Industrial minerals production in Newfoundland in--creased in gross value by a total of 175 per cent during the ten-year period from 1954 to 1964. The Province accounts for all of ?Canada's fluorspar production and contains one of the most important fluorspar districts in North America. It is also the only producer of pyrophyllite in Canada, and quite recently has become an important producer of asbestos fibre. Limestone, gypsum, brick shale, sand and gravel also ?Contribute appreciably to the expanding industrial minerals phase of the Province's rapidly growing mining industry. Geological diversity characterizes Newfoundland's industrial minerals: Pyrophyllite deposits were formed by contact metamorphism of predominantly volcanic Proterozoic rocks. Fluorspar deposits are fissure-filling veins having the characteristics of typical epithermal deposits. Chrysotile asbestos production comes from one of the Island's serpentinized ultrabasic belts. Limestone is produced at three localities; two of them in the extensive carbonate rocks of the west coast. Gypsum production comes from a thick evaporite (gypsum and anhydrite) sequence in the Carboniferous rocks of the St. George's Bay area. Introduction

Oil-shale kerogen was processed into oil and oil products before the first oil well was completed by Drake in 1859. However, because of economic and other advantages, natural petroleum has been the principal source of liquid fuels and lubricants since 1859 and is a convenient root of many [organic] chemicals in common use today. In recent years the difference has narrowed between the cost of producing liquid fuels from well petroleum and other sources. This narrowing of cost difference has resulted both from the increased cost of finding new sources of petroleum in the United States and the experimental demonstration of lowered costs for synthetic liquid fuels by the Federal Bureau of Mines and by industry. Available petroleum resources of this country are being reduced and eventually may be inadequate to meet the demand. Alternate means of assuring an adequate supply of liquid fuels for this country include the development of processes for utilizing other carbonaceous materials such as oil shale and coal.

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.

"ICP-MS has moved from a laboratory curiosity to a functional analytical tool. This paper discusses how ICP-MS has been used to solve difficult analytical problems encountered when analyzing various mine materials. Comparisons between analytical techniques applied to the analysis of gold and the platinum group metals illustrate the advantages and problems of ICPMS when. applied to trace levels of some metals iri the presence of ore grade metals. Interferences and matrix effects are compared to ICP, AA and Neutron Activation. The necessity to select chemical extractions which are compatible with ICP-MS are also discussed.The ICP-MS techniques explained in the examples on Au and precious group elements (PGE) have validity in analytical problems encountered in testing of trace metals in the presence of major elements found in mine materials. Exploration and environmental testing are other areas that require the same analytical approach to quantify trace levels in the presence of major interfering elements normally associated with mining environments."

There are four main types of base metal and gold mineralisation recognised in the central Pine Creek Geosyncline. These are stratiform, polymetallic veins, stockwork/concordant gold-quartz veins and unconformity related uranium-gold-platinoid mineralisation. The stratigraphy of the central Palaeoproterozoic Pine Creek Geosyncline has been simplified into three groups comprising the Batchelor, Frances Creek and Finniss River Groups in ascending order. Stratiform mineralisation occurs within the Frances Creek Group. The earliest mineralisation is found adjacent to circular faults ringing basement highs. Higher in the stratigraphy, stratiform mineralisation is often associated with zones of high compression in the vicinity of basement highs. A synsedimentary-diagenetic origin for stratiform mineralisation is proposed. Polymetallic vein mineralisation occurs within the Frances Creek and Finniss River Groups. Its composition changes systematically through the stratigraphy similar to the stratiform mineralisation. The mineralisation is structurally controlled and usually occurs in the vicinity of basement highs. Stockwork-concordant gold-quartz vein mineralisation is hosted by the upper Frances Creek and Finniss River Groups. It occurs within compressional zones and along the Pine Creek Structure corridor around, above and particularly between basement highs. Mineable reserves occur in thick continuous semi concordant quartz-sulphide veins and/or stockworks. Unconformity related uranium-gold-platinoid mineralisation shows a close spatial relationship with the Palaeoproterozoic/Mesoproterozoic unconformity. The mineralisation is localised by structures formed during Mesoproterozoic deposition and is commonly adjacent to Archaean basement or its remobilised equivalents. The type of mineralisation (stratifom/polymetallic vein) is a reflection of local stress regimes, structure and physio-chemical conditions. An initial phase of stratiform mineralisation is postulated to have occurred with the first significant marine transgression in a tensional regime. A second phase occurred later during a compressive regime. "Ihermochemical sulphate reduction of mineralising fluids by hydrocarbons is invoked as the precipitation mechanism for the polymetallic vein type of mineralisation. Hydrocarbon generation is postulated to have occurred within the Frances Creek Group, in many places contemporaneously with the movement of mineralising fluids and basin compression. Polymetallic veins formed from the interaction of mineralising fluids and hydrocarbons which were trapped in suitable structures. An abundant, continuing supply of hydrocarbons was necessary to form significant deposits. Where these conditions were not net, the mineralising fluids largely continued their ascent to the near surface environment to form stratiform deposits. The stockwork/concordant gold-quartz vein mineralisation is a later event and occurred during the relaxation of compressional defonnation after deposition of the 1-inniss River Group.

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

The study involved two projects that will produce copper concentrate and may have their operations integrated. Transport by trucks, conveyor belt, and the equipment called RopeCon were evaluated as options for the ore transport between the sites. A rainforest stretch, that Vale S.A. demands to preserve, is situated between the projects. It was suggested to further review RopeCon because it presents minimal interactions with the environment. To design the preliminary system layout, a research was done on the rainforest cover height data, but the information found was scarce and imprecise. For preserving the local forest, the use of this data would conduct to the oversizing of RopeCon towers and, consequently, overestimation of its costs. For the acquisition of reliable information, a method was developed using local data acquired through airborne laser survey. The volume between the digital surface and terrain models was calculated to generate a surface representing the forest cover height. It was revealed, by plotting the points obtained from this surface, that 85% of the vegetation is below 25 m. This height is suggested to review the preliminary project with a more accurate design of the equipment towers, thus reducing its costs estimates. The method permits the precise location of the large trees, making easier to find a pathway, for linear-shaped facilities, that would minimize the creation of vegetation-free zones as a measure to protect equipments against falling trees and forest fires. LABOR disputes caused considerable turbulence in the coal mining industry during 1946. As an outcome of these disputes, a definitely fundamental change in safety procedure was instituted: establishment of safety regultions for coal mines through the agency of agreements between the miners' union and the agency or agencies operating the coal mines. Although a temporary plan at present, the future will determine the. extent to which it may become permanent. Notwithstanding the turmoil in the industry extending through much of the year, the safety record for the first eleven months of 1946 was the best in the history of the industry for that period. The fatality rate for 1946 is lower than in any other year in the history of coal mining in the United States. This follows a pattern inasmuch as new low coal-mine fatality records were also made in 1945, 1944, and 1943. The five-year period 1942 to 1946 inclusive has a coal-mining fatality rate far lower than any other five-year period in the history of the industry. It is significant that this period exactly coincides with the operation of Federal coal mine inspection which got under way early in 1942.

"Current business and corporate environments push for improving metal accounting practices in smelters. The ensuing projects commonly proceed along a bottom-up approach. As such, efforts are first put on reviewing the measurement system and then on remedying the identified weaknesses. The focus is thus moved to mass/metal balance only after the measurements upgrade process has been completed. However, practice has shown that assessing the high variances related to suboptimal measurement processes is complicated without the help of statistical data reconciliation. This bottom-up approach leads to a to-do list that can not only exceed available resources but also lack prioritization in view of achieving the targeted end use. This paper describes an upgrade project done differently where all the three dimensions of the metal accounting system: hardware, software, and people were instead involved at the onset. Personnel was thus trained on data reconciliation software at the beginning of the project to make the reconciled mass balance benefits available earlier in the upgrading project. This has pinpointed the most critical measurements where accuracy and reproducibility should be improved. Overall, not only the instrumentation retrofitting process has been streamlined, but the global risk for the whole upgrading project has been significantly lowered.INTRODUCTION Mining companies are pressured to improve their production accounting practices in response to the strengthening of corporate requirements for timely and accurate production reporting (Gaylard, Randolph, & Wortley, 2014). Smelters are not spared from these changes. However, their unique situation in the mining value chain set them as strategic targets for upgrading projects. They usually have a longer lifespan than concentrators thereby offering an extended lifecycle to justify investments. Furthermore, numerous smelters have toll agreements with third parties. Accurate cost and production accounting is, therefore, a vital piece of information to fix acceptable contract conditions. Mining companies are ultimately aiming at a clearer view of the operating performance of each business unit to improve their business decisions in a competitive environment. This sought for increase in visibility through plant performance can only be achieved through an upgrade of the metal accounting system. Figure 1 shows the different components of a state of the art system (Gaylard, Morrison, Randolph, Wortley, & Beck, 2009)."

The diverse priorities, drivers and concerns of multiple stakeholders in the minerals industry complicate the integration of sustainable development considerations into mine design, as well as operational and strategic decisions. The ability of the industry to address all role-playersÆ needs, or indeed, to achieve consensus among all role players on the plethora of sustainable development issues seems a noble yet unattainable goal. One of the difficulties in assessing the relative importance of sustainable development issues across many stakeholders is the inevitable lack of impartiality in valuing these issues. Starting from a premise that transparency and fairness of the process are absolute prerequisites for progress, but that consensus is not, an approach has been developed in which all stakeholders are asked to assess the importance of all other stakeholdersÆ priorities, excluding their own. The approach recognises that stakeholders have different levels of contribution, understanding, vested interests, and perceptions of legitimacy and entitlement, across the diversity of sustainable development issues and decision criteria. Using Triangular Value Analysis, the relative weightings of each of the stakeholderÆs priorities are determined through a regression-like technique. The uniqueness of this approach is the manner in which self-assessment bias and overemphasis of stakeholdersÆ own priorities are avoided. The methodology can be used for both internal and external stakeholders, and in conjunction with other group decision making techniques, such as the nominal group or Delphi techniques. This paper will illustrate how Triangular Value Analysis may be applied in the minerals industry to determine priorities in various decisions relating to potentially conflicting sustainable development priorities within the industry.

During the early stages of the mining industry of the United States an apparently inexhaustible supply of high-quality, easily accessible coal made the product cheap and the attendant mining methods wasteful of recoverable coal. Because coal from advance places could be mined with less effort and a large outwit obtained as the entries advanced, much of the coal left in pillars to support the roof was lost. Squeezes often developed in these mined-over areas, or, if pillars were of sufficient size to-prevent squeeze, the roof would be so weakened by long exposure that any pillar recovery was extremely hazardous. As the value of unmined coal increased, a high recovery of the available coal became necessary. Numerous plans were tried during the period that followed, some of the methods proving successful while others were complete failures or only partly successful. As a better knowledge was pained of the roof strata and its behavior, however, pillar mining became more successful and methods suited to special roof conditions were developed.

This report gins the results of a study conducted hy the Ilnreau of Mines for the purpose of informing the petroleum industry on the recent progress in the de,·elopment nncl application of the absorption process for recO\·ering gasoline from natural gas. The work has been undertaken entirely with regard to plant practice and for the purpose of describing the features and the operation of units of the plants now in use, the improvements that have been made, and the reasons for any ehanges eontemplated by the engineers in eharge· of the plants studied. Throughout the United States the impro,·ements in the absorption process that are under consideration by engineers not only widen practice so as to include gases at all pressures and percentages of gasoline content, but seem to be dewloping definite standards as to dimensions of towers, l"elocities of flow, saturation of oi~ areas of eooling surfaces, and quantities of menstruum to be circulated. Although perfect practice has by no means been attained, the writer belie,·es thnt a description of the current practice at ,·arious plants, including those ob,'iously more efficient features that each plant hns <le\"eloped and uses at one or another stage of treatment, will intere;; t and possibly help all persons operating or designing absorption plants.

"The oxidized nickel ores from San Felipe deposit are composed mainly Smectites which gives to the pulps very unfavorable rheological .properties (cinematic viscosity and high shearing strength) for transportation processes (pumping), very low settling velocities and very low thickened pulps. These properties do not allow the preparation of high % solids, which affects the economic efficiency if a high pressure acid leach (HPAL) process is used. Pulps of close to 30% solids have very high BYS making pumping impossible. CIPIMM developed three technologies to solve these problems and to substantially increase the % solids in the pulps to be leached without a thickening step. These technologies are: • CIPIMM 2. At Preparation of pulps using additives. This method is based on the effect of some additives (inorganic salts) to improve the pulp’s properties. The use of this method allows increasing the % solids in the pulp up to 40% with good rheological properties • CIPIMM 2B. Preparation of pulps by thermal treatment of the ore previous to the preparation of the pulps. This method is based on the thermal destruction of the clays structure. Its use allows to obtain pulps with 50 - 60 % solids with excellent rheological characteristics. As a collateral effect, the Ni and Co grades increases by 10 - 15%. • CIPIMM 2C. Pulp preparation by chemical treatment. This method is based on the chemical transformation of clays, to obtain without thickening, pulps with 43- 45% solids and excellent rheological properties. The use of one of the three technologies depends on the chemical and mineralogical composition of the ores and the results of technical-economical evaluations to determine which one is the best alternative before running higher scale tests."

"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

A GREAT deal of work has been done at Britannia during the past three years in improving and standardizing rounds for development headings, and the results obtained have been very gratifying. The round which has recently been adopted as a standard for all drifts and cross-cuts has, in some instances, doubled the average length of break formerly obtained. It has also increased the footage of advance per labour shift and reduced explosives&apos; consumption. At the present time, with a shortage of skilled labour, more control is necessar7 in directing the drilling of rounds. The use of a standard round has been o great assistance to the foremen and shiftbosses. NATURE OF GROUND Most of the ground encountered consists of a moderately silicified chlorite schist, known locally as G.M.S (green-mottled schist). It cannot be termed hard ground, because a three and one-half inch Leyner will drill at an average rate of twelve inches per minute. Due to the abrasive nature of the ground, the gauge of the steel wears rapidly and in most cases one set of steel is needed for each hole. The ground is not &apos;free breaking and holes must be spaced correctly to obtain a maximum break. DEVELOPMENT OF STANDARD ROUND FOR THREE-SHIFT OPERATION Late in 1940, a development programme was started involving 7,000 feet of drifting, 6 ft. By 7 1/2 ft. In cross-section, in two headings. Plans were drawn up to advance the headings on three shifts. Equipment used in the headings was as follows: D.A.35 Leyner?machines, Eimco Model 12B mucking machines, nine one-ton end-dump cars, one Mancha Little Trammer on the longest heading, 20-pound rail, 4-in. 15 compressed-air line, 15-in. Fan pipe connected to 5 h. P. Coppus fan. Diamond-drill cross-cuts, 16 feet in length, were cut every 250 feet. Switches were installed at these cross-cuts and they served as passing points for the cars. One siding seventy feet in length was cut in each heading at approximately the half-way point. The cycle of operations planned was to muck out, drill, and blast each shift. Previous performance in this type of ground indicated that a daily advance of 12 feet to 14 feet might be made. However, if a better type of round could be developed, an increased daily advance would be possible. A study of the time available for each operation in a net working shift of six and one-half hours indicated that the maximum depth of round that could be mucked, drilled, and blasted each shift would be six and one-half feet. When this maximum depth was decided upon, the next problem was to develop a satisfactory round. Due to ventilation difficulties and to the short net working shift, the whole round had to be blasted at one time. In other words, no blasting of the cut-holes could be done.

For this reason geo-physical methods have been relied upon heavily in exploring the area. This Bureau of Mines report deals principally with the resources and economic aspects of feldspar in the United States east of the Mississippi River. Although in a strict sense, all phases of the feldspar industry affect its economic structure, emphasis in this study is on supply, demand, and marketing. Although feldspar was originally mined for use in the manufacture of pottery and other ceramics, the glass industry, which began to use feldspar in the mid-1920&apos;s, now consumes more than half of the annual output. Most mining is open cut, and the methods used are similar to those used in mining crushed b stone. Excess plant capacity has been chronic, and production is usually about 30 percent of capacity fur the industry as a whole. Since 1947, feldspar consumption has grown more slowly than the average for all U.S. industry. This has fostered intense competition, especially for the glass market. Prices have not kept pace with inflation, and profits are small. The trend of consumption through 1970 for glass feldspar is expected to be upward; less rapid in consumption of ceramic feldspar is anticipated.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region&apos;s developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region&apos;s GDP growth. &nbsp; The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region&apos;s refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East. &nbsp; The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

Under the terms of the act establishing the Bureau of Mines, this bureau was authorized to carryon the work of testing and analyzing fuels which had been conducted by the technologic branch of the United States Geological Survey. That work included in its scope an investigation of the availability and uses ofliquid as well as solid fuels, for the original outline of the fuel-testing investigations contemplated, as soon as the funds would be available, a study of the liquid-fuel resources of the country and the making of related researches to determine how these resources could be utilized with greatest efficiency. Owing to the fact that many difficulties were being encountered in the adaptation of the heavier fuel oils for convenient use in internalcombustion engines, it was deemed best to begin the investigation of liquid fuels with tests of gasoline, a fuel in more or less general use. When this investigation began, the extensive introduction, especially by foreign powers, of liquid fuels for small naval craft had awakened much interest. However, the quality of gasoline was reported to vary materially in different countries and the quantity available was said to be rapidly decreasing, with the probability of a prohibitive increase in price. At the same time the claim was made that denatured alcohol, of fairly uniform quality, could be procured in all parts of the world, that unlimited quantities could be readily produced at a low cost, and that this fuel could be used much more efficiently than gasoline in internal-combustion engines. Such statements naturally led to a widespread belief that the time was near at hand when denatured alcohol would entirely displace gasoline as engine fuel. Therefore, the first investigations of the liquid mineral fuels logically embraced a careful series of comparative tests of gasoline and denatured alcohol in engines. A series of over 2,000 such tests was conducted at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va., details of which are given in the following pages. The report is published by the Bureau of Mines because of the transfer of the fuel-testing investigations to this bureau.
