Long-term stability, appropriate taxation and incentive policies are essential to attract and stimulate investment in the mineral sector. An outline of Ontario's $4.6 billion industry and associated tax incentives is presented. Producers are offered incentives under The Mining Tax Act, federal and provincial income tax acts for exploration and development by reducing Me after tax cost to 13-25¢ for each dollar spent. The Mining Tax Act provides generous processing incentives which have positive effects in enhancing investment and economic advantages of building processing facilities. Non-mining companies and entrepreneurial individuals can receive 25% of eligible exploration expenditures in grants/tax credits under the Ontario Mineral Exploration Program.

This research aimed to develop a clean technology for the production of ZnO from residues generated by the steel making industry. Scientific and technologic parameters were both investigated in order to define an industrial methodology allowing the integral recycling of EAF dusts. A reengineering of the Waelz process was perform,~d, aiming to produce a clean fraction of ZnO, fluorine free, as well as a slag enriched in metallic iron, which can be recycled in electric arc furnaces. The technical conditions used to produce the ultra pure fraction of ZnO are described. The magnetic separation of the EAF dust allowing the production of a phase high in iron and recyclable to the electric arc furnace is also discussed. Thermodynamic of the volatilization of all the elements contained in the EAF dust was performed in order to better control the thermal process in the rotary kiln. Tests were run using different reducing agents, weakly or highly reactive, aiming to determine their specific efficiency.

THE No. 6 open-hearth furnace at the plant of the Worth Steel Co., Claymont, Del., is the first to be rebuilt according to the Kuehn system. This as well as the other five furnaces at Claymont, has a nominal capacity of 75 tons, but the actual charge is about 242,000 lb. No hot metal being available, the pig-iron is charged cold. Oil of low grade with an asphalt base is used as fuel. These two items have to be kept in mind when discussing the actual fuel consumption. Careful records have been kept covering a five weeks run and the following is a brief summary of them The time required to heat the furnace preparatory to charging from the time a wood fire was started until charging commenced was 36 hours. This, I understand, is much less than with furnaces of standard design. The draft of the furnace, as shown by a gage in the stack-flue, is 1.25 in. The maximum draft with new checkers on former runs was 1.50 in., this draft gradu¬ally decreasing as the checkers closed up. Both of the first helpers claim the present draft is all they need for the proper working of the furnace, and, as with the Kuehn regenerators the draft remains practically the same from beginning to end of a run, this is satisfactory.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system?s ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system?s ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system. A CLE Brasil possui uma subestação de 230kV que apresentou sérios problemas de trincas e rachaduras nas estruturas de concreto após alguns anos. Em alguns pontos a ameaça de queda era real. Foi iniciado um estudo de patologia das estruturas de concreto, com uma empresa especializada em recuperação estrutural para conhecer as causas e recomendar a melhor terapia estrutural a ser realizada. Após o estudo, definiu-se a terapia adequada das estruturas. Esta atividade foi classificada como de grande risco e teve foco na segurança da equipe e operação do sistema, de modo que todo o serviço fosse executado sem quaisquer incidentes as pessoas, ao meio ambiente e ou interrupções de energia elétrica. Havia desafios como realizar manutenção nas proximidades da linha viva, serviços em altura com utilização de andaimes, período de chuvas e ventos, trocas de equipes e anomalias. As estruturas tratadas foram Pórticos com 17 metros de altura, postes e suportes para isoladores, TPs, TCs, Seccionadoras e Transformadores. A atividade durou 04 meses e contabilizou 5.752 horas de trabalho. Os resultados foram significativos e dentro do esperado, sem ocorrência de incidentes, prolongamento da vida útil e aumento considerável da segurança da equipe e do sistema de distribuição.

Five mine fire experiments were conducted in a 2.08m high and 2.90m wide, ventilated mine entry in the National Institute for Occupational Safety and Health (NIOSH)'s Safety Research Coal Mine (SRCM) to determine the effect of the dispersion of carbon monoxide (CO) on mine fire detection. CO measurements were made at distances from 7.6 m to 45.2 m downwind from the fire with diffusion mode CO sensors positioned near the roof. For small intensity fires, less than 30 kW heat release rate, generated by 14 kg coal in a 0.61 m square tray, it was determined that air flow and sensor spacing were significant for fire detection at the 10 ppm CO alarm level. Within 15.0 m downwind distance from the fire, 10 ppm CO alarm values occurred for volumetric air flows less than 11.5 m3/s. However, the 10 ppm CO alarm value did not occur 30.0 m downwind from the fire for air quantities greater than 6.2 m3/s due to dilutive mixing of the CO in the air stream. The criterion that the mine fire alarms occur within 15 min of the onset of flaming combustion could not be consistently met with the 10 ppm CO alarm. This suggests the use of lower CO alarm values, or reduced CO sensor spacings for mine fire protection. It is demonstrated how computational fluid dynamics (CFD) can be used to model the CO dispersion downwind from the fire in support of a plan to optimize sensor spacings.

THE oxidation resistance of chromium and Fe-Cr alloys is increased by small additions of yttrium or other rare earth metals.1,2 In addition, the presence of the additives increases the resistance of these alloys to spalling of the external oxide above 1000°C. This ability to prevent spalling appears to be related to the formation of an internal oxide in alloys containing yttrium or the other rare earth metals. The internal oxide is found in the form of a filamentary growth concentrated in the grain boundaries of the unoxidized metal. In alloys containing yttrium this internal oxide was found to be either Y2O3 Or YCrO3.' In an earlier report,' the growth of the external oxide was found to be controlled by diffusion through the oxide layer. Thermal balance studies were used to establish the kinetics of external oxide formation. In this related study the rate of growth of the internal filamentary oxide has also been studied. The results obtained indicate that the growth of the internal oxide is also diffusion controlled. Internal oxidation appears to occur in at least two ways. Using copper alloys containing small amounts of silicon, Rhines 3 found that between 600" and 1000oC a subscale was formed which consisted of particles of silica dispersed in the metallic matrix. The conditions requisite to internal oxidation as suggested by Rhines are: 1) a solubility of oxygen in the alloy, 2) the ability of oxygen to diffuse at an appreciable rate into the alloy, 3) the possibility of the formation by the alloying element of an oxide more stable than the oxide of the host metal, and 4) a relatively low solubility of this oxide in the metal. These conditions are fulfilled for a number of other copper alloys.3-5 Furthermore, the relationship between the depth to which the internal oxide is formed and the oxidation time follows the simple parabolic law.6 The activation energy for copper containing small amounts of silicon, germanium, iron, or manganese as calculated from Rhines data6 is about 48 kcal per mole. In some cases the internal oxide is found segregated at the grain boundaries, especially near the the surface. Observations of this type of oxide formation have been reported by stead,7 Rhines,* and Lustman. The problems discussed include: production capacity, mining problems, coal cleaning, transportation, combustion, and various environmental problems, such as health effects of coal combustion, water and air pollution, and solid waste disposal.

Tailings management trade-off studies are done for all mining projects. There is wide variability in these studies as their approach, details and outcomes are determined by the experience and focus of the project team. While some of these approaches may consider the whole life cycle of the project others may focus only on capital and operating costs and direct environmental impacts. A complete life cycle approach is not standard practice. This paper describes an approach to implementation of formalised life cycle assessment (LCA) following ISO 14044 to tailings management trade-off studies. The paper describes the implementation of the methodological framework for the LCA, ie goal and scope definition, life cycle inventory analysis, life cycle impact assessment and life cycle interpretation. This standardised approach to implementing tailings management trade-off studies following the LCA approach will contribute to the state-of-the-practice in sustainable mine development.

"This paper documents the characteristics of the different quartz veins, and their relation to gold, in the turbiditic Meguma domain of eastern Nova Scotia. Eleven different types have been distinguished in the greenschist facies on the basis of form, internal structure, mineralogy, wallrock alteration and crosscutting relationships to each other and to regional structures. Gold is present as rare visible disseminations in host rock slates and in ore-grade, early-formed veins, that pre-date the formation of upright Acadian folds and intrusions of Devonian granitoids. Four vein types pre-date Acadian folding. Five gold-deficient vein types are associated with Acadian folding (syndeformation); whereas two gold-deficient vein types clearly post-date this deformational event: Previously unreported, wall rock alteration is associated with early crosscutting and semiconcordant auriferous veins. In contrast, early stratiform veins are devoid of wallrock alteration. It is suggested that the auriferous vein arrays formed as submarine exhalitive systems over synsedimentary tensional faults and that the Meguma domain may represent the opening of a basin similar to the modernGuaymas rift .IntroductionThe term ""turbidite-hosted gold deposits"" is introduced to distinguish gold deposits contained within a turbiditic sequence of wackes and shales (or their metamorphosed equivalents) from gold deposits in other types of sediments. Usage and justification for the term is similar to ""carbonate-hosted lead-zinc deposits"" or ""volcanogenic massive sulphides"". A range of different characteristics can be present in individual deposits, some of which may be indicative of specific deposit types in the same manner that volcanogenic massive sulphides can be subdivided into ""Cyprus type"", ""Kuroko type"", ""Besshi type"", etc. Historically, gold deposits hosted by turbiditic flysch were an important class of quartz-vein gold mines in the 19th century. They included the goldfields of Victoria, Australia, Otago, New Zealand and Nova Scotia, Canada. Production from most of these fields had ceased by World War II and interest in this type of deposit waned. However, the recent exploration interest in gold has resulted in both re-assessment of the classical mining camps and the discovery that ""turbidite-hosted"" gold deposits are present in many parts of the world.Mapping of the regional geology and gold deposits of the Megumadomain of Nova Scotia was carried out by E.R. Faribault of the Geological Survey of Canada between 1886 and 1939. Faribault produced a comprehensive series of maps and reports for each gold district, a compendium of which was published by Malcolm (1929)."

Effective solvent extraction media have been investigated for purification of rare earths. At first, a quaternary ammonium compound was studied. The counter anions of rare earths and organic dielectric substances were tested to improve separation factors,. And second, crown ethers were selected for extractant. Several diluents of crown-adducts were tested to improve solubility and distribution coefficient as well as the counter anions of rare earths. Especially, in the presence of strong reducing agents, highly selective extraction of europium from other rare earths was observed. The third extactnts were ß -diketones. Presence of organic dielectric substances was very effective to improve separation factors. Though those. three groups of extractants were suitable for mutual separation of light rare earths, alkyl esters of alkyl-phosphonic acids were suitable for mutual separation of heavy rare earths because of their high separation factors. To keep proper pH value was necessary for acidic extractants, so control method of the solution pH was studied with high molecule insoluble amines or salts of those.

Technically based guidelines for managing rock related risks associated with strip mines in South African collieries are currently vague and are to a large extent based on experience and trial and error. To date, no mine specific or universal design charts exist within the South African industry. Quantification is done on a reactive basis i.e. following reported instabilities. The conditions under which, proactive tools to manage instabilities would be practically applicable are: The design of simple easy to use charts. Designing the charts for a target audience that is primarily production management. Well organized, logical set-up of the charts that will allow for easy future refinements. Allowing for variations in rock and soil properties within the charts that would account for colliery specific and region specific variability. The factors selected for in depth investigation that were deemed to have either individually or in combination, a primary influence on the stability of strip mines are (in no order of priority): Appropriate batter angles for ?soft? materials. Surcharge loading (spoils, dumps, topographical highs) on the highwall side. Influence of the thickness of stratification on stability. Influence of moisture content on stability. Influence of the changes to the coal seam dip angle on stability. Influence of persistent ?strip long axis? parallel faults/joints on stability. Spoil stability for variations in material type. This paper provides details of the work undertaken, using principally numerical modelling techniques, to produce design charts that will allow for proactive management of rock-related instabilities on strip mines.

"A precise analysis of the noise emitted by an aluminum plant has shown that one of the main sources of noise is the noise emitted by an exhaust stack 40 m high and 1.8 m diametre, emitting a pure tone at 320 Hz. Because a classical cost effective solution is not available for this source, active noise control (ANC) solution was investigated.Commonly available ANC systems, how-ever, are not applicable to the chimney considered because the diameter of the stack (f) is too important compared to the wave length(?)of the frequency to control. In fact, until now, active noise control (ANC) has been successfully used to reduce the acoustical energy emitted at the end of ducts in the case of plane wave propagation, i.e. ?/f< 1.7 [1,4].When f> ?/1.7, high order modes propagate in the duct and a single canal active noise control system is not sufficient.This paper presents an ANC system developed to control higher modes in a circular duct. The controller used is based on a multiple-input, multiple-output adaptive filtered X-LMS and allows up to 11 error micro-phones and controls sources. The system has been used in a laboratory on a finite duct of3.5 m long and 0.30 m diameter which corresponds to the same ratio ?/f for the real stack. The efficiency of the system with different numbers and location of control sources and errors sensors has been analyzed. Noise reduction of 15 dB(A) could be obtained with some configurations. Actually, the system is being considered for installation on the real chimney stack."

Employment and injury experience data for all mineral industries are given in volume III. The 1963 figures are preliminary and are subject to revision. METAL MINES Preliminary estimates for the metal-mining industry of a combined fatal and nonfatal injury-frequency rate of 32.34 per million man-hours in 1963 indicate only a slight change from the rate of 32.00 in 1962. Metal operations had 41 fatal and 3,110 nonfatal injuries during 1963.

Magnetic proximity detection systems (PDSs) are used with continuous mining machines (CMMs) to protect miners from striking and pinning accidents. Generators are used in a PDS to create magnetic fields covering the space around a CMM. The PDS determines the proximity of a miner relative to the CMM based on the magnetic flux density detected by a miner-wearable component (MWC) and simultaneously alerts the miner and stops the motion of the CMM if the miner is within a proximity that creates a striking hazard. A stable magnetic field is essential to the accuracy of the proximity calculations performed by the PDS. This paper presents the results of a systematic study of the magnetic influence of two types of steel structures found near a CMM— the body of the CMM itself and the wire mesh used for roof and rib control. The results show that the steel of the CMM body can change the magnetic field distribution and also alter electrical parameters of a PDS by changing its generator current. The study also shows that, depending on the distance between the wire mesh and a generator, the magnetic field can also be altered.

Paper presented at a meeting on: Artificial intelligence in the minerals sector, held in Nottingham, UK, 20 April 1993 (original title: The database: a pre-requisite for large-scale use of AI in mining). Artificial intelligence is a term which has been widely applied to different techniques including rule-based systems using inductive and deductive logic algorithms, neural networks, learning systems and genetic algorithms. In principle it should be applied to adaptive statistical techniques. Some of these applications have been coded in languages which are specifically suited to the novel requirements of AI but are not easy to integrate with more traditional computing methods. Efforts have been made to bridge the gaps, particularly with database management systems and such efforts at integration should provide the key to future success in the application of AI. A field which has been termed "knowledge engineering" cannot be credible as such if it fails to provide easy access to raw materials of "knowledge" i.e. the data residing in databases. In the mining industry there are a number of significant areas in which AI could usefully be applied throughout the industry, but its advance is slow because of the lack or inefficiency of such database links. Current development of object-oriented database systems for geology and mining holds out hope for such integration in the foreseeable future
