In the interest of safety in underground coal mining, the Bureau of Mines recommends: 1. That doors used to control ventilation (a) Shall be installed in pairs to form air locks, (b) Shall be self-closing, (c) Shall not have latches or other devices for holding them open, (d) Shall be constructed and maintained to prevent excessive air leakage through or around them, (e) Shall be fire resistant. 2. That wherever practicable the use of doors shall be limited to development openings. The Mine Safety Board is of the opinion that the best practice in coal-mine ventilation makes use of a split system employing overcasts or undercasts with doors limited as far as feasible to development openings. The distance between air-lock doors on haulageways should be sufficient to accommodate a trip or train of maximum length. Where auxiliary doors are installed to control ventilation during emergencies, they should be so placed that they can be utilized readily in case of damage to the air-lock doors.

THE raw material men in all industries, and copper is no exception, are accustomed to think of them- selves as the whole show, and not without justice, for if there were no copper mines the world would have no copper. Nevertheless, many different things costing money and resulting in profits must be done to their product before it is ready for the world's use. In other words, they are making the frequent mistake of Chinking in terms of partial costs. Nobody really uses electrolytic copper. Possibly that is why nobody seems willing to pay anything for it. The manufacturers, being canny, do not buy any more electrolytic than they feel that they can work up and sell profitably, although they like to make the raw material men Chink that they will take all that can be produced. This is a state of affairs that has aroused my sympathy and curiosity, and has induced me to study the financial history of the copper wire and brass industry of the country or such portion of it as publishes any records readily available to the curious minded. THE present era of exploitation of the Little Long Lac and Sturgeon River areas commenced in 1925, when Beardmore Gold Mines started development of what is now the property of Northern Empire Mines. A shaft was sunk in 1927-28 and a very limited amount of underground work was carried out, following which the property was shut down. It remained idle until 1932, when Empire Star Mines, a Delaware Company, optioned the property. This Company formed the Northern Empire Mines Company, Limited, to operate the mine, and immediately instigated an aggressive programme of surface and underground development. By the summer of 1933, sufficient ore was indicated to justify the installation of a small mill. The decision was also reached to bring in electric power. A power-line was built from Hydro, the Ontario Power Commission's development on the Nipigon river, to the mine, a distance of approximately 50 miles. This work was entirely financed by Northern Empire Mines. Mill construction was commenced in October, 1933, and completed by March, 1934, thus making this mine the first producer in this district.

This study was made to find methods of preventing back strains, among workers in brick plants, however, the information should apply to other industries that employ hand labor too process materials. The report is based on information in letters from. Bureau of Mines engineers and other safety men in the United States who visited numerous brick plants. Back strains, as wall as hernias and other muscular strains, result when certain body structures are subjected to strains greater than, they can withstand. Such breakdowns may be prevented simply by not straining these body structures. This is simple in theory but complicated in practice. It requires primary education of new workers and reeducation of older workers in the best method of lifting, preemployment physical. examinations to select employees for the jobs that require constant lifting, all possible mechanization of material-handling operations, relocation of machinery, and elevation of working surfaces to reduce to a minimum the muscular effort the workers must exert to perform operations impossible to mechanize. Accidents of any kind are a total bee for the American economy and decrease productivity; whereas mechanization raises the level of productivity and constitutes progress toward total safety. Heavy lifting should be done mechanically whenever possible, saving the men to direct the machines. This is an essential step in preventing strain accidents.

The object of this paper is to present for your consideration some of the present-day trends of safety practice in the coal mines in the United States and Canada. Coal mining at its best is a hazardous occupation. Men must be experienced miners in order to appreciate the existing hazards and must remain ever conscious of them if they are to work safely. The question is often asked whether our efforts for increased safety are showing results. So often it appears that strides are made for a period of a few years in the reduction of fatalities and lost-time accidents only to have all ground lost by an unfortunate year, after which progress is commenced again only to have a repetition of the same thing. Table No. 1 is an answer to this question. It shows the fatality rates over the last two decades in the coal mines of the United States and Canada. These are given in divisions of five years. The general trend is noticeably downward, exceptions being due to explosions or disasters which claimed an unusually heavy toll of life. These last are certainly not as common today as they have been in the past. It is only reasonable to suppose that this trend towards a lower fatality rate is the result of well directed safety effort. Reliable statistical organizations have offered figures to the effect that only 15 per cent of all accidents can be eliminated by the use of mechanical safeguards. The state of mind of the man involved, or his attitude towards safety, commonly called 'safety-consciousness,' is the controlling factor in the prevention of 85 per cent of our accidents.

Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders. Mr. F. W. Gray: It is not my intention to read my paper as it is too long, so I will touch only on the high lights. The Sydney field is the most favourable example of undersea coal mining that exists, and I have not been able to find anything like it elsewhere. The nearest approach to it is a field in England where the Whitehaven collieries are operating, but it has a lot of faults. The net result of these faults so far met with in the seaward advance of the workings has been to increase, by something over 100 feet, the gain in depth of cover, in a distance of approximately three and three-quarter miles. In the Sydney field there are no faults of any consequence. On the east side, the English measures rise. In Australia the sea bottom fell and the cover became too light. On Vancouver Island the coal ran out, and in Japan the seams are steep and contorted. The Chilian fields resemble our own to some extent. An inundation of two collieries took place there some time ago, due, it is said, to the rise workings being allowed to approach the sea bottom too closely in the vicinity of a fault. The Cape Breton undersea field has been proved over a frontage of about thirty miles and has been attacked and penetrated for a considerable distance along that front. We have passed the prospecting stage and now generally use developed land areas as points of attack to win the undersea coal. Of our mining under the sea, it can be said that, with the exception of No. 1-B and Princess colliery, Sydney Mines, no real attempt has been made to win the undersea coal.

With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

"Drilling twinned holes is a traditional technique used for verification of intersections of high-grade mineralization, testing of historic data, or confirmation of drillhole data during geological due diligence studies. Twinned holes can also be used for special tasks such as correcting earlier data that are recognized to be biased. Successful implementation of the twinned-holes technique requires thorough planning. Experience suggests that good practice is to drill twinned holes no more than 5 m apart. Many unsuccessful twinned-holes programs could possibly have failed because the twinned holes have been drilled too far apart.Twinned holes are best compared by mineralization intersections and, if the data and geological characteristics of the deposit permit, by samples, equal-length composites, or geological units. Variables to be verified by twinned holes should include the thicknesses of the geological units of interest (e.g., mineralized thickness) as well as the presence of significant geological features (e.g., ore/mineralization contacts, alteration, etc.).A formal, rigorous analysis of twinned-hole data is essential. Repeatability of sampling, analytical results, and bias must be analyzed and statistically quantified. The number of twinned holes required for conclusive statistical and geostatistical analysis can be as high as 20-30, in particular where the studied variables are characterized by high short-range (local) variability.The efficiency of this approach is demonstrated by several examples of successfully applied twinned-hole projects, including applications to orogenic gold, mineral sands, bauxite, and iron ore deposits."

Twenty eight pulse release sulfur hexafluoride tracer gas field tests were run in a multi-level multi-vein hard rock mine to measure leakage ventilation. The mine had numerous underground booster fans and gob filled old stoping areas and consequently numerous leakage paths. The tests proved that the equipment and methods developed by the USBM can be used successfully in complicated ventilation circuits. The leakage quantities varied each time a major change was made in the main ventilation circuit. Usually leakage quantities had to be remeasured after a main ventilation change, but measurements could be duplicated for anyone configuration except under certain defined circumstances. The characteristics of an individual leakage path could be determined from the difference between the measured sum of two paths and the calculated characteristics of one of the paths. Many leakage paths could not be evaluated accurately on one shift. Comments are made on equipment performance and field techniques. Programs for the calculation of gas concentrations and recirculation from measured data and for the mechanical integration necessary for a calculated leakage characteristic have been written for an HP 9810 and are included.

If one can embrace the medical analogue, much of the mining industry currently suffers from a massive bacterial infection. When pyrite-bearing or sulfide-bearing rock formations, tailings, or mine wastes are infected by Acidithiobacillus ferro-oxidans, the likelihood of forming acid rock drainage (ARD) is almost guaranteed. The ?pharmacy? of antibiotics available is extensive, ranging from solid alkaline amendments like limestone to liquid ?medicines? such as sodium lauryl sulfate, sodium thiocyanate, waste milk, and bipolar lipids. Unfortunately, the ?geo-medical? teams of geochemists, microbiologists, engineers, and mine managers lack the tools to surgically apply these active ingredients where they are needed most with a minimum of waste. Distribution of fine grained limestone on the surface of an acidic mine waste dump is analogous to applying a bandage soaked in antacid to treat an upset stomach. The implementation of up-to-date best management practices has not healed the patient; an equivalent combination of hypodermic needle, cyber knife, and arthroscopic probe is clearly needed. Using an engineered, flow-able or pumpable foam or pHoam? as the medicinally analogous ?dextrose delivery solution? for solid and/or liquid ?geo-antibiotics?, the authors have combined off-the-shelf technologies that have been previously applied in solving geotechnical problems in the mining industry. A patent for the innovative process is pending. This paper discusses method concepts and the advantages it could provide over conventional BMPs.

Thank you Mr. Stevens. It's a pleasure for me to be speaking to this meeting of the Society of Mining Engineers of AIME this afternoon, and the Gypsum, Association is grateful for the invitation. A brief word about who we are: the Gypsum Association is the trade association for the gypsum industry - the manufacturers of gypsum board and lath a-d plaster. We have a membership of eight companies. These eight companies produce about 90% of the gypsum products manufactured in the United States ... closer to 94% actually. Our headquarters is in Evanston, Illinois. We have an east coast office in Washington, D.C. where the eastern manager handles technical and building code matters and maintains liaison between all of the government agencies and departments and our industry. We also have a west coast office in Los Angeles where our west coast representatives is heavily involved with the Uniform Building Code and ICBO. And then in the Evanston office our manager of technical and building code services, Herb Carlsen, bites his nails and loses his hair over these problems and various other projects that come in, such as conversion to metric and various other things. We also have a research associate at the National Bureau of Standards in Washington who is currently concentrating his efforts on the combustibility of building materials. His studies involve current testing methods, definitions, data analysis, and proposed new testing methods,.' It is anticipated that this program will lead to a better understanding of non-combustibility of building materials and systems. I mentioned that our members represent over 90% of gypsum products,' manufactured in the United States; it might be well to point out a couple of statistics about what that really means. "Life Cycle Assessment (LCA) is gaining increasing acceptance as a decision-support tool by which to evaluate the environmental performance of a product, process or service. This is evidenced by its inclusion in international policy documents (for example in the European Union’s Integrated Product Policy) and in environmental management standards (the ISO 14 040 series of environmental management codes relate to LCA). In response to this, the minerals industry has conducted a number of commodity-specific LCAs. These include studies for global production of a number of commodities including copper, nickel, aluminium and steel. In addition, a number of minerals companies profess to use LCA as part of their suite of project and technology assessment tools. Often, this collected use represents more a situation of “we do this because we’re told it’s good for business” rather than from any demonstrable evidence of this fact. This has led to a situation of much confusion and disillusionment within the industry, exacerbated by the obvious current limitations of LCA to accurately reflect the environmental performance of minerals and metals.Our point of departure here is that LCA, conforming as it does to the tenets of environmental systems analysis, is a valuable starting point, and that there is merit in exploring to what extent the methodology can be enhanced to better reflect the environmental performance of minerals and metals. Specifically, we explore here the further development of LCA to address the following:• Land Use issues• Consumption of Abiotic Resources including metallic and non-metallic minerals, water and soil)• Human and Eco-toxicity issues relating to mobility and bio-availability of metals• Salinityand address these through selected experimental and simulation case studies relating to energy- and base minerals production. Advances resulting from the United Nations Environment Programme/Society for Environmental Toxicology and Chemistry Life Cycle Initiative are presented in that they directly affect the application of LCA to mining, minerals and metals. Comments are offered on how best the mining and minerals industry might interface with future developments resulting from this Initiative in order that the Initiative can deliver outcomes which render LCA a useful tool for decision making in mining and minerals processing."

MANY improvements have been made in recent years in the milling of industrial minerals and it is the purpose of this paper to review some of the more important innovations that are now being used in the preparation of these products. Some of the observations which will be made have been prompted by what was seen on a recent trip to industrial mineral milling plants in the north and central sections of the eastern United States. The flotation plants visited were those of the Valley Forge Cement Company at West Conshohocken, Pa., the International Agricultural Corporation at Mount Pleasant, Tenn., and the Aluminum Ore Company at Rosiclare, Ill. Besides these, sand plants in Pennsylvania, West Virginia, and Ohio, coal-cleaning plants in Pennsylvania, pyrophyllite, mica, feldspar, clay, and kyanite plants in North Carolina, and a zinc mill and the Tennessee Valley Authority ceramic laboratory in Tennessee were visited. The milling of industrial minerals can be considered under three broad headings, namely, crushing, grinding, and purification. Usually there is both a separation and grinding problem in treating an industrial mineral, but the problems are distinct, although sometimes a separation is made while grinding, as in the case of a Raymond throw-out mill, which grinds and at the same time throws out most of any hard material present in its feed.

The extension of Montparnasse Station in Paris required the construction of supports of very high unit capacity to support a particularly rigid super-structure. The majority of the site is characterized by the existence of old limestone quarries at a depth of approximately 20 metres. These workings have been backfilled in some places, have collapsed in some places and have given rise to local subsidences in the marne layers above them. This paper addresses the steps taken by the group of companies and their consultants to evaluate the equivalent stiffnesses of the supports necessary for the design of the superstructure, and gives details of the construction techniques chosen by the foundations specialist to adapt to the particular conditions encountered on this site.

World resources of cobalt appear ample for the foreseeable future; however, political and economic events have caused concern over the availability and reliability of an uninterrupted supply. Because of this concern, the U.S. Congress requested that the U.S. Bureau of Mines initiate a study of the flow of cobalt in the economy that would delineate and quantify the production areas where metal values are lost. As a result, the Bureau has developed a computerized commodity flow model. A major attribute of this model is that it is amenable to updating as supply, demand, and/or production data change. This report follows the flow of cobalt through its metallurgical and chemical applications and highlights areas where significant losses occur due to downgrading, export, or disposal. The study indicates that about 4,300,000 lb of cobalt-bearing materials are lost each year, representing 24 pct of U.S. domestic demand.

Historical Sketch Occurrences of native copper have been known along the Arctic coast of Canada, especially in the vicinity of the. Coppermine river, since the early part of the eighteenth century (See map, Figure 2, insert). In 1769, Samuel Hearne, a clerk of the Hudson's Bay Company at Fort Churchill, was sent to explore the 'copper mines' from which natives had been reported to secure copper for tools, fishing spears, etc. After two successful attempts, he reached the Coppermine river in 1771, accompanied by Indian guides. This hazardous trip was indeed a remarkable feat when one considers the vast distance covered, a great deal of which was barren lands. At Bloody falls, (See Figure 1) on the Coppermine river, Hearne's Indians swooped down on a party of sleeping Esquimaux, who gathered there each summer to fish, and murdered the entire band encamped on that side of the river. Hence the name of the falls. Hearne's knowledge of minerals was undoubtedly limited. He reported having seen the copper mines from which the natives were securing the copper, but he failed to prove the economic possibilities of the copper occurrences or to give an accurate description of any deposit. Sir John Franklin visited the area in 1821. He and other members of his expedition, namely, Richardson, Back, Kendall, and Hood, reported native-copper float to occur in the vicinity of the Coppermine river and Bathurst inlet.
