"Most industries attempted to conduct their energy consumptions in an optimized way for a few decades. This is because policymakers and top managements in industries have felt the critical situation of a possible energy shortage that could happen for them in the near future, even in countries with significant fossil fuel resources. Decisions related to energy consumption in any industry will have a long-term effect on different parts of the industry structure. In this way, energy decisions should be categorized as part of any industry's main strategic and long-term decisions, which should be made by top strategists. On the other hand, strategic management has many powerful tools to help the policymakers in industries to establish a long-term strategy for energy consumption and reducing or preferably eliminating the energy loss. This will be more important for industries in the Middle East, where they have just started to make an applicable strategy for their energy consumption and to design a long-term procedure for their energy management. Based on strategic management and by comparison we designed and offered a new model for establishing the main structure of energy management strategy in primary aluminum industry, which is a high consuming energy industry. This strategy, which we will call ESM (Energy Strategic Model) and has been applied for a typical primary aluminum industry in this paper, is similar to the practical models in the field of strategic management, which were developed for designing the overall company strategy.IntroductionThe elementary goal for introducing strategic management in any organization was to establish a successful plan helping the company to survive and to gain competitive advantage over its competitors in a rough business environment. Strategic management is an ongoing process that evaluates and controls the business and industries in which the company is involved; assesses its competitors and sets goals and strategies to meet all existing and potential competitors; and then reassesses each strategy annually to determine how it has been implemented and whether it has succeeded or needs replacement by a new strategy to meet changed circumstances, new technology, new competitors, and a new economic environment[!]."

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding sum¬mers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.!The present report presents analytical data for 4,544 samples, represent¬ing the products of 124 companies. The samples represented in this report were obtained during December 19146, January and February 19-(. As in previous surveys, the companies covered Ly the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. Mining in narrow veins is commonly applied for precious metals, generally carried out to extract gold in underground mines, due to the ore occurrence on narrow veins, mainly up to 2-meter large. The current work presents the implementation of the methodology in a zinc mine located in the state of Minas Gerais in Brazil. The Vazante Mine through the years has always carried out mining on stopes with a thickness larger than 3,5 meters, but nowadays due to the need to reduce the waste planned in its blocks, as well as increase the useful life of mine, mining has been implemented in blocks that are less than two meters. Given this, the challenge is to be able to carry out blasts that does not exceed the operational dilution required and does not generate an impact on recovery, as working with extremely heterogeneous stopes. This study seeks to correlate the main characteristics of stopes and its relationship with the results obtained in the execution of those blasts. Also, it proposes an analysis between the empirical data, and existing theoretical references, creating ideal mining parameters, such as minimum thickness, maximum height, and optimum timing in the blast plan. One of the main challenges for carrying out this mining method is the control of operational dilution, generally pointed out as the biggest difficulty for companies that adopt this methodology, due to the thickness of those stopes, any displacement can make it unfeasible, thus the technical level on carrying out the drilling and loading of these blocks must be impeccable, an understanding of the structural geology of the site is also essential for dilution control. The outcome will be a set of ideal parameters and mining methodology to guarantee the success in execution of these blocks, thus bringing a financial benefit to the company.

INTRODUCTION The major mining operations of the Ontario Division of Inco Metals Company are located in the Sudbury Basin. Around the rim of this geo- logical formation and within thirty miles of the City of Sudbury are located eleven under- ground mines of the Company, two of which are on standby. In addition, there is one mine in Northwestern Ontario at Shebandowan, 1127 Km (700 miles) northwest of Sudbury. In 1980 ore production totalled 10.6 x 10 mt (11.7 million tons) from underground and open pit operations. Underground mining methods include blasthole, vertical retreat, sublevel caving, cut-and-fill and undercut-and-fill. Inco reduction operations in the Sudbury area include two concentrators, one smelter, one iron ore recovery plant, a copper refinery a nickel refinery and a high purity plate rolling mill. As well, an electrolytic nickel refinery is located on Lake Erie at Port Colborne, near Niagara Falls. In the Sudbury District, Inco employees total 14,278 of whom 6,490 are directly employed in the mining and milling operations. I T H DRILLING Background - The use of long blastholes in underground operations at Inco mines in the Sudbury district started more than 30 years ago at the Levack Mine. At that time, diamond drills were used to mine ore by open stoping and for pillar recovery. By the 1950's the concept had been extended to all mines. The heavy percussion drill was also developed by this time and led to the acceptance of the 11.43 cm (4% in.) piston diameter drifter for bar and arm and fan drill applications. The use however, of the nominal 5.08 cm (2 in.) diameter blastholes drilled radially from the level or sublevel causes overdrilling at the periphery. As well, the smaller holes are subject to hole deviation, are difficult to drill beyond 38.1 m (125 ft.) and require the need for several drilling horizons or sublevels. The need to improve blasthole stoping techniques and our experience with large diameter blastholes in open pit mining led to the trial of an I T H drill in 1962. The test was unsuccessful however, since button bits were not available at the time and the tungsten carbide cross bit experienced short life, gauge loss, and caused hole deviation and poor penetration rates. The successful application of the raise borer beginning in 1964 and the ability to drill 20.32 cm (8 in.) to 27.94 cm (11 in.) diameter pilot holes led to the development of smaller, more portable, rotary drills for blasthole mining. As a result, a mining method based on the use of 20 cm (7 718 in.) diameter, 60.1 m (200 ft.) long rotary blastholes was developed and tested successfully at our C.C.North Mine. Between 1972, when the method was first tested, and 1973 over 4572 m (15000 ft.) of large holes were drilled with rotary drills in the recovery of 175,960 mt (194000 tons) of primary stoping and pillar remnants. A new mining method was developed that made use of this large hole drilling equipment. Instead of longhole carbide drilling by bar-and-arm or fan drill set-ups at sublevels, the large diameter holes were drilled full stope height from the top sill, which substantially reduced development, drilling time and improved fragmentation. These drills however, were difficult to move and set-up, and had a high maintenance cost and low productivity. The capital outlay and extensive technical development required to improve these drills and reduce the high drilling costs however, was economically unattractive. Summary This paper describes the general situation of the mining industry in New Brunswick, and gives a detailed description of the recent developments in the antimony deposits at Lake George and the copper deposits in the vicinity of New Horton. At the end are lists of the most interesting geological literature relating to the Province and of the geological and topographic maps that have been published. Introduction In presenting this paper to the Institute, I apologize for the small amount of scientific data which it contains. Recent investigations in the Province of New Brunswick have been carried on largely by outside interests, and at present we ourselves are in the position .of taking stock. However, I am glad of the opportunity of giving you a general idea of the situation. The Province is making an honest effort to learn the truth concerning her mineral deposits and in time hopes to collect data which should be of interest to the mining community.

WHEN mining and treatment first started at Broken Hill only oxidised ores were available. These ores were rich in silver and lead-the silver mainly existing as chloride and the lead as carbonate.Treatment processes aimed mainly at the recovery of silver, lead being regarded as a by-product, and its recovery, except in so far as it affected silver recovery, was of minor importance.The first ore mined was carted to Terowie and thence railed to Melbourne, being smelted by the Intercolonial Smelting and Refining Co., of Spotswood.The first parcel (50 tons) returned £7442, or £148 16s. per ton to the Broken Hill Proprietary Company.The second parcel of 1053 tons, smelted at the Day Dream smelter, returned 132,142 oz. of silver, but no record is available as to its lead content.These results obtained from two parcels showed that by smelting the ore a handsome profit could be obtained, and Mr. La Monte was engaged to erect two 30-ton Nevada water jacket blast furnaces on Block 13. The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

We would like to thank Mr. Mandolesi for his informative paper on rails from strand cast steel. The chemical and structural properties of the strand cast steel were of particular interest to us. We would like to supplement his excellent report with some of Inland's findings from our Caster with submerged nozzles and strands reduced in line from 7" x 7" to 5-5/8" square cross section. Inland has conducted extensive segregation studies on AISI 1049 steel - Fine Grain 0.50% carbon and 0.75% manganese. Based on approximately 80 heats, our normal segregation pattern results in analyses of .49% carbon in the center, and 0.50% carbon at the midway and edge position. The sulfur analysis averages .025% in the center, .027% midway, and .026% at the edge. Note the slight negative segregation between the center and midway position. This steel, being lower carbon and probably cast nearer the liquidus, resulted in less segregation than the 0.80% carbon rail steel.

A statistical comparison of the dust exposures of coal miners with identical occupations in Pittsburgh, Pocahontas, Freeport, and Kittanning seams was conducted. Results indicated that, in some cases, identical occupations have different dust exposures in different seams. For example, the continuous miner operator in the Pittsburgh and Pocahontas seams is exposed to more dust than the same man in the Kittanning seam, but the Kittanning seam has more dust along the haulage roads than the other seams. Also, average dust exposures for similar occupations in continuous and conventional mining operations are similar.

An accurate characterization of the vibration environment and a vibration qualification test derived from it will be a very useful tool for manufacturers of instrumentation for use on underground coal mining equipment. Recognizing this, the Bureau of Mines sponsored a study wherein vibration levels were measured on mining equipment to form a basis for developing the required vibration test. The data base was composed of 160 samples taken at different positions on a variety of underground machinery. The data were analyzed and presented in a format typical of military vibration qualification tests. The form was shown to be virtually identical to the swept sine test envelope specified in MIL-STD-810B for tracked vehicles.

Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

The authors conducted a study of backfill practices in underground mines across Canada to assess the current state of backfill usage and to overview potential hazards associated with backfill practice, from preparation to transportation to placement. The primary aim of this study was to cover each component of a typical mine backfill system, and to identify potential incidents leading to the disruption of backfilling operations and any associated corrective actions. This paper, Part I of the study, deals with surface operations consisting of backfill material supply and backfill plant preparation. Part II of the study, which deals with underground operations consisting of backfill transportation and backfill placement, is also presented in these proceedings. A review of safety measures associated with current backfill operations and recommendations for procedures of best practice that should be implemented to reduce fill-related hazards in all mine backfill workplace environments are presented. In general it has been found that system failures normally lead only to minor losses to the operations.

IN October, 1925, J. R. Finlay delivered an address entitled, "The Future Price of Lead." Lead was then selling at 8.85c. and Mr. Finlay and most of the rest of us were concerned about the shortage. Now, a little more than six years after, lead is selling for 3.55c., and nobody is worrying about the difficulty of getting plenty of it. For 1931 the U. S. G. S. reports United States produc¬tion as 390,000 tons of recoverable lead in ore. Our estimate is slightly higher than this; nearer 400,000 tons. This is the smallest production since 1911 and 1912, but in spite of this, stocks for the year-have increased nearly 50,000 tons. Our estimate for the production outside the United States is 1,120,000 tons, or more than double the production of either 1920 or 1921, and 30 per cent more than in 1913. Stocks abroad probably have not increased more than stocks in the United States. In other words, foreign consumption is double what it was in 1.920-21, whereas domestic consumption is substantially less. It looks as if Mr. Krueger, president of the Swedish match trust, was right when he said that "This country had better stop worrying about Europe and think a little bit more about its own affairs."

Most mining operations have been happy to live in blissful ignorance of what their equipment is really capable of. Shareholders have been shown increasing tonnes output per employee (due to rationalising employee numbers). It is now known that the best practice for large mining trucks is 52 per cent higher than average or best practice for excavators is 41 per cent higher than average, or 38 per cent in shovels or 35 per cent with draglines, etc. The data is available. The bell curve of performance is flat. Substantial underperformance is rife. If you are working in or supplying equipment or services to one of the majority of operating mines that donÆt achieve best practice surely you want to know why. Or maybe you donÆt? For many mining people this sort of knowledge could be dangerous to their career so keeping the MD or CEO in the dark is a good option. Many suppliers donÆt want the performance of their equipment benchmarked? Mining consultants donÆt have the data so they are happy to keep guessing. Unfortunately, many Business Improvement or Business Excellence projects are about ticking the participantÆs æcareer boxesÆ. The first step to capacity utilisation is knowing what the capacity is. Even then people and culture will get in the way. People are the biggest hurdle to capacity utilisation. This paper will discuss what the mine of the future (and today) will need to do to utilise the productive capacity of its assets. It is not just benchmarking. It is not just automation. It is not just technology. It is about engaging those people who impact on equipment performance; right from the operator up to the Mine Manager. Doing it better involves a process to facilitate change and a culture which says it is OK to try even if you are wrong.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

In recent years, with the advent of new steelmaking procedures, the emphasis has turned away from conventional teeming and has been directed toward continuous casting. This paper points out the fact that there are still new methods being considered to decrease the problems and costs associated with conventional teeming. Although Inland has had no experience with the repair of mold lugs, we do find some problem with damaged ears associated with mechanically capped steel. When pouring bottle tops, any crane movement or leak from the pouring nozzle may result in steel over the top of the mold which, in turn, may result in the shearing of the mold lugs during stripping. Recent back pouring practices increase the chances of this occurring. At Inland's steelmaking shops, we have tried to combat this problem by various methods such as burning the steel from around the top of the mold at the pouring stand with oxy-gas torches. Last year, No. 4 BOF began a conversion from round to elliptically shaped bottle top caps. This change has greatly reduced the chance of splashing due to crane swing by increasing the dimension in the direction on normal swing. The answer to this particular problem is, however, tighter control of pouring performance. We are presently engaged in a process of re-education of personnel and experimentation with different materials and designs of nozzles, heads, and sleeves to help us achieve our goal.

IN September 1937, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1007 to 1019. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about I per cent Cu. The chief copper mineral, chalcocite, was dissemi-nated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was prob-ably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a com-plete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof com-prised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig. 1, which gives percentages of tonnage and copper content.

"THE LOCATION of Canada's present aluminum industry is determined by availability of hydroelectric power, and ready access to ocean transport facilities. The chief raw material for the production of the metal is imported by ship over several thousand miles of water. In times of freedom of shipping and uncontested movement this provides the industry with its cheapest method of operation. However, during the early part of the last decade the general conditions of ocean and rail transportation were such that interest in the treatment of materials other than bauxite was greatly stimulated. This was the case not only in Canada, of course, but in most other countries.Canada has no deposits of bauxite and much research was carried out on other aluminous materials, chiefly silicates, in an effort to develop more or less economic and feasible methods of treatment. In the United States, this research was considerably more extensive. Some projects were early shown to be of little or no value, whereas others, including the widely publicized lime-sinter and soda-lime-sinter methods, became important. In North America, however, apart from the application of the sinter method to the hitherto waste-product (red mud) of the normal Bayer plant operation, none of these processes contributed appreciably to the production of aluminum during the war. In certain European countries, on the other hand, largely because of their situation with regard to bauxite deposits, they had a more general application, and Germany, for example, produced alumina from clay, ashes, and slag by at least four methods."

"Enterprises are faced with increasing economic competition and managers are obliged to look for methods that will ensure a competitive edge in their companies’ markets. These methods include managerial concepts that employ common sense and are low cost. One of these approaches is the KAIZEN methodology, of Japanese origin; kaizen means continuous improvement (CI) when translated. A mining company, despite some of its idiosyncrasies, is just an enterprise where the application of KAIZEN can be advantageous. The company investigated, OKD, is the only domestic producer of hard coal in the Czech Republic and operates four mines that produce 11 Mt of coal annually. The OKD management team opted for KAIZEN as their principal method of continuous quality improvement. This paper suggests ideas for development and application of processes that provide for continuing improvement of production and management. The authors have taken the OKD Company to be their benchmark in the field of mining activities. The paper also focuses on possible difficulties accompanying the introduction of CI sustainable methods. Three years of application of CI methods has increased the income of the company by almost US$38.1 million, which provides a strong argument for continued application."
