Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. Following a Major underground coal mine incident there followed a review of the role of mines rescue ? the Queensland Mines Rescue Brigade. It wasn?t until 2002 that the real change started to happen. The issue of geographical distance was addressed by mines rescue sub stations being located on the mines sites with parent rescue stations in a central location. The funding was by means of a levy on the mining industry with legislative standards and performance included. The previous Rescue Brigades were not well organised (central districts) and the application of recognised quality management practices within local management was lacking. The structure was based on other nations models and miners managing miners was an issue for the organisation. The reform was some what painful and the QMRS organisation will still evolve with continuous improvement. Queensland has the National Champion mines rescue team for the eighth year. QMRS is participating at the level in the industry of influencing emergency systems and training senior mine management in ?Emergency Mine Management? coaching the industry in emergency response systems. We have come a long way. We have had some success and there is always the challenge of setting the standards, those we should aspire to and the courage to influence the industry to higher goals of a safer future.

In the past, Newmont Gold Company relied on cement for their ore agglomeration process. With assistance from Betz Industrial, Newmont began Investigating the use of polymers for ore agglomeration. If gold recovery would not be jeopardized, then polymers could replace cement and possibly reduce operational costs associated with cement agglomeration. The following outlines the preliminary testing conducted to determine the feasibility of polymer agglomeration with Newmont's ore and the results of the test heap, which was constructed so the program could be examined under actual operating conditions. Similar polymer agglomeration testing has been successfully performed in other Nevada gold operations. By eliminating the need for cement, a polymeric agglomeration program could improve material handling operations, as well as offer the following additional savings. First, the polymer application uses only lime for adjusting basicity, the polymer does not contribute any alkalinity to the heap. Because lime is more soluble than cement, detoxification of the heap becomes much faster and less costly for the mine relative to rinsing cement alkalinity. The following graph compares the detoxification rate of cement and polymer over a 33 day cycle.

For the last four years, the Kilborn Group of Companies has been involved in several major projects in the Confederation of Independent States (CIS). These include the Kumtor project, the Kubaka gold project, the Kazgold project, the Aginskoe project and the Jerooy project. These projects are all in various stages of detailed engineering and construction. Western mining companies are pursuing mining opportunities throughout the world in search of ore bodies for development. The quest for profitable mining ventures has led mining companies to South America and Asia and, more recently, to the former Soviet Union. When considering the CIS, several factors should be considered. The most notable are geography, mining culture and previous mining production.

THE object of this paper is to present a brief survey of the work done and the results obtained in controlling dust at the Hollinger Consolidated Gold Mines milling plant. The plant includes all primary and secondary crushing, grinding, and treatment operations. In 2010, the 5-years joint industry programme Geo-Impuls started in the Netherlands. The ambitious goal of this programme is to reduce geotechnical failures in our civil engineering projects by half in 2015. In the Geo-Impuls programme over 40 client organizations, engineering firms, contractors, research institutes, and universities are involved. In a risk-driven way, and based on top risks and dilemmas, the participants defined three central development themes. These themes are (1) contracts, for dealing with legal issues, (2) geo-engineering, for dealing with technical issues, and (3) communication, for paying attention to differences in risk perception by the human factor. In total 12 Working Groups contribute to these themes by producing one or more specific tools. These provide practical solutions for how to deal with contractual, geotechnical, and communication issues. The tools include working processes, guidelines, best practices, as well as some instruments. The development of these tools, as well as the available results, will be presented in this paper. From the start, Geo-Impuls embraced geotechnical risk management (GeoRM) as the risk-driven way of working for geotechnical engineering and construction. Over the past years, GeoRM and its supporting tools were already successfully applied in several projects. Therefore, the paper also describes also the GeoRM implementation process, including the quality assurance and control. Finally, the effectiveness of GeoRM will be discussed, by summarizing an analysis of all published geotechnical failures and accidents in construction projects in the Netherlands, which decreased substantially over the past 4 years.

This is the third of the series of reports on coal-mine royalties and leasing conditions in Illinois. The results of the study of District VI were published as Serial No. 2726, January, 1926, and those of District VIII as Serial No. 2745, April, 1926, of the Bureau of mines. The counties of Macoupin, Sangamon, and Montgomery, which are three of the principal coal-producing areas in the northern part of District VII, have been chosen for this report because these counties cover an entirely different part of the State than do the two districts already covered. Some leases in, Randolph and Washington counties are included as they are in the southern part of the district, and the data happened to be readily available.

AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. "Cobre Las Cruces mine extracts copper minerals from a VMS deposit located in the well-known Iberian Pyrite Belt (IPB). As an open pit, it is distinguished geologically from other IPB mines by the presence of around 150 m of Tertiary soft marls, known locally as the Guadalquivir Blue Marls, followed by a regionally important aquifer. Below the marls and aquifer the mineralization is hosted by rocks typical of the Palaeozoic within the IPB, comprising gossan, tuffs, slates, and sulphides.This combination of a substantially soft rock and more competent, older (but still occasionally problematic) Palaeozoic lithologies constitutes a unique geological framework and presents substantial challenges in maintenance of slope stability, and therefore operational safety, at the mine site. This paper describes the fundamental design, excavation, and monitoring measures implemented at the mine to maintain safe production, and the lessons learnt during the mine development. IntroductionAs a modern Spanish mine, Las Cruces is committed to the use of best available technology and practices with the aim of guaranteeing the production of ore in a safe environment. From a practical perspective, this implies the realization of a high quality pit design, ongoing geotechnical mapping of exposed slopes to ensure conformity with design, and use of leading geotechnical surveillance technology to complement visual observations. The focus of this article is to illustrate how, at a mine site with potentially problematic soil/rock conditions, multiple advanced techniques employed from design stage analysis through to final pit configuration and vigilance, were combined to achieve an overall control of the ground conditions. Flow-sheets for each of these plants will be found in the reference cited.General InformationTwenty-eight ball-mills and one rod-mill are used by the Noranda organization for grinding ore. These mills, which are shown in general outline in Plate IV, are all of the overflow type and have a cylindrical shell attached to dished heads.Most of them are serviced by hand-operated cranes and none by power cranes. During re-lining, portable tugger hoists are employed to lift the liners and, frequently, to install them in place.The mills vary in length and diameter and the ratio of end liner area to breast liner -area consequently ranges from 1. 6.75 in a 5 ft. by 14 ft. mill, to 1:2.28 in an 8 ft. by 8 ft. mill."

This paper presents an approach for estimating the fatigue life for the base of powered roof supports (shield) manufactured by the FAZOS roof support company. FAZOS?s powered roof supports are designed to operate on an inclined coal seam in full caving with a medium, strong roof strength. This shield support is utilized in conjunction with a shearer and face conveyor for a complete longwall mining system. To design shield support, it is essential for contractor to know the physical (hardness, toughness, etc.) and mechanical properties of material (tensile strength, Young?s modulus, etc.) used for the shield support as well as the geotechnical properties of the mine site. The fatigue strength of the shield support material depends on the mean stress, alternating stress, cycle frequency, transport dimensions, mine environment and other factors. In order to estimate the fatigue life for a powered roof support system, it is assumed in this paper that the support must keep the roof stable in the mine under variable load cycles. The approach selected in this study contains Goodman?s model (Goodman, 1899) for all blocks in the design housing which is subjected to sinusoidal load. On this basis, the degree of fatigue damage was calculated and compared to the results of experimental tests. It will be shown that there is a significant detrimental effect on the fatigue life of the base of the powered roof supports due to geometrical notches. The Ramberg-Osgood model and damage accumulation rule (Palmgren-Miner) (Miner M., 1945) were used and numerical analyses were conducted, utilizing ANSYS finite element software. These analyses play a very important role in longwall casing design. The proposed method allows assessment of the yield state and forecast of the structure cracking, taking plastic strains occurrence into account. The presented method is universal and can be applied for fatigue life estimation of other subassemblies of powered roof supports. The final portion of the paper presents results of variable amplitude loading simulations on the S355N and S690Q steel used to make powered roof supports. The results of the physical tests were compared with the results from finite element methods. The proposed approach to calculate fatigue life gives the best correlation between the experimental results and calculated values of fatigue life for the powered roof support base. Finally, the design process uses a simple approach to predict fatigue life in a short time, reducing design costs and providing longer service life for roof supports.

Simulation is increasingly being used to analyse mineral processing operations and explore efficiency options. Engineers that use simulation are rightly concerned with the quality and applicability of the underlying models. However, many of these models have a significant empirical component, and the best structure for this component may not be apparent. There is an opportunity to improve the quality and application range of these models by exploring potential structures for this empirical element. One approach to this problem is the use of structural optimisation, which is a formalisation of the model development process. This method searches through a family or hyper-structure of candidate models for a model that is optimal with respect to some measure of model quality. This method has been applied to the modelling of an industrial flotation circuit. The result was a model that was a significant improvement over a number of standard models reported in the literature. Structural optimisation provides a method to compare potential models in a systematic and efficient way, and hence to improve the structure of process models.

F. N. FLYNN, Clifton, Ariz.-As a number-of my associates in Arizona know, for a great many years, I have felt that leaching was one of the coming problems. We are about to start experiments at Clifton, along the idea of leaching wet flotation concentrates direct, without roasting-differing in this respect from Mr. Addicks' suggestion. We are prompted in starting these investigations by the difficulty in. transporting and handling flotation concentrates, and consideration for drying and roasting dust losses. I have had the idea for 5 or 6 years past, that those very fine concentrates could best be treated by leaching at the concentrating plant, thus eliminating our transportation difficulties to the smelter, and dust losses at the smelter. Given flotation concentrate, if it must be dried and roasted, it would, in our case, undoubtedly be cheaper to smelt the calcine, but if it can be leached raw and wet and the drying difficulties- and dust loss eliminated, it would be very advantageous to leach it at the mill. I realize that it will be a difficult problem, and one which may take several years to develop, but if developed, it would pay for many years' expense of investigation, and we have been encouraged by our general manager to investigate its merits.

A computer program for calculating the illumination on coal mine surfaces due to machine-mounted lights is described. Utilizing numerical models of mining machinery and measured data on luminaire output characteristics, the program computes the ft-candle levels incident on the mine entry surfaces for any desired machine/luminaire/ entry configuration. Shadowing effects of the machine are taken into account. Results are provided at 2 ft. intervals on the face, left and right walls, floor and roof. To provide a data base for these calculations, eleven 3-D machine models were prepared and the outputs of three luminaire types were measured. Calculations were done for thirty different configurations.

Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.

THIS paper is entitled "Some" problems, rather than "The" problems, met in selling coal, since the problems to be met in selling any commodity have to deal with an infinite number of circumstances and conditions. These are believed to be more varied in the case of coal than probably any other commodity. This is due, perhaps, to the fact that coal has been one of the basic materials in the guiding of industrial and national achievement for the past two hundred years. During this time its use has developed from a most haphazard one to uses involving all modern scientific methods, which, rather than simplifying matters as regards the marketing of coal, have added many fresh problems, and these vary according to the particular market served. Since the concern of this paper is primarily the selling of Nova Scotia coal, it is proposed to deal chiefly with some of the specific conditions met in the markets presently served by this coal. For the purpose of discussion, these markets may be considered as divided into three main groups, namely, the Maritime market, the Quebec market, and the Ontario market. THE MARITIME MARKET First of all, let us consider the Maritime market. This is a market which has been regularly served by Nova Scotia coal since coal mining became the first industry in Cape Breton, slightly over one hundred years ago. Conditions as applying to the use of coal have naturally tended to adjust themselves to the characteristics of the coal most readily available, and, therefore, marketing problems are fewer in the Maritimes than in districts where many coals of varied characteristics are offered. Up to recent years, the problems involved were chiefly those of providing satisfactory service insofar as de-liveries were concerned. However, with the speeding-up of manufacturing processes and the necessity of reducing costs to a minimum, users of coal have become interested in obtaining coal that will give the most economical service. It is, therefore, now of importance that the salesman should have full knowledge of the particular conditions applicable to each customer's use in order to deal to the best advantage.

The removal of a horizontal piIlar between Nos. 9 and 11 levels (1,116 feet from the collar of main shaft) was successfully carried out by blast hole drilling, and, to the best of the authors' knowledge, this mass blast of 40,000 tons of ore (requiring the use of 7,150 Ibs. of explosive and 5,385 feet of primacord) was the first occasion on which a task of this magnitude has been carried out underground in an Australian mine.Blast hole drilling was introduced by this company approximately fifteen months ago at New Cobar Mine in sub-level stoping.This experimental drilling and blasting gave very valuable information as to the correct technique to be adopted when the final plans were being prepared for the removal of the horizontal pillar at New Occidental Mine.The dimensions of this pillar were approximately 15 feet long, and from 40 to 60 feet wide, and 65 feet in depth.The block of ore extended to 35 feet above the level and 30 feet below, the upper section being partially excavated to form the bell-hole floor and grizzly chambers used for drawing off the broken ore in the shrink stope above the No. 10 level.Description of Ore-bodyThe main ore-body is situated almost vertically in a well-defined shear zone at the junction of sandstone and slate, the sandstone forming the eastern and the slate the western wall.The ore-body consists of highly silicified slate (chert) sparsely impregnated with sulphides, containing a small percentage of copper and bismuth.The total length of the ore-body is approximately 450 feet, with a maximum width of 60 feet in the main section, which is about 200 feet long.This is the section shown in longitudinal and cross-section (Fig. 1).The ore-body is divided by a horse of mullock in the northern end into two legs, the eastern and western, which are approximately 250 feet long and averaging 25 feet in width.This ore-body is strong, hard and abrasive with extremely strong walls, an ideal proposition for open stoping and mass blasting.MiningIn all levels above No. 9 the cut and fill method of ore extraction was adopted. A frame-work for understanding the importance and priorities of each element of environmental management is presented.IntroductionIn the context of lending money to a corporation, environmental issues represent another aspect of credit risk (Henry, 1989). These issues, because of their nature, represent the potential for large unforeseen expenditures if they are not known or acknowledged and are not being proactively managed. Lenders, other investors and their advisors, are becoming increasingly aware of the potential financial impact of environmental issues.
