In the interest of safety in underground coal mining, the Bureau of Mines recommends: 1. That doors used to control ventilation (a) Shall be installed in pairs to form air locks, (b) Shall be self-closing, (c) Shall not have latches or other devices for holding them open, (d) Shall be constructed and maintained to prevent excessive air leakage through or around them, (e) Shall be fire resistant. 2. That wherever practicable the use of doors shall be limited to development openings. The Mine Safety Board is of the opinion that the best practice in coal-mine ventilation makes use of a split system employing overcasts or undercasts with doors limited as far as feasible to development openings. The distance between air-lock doors on haulageways should be sufficient to accommodate a trip or train of maximum length. Where auxiliary doors are installed to control ventilation during emergencies, they should be so placed that they can be utilized readily in case of damage to the air-lock doors.

The mining industry is constantly in a state of flux -boom or bust; mine openings and closings. Part of the reason is the nature of ore deposits -they are there or they are not. Once they are mined, they are reclaimed and the move is on to the next deposit. Risks are usually high, and payoffs can be great or not so great. Many factors go into making a property payoff, and mining companies are continually searching for ways to remain profitable as long as possible. Computers and the people who can make them work are one of the ways available to improve productivity and ensure this happens. Computers have been used in the mining industry for the last 30 years (and more in a few cases). During the past 10 years, the explosion of micro-computing has changed how many mining companies do their work.

With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

"Mining makes civilization possible. It also creates socio-economic problems surrounded by sustainability controversies yet continues extraction without considering the balance and finitude of nature. Nature requires restoration of equilibrium if mining and life on earth are to continue. Mining is still practiced according to Agricola’s views and the consequences it has wrought on our planet demand we critically reexamine it from its very core, to its metrics, to its design, to its technology, to how it is taught, and to reconsider its raison d'être in 2017. This paper offers tools to new mining engineers that are required to transform and solve new challenges. The task before us is to formulate an updated core curriculum that meets the demands and realities of the 21st Century. Mining professionals must rethink and reteach how to redesign mines before shovel hits dirt, how to mine with restoration of nature figured in to the mining design. Mining needs a new extractive technology in order to transform the results of its well-known liabilities. Mining has evolved and its future must be different than its past. Our industry is capable of doing this but it needs to be shown the way. INTRODUCTION The statement that ‘mining makes civilization possible’ is of the utmost importance and has the most value to us. We can examine the past and present appropriately to see the future that we are building. Mining must be addressed in a different way that makes a positive difference and improves upon rather than continues to get the negative impacts of the past. See Fig 1. Mining creates disequilibrium in Nature by producing ore, waste, tailing, dilution of resources, toxic, and pollution to its ecosystems. What is next for mining on a limited planet? Delaying the transformation of mining is not an option to developing an updated and modern mining business-as-usual paradigm. It is hurting the essentials of living in a civilization; our livelihood is in danger to the point of unrest in nature as we generate a lot of eco-print by present mining practices. So, we are urged to eliminate this bottleneck in life by employing a different design. This way, we will have a vision on how to sustain our civilization. [1]. This new design, with input from current and future generations, will be our contribution to posterity."

"THE YEAR 1959 appeared to be a good one in which to attempt a summary of progress in the location and study of sulphide deposits in Canada because a temporary surplus of metals caused prices to fall and many geologists who had been working like beavers were suddenly not so hard pressed. So it was •decided to arrange a Symposium. The response to the call for contributions was excellent and the result is the interesting collection of papers that follow.Activity in the search for massive sulphide deposits has never been as intense as in Canada since 1954. That was the year when the airborne electro-magnetometer first became generally available on a contract basis. These instruments work best on massive sulphide bodies, as do most of the ground electrical survey devices, so much of the new information relates to these. It was decided, therefore, to focus attention in the preparation of symposium papers on such masses. This served also to keep the survey within reasonable limits."

The majority of surface tailings storage facilities continue to employ sub-aerial tailings slurry deposition. Surface TSFs are typically sized and operated in a way to minimise the initial capital cost of the facility, driven largely by the net present value approach to accounting. This generally leads to too small a storage, too fast a rate of rise of the tailings, and difficulties in managing supernatant water. In turn, this results in wet and soft tailings deposits of high moisture content and low density, and the need for frequent and costly tailings dam raises. Further, such tailings deposits often do not facilitate closure and rehabilitation of the facility. Globally, there are on average over two failures annually of such tailings dams, resulting in loss of life, damage to infrastructure and environmental impact downstream, and the loss of company shareholder value and reputation. Recent high profile tailings dam failures are threatening the mining industry’s financial and social licence to operate.Among the physical processes that tailings undergo on sub-aerial deposition are beaching, hydraulic sorting down the beach according to particle size and specific gravity, settling, consolidation, and desiccation on exposure to the sun and wind. Beaching and hydraulic sorting have proved difficult to test at laboratory scale and difficult to model, and are best assessed in the field. Settling, consolidation and desiccation may be assessed at laboratory scale, but to date there has been an absence of tests to form the basis for the design and management of tailings deposition, and ultimate closure and rehabilitation. The paper describes recent advances in tailings testing methods, including a purpose-built slurry consolidometer that tests the settling and consolidation of tailings from a slurry consistency, simulating increasing tailings depth to about 50 m; and a purpose-built instrumented column that tests the settling, self-weight consolidation and desiccation of a surface layer of tailings, also from a slurry consistency. Selected test results from these two apparatus are presented in the paper, together with brief descriptions of how they may be used to better design tailings slurry deposition. THE present era of exploitation of the Little Long Lac and Sturgeon River areas commenced in 1925, when Beardmore Gold Mines started development of what is now the property of Northern Empire Mines. A shaft was sunk in 1927-28 and a very limited amount of underground work was carried out, following which the property was shut down. It remained idle until 1932, when Empire Star Mines, a Delaware Company, optioned the property. This Company formed the Northern Empire Mines Company, Limited, to operate the mine, and immediately instigated an aggressive programme of surface and underground development. By the summer of 1933, sufficient ore was indicated to justify the installation of a small mill. The decision was also reached to bring in electric power. A power-line was built from Hydro, the Ontario Power Commission's development on the Nipigon river, to the mine, a distance of approximately 50 miles. This work was entirely financed by Northern Empire Mines. Mill construction was commenced in October, 1933, and completed by March, 1934, thus making this mine the first producer in this district.

The extension of Montparnasse Station in Paris required the construction of supports of very high unit capacity to support a particularly rigid super-structure. The majority of the site is characterized by the existence of old limestone quarries at a depth of approximately 20 metres. These workings have been backfilled in some places, have collapsed in some places and have given rise to local subsidences in the marne layers above them. This paper addresses the steps taken by the group of companies and their consultants to evaluate the equivalent stiffnesses of the supports necessary for the design of the superstructure, and gives details of the construction techniques chosen by the foundations specialist to adapt to the particular conditions encountered on this site.

"Drilling twinned holes is a traditional technique used for verification of intersections of high-grade mineralization, testing of historic data, or confirmation of drillhole data during geological due diligence studies. Twinned holes can also be used for special tasks such as correcting earlier data that are recognized to be biased. Successful implementation of the twinned-holes technique requires thorough planning. Experience suggests that good practice is to drill twinned holes no more than 5 m apart. Many unsuccessful twinned-holes programs could possibly have failed because the twinned holes have been drilled too far apart.Twinned holes are best compared by mineralization intersections and, if the data and geological characteristics of the deposit permit, by samples, equal-length composites, or geological units. Variables to be verified by twinned holes should include the thicknesses of the geological units of interest (e.g., mineralized thickness) as well as the presence of significant geological features (e.g., ore/mineralization contacts, alteration, etc.).A formal, rigorous analysis of twinned-hole data is essential. Repeatability of sampling, analytical results, and bias must be analyzed and statistically quantified. The number of twinned holes required for conclusive statistical and geostatistical analysis can be as high as 20-30, in particular where the studied variables are characterized by high short-range (local) variability.The efficiency of this approach is demonstrated by several examples of successfully applied twinned-hole projects, including applications to orogenic gold, mineral sands, bauxite, and iron ore deposits."

The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

THE raw material men in all industries, and copper is no exception, are accustomed to think of them- selves as the whole show, and not without justice, for if there were no copper mines the world would have no copper. Nevertheless, many different things costing money and resulting in profits must be done to their product before it is ready for the world's use. In other words, they are making the frequent mistake of Chinking in terms of partial costs. Nobody really uses electrolytic copper. Possibly that is why nobody seems willing to pay anything for it. The manufacturers, being canny, do not buy any more electrolytic than they feel that they can work up and sell profitably, although they like to make the raw material men Chink that they will take all that can be produced. This is a state of affairs that has aroused my sympathy and curiosity, and has induced me to study the financial history of the copper wire and brass industry of the country or such portion of it as publishes any records readily available to the curious minded. AGL owns and operates the 2210 MW Loy Yang A power station and adjacent 30 Mt/a brown coalmine in the Latrobe Valley, Victoria. The mine is currently nearly 5 km long, more than 2 km wide at the operating face and up to 200 m deep. Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders. U.S. Bureau of Mines personnel studied the 33,900-acre Silver Peak Range North Wilderness Study Area (NV-060-338), in order to evaluate its identified mineral resources. The area studied lies between the towns of Silver Peak and Dyer, about 40 miles southwest of Tonopah, in Esmeralda County, Nevada. There are no producing mines in the area studied. However, development of Sunshine Mining Company?s Sixteen-to-One silver-gold mine, located in the Silver Peak mining district near the eastern edge of the study area in the early 19801s, has stimulated recent interest. The Sunshine Mining Company claimed two sites within the study area in 1985. Also, Intermountain Resources, Incorporated, located a group of claims at a prospect along the west side of the study area in the Dyer mining district, and in 1986, began drilling. Other claimants are holding two other claim groups by assessment. At the five currently (1987) held sites, precious metals occurrences are being investigated. There are no patented mining claims or mineral leases in the study area.

"Life Cycle Assessment (LCA) is gaining increasing acceptance as a decision-support tool by which to evaluate the environmental performance of a product, process or service. This is evidenced by its inclusion in international policy documents (for example in the European Union’s Integrated Product Policy) and in environmental management standards (the ISO 14 040 series of environmental management codes relate to LCA). In response to this, the minerals industry has conducted a number of commodity-specific LCAs. These include studies for global production of a number of commodities including copper, nickel, aluminium and steel. In addition, a number of minerals companies profess to use LCA as part of their suite of project and technology assessment tools. Often, this collected use represents more a situation of “we do this because we’re told it’s good for business” rather than from any demonstrable evidence of this fact. This has led to a situation of much confusion and disillusionment within the industry, exacerbated by the obvious current limitations of LCA to accurately reflect the environmental performance of minerals and metals.Our point of departure here is that LCA, conforming as it does to the tenets of environmental systems analysis, is a valuable starting point, and that there is merit in exploring to what extent the methodology can be enhanced to better reflect the environmental performance of minerals and metals. Specifically, we explore here the further development of LCA to address the following:• Land Use issues• Consumption of Abiotic Resources including metallic and non-metallic minerals, water and soil)• Human and Eco-toxicity issues relating to mobility and bio-availability of metals• Salinityand address these through selected experimental and simulation case studies relating to energy- and base minerals production. Advances resulting from the United Nations Environment Programme/Society for Environmental Toxicology and Chemistry Life Cycle Initiative are presented in that they directly affect the application of LCA to mining, minerals and metals. Comments are offered on how best the mining and minerals industry might interface with future developments resulting from this Initiative in order that the Initiative can deliver outcomes which render LCA a useful tool for decision making in mining and minerals processing."

This study was made to find methods of preventing back strains, among workers in brick plants, however, the information should apply to other industries that employ hand labor too process materials. The report is based on information in letters from. Bureau of Mines engineers and other safety men in the United States who visited numerous brick plants. Back strains, as wall as hernias and other muscular strains, result when certain body structures are subjected to strains greater than, they can withstand. Such breakdowns may be prevented simply by not straining these body structures. This is simple in theory but complicated in practice. It requires primary education of new workers and reeducation of older workers in the best method of lifting, preemployment physical. examinations to select employees for the jobs that require constant lifting, all possible mechanization of material-handling operations, relocation of machinery, and elevation of working surfaces to reduce to a minimum the muscular effort the workers must exert to perform operations impossible to mechanize. Accidents of any kind are a total bee for the American economy and decrease productivity; whereas mechanization raises the level of productivity and constitutes progress toward total safety. Heavy lifting should be done mechanically whenever possible, saving the men to direct the machines. This is an essential step in preventing strain accidents.

A necessary condition for a uniaxial stress distribution in compression testing is that the specimen end surfaces make full contact with the apparatus compression plates. In addition all compression surfaces must be machined perpendicularly to the loading axis. In general this condition is not sufficiently fulfilled in a simple apparatus. Therefore on application of the load the compression plate may first touch the specimen at one point only. This may cause crumbling of the specimen if the material under investigation is brittle (e.g., ionic crystals). It also precludes a precise study of the beginning of deformation as the effective cross sectional area is unknown. In addition a complex stress state is set up which renders quantitative work impossible, e.g., on dislocation density and arrangement as a function of stress. To overcome these difficulties a "self-adjusting" upper compression plate is required. A simple and reliable method of achieving this is shown in Fig. 1: A steel hemisphere is placed on the specimen. As soon as the compression plate (which no longer needs precise machining) makes contact with this hemisphere the load is uniformly distributed over the whole specimen surface, and a homogeneous uniaxial state of stress results. An advantage of the method is that the loading is always central, even when the specimen surface is not parallel to the compression plate (Fig. 1, dashed line). Therefore to a first approximation a uniaxial state of stress is maintained if the misorientation of the specimen end surface is small. Two typical stress strain curves of identically prepared sodium chloride crystals are shown in Fig. 2; curve 1 was taken without and curve II with the hemisphere under otherwise identical conditions. The improvement in the accuracy of defining the beginning of elastic and plastic deformation is clearly indicated. If one can embrace the medical analogue, much of the mining industry currently suffers from a massive bacterial infection. When pyrite-bearing or sulfide-bearing rock formations, tailings, or mine wastes are infected by Acidithiobacillus ferro-oxidans, the likelihood of forming acid rock drainage (ARD) is almost guaranteed. The ?pharmacy? of antibiotics available is extensive, ranging from solid alkaline amendments like limestone to liquid ?medicines? such as sodium lauryl sulfate, sodium thiocyanate, waste milk, and bipolar lipids. Unfortunately, the ?geo-medical? teams of geochemists, microbiologists, engineers, and mine managers lack the tools to surgically apply these active ingredients where they are needed most with a minimum of waste. Distribution of fine grained limestone on the surface of an acidic mine waste dump is analogous to applying a bandage soaked in antacid to treat an upset stomach. The implementation of up-to-date best management practices has not healed the patient; an equivalent combination of hypodermic needle, cyber knife, and arthroscopic probe is clearly needed. Using an engineered, flow-able or pumpable foam or pHoam? as the medicinally analogous ?dextrose delivery solution? for solid and/or liquid ?geo-antibiotics?, the authors have combined off-the-shelf technologies that have been previously applied in solving geotechnical problems in the mining industry. A patent for the innovative process is pending. This paper discusses method concepts and the advantages it could provide over conventional BMPs.

The object of this paper is to present for your consideration some of the present-day trends of safety practice in the coal mines in the United States and Canada. Coal mining at its best is a hazardous occupation. Men must be experienced miners in order to appreciate the existing hazards and must remain ever conscious of them if they are to work safely. The question is often asked whether our efforts for increased safety are showing results. So often it appears that strides are made for a period of a few years in the reduction of fatalities and lost-time accidents only to have all ground lost by an unfortunate year, after which progress is commenced again only to have a repetition of the same thing. Table No. 1 is an answer to this question. It shows the fatality rates over the last two decades in the coal mines of the United States and Canada. These are given in divisions of five years. The general trend is noticeably downward, exceptions being due to explosions or disasters which claimed an unusually heavy toll of life. These last are certainly not as common today as they have been in the past. It is only reasonable to suppose that this trend towards a lower fatality rate is the result of well directed safety effort. Reliable statistical organizations have offered figures to the effect that only 15 per cent of all accidents can be eliminated by the use of mechanical safeguards. The state of mind of the man involved, or his attitude towards safety, commonly called 'safety-consciousness,' is the controlling factor in the prevention of 85 per cent of our accidents.
