Present and emerging technologies are renewing interest in domestic rare earth elements (REE) production. REE deposits throughout the North American Cordilleran alkaline-igneous belt are being re-examined for their economic potential. In New Mexico, the mineral deposits found in this belt are associated with Eocene–Oligocene alkaline to calc-alkaline igneous rocks. Four areas in New Mexico have been examined for their REE potential. The chondrite-normalized REE patterns are similar for all four districts, even though different REE minerals are found. Crandallite, xenotime, bastnäsite and brookite are found in fluorite veins and carbonatites at Laughlin Peak. Bastnäsite was extracted during fluorite processing from 1954-1980 from the Gallinas Mountains, where samples as high as 8% total REE are found in fluorite veins. Other REE minerals include agardite, parasite, xenotime, and monazite. Allanite, thorite and as much as 8133 ppm total REE are found in fluorite veins in the Capitan Mountains. In the Cornudas Mountains, exploration along the outer edge of the Wind Mountain nepheline syenite laccolith and within phonolite dikes, plugs, skarns and carbonate-replacement deposits in Chess Draw contain as much as 3110 ppm TREE, hosted in eudialyte, monazite, bastnäsite, and calciocatapleiite.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

ENGINEERS from industrialized countries are frequently called upon to examine mining operations in primitive areas and make recommendations regarding mechanization and modernization. They often set forth with self-confidence, knowing full well that all that is needed is their experience and several shiploads of mining machinery, and at times they mentally provide the answers before the problems have been clearly stated. In primitive areas it is absolutely essential that the examining engineer spend enough time at the site to acquire a thorough understanding of what is being done now and why it is done the way it is. The objective here is to state in simple terms some of the problems that may be encountered, in- as much as solutions, if they can be found at all, will differ with each experience.

The upgrading project for two hydropower plants in Slovenia, Europe, requires two new pressure tunnels: Plave II (5.9 km Flysch) and Doblar II (3.6 km Limestone). It is the worldwide largest application of the Double-Shield TBM technology combined with an extremely thin-walled monoshell honeycomb lining system. The first drive has been completed by end of June 2000 achieving best performances of 50m/d and almost 1,100m/mth. In September 2000 the TBM started the second tunnel without any required adjustments due to geological or other reasons. Another 52m/d have been bored already within one production day of two 8 h shifts achieving a maximum penetration rate of more than 6m/h. The completion of the Doblar drive can be expected by February 2001.

It is well-known that blasting has an economic effect on grade control activities. However, until recently, methods did not exist for measuring the grade control value change caused by the blast. Rules of thumb were the best method to minimize ore loss and dilution, as simulation has been traditionally constrained by time and computer power. Even with these rules followed, an extensive study performed on over 150 blasts showed that the value change caused by the blasts followed a normal distribution – some blasts created value, and some blasts destroyed value. The question naturally asked was “How can we ensure the blast designs are optimized to create value?” Recent advancements in computer power have enabled real-time blasting simulations that create post-blast grade control models before the blast is fired. Understanding what will happen before it happens allows blasters and grade control personnel to iterate designs, searching for the highest value achievable.

æMining + Health in DevelopmentÆ is a project funded by the International Mining for Development Centre (IM4DC, 2012) to develop a centralised database of corporate sustainability initiatives for managing and improving occupational and public health, based on information extracted from social and environmental reports of major mining, oil and gas (MOG) companies. This register of materials has the potential to increase stakeholder awareness of the unique health risks impacting the minerals industry, employees, their families and surrounding communities, as well as to inform stakeholders on global industry approaches to health management.Data and preliminary outcomes from analysis of different MOG corporate sustainability reports on public health and disease management are presented for six African countries (Democratic Republic of Congo, Ghana, Mozambique, Sudan, Tanzania and Zimbabwe) and six Asia-Pacific countries (Indonesia, Mongolia, Pakistan, Papua New Guinea, Philippines and Vietnam).With the minerals industry facing ongoing rapid growth worldwide, including continuous expansion into developing regions, the æMining+Health in DevelopmentÆ project will inform industry, civil society and regulators of current health management practices and programming among the different sectors of the minerals, oil and gas industries and across various regional operations. HAVE been asked many times by financial men in New York as to the best way of securing an interest or control of a gold mine in Canada. It must be understood at the start that prospectors and early owners will not sell a 100 per cent interest. They not only retain from 10 to 25 per cent interest, depending upon the work done, but usually demand more or less cash to reimburse them for expenses. These conditions are accepted by Canadian capital and operating mines looking for new properties. The winter is not a hindrance to work but may be of great advantage. The overburden of soil and gravel is generally wet and most difficult to trench in the summer time especially if at all deep. The snow also permits easy transportation of freight. Properties distant from rail transport all of their machinery and supplies during the winter months.

"Mineral deposits require substantial amounts of energy to transport and be processed into useable form, and as such present a real processing challenge in that the deposits are never homogeneous and ore body compositional characteristics are all over the map! Extracting the desired mineral(s) from the deposit at sufficient profit margin, despite severe fluctuations in market price, requires process automation architecture capable of supporting an integrated enterprise solution. Such an architecture will encompasses the activities of individuals, process units, process areas, plant level activities, mine management and business planning and accounting systems. Key to the automation process is the aspect of value generation. This paper brings together the various requirements for the automation of a mining enterprise and presents the different aspects of how to obtain value across the entire mining operation.INTRODUCTIONMinerals’ processing sites are historically long lived, 20 year life of mine is not uncommon and 75 years is not unheard of. Considering that hardware technology advancements are introduced every six months, or less, it is prudent to select process automation systems that adhere to “open” industrial standards versus proprietary based systems. In the minerals processing industry, the key to survival is driving the cost of production per unit volume to the lowest possible level and provide enough profit to sustain operations. Control system architecture and Business information technology are rapidly becoming important tools in the quest for productivity. Getting key dynamic business performance information at the right time to the right person or process unit is crucial to successfully achieving corporate goals. The process automation architecture selected must therefore be able to integrate to the various networking enterprises and business systems.The mining industry is generally known as an “extractive” industry that is very physically-oriented with respect to operations and the activities in which workers engage. Large numbers of people performing manual tasks in difficult surroundings, produce very variable outputs. But, times are changing – and so are industry best practices. While the nature of work still consists of activities such as ore extraction, ore movement, ore concentration, refinement and logistics, automation innovations are starting to change the nature of many of the production steps. The industry has transitioned from requiring more physical activities by workers, to more information management, automated control and collaboration within the operation. Humans are good at situational intervention and non-linear reasoning and do best when empowered with an overall production perspective. Machines and automation are good at repetitive functions, steady state operation, and managing transitions. Thus, a combination of advanced technology solutions, reliable and useful information and full human contribution are necessary to mining operations for value generation."

"INTRODUCTION In the course of the investigation of manganese mineral occurrences in continental United States, the Bureau of Mines has collected several lots of ore from properties in the vicinity of Long Valley, Ariz. The ore occurs as irregular and random pockets in a brecciated zone. As only high-grade portions of the deposits obtained by selective mining would be acceptable as commercial-grade manganese ores, an investigation was made to determine amenability of the ores to concentration by ore-dressing methods. Several types of ores, differing in grade and mineral associations, were studied.Ores from the Vaiazza property are of special interest, owing to the successful application of silica flotation for their concentration. Ores from the Shroup and Conner-Hough properties are very similar but differ somewhat in their response to ore-dressing Method's. In all instances, the man¬ganese minerals are psilomelane and pyrolusite, with minor amounts of other manganese oxides. The country rook is a brecciated limestone; the diluent in the high-grade ore pockets is chiefly silica. The low-grade manganese ores are limestone replacements, and the chief gangue material, of course, is limestone."

This paper details the static and Statnamic load testing on a 600 mm square pre-stressed concrete pile. The pile was located at Pier 15 on the 20 million-dollar Bayou Chico Bridge Project in Pensacola, Florida. The pile was 10.5 meters long and had a design load of 1.3 MN. Three static load test cycles were performed in November, 1996. The Statnamic load test was performed in January, 1997. The Davisson Failure load of the first cycle of the static test was 3.7 MN, and the Davisson Failure load of the Statnamic test was 3.2 MN. The load-displacement curves for the two types of tests were very similar, indicating that the Statnamic load test performed well in the sandy soils. Strain gauges embedded in the pile showed 35% skin friction and 65% end bearing for both test methods. Strain gauges were located at equal spacing at five elevations in the pile. A toe accelerometer verified the rigid body assumption of the Unloading Point Method currently used in the analysis of Statnamic load tests. The data collected from the pile instrumentation was of excellent quality and represents some of the best research to date comparing static and Statnamic load tests.

The evaluation of the effectiveness of the time domain Coal Interface Detector developed by the General Electric Company under contract H0155120 is the subject of this report. The sensor utilizes differences in the time characteristics of shearer vibrations as sensed by an accelerometer mounted on the ranging arm to discriminate the cutting of coal and rock. Pour identical time domain sensors were supplied by the Bureau for field evaluation. The performance of the time domain sensor was evaluated by an extensive field test and data collection program that included four longwall mines and a total of nine mine visits. The intent was to determine the sensor's applicability to a wide range of mining conditions and to document its limitations. Results of the extensive field tests indicate that shearer vibration data processed by GE's time domain signal processing algorithm cannot be used to reliably detect when the cutting drum crossed the coal/rock interface.

The risk assessment project examines the likelihood of inorganic contaminants from copper dump-leaching operations to contaminate domestic water supplies. The project examines contaminant transport by modeling contaminant movement from the base of a leach pile through the unsaturated zone and into the saturated zone. The modeling effort is unique in that it models infiltration, contaminant transport in the unsaturated and saturated zone combined with geochemical modeling of the unsaturated zone. The project incorporates probability theory to reflect the uncertainty of hydrogeologic parameters.

This publication contains routine analyses and related source data for 547 natural gas samples from 22 States and three foreign countries. Of this total, 340 samples were collected during calendar year 1967. The remaining 207 analyses are of samples collected during previous years, but releases granting, permission to publish the results were not received until 1967. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. The Bureau of Mines has conducted this survey in the United States since 1917, and in 1965 it was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 516.4 Nine previous publications have been made to present results of 7,618 gas analyses made by the Bureau of Mines Helium Activity prior to 1967. The first three, Bulletins 486,5 576,6 and 6177 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other six

WMC was a late entrant into Indonesia in mid-1996, but had considerable experience and success in exploring in Asia, particularly the Philippines since 1988. Given the geological similarities to the Philippines and IndonesiaÆs superior æcradle to graveÆ Contract of Work (CoW) tenure system, the entry into Indonesia was a logical decision but nonetheless a result of detailed planning. At the time of WMCÆs entry, Busang in Kalimantan was still a 60 moz wonder and the euphoria of this apparent discovery had overflowed into every aspect of exploration. Many junior mining companies and tenement speculators were clamouring for properties in Kalimantan, whilst other serious and capable explorers had to compete for properties and exploration personnel in an era of high and often unrealistic expectations. The picture in late-1998 and through 1999 is dramatically different, as the worldwide downturn in the price of most metals coincides with financial and social crises throughout most Asian countries. The impact of this has been particularly severe in Indonesia and when coupled with the negative sentiment of the Busang fraud has resulted in an exodus of junior companies and also some of the majors. This is understandable given the much publicised social unrest, uncertainty of government, mooted changes to the eighth generation CoW, increasing illegal mining and heightened community expectations. The reality however is somewhat different and although clearly a crisis in many respects, it is also a time of great opportunity.

In this paper, we review the equations needed to construct an ion exchange column model. These models contain three major components: 1) a differential material balance around the colunm, 2) a differential material balance around an ion exchange particle, and 3) a constitutive equation for diffusive flux We then examine the ability of a fairly simple mathematical model to predict ion exchange column experimental data. This model contains the traditional absorption theory equations and is used to predict the behavior of a column filled with a hydrous crystalline silico-titanate and which is removing trace amounts of Cs+ from a high pH, complex electrolyte solution. Finally, we propose replacing Fick's law with the Nernst-Planck equation as the constitutive equation for diffusive flux We use a Nernst-Planck type model to predict batch experimental data, then evaluate it by comparing it's ability to predict experimental data to that of a more traditional Fick's law type model? The data from this comparison suggests that the Nemst-Planck type model yields better results.

Stirred milling using either horizontal or vertical mills has made a rapid entrance into PGM ore and tailings concentrator flow sheets. Currently there are in excess of 40 units installed in either mainstream, ?MIG? or intermediate concentrate regrind, ?UFG?, applications in PGM, primary ore treatment plants or in tailings scavenging and reclamation treatment plants. This represents a total of approximately 70 MW of installed fine grinding equipment. This paper outlines the reasons why the technology take-up has been rapid and illustrates the advantages of this technology over conventional milling. This paper focuses on the use of an integrated mine planing software package entitled "REMINE" which was constructed to provide a project evaluation tool for analysis of remining projects. Coal remining constitutes the affecting of sites which have had a past history of mining and have a pre-existing pollutional discharge. Such sites require a Best Professional Judgement (BPJ) analysis. The program was written to provide such an analysis with flexibility in the mine plans which can be analyzed. The process required for a BPJ analysis will be detailed and mine plan simulation performed to demonstrate the analysis.

A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. 5 miles of soft ground tunnel excavation for the SAWS W‑6 project finished months early despite difficult conditions. Success was achieved using TBMs and other equipment built long before most of the crew was even born. The old school means and methods easily adapted to the conditions encountered and were key to the project’s success. Unfortunately, an industry trend is to specify more “advanced” equipment which can sacrifice adaptability or productivity for a perceived reduction in risk. This case history discusses when traditional methods may be the best option.

Just a few years ago my company was referred to as the Marion Steam Shovel Company. We still make shovels, both two and eight crawler types. The eight crawler stripping shovel appears to have been replaced by the walking dragline for overburden removal and in some cases for the mineral as well. The walking dragline appeared in the coal fields in the early 1930's. It owes its popularity today to the fact that it can cope with overburden depths in excess of 100 feet and with blasted sedimentary rock, all at an 0 & 0 cost of ± 10¢/BCY.
