The operational paradigm of mining industries is shifting from ?optimal profit for the financial stakeholders? to a new concept compatible with sustainable development ethics: ?maximize economic and social returns at the local, national and global levels, while avoiding negative environmental impacts?. The number of stakeholders concerned by mining companies has grown significantly over the last few decades, and the role of local communities and civil society is now acknowledged by the mining companies adhering to the sustainable development ethics. ?Involve me? is becoming a key to maximize the returns the mining industry can provide to sustainable development. As the world?s major importer of many mineral commodities, several coming from developing countries facing severe short-term problems, the European Union (EU) is an important stakeholder and has a responsibility in supporting actions to strengthen corporate and public governance capacities. The purpose of this paper is to highlight the drivers leading to the development of sustainability indicators and to propose, within the 6th European Framework Programme for Research, Technological Development and Demonstration Activities (FP6), an European-level initiative to develop sustainability indicators adapted to the mining industry and its population with relevant data.

Electrowon tungsten powders were investigated with respect to consolidation, fabrication, and mechanical properties. Sheet, 0.03 inch thick, was produced and its tensile strength measured between 250° and 1,935° C. The large particle size of electrowon tungsten effectively precluded sintering to a density sufficient to allow hot working to sheet or bar. The powders were consolidated by die pressing to 70-percent density, sheathing in molybdenum, and high-energy-rate extruding to either round or sheet bar of 100-percent density. The material was then rolled conventionally to sheet. The mechanical properties of the sheet prepared from the electrowon powders compared favorably with those reported in the literature for sheet prepared from commercially produced hydrogen-reduced powder.

There are countless petroleum and mineral fiscal systems throughout the world. This is because many petroleum and mineral producing countries have developed their own methods of calculating government take through fiscal evolution or individual negotiation. Those countries fortunate enough to have petroleum and mineral reserves within their national boundaries are naturally reluctant to yield this resource without a reasonable return for their population. As resource companies are perceived to be enormous conglomerates with endless amounts of cash and resources, governments and the general public demand reasonable division of production while these finite resources last. On the other hand, because companies engaged in the exploration for, and production of, minerals, oil and gas have to be large or lucky (preferably both) to sustain the great physical and commercial risks involved, the income and profit figures look so large that the general public sees them as an acceptable target for taxation. Taxation of the resource industry has been one of the industry's greatest cash flow problems through the years. Allen and Seba (1993) attribute this to the fact that the most equitable tax systems are those that affect the widest possible total of the population.

Florida legislature allocated funding for the Florida State Fire Marshal to review the applicability of the United States Bureau of Mines (USBM) Report of Investigations (RI) 8507 blast vibration limits with respect to Florida and its soils. The study also discusses whether the current blasting vibration limits set by statute are still appropriate, including a review of measured vibration amplitudes and frequencies, structure responses, and theoretical analyses of material strength and strains.

A mathematical model based on the pertinent fluid dynamic equations to predict the performance of the hydro cyclone has been developed which will eventually replace the empirical model. Experimental measurements of fluid velocity profiles made in a 75 mm hydrocyclone by laser Doppler velocimetry (LDV) agree well their predictions by solving the Navier-Stokes equations numerically. Particle slip velocity and particle trajectory were computed which in turn, yields separation curve of the hydrocyclone.

This paper presents a unique case history that documents the use of a braced secant pile wall to underpin a heavily loaded footing inside of a manufacturing plant. Construction of a pit for a new manufacturing process directly next to the footing necessitated the underpinning. The footing supports an overhead crane that needed to remain operational throughout construction of the pit and therefore, settlement of the footing could not be tolerated. The base of the footing was about 7.7 feet above the base of the 17-foot deep excavation. The footing bears on a silty clay deposit that grades from a stiff consistency beneath the footing to a soft/medium consistency near the base of the pit excavation. This paper describes the design and construction of the secant pile wall and bracing to control wall deformations, ground movements and settlement of the footing. The footing was monitored for settlement throughout construction of the pit and no measurable movement was observed.

Equity finance provides the most suitable and frequently the only access to capital during the exploration and evaluation stages of resource projects when project risk is at its highest. Investors are prepared to provide equity funds in the knowledge that they are compensated for the higher risk they take on with higher potential returns or sufficient upside potential to justify the higher risk. The context of resource projects which determines the role of equity finance has changed considerably. Prior to the resurgence of the gold price and the development of new mining technology many resource projects were selectively mining orebodies by underground methods frequently with limited reserves proved up in advance of mining. The limited proved ore reserves base and the volatility of the gold price all contributed to a higher risk and higher return investment environment in which the use of equity finance was more appropriate and frequently the only option for capital raising. The financial risk of a resources project can be transferred to an underwriter who makes the commitment to distribute the financial risk between a number of investors. There is also the opportunity for financiers to use a mix of equity and debt finance to allow a company to proceed with the development stage where without such a mix the resource project would not proceed. By using a level of equity finance the project becomes robust enough in its ability to service the debt finance facility and the project proceeds with the equity participants receiving a suitable risk reward return. The liquidity from the establishment of a market for the company's securities enhances further capital raising and generally enables the company to satisfy its financial requirements on more favourable terms particularly during bull markets. The role of equity finance in the management of the financial risk during the exploration, evaluation, development and mining stages of resource projects is summarised in Table 1. In more detail the principal roles of equity finance and the ways in which equity finance impact on the risk management of resource projects will be considered in turn.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the projectÆs gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the LendersÆ and BorrowerÆs teams has facilitated a greater understanding and æownershipÆ of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

Studies such as the investigations into the solubility of gases in crude oil under various conditions, which have been carried on during the past three or four years, are very interesting from an academic point of view, but this consideration alone is hardly sufficient to warrant the large contributions from the industry necessary to maintain them. Some definite benefit to the industry as a whole should be forthcoming. The purpose of this paper is to direct the attention of company engineers, and company executives, to some of the ways in which the information gained from these studies can be made directly profitable. This work has two principal economic aspects. One affects the investment budget, and through it the financial requirements of the companies. The other affects operations, and through this course is reflected in current earnings. It will be shown that, as a direct result of the investigations into gas solubility, undertaken in the recent past by various investigators, it is now possible: 1. To determine more accurately the amount of reservoir oil originally present. 2. To obtain closer control on operating conditions, to effect more economical recovery. 3. To predict earlier and more dependably when and how much surface lifting equipment will be needed. 4. To reduce, or entirely avoid the very large investment in gasoline recovery equipment now frequently found necessary. 5. To control the gravity of the pipe-line oil so as to secure the greatest possible revenue from the products of the well. 6. To effect the recovery of a large amount of gasoline now wasted while the practicability of a gasoline recovery system is being decided. 7. To plan operations, by comparison with the history of old properties operated without this new information, so as to avoid the mistakes of ignorance made in the past. These points will be discussed in the following pages, though not necessarily in the order stated. The Bureau of Mines investigated the applicability of the freeze-drying technique for preparing dispersion-strengthened tungsten powders suitable for conversion by powder metallurgy into materials which might have improved high-temperature strength. Extruded rods from compacts of tungsten-5 vol pct thoria had at 1,650° C a tensile strength of 30,300 psi and a 10-hour stress-rupture strength of 12,700 psi, These are slightly below those measured for swaged rods of commercial tungsten-3.7 vol pct thoria. Only those tungsten-thoria dispersions containing a stoichiometric deficiency of oxygen yielded a significant strengthening effect. A low-melting eutectic formed in extruded tungsten dispersions containing either zirconia or yttria, which caused a lowering of the tensile strengths. These tensile strengths were only slightly higher than strengths of elemental tungsten made from commercial powder having a particle size of 2.4 microns (Fisher subsieve). Sheet made from this commercial tungsten had a slightly higher tensile strength than tungsten made by freeze drying, but the freeze-dried tungsten sheet had a lower recrystallization temperature, a lower ductile-to-brittle transition temperature, and a higher purity.

The National Institute for Occupational Safety and Health investigated how the starting of induction motors may cause nuisance tripping of short-circuit protection on coal mine power systems. This research had a dual purpose: 1) to identify how motor-start waveforms differ from those for short circuits and 2) to devise a method to provide short-circuit protection without intentional time delays to account for motor starts. This technology will help ensure that surface temperatures of energized electrical apparatus will not exceed gas or dust ignition thresholds when short circuits occur.

The monthly summary of the climatological record for the demonstration mine is presented in Table 1. Tear normal temperatures occurred throughout the growing season. From May to October precipitation was more than normal except in June when it was 2.55 inches below normal. Corn and soybean plantings were delayed until June 2-7 because of wet field conditions. This is about one month later than normal for corn planting. Insect infestations were much less than those encountered in previous years. Cutworm activity was not noticed and alfalfa weevil infestation were small and patchy. Stalk rot in corn was a significant problem at harvest and resulted in much Milk lodging. The wet and generally overcast conditions of July, August and September were bend 10 beneficial al to certain plant disease organisms. For example, pumpkins planted in a small garden area at the demonstration mine did not ripen because of a powdery mildew resulting from overcast, wet conditions. Field operations and row crop plantings were greatly delayed by wet field conditions. It was difficult to plant by conventional tillage because the soil remained soft and sticky where the moldboard plow had been used. "The anionic flotation of a high-iron phosphate ore from Agrium - Kapuskasing Phosphate Operations was investigated through batch flotation tests in the presence of soda ash. The flotation data were supplemented by titration of the flotation pulp with soda ash, analysis of process water chemistry, and determination of the mineralogical composition of the ore. The results of lab tests were applied to the flotation circuit design allowing the flotation plant to efficiently process problematic ores. Process control measures (pH, conductivity) were also developed.Calcium cations and sulfate anions were identified as the dominant ions present in the process water when the difficult-to-process ores are beneficiated in the flotation plant. The concentrations of calcium and sulfate ions were consistent with the presence of a small amount of a calcium sulfate mineral in the ore although an oxidation/weathering process of iron sulfide minerals present in the ore could also be responsible for the observed water chemistry and subsequent flotation problems with the ores. The latter possibility suggests that the long-term stockpiling of such ores may have a highly negative impact on the flotation process.The role of soda ash in the flotation circuit is to precipitate metal cations from the pulp thus allowing the tall oil-based collector to selectively interact with the phosphate components.INTRODUCTIONPhosphorus minerals are the main source of this element for the production of fertilizers, and the froth flotation process is the most important technology for beneficiating phosphate ores. The flotation concentrate from Agrium-Kapuskasing Phosphate Operations (KPO) is transported to Redwater Fertilizer Operations in Alberta (also operated by Agrium) where the phosphate concentrate is converted into a phosphate fertilizer and other important chemical products. The KPO phosphate ores differ widely in mineralogy and phosphate grades, and are broadly divided on-site into three classes. The easy-to-float A-type ores do not pose any major flotation problems, but the B-type and “marginal” ores, which are quite common in the KPO igneous phosphate deposit, are not always readily-floatable using the current reagent suites and process parameters (pulp density, feed particle size, pH). In fact, marginal ores are presently considered impossible to process by flotation. A-type ores contain normally more than 15% P2O5 and less than 8% ferric oxide equivalent (Fe2O3). B-type ores are approximately of the same P2O5 grades as A-type ores but their iron content may reach 30% Fe2O3. Any material containing less than 15% P2O5 is rejected as waste rock."

Exploration budgets are commonly determined by rules of thumb, such as a percentage of earnings or other fiscal measure. An appropriate exploration budget is the amount needed to achieve company goals. It can be determined by discounting the income expected from achieved goals. Budgets for individual projects are determined in a similar manner except that risk of failure is included in the computation.

Nitrogenase activity (C2H2 reduction) was found to be associated with the following grasses in the field: Agropyron dasystachyum, Agropyron smithii, Aristida purpurea, Oryzopsis hymenoides and Stipa comata. Uptake of fixed nitrogen was also demonstrated for these grasses. Two unidentified nitrogen fixing bacteria were isolated, one from Stipa comata and one from Aristida purpurea. Cynodon dactylon and Agropyron cristatum were successfully inoculated with the unknown isolate obtained from Stipa comata. The inoculated plants exhibited nitrogenase activity (C2 H2 reduction) whereas uninoculated controls gave negative results.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.
