This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

Miami Copper Company has used conveyor belts underground since 1947, At that time, the draw level for a portion of the orebody was only 25 feet above the haulage level To get the main haulage drifts as far away as practical from under the stoping area, 301, belt conveyors were used for lateral transfer, If the haulage drift was kept in good ground., a satisfactory draw of these stopes could be effected in that repairs to the conveyor drifts could be accomplished while drawing ore from the stopes. Some 7,400,000 tons of ore were mined with the 301d belt conveyor at a belt cost of approximately $0,004 per ton of ore. When the mining plan for a new section of the mine was laid. out in 1953, it was decided to use belts to collect the ore from the higher draw levels, and. move the ore laterally to centrally located concrete ore passes for transfer to the main haulage level (See Cut #1), The final plans used belt conveyors too collect from 3 stopes: on the 570 level, 2 stopes on the 720 level, and one stope on the 900 level. The six stopes to be mined in this manner would produce about 8 million tons of ore, and the sequence of mining was such that not more than four 400 feet conveyors would be in use at one time, Four conveyors using 36 inch, 4 ply belting were designed by the mine engineering office and fabricated at the mine shop, so that no piece was longer than 10 feet, and. the heaviest piece was the 25 horsepower motor, The head drive section, and the tail-pulley-takeup section were of bolted construction so they could be broken down for easing moving, Due to the size of the mine openings, the belt had to be transported into the mine in 400 feet rolls, requiring two splices for an installed belt. A torque arm speed reducer was used with a V -belt drive which made it possible to change the speed of the conveyor by changing the diameter of the V-belt pulley (See Cut #2).

THE past year has witnessed no radical changes in methods for the reduction and refining of copper. The Carson litigation was finally brought to a close ant1 the copper smelter is again free to introduce charge into his reverberatory furnaces in whatever manner suits him best. This litigation naturally led to much experimentation with various methods of charging and with various types of bath. In some cases the charge was introduced more or less centrally on a relatively dry hearth and in other cases into a bath of greater or less depth. The results of these furnaces were meticulously compared with the results obtained in side-charger furnaces, and it was apparent that it made little, if any difference how a given furnace \\.as charged so long as care was taken that there was always something in the furnace for the flames to work on. So long as this requirement was complied with, consumption of fuel per ton of charge smelted and tonnage smelted per furnace day remained substantially the same regardless of the method of charging or the depth of bath employed. In some instances the center-charged deep-bath furnaces gave slightly better results than the side-charged particularly with respect to copper losses. Precambrian granitic pegmatites on the west, south west, south and southeast slopes of Storm Mountain, Larimer County, northern Colorado, were explored and mapped geologically 1956-1959. The area between Crystal Mountain Mining District on the north and Hyatt pegmatite mine area on the south was nearly inaccessible until a company built an access road, which was completed in 1959, into Roosevelt National Forest and its jeep-type roads. The area is extremely rugged, rising from some 6,000 feet on the highway at Drake, on Big Thompson River, to an altitude of over 10,000 feet at the summit ridge of Storm Mountain. Almost innumerable pegmatites of every possible type of granitic pegmatite intrusion infest the Precambrian gneisses and schists of the southwest-tilted fault block of Storm Mountain. The major bodies stand at least 100 to 200, feet high above the surrounding forest floor. Core drilling has shown that some extend to at least 200 feet below the surface. They blunt out at the southwest, some keel out below and others are faulted out at their southwest ends. Strike length ranges from 200 to 600 feet. The massive bulky bodies have nearly vertical walls. Contents are zoned or ribboned and layered. They consist of local commercial bodies of beryl, potash feldspar, mica, uranium minerals and quartz. As yet no lithium minerals have been encountered.

"Antioquia region, in Colombia, is considered one of the areas with the highest mercury contamination in the world due to its use in gold recovery through artisanal mining, emissions to the environment between 100 and 150 tonnes of mercury are estimated by year. Therefore it became necessary to develop a project in which it was proposed aim to empower traditional artisanal mining community, or in different areas, such as gold mining in the region of Antioquia, in the implementation of safe mining practices and environmentally sustainable, from the introduction of clean technologies, in order to prevent or mitigate the impacts generated by traditional mining on the environment and the communities involved. In order to achieve this training to traditional mining community developed and technical visits to artisanal mining were performed in order to optimize operating processes and promote safe mining practices. In the project more than 1400 artisanal miners were trained.INTRODUCTION In the developing world, a combined 30 million individuals extract more than 30 different minerals using rudimentary techniques. Gold is the preferred mineral extracted by artisanal operators due to its high unit value and its market price, which has increased almost sevenfold over the last decade (Veiga et al, 2014). The artisanal gold mining sector in Colombia has 200,000 miners officially producing 30 tonnes Au/a. In the Northeast of the Department of Antioquia, there are 17 mining towns and between 15,000 and 30,000 artisanal gold miners (M. Veiga, 2010) (Upme, 2014). This production, however, has caused environmental problems, including high levels of river siltation and mercury pollution (Veiga et al, 2014) (UPME, 2007) (Cordy et al., 2013). The mercury contamination in Colombia by artisanal gold mining has been recognized by a number of researchers and local authorities for over a decade estimated that the annual mercury emissions from artisanal gold miners in Colombia in 2007 were between 50 and 100 tonnes, however given recent gold value increases and gold rush activity, current mercury emissions are likely much higher. Colombia is likely the world's 3rd largest source of mercury emissions from AGM after China (240 to 650 tonnes of Hg/a) and Indonesia (130 to 160 tonnes of Hg/a) (Telmer and Veiga, 2008) and is the world's highest per capita mercury polluter (M. Veiga, 2010)."

A new range of wear-resistant materials is being produced by technology that has been used to develop high performance metal-matrix composites. These include steels and aluminium alloys that can be made as sheet, plate, rod or bar. The incorporation of hard, wear-resistant particles in an alloy matrix is achieved by reactive casting, spray deposition and powder metallurgical techniques. For example, large particles of TiC can be homogeneously distributed in steel during casting and the subsequent product can easily be rolled to plate. Similarly, up to 20% alumina particles and SiC can be injected, respectively, into steel and wear-resistant aluminium alloys by spray deposition. The current state of development of the process is reviewed and indications are given of the projected applications of such materials.

This report describes a computer program devised by the Bureau of Mines to model coal-mining situations where one or more panels encounter oil or gas wells. The program seeks in several hundred trials to evade the wells if possible or to minimize their influence by shifting or skewing the mine plan and/or adjusting the centerline dimensions of the entryways. Upon completion of computations, the program sorts the hundreds of models which have been tested, and lists the 10 best with their associated parameters. It also draws a mine plan of the best configuration, showing the entryways and crosscuts along with the "lost" coal remaining in the barrier pillars surrounding the various wells.

WHAT are the opportunities for the services of engineers in the coal mines? The best answer perhaps can be made by detailing the present lines of development in the bituminous coal mining regions. They are just at the beginning of a period that can be conservatively termed revolutionary. A few glimpses of new possibilities in economic mining that will reduce the cost of bituminous coal at the mines by at least one half have convinced almost everyone that a change must shortly come about. The cost of housing has become such a burden, especially in mountainous regions, that development which demands the hiring of more men and constructing more houses would not be profitable. The introduction of mechanical aids to mining, transportation and dumping suggests a way of obtaining a large tonnage with the same or a smaller number of men with no further house construction. At the same time the restriction of immigration has made it increasingly difficult to obtain men inured to hard labor. Modern civilization is not productive of muscular energy and at the same time it provides men who are not indisposed to the use of the mental effort required to direct the physical forces now available for the replacement of such energy.

Six years ago, I addressed the annual meeting of the American Society for Testing Materials on "Fuels of Today and Tomorrow."3/ Since then, our country has been drawn into another great war of veritably global extent, with unprecedented demands on fuels, foods, and materials in general. My purpose in this address is to review the changes in fuel supply and demand since 1937 and to give you my views on the outlook for the future. CONDITIONS IN. 1237 Daring 1936 the United States produced and consumed one-third of the world production of coal, two-thirds of the petroleum, and about 95 percent of the natural gas. Two-thirds of the oil produced in all countries since the discovery well was drilled in 1859 had come from American wells. With the exception of the three depression years 1931, 1932, and 1933, new oil reserves were being discovered since 1924 well in excess of our increasing rate of consumption. Discoveries of natural gas, likewise, were tremendous in volume, and this fuel was being transported to most parts of the country by pipe lines; some of them more than 1,000 miles long. We had all kinds of mineral fuels in abundance and at prices that did not stint anyone in the maximum utilization of the mechanical devices that were being developed on every hand. No one suspected that the time might come in a few years when, gasoline would be doled out to some of us at the rate of 1-1/2 gallons a week or that many of our fuel-oil furnaces would have to be converted to burn coal. Of course, these restrictions are due to unusual war conditions, such as lack of coastwise tanker transportation, unprecedented demand for aviation gasoline, and the shortage of rubber for automotive tires. However, these shortages do call our attention to the vital part of petroleum reserves in our country's future position among nations. Therefore, it is of special interest to review briefly the relations of recent supply and demand with respect to our various mineral fuels.

Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

Conveyor belts are a critical component in tunneling projects. This paper reviews current design considerations for conveyor belts. Rubber compounding differences to meet local fire resistance regulations or certain cover characteristics such as higher abrasion resistance or low carbon footprint rubbers for applications are reviewed. Evaluation of fabric belts, steel cable belts and the benefits of each carcass design for a particular use is also examined to help with proper carcass selection to decrease downtime from unexpected failures. Finally, this paper takes a look at some of the differences when working in metric versus imperial units.

Homestake's Bulldog Mountain Operation near Creede, Colorado, in the San Juan Mountains at an elevation of nearly 2,750 m (9,000 ft), is subjected to short summers and long cold winters. Creede’s history dates back to 1889 when silver ore was discovered; and by 1892 production of over a million dollars per month was being shipped from mines located along the Amethyst Fault. The Bulldog Mountain Fault remained relatively untouched by the early prospectors. The United States Geological Survey recognized the potential of this fault in 1960, which led to the staking of many claims over the structure. Homestake leased properties in 1963 and in mid- 1964 a tunnel was started at the 2,956 m (9,700 ft) level with encouraging mineralization being encountered. In 1968 a decision was reached to build a flotation mill of 318 mtpd (350 stpd) capacity. The erection of the mill was completed in early 1969, six years after the first exploration was begun. Since initial start-up, extensive drifting has been done on several separate levels. Two underground hoist installations serve the various levels and many thousand feet of vertical mining operations. Due to the unconsolidated nature of the vein, a new unique underhand cut-and- fill mining method was developed. This procedure is the reverse of the normal cut-and-fill and proceeds from the top down under cemented sand fill, which, while expensive, has greatly reduced s toping hazards. Prior to 1977, a considerable quantity of silver was lost in the slime fraction of the ores processed because of oxidation and other inherent characteristics of individual minerals. Due to Homestakefs favorable experience in treating the slime fraction of the Lead, South Dakota gold ores, experiments with leach methods to recover silver from the slimes by Carbon -In -Pulp offered' the potential for additional silver recovery. Work was begun on the Carbon-In-Pulp plant in April 1976 and completed in December of that year at a cost slightly exceeding $2 million. The C. I. P. plant was designed for 136 mtpd (150 stpd) of current plant slimes plus 227 mtpd (250 stpd) of slimes dredged from the old tailings during the summer season. The sand fraction of the flotation

Debate continues over whether barricading in refuge chambers is a good strategy to survive entrapment emergencies in underground coal mines, in particular fires and explosions. Unlike U.S. coal mines, Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes the merits and problems of using refuge chambers or self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. We found that using refuge chambers may not be the best strategy during extensive fires or when multiple explosions occur. In these situations, mine rescuers are unlikely to be able to extract miners who are sheltered in chambers and, conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as the level 1 emergency exercises required in Queensland, Australia. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

THE Duquesne property of the Callahan Zinc-Lead Co. is about 20 miles east of Nogales, in southern Arizona. One mine is near the mill, but most of the mill feed is hauled in by truck from a number of small mines. The same sulphides are found in all the ores, in general, but the amounts vary considerably. All ores contain silver, copper, lead and zinc minerals but one mine ships ore high in silver and lead and low in copper and zinc; while another mine ships ore high in copper and zinc, and low in silver and lead. The common sulphides are galena, carrying most of the silver; chalcopyrite; sphalerite, carrying iron in solid solution; and pyrite, in a gangue consisting of limestone, quartz and garnet. Mineralization is fairly coarse. At the present grind of about 66 per cent minus 200 mesh most of the sulphides are liberated. A small amount of chalcopyrite is locked up with the sphalerite and cannot be liberated at an economic grind, and the copper carried into the zinc concentrate with the sphalerite accounts for the comparatively poor recovery of copper in the copper-lead concentrate. PRODUCTION OF TWO CONCENTRATES The milling problem, which was complicated by the extreme variation in the grade of the feed, was first attacked with the idea of producing a silver-copper-lead concentrate and a zinc concentrate, both with satisfactory grades and recoveries. By February I94I, it was felt that these objectives had been attained, when the grades of the various products and the recoveries were as shown in Table I. [ ] A rough outline of the flowsheet and reagents used is as follows: Minus ¾ -in. feed to a 7-ft. by 36-in. Hardinge ball mill working in closed circuit with a 36-in. Wemco classifier. The classifier overflow passes to the second cell of an 8-cell bank of No. 18 Special Denver Sub-A flotation machines (volume, 22.5 cu. ft. per cell). A rougher concentrate is removed from the second to the fifth cells inclusive, and returned to the first cell, which is the cleaner. "Owing to the corrosiveness of the untreated brackish cooling water typically used for steel mills (and other environments), it is important to treat the water and monitor corrosion in such systems. Generally, corrosion rates are monitored with corrosion probes inserted into a pipeline or vessel. This has been standard practice for many years, and is widely accepted in industry. Typically, two kinds of probes are used - electrical resistance and linear polarization resistance (LPR) probes.In this study, the effectiveness and accuracy of the LPR technique was evaluated by comparing the electrochemical measurements with the results of mass loss tests using corrosion coupons. The corrosivity of the environment, a synthetic brackish water, was varied by varying the calcium hardness and alkalinity, and to simulate actual plant conditions temperatures of 35°C and 45°C were used. In addition to the corrosion rate measurements, the iron concentration was measured, as well as the imbalance from the probe.The corrosion rates obtained by LPR were from 57% lower to 385%higher than those from the immersion tests. Most probe measurements were higher than the immersion results, and 50% of the probe results were50% or more higher than the immersion results. The best correspondence between the two methods was obtained at low calcium levels, except for one measurement that was 93% higher than the coupon results. There was no clear correlation between parameters such as temperature and total alkalinity and the difference between the results. It would therefore appear that LPR measurements can differ significantly from immersion results, and LPR results should therefore be used with caution in industrial applications."

The anthracite-producing region is in the northeastern section of Pennsylvania, and has an area of approximately 484 square miles. It is divided geographically into three separate fields, known as the Northern, Middle and Southern. The Northern field, with Wilkes-Barre approximately at its center, is a basin about 60 miles long and almost 6 miles wide at its greatest distance across. Generally speaking, it may be said that the coal measures in this field lie horizontally, or on slight pitches, and consist of from 11 to 19 veins of coal, varying in thickness from several inches to several feet. The intervening strata between veins may be composed of slate, clay, rock or shale, or a combination of several, and are sometimes very thin. This condition often causes a treacherous roof, therefore roof support and the attending hazard of mining are problems of concern. The Middle field is made up of a number of small basins of not very great depth, and the measures, which are in like number to those of the Northern field, are varying inclinations running from nearly flat to steep pitches. The Lower, or Southern field, is made up of basins of great depth, some being 4000 ft. deep, and its measures are mostly on very steep pitches. In certain sections this Southern field is being mined at an elevation of 1300 ft. below sea level, on a pitch ranging from 50' to practically vertical, and because of the tremendous pressure and the inherent gas in the seams, outbursts of coal frequently occur at the face, locally known as "bumps." These outbursts are accompanied by a rumbling noise, after which gas is usually found. This condition makes mining a difficult and extremely hazardous undertaking, and unusual skill is required on the part of the miner to drive and maintain openings necessary to the production of coal. Miners working in such seams on the heavy pitch must carry face batteries (Fig. 1) to afford proper protection while working at the face, because of the outbursts and free running coal. THE mines of The Tennessee Copper Co. are in the Ducktown Basin, in southeastern Tennessee. The ore is a heavy sulphide consisting principally of chalcopyrite, pyrite and pyrrhotite and in places running as high as 05 per cent sulphur and iron. Operating mines are the Burra Burra and Eureka. Development of the Boyd ore body was started in 1940. Late in 1939 the decision was made to change from fuse and cap to all electric blasting and at the same time electric cap lamps were installed to replace carbide. These changes were made to improve the safety and working conditions in the mines. Both the Bureau of Mines and explosives manufacturers recommended electric blasting as a safety measure. Until that time, electric blasting had been used only for shaft sinking and in places where it was absolutely essential for safety. Very few men had had experience in this type of blasting, as the places where it was required were those that also required direct supervision. It was necessary for the mining staff to work out methods, procedure, and equipment to he used. In this they were ably assisted by representatives of the explosives manufacturers. Many mistakes were made and it is the purpose of this paper to describe the original plan and installation, show the major difficulties encountered, the remedies applied, and present the practices now being followed. Comparison of costs of the two methods will also be discussed. About six months were required to make the change and eliminate fuse and cap blasting entirely. The first electric blasting stations were installed in November 1939 and the last fuse was taken underground in May 1940. A very unusual condition forced the use of fuse for a short time in one heading after May, but that will be discussed later. ORIGINAL EQUIPMENT AND INSTALLATION A power line is generally recommended as a source of current where permanent blasting stations are used. The plan worked out for electric blasting was to tap 220-volt alternating-current lines when they were available and use 250-volt direct current from the trolley wire at all other places. A blasting machine would he available at each shaft for places where there were no regular blasting stations and could he used if a regular station should fail. The equipment decided on was No. 16 duplex reinforced lamp cord for lines to within about 50 ft. of the working place and No. 20 lead wire from that point to the shots. An open double-pole, double-throw switch with slate base was put in the circuit, so connected that the down position would close the line to the shots and the up position would connect it to the line from the power contactor. This report describes the results of Bureau of Mines laboratory and preliminary field tests on a rock bolt of helical shape. The flexible construction allows the bolt to maintain a more stable load level than is possible with a straight bolt. Bolt load changes resulting from anchor slippage, blasting shock, or changes in mine geometry with mining advance are minimized. Preliminary field tests were performed at the Kaiser Steel York Canyon mine where the load changes of straight and helical bolts were measured using a vibrating-wire load gage. The field tests were performed to establish the viability of the concept of a helical bolt. The practical usefulness in terms of performance and economics remains to be shown. The change in bolt load for the flexible bolts was one-third that for the straight bolts. There were no malfunctions of the gage, and the bolts maintained a more uniform load than the straight bolts used as controls.
