Waste clay ponds are a necessary part of the phosphate rock beneficiation process. They are large, averaging a square mile in size; unsightly, in that they protrude 20 to 50 feet (6 -15 meters) above natural grade; stabilization and reclamation is slow; and they have had a history of catastrophic failure. The State of Florida has never published a specific rule regarding the configuration or height of these ponds, but has enforced numerous policies along these lines. The current rules are given and interpreted, along with the reasoning for current policy. In addition, an overview of the history of the policies, and an attempt at explaining the reasons for the changes that have occurred is given. The industry has been forced to make major monetary decisions, having effect for decades on mine economics, in a constantly changing regulatory environment. The Bureau of Mine Reclamation is confident that a direction of regulation has been solidified, but changes are still to be anticipated.

Powered haulage and haul truck-related fatal accidents are among the most frequent at surface mines. Industry organizations developed guidance on accident scenarios to address haul truck and mobile equipment collision-related accidents. However, there is a need to investigate accident data to prioritize these scenarios and identify factors relevant to developing validation methods for collision warning/avoidance technologies and determining their capabilities and limitations. Standards and effective validation methods are necessary for improving system efficacy within mining operations and promoting industry adoption. To address these needs, researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated available powered-haulage and machinery-related fatal accident reports documented by the Mine Safety and Health Administration (MSHA). Their objective was to gain a perspective for informing the development of test protocols and validation methods through determining the most prevalent accident scenarios and related factors. Our findings afford insight for addressing the most prevalent haul truck scenarios and relevant factors within U.S. surface mining environments.

Corneille S. Ek (Assistant Professor in Ore Dressing, University of Liege, Liege, Belgium) — This is a very valuable paper, in that it shows how it is possible to take care of a multitude of laboratory routine tests, and derive from them successful modifications of flowsheets or of operating methods. The author and the Company appear to be test-minded and this is best seen through the case histories described. There are however some corrections to be made, and questions arise when one studies the paper. If all the equations are to be homogenous, one obviously has to write Eq. 4 On the other hand, it is difficult to accept the definition put on Eq. 7, for that equation, which represents the factor of transformation from tpd of solids to cu ft per min of pulp in Eq. 6, has nothing to do with conditioning. It is evidently assumed here that conditioning means, as Gaudin calls it,' modulation of collection. One would prefer, for Eq. 7, the appel-ation "pulp conversion factor". In 1994, Nkana smelter commissioned a multimillion US Dollar Chilean Teniente converter (CT) in its operations in order to improve its smelting technological base. The main objective was to reduce the overall smelting energy costs and increase the sulphur capture for sulphuric acid production to support the company?s leaching operations at Nchanga tailings leach plant. A decade of CT operations have since ensued following its installation and start-up. This paper provides a technical and operational audit of the performance of the CT in the first 10 years of its operations at Nkana smelter.

The paper describes the main drive systems of an iron ore pelletizing plant and related important design aspects. It is shown how today?s drive systems provide the desired flexibility for the process and lead to high energy efficiency and system reliability. With respect to electric drives expansion projects have many technical issues in common with green-field installations. However, there are aspects where important, distinct differences occur. It is shown which considerations for selecting and sizing drive systems for such a plant as well as for integrating them into an overall plant control concept need to be taken into account. Besides the design of the drive systems a key aspect for such an expansion project is the network interaction. Harmonics levels at different points in the plant network need to be checked carefully with simulations during the design phase to avoid problems later-on during operation. The power factor compensation and the harmonic filtering of the new production line cannot be designed independently of the already existing plant. The paper highlights areas where problems could occur and which points need to be paid attention to when a plant is expanded.

The need to apply the latest available technology to develop better tools and methods to meet problems in the mining industry was recognized by six of Canada's leading mining companies. As a result, MIROC (Mining Industry Research Organization of Canada) was chartered to identify problem areas in Canadian mining and to have research carried out to develop the tools and equipment to meet these perceived needs. The initial activity of MIROC has been in the environmental field, with improved clothing and protective devices being developed by contractors. Work clothing for miners is now being field tested. Respiratory protection and a new personal light source combined in a new "space-age" helmet are about to be issued for testing. Further developmental work is being carried on to offer these units and probably other personal protective devices on an individual basis as well as in a combined package.

A Seminar to discuss 'Reactivity of Line in Steel Making' was held in the auditorium of Iscor's Headquarters Building in Pretoria on the 5th August, 1971. The Institute organised this Seminar on the occasion of the visit of Dr Obst of the Rheinische Kalkstein Werke GMBH, Wuelfrath, West Germany. The latter is one of the largest lime companies in the world and Dr Obst is in charge of their research laboratory. He and his co-workers have earned a reputation for their research into reactivity of lime in steel making. This work is also of great importance to the steel industry in this country, particularly with the changes which are occurring with the introduction of basic oxygen furnaces. Some 80 persons representing most of the major steel companies attended this Seminar. Dr Obst presented his most interesting paper which he illustrated with projector slides. This paper is printed in full in this journal. This was followed by several contributions and active discussions. The first contribution was made by Dr T. B. Beeton of the Research and Development Department, Iscor. He gave a brief summary of the studies on reactive lime carried out at Iscor since 1968. Their work was particularly related to the selection and definition of the various reactivity tests and the correlation of these with plant results. He demonstrated that the DIN methods, particularly the Din (40°) test, gave the best results and reported that good agreement had been reached between Iscor, Highveld and Northern Lime on future test procedures. Mr B. Lowther of The Northern Lime Company then dealt with problems associated with the production of high reactive lime. The rotary kilns at The Northern Lime plant at Lime Acres are particularly suitable for the production of high-reactive lime, because this type of kiln lends itself to accurate control of temperatures and retention times. Several problems, however, exist. Because of the long haul distances and the deterioration of reactive lime by absorption of CO2 and water, high reactive lime is not suitable for most customers. To constantly be changing kiln conditions to produce relatively small quantities of high-reactive lime, therefore, causes problems. Highveld Steel at present is the only company requiring high-reactive lime and a satisfactory product is now being produced at a cost because kiln capacity is reduced and fuel costs are higher. Dr P. R. Jochens, of the National Institute for Metallurgy then submitted data to show how the reactivity of soft burnt reactive lime deteriorated due to long railage hauls. Detailed sampling of trucks had been carried out leaving the lime works and on receipt at Highveld and it was demonstrated that there was deterioration in the top layers of the truck. This top layer protected the balance of the lime which is still in good condition on arrival at Highveld. Exposure to atmosphere by further handling and storage into the bunkers at Highveld, however, resulted in further severe deterioration in the lime reactivity and the lime when finally fed to the Basic Oxygen Furnace is reduced to one third to one quarter of the original reactivity value. The same deterioration does not occur with normal run of kiln lime, which is burnt harder, but still has a satisfactory reactivity for most purposes. Mr A. A. Hejja of the Department of Metallurgy, Witwatersrand University then made a contribution on the metallurgical aspects of the use of lime of different reactivities in the Basic Oxygen Furnace and the effect on desulphurization efficiencies. He gave a wealth of data on actual tests which had been carried out and came up with the surprising conclusion that the deterioration of high-reactive lime due to transport did not have as serious an effect on the efficiency of desulphurization as one would have expected. The efficiency was good provided high-reactive lime in the first instance had been produced, irrespective of whether it had deteriorated thereafter. Poor efficiency was obtained only when the lime in the first instance was produced in an unreactive form. The temperature rise in the Basic Oxygen Furnace also has a definite effect. If lime is introduced when the temperature is too high, soft burnt reactive lime becomes hard burnt and unreactive before it can dissolve in the slag. Use of ferromanganese slag assists dissolution of lime. There was a great deal of discussion following these contributions. Particular interest was expres8ed in the special lime described by Dr Obst. This consists of a mixture of fine lime which is premixed with fluxes and either briquetted or pelletised. The question of injecting finely ground lime as an alternative was also discussed. Both these systems eliminate the necessity for highly reactive lime. With smaller lime particles, larger surfaces are exposed thereby ensuring more rapid dissolution in the molten slag. The discussions generally were lively and informative and all present derived benefit from learning of the experiences of others. The valuable contribution made by our German visitor, Dr Obst, was particularly appreciated. The instantaneous English-German translation service which was provided, greatly facilitated discussions.

ZEST in the search for new supplies of metallic ores and petroleum is difficult to maintain with stocks of raw materials accumulating and with over- production rightly or wrongly blamed for most of our industrial troubles. Enthusiasm over new methods of prospecting has consequently diminished and exploration programs in many fields have been drastically cur- tailed. Very naturally the effects have been felt with particular keeness in highly specialized phases of the work, such as geophysical prospecting, for the feverish scramble for new areas in which to drill beneath magnetic or electrical anomalies has abated, and there is even a lull in the firing in the battle over salt domes on the Gulf Coast. It is unquestionably an unhappy time for many of the organizations dependent on this work, but in certain respects the situation may be beneficial in correcting unsound practices that .have grown up through the necessity for haste and for quick decisions. With the restriction of the field to the more competent workers by the harsh rule of survival of the fittest, a general improvement, not only in technique but in business methods, can be expected which may go far in restoring public confidence. The requirements of the International Mineral Property Valuation Standards Template (IMVAL Template) (includes Petroleum), 4th edition of April 14, 2021, are based on six principles: 2.1.1 competence, 2.1.2 materiality, 2.1.3 transparency, 2.1.4 objectivity, 2.1.5 independence, and 2.1.6 reasonableness. The IMVAL Template describes “reasonableness” as, “The Valuer must ensure the Reasonableness of the Valuation. Any Valuation, assumptions applied, and any method relied upon should be reasonable within the context of the purpose of the Valuation and the Basis of Value. A method applied to the subject Mineral Property should be within the expected capability and consideration of an assumed likely buyer or lessee of the property.” The IMVAL Template’s Guidance 3.6 on Reasonableness states, “The test of Reasonableness is to consider what appropriately qualified and experienced Valuers, acting reasonably, would conclude in the circumstances. The Valuer must form an opinion that is reasonable in the circumstances, that is, what a Valuer believes is rational and plausible in the circumstances and would be viewed as such if considered by other appropriately qualified and experienced Valuers with the same information and at the same time.” Finally, the IMVAL Template’s Definition 4.26 states Reasonableness “[m]eans that other qualified and experienced Valuers with access to the same information for the same Valuation Date and Basis of Value would consider the Valuer's estimate of Value to be within a reasonable range.”

Due to the ongoing restructuring of the mining industry in central Europe with a continuous decline of the number of large underground mines and collieries, and a simultaneous decline of staff numbers in the remaining mines, the established mine rescue schemes are endangered to collapse. With the end of the mine rehabilitation at Wismut Uranium in 2014, the last remaining major mine rescue teams in Saxony, providing basic mine rescue services for all other mines in the region, will disappear. This will leave a large number of small mines and other underground operations without capable mine rescue support. Since none of these companies is able to set up a complete mines rescue unit on its own, new ways have to be found. Among others, a central mine rescue team for central Germany as well as the assistance by special trained professional fire fighters or mine rescue teams from abroad are discussed. Problems like location of the central rescue team, financing, communication and transport have to be solved. This paper provides an overview over the complexity of the problem as an example for other mining regions worldwide and will discuss national and cross-national strategies.

INTRODUCTION The Srisailam Left Bank Canal (SLBC) Tunnel Scheme is part of the Alimineti Madhava Reddy Project in Andhra Pradesh, South India. This scheme has been planned since 1983 and will provide irrigation facilities to drought-ridden areas in Andhra Pradesh. Water will be transferred from the Srisailam Reservoir during the monsoon months to 0.3 million acres of farmland and will also provide drinking water to villages en-route. The paper will address the design and onsite assembly of the Robbins Double Shield TBMs for Tunnel-1 of the SLBC tunnel scheme from planning to start-up of the machines. Also, it will provide a current status of the project and describe the advantages of a site assembly. Problems encountered to date and the solutions adopted will also be described. The project comprises over 50 km of tunnels and involves construction of the world?s longest tunnel without intermediate access. The TBM tunnels at 43.9 km in length and 10.0 m diameter will cross the Amrabad plateau, containing a wild life sanctuary and India?s largest tiger reserve, the Rajiv Gandhi. Jaiprakash elected to excavate the tunnel using two tunnel boring machines, rather than by drill and blast, in order to alleviate surface disturbances to environment and the tiger reserve, wild life sanctuary, and protected forestry areas. The Project was awarded to the Main Contractor Jaiprakash Associates Ltd with The Robbins Company as the Tunnel Boring Machine (TBM) supplier in August 2005. The Robbins Company supplied the TBMs along with two continuous conveyor systems and all spares and consumables to complete the tunnel excavation.

A comprehensive study of the effects of hydraulically fracturing water-flood wells in Oklahoma has been made by the Federal Bureau of Mines. This report presents results of that study and an analysis of some of the factors governing the results of fracture treatment on waterflood properties. Originally, hydraulic fracturing was used to stimulate oil production from old wells producing by primary methods, and its application to water-flooding was regarded with skepticism by most producers. However, since 1953 the number of fracture treatments of both oil and input wells in waterfloods has increased steadily. Hydraulic-fracture treatments in waterfloods have generally been successful in stimulating production from oil wells and increasing the rate of injection into input wells. Hydraulic fracturing has enabled several producers to turn probable failures into economically successful projects.

Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. This report is the second of a series on roof movement in coal mines. The first (R. I. 3355)4/ dealt with convergence of roof and floor and movement of the surface accompanying and following extraction in a mechanized mine in which retreat of rib lines was rapid. The studies reported herein were made in a mine in which all the coal is loaded by hand, and movement of the rib lines was much slower in consequence. In choosing a site for this work, it was decided that the mine selected should have natural conditions akin to those of the first study and entirely different methods of working. To this end a cooperative agreement was made with the Crucible Fuel Co. through W. J. Whitaker, secretary, for conducting the work in the company's Crucible mine, operating in the Pittsburgh bed in Greene County, Pa. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as can be made.

In 1987, the U.S. Bureau of Mines began a study of the 4.0 million acre Toiyabe National Forest located in eastern California and western Nevada. This report is a compilation of published, company, and field data for part of the Paradise Range, Nevada. The information is intended to aid the U.S. Forest Service in their long range management of minerals and augment the USBM data base. The Paradise Range study area, located 60 air mi northwest of Tonopah, NV, encompasses about 100,000 acres of which approximately 71,000 are administered by the USFS. The area is in the Basin and Range Province and consists of an east tilted block of sedimentary, metamorphic, and volcanic rocks which have been intruded by granitic rocks. Three major mining districts, the Ellsworth, Gabbs, and Fairplay are in, or extend into the study area. The earliest recorded mining activity occurred in the Ellsworth district in the early 1860's. Commodities produced from the study area include gold, silver, copper, lead, zinc, mercury, tungsten, iron ore, magnesite, and brucite. The Phelps Stokes Iron mine has produced about 1.1 million tons of iron ore, the Baxter-Hancock mine has produced over 10,000 stu WO3, and the Gabbs Brucite-Magnesite mine has produced millions of tons of brucite and magnesite. Numerous other mines have produced, but quantities are relatively small. According to company information the Gabbs mine, currently producing, has brucite-magnesite reserves that will last at least 50 years at current mining rates. One hundred thirty one million tons of identified copper-molybdenum resources exist at the B.C. Springs prospect according to company information, but molybdic oxide (Mo03) prices would need to double or triple from the current $3.00-3.10 per lb before mining of the deposit would be economical. Most company exploration activity in the study area is now focussed on precious metals. Active, or recently active mining claims appear to cover more than one-half of the 100,000 acres studied.

The goal of Bethlehem's mining research program is to improve both the safety and productivity of our mines through the use of new equipment, new technology and new mining methods. Although we can all agree on the value of such goals, achieving them can be a costly, time-consuming and sometimes frustrating experience. However, the potential benefits of lower costs per ton and better safety in an increasingly more stringent and confusing regulatory environment make the expended effort worthwhile. At Bethlehem we feel that the mining companies are in the best position to determine the needs of the industry, and coal companies have the incentive as well as mine sites at their disposal for testing. Therefore, the mining industry should be leading the research effort

A novel ground control program has been developed at Plateau Mining Company through five years of geotechnical investigations. The study was initiated to determine the causes for roof stability problems and to develop alternative support and monitoring systems for increased safety and productivity. From systematic roof fall observations, extensive geologic mapping, roof drilling and monitoring ground movements along gate entries of four longwall panels, a sand- stone channel system was detected and shown to impact roof stability. In particular, underlying mudstones up to seven feet thick experienced instability due to differential compaction and load transfer from the gob. Roof bolter operators were trained to report roof lithology for mapping channel positions into the roof and for selective use of longer bolts. This boosted operator morale, and improved ground conditions. Monitoring rates of roof movement is used in these areas for detection of instability and for application of secondary support: This has significantly increased safety and productivity.

The application of multiple point statistics (MPS) in oil studies has gained traction over the years; however, the use of MPS in mineral resource estimation and classification is still limited. This is despite MPS’ ability to deal with complex and heterogeneous geology better than the commonly applied two-point based methods. The availability and choice of a representative training image (TI) are often cited as the main challenge holding back MPS’ application in mining geostatistical studies. On the other hand, the general approach used in mining whereby early focus is on higher grade areas and lower grades are planned to be mined later presents a massive opportunity for the development of representative TIs. Mined-out areas provide large amounts of historical data that can be used to develop training images or training datasets that can be used to estimate in mining extension areas (often lower in grade), provided low grade areas are underpinned by similar geology analogue. This approach will enable more robust estimates in mine/pit extension areas for both high- and low-grade extensions than with traditional two-point geostatistical methods.

This publication contains analyses arid related source data for 274 natural gas samples from 20 States. Of the total samples, 269 were collected during calendar year 1985; the reminder were collected earlier, but releases granting permission to publish were not received before 1986, All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.
