"Adopted in 2003, theses guidelines are intended to assist the Qualified Person(s) in the planning, supervision, preparation and reporting of mineral resources and mineral reserve estimates. Preamble: These guidelines have been prepared by the Canadian Institute of Mining and Metallurgy and Petroleum (CIM) led Estimation Best Practices Committee. They are intended to assist the Qualified Person(s) (QP) in the planning, supervision, preparation and reporting of Mineral Resource and Mineral Reserve (MRMR) estimates. All MRMR estimation work from which public reporting will ensue must be designed and carried out under the direction of a QP in accordance with National Instrument 43-101 (NI 43-101) and related forms. A QP is defined in NI 43-101 as ""an individual who is an engineer or geoscientist with at least five (5) years of experience in mineral exploration, mine development, mine operation, project assessment or any combination of these; has experience relevant to the subject matter of the mineral project and technical report; and is a member in good standing of a professional association"". Disclosure of MRMR estimates is to be made in accordance with industry standard definitions approved by the CIM (the CIM Standards adopted by the CIM Council in August 2002) which have been incorporated by reference into NI 43-101."

Although environmental and sustainable development reporting has now become widespread in the Australian mining and minerals processing sector, there remains a great deal of diversity in reporting contents and practice. Moreover concerns remain about the effectiveness of reporting for delivering the companyÆs business case for sustainable development as well as for communicating sustainable development performance to a range of external stakeholders. This paper therefore reviews the status of sustainable development reporting in the Australian minerals processing industry. Pertinent international and national developments are briefly captured, leading to a discussion of the framework for integrating sustainable development reporting with sustainable development management (as proposed by the World Business Council for Sustainable Development). This leads to a discussion of the results of a comparative review of sustainable development reports of a cross-section of eight Australian resource companies. Best practice elements are highlighted in regard to reporting on company context, governance, performance and assurance.

Experience at Energy West Mines in the Wasatch Plateau Coal Field, Utah, has shown that longwall face bursts occur mostly near the tailgate when extracting the third adjacent longwall in a panel section where depths exceed 610 m (2000 ft). It is believed that this is due to a combination of cover depth and side abutment stresses created by the widening of a pressure arch formed by interlocking and bridging of large blocks of" very competent strata. The 60-m-thick (200 ft) Castlegate Sandstone probably plays a key role in pressure arching. This paper presents a back-analysis of the location and magnitude of the stresses associated with face bursts that occurred when mining the 7th Right Longwall at the Deer Creek Mine. Improvement of these conditions may be achieved by widening the longwalls to attain critical subsidence width sooner while mining the second long-wall, and to reduce stresses at the face. Wider longwall faces, however, increase the chance of sandstone channel interception often associated with bursts. Satisfactory mitigation of face bursts beyond cover depths of 610 to 670 m (2000 to 2200 ft) may be difficult without using destressing techniques. The hydraulic fracturing/liquid infusion technique seems to offer the best possibilities for application in longwall mining.

On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

CAPTAIN JOHN H. BALLAMY John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on August 9, 1918. Captain Ballamy was born at Plymouth, Pa., in 1886 and graduated from the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. He continued this diligent and energetic practice for many years. For sixteen years he continued in the employment of the Delaware, Lackawanna & Western Railroad Company's coal mining department, first as a practical miner, next as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company's office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. CAPTAIN JOHN H BALLAMY. Captain Ballamy's military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers' training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on August 9, 1918.

This paper, describing the concentrator practice of the United Verde Copper Co., is one of a series being prepared by the Bureau of HISTORY The United Verde concentrator was constructed in accordance with recommendations based on certain novel reasons which were quite different from those usually justifying the expenditure of such an amount. Concentrator operations started in March, 1927, although the metallurgical staff had considered for several years the eventual addition of a concentrator department.

This paper will describe the copper concentrate slurry pipeline and pumping system between the concentrator and the port at Bougainville Copper Ltd. The operations of Bougainville Copper Ltd. are located on the island of Bougainville in the South Pacific. Geographically, it is the northernmost island of the Solomon Group but, politically, it is part of Papua New Guinea. Papua New Guinea is a United Nations Trust territory administered by Australia, having recently been given self-government, with independence scheduled for December 1974. (Fig. 1). The island is approximately 130 miles long by 30 miles wide, with the Crown Prince mountain range forming a spine along its length. The mountains in place are over 8,000 feet high with the mine located on the western flank at an elevation of 2,200 feet. Exploration on Bougainville for copper by Conzinc Riotinto of Australia (CRA) began in 1963 and by 1968, through geophysical, geochemical and diamond drilling methods, an orebody containing nearly one billion tons of ore grading approximately 0.48% Cu. and sane gold had been outlined. Bougainville Copper Ltd., the company operating the mine, is 53.6% wined by CRA, 20% mined by the government of Papua New Guinea with the public Folding the remainder of the shares. THE Hayden mill of the Ray Mines Division, Kennecott Copper Corporation, is now equipped with two 9 by 12-ft. rod mills having a daily capacity of 6000 tons of coarse-crushing plant product from the mine. These two mills crush a 3/4-in. product to approximately 19 per cent on 14 mesh, with only one pass through the mills. Each rod mill has taken the place of four sets of 42-in. Garfield rolls with their attendant screens, and is making a product for the fine-grinding department comparable to that formerly made by rolls in closed circuit with screens. The rod mills are lined with wave-type liners of white iron, varying in thickness from 2 to 3 in. The shell and end liners last approximately 600 to 700 clays. Manganese-steel lifter bars, 3 5/8 in. thick, are used, spaced about 11 in. apart, and they give a life of 350 to 450 clays. Fig. 1 shows the general design and thickness of the wave-type liners and lifter bars; 1 1/2 -in. liner bolts are used to fasten the lifter bars to the shell. The shell liners are held in place by the tapered lifter bars. A ¾-in. wood hacking is used between the shell and the liners. The rod-mill scoop has removable manganese-steel lips, which last 250 to 300 days. The scoop proper has shown some wear in spots; and these spots have been protected by rubber bolted over them. Water and milk of lime are added to the elevator feeding the mill, but not enough water to cause a pounding of the rods against the shell. Roughly, the water added amounts to 2.5 to 33 per cent of the ore. Addi-tional water is added to the mill discharge to facilitate distribution to the classifier bowls in the fine-grinding department.

This paper on milling methods and costs at a flat river (Mo.), mill is one of a series of information circulars on milling methods and costs which is being prepared by the United States Bureau of Mines, The mill under consideration treats 5,000 tons of load ore daily by table concentration and flotation. It is 25 years old, and yet it is a new mill. Research has been in continual progress at the plant since its beginning, and accordingly a day never passes without a record of change for advancement. The changes have been so orderly that no evidence of obsolete equipment remains.

QIT Madagascar Minerals (QMM)’s heavy mineral sand deposit located near the Village of Fort Dauphin, Madagascar was recently drilled using Boart Longyear Company’s Mini-Sonic drill. Continuous sand core samples were obtained to a depth of up to 30 meters for analysis and compared with the existing drilling data. Results were used as part of a validation process of the resource estimate, based on approximately 1,500 exploration holes drilled to date.

THE first discovery of zinc 011 the property now worked by this company was made by the celebrated mineralogist, Prof. William Theodore Rapper, in 1845. Different claimants kept the property in continual litigation till 1861, when everything was satisfactorily settled by the purchase of the land by the company, who have worked it ever since. The mines are situated in a valley, four miles south of Bethlehem, Pa., in Lehigh County. The valley is from two to three miles broad, and is bounded 011 the north and south by syenitic hills. Syenite underlies the valley, and upon this is deposited the Potsdam sandstone, then a layer of slate, and, finally, a dolomitic limestone, belonging to the Chazy or Black River formation, in which the zinc deposits are inclosed. The rocks occur in folds, and have evidently been subjected to tremendous pressure from below, the zinc deposit being found in an anticlinal axis, in nearly vertical veins. Gas handling at Magma Copper company's, San Manuel smelter receives process gas from a flash .smelting furnace and four copper converters. The major gas handling equip11lent consists of four electrostatic precipitators and a sulfuric acid plant. Process ,vessels in gas handling are, typically confined, spaces. Lethal gases, mechanical and chemical hazards, and the difficulty of rescue, should an accident occur, makes this area a must in the safety plan. The presence': of hazardous chemicals and explosive gases in process' vessels and piping are of major concern when repairs' are required. Proper job procedures are critical to prevent injury during repairs. This includes plant employees and contractors who are likely to be unfamiliar with the hazards ,involved. The safe operation of a gas handling operation must include the functions of operations employees on a daily basis. This includes a safe working environment and involvement of all employees in the safety program. If an injury does occur quick medical response is critical to prevent serious injury. Medical responders must be adequately trained and prepared to treat the injured person without becoming victims' themselves. The methods used at Magma Copper Company to deal with these safety problems are the focus of this presentation.

Determining the change of stress in rock based on measurements of the deformation of a drill hole is a procedure that is increasing in popularity. A closely related procedure involves the applicat10n of this principle to determine the existing stresses in a rock medium, by cutting free (core drilling) an annulus containing the drill hole. In this Bureau of Mines report, expressions are derived from which one can calculate the stress ellipsoid--the three-dimensional change of stress, or the existing three-dimensional stress field, as the case may be. Study of these equations shows that the stress components in three dimensions can be determined by measurements in only two drill holes, and yields general principles that are useful in planning an efficient program of drilling and measurement. Procedures are given for calculating the least squares estimates of the stress components and their standard errors, and for evaluating or comparing calculated values by means of standard statistical inferences.

This paper describes practical applications of lineal" programming techniques to help in the planning of production, transportation and shipments at different coal mines. The models are being used by Cyprus Coal Company in eastern and western operations to plan coal production, economic dispatching and blending over variable time horizons. In addition, where a preparation plant exists, the models establish the amount of washing required to meet specific coal sales qualities. The emphasis on this paper is on model development and implementation together with a system to track coal flow and qualities, either raw from the mines to the loading facilities 01" processed through a preparation plant.
