The Bureau of Mines developed a zircon sand molding process for static casting of small titanium or zirconium shapes. Castings with unfinished weights up to 3.5 kg (7.7 lb) were produced in an inductoslag furnace and castings up to 7 kg (15.4 lb) were poured in a consumable electrode skull-casting furnace. Molds and cores were made by ram-molding, foundry-grade zircon sand (AFS gfn 93 to 95) bonded by grade D waterglass and tempered with water. Molds and cores were cured either at 250° C (482° F) or 900° C (1,652° F). Castings from the higher temperature molds broke cleanly from the sand while the lower temperature molds produced castings that had to be cleaned by sand-blasting. However, low-temperature cured molds and cores have a number of advantages as follows: (1) A faster, less energy-consuming curing cycle is used; (2) expended cores are water soluble which greatly facilitates core removal; and (3) enough of the binder in crushed expended molds is reactivated by temper water so that the molding mix can be reused five times without any fresh binder additions and up to twenty times without exceeding a total cumulative binder addition of 52 ml/kg dry sand. Crushed used molds that had been cured at 900° C had no detectable binding strength when mixed only with temper water. A large number of oxide and silicate mold washes were studied for improved casting integrity. The most effective wash found for zirconium or titanium casting was monoclinic zirconia (325 mesh).

Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a mine slope entry, the problem becomes more complicated because a slope transverses through many different types of strata. Mine slope ground control has traditionally been practiced based on trial and error and prior experience. There is currently no well-accepted slope and support design methodology available for an economical and technically sound ground control plan. Over the last few years, Keystone Mining Services, LLC (KMS), the engineering affiliate company of Jennmar Cooperation, has developed a ground support design methodology called the ?Stress, Geologic, and Support design system? (SGSSM). This patent pending method enables accurate analysis of actual geo-technical conditions and stress; identifies strong, fair, and weak sections along the slope; formulates primary and supplemental roof bolting systems, designs optimal long-term steel structure support; and verifies the adequacy of the developed support. The method has been successfully utilized on various new slope projects and has been well received by state and federal regulatory agencies during the approval process. This paper details the concepts of the methodology using an actual case study of a slope project in the Midwest.

The SME Research Council assists SME and its constituencies in establishing research directions that will benefit the mining industry and its professions. It also provides information about these directions to its membership, to government and to related industrial societies. The 1995 Research Forum, organized and chaired by George Luxbacher, was the second in a series of meetings organized to develop these directions. A copy of the full proceedings is available from SME for $12 plus postage and handling. The first research forum (Saperstein, L., 1993, "Technology for the Future, MINING ENGINEERING, Vol. 45, No 11, November, pp. 1382-85) invited mining industry representatives to discuss the unsolved technical problems that were keeping the industry from greater economic and environmental efficiency. The second forum asked academic researchers to discuss the same general topics from their perspective. It came as no surprise that, in general, the two sets of presenters tackled the same problems. There was no surprise when the academics spoke of the need for fundamental long-term research. What may have been surprising was the number of university people who spoke for near-term research that leads to measurable economic returns or savings. The closure of the US Bureau of Mines (USBM) has changed the objectives and attitudes of the SME Research Council. From being a point of liaison between SME and USBM - a conduit of items from each party to the other the council is now much more on its own. This isolation presents opportunities and hazards. The opportunities are exciting because the council could be the focus for mineral industry research policy if it were properly structured. The hazard is obvious - if there is no bureau, it could be argued, why maintain the council? Many people believe that SME should take the first course and become the beacon for research policy. More than ever, money is being spent on minerals industry research by the federal and state governments - particularly at the mineral-oriented land-grant universities - by industry and by consortia among these groups. SME could be at the hub of these programs. There is a general concern that industry is less able to maintain an economic edge by means of geologic discovery. According to Titley, there will be fewer major, new world-class discoveries except, possibly, at the continental and tectonic-plate margins. Consequently, economic advantage will go to those companies and nations that stay ahead technologically. Given the inevitable diffusion of technology, it can be concluded that technology development, underpinned by research, must be continuous to maintain profits. This is a change from earlier years when change would occur in relatively rare major steps that were interspersed with extended periods of technological equilibrium. Over the fiscal years 1994 to 1997, there has been a 24% cut in research spending by the Department of the Interior (figures from the American Association for the Advancement of Science). This is the largest budgeted percentage cut in research funding of any federal department. Even so, there is still a substantial amount of federal research funding expended in the mineral and extractive-energy industries. The US Geological Survey, Environmental Protection Agency, Departments of Defense and Energy and others expend substantial funds on minerals industry research. Industry - producers and manufacturers - is also spending large sums on research and research-like activities. This activity argues that there is a role for SME's Research Council. Providing focus Consortia. The closure of USBM has resulted in the migration of expertise to consulting firms and to other entreprenrutisl research entities. Many of these groups are creating ad hoc consortia among themselves, nearby universities and industrial partners. The Research Council is well placed to provide an open forum for these con¬sortia. Presentations of research results, as went on in the annual meetings of the Generic Mineral Technology Centers, can help to establish an. archive of results and an avoidance of duplication of research. A continuing sense of research directions can evolve. National Science Foundation. No discussion of consortia would be complete without mention. of the National Science Foundation's (NSF) programs for Industry/University Cooperative Research Centers (IUCRC) and Grant Opportunities for Academic Liaison with Industry (GOALI). NSF is aware of the gap in federal support of science and technology caused by USBM's closure.

The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

The morphology of environmentally assisted cracks in stressed pipeline steel has been investigated. For a dilute and neutral solution (NS4) simulating ground water in contact with the steel, semi-elliptical cracks grow faster on the surface (2c) than in the depth (a), hence, the aspect ratio (a/c) decreases. This is explained using a deterministic concept since corrosion is dominant and the primary constraint is the conservation of charge. By contrast, when mechanistic conditions prevail, significant growth occurs in the depth. When underloads are imposed in the loading history, temporary accelerations in crack growth occur because corrosion rather than mechanical effects become dominant.

Crush pillars have been incorporated into a mechanized, low-profile trackless system at South Deep Gold Mine. These pillars had to be designed to fail near the face and to ensure that pillar failure is contained within the pillar, to avoid bursting and the risk of high loads being generated during a seismic event, respectively. PoweRite backfill bags were recommended to maintain the integrity of the pillars; except in the main access drives, where the sidewalls were to be supported on 5.6 mm diameter weldmesh and yielding anchors. The results of a trial site investigation exceeded expectations, showing a residual pillar strength of about 37 MPa for a newly formed pillar and 8 MPa for a pillar subjected to seismicity and a closure of more than 300 mm. The introduction of these pillars has improved the rock mass conditions because of the active nature of the support, compared to the previous passive backfill method. Importantly, the pillars have increased mining efficiencies and improved face availability. A potential cost saving to the mine of R140.9 million could be realized over a period of 10 years.

REORGANIZING AMERICAN ENGINEERS There are in America approximately 500 engineers' organizations of various kinds, and yet it is estimated in many communities that 30 to 50. per cent. of the resident engineers are not members of any society of engineers. There is no enumeration of the engineers of the country, but estimates range from 100,000 to 300,000, the latter number probably including assistants, such as instrumentmen, draftsmen and inspectors, together with professional engineers. These local, state, regional and national organizations are for the most part independent and have no means for cooperation. Steps toward the improvement of these conditions are being taken in a number of localities and have already been taken in others. Many engineers are giving the matter serious attention. American Society of Civil-Engineers took an important action at the June meeting of its Board of Direction, by, authorizing the creation of a Committee on Development of Am. Soc. C. E. This action is now well known to all representatives on Engineering Council. Other Founder Societies axe reported to be considering similar action. Engineering Foundation, at its meeting on Sept. 12, adopted the following resolutions: Survey of Engineering Organizations BE IT RESOLVED: that the Engineering. Foundation is prepared, the four Founder Societies concurring, to devote its strength and its' income, so far as this may he required, to a study of existing engineering organizations, and from information thus developed to formulate a series of constructive recommendations which may he serviceable in guiding the further development of local and national engineering organizations in their relations to the profession of engineering, to the public and to each other, to the end that a foundation may he laid upon which to establish a broadly planned procedure, which, while recognizing and preserving all that has already been accomplished, shall increase the power of American engineers in upbuilding their profession and in the service they render to society; and RESOLVED: that in accepting the responsibility for such an undertaking, it will be the purpose of the Engineering Foundation to organize the proposed research along the broadest possible lines, to call to its aid highly qualified experts, and to avail itself of the help of agencies which may be willing to cooperate; and RESOLVED: that in proposing this research the Engineering Foundation has no desire or purpose to intrude upon the domain of individual organizations; that it does not propose to control the action of any individual or organization; nor to ask the acceptance of its conclusions; but that its purpose shall he to develop a possible procedure, or a series of such procedures, of such evident, merit that they will appeal to those who are likely to be most interested; it will do this in the belief that in so far as its work may justify the confidence of engineers and of engineering organizations, it will bear its own fruitage.

The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

"This paper outlines the scope and applications of 'COALMOD', the British Columbia Ministry of Energy, Mines and Petroleum Resources' computerized financial simulation model for coal mining developments. After a description of the computer system and language of implementation, the logic and scope of current model sub-routines are presented. This is followed by a presentation of examples on the current applications of the model to public policy evaluation, including benefit-cost analysis, fiscal analysis and evaluation of the effects of public infrastructure investments made in support of mining projects.IntroductionThis presentation has been developed in response to a number of requests from coal mining companies and various public agencies who have indicated interest in understanding our application of contemporary analytical techniques to public policy in the coal sector. "Canadian process industry experts have often observed the strong trend for U.S. industrial safety and environmental laws to creep across the border. These experts will be interested in new United States (OSHA) regulations (29 CFR 1910.119), and anticipated new U.S. Environmental Protection Agency (EPA) regulations that will require over 28 000 U.S. refineries and chemical plants employing more than three million workers, to begin a comprehensive Process Hazard Analysis (PHA) of these complex plants immediately. Impending EPA regulations are expected to expand these efforts and add process Hazard Frequency and process Hazard Consequence reviews for many additional industrial locations.These regulations were created to reduce catastrophic industrial accidents, and emergency releases of hazardous chemicals which endanger employees, the public, and the environment.Accurate, and field verified Piping and Instrument Diagrams (P&IDs) are essential to permit a meaningful Process Hazard Analysis or emission release to be done. Today accurate P&IDs often do not exist. Many companies that have started to update their old P&IDs have found the process to be far more difficult, time-consuming,and expensive than they ever thought.This paper describes a new technique of computer drawn ""Intelligent"" P&IDs that can make a Process Hazard Analysis less expensive, more accurate, easier to perform, and provides lasting benefits to the plant owner long after the PHA has been completed."

The township of Cloncurry is situated in the northwestern part of Queensland, about latitude S. 20" 42' 53" and longitude E. 140" 30' 25". Townsville is the port through which all the trade passes and is about 470 miles east-northeast of Cloncurry township. The Cloncurry copper district covers an area about 200 miles long by 40 miles wide. Unfortunately the mines are very scattered over this area, there being no large groups of mines. Mount Elliott mine is situated about 70 miles south from the township of Cloncurry, and Mount Oxide mine about 150 miles north of Cloncurry. The district has been known for the last 35 years, and in the early stages a large amount of capital was expended with little to show for it; but within the last four years the railway has been extended from Townsville to Mount Elliott and about 40 miles north of Cloncurry, which has made possible the treatment of the ores of the mines on this extension. The Mount Elliott company within the last few years has smelted and converted on its mine 169,688 tons of ore for 20,554 tons of blister copper, containing 20,377 tons of copper, 35,642 oz. of gold and 28,841 oz. of silver, at a cost of about 233 per ton of blister copper, f.o.b. Townsville. This cost included all development, wages, salaries, general management, office, agency, legal expenses, freight, etc. The gold and silver contents would practically pay for freight to Europe, refining, realization charges, etc. The costs of supplies are as follows: Firewood, 15s., coke, 75s., mine timber, 54s., and coal, 60s. per long ton; explosives: dynamite and gelignite, 50s., and blasting gelatine, 65s. 6d. per case, Mount Elliott Mine The pay shoot of the orebody outcrops at the surface for about 200 ft., and lies between two slate walls about 40 ft. apart., having a general

Prior to 1939 the bulk of the magnesium metal produced outside of the united Stater was extracted directly from the ore and ifi the United States from magnesium chloride obtained as a by-product from the treatment of natural brines. A typical brine is one containing about 0.25 to 0.75 per cent bromine, 11 to 14 per cent sodium chloride, 9 to 11 per cent calcium chloride and 3 to 10 per cent magnesium chloride. The state of Nevada was known to possess large deposits of magnesite ore (MgCOs, the carbonate of magnesium), in Gabbs Valley, near Luning, approximately 350 miles north of Boulder Dam. Deposits mined in Europe were supplying magnesite giving 97 per cent MgCOs with about I per cent each of silica, lime and oxides of iron and aluminum. parts of the Luning de-posits Were almost equally rich, and the general average was of sufficiently high grade for production of magnesium. power to the amount of 200,000 kw. was available immediately from Boulder Dam, and water from Lake Mead, and it was this combination of available power, water, and ore that led to the initial proposal to erect a magnesium reduction plant in southern Nevada to reduce the magnesite ores from Gabbs. The extraction of magnesium metal from these magnesite deposits had been considered by the I. G. Farbenindustrie of Germany as far back as 1929. Mine and Oxide Plant The mine and oxide plant of Basic Magnesium Incorporated are perched upon the oride slope of the Paradise Range, at an altitude of 5000 ft., overlooking the 30 mile desert panorama of Gabbs Valley, Nevada. , Ore Occurrence The Gabbs magnesite ores occur in a thick series of flat, westerly dipping dolomites of Upper Triassic age. The mag-"esite bodies are exposed in steep canyon "areas encircling the north and east edges of a northerly projecting tongue of a roughly elliptical stock of granodiorite, which intrudes the dolomite. The magnesite mineralization is considered to be a a of calcium by magnesium through the agency of hydro-thermal solutions associated with the intrusion of the granodiorite. The ore bodies are of very irregular shape and distribution. Incomplete evidence points to deep pipelike replacement shapes that mushroom out erratically at various elevations. A wide latitude in the degree of magnesium replacement is reflected in a variance of quality from pure magnesite to magnesitic dolomite. The, ore is a massive crystalline mag-nesite. Though some differences in characteristics occur between ore bodies, in general the ore is a medium-grained carbonate varying in color from white, through all shades of gray, to black. The microtunneling test program is one of three main elements of the research project, "Trenchless Construction: Evaluation of Methods and Materials to Install and Rehabilitate Underground Utilities." The other elements of this project include an evaluation and demonstration of horizontal directional drilling technology and pipeline rehabilitation systems. The research is a Corps and Industry cost-shared project funded under the Construction Productivity Advancement Research (CPAR) program. The laboratory partner is the U.S. Army Engineer Waterways Experiment Station (WES), Geotechnical Laboratory. The industry partner is the Louisiana Tech University's Trenchless Technology Center. Industry participants are contributing over half the total cost of this research. The overall objective of the CPAR program is to improve productivity in the U.S. construction industry, thereby enhancing the competitiveness of the U.S. industry in domestic and overseas markets. The Corps and other federal and state agencies will benefit by realizing reduced costs, enhanced safety and better products and services as the products of this research program are developed, tested, and pushed into the market place. The microtunneling demonstrations and evaluations were performed during September and October 1992 at a specially constructed test facility built at WES in Vicksburg, MS. The test facility is 104 m (340-ft) long, 5 m (16-ft) wide, and 4 m (13-ft) deep. It was constructed, ironically, by first excavating a trench into which 6 different types of soils were placed and compacted in approximately 18.3 m (60-ft) long sections. The soil profiles include a lean silty clay (loess), a dry sand, highly plastic buckshot clay, wet sand, clay gravel and silt. The interfaces between soil profiles were sloped to simulate mixed face conditions as the machines exit one zone and enter another, and provided challenges to ground control and alignment and grade control during these transitions. Moisture and density tests were performed on all materials in each lift to assure uniformity. Horizontal inclinometers and 3 levels of settlement plates were installed at key locations in the test bed. The settlement plates and rods and the horizontal inclinometers, together with surface survey points, provided data to evaluate settlement and heave along the test section. Penetration resistance was measured in each section of the completed test bed. Strain gages were installed in 8 of the 0.6 m (24 in.) diam. Hobas pipe sections to measure strains in the pipe as it was being jacked into place. Steering jack loads, jacking thrust loads, and cutterhead torque were also measured during the drives. The results of these tests will be used together with other information to develop guidelines for conducting feasibility studies and selecting proper methods compatible with anticipated conditions.

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

Subsurface disposal of oil-field brines was practiced in Oklahoma on a limited scale as early as 1925. The technique of subsurface injection has been improved immensely and has been applied with varying success in many oil-producing areas in Oklahoma, and elsewhere. This method of disposal, however, is only one of several methods available to operators of oil-producing properties, but, in contrast with usual methods of handling brines on the surface it eliminates the damaging effect of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. Other methods of brine disposal approved by regulatory agencies in some States include (1) impounding in impervious ponds and solar evaporation, (2) controlled diversion into surface waters, and (3) recovery of the mineral salts of the brine. In most, States where oil is produced regulatory bodies authorize the use of one or more of these methods of brine disposal. In Oklahoma, for example, the Oklahoma Planning and Resources Board of the Conservation Commission has been authorized to adopt whatever methods or means may be necessary to prevent contamination by mineralization of all potable waters within the State.

TWO types of automatic drilling controls, the Halliburton and the Hild, are now available and are coming into more or less general use in deep drilling. The primary function of both is to maintain a safe limit of torque on the drill pipe, this being accomplished by automatically controlling the weight or pressure on the cutting tool. Neither type will necessarily increase drilling speed, but by permitting advantage to be taken of "breaks" in the hole higher average cutting speed may be maintained. The control is essentially a safety device, and should be considered as such. It is not the purpose of this paper to discuss the merits of drilling controls, although the advantages over manual feed at the brake drum are obvious, but rather to point out some of the limitations. The Halliburton Control The Halliburton control is designed to operate during drilling through the agency of the draw works. Automatic and constant control of the torque on the bit is governed by clutches on the control itself, and the line shaft to drum shaft drives on the draw works. In operations other than drilling the control is simply a jackshaft between prime mover and draw works. It is, of course, adaptable to any type of power. Because control of the torque on the bit is dependent on the various ratios or clutch combinations available on the Halliburton control and the draw works, it follows that there are certain limitations in points of control. Table 1 shows the possible ratios which can be obtained with the control and a popular type of three-speed draw works, it being assumed that the highest possible gear combination—the combination which when engaged will suspend the least amount of weight—has a value of 1.00. According to the table there are "blind spots" in the series. This is true particularly among the lowest ratios, which are most used to suspend the major part of the weight when great depths are reached. Small amounts of arsenic trioxide were shipped in 1988 from remaining stocks at ASARCO Incorporated's closed plant at Tacoma, WA. Imports of arsenic trioxide were at about the same level in 1988 as in the previous year. Legislation and Government Programs The Occupational Safety and Health Administration (OSHA) levied a $1.6 million fine against Asarco for exposing its workers at its East Helena lead smelter in Helena, MT, to unacceptably high levels of lead and arsenic. The bulk of the fine was for violations of a respiratory protection program. The same smelter and its environs has been listed as a Superfund toxic-waste site by the Environmental Protection Agency (EPA). Tests had shown high levels of lead, cadmium, and arsenic in the soil near the smelter. EPA planned to extend the cleanup to areas within the town of East Helena because high levels of arsenic had been found in shallow test wells outside the smelter site. Federal and State health officials have warned residents living in the vicinity of East Helena to avoid eating certain home-grown vegetables because of high concentrations of heavy metals.2

Locating subsurface conductive solutions is important for many applications, including in situ mining and environmental protection. Drilling boreholes for sampling is expensive and can increase contamination by mixing water from different aquifers. Various noninvasive geophysical methods are available, but previous comparisons were hampered by different methods being used at different sites or at different times. The U.S. Bureau of Mines (USBM) compared methods at one site using the same conductive solution to improve the reliability of the comparisons. Locating deep (> 100 m) solutions is most difficult, SO the USBM selected methods applicable for such depths. Objective Improve the ability to locate subsurface conductive solutions by evaluating and comparing applicable geophysical methods. Approach The experiment was performed cooperatively with other agencies to increase the number of methods studied. The USBM, the University of Arizona, Sandia National Laboratories, and Zonge Engineering and Research, Inc., conducted cooperative field tests of six electromagnetic (EM) geophysical methods to compare their effectiveness in detecting salt water brine of conductivity 3.6 S/m collecting at the water table, 157 m subsurface. The brine was injected through two boreholes. The test site was the University's San Xavier experimental mine near Tucson, AZ. Geophysical surveys using surface and surface-borehole, time-domain electromagnetics (TEM); surface controlled-source audiofrequency magnetotellurics (CSAMT); surface magnetic field ellipticity, surface-borehole, frequency-domain electromagnetics (FEM); and crosshole FEM were conducted before and during brine injection. A total of 110,000 I. of brine was injected over one week, but the effective target volume of brine was much smaller because of mixing with ground water and dispersion.

AVING started to tell you of working potter's clay for making crucibles and shells, the wish came to me to tell you of the practice of this art also. Although it may seem at first glance to be outside the order and purpose of my writing, he who considers well will see that it is not unrelated to it but proper, since it is wholly dependent on the agency and power of fire if it is to be brought to its perfection. Moreover, the potter's glazes and colors are all substances of various metals or impure minerals and therefore belong to fire. Since it is my intention to treat of fire, minerals, and metals for you, I surely should not have omitted this, particularly because it is a necessary art which enriches and is greatly praised both for its ingenuity and its beauty. The art of the potter has two sources as its principal basis. One comes from the art of design, the other from various alchemical secrets and elemental mixtures. In regard to these, I find that, in my opinion, all this art depends in the last analysis on four things: on good judgment in general, and on the art of design so as to be able to make the vessels beautiful and of good shape, as well as to ornament them with painting; after baking them well the first and second times, the next thing is to know how to make and apply the glaze well and to paint them with varied and appropriate colors. The fourth is to see that you have good, fine clay without small stones or lumps-indeed this is to be considered as the first thing. Now this that I have called clay is what many call cretaceous earth and some call argil. It is found and dug up when the masters wish to make use of it and is put in a container to be moistened. When it is moistened, it is beaten on a bench with an iron rod and very well prepared. Mixing it carefully, every small stone, lump, or other hardness that it contains is removed and cleaned away. Then a shaft [145V] of iron is fitted as the journal in a large wheel. On the other end of the journal a small wheel is made which forms an instrument for working that is called a lathe. Having put some clay on this, it is made to rotate by pushing with one foot, and, by rotating it, vessels are worked into a pleasing shape and size. Then they are taken off and put on a board to dry.
