"INTRODUCTION The great demand for tungsten incident to the war has led to the exploration of a large number of low-grade tungsten deposits. To properly evaluate the low-grade deposits it is essential to have available a dependable method of analysis applicable to all types of low-grade tungsten ores. Results reported on the tungsten content of the ores have often varied quite widely and have led to confusion. The Bureau of Mines has been requested by Government lending agencies and by companies interested in the production of tungsten to publish a general method for the determination of tungsten in low-grade ores. To meet this need, the Bureau of Mines is herein submitting two methods for analysis that have been proved on a large number of tungsten-bearing ores various types in the Bureau of Mines laboratory in Salt Lake City. Also, a third method was developed that requires no cinchonine and has proved to be applicable on most tungsten ores. The cinchonine method is the generally accepted for analysis of tungsten ores. Very reliable results can be obtained by this method if certain precautions are taken, as outlined in this report."

The control of dusts and fumes of submicron size is involved in many process industries. This paper presents in tabular form the quantitative data from a number of metallurgical operations and discusses allowable discharge in terms of effluent-weight ratio. Typical installations for recovery of stack effluents are cited. THERE are many sources of smoke, fumes, gases, and dusts that may cause undesirable contamination in an industrial area. Fumes and gases are the result of chemical action or volatilization, while dusts are produced in processes of disintegration and dispersion. Commonly, smokes are suspended particles formed by combustion or destructive distillation. Methods for controlling smoke are generally known, and great improvements have been made in equipment for removing fine dusts and fumes from gases. In most of the industrial centers of the country, the chief duty of the air-pollution abatement agency is the elimination or reduction of emissions resulting from improper combustion. Correct methods of firing, proper fuel selection, and installation of properly designed equipment may accomplish this. It is becoming more widely recognized that much of the contamination of an industrial atmosphere is caused by dusts, fumes, and gases that are not related to the process of combustion. As such emissions are usually a functional part of plant operation, they rarely can be prevented even by better design and careful operation. When dusts, fumes, and gases are an integral part of the operation, mechanical equipment must be designed to remove these emissions. Most of the dusts and fumes that should be controlled are less than 1 micron in size. Control of such small particles is largely a new and untried field in many industrial areas. However, where conditions have been critical, effective control equipment for dusts, fumes, and gases has been in operation for many years. The problem is not one of smoke abatement and requires an entirely different set of standards for effective solution. Identical standards need not be applied to all industrial areas because of differences in meteorology, physiography, plant location, plant density, and nature of stack effluents. In this paper, discussion of control of atmospheric contamination by industrial plants refers specifically to the Los Angeles area, but the method of approach is applicable to any area where similar problems are encountered. Quantities of particulate matter reported in analysis of stack effluents indicate the need for standards of emission. Many types of dusts and fumes that contribute materially to the air-pollution problem are discharged into the atmosphere at a lower rate than 0.40 grain per cu ft at standard conditions. Deepening of harbours has become a priority, necessary to the ongoing operation of the wharves in the face of deeper draft merchant vessels and cruise ships. It is now standard practice in many areas to provide for harbours to be dredged to significant depths below mean sea level, in the order of 12.00 m (39 ft) for existing berths and 15.00 m (49 ft) for new wharf construction. The Ravenna Port Authority initiated a project to deepen the harbour bottom at selected wharves to a depth of 12.00 m (39 ft). In preference to reconstruction of the wharves with longer and heavier sheet piling or other equally disruptive reconstruction, they identified the structural reinforcement of the existing wharves by means of deep underwater tie rods as a possible alternative cost-effective solution. Having defined the design concept, effort was concentrated on developing the required technology. A technique, already in use for the installation of tie rods by means of robotics, was identified as potentially suitable for underwater use. It was decided to carry out the fine tuning and the evolution of the technology for a marine environment of the robot unit and of the related remote control software that controls the installation of the tie rods. An experimental test site was set up to refine the drilling, installation, grouting, monitoring and testing of underwater tie rods. The purpose was to confirm the feasibility of the proposed solution and the reliability of these tie rods for use in the reinforcement and construction of wharves. The paper also discusses the theoretical and experimental study of underwater tie rods dealing with the theoretical analysis of the interaction between tie rod and soil, aimed at identifying the correlation between the forces of applied traction and the corresponding measured elongations. A series of tests were carried out with positive results, both at the operating load of 300 kN (67 kips) and at the nominal maximum load of 630 kN (142 kips). The tests were carried out on seven tie rods, of which three were installed at a depth of 5.00 m (16 ft), principally to test the reliability of the operating and remote control systems in the presence of a significant hydrostatic pressure, and four were placed at a depth of 8.00 m (26 ft) to check the load bearing capability of the tie rods positioned at the depth called for by the current project.

[Concluding Contribution of Prof. Van Hise to the Discussion of his Paper, and Others on the Same General Subject, presented at the Washington Meeting, February, 1900 (see Trans., xxx., 27, 177, 323, 424, 5 S); also of the contributions of Vogt, De Launay, Beck, Lindgren, hemp, Rickard, Bain, Keyes, Collins and Adams, presented at the Richmond Meeting, February, 1901, and printed in the present volume.] IN June, 1900, shortly after my paper was published in the Transactions, I made a briefer statement* before the Western Society of Engineers covering the same `round, which, in certain respects, is somewhat of an improvement. For instance, instead of using the terms descending and ascending with reference to the waters resulting in the two concentrations, my modified statement is as follows " The first concentration of many ore-deposits is the work of a relatively deep water-circulation, while the reconcentration is the result of reactions upon an earlier concentration through the agency of a relatively shallow water-circulation. Commonly the deep water circulation is lacking in free oxygen, and contains reducing agents, and the shallow water contains free oxygen. The deep water is therefore a reducing, and the shallow water an oxidizing agent."† Of the papers upon ore-deposits which, in vol. xxx. of the Transactions, follow my own, or which were presented at the Richmond meeting, a considerable number are wholly confirmatory of the conclusions which I have presented. Since 1991 the Pittsburgh Research Center (PRC formerly part of the U. S. Bureau of Mines) has been tapping u valuable resource-researchers have recorded extensive interviews will, 30 individuals who are recognized as experts in the area of mine emergency response. These veterans related stories and observations from events experienced during as many as 47 years of response activities. Overall, the response veterans averaged 29 years of mine emergency response experience and 35 years mining experience. Individuals [ ] interviewed included representatives from mining companies, the UMWA and state and federal government agencies. This information was gathered so dial it could he provided to today's miners and to tomorrow's emergency response personnel. It is hoped the collective wisdom that has been obtained can be used to help train new responders and guide those decisions which mill have to be made on the scenes of future events. During interviews file emergency response experts were asked to discuss lessons they had learned through experience. The interviewers asked them to tell what they had learned that would cause them to handle similar situations differently and to tell about things they saw at past events shat the would warn others not to do in the future. In response the experts discussed a variety of things. Most of their responses, however, touched on some of the same topics including: preparedness, experience people on-site mine rescue teams, and decision making. A summary of their responses provides alt overview of [lie lessons learned on-site at tile largest mine disasters in the country.

Narrative continuity is maintained throughout the text. Each historical geology period is made distinctive, provided with an identity, and shown to have particular characteristics. Elementary Heat Power, second edition, by Harry L. Solberg, Orville C. Cromer, and Albert R. Spalding. John Wiley & Sons, 1952. $6.50, 624 pp. The authors attempt to develop an understanding of the functions, principles of construction, and actual performance of heat-power machinery as a preliminary to the study of engineering thermodynamics. Matter and energy, fuels, and combustion are considered first, followed by chapters on internal combustion engines, fuel burning equipment, and steam engineering and utilizing installations. Pumps, compressors, gas turbines and refrigeration are also dealt with.

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. THE subject assigned is so broad that thorough discussion is well-night impossible within the space allotted, and further, few specific data are available upon which to predicate conclusions concerning the efficiency of present methods of distributing anthracite. This paper treats briefly the various agencies through which both primary and secondary distribution are effected, the methods of transportation and the general interrelation of production, demand, inventories and price. AVENUES OF DISTRIBUTION "Three distinct types of primary distribution are common in the marketing of anthracite. First, though not most important, is the sale by the producer, or operator, direct to the consumer. These sales, other than to employees and the local trade, are generally confined to steam sizes for industrial uses, and are consigned to the sidings or docks of the consumer. Sales of this type often are so closely priced to compete with oil and bituminous that the addition of even a small dealer's margin is sufficient to increase the cost to the point where the business might be lost. Second, the operator sells to a wholesaler or broker for subsequent resale, either to a retail dealer for clearance through his yard or direct to large consumers. Usually this method of distribution is employed by the smaller operators, who do not find it economically feasible to maintain extensive sales organizations. In most instances, the wholesaler retains some 5 per cent for his services, paid, of course, by the producing company whose anthracite he handles. He may, and frequently does, handle the output of several different companies, suited to the varying needs of the

All of the major raw materials (silica, soda ash, limestone, and feldspar) needed to manufacture most grades of glass are found in Wyoming. Additional advantages for the manufacture of glass include the state's geographic location, a well-developed transportation network, a favorable tax structure (no corporate or personal-income tax), and low energy costs. Inadequate local markets and prohibitive transportation costs to other markets have been the major obstacles to developing a glass industry in Wyoming, the least- populated state in the nation. The Rocky Mountain region only recently became a major market for glass, especially for the Colorado Front Range and Utah's Wasatch Front. Currently, changing costs of the production of glass, an increased market for con- tainer glass in the Colorado Front Range, and innovative production and transportation ideas (e.g., production of selected types of glass and bulk shipments of specification-glass pellets) favor developing a glass plant in Wyoming. Thus, the Wyoming State Geological Survey (WSGS) and other state agencies have been conducting studies and contacting investors in an effort to attract a glass-manufacturing plant to the state. Between 1987 and 1993, three locations of silica-sand and -rock deposits were studied in Wyoming (Cassa, Plumbago Creek, and John Blue). Funding was provided by the WSGS operating budget and local and state Department of Commerce economic- development grants. The reports on these areas were released between 1988 and 1993. In 1988-89, a California-based company conducted additional drilling and feasibility studies and prepared to construct a glass plant in Cheyenne, using the Cassa silica source. However, due to losses incurred by some of their other investments, the company did not proceed. In 1997, the Wyoming Science, Technology, and Energy Administration (STEA) contracted a market study for glass manufactured in Wyoming, using information provided by the WSGS. The STEA contacted several major glass producers, and a major glass-producing company began feasibility studies in January 1998, for the construction of a glass plant. In June 1998, bids to supply brown beer bottles to the Budweiser brewery northeast of Fort Collins, Colorado, were submitted by at least two companies that were considering glass-plant sites in Wyoming.

"INTRODUCTION The Bureau of Mines frequently receives requests for information and advice regarding the equipment necessary for establishing laboratories for the analysis of mine atmospheres. Such requests are made by mining companies, State mining departments, and other agencies concerned with the safety of mining operations. In many instances it is desired to install a complete laboratory, which will necessitate purchase of suitable gas-analysis apparatus and all the minor but important accessory equipment needed to carry on this type of work. Although publications that describe methods and techniques applicable to the analysis of mine atmospheres are available, it is not within the scope of such publications to give detailed information on laboratory equipment or design. Persons unfamiliar with laboratory practices and gas-analysis procedures may find it difficult to decide upon the proper equipment for their particular needs and to itemize the various accessories that must be obtained to set up a complete laboratory.The purpose of this circular is to discuss the different types of equipment that may be used in the analysis of mine atmospheres, with particular regard to the application and limitations of each type. Information on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres is given also, and suggestions on laboratory design are included. As much of the necessary equipment may be obtained from laboratory supply houses, the information should aid in arriving at estimates of the cost of proposed laboratories.The procedures involved in the analysis of mine atmospheres are not described; such information is contained in publications referred to in this circular."

INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

Mineral analyses and electrical resistivity measurements of 324 representative samples of oilfield brines from 24 oil-productive counties in Mississippi and Alabama are presented in tabular form. Results of the mineral analyses, which include calcium, magnesium, carbonates, bicarbonates, sulfates, chlorides, sodium, and barium (with strontium if present), are reported in milligrams per liter. Electrical resistivity measurements in ohm-meter2 per meter at 75° F are reported in ohm-meters in the tables. Chemical analyses of formation waters are helpful to operators having water problems associated with petroleum recovery; electrical resistivity values are helpful in making interpretations from electric logs.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. Progress depends on cooperation, and in industry cooperation must be based on the acceptance by employ-ers and employees of some practical application of the principle that capital and labor are interdependent. Capital cannot exist without labor, and labor without capital is helpless. The development of each is depen-dent on the cooperation of the other. Confidence and good will are the foundation of every successful enter-prise, and these can be created only by securing a point of contact between employer and employee. We feel that one of the most effective agencies for promoting good will between employers and employees is through some well organized method of conference and have consequently adopted, to accomplish this, a plan of employee representation. The plan inaugurated by the Bethlehem Steel Co. about four years ago, which provides for the election by secret ballot of representatives by and from among the employees, has for its purpose three fundamentals; namely, to give the employees a voice in the determina-tion of the conditions under which they work, to furnish machinery for the prevention and adjustment of differ-ences between employees and management, and, so far as possible, to provide and foster continuous employment. The constitution and by-laws adopted take care of the detail in setting up machinery for the functioning of the representatives of both management and men, but the spirit with which the plan has been carried out and the results which have been accomplished are of far greater importance than the plan itself. The Bethlehem plan, which has been in operation since October, 1918, can no longer be classed as an experiment. The original by-laws provided for amend-ments and, as was anticipated, changes and improve-ments have been made from time to time by mutual agreement. The operation of the plan for over four years shows it to be fundamentally sound and that it must therefore be conceded a success.

Blister copper was successfully deoxidized with any of a variety of reducing gases; lancing techniques or a vertical-column furnace were used to contact the copper and gases. Of the gases tested, butane, when used to lance molten copper at about 1,200° C, reaction temperature, was slightly more effective than propane, natural gas, carbon monoxide, or reformed gas for deoxidizing copper from about 1.0 to less than 0.1 percent oxygen content, Laboratory-scale tests revealed that the vertical furnace, composed of a heated column packed with silicon carbide chips or hollow carbon cylinders, was significantly faster and more efficient than the lancing technique for deoxidizing molten copper with any of the gases tested. Comparison of the gaseous-reduction method with the conventional poling method suggests that the gaseous method has important technical and economic advantages for deoxidizing blister copper to any readily controlled amount of residual oxygen content.

IN the fall of 1912, the appearance of water in the oil of the Nevada Petroleum Co., Coalinga, Cal., made necessary the installation of a dehydrating plant to reduce the water below the 3 per cent. limit prescribed by the agency. Unlike the mining industry, technical literature of the oil industry is limited and extremely unsatisfactory. Until the recent efforts of the Petroleum and Gas Committee of the American Institute of Mining Engineers, no concerted movement has been instituted to secure publication of papers dealing with the problems of the oil business, and because of the additional fact that dehydrating of oil has not been practiced in California to any extent up to comparatively recent time, it was found necessary to experiment in order to determine the most satisfactory plan for this purpose. It is easy to write regarding successful enterprises, but, while not so pleasant, it is equally desirable to write of failures so that others may be saved the loss incident to such investments. The water in this oil occurs both free and as an emulsion. Free water easily settles out, but the emulsion requires treatment. So far as can be determined, the emulsion consists of globules of water surrounded and enveloped by a film of, oil. Starting with this hypothesis, the theory has been evolved that in order to break up this emulsion the water must be heated at least to boiling point, when an explosion takes place destroying the globule. Unfortunately, this condition was not recognized in the installation of the first plant, which was planned on the following lines: A heater was arranged so that all the oil from the wells could be heated before reaching the shipping tanks, these being already fitted with coils for steam heating. Tanks were filled with about 4 ft. of water, live steam was turned into the coils and the water brought nearly to the boiling point, when the heated oil was run in. This for a time was partly successful, but the length of time necessary to apply this heat was too great for practical operating.

NTRODUCTION The Resource Conservation and Recovery Act and CERCLA (SUPERFUND), in many instances, has had an adverse economic impact on the hardrock mining industry. Over the last few years, many abandoned and active mining operations have been added to the Environmental Protection Agency (EPA) National Priority List (NPL) . When the property is placed on the NPL the operator or EPA is required to conduct extensive environmental assessments to determine if historical mining practices have degraded the existing environmental. If degradation has or will continue, the responsible party is required to implement appropriate remedial action plans. If a responsible party is not identified, the EPA implements a cleanup program. Experience has demonstrated abandoned and active mining operations are subject to RCRA, and possibly Super- fund, if the mine has not adopted appropriate hazardous waste disposal management procedures. If off-site contamination has occurred, the operator will be required to mitigate the impacts and will be required to adopt additional procedures to minimize future impacts. Since the passage of RCRA and Super- fund, many mining operators are adopting management procedures to monitor and inventory hazardous sub- stances and wastes generated, stored and disposed on site. Many operators are in a difficult position because ore, waste rock, process chemicals or other solid waste, in many instances, can be classified as hazardous waste. If the process or other solid waste is deemed to have the characteristics of a hazardous waste, the operator can inventory and adopt appropriate, in- expensive management procedures. However, if the ore or waste rock has hazardous waste characteristics, in- expensive control technologies are impossible to implement. Since existing statutes and regulations require hazardous waste control, the operator will be required to inventory, characterize and monitor all aspects of the mining operations including but not limited to exploration, mining, ore processing and waste disposal. During this process, geological, geotechnical, geochemical, waste and ore volumes, and process materials must be tracked throughout the mining process. To accomplish this task, the most cost effective method to maintain documented and accurate records, is through the implementation of an integrated database management system. The database management system can be used to model and simulate the entire mining operation and if necessary, used to predict whether the operation is in compliance with existing regulations. The developed database can also be used to operating optimize mining and disposal costs.

A petroleum well that is not in use because it has ceased to produce oil/gas economically and dry holes are referred to as abandoned wells. Once a well is abandoned it is plugged with cement and can take anywhere from two days up to a week to cure depending on the number of plugs in the well. Since plugging a well costs capital, most wells are abandoned at the lowest possible cost and with the minimum obligations set by regulation agencies. These wells can present an enduring liability to petroleum companies. However, the depth and abundance of abandoned petroleum wells makes them an economically attractive source of geothermal energy. Geothermal energy harvested from an oil/gas well is a renewable energy source as long as it is extracted in a sustainable manner. The energy can be used to generate electricity, used directly for heating, incorporated into a water desalination process, or used by a heat pump for heating/cooling applications. In this paper we examine the possibility of extracting geothermal energy from abandoned oil/gas wells by studying the heat transfer in underground geothermal heat exchangers installed in these wells. The design configurations for the geothermal heat exchangers embedded inside a petroleum borehole can be a u-tube design or a shell and tube design (i.e. double pipe). Using in-situ gathered information from some representative petroleum boreholes, the effects of key parameters such as geothermal gradient, ground temperature values, and the flow inside of the tubes are evaluated. In order to provide a constant power production the inlet temperature can be adjusted to keep the difference between outlet and inlet temperatures equivalent. Higher differences between inflow and outflow temperatures will result in a less sustainable load put on the in-situ geothermal energy. Adding insulation to certain sections of the designs can minimize the transfer of thermal energy from the fluid to the surroundings. Insulation can also limit the thermal loss between the inflow and outflow tubes in the shell and tube design. Minimizing the energy loss of these designs leads to an increase in the outlet temperature, meaning a higher grade of heat. The sustainability of long term geothermal heat extraction is a balance between the rate at which geothermal energy is extracted and the rate at which the ground formation can replace this heat. Higher outlet temperatures can lead to a larger amount of power generation, and a higher coefficient of performance for heat pump applications.

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems.
