Large-scale infrastructure construction needs to comprehensively manage risks that can impact the health and well-being of many people, from workers (temporary, contracted or full time), to families and surrounding communities. This paper starts with an analysis of incidents (injury, fatality, other damage) in tunnel construction between 2000 and 2014 and assesses the distribution of these events by continent, year, and severity of outcomes. These incidents are then analysed and mapped to a framework of hazards derived from RISKGATE (2014). A comparative register of current tunnel construction risk management guidance is derived from current Australian codes of practice and this register is also mapped to the RISKGATE framework of hazards to identify where coal industry knowledge may offer utility to the tunnelling industry.An initiative of the Australian Coal Association Research Program (ACARP), RISKGATE is an interactive online risk management system developed to assist the mining industry in implementing continual improvement in the management of major unwanted events. To date, a comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, outbursts, coal bumps and bursts, human/machine interface, manual tasks, slips/trips/falls, inrush and occupational hygiene. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper proposes and outlines how knowledge within the RISKGATE platform could be applied to managing the significant health and safety risks associated with tunnelling. The authors suggest that to varying degrees the knowledge already captured in RISKGATE is likely to be transferable to tunnelling construction operations. The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

"All-in sustaining cost is a metric used by mining companies to reflect the cost of gold mining in a consistent format useful to both investors and mining professionals. Cost reporting focused on the direct cost of mining and processing ore was summarized in the non-GAAP cash cost developed by the Gold Institute in 1996. In 2013, a group of mining companies, working with the World Gold Council, developed a more inclusive approach to reporting costs designed to solve the dilemma of showing a more comprehensive reflection of recurring costs involved in producing gold, without discouraging investors. INTRODUCTION Mining today plays a key role in the development of our civilization as a source of essential raw material and provider of essential fuels, producer of jobs, and a factor in support of the international balance of monetary payment (Camm, 2014). Professionals in mining locate, develop, design and manage ore deposits in an environmentally safe and profitable manner. As mineral deposits become increasingly scarce, new challenges face the industry. A current trend is to an increased emphasis on underground mining techniques for deeper deposits. Operations are safer today than before as companies understand better their work environment and the importance of mining responsibly. A continual challenge for the industry is accurately reflecting the costs and selling price of ore. An enduring characteristic of mining is the situation where the market typically determines the price of a commodity; the main control a company has on the bottom line is to control the cost of production. An attempt to bring light and clarity on the cost of their business will give a better idea to investors on the true profitability of the mining business. Gold producers face this struggle to accurately reflect the cost of production while also seeking to attract the interest of the investment community (Hill, 2013). In order to have a consistent format to report on their production costs, leading gold producers through their alliance inside the World Gold Council (WGC), worked on the adoption of a new cost framework: the All-in Sustaining Cost (AISC) and All-in Cost (AIC). Since 1996, the traditional cash cost reporting has focused only on the mining and processing costs incurred in mining an ounce of gold, which included the costs of goods sold (labor, energy, and consumables costs) and royalties (Table 1). But cash cost reporting ignores many important aspects, like sustaining capital, general and administrative expenses, and site rehabilitation at the end of the mine life (Whelan, 2013). The cash cost was used to attract many investors into the business. In fact the high gross margin (sales minus cash costs) has been promoted the past decades by the industry instead of the net or operating margin. As a result, even when the gold price was high, nearly $1900 per ounce in August 2011, gold producers were not reporting excessive profits in their cash flow / income statements, to the disappointment and incomprehension of investors (Milstead, 2014). The truth was simply that the other costs omitted in the traditional cash cost were reducing the apparent profits."

This report describes an experimental method for determining parameters for the rate of reaction of CO2 with solid carbon. The method involves the simulation of a flow reactor by a mathematical model based on a hypothetical multistage reactor which permits calculation of the analyses of effluent gas and carbon consumed as functions of the flow rate and duration of the reaction. The method is applied to experimental data on the reaction of coke with CO2 in fluidized-bed and fixed-bed flow reactors. A method is described whereby two parameters may be determined simultaneously. The method involves a reiterative procedure that finds the values of the parameters that minimize the sum of squares of deviation between calculated and observed analyses of the effluent gas.

"By any measure of common practice, Claude Resources' Seabee Gold Mine in Northern Saskatchewan should not now be operating. Not because reserves dwindled, or grade dropped or prices weakened or technical problems arose, but because a host of unimaginable other problems beset the project, any one of which would normally have led to the mine's failure.The success of the Seabee Mine, and it is extremely successful, is a story of the vision and blunt determination of two men. Neither is remarkable in his own right but each possesses the characteristics which were necessary to forge a highly productive and profitable narrow-vein mine in the midst of the most bizarre and unpredictable events which likely have ever beset a mine start-up in Canadian history.Together, Bill MacNeill, a Saskatchewan born, former bush pilot and Ray Gagnon, a big hearted, hard-fisted, miner with 44 years of experience in Canada's underground, built the Seabee Mine.They didn't accomplish this with brilliant geology, outstanding engineering or nimble corporate manouvering but rather a stubbornness and raw common sense which likely are all too often, ingredients missing in failed projects.The Seabee Mine is 100% owned by Claude Resources, a Saskatoon based company taken over by Bill MacNeill, its current chairman, in 1982. The company is listed on the TSE and produces 1200 barrels of oil per day and about 60,000 oz of gold per year. The company has a strong balance sheet, is very profitable and has 18 million shares outstanding.The Seabee property in Northern Saskatchewan started out like many other gold exploration properties in Canada.It was discovered in the l 940's by what is now Cominco, and, while highly regarded by that company the property sat largely dormant until acquired by Claude Resources in 1985.Claude did what most junior exploration companies would do and went looking for a company with a depth of expertise to joint venture the property.That company was Placer Development who could earn a 55% interest in the Seabee by delivering a bankable feasibility study on the Project by July 1988 and providing financing to production.Placer Development was an excellent company and spent over $8 million dollars on the Seabee over a 3 year period. Unfortunately for Claude Resources, Placer Development merged with Dorne Mines in 1987 and the new merged company, Placer Dome, established a minimum production threshold greater than the 50,000 oz per year which the Seabee appeared capable of supporting at that time. Placer Dome's request for an indefinite extension of the joint venture agreement to allow it to drill off a larger ore body was rejected by Claude Resources and the Seabee Property was returned to Claude in 1988."

"ALTHOUGH I SHOULD FIRST REVIEW the state of the mining art as it is today, because of the shortness of time I will confine myself to a re-view of the more important advances in that art which have been made in the past two to three decades. Then, a look at the opportunities and the challenges which now present themselves will be more meaningfulFirst, some of the more impor-tant developments in underground mining:(1) The recognition that good ventilation, visibility and working conditions are essential preliminaries to efficient production has resulted in their incorporation as a matter of practice in modern mine planning. (2) The introduction of the car-bide bit and the re-introduction of the airleg drill, and the resulting sharp rise in productivity, were early postwar developments. (3) The recovery of the coarser fraction of mill tailings for use as mine backfill also is an important cost-reducing development of recent years -and this has led to cemented backfill, which, al-though more expensive, meets certain specific needs and has tremendous potential. (4) Great strides have been made in improving explosives' materials and explosives' accessories. Millisecond-delay electric blasting caps, which improve fragmentation and reduce the seismic effect of blasting, and the development and •application for underground use of explosives are but two among many such improvements. (5) Trackless mining methods, using quarry-type equipment in some instances and specially de-signed low-headroom trucks, loaders and carrier-mounted drills in others have been successfully applied. (6) Dual-purpose load-haul units are now in use loading and hauling from open stope drawpoints, and smaller versions of this type of unit are in use in cut-and-fill and other types of stopes."

The newest addition to the Anamax Mining Company's Twin Buttes copper producing complex is a by-product uranium extraction plant which was placed into service in February 1980. The plant is unusual in that it is placed internal to the copper countercurrent decantation, solvent extraction, and electrowinning plant. The plant reached full production within a month and, to date, has produced continually above design rates.

The emerging marine minerals exploration and mining industry is currently focused mainly on the technical elements for its success such as developing exploration and mining technologies. However, in one sense, the technical challenges are quite soluble whereas those arising in the fields of the environment and public opinion could present this new generation of miners with problems that are far more difficult to overcome. One need only look at the issues currently faced by mining projects on land to see how powerful the new forces of so-called ?civil society? are in stopping mineral developments in many countries. From the geographic viewpoint, there are many countries but there is just one ocean, so the impacts experienced by any one operation are likely to have pervasive repercussions throughout the industry. A well-oiled NGO development protest lobby will see leverage in resisting this new industry and will seize on the single-ocean angle. The Australian Minerals Industry has established a voluntary Code for Environmental Management that provides an active and valuable model for satisfying the ?court of public opinion? and in delivering economic results to industry that are in current jargon, sustainable. An explanation of the Code for Environmental Management, and the reasons behind 44 companies representing more than 300 operations and 85% of Australia?s sizeable mineral production being signatory to it will be given. Participants see it as a means to future shareholder wealth.

Reaction between xanthate ions in solution and oxidized compounds present on the surface of galena to form lead xanthate is considered to be a side reaction not contributing to flotation, although accounting for some consumption of reagent. The direct reaction of lead sulphide with xanthate and oxygen to form lead xanthate is the most significant to flotation. Coadsorntion of dixanthogen is also involved. Previous work has shown lead recovery in lead rougher flotation to be a function of m [H+] where: m = concentration of xanthate in solution rHl = hydrogen ion concentration. A plausible explanation for this relationship is suggest-ed. Likewise, the experimental findings that the amount of xanthate adsorbed under certain conditions is a function of m'[H+] are explained in terms of reaction between xanthate ions and soluble basic lead salts such as PbO.PbS04? It is also shown that m[H+] should have a constant value in lead cleaners operating at a higher pH than the roughers. This conclusion is confirmed by plant data, and the value of the constant agrees well with the calculated value. The finding is useful in mill control.

Consider a deep gold orebody with grade of 4 g/t (0.11 oz/st). At the time of this writing, with gold prices at historic highs, it could be a good, but not great, prospect. But if it is a vein deposit, and those veins are 200 g/t (5.8 oz/st), it would be significantly more attractive if there was a way to produce directly from those veins, leaving the rest of the rock in place. It has been a viable commercial technology for more than five decades.

Located 19 km (12 miles) north of the Carlin gold mine and 43 km (27 miles) north of Carlin, Nevada, is Carlin Gold Mining Company's Bootstrap mine. This deposit is similar in character to the Carlin ore, except it occurs in the upper plate formation of the Roberts thrust fault rather than in the lower plate rocks. The deposit was discovered over 50 years ago and operated on a small scale in the early 1960s using vat cyanide leaching. Newmont Mining Corporation acquired the property in 1967, and from an open pit mined 650,000 mt (717,000 st) of ore which was trucked to the Carlin conventional cyanide plant. (See Gold and Silver Cyanidation Plant Practice by F. W. McQuiston, Jr. and R. S. Shoemaker, Society of Mining Engineers, AIME, 1975. ) With the same grade of ore, the gold recovery by conventional methods is somewhat lower than that of the Carlin ore, even with a finer grind. Leaching tests were first conducted by the United States Bureau of Mines in 1968; and in 1971, ‘72, Carlin conducted extensive cyanidation investigations by bottle testing, simulated heap leaching in tall columns, and small scale pad heap leaches. Gold extractions ranged from 55% to 95% with low reagent consumptions. In 1974, a 545 mt (600 st) heap leach test was made at Carlin on pit-run low-grade material assaying 1.37 g per mt (0.04 oz per st). In a six week period the extraction of gold was 47.57'0. Carlin uses atomic absorption analyses on cyanide leach liquors to determine potential leach ore grade rather than fire assaying because it gives a more practical assessment of leach recovery than does fire assaying, which accounts for the total gold content. Before open-pit mining was started, plans were made to heap leach, the ore at Bootstrap which was too low grade for transport to Carlin. The topsoil outside of the designed pit area overlaid ancient lakebed clays which were found suitable for compaction to form an impervious base on which the dumps to be leached could be placed. By using the cost of truck haulage and milling at the Carlin plant and the price of gold 'at that time, a cutoff grade was established which resulted in the gold content of the first 150,000 mt (165,000 st) of the heap leaching ore being 1.51 g per mt (0.044 oz per st). An additional 500,000 mt (552,000 st) of lower grade material, assaying 0.96 g per mt (0.028 oz per st), is available for leaching as economics permit.

Due to the rapidly increasing production rates and deepening of mine working areas, there is a drastic rise in the number of thermal issues to be addressed for maintaining a safe mine environment. As high temperatures and humidity in underground mines could affect the health and performance of workers, and ultimately the production rate, it is necessary to provide a properly controlled safe environment. The backfilling of stopes in metal, non-metal mines results in different thermophysical properties for the hanging, side and foot walls, modeling of which is not provided by any existing mine climate simulation software. This paper presents the modeling of such a single stope using the MULTIFLUX (MF) software, developed at University of Nevada, Reno. A special case is presented in this paper, where a case study from the Homestake mine in the US with a drift and ramp connected to a stope with high Virgin Rock Temperature (VRT) and various spot heat sources is modeled in MULTIFLUX and CLIMSIM, and the results are compared against each other. Another case is presented in which the stope of the previous cases is modeled with walls, each having a different set of thermophysical properties. These results are compared with the former results to analyze the effect of anisotropic properties.

Muckpile fragmentation formed by blasting depends on the specific charge factor, the discontinuities in the rock mass, and the rock strength. Determination of the discontinuity characteristics and rock strength is a long and difficult process. These two parameters are directly associated with the rock drilling speed. Therefore, it is the drilling speed of the machine used for the blast-hole, rather than the blasthole discontinuity characteristics and rock strength parameters, that is used in the prediction of muckpile fragmentation before blasting. Primarily, it has been suggested that the muckpile fragmentation values can be correctly determined by establishing correlations between the efficiency of the loader and muck pile fragmentation, since fragmentation is directly correlated with the former parameter. Subsequently, a correlation predicting the drilling speed of the drill machine was developed according to the discontinuity characteristics of the blasting surface and the rock strength. Finally, a correlation was developed predicting muckpile fragmentation according to the specific charge factor and the drilling speed of the drill machine The data was obtained by conducting blasting tests in two different limestone quarries.

Newmont Gold Company is the largest producer of gold in North America. Accurate resource estimates are critical to planning the mining in a year of over 90,000,000 t (100,000,000 tons) of mill, leach and waste grade material, from which over 47 t (1,500,000 oz) of gold are recovered. Resource estimates are updated frequently to take advantage of new drilling, improved geologic understanding and additional production reconciliations. At Newmont Gold, indicator kriging is the primary method being used to create resource estimates. Indicator kriging (IK) is a well accepted method of resource estimation; however, many details of the IK process which are critical to producing a useful resource estimate have not been well documented. An IK model must have several characteristics in order to be a useful resource estimate: the model must take into account geologic features of the mineralization; model creation cannot require too .much time; the model must accurately reflect the effects of selective mining; the model must be stored in an easily accessible format; and the model must be useable with a variety of cutoff grades. This paper will show how Newmont Gold implements the IK process in order to achieve these goals.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. Within the realm of flow control in abrasive and corrosive slurry applications, there is no room for a one-size-fits-all approach. To ensure minimal maintenance, maximum uptime and the lowest overall cost of ownership, the slurry processing toolbox must contain countless alloy and elastomeric pairings ? each carefully targeted to the particular process medium and conditions. This materials selection process is best tackled by turning to expert slurry application engineers and valve product managers who work closely with customers to specify the optimal valve for the given parameters. ?When plant operators and design engineers apply conventional valves in abrasive applications or use metal seated valves or simply apply the wrong valve for a particular flow control situation, it typically leads to rapid valve failure, the potential for hazardous leakage, unexpected shutdowns and costly downtime,? said Cal Cobb, valve products manager for Weir Minerals North America, manufacturer of Isogate slurry valves for service in mining, minerals processing and metallurgical environments.

SO many variations of lead-zinc ores occur in nature that it is impossible to state any rules that will apply to the concentration of ores of this type. Some have lead and zinc in approximately equal amounts; others may have pre- dominant amounts of one or the other metal. There are gradations from all sulfide to completely oxidized minerals. Some such ores carry little pyrite, others contain much more pyrite than they do lead and zinc combined. The behavior of ores in flotation is largely a function of their lead-zinc ratios. their content of pyrite or pyrhotite, the nature of existing soluble salt conditions, the character of the gangue constituents: and the speed with which the minerals float. For the purposes of this paper only those lead-zinc ores handled commonly in present-day flotation practice will be considered. These are practically all-sulfide ores with relatively minor degrees of sulphatization or oxidation.

Por ello, el presente texto señala la aplicación de una nueva estrategia que busca el cambio de comportamiento en una organización antigua como es la unidad minera Cerro de Pasco. Las nuevas estrategias se aplican a la gestión de seguridad y medio ambiente, en el que se mejoran los procesos, se incrementa la productividad, se crea una política de prevención, y existe una mejor utilización de todos los recursos. Asimismo se reducen los costos y se le da más valor a la empresa para que pueda contrarrestar las fluctuaciones de los precios de los metales.
