This circular presents Part III-A of a series reviewing the literature on effects of breathing dusts with special reference to silicosis; it deals with the economic and legal aspects of dust diseases in industry; Part III-B will contain data on the status and cost of compensation for silicosis, Parts I and II of the series have been issued as Information Circulars 6835, 6840, and 6848; Part I defines and classifies dusts, indicates sources of exposure, and describes the physiological effects of breaching dusts; Part II-A discusses the principal dust factors producing pulmonary pathology and methods of determination of dust in air; and Part II-B presents data on the engineering and medical control in the prevention of dust diseases and general recommendations for their control in industry. A summary and general conclusions will complete the series.

I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

2, Survey of Representative Group of Metal and Non-mental Mines Before proceeding to develop and analyze Emergency Escape System Guidelines, it was necessary to obtain a broad range of information, including both fact and opinion. Although there were many areas to consider, the surveys had three primary goals 1. To determine the current state of underground escapeway planning and execution in American, metal and non-metal mines. 2. To determine, for a wide range of mining conditions, what difficulties can be encountered in complying with present and proposed escapeway regulatory standards. 3. To determine what improvements could be made and what equipment and technology was available to aid in implementing these improvements. To accomplish these goals, three major surveys were undertaken¬ 1. Survey of MESA and State Mining officials, discussed in Section 2. 1. 2. Survey of representative U S metal and non-metal mines, discussed in Section 2. 2. 3. Survey of manufacturers supplying equipment, primarily hoisting, suitable for use in escape systems, the product information which was obtained is discussed in Section 7.

The changing demographics of the mining industry make successful passing of knowledge and skills to the next generation critical. Training methods and technologies are being developed to meet this need. Twenty years ago classroom training was largely a one-way transfer of knowledge through instructor lectures. In contrast, instructors today can use virtual reality technologies to guide trainees as they fully participate in learning experiences. Trainees can interact with the virtual work environment, co-workers, and equipment without being exposed to workplace hazards. The speed of advancement in mine safety, health, and production training shows no sign of slowing in the next 20 years. Researchers at the National Institute for Occupational Safety and Health have studied and participated in the evolution of miner training. A look at training materials they have created in the past and those they are currently developing reveals changes in methods and technologies over time and also key characteristics which have remained constant. Possibilities for the future can he discussed in the framework of an implementation of virtual reality in new miner training sessions. The example computer-based training package teaches new miners to read mine maps and provides opportunity to practice navigation skills in a virtual mine. With this 'serious game', trainees experience the look and feel of moving through an underground coal mine while in the safety of their classroom. During field-testing in 2007, trainees and instructors responded very favourably to this new way of learning. The software was usable by mine trainers with even limited computer expertise and could be installed on the affordable computers they were using for their more traditional slide presentations. The Underground Coal Mine Map Reading Training's foundation on past successful development strategies and its acceptance by today's instructors and trainees provide valuable lessons for developing training materials, strategies, and technologies for mining's future.

The U.S. Bureau of Mines conducted a study to evaluate the effect of underground mining conditions on the activation of automatic sprinkler heads. Sprinklers were exposed to liquid fuel fires in a rectangular tunnel at airflows of 0, 45, 90, 150, and 250 m/min to determine the effect of ventilation and fire size on the time to activation. As the airflows were increased, the time to activate the sprinklers for a given fire size increased. Also, as the fire size increased, the activation time decreased. Temperature profiles of the tunnel showed that the maximum temperature near the roof was shifted downstream as the airflow increased. Experiments to determine the effect of rated activation temperature and response time index (RTI) value on activation time showed that the time to activate increased with increasing activation temperature, and decreased with decreasing RTI value. Exposure to the mine environment showed little effect on the activation times in large-scale experiments, and no significant effect in laboratory experiments. The results showed that airflow can have a significant effect on the activation times of automatic sprinklers. This needs to be considered in the design of effective sprinkler suppression systems for ventilated areas.

As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).

Introduction Situated in the district of South Lorrain, some 16 miles southeast of Cobalt, Ontario, and reached from that centre either by branch line of the T. & N. O. railway or by what, for a mining camp, is a reasonably good road, the Keeley mine, owned by the Keeley Silver Mines,' Ltd., has had its history recorded by C. W. Knight (1). Silver was first discovered in South Lorrain, in Woods' vein, on Keeley property, in 1907, and the Keeley mine has been described by Knight (2) and Bell (3). The total production to February 28th, 1930, has been 10,760,107 ounces of silver and 1,285. 434 pounds (weight) of cobalt.

"Quantitative information about the quality of metal balance results is often overlooked when making important plant production planning decisions. Not only is this common omission made in a context where many measurements taken in and around mineral processing plants carry significant errors, but it also conflicts with the AMIRA P754 Code of Practice for Metal Accounting. The fact that metal balances are typically published without any indication of data quality may give the wrong impression that the measurements are unquestionably accurate. While it is true that statistical data reconciliation can improve the confidence intervals of redundant variables, there is no data processing technique that brings them down to zero at a finite cost. In this paper, we review the entire data flow, starting from field instruments to metal accounting-based decision-making to show how measurement errors are transmuted into business risks associated with production planning. Necessary conditions for first exposing then quantifying such business risks are stated. Pitfalls to be avoided are also discussed. Finally, a simplified risk assessment and management procedure which considers the quality of metal balance results are applied to a polymetallic mineral processing plant. INTRODUCTION Each and every mineral processing plant has production reporting obligations. In this paper, we are concerned with metal accounting reports (Morrison, 2008) where saleable metal flows and inventories are estimated and published. These metal accounting reports are delivered to a variety of stakeholders who use them for internal management purposes (day-to-day plant production planning, plant operation optimisation, capital spending, etc.) as well as for external management (royalty settlements, tolling agreements, etc.). Hence, there should be no doubt that spotless metal accounting is instrumental to high-quality corporate governance (Gaylard et al., 2014) of mining and metallurgical companies. To this extent, one would have expected industry-endorsed standards to have emerged a long time ago. However, the lack of an accepted set of standard procedures for metallurgical accounting was explicitly recognized as an industry-wide problem only in August 2001 during an SAIMM workshop held in Cape Town, South Africa. Discussions that followed this workshop led to the initiation of the AMIRA Project P754, “Metal Accounting and Reconciliation”, in 2003."

The continuous improvement in aluminum industry over the last years has increased metal output at lower cost. The potlining plays an important role in this regard due to high cost involved and more recently in its environmental aspects. In order to increase potlife and thus minimize the aluminum cash cost, a systemic approach is needed, through investigating the main cathode failure mechanisms by using a pot autopsy as a powerful tool, and then making the necessary chances to achieve extended potlife. In addition, preheating and pot start-up may also damage the cathode if not performed with an appropriate technique or even if the lining materials are not specified correctly, among other factors. All these aspects will be presented and discussed in this paper. Increased potlife, especially now that the current is reaching values up to 300kA, will allow aluminum plants to match their goals more efficiently at lower costs.

The recovery of manganese from lower grade resources has been studied for a number of years. Of key importance of prior work, was the discovery that higher valent manganese resource can be readily leached with sulfurous acid. This eliminates the need for high temperature reduction roasting that is conventionally used in processing high grade material. High temperature roasting is energy intensive, emits a large amount of carbon dioxide, and would not be economical for processing lower grade material. While the prior work provides important information to extract manganese from lower grade resources, the production of unwanted by-products, and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems, which to this point preclude commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low cost, environmentally friendly manner. Emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted by-products.

With a worldwide growing population the demand for higher living standards, food and the development of new technology is rapidly rising. To allow for a continuous growth, larger quantities of minerals and raw materials are needed at a faster pace. Different methods have been developed to access or tap ore more quickly, such as improved drill and blast operations, mechanical mining methods using equipment such as roadheaders (RH), longwall miners and other technical equipment. Another possibility to access and develop mines faster is the use of a tunnel boring machine (TBM).The historical usage of TBMs is surprisingly long, but the opportunity for technology adoption by the majority of worldwide mining companies remains largely untapped. Dozens of full face TBMs have been used by mines around the world, including two that will begin operation soon in Australia. TBMs have been used to safely and rapidly gain access to the orebody, or to expand access to the orebody to increase output by running a TBM along the edge of the orebody for several kilometres. These machines have also been used for ventilation and for conveyor tunnels for ore removal. They have been used to quickly excavate long and winding declines giving access to an orebody at several levels in a short period of time.Tunnel boring technology can be used for mine declines, mine access tunnels and all sorts of different mine designs and set-ups. TBM technology simply needs to be adapted to the mine conditions and, if manufacturers are involved early on in the planning process for mine development, the operation can be very successful. In some cases, historically typical mine designs may need to be re-thought.One mine, the Stillwater Platinum mine in Nye, Montana, is currently employing its fourth TBM in 25 years. Two were used to create tunnels running alongside the orebody, rapidly expanding access to the orebody in many locations for increased output. Two were used to create parallel access tunnels to a mine expansion at the East Boulder orebody; one tunnel is for conveyor haulage and the other for vehicular access. TBMs have been employed successfully many times to rapidly drive vehicular decline tunnels to multiple mine levels, such as at the San Manuel – Magma Copper mine in the USA. While TBM technology may not seem to be optimal for every mine, these success stories show that the method can provide vast benefits for the right projects.Early use of TBMs in extremely hard rock metal mines, in the 1960s and 1970s, had limited success since performance was low. However there have been great improvements made over the years in the strength of rock which can be excavated by TBMs with high performance. Other important improvements involve the provision of a safe work environment, safely and rapidly supporting the rock and predicting geology ahead of the TBM.This paper will briefly note the more than 20 TBM mining projects and highlight some notable successes. It will then go on to give a status report on the two active TBM mining projects in Australia and the difference between a TBM operation versus other excavation methods such as drill and blast (D&B) or RH excavation.CITATION:Rauer, M, 2014. ORE production from the property of the Miami Copper Co. began early in 1911. Until 1925 this ore came from the so-called high-grade orebodies, which contained a little over 2 per cent. copper. This ore was mined by the following methods. 1. Top slicing after mining the peaks by square setting, which produced 4,524,347 tons, including ore from square setting. 2. Shrinkage stoping with sublevel caving of the pillars, which produced 2,230,577 tons. 3. Undercut caving with hand tramming, which, produced 15,427,672 tons. Estimating December tonnage, the total ore mined to the end of 1929 will amount to slightly more than 43,000,000 tons. The first method was described by E. G. Deane1 and the second by D. B. Scott,1 and the third, together with a general, description of the mine, by J. H. Hensley, Jr.1 The geology of the district has been worked out by. Dr. F. L. Ransome.2

The Geotechnical Engineering research group at James Cook University has been working closely with all the leading mines in Australia in the area of minefills. They have carried out substantial research and consulting work on the drainage and stress developments within hydraulic fills. The objective of this paper is to summarize their work during the past five years on hydraulic fills. The paper will serve as a one-stop reference, pointing to relevant literature including the authors? own publications, on various issues covering drainage and stress developments within hydraulic fills. More than 15 different hydraulic fills, representing five major mines in Australia, were studied. Their grain size distributions and placement characteristics including permeability, porosity and dry density were studied and comparisons were made with the limited in situ data available in the literature. Stress development within hydraulic fills has been studied to minimize the risk associated with barricades failure. FLAC and FLAC3D were used to model stress developments within the hydraulic fills and were compared against the approximate closed form solutions available in the literature. A laboratory model was developed to study arching effects within the hydraulic fills.

To restore ventilation and prevent the accumulation of explosive or toxic gases by quickly installing substitutes for stoppings blown down by an explosion. Approach Temporarily replace blown down stoppings with a parachute-shaped brattice which can be erected in minutes. How It Works The self-sealing brattice is secured to the roof, ribs and floor by anchoring its nylon edge strip at several points using extensible poles, shads, or available projections such as roof bolts. The air pressure in the entry pops open the chute of lightweight sailcloth, forcing it tightly against floor, roof and rib. See Figure 1. This emergency brattice has been tested at two locations in the Bureau's Experimental Mine at Bruceton, Pennsylvania. In a test last December, one MESA inspector wearing full rescue apparel (including self contained breathing apparatus) installed a self sealing brattice in an entry at the Bruceton Mine. Although he did not have any previous experience with the device, he easily erected it in slightly less than 10 minutes, using two extensible supports (pogo sticks). Research to improve and refine the self-sealing brattice is continuing.

There is a growing interest among transportation planners to make more use of the subsurface to preserve the landscape and make transportation more efficient and economical. At the present time, utilization of the underground for transportation facilities is severely restrained by the adverse environmental impact and high construction costs. However, recent studies performed by the United States Department of Transportation indicate that, in spite of such problems, the volume of underground construction has significantly increased during recent years and projections point to continuation of these trends(1). It is estimated that the total volume of transportation tunnel construction will exceed $4 billion in this decade. This level of Investment justifies a significant research program. Due to the common interest in transportation tunnels and to the similarities of problems encountered during their construction, the tunneling research activities of the Federal Highway Administration (FHWA) are closely coordinated with the programs other agencies of the U. S. Department of Transportation DOT); specifically, the Federal Railroad Administration (PRA) and the Urban mass Transportation Administration (UMTA). The FHWA is responsive to the particular needs of these agencies but will benefit from the research results obtained also. In 1971, the Office of Secretary, DOT, initiated plans for an overall coordination of the DOT, FICA, UMTA, and FHWA tunneling research activities. The objectives of this effort have been to reduce tunneling costs by 30% and to increase the rate of excavation by 200% within 10 years. This study is a continuation of previous work in which the responses of tall structures to close-in construction blasting at two rock excavation sites are evaluated. A total of eight buildings were instrumented to calculate blast-induced wall strains. Of these structures, five high-rise buildings measuring 166 ft (51 m) to 294 ft (90 m) in height (15 to 24 stories), were included for this study and compared with the results of previous studies that included one to three story residential structures and mid-rise structures (four to six stories). All five structures were built between 1908 and 1940 with interior walls comprising aged plaster. Three of the structures are designated Landmark, subject to a 0.5 in/s (12.7 mm/s) regulated peak particle velocity (PPV) limit. The regulated PPV limit for the two other structures was 2.0 in/s (50.8 mm/s). To date, a total of 450 close-in construction blasts have taken place over six months at the two adjacent projects, blasting three to six times per day at each site. Seismograph instrumentation included tri-axial geophones in the ground and bi-axial geophones (horizontal components only) mounted on structure exteriors at the corners closest to blasting. Peak global wall tensile strains were calculated from time-correlated differential structure displacements in two horizontal directions as measured by upper and lower geophones mounted near the roof and at street levels. Wall strains were correlated with ground excitations to establish a stiffness factor for each structure defined as the upper bound linear regression slope for strain as a function of ground displacement. In addition, a structure-specific regression best-fit function was established to relate horizontal components of displacement to velocity. These two functions were used to determine the maximum ground motion velocity for a desired limit placed on wall strain. A 25 ?-strain limit was suggested for both projects to protect interior plaster walls. To date, global wall strains have not exceeded 0.53 ?-strains (or 47 times the project limit) for peak particle velocities up to 3.49 in/s (88.6 mm/s). This demonstrates the low strain response of tall structures to ground velocities well above regulated limits. The stiffness factor computed for the most flexible high-rise building was 688 in-1 (17475 mm-1). In comparison, stiffness factors for the most flexible residential and mid-rise structures previously studied were 8651 in-1 (219735 mm-1) and 4387 in-1 (111430 mm-1), respectively. Based on a large number of measurements made at these study structures, the maximum horizontal ground velocity needed to achieve 25 ?-strains in walls ranged from 36 in/s (914 mm/s) to 192 in/s (4877 mm/s) because of the high stiffness of these buildings. Such high amplitudes of ground vibrations can never be safely achieved during close-in blasting in urban environments. These excessive values stand to show how unfounded the current limits of 0.5 in/s (12.7 mm/s) and 2.0 in/s (50.8 mm/s) are when applied to massive, tall structures. This study demonstrated that upper structure motions are highly attenuated from the lower (street-level) motions because of the long travel distances up the buildings. High-rise structures are far stiffer than mid-rise and residential structures and can withstand ground vibration amplitudes far greater than the currently enforced blasting limits in New York City.

In an effort to improve returns to shareholders, the Australian Mining Industry has consolidated considerably over the past decade or so. Technical services at mines have been re-structured, whilst those at corporate offices have been all but eliminated. A recent study of the role of the geologist in BM Alliance Coal Operations Pty Ltd (BMA), showed the adverse impact on the companyÆs performance due to a lack of geologists. With an education campaign, to demonstrate the contribution of geologists to the æbottom lineÆ and in increasing the options available to the company, the value of the geology role became better understood. The implications of the loss of invaluable corporate knowledge, when long serving geologists left the company, also became clear. Steps have since been taken to increase the numbers of company geologists, particularly on mine sites. In common with other sectors of the mining industry, the Australian coal industry is experiencing a critical shortage of experienced coal geologists, as companies have found in recent recruitment efforts. This is further evidence that the recommendations from the recent study by World Competitive Practices, commissioned by The Australasian Institute of Mining and Metallurgy, æRising to the ChallengeÆ have not been adopted. People, and the mineral resource base, are the assets from which mining companies gain a sustainable competitive advantage. Geologists, as the nexus between the resource base and people, are in a unique position to enhance the profitability of their companies. To maximise their contribution to the industry, and ensure that they receive due recognition, geologists must adopt a more commercial approach in their work and take a front foot stance in promoting their value to management. Geology is a core competency for all mining companies. The tendency for companies to outsource this function, to the detriment of the company geologist role, is not sustainable in the longer term. TodayÆs geologists need to work closely with management, technical and human resource professionals, universities and schools to ensure their significant value is well understood, and that the industry can attract, train and retain new recruits through the implementation of graduate programs and company career paths.

The reasons for choosing autogenous grinding for the new Warrego concentrator of Peko Mines N.L. are discussed and the ores to be treated in the concentrator are described. The mill was designed on the basis of pilot tests carried out at Cobar and the performance of the mill has been most satisfactory both in its metallurgical and mechanical aspects. An empirical technique has been developed to predict mill performance for change in feed rate or feed size and a mathematical model of the mill is being developed for simulation and control work. The weight and size distribution of the mill load was determined at one set of operating conditions for use in the mill model.

Increases in the price of gold starting about five years ago, and rapid fluctuations since then, have caused a substantial popular interest in the noble metal. Gold prospecting had been at low ebb since the end of World War II in most of the United states except for a flurry of activity in Nevada occasioned by the Carlin and Cortez discoveries. The last five years, however, have seen a great awakening of interest in gold exploration as well as an opportunity for education for many explorationists in the geology and other vagueries of gold deposits. The present writers have participated over the last few years in a search for gold deposits throughout the United States. This search was greatly influenced by the geologic studies of Dr. Wm. Spence at the Haile Gold Mine in South Carolina as reported in a companion paper. Spence's studies resulted in definition of a geologic model that has proven useful in a number of other geologic environments in the united states. These programs were all carried out under the auspices of Cyprus Mines Corporation and permission by Cyprus to present these results is gratefully acknowledged. The writers, however, reserve for themselves all responsibility for the results and conclusions. The exploration program to be described began in the southeastern United States. Spence's studies provided a reasonable basis for interpreting and understanding the geology of the Haile deposit and also provided a means for predicting additional occurrences. This concept was then expanded to other gold occurrences in the Piedmont and became an effective tool for evaluating other prospects. Finally it became evident that the concept could be applied in some western gold districts. The following discussion will then include descriptions of other Piedmont examples and a few western districts that also appear to fit the pattern.

IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.
