illinois (USA) that focuses on: 1) Identifying mechanisms of instability in the set-up rooms (SR) and their T-junctions with headgate and tailgate entries, 2) Developing alternate 3-entry and 4-entry set-up rooms geometry using 3-D numerical analyses, 3) Implementing developed geometries in cooperation with mining professionals and regulatory agencies, and 4) Demonstrating performance of implemented geometries through field monitoring. Illinois longwall mining operations typically experience ground control problems (roof falls, rib sloughing, floor heave, etc.) within SR layouts and around the T-junctions of SR. These occur around the areas where the SR for adjacent longwall face (to be mined) connect with the SR of the previously mined face, and around the tail-gate entries of the mined-out longwall face and around the T-junctions of SR. The problems manifest as highly fractured immediate roof strata, major shear zones in the roof, horizontal displacements within the excavations that result in shearing off the heads of the bolts, floor heave and severe rib sloughing. Similar observations have also been made in longwall mining in Utah.

In connection with, a stream-pollution-research project, a colorimetric method was developed for concentrations of 1 to 30 p.p.m, of pine oil in water. The method depends on the stable bluish-green color produced when pine oil is reacted with vanillin-hydrochloric acid reagent at 60° C. for 25 minutes. The colorimetric reaction actually determines alphaterpineol, the principal component in pine oil. Some waters may require a special preparation in which ion-exchange resins are used to remove interference. ACKNOWLEDGEMENTS The author wishes to express his appreciation to A. A. Coal mining in China is facing the transition from output to quality. Based on the total mining capacity and average production, the current situation of coal mining at mine, city, and province levels is analysed, and data in support for the layout of sustainable mining development and the optimization of output provided. The results show that 87% of China's coal is mined by underground methods, with an average production capacity of 0.93 Mt/a per mine. Open pit mining accounts for 13%, with an average mine production capacity of 5.73 Mt/a. The average mining capacity of coal mines in China is 1.05 Mt/a, with 1181 coal mines with an average capacity less than 0.3 Mt/a, accounting for 35% of the total coal mines but contributing only 4.51% to output. They are distributed in about 48 cities in six provinces, seriously restricting the transition to green coal mining. The coal industry should speed up the closure of small coal mines in key provinces and cities, eliminate outdated production capacity in the central region, increase the speed and proportion of coal resources moving westward, and promote high-quality development of coal mining.

The compositions of metamorphic minerals of the south limb of the Dore Lake Complex have been determined by microprobe techniques. Mineral assemblages typical of the greenschist facies occur in Mg-rich bulk compositions, but in Fe-rich rocks albite-epidote amphiboli te facies assemblages occur. Low oxygen fugaci ties and a general paucity of metamorphic fluids prevailed in most of the complex, but a higher oxygen fugacity is indicated near the Chibougamau Pluton, and a local abundance of C0z and Cl in fluids near the pluton is suggested by the presence of scapoli te. The metamorphic gradient overprinted on the complex near the Grenville Front is apparent in mineral chemistries as well as by the appearance of garnet. Chlorite becomes richer in Mg, and iron is fractionated more strongly into hornblende. The amphibole also increases in Alz03.

Pilot Hole "X" was drilled to test the formations through which the ventilation shaft for the proposed U.S.B.M. demonstration oil shale mine would be drilled. The geologic formations encountered in this hole are discussed. Correlation of the geologic horizons encountered in this hole with those encountered in nearby drill holes was accomplished by the use of geophysical logs. Data on the geophysical interpretations are provided. The anticipated geotechnical characteristics of the geologic units encountered in Pilot Hole "X" are described.

"INTRODUCTION The Treasure Hill mines, situated in Dry Canyon, Ophir mining district, Tooele County, Utah, together with several other properties in the district, examined were examined by Frank L. Wideman, an engineer, the Bureau of Mines, in September 1942.In April 1945, development drilling was started on the Treasure Hill mines, which are operated under lease from the Madison Mines Co. An innovative biological treatment system designed to detoxify cyanide and nitrate and immobilize metals from cyanide leach operations is described. A pilot-plant demonstration was conducted to detoxify cyanide and immobilize several metals from a process stream at the McCoy/Cove Mine. Testing was performed under the EPA's Mine Waste Technology and Superfund Innovative Technology Evaluation Demonstration Programs. This technology was successful in detoxifying cyanide and effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed. Results show that biological treatment can offer an innovative, cost-effective alternative for the treatment of mining wastewaters.

The recent shale gas revolution in the United States has led to the drilling of hundreds of unconventional shale gas wells in active and future coal reserves in traditional coal-mining regions of Pennsylvania, West Virginia, and Ohio. This paper summarizes the impact of a shale gas well breach on the mine ventilation system of an operating longwall panel. This study utilizes a 1:30 scaled Longwall Instrumented Aerodynamic Model (LIAM) to simulate a single-panel longwall operation. The LIAM will be utilized to identify flow pathways and distribution patterns of gas from breached gas well scenarios in an operating longwall in the Pittsburgh Coal Seam. Sulfur hexafluoride (SF6) tracer gas is utilized to simulate a breached gas well. Preliminary findings suggest that the breached gas is diluted to regulatory levels and does not accumulate in the mine entries or in the longwall gob when the longwall panel is adequately ventilated. Overall, this study characterizes the potential interaction between shale gas wells and the mine environment in the event of a gas well breach, which provides critical information to the industry and regulatory agencies for improving safety, health, and welfare of miners.

A statistically designed pot grate- kiln test program was conducted to determine the agglomeration process variables necessary for increasing the low temperature disintegration resistance (LTD) and reducibility (R40) of magnetite-based Empire acid pellets. The ASTM tumble index and compression strength were to be maintained at an acceptable level. Six process variables, bentonite addition level, preheat time and temperature, firing time and temperature, and cooling rate, were investigated within the constraints of the Empire plant. The bentonite addition level and firing temperature had the largest effect on pellet properties. The results of this program were verified during a pl ant trial. The target firing temperature at the Empire Plant has been decreased for increasing the LTD and R40 of commercially produced Empire pellets

THE war, like all destructive agencies, has focused attention on salvage and conservation, and to such an extent that a decade of normal progress has been crowded into a few months. This is particularly true as regards the repair of cutting tools. As a consequence, there has arisen a wide demand for comparable data by those engaged in such work, and for basic information by others who wish to repair tools. These repairs may be grouped in three classes: (1) The repair of broken tools of relatively slender cross-section, such as broaches, reamers, drills, etc., of a type that could be returned to service if a means to join the broken surfaces were available, as fortunately it is in the low-temperature silver solder process; (2) the repair of tools that possess shanks, tangs, and other non-cutting portions that may be broken or damaged to the extent that only the addition of metal will permit their return to service; and (3) the repair of special rotating tools, such as end-mills and milling cutters, that may have portions broken from the cutting edges or have their edges so worn in service as to require building up.

Uranium associated with phosphate deposits has been the subject of numerous investigations (1-8). In the land-pebble phosphate deposits of central Florida, uranium is found in the phosphate matrix (ore) and in the leached zone between the over-burden and matrix (1). Between 0.01 to 0.02 percent uranium is found in the leached zone, which consists of apatite and aluminum phosphate minerals (crandallite, wavellite, millisite) (Z). The primary phosphate mineral in the matrix is apatite, and the 0.005 to 0.01 percent uranium typically found in the matrix is associated with this mineral (1). It is generally believed that uranium substitutes for calcium in the apatite structure (3-5). Clay and quartz phases associated with phosphate deposits contain little uranium (1, 6), and no descrete uranium minerals have been detected in these deposits (4). A typical phosphate matrix consists of quartz, slimes (-150 mesh material) and recoverable phosphate. When the matrix is beneficiated, partition of uranium and radium takes place (9, 10). Although considerable data exists on how uranium is distributed in the phosphate deposits, no systematic study has recently been reported on the distribution of uranium during phosphate rock beneficiation. The purpose of this study was to determine how uranium is distributed in the various strata which comprise the overall land-pebble phosphate deposits, as well as how the uranium is redistributed during beneficiation of phosphate matrix. To obtain this information studies were carried out on matrix samples obtained from three different mines in central Florida. Using pilot-plant scale beneficiation, an analysis was performed on how uranium in the matrix is distributed among the pebble fractions, flotation concentrates, flotation tails, and slimes. The uranium level profile for an active mining area was also obtained. Also, since thousands of acres of slime ponds may someday become a source of both phosphate and uranium, a depth versus uranium content profile was determined for an inactive slime pond.
