In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.

Introduction Extensive undersea coal-mining has developed on both the east and west coasts of Canada, and at this time some four million tons, or 25 per cent of the total output of Canadian coal, representing a pit-mouth value of $14,000,000 per annum, is coming from coal seams lying under the sea. Of the coal now being mined in Nova Scotia, 55 per cent comes from under the sea, and this proportion is likely to increase. The Province of Nova Scotia is at this date receiving in royalties paid upon coal ?removed from undersea areas a sum exceeding $400,000 per annum. The subject is, therefore, one of special interest to the Mining Society of Nova Scotia and the Canadian Institute of Mining & Metallurgy, and while this paper will deal chiefly with undersea coal-mining in Nova Scotia, an attempt has been made to summarize the development of mining practice in the winning of undersea coal in other parts of the world, with the hope that such a recital may assist in the assessment of local problems. The connection between the mining of coal under the sea and an insular or maritime geography is obvious in regard to Great Britain, Japan, Vancouver Island, Australia, and Cape Breton Island, and also in regard to the curious conformation of Chile; the tendency towards growth of a mercantile marine and naval eminence is equally obvious where coal is mined at tidewater. But, there is the further and less favourable significance that the mining of coal under the sea is associated with poverty rather than with abundance of coal reserves.

The Australian mining industry is at an interesting stage in its development. Of the large number of mining companies in Australia, some are still solely domestic in their focus, others have made their first tentative forays offshore, and others are global players of significance in tile world industry.   It is not long ago that the entire industry was almost exclusively domestic in its focus. Very few companies before the early 1980s had ventured offshore, and those that did so were considered quite risque. The initial moves were made mainly by large companies who could afford to lose the funds expended in getting started in a range of offshore locations.   Almost all offshore jurisdictions were considered to be high risk compared to the safety of home - I recall the extreme difficulty I encountered in the mid 1980s in endeavouring to persuade a Board to joint venture into an attractive gold opportunity in South East Asia.   One of the problems inhibiting the offshore development of the Australian mining industry was that some mining companies had had unfortunate experiences offshore. Others had heard of those who had had unfortunate experiences offshore and, as such, 'offshore' gained a bad name and the more risk averse boards and. management of the time simply put the whole idea into the 'too hard' basket.

"Mattagami Lake Mines Ltd operate a zinc-copper mine with an annual output of about 200,000 tons of zinc and 30,000 tons of copper concentrates. Zinc concentrates arc shipped to a company owned smelter in Valleyfield (a distance of 690 miles), for Export to Quebec City and also to Josephtown, Pennsylvania (1,060 miles, Figure 1.)The protection of concentrates in open gondola rail shipments has been a matter of concern since operations commenced. Considerable financial losses did occur at times because of wind erosion. Operating difficulties were also encountered by customers because of excessive moisture accummulation in the concentrates. Test shipments made in 1969 established the magnitude of losses in open cars. The results and subsequent investigations at our mines and elsewhere confirmed that load protection is an economic necessity.Many types of covers were experimented with, more or less successfully. In 1972 we agreed on a joint program with Dupont of Canada Limited. A new type of cover was developed by early 1973. It has been in use since, undergoing several improvements as experience accumulates."

Highwall mining is an important coal mining method. It appears that upwards of 60 highwall miners are presently in operation, and they may account for approximately 4% of total U.S. coal production. A review of the Mines Safety and Health Administration (MSHA) data over the 20 year period from 1983 to 2002 identified 9 fatalities attributable to auger and highwall mining of which inadequate ground control accounted for 1/3. In the past 5 years, 1 fatality occurred in highwall mining. Estimates of the manpower requirements in highwall mining suggest that its fatality rate is essentially the same as for surface coal mining, thus highwall mining appears to be a very safe modern mining method. Highwall stability is the major ground control related safety concern, and operators are required to develop and follow an appropriate highwall mining ground control plan. The plans usually specify the following geotechnical parameters: hole width, maximum hole depth, maximum overburden depth, seam thickness, web pillar width, barrier pillar width and number of holes between barriers. Calculated web pillar stability factor exceeded 1.3 for most designs evaluated. This study examined records from 5,289 highwall miner holes with a total completed footage of about 2,560,000 feet to understand the reasons for early pull out. Average lost footage is typically about 20% of planned footage. Only 35% of the holes reached planned depth, and 20% were short due to rockfalls. Water and adverse geology accounted for 15% of the losses. Mechanical/electrical problems, guidance, and slope stability problems accounted for the remaining 30%. Web pillar stability factor for these holes also exceeded 1.3 in 95% of cases. Best practices to avoid trapped miners include: avoid mining in stream valleys, avoid mining near outside corners, careful alignment of each hole and the use of an onboard guidance system. Several issues in highwall mining ground control require further investigation including highwall mining through old auger workings, highwall mining near old underground mines, multiple-seam and multiple lift highwall mining and finally the size and frequency of barrier pillars.

The question of automation of concentrator operations with computer control is under increasing consideration. Some of the problems involved will be discussed from the viewpoint of the availability of the requisite, detailed knowledge of the unit operations. The justification for full-scale automation of a mill must ultimately be economic--an increase in profitability over and above the cost of instrumentation and development, Potential savings would be in three probable directions: decrease in operating labor costs by substitution of machine control; improved metallurgy through continuous effective control; and decreased operating costs by achieving higher unit capacities and process efficiencies.

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known measured and indicated recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and (3) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making. This is the eighth of a series of reports giving the results of studies by counties under part (1) of the investigation. (See appendix.) This report covers Jefferson County, Pa., which comprises parts of Marienville, Hallton, Ridgway, Brookville, DuBois, Penfield, Smicksburg, and Punxsutawney quadrangles. (See fig. 1.) A short resume of the chemical and carbonizing properties of the coals is included. Data on the coal beds in the county were obtained from mining companies, land companies, individual landowners, and other sources of authentic information. A base map for each bed in each quadrangle was made to the scale 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds 0 to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick, These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

This paper considers the mining industry’s need for digital transformation (DT) and presents a three-part review of the foundational components of the DT process: ubiquitous data, connectivity and decision-making. It also provides a discussion on the future of DT in mining as well as a research direction, which identifies the need of academia to provide support for mining companies in the form of both research and the education of digitally literate, dynamically capable mining engineers into the coming decades.

Risk management has taken on renewed vigor since the economic crisis of the late 2000s. The resources of governments, individuals, and corporations are being stretched to a point where only the most promising projects move forward. Risk management is a crucial part of the decision making process, yet it remains a broad term that includes disciplines from engineering to finance. A collaborative effort will be necessary to ensure that the most auspicious and appropriate projects are the ones moving forward. Risk management can be quantified to an extent by comparing the likelihood of an instance with the result of consequence of the instance occurring. In this manner it is possible to assign risk factors to instances and ultimately, begin to associate monetary value to the instance. Carbon sequestration is an emerging field that has a number of unique challenges. Risk management and mitigation must be an integral part of the overall picture. This begins with the planning and design phase, continues through implementation and production, site closure, and does not cease until termination of liability. The ability of carbon sequestration projects to successfully assess, mitigate, and recover from leaks will be a decisive characteristic of overall success. The costs of mitigation and failure will need to be analyzed on a test level, but will still need to be reliable enough to extrapolate to a commercial level operation. This paper will build a risk management profile based on case studies and field tests in Tennessee and Virginia. These tests are scheduled to commence in late 2013 and consist of small-scale injection tests in unconventional storage reservoirs with an emphasis on enhanced coalbed methane (ECBM) recovery and enhanced gas recovery. The ultimate goal will be to provide a clear and concise direction to move carbon sequestration from the test phase to commercial scale. While it is necessary from a risk management perspective to analyze all risk points, the scope of this paper will focus on pre-injection risk assessment for carbon dioxide (CO2) leakage potential. Despite the differences between the two tests, CBM compared to shale among other differences, a framework for analysis and mitigation can be developed pertaining to leakage risk. The probability of each type of failure will be assessed and analyzed, and plans to mitigate or reduce these risks will be reviewed.

The insufficiencies of our mineral resources are becoming well known, and the national political conscience seems to be troubled at last by our dependence upon mineral commodities which must come from other lands. This realization places increased responsibility upon the industrial, educational, and governmental groups whose task it will be to solve the problems of mineral supply. As we all know, from the time that man first sought mineral deposits until recent years, prospectors have been largely responsible for mineral discoveries. Today the era of the prospector is almost over. The human ants that have literally examined all accessible outcrops and have tested the gravels of nearly all stream beds in the United States have left undiscovered few worthwhile mineral deposits within the scope of their recognition. The pages in the history of mineral exploration are now being turned from the era of the surface prospect to the era of the hidden de- posit.

Shebandowan Mine presents a unique opportunity for the mining industry to demonstrate its willingness and ability to use electrical energy effectively. The mine is a typical 250D-ton/day operation supplied by a i5-MVA power transformer. it is a recent, up-to-date design and operates on a four-day/week, two-shift/day basis. The paper outlines an energy profile based on historical data. It accurately describes the individual and total energy input For: (1) production and non-productive junctions; (2) production and down-time periods; (3) peak and average activity levels; and (4) principal energy utilization equipment. A comparison is then made of production data to electrical data, and production and electrical data to design data. The paper concludes that energy management has an important benefit for the mining industry by assisting in maintaining a competitive operation through reduced costs and fewer production slow-downs in the event of energy shortages.

"The outlook for Eastern Canada is decreasing coal production over the next few years; however, a reappraisal of the long-term requirements and increased prices of coal could lead to a revitalizing of the industry. The market for Western coal is expanding and is expected to exceed 50 million tons per year in the metallurgical and thermal power fields. Western coal reserves are currently estimated at 119 billion tons. Technical developments in Eastern Canada include a shearer and gate-end support system to mechanically cut the stall and brushing at the tail-end of a longwall. In Western Canada, the most modern equipment is used in mining, beneficiating and shipping coal. Results to date on the underground hydraulic experiments exceed expectations. The importance of reclamation is recognized and plans have been made to restore and re-vegetate disturbed areas and mine dumps. In Eastern Canada, experiments were started to determine the feasibility of coal reclamation from mine dumps, including one dump that is on fire. The Mining Research Centre, Mines Branch, continued to conduct research work oriented toward solving Canadian mining problems The Western office of the Centre, opened in 1970, was set up primarily to study problems associated with a resurgent coal industry."

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has averaged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by persons falling, falls of ground, and by asphyxiation. In the case of serious accidents, however, the greatest cause is falls of ground, followed, in turn, by ore transportation, persons falling, explosives, and asphyxiation. Accident Prevention The improvement of the safety record was obtained by a combination of many factors. In surveying the results at Andes for the past twelve years, it is possible to select some features of the present operation which have contributed to the accident record. The most important of these are: (1) good staff planning, (2) good equipment, (3) an alert safety organization, and (4) education and selection of the workmen. GOOD STAFF PLANNING As a result of good staff planning, the mine has good working conditions, namely, good ventilation, moderate temperatures and humidity, and good lighting. These factors not only reduce accidents but also improve efficiency. In haulage work, accidents have been reduced by having traffic move in a forward direction only. The latter makes possible a one-man train crew. Trains are centrally dispatched from loading drifts which are interconnected by signal lights, so that when a train in a lateral drift is given permission to move into a main line drift, a red light signals in all other lateral drifts in that area. Good track is maintained, and safety niches are required at all switch throws. Since safety niches were provided there have been no fatal or serious accidents at such points. All main line haulage drifts are illuminated by electric lights. Haulage drifts are kept clean. Adequate clearance has been provided between cars and between cars and the sides of the haulage drifts. The 4 1/2 ton Cranby type cars are equipped with roller bearings, and the 10 ton loconlotives with trolley shoes instead of wheels. These two features are responsible for improved ore haulage conditions and contribute to greater efficiency and safety.

THE development of the oil and gas resources of Western Canada is not, as many suppose, a new industry. For more than half a century an intensive search for these valuable products of nature extended from near the western edge of the Precambrian Shield to the Pacific coast, and from the International boundary north to the Arctic circle. The chief centre of interest to the oil prospector has, however, always lain in that region lying east of the first range of the Rocky mountains and confined largely within the boundaries of the Province of Alberta. Although there are many geological problems yet to be worked out in this Province, the oil-well driller has helped in no small way in determining sub-surface conditions and distribution of rock formations. The chief geological conditions as they affect the drilling of wells are generally re-cognized, and for this purpose the Province may be partitioned into three main divisions: first, the disturbed belt or foothills region extending along the eastern edge of the Rocky mountains; second, the Alberta geosyncline, a broad trough lying to the east of and parallel to the disturbed belt and from which the formations rise eastward to level off and form, third, the plains ? ? region, extending over the rest of the Province. A relatively small area in the northeastern part of the Province is underlain with Precambrian rocks and may be excluded from this classification, as it is of no interest to the oil prospector. The foothills, or disturbed belt, has presented the greatest difficulty to drilling, though it has produced the largest yield of oil within the Province to date. Within the foothills belt, the rock formations consist largely of hard shales interspersed with layers of abrasive sandstones, which wear out drilling bits at an alarming rate. The strata, in most flaces, dip steeply and are cut by numerous thrust faults. Although some o the faults have great displacements, their presence may easily be overlooked or the extent of the fault misinterpreted. Many a prospect well has been located on what appeared to be a suitable geological structure only to find, after drilling through a normal succession of rocks for 4,000 feet or more, that the drill had passed through a major fault plane to a younger formation than that in which drilling was started. Only a repetition of formations already drilled could be expected at greater depths.

This is particularly true of the eastern portion of Canada and especially so of the ( authors') province of Nova Scotia. Much has been said about the trying economic straits of the coal industry in Nova Scotia ( 1), faced, as it is, with difficult mining problems, with considerable distance from large markets, and with •competition from other (and usually foreign) fuels. It is of particular interest, at this time, therefore, to discuss one of the larger outlets for coal -that of the production of metallurgical coke.Scope of PaperWhile the title of this paper indicates that it deals with Metallurgical Coke in Canada, the authors beg leave to treat the Canadian industry very briefly and to deal specifically with coal, •coke, and smelting problems with which they are familiar, namely, the operation of the Dominion Steel and Coal Corporation in the Sydney, N.S., area. P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent comparative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging. Responsible mining requires stakeholder engagement throughout all operational stages and after mine closure. By assessing the current and anticipated future socio-economic and environmental impacts, a company can maximise the positive impacts they can have on a community, whilst minimising any negative impacts. Despite the current emphasis on companies maintaining effective stakeholder relations to gain their ‘social license’ to operate, findings of the present study reveal a wide variation in community expectations, with different degrees of ‘acceptability’ evident across seven sites in Romania (Rosia Montana), Sweden (Kristineberg), the United Kingdom (Cornwall), Bosnia Herzegovina (Vihovici) and Russia (Karabash, Gay and Mednogorsk). These variations reflect the current status of mining within a community, as well as its socio-economic background and the nature of existing engagement with mining companies already operating in the region.
