Rroundtable 2009, a Knight Piésold and Co.-hosted roundtable discussion on mine closure and cover design was held at the Red Lion Inn and Casino in Elko, NV on Feb. 12, 2009. Knight Piésold?s Bryan Ulrich and Steve Boyce, as well as Knight Piésold representatives Cynthia Parnow and Corey Conrad from Denver, CO, and Rick Frechette from the Tucson, AZ office were on hand to help facilitate the discussion. The meeting played host to approximately three-dozen attendees from four states. Attendees included personnel from seven mining properties and attendees from corporate offices. The majority of attendees were people directly involved with environmental work on a day-to-day basis. Other attendees were project managers whose jobs involve some level of environmental focus. The purpose of Roundtable 2009 was to exchange ideas and information pertaining to mine closure and cover design associated with almost any aspect of a mining operation. This type of forum provides a less inhibited format for discussion, when compared with traditional conferences and symposia. In the roundtable format, lively discussions are encouraged. This discussion was the fourth in the series of Elko Roundtable events. Previous roundtables pertained to heap leach pad design, construction and operation; design, construction and operation of tailings storage facilities and site-wide water considerations. A successful surface coal operation requires the combined efforts of engineering and operating personnel. In the planning for a mine, machines should be selected to do the best work in getting the coal uncovered, loaded, and transported to the preparation plant. The best system and extent of cleaning will be determined by the market. After the fundamentals of operation have been established, the operating personnel should see they are carried out. There is no simple solution to some of the every day problems facing the operating officials. Here the production engineer with the technical approach, time studies, control methods, past experience, and available records can help in detecting causes of inefficient phases of the operations. With these studies, a careful analysis can be made in setting up the expected standards to be followed. Management can then compare the job under study with the standards and make corrections to solve the problems. 5.2-1. Annual or Daily Coal Production. Once the production cycle has been established, it is paramount that coal sales keep the productivity of the mine as high as possible. A successful company does this by what they call "the control approach." The daily tonnage report is one of the things that is a potent control tool in attaining the goals to be achieved. If production is falling short of the goal, the daily tonnage report will reveal what has to be done in the remaining days of the month or year to achieve the expected schedule. When goals are reached or exceeded, then budgeted tonnages and costs will be reached or exceeded and thus assure attainment of a profit. Failing to keep to the scheduled pace shows up quickly and prominently, facilitating any necessary action to get things back to the projected plans. The Powhatan No. 4 Mine is located in southeastern Ohio along the Ohio River in Monroe County. The mine produces approximately 3.2 million tons of steam coal annually from the Pittsburgh No. 8 seam. The Pittsburgh No. 8 seam in this area dips to the southeast in varying amounts from 10-feet to 40-feet per mile. The seam is made up of a main bench coal (4' to 5f' ) containing several thin and variable partings and a rider ("roof") coal (0" to 18") which is separated from the main bench by a parting (0" to 18") that is reasonably consistent in occurrence and position. Strata overlying the seam varies from a bedded to nonbedded calcareous mudstone-claystone (6' to 12') in the north and east regions of the mine to a sandstone (Pittsburgh Sandstone C10' to 40'1 in the south and west regions. The Redstone Limestone (10' to 18' ) overlying the mudstone-claystone in the north and east thins and rises toward the area of sandstone deposition in the south and west. From its opening in April of 1971 until late 1981, primary roof support in the long-1 ived entries at Quarto Mining Company's Powhatan No. 4 Mine had been achieved with 8-foot and 10-foot. 518-inch mechanical roof bolts using a Single expansion shell. These bolts were installed so that the expansion shell achieved a competent anchorage in the limestone. However, as the mine developed westward, the limestone began to trend upward becoming inaccessible as an anchorage medium at the 8-foot and 10-foot horizons. Anchorage achieved in the underlying mudstone-claystone strata was failure-prone due to weathering (after exposure to air and moisture) and inconsistencies in the anchorage horizon, leading to an increase in the incidence of reportable roof falls at the mine. Responding to the threat to safety and productivity posed by the increase in roof falls. Mine Management through its Safety and Engineering Departments, sought solutions to the problem. In seeking a solution to the problem, the safest and en engineering groups examined the reportable roof falls to determine the cause of those failures. Their examination pinpointed two items which were found to be a common link in the majority of those falls; namely, anchor integrity and geologic trends. Analysis of the roof falls indicated that due to effects of air and moisture on the anchoraae zones in the mudstones and clay- itones, the integrity of the anchorage over time could not be maintained. Geologic trends noted included the upward trend of the -main limestone as mining progressed westward, inconsistencies in the amount of roof coal and draw slate in the immediate mine roof and increasing evidence of heavily slickensided immediate mine roof. In the absence of the protective barrier provided by the roof coal, the immediate strata and particularly the draw slate, is susceptible to deterioration due to the weathering effects of air and moisture and thus is prone to "eat out" around the roof bolts and cause roof falls. The presence of heavily slickensided roof creates a need for increased contact surface such as that provided by plank and header blocks to aid in holding up the roof and tends to make the behavior of such roof very unpredictable. Having determined the causes of the roof falls. Mine Management began to identify the kind of roof support which would best solve these problems, while at the same time providing the mine with a safe, cost effective and efficient roof support system. This paper will provide an analysis of how this decision was reached, the background that was researched to aid in forming the decision, the considerations that played key roles in the formulation of the plan, the mechanics of following through and implementing the new roof support system, and an assessment of the resultant gains in safety, productivity and improved costs derived from the implementation of the new roof support system.

"Cash flow modelling during project evaluation is enhanced when probabilistic methods are applied to the inputs. One of the important inputs is the quarterly production profile. Typically, the steady-state production profile provided to project evaluation practitioners is deterministic, with each quarter the same as every other quarter. This is unrealistic as actual production profiles from existing mines exhibit a range or quarter-on-quarter variance. Monte Carlo stochastic simulation of the production profile can be used to provide a range of possible outcomes, but how are these ranges selected? This paper describes the use of quarterly production variance from a large database of mines worldwide as a benchmark to inform the appropriate selection of ranges. The coefficient of variation is used to rank the production from mines, with quartile analysis applied to indicate industry best, median and worst variation. Due diligence of existing mines and evaluation of future production performance can be quantitatively assessed using this approach. "Innovation in the minerals industry has been lagging behind comparable industries like oil and gas. An incremental innovation culture that tolerates long lead times between invention and adoption has been exacerbated by a research grant structure that inhibits radical idea generation. Entrepreneurs who can make the link between ore source, technology and finance will cause a shift in innovation culture and open up substantial opportunities in the minerals industry of the future. By extrapolating existing trends in technology within and outside mineral processing, a crystal ball vision of future innovation is shaped with the aim to lower energy and water demand, reduce CO2 emissions, decrease operating and capital costs, reduce environmental impact, and secure a social licence to operate. Advances in nanotechnology, advanced materials and biotechnology will impact mineral processing, but the initiative for technology transfer must come from mineral processors. Laminates of graphene oxide can offer efficient filtration and separation media, while microfluidic devices will be used for desalination, solvent extraction and analysis. Substantial progress is expected on benign lixiviants and separation agents, such as nanoscale supramolecular hosts that can serve as high-capacity, selective and recyclable ligands and sorbents, and solid aminobiphosphonate-based adsorbents. Radical ideas for the recovery of precious metals from non-assayable ores and the generation of energy above unity will be adopted in selected minerals projects. In-situ mining in which microbes generate lixiviants at mineral surfaces will simplify processing circuits. Specific ores will be subjected to microwave processing and electropulse liberation to enhance recovery. Ultrafine grinding using devices of low energy consumption will be done mainly dry, followed by dry separation. New flotation cells will remove efficiently either coarse particles or ultra-fine particles, with mineral surfaces being modified not just by new reagents but also by selective microbes. Innovation in mineral processing indeed has a bright future."

PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. It has to be faced and it furnishes a cause, an incentive; for further work toward safety; but none can deny that the desire of the western mining man has been to find

The Bureau of Mines, under a Cooperative Agreement with the Bear Coal Company, Somerset, Colorado, conducted a large scale evaluation of the effect of time lapse on roof stability. Time lapse in this study is the interval between exposure and permanent support of the mine roof. The study indicates that time lapse is not a critical factor in roof stability provided permanent support is installed before catastrophic failure begins. Concurrently with the time lapse study, investigations were made of stress distribution around resin-grouted bolts, the regional stress field, and anomalous geologic conditions. The behavior of the resin-grouted bolts, at least in the Bear mine, appears to fit the Coulomb-Navier Theory. Geologic conditions are primary factors in trends of roof stability that extend across the mine.

The use of hydro scaling and in-cycle shotcrete to replace conventional jumbo scaling, mesh and bolting as the primary method of ground control for run of mine development has been investigated through extensive trials at the Waroonga mine, Agnew Gold Mining Company.These trials have progressed from investigating the productivity aspects of the method through to a three month mine-wide trial, which may yet lead to the adoption of this potentially best practice ground control technique at Agnew.Ov erseas trials and research have shown that hydro scaling results in a significant improvement in the shotcrete-rock bond strength. Good adhesive bond strength ensures that the shear strength of the shotcrete layer rather than itÆs flexural or tensile strength is fully mobilised as rock mass reinforcement.This maximises shotcretes ground reinforcement capability and it is suggested that a bolt-less fibrecrete support design is feasible using the hydro scaling technique.

The application of underground pre-concentration technology to narrow vein mining has the potential to change the entire economics of bulk mining methods when used in narrow vein situations. The rejection of waste at or near the face means that a higher-grade ore can be sent to surface. The waste rock can be reused directly as backfill. Swelling of the muck through blasting means that only 60 to 65% can be used as fill. Planning and scheduling of the fill usage is key to the success of this method. Through the use of simulation and system analysis, this paper examines the planning and scheduling implications of underground pre-concentration when applied to traditional narrow vein mining methods (cut-and-fill /drift-and-fill, longhole, AVOCA). It considers the logistical factors that represent potential system bottlenecks that are key to understanding the correct implementation and control strategies.

A spectrochemical method of slag analysis is descibed which utilizes fusion of the sample with a flux, then cooling and crushing to put all samples into a common form. The powder, is then fed onto adhesive tape and passed through a spark by means of a special device to provide very reproducible discharge conditions. Combined with a direct-reading optical emission instrument, this system provides speed and accuracy of antilysis heretofore unobtainable for. slag samples by any other method. THERE are many suggested methods for spectro-chemical analysis of slags. The most important are fusion-pellet methods and solution methods. In our company the fusion-pellet method has been used earlier, and is described by Lounamaa. W. H. Tingle and C. K. Matocha have made refinements of the pellet method.' A Committee of the British Iron and Steel Research Association has investigated different methods of spectrochemical analysis of slags. Its purpose was to formulate a method which would give the complete analysis in 30 min with an accuracy of ±3 pct. The committee recommends a solution technique, which was thought to correspond best to their requirements. The method to be described is a fusion-tape method. The sample is isoformed by fusion and grinding. The powder is analyzed with the tape technique. The tape machine and some of its applications are described earlier.4'5 The powder to be analyzed is continuously fed onto a moving adhesive tape, which passes through the spark gap. The sparks break through the tape and vaporize and excite the material to be analyzed. The most outstanding feature of the tape machine is its very high reproducibility. The concept of isoformation has been introduced earlier.= It means a pretreatment of the samples to make them uniform from the spectralanalytical point of view, i.e., cancelling systematic differences between the samples. The purpose of the isoformation is to reduce the influence of particle size, as well as chemical and mineral composition. Before describing the isoformation by fusion plus grinding, which is the purpose of this paper, a few words will be said about two other types of isoformations, i.e., grinding with buffer and ion exchange plus grinding as they have been considered during the application of the tape technique for slag analysis. Grinding with buffer might be a sufficient isoformation in some special cases, where the mineral composition is defined. The time of grinding must, however, be rather long, at least 5 to 10 min, even when using such an efficient mill as the Swing Mill from Messrs. Siebtechnik, Mühlheim, Germany. This type of isoformation is not recommended due to its limitations and due to the fact that the gain in time compared with the fusion technique is almost negligible. The principle of ion exchange plus grinding and some of its applications have been described.5 The following elements of interest in slag analysis can be determined in this way: Na, K, Cu, Mg, Ca, Ba, Zn, Pb, Al, Cr, Mn, Fe, Co, Ni. "MINING is Canada's second largest basic industry, producing material with a gross value of 2.5 billion dollars, led only by agriculture with 2.9 billion dollars. It pro-vides employment, directly and in-directly, for three quarters of a million people. Since the Second War, the value of mineral production in Canada has tripled. Economists forecast that over the next 15 years its value will triple again. Canada is a basic and leading supplier of nickel, iron, copper, zinc, lead and uranium. It is also a major oil producer, leads the world in the production of asbestos and in five years will be the leading producer of potash, a basic constituent of fertilizer.It can be seen that Canada's wealth and economic progress lies in being a primary producer of economic minerals and in building secondary industries to manufacture finished products from these raw materials. Canada's future in the field of mineral production looks bright, with our resources just starting to be tapped. Outside of the large expanse of Soviet Russia, we are by far the world's most fertile mineral exploration area."

Quantitative methods are, by now, a standard tool of the mining industry, and are commonly used by Research Departments in their evaluation of production methods and schedules, and their associated costs. Indeed, much sophisticated computer work has been devoted to such evaluation of controllable costs and capital requirements. These data are an important input into the project evaluation formula, which is probably the most important single calculation per formed by a mining company, since the result decides whether a particular project is viable. It is instructive to summarize the broad principles of project evaluation, since they are crucial to the remaining sections of this paper. PROJECT EVALUATION The most widely used method of appraising projects is known as Discounted Cash Flow (DCF) method. Two main variants are used; they are known as the 'not present value' (NPV) approach and the 'internal rate of return' (IRR) approach respectively. The difference between the two is that the former takes the firm's interest rate as given and uses this knowledge to calculate the present value of the project; whereas the latter calculates the highest interest rate the project could tolerate and still just breaks even. The technique is more simply discussed in terms of the first method (NPV).

A group of mining men attending a recent workshop on "Analysis and Control in the Canadian Minerals Industry" issued, among others, the following statement: "Slurry flow measurement is considered to be one of the most inaccurate in the industry. A special program should be launched to encourage development." In response, this paper starts off the program with an investigation of the principles and the conventional practice of slurry flow measurement and identifies weaknesses which cause inaccuracies. Then it follows with descriptions of nonconventional systems in use at various locations and comments on their degree of success. The paper concludes that relatively simple methods, which it describes, can be applied to obtain an accurate slurry flow measurement.

When SME’s 2006 Arizona Conference convened in December at the Hilton El Conquistador Resort in Tucson, AZ, there was considerable excitement among the 387 attendees. There was a noticeable buzz surrounding the progress of Phelps Dodge’s Safford copper mine in southern Arizona, one of the first new major copper mines to be permitted in more than 30 years in the United States. There were also plenty of good feelings about the mining industry in general. Commodity prices remained high and with no signs of a slowdown in the immediate future. Things were good in Arizona. But there were also cautionary tones at the conference and the Mining Foundation of the Southwest banquet that preceded it.

The mineral industry" has made and will continue to make important contributions to the growth of our economy. However, the industry is presently under continuous and increasingly severe attacks by organizations and individuals interested in the preservation of our environment. Yet neither the public interest value of preservation nor the public interest value of our mineral industry is known. In the absence of such values, judgments about best land use where minerals are involved are nearly always made on emotional grounds. An example of the sort of problem that has been created is in the New York Metropolitan Area. Because of institutionally-created shortages stemming largely from zoning decisions and building over deposits, the effective cost of fine aggregate delivered at dockside at Manhattan rose from $2. 65/cubic yard in July, 1969, to $4.10/cubic yard in May, 1970, this in spite of approximately ;l0,000 years of reserves on Long Island. The cost of fine aggregate for New York City alone has "Increased over $S million annually within one year, with the cost increase for the Tri-State Metropolitan Area (coastal Connecticut, New Jersey, and New York)" exceeding $10 million annually. The ab0ve situation has created a cost increase which is clearly the result of non-conservation of a mineral resource. That is, in readily measurable values, it Is costing the public about $10 million per year because good conservation practices were ignored-a public-interest loss. Admittedly, this is not the whole story because the public is simultaneously obtaining other values from the land surface that would otherwise have had to be dedicated, temporarily to be sure, to mineral recovery-a public-interest gain. However, the point is that we do not know where the balance lies-the net public interest value; it may lie one way for deposits zoned out of existence by a growing suburb, another for areas designed as permanent greenbelts, and still another for areas under new highways

THE years 1914-15-16 were a pioneering period in mining, milling, and copper metallurgy generally. It was uncertain just what path the crushing, grinding, and concentrating processes would take. This situation was quite embarrassing to the directors of some of our large porphyry properties, then being equipped for production. Inspiration had already made several designs for its proposed 15,000-ton concentrator, incorporating in them the latest devices developed in the art of gravity concentration, only to have the work vitiated by the rapid march of events. In a little improvised plant, built on ground that is now in the crater of subsidence over the Inspiration- Miami orebodies, flotation was being experimentally ' applied to Inspiration ore by Minerals Separation engineers in 1914, with results indicating that this process would be of major importance in the concentration of the sulfides. How best to apply it, and especially how to crush and grind the ore to the very much finer sizes required for the new process, was a serious question, properly to be answered only by doing it, in full- sized machines, under regular 'operating conditions.

THROUGHOUT this article, minerals used in the paint industry are designated 'pigments'. They may be classified in two groups: (1) Pigments which are used in the state in which they occur in nature, requiring only mechanical preparation. (2) Pigments which require heating or chemical treatment before use, in order to obtain from them a product of the desired quality or shade of colour. They may be further classified according to colour, as follows: White Pigments .-These include calcium carbonate (chalk, marble), gypsum and alabaster, kaolin-or china-clay, and magnesia. However, the white pigments most extensively used are compounds prepared chemically from minerals containing lead, zinc, titanium, and antimony. The white pigments are of particular importance because, not only are they used by themselves, but they also serve as adjuncts to other colours for the production of special shades. Yellow Pigments.-These are mainly naturally occurring ferric hydroxides, as limonite and bog iron ore, or similar. compounds prepared artificially. Brown Pigments .-Pigments of this group are distinguished for their beauty and depth of colour, and many of them are used in the finest of paintings. Familiar names are sienna, umber, and Vandyke brown. They are for the most part ferric hydroxides, containing varying amounts of water; but the group also includes a manganese brown, which consists chiefly of a mixture of oxide and hydroxide of manganese. Red Pigments.-Chief among this group is ferric oxide, known under various trade-names, such as Canadian red, Persian red, etc., and also the much prized and somewhat rare vermilion. The pigment used is either naturally occurring hematite, de-hydrated limonite, or artificially produced red ferric oxide.

One of the most vigorous of the continuous improvement methodologies is Six Sigma. While usually associated with improving manufacturing and product quality, leading manufacturers are using it to improve their extended supply chain and logistics capabilities. At the same time they are improving reliability, some companies have cut hundreds of millions of dollars of fat out of their supply chain. Mine to Mill optimization is a transformation of culture from processing tons to processing a quality feed size distribution which reduces the overall operational costs and add the highest value to the mine. This is not a constant endeavor. As such, a dynamic performance monitoring and diagnosis is necessary. We will review a systemic way to performance improvements and avoiding metal losses from the blast to the metals. We show the requirements of using raw data to analysis the data to define operational maps which provide assistance to run the mine and mill. A case study is provided with the mine and mill data was integrated combining process control and quality information resulting in reduction of water and energy consumption while improving the overall value of the mine. The results of reengineering the current system with this SIX SIGMA Strategy had the following results: an increase of ore milling: 4.6% decrease of mil power: 3.9%, decrease of fresh water consumption: 6.8%, with a total of net profits: US$ 31.8 million, the PI System infrastructure contribution: US$ 7.95 million. These estimates were for the period 2009/04/04 to 2009/12/31.

THE solid fuel industry, especially that branch represented by bituminous coal, is gradually becoming aware of its ? paramount importance in a world where there is an ever increasing demand for the products of a mechanical age. In practically every process of manufacture, the necessity for energy in some form is being multiplied. Some of that prime energy is derived from water power-hydro-electric schemes, flood control schemes, etc. - but often the electrical energy thus developed is generated at great distances from the load centres, requiring long transmission lines with consequent transformer and transmission losses. A few plants have harnessed the tidal power of the seas and one has harnessed the energy of the wind in a modern manner. All of these schemes are dependent on certain natural geographical, hydrographical, and physical advantages of terrain, as well as an adequate area of consumption of the energy developed. If flood control is the primary object, then power generation is a by-product; and the economics of large capital expenditure on power generating equipment must be considered in that light.

The selection of stripping dragline is a complicated problem. Several factors, such as the deposit buried conditions, the demand of mine production rate, cast blasting result, the mining/stripping operation method and parameters, etc. may comprehensively influence the optimal selection of technical specifications of the dragline. Under these circumstances, the basic thinking and procedures for dragline selection are put forward as follows. •Step 1—Initially estimate the dragline annual stripping rate and stripping bench height according to the annual coal production rate and advancing speed of mining front. Then the feasible alternatives of dragline sizes can be calculated and selected from the existing dragline series. •Step 2—A computer simulation model is developed to simulate the dragline stripping operation, to obtain a series of working face parameters, then to select the best dragline alternative. This step can be interactively iterated until the satisfactory results are obtained. •Step 3— Sensitivity analysis can be done with the systems simulation model by changing the stripping bench parameters, e.g. stripping bench height and cut width, etc. to verify and modify the selection results if necessary. The mathematical model for dragline stripping simulation has been set up. The flowchart of the model is shown. A case study for a large surface coal mine with annual production rate of 16 Mt/a is followed. The dragline bucket capacity and operation radius, stripping bench height and cut width as well as other parameters are comprehensively optimized and selected.
