"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

Mineral resource and ore reserve estimates are founded on two sources of data: tonnage and grade. The tonnage is a product of volume and density; both of which are estimates. Density impacts numerous operational factors, which include, but are not limited to, mine design, mine planning, equipment selection and operational performance. Hence, density is a significant parameter and its determination requires similar care as the measurement of grade. Selecting an appropriate method to determine density, and ensuring its rigorous application, thus reduces risk and can improve operational performance, which in turn increases profit margin.Different Anglo American sites use a variety of practices and protocols to determine density, which is highly dependent on the physical characteristics of the orebody, local conditions and historical practices. Also, individual sites sometimes execute the same method in a slightly different way, which may also affect the outcome of the measurements. In order to gain a better understanding of how density is determined at Anglo American projects and operations, a review of these techniques was undertaken. The objective of the study was to identify and share good practices across the company, as well as to look for improvement opportunities, where applicable. Ten different methods of measuring density, applied to nine different commodities, were identified and described. An additional technique was recently developed by Anglo American Technical Solutions. The core pycnometer is a large gas displacement pycnometer capable of measuring density at high accuracy on full pieces of intact core.This paper provides an overview of methods used to determine density within the Anglo American Group, including quality control and quality assurance aspects. It is not the purpose of this paper to identify a preferred method, but to highlight the importance of choosing the best suited practice for a project or mine site. In addition, a case study comparing two different density determination methods applied to the same rock samples from the Los Bronces Copper mine was undertaken and the results of that study are presented here.Selecting the most appropriate method to determine density and comparing results from two or more techniques against each other, together with other suitable quality control procedures, is considered to be of utmost importance for all mining operations and exploration projects.CITATION:Makhuvha, M, Arellano, R M and Harney, D M W, 2014. Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

The Bureau of Mines surveyed the solid wastes that have accumulated from coal mining in Washington, Oregon, and Montana. Location, amount, character, and condition were determined, and both economic and environmental factors were considered. Areas covered by waste comprise 800 acres in Washington, 5 acres in Oregon, and 1,200 acres in Montana. In a few cases waste is being utilized, particularly cinder from burned refuse dumps, as fill in road construction and as a ceramic raw material. It is estimated that wastes deriving from coal mined for electric power generation by 1974 may amount to 3 million tons of washery refuse, 2.7 million tons of fly ash, and 1,000 acres of spoil banks.

The U.S. Bureau of Mines awarded a contract to Morrison-Knudsen, Inc., to evaluate the use of roadheaders in underground mining operations. Road-headers were found to be widely used in mines as construction support units, as development miners, and as stoping machines. However, road-headers were found to have mechanical and electrical problems, to suffer reduced productivity when integrated into the mining cycle, and to create dust problems. Also high capital costs and low utilization and avail-ability cause high amortization costs per ton. This report identifies the roadheader operating problems and offers suggestions for improved mechanical and electrical design as well as manufacturer and owner responsibilities for improved availability. The development of a complex integrated excavation and ground support sys tern is no t warranted until the roadheader itself is made much more reliable.

A recent survey of CEOs from major steel companies worldwide revealed the importance of recycling zinc units from EAF dust, mill scale, blast furnace dust, and other zinc containing streams in their plants. Many processes were developed and installed in response to this challenge. The most successful approach involves the production of a crude zinc oxide and selling it to primary zinc producers to recover the metal value. The problem with this process is the high concentration of halides in the crude oxide. This type of material cannot be processed directly in an electrolytic zinc plant because of corrosion problems it will cause in electrolysis. In 1999, BRZ installed a zinc oxide receiving and washing plant to minimize the impact of halides to its circuit. A description of the washing plant and initial operating results are included.

TWO years ago the Committee on Latin American Education Relations, Mineral Industries Education Division, started a study of mineral industries education in the Latin Americas. Information was obtainable only with great difficulty. Some information was available piecemeal but no complete resume had ever been assembled. Initial assistance was gained from the United States Office of Education and the Pan American Union. This, and first-hand knowledge of the writer, provided a list of colleges and universities which were believed to offer work lead. ing to a degree in one or more branches of the mineral industries. Detailed information could be obtained only by direct contact with each university through air mail service. Questionnaire letters were sent to officials of 34 colleges and universities. Twenty-one gracious replies were received. Fourteen of the colleges and universities concerned offer curricula in mining, five in metallurgy, three in petroleum, seven in geology, one in geographical engineering, one in topographical engineering, and one in geophysics. Two institutions offer advanced training in petroleum engineering. No institution offers any courses under the caption of ceramics or fuel technology.

Foundation design and construction in Boston has changed dramatically during the past 10 years. Prior to 1985, the primary foundation element in Boston, where deep foundations are required, was driven end-bearing piles. Since 1985, drilled or excavated high capacity foundation elements have been utilized more frequently. This paper will provide a historic perspective of their use and a summary of design parameters for elements installed and founded in the bedrock. TOPOGRAPHY Boston was founded in 1630 by the Massachusetts Bay Company of John Winthrop and his hearty band of Puritans. The settlement was chosen for: ? its safe harbor, ? abundant source of fresh water, and ? peninsula setting offering protection of the ocean on almost all sides with high ground for fortification. These three factors were a direct result of past geologic processes that created the Boston Basin by erosion of the soft bedrock underlying this area as compared to the harder granite rock to the north, west and south. As the glacial ice sheets melted and moved northward, various soil types were deposited. During ice sheet re-advancement the hills and islands of Boston took on their precolonial shapes. The Trimont, consisting of Beacon, Mt. Vernon and Pemberton Hill, rose to 150 ft above sea level with the smaller Copps and Fort Hill to the north and south.

The introduction of digital technologies into the underground mining industry, in both coal and hard rock mining, has enabled many high bandwidth applications to be adopted by mines.Digital networks based on 802.11 b/g/n open Wi-Fi standards allow for many applications to be run over a single communication backbone. One important application has been tracking personnel and equipment via RFID tags. This tracking application has in turn formed the basis of a Proximity Detection System (PDS) or Collision Avoidance Systems (CAS). The paper discusses the growth in digital technology as the communication backbone in underground mines which has allowed the ‘convergence of technologies’ that has been occurring in the general business world to be available to underground mine operators. Then the paper will focus on the use of the technology in the increasingly important are of risk control around mobile plant underground. The specific use of digital devices for proximity detection, in both hard rock and coal mines, to provide a system that can deliver an additional level of control to the risks associated with people-vehicle interactions underground is discussed. The initial implementation of PDS in the hard rock mining environment is based on two zones of detection, required for large and relatively high speed vehicles. Information will include:•the principles of the underlying technology,•installation learnings and effectiveness, and•change management methodology and issues.The most recent development to integrate Mine Site Technologies (MST) PDS with Frederick Mining Controls’ HazardAvert® System to extend the overall Proximity System’s functionality in hard rock mines and for use in coal mines is overviewed.

EMPLOYING geophysics to find ore was for a long time considered by the Canadian mining fraternity to be a performance of dubious value: in a category somewhere between the practice of sorcery, and using a divining rod to locate underground water. With increasing knowledge, however, and with constantly improving instruments, a solid speaking acquaintance with this adolescent science is becoming an integral part of the mining geologist's stock in trade. And quite properly so: for, in the established mining districts, the ore deposits which could be easily found, by ordinary prospecting methods, have already been located. There remain; however, in almost all of the principal mining camps, areas which are covered to varying depths by glacial debris; and it is here that the obvious opportunities exist for the successful application of geophysical methods. Geophysical results must always be considered in the closest possible relation to the local geology; and, in reality, the 'doodle-bugs' are simply additional tools for the geologist (in the same category with a plane table or a microscope). The Sudbury Basin is a shining example of precisely this state of affairs. Detailed geological mapping has not significantly altered the position of the outer norite contact as placed on Dr. Coleman's original map of the district. What detailed examination has done, of course, has been to reveal the accuracy with which the contact can be placed in different parts of the district, and to show up, in consequence, areas in which further work might reasonably be expected to disclose hitherto unknown or unsuspected ore. Viewed in this light, the proportion of the norite contact which is covered by substantial quantities of overburden is astonishingly large.

"Albian Sands Energy (ASE), an oil sands surface mining and extraction operation, is currently undergoing start-up and is scheduled to ramp-up to full production by mid-2003. Startup includes the selection and implementation of over 75 IT systems or computer applications which include: engineering applications; systems required to control mining activities, maintenance, the processing plant and utilities; and also systems required to run the company, such as human resources, finances and inventory/ warehousing.This paper outlines the processes used for the selection, implementation and integration of these systems in order to optimize the use of information and to meet the technical, business and IT requirements of the company. The first step in ASE’s approach to identifying system requirements is the development of a business activity model, outlining all tasks involved in running the operations. The computer applications required to accomplish each task are then identified by having the IT team work closely with each technical and business unit. Historically, at some companies, the selection of systems has been led by the IT team or by consultants, with little input from the technical or business units. Typically, this results in products that do not meet the company’s expectations. To ensure a more positive outcome, ASE believes that it is imperative that the company’s technical and business people be closely involved in the selection process.Integration of the IT systems is also key, including linking all applications through a data warehouse and EDMS. Over 120 required integrations have been identified. This ensures the storage of all data in only one location, data security, and easy data and document retrieval for all requirements throughout the company"

The Bureau of Mines and the Alabama Power Co., jointly, conducted the first experiment undertaken in the United States in underground gasification of coal in place, at Gorgas, Ala. Milton H. Fies, manager of coal operations, Alabama Power Co., proposed the cooperative investigation to Arno C. Fieldner, chief, Fuels and Explosives Branch, Bureau of Mines; and assisted in supervising the experiment. The objectives of the experiment were to determine whether coal in place could be burned successfully and whether the burning could be controlled; the effect of the fire on the coal bed and the overlying strata; and the yield and quality of gas that could be obtained.

Titanium is an alloying element used to refine grain size in steel and improve its physical and mechanical properties. In some stainless steels it is used to increase the resistance to corrosion by the precipitation of titanium carbides or carbonitrides. Its alloying performance is highly variable and depends largely on the stage of the secondary metallurgy process when it is added. Furthermore, the addition method (wire injection or direct addition) has a remarkable influence in secondary refining. This paper describes the tests performed in vacuum degasser (VD), with a highly compacted and encapsulated Ferrotitanium wire (FeTi HC). The yield of titanium in steel increased from 52% to 89%. Moreover, the consumption of the highly compacted Ferrotitanium was optimized.

In the opinion of these authors, technology alone can never give an organization an edge over competitors or provide an industry step change. However, history has shown that technology applied with correct logistics and strategy makes a significant difference. Never has the minerals industry faced such daunting challenges and been in such need of a step change. Application of autonomous systems has been steadily increasing in the minerals industry. Automation technology has changed the mining value chain from exploration to mineral processing and refining. The future state will only see additional in-roads of automation into more processes and the whole system design. To better understand the near-future potential of automation, it is useful to explore and review the current state of automation in minerals development. A review of the state of automation research is given. The review will consider three critical areas: automation technology, system’s engineering and management processes around automation, and the role of human factors engineering in automated and semi-automated systems. The review ends with a discussion on the social and political risks of automation in terms of shared value and sustainable development.

The cause of many deaths and extensive property damage in coal mines resulting from explosions and mine fires has been directly attributable to electric cable failures (including splice failures). The Federal Bureau of Mines data show that out of 355 underground coal mine fires investigated from July 1952 to January 1960, 103 (29 percent) were directly related to trailing cables. These cable failures resulted in the death of 7 men and injuries to 37 others. These potential hazards have become greater, obviously, through the widespread adoption of mechanized mining methods with electric-driven machinery powered through trailing cables according to Young,4 68.1 percent of the total bituminous and lignite production of the United States was mined underground in 1959. About 85 percent of this production was attained by mechanized loading methods. A large majority of the mines using the hand- loading methods also used equipment with trailing cables such as cutting machines, drills, and gathering locomotives. The problem of minimizing the loss of life, resources, and equipment from cable failures should be of concern to the management of all coal mines. It would be misleading to imply that no consideration has been given to the problem and its associated hazards. Through research cable manufacturers have endeavored to develop trailing cables that will withstand the severe service imposed by underground mining conditions. Technical research groups have undertaken studies for determining improved procedure and materials for field splices. Coal companies have instituted cable maintenance programs with a view toward the reduction of cable failures and consequent improvement in safety and efficiency of operations. Industrial minerals production in Newfoundland in--creased in gross value by a total of 175 per cent during the ten-year period from 1954 to 1964. The Province accounts for all of ?Canada's fluorspar production and contains one of the most important fluorspar districts in North America. It is also the only producer of pyrophyllite in Canada, and quite recently has become an important producer of asbestos fibre. Limestone, gypsum, brick shale, sand and gravel also ?Contribute appreciably to the expanding industrial minerals phase of the Province's rapidly growing mining industry. Geological diversity characterizes Newfoundland's industrial minerals: Pyrophyllite deposits were formed by contact metamorphism of predominantly volcanic Proterozoic rocks. Fluorspar deposits are fissure-filling veins having the characteristics of typical epithermal deposits. Chrysotile asbestos production comes from one of the Island's serpentinized ultrabasic belts. Limestone is produced at three localities; two of them in the extensive carbonate rocks of the west coast. Gypsum production comes from a thick evaporite (gypsum and anhydrite) sequence in the Carboniferous rocks of the St. George's Bay area. Introduction

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.

"ICP-MS has moved from a laboratory curiosity to a functional analytical tool. This paper discusses how ICP-MS has been used to solve difficult analytical problems encountered when analyzing various mine materials. Comparisons between analytical techniques applied to the analysis of gold and the platinum group metals illustrate the advantages and problems of ICPMS when. applied to trace levels of some metals iri the presence of ore grade metals. Interferences and matrix effects are compared to ICP, AA and Neutron Activation. The necessity to select chemical extractions which are compatible with ICP-MS are also discussed.The ICP-MS techniques explained in the examples on Au and precious group elements (PGE) have validity in analytical problems encountered in testing of trace metals in the presence of major elements found in mine materials. Exploration and environmental testing are other areas that require the same analytical approach to quantify trace levels in the presence of major interfering elements normally associated with mining environments."

LABOR disputes caused considerable turbulence in the coal mining industry during 1946. As an outcome of these disputes, a definitely fundamental change in safety procedure was instituted: establishment of safety regultions for coal mines through the agency of agreements between the miners' union and the agency or agencies operating the coal mines. Although a temporary plan at present, the future will determine the. extent to which it may become permanent. Notwithstanding the turmoil in the industry extending through much of the year, the safety record for the first eleven months of 1946 was the best in the history of the industry for that period. The fatality rate for 1946 is lower than in any other year in the history of coal mining in the United States. This follows a pattern inasmuch as new low coal-mine fatality records were also made in 1945, 1944, and 1943. The five-year period 1942 to 1946 inclusive has a coal-mining fatality rate far lower than any other five-year period in the history of the industry. It is significant that this period exactly coincides with the operation of Federal coal mine inspection which got under way early in 1942.
