An environmental management system (EMS) is a key part of a company?s environmental stewardship. Procedures and practices to continually improve environmental performance can provide great benefits in operating the company. Managing site environmental quality data is a key component of this. An environmental data management system (EDMS) is an important element of the EMS for mining and other projects, providing project staff with the information that they need to make decisions that can have a significant impact on public health. Improvements in computers, data communications, and transfer formats have made it much easier to implement an integrated EDMS program for gathering, managing, selecting, and displaying data from the field and the lab. Software now lets users define sampling plans, create files for field data entry, and print Chains of Custody. Laptop and handheld computers facilitate field data entry and may provide automated communication back to the office. Most labs can now create usable electronic data deliverables. QC checks and limit comparisons can be largely automated. The result is organized data that can be efficiently used for reporting, graphing, and mapping, to better understand project issues.

IT is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel was the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 miles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in. one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. Ausmelt Top Submerged Lancing (TSL) Technology has gained widespread commercial acceptance in non-ferrous applications, including the processing of lead and zinc primary concentrates and secondary (post-consumer) materials. TSL is highly flexible and efficient, and is one of the few technologies which can process primary and secondary feeds, and use varying fuels, to deliver high recoveries and excellent environmental performance. With the recent high value of both lead and zinc, and an escalating awareness of the sustainable use of resources, focus on the processing of secondary feed material sources has surged. Ausmelt Technology has proven to be well suited to the economic recovery of values, with twenty-two (22) Ausmelt furnaces processing lead and zinc bearing feed sources now in operation, under design or construction. This paper describes Ausmelt's progress in the fields of lead and zinc processing, and developments in new processing areas such as EAF dust processing and linking to innovative hydrometallurgical technology. Ausmelt has recently committed to the Whyalla Zinc project as the owner/operator of a facility for the treatment of zinc bearing secondary feeds. This project is due for start up in the first quarter of 2008.

Questionnaires were sent to 12 underground metalliferous mines in Queensland to enquire how these mines control diesel emissions from mobile diesel engines used underground. Where responses or controls were absent, discussion has been provided. A significant finding concerns secondary ventilation design rates. Some mines were designing ventilation rates to meet the superseded Mines Regulation Act of 1989 which required 0.04 m3/s/kW. The current Queensland Mining and Quarrying Safety and Health Regulation (2001) is risk based. In line with other jurisdictions, including New South Wales (NSW) and most Provinces in Canada, a minimum ventilation rate of 0.06 m3/s/kW is acceptable. However, this design ventilation rate will vary in practice depending on the diesel engines and controls. Dedicated ventilation engineers and technicians should be appointed to evaluate the effectiveness of the ventilation system. Personal exposure monitoring is required to confirm that exposure standards are not being exceeded. The primary control practice should be to reduce the emission at source. This can be ensured by purchasing low emission (Tier 2, Tier 3) equipment. In addition, the use of ultra low sulfur fuel (et al, 2002). Diesel fuel with a low aromatic content such as Eromanga diesel fuel will also mean employees are exposed to lower levels of poly-cyclic aromatic hydrocarbons. These controls should be carried out in parallel with good maintenance practices. Preventative maintenance should be programmed and emissions be routinely tested, including both gaseous and particulate pollutants and compared against defined criteria. According to McGinn, 2002, there are a number of fundamental tools necessary to carry out preventative maintenance. These are outlined in maintenance guidelines and best practices for diesel engines in underground mining produced for the Diesel Emissions Evaluation Program (DEEP). An effective diesel emission management system needs to be fully integrated within the Safety and Health Management System. These requirements are further discussed in this paper.

A typical high silica low grade magnesite from the Salem area of Southern India, was used in studies to develop a suitable flotation system involving commercially inexpensive sodium oleate as the collector together with other reagents which can give a product of the required grade with an acceptable recovery. It was found that the presence of metallic ions such as Cu+, Fe+++ or Ca++ introduced by the addition of their salts, or by their formation with the addition of hydrochloric acid to react with magnesium and calcium carbonate in the me, can act as effective depressants for silica. The addition of 'hydrochloric acid' was found to give best results.

The mineral wealth of pre-Cambrian rocks in Canada has been the subject of much study by geologists and engineers (members of this Institute), particularly so in the past few years, following discoveries of mineral deposits in areas far a part. This interest is well worth sustaining knowing the numerous rich producing mines within the pre-Cambrian formations, and the vast area covered by its rocks throughout this country. The pre-Cambrian has yielded minerals, both metallic and non-metallic; of these a much diversified list could be made. In more than one district we can point to mining as being responsible for the opening up of new sections, attracting a population into regions which otherwise would have remained virgin land of little commercial value. In these pre-Cambrian formations are found the rich copper deposits of Michigan, producing without interruption since 1845, and from which seven billion pounds of copper has been won; while in Minnesota and the adjoining district, at the head of Lake Superior, are mined iron ores which have rendered possible the great steel manufacturing industry of United States, the base of the economic structure of that wealthy country. The pre-Cambrian has given Canada the nickel-copper mines of the Sudbury district, the silver deposits of Cobalt and the gold camps of Porcupine and Kirkland Lake. With all of these our members are familiar; and it suffices to mention them to bring to mind pictures of the wealth and 'the growing population, in a word the importance of mining in?those sections of the country.

T e mechanization of industry to reduce labor costs and to improve product quality is affecting he scale industry as it has affected many other industries. With increased emphasis on higher production rates many operators are experiencing difficulty in overcoming production problems where weight is a factor. Unfortunately, the scale industry has not shown the development over the last twenty-five years that other instrument industries have. For centuries the balance scale has been the standard and the workhorse of most weighing operations. In recent years considerable effort has been applied to designs to make balance scales more acceptable to industries employing automatic or semi-automatic processes. For the most part the designers have not attempted to replace the basic scale but toautomate functions of material handling and human judgement. Modern dump scales, for example, will accept material from a conveyor until a preset amount of material is on the scale, At this time the scale turns off the conveyor, dumps the load of material and repeats the operation with any desired timing. These improvements have helped industry. Even the scale observer has been replaced with devices which observe the scale reading and operate on weighed objects according to their weights. In spite of' the application of automation to the material handling, the balance scale has not been completely satisfactory. One reason for this is fairly evident when one considers the construction of the scales. Inherently, they are slow devices because of the inertia of the beams. The beam scale, primarily a static measuring device, is at the best limited to slow dynamic measurements.

This Bureau of Mines report analyzes data on the physical properties of quartzite rock from the Crescent mine, Coeur d?Alene mining district, Kellogg, Idaho, to demonstrate the use of multivariate techniques. After regression, factor, component, cluster, and discriminant analyses are discussed, these techniques are applied to the Crescent mine data. Three appendixes contain some of the required mathematical and statistical detail plus heuristic examples of three multivariate techniques --component, cluster, and discriminant analysis.

This volume describes a comprehensive program of research into the reliability of mine electrical power system components and the resultant reliability of the total system. The research effort encompassed analytical models, laboratory testing and field testing. The analytical work included definition of terms, fail rate functions and distributions, failure rate estimation and techniques and procedures for theoretical reliability assessment. One of the primary mine power system components addressed in the study was the ac molded case circuit breaker. This device is known to have low reliability and hence an unfavorable impact on mine safety and productivity. Ac molded case circuit breaker reliability was studied by analytical means, laboratory testing and field monitoring. A similar three-pronged' effort was made to study the reliability of undervoltage relays/releases. Particular emphasis was placed on new solid state undervoltage relays. The reliability of bulk power components, such as trailing cab les, motors, control gear, and other equipment, was assessed by gathering maintenance records from active mines. These data were compared to similar records from other industries. The work was extended to include the reliability, availability, maintainability and safety of these components.

Bolting solutions traditionally offered only wet drilling or dry drilling options; each with advantages and disadvantages. Joy Mining Machinery has developed a Mist Drilling System that incorporates the best of both types of drilling. Compared to wet drilling, mist drilling offers as much as a 90% reduction in water use. As a result, floor and roof conditions are tremendously improved. This offers a safer and more comfortable work environment for operators. Mist drilling can offer a significant reduction in noise levels compared to dry drilling and in recent trials, bit life has been greatly improved. Holes are cleaner and operators experience less exposure to respirable dust.

Tables showing world trade in metallic mineral raw materials during the years 1953 through 1957 have been prepared for the following twenty-one commodities: alumina, aluminum, bauxite, chromite, copper concentrates, partly refined and fully refined copper metal, iron ore, pig iron, iron and steel (simple shapes), lead concentrates, lead metal, manganese ore, mercury metal, nickel ore, concentrates, and matte, nickel metal, raw pyrites, sintered pyrites, tin concentrates, tin metal, zinc concentrates, and zinc metal. In each instance, the amounts given by the importing country were used except when statistics from the importing nation were lacking, incomplete, or misleading. To show the considerable divergence between importing and exporting country totals for the same years, the complete mercury table is given and, in parallel columns, shows the comparable tonnages of importers and exporters. Tables for the other twenty commodities are presented in summary form. The data of the concentrate tables are used with those of the corresponding metals as a basis for a discussion of trade in concentrates versus trade in metals. The data of all twenty-one tables provide the basis for testing the thirteen rules governing international trade in metal raw materials which I first published in Mining Engineering for July 1955. Because the 1953 through 1957 data are far more complete and considerably more extensive than those on which the 1955 rules were based, it was found possible to deduce five additional rules and to modify three of the original thirteen appreciably. The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. The profitability of individual ore blocks can be classed as clearly profitable, clearly not profitable, and those in between which are by nature quite sensitive to their major cost and revenue drivers. It is often the case that the most effort goes into the least profitable ore blocks to ensure that these will in fact not generate a loss. In these cases a cut-off grade policy is often not sufficiently live to separate individual sources given the volatility of financial markets and individual circumstances of some sources particularly in remnant operations such as Mount Isa MinesÆ Lead Mine. Standard sensitivity analysis can determine which factors stope profitability is most sensitive to. However, this does not usually indicate the likelihood of any input change, nor the combined effect of multiple inputs changing. The author attempted to modify the Lead Stream financial model that determines cash margin by inserting probability distribution functions and then using Monte Carlo simulations to determine the probability of any particular ore block making a profit. This effectively demonstrates the combined effect of varying a number of inputs simultaneously to provide a probability of making a profit. The limitations of this analysis lie in the accuracy that individual probability distributions can be specified. Attempts to generate valid functions from first principles have proved difficult for a number of reasons and these are discussed along with some practical alternatives.

Developing a robust energy and sustainability strategy.

Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

APPENDIX C - HOISTING SYSTEMS - AVAILABLE EQUIPMENT C 1 - Introduction A survey has been made of available hoisting equipment which has applications for use in metal and non-metal mine emergency escape hoist systems. The information was gathered from a number of sources, including representatives in the USBM and MESA, mine operators, personal visits and telephone interviews with manufacturers, field visits to inspect equipment, advertisements, catalogues and indices of manufacturers. Wherever possible, technical specifications and prices were checked out with the manufacturer, or supplier. The sections on individual sub-systems and components, such as automatic control systems, winches and controls, are not intended to be all encompassing surveys. Rather a reasonable number of representative units in each category are discussed. The sample is large enough to provide a general picture of the kind of equipment available, including the abilities and limitations and a reasonable price range. Strips of AA6111 automotive alloy were cast on a horizontal single belt strip casting simulator, Pure copper and carbon steels substrates plasma sprayed with different coatings for improving the strip surface quality, were used as chill moulds, Experimental studies revealed that a graphite coating provided the greatest benefit in achieving good surface quality. The interfacial heat fluxes during solidification of AA6111 strip were calculated by the IHCP method (Inverse Heat Conduction Problem). Temperature variations and cooling rates within the strips were then calculated through numerical simulations based on the time-dependent heat fluxes obtained by IHCP, The effects of casting parameters, including casting temperature and strip thickness, on interfacial heat fluxes, cooling rates and microstructures, were investigated, Although the maximum interfacial heat fluxes on the chill copper substrate were much higher than the results obtained from the steel substrates, the solidification times of the melts were mainly determined by strip thickness. Very fine equi-axed grains were obtained for both 1.2mm and 2.5mm thick strips thanks to the rapid extraction of heat, and effective grain refinement.

Various light sources were evaluated for use in a fiber optic lighting system for mining machines. It was determined that a metal halide arc lamp was best because of its resistance to damage from shock and vibration and the high luminance of the arc. Measurements were made of the percent transmission of the ½ inch thick glass window and the fiber bundles, the total lumen output of the diffuser assembly with a known input and of the average surface luminance of the diffuser assembly. These data were then used to calculate the theoretical output of the system given an estimated input from the source. A prototype 55 watt, single-ended metal halide source was then developed. In order to provide greater efficacy and higher throughput through the fiber optic cables, a variation of the lamp with thallium iodide added to the fill was developed. The lamp was modified and a ballast was developed to allow it to hot restrike.

Artisanal and small-scale mining (ASM) operations continue to grow across sub-Saharan Africa and serve as a source of livelihood to many rural communities. Owing to safety, health, environmental, and social concerns, the occupation has been regarded as a menace in several sub-Sahara African countries. Recent studies in the field of ASM prescribe formalization as a way to tame its excesses while enhancing its potential. This paper explores the concept of formalization as it relates to ASM and how it is being affected by the funding situation. The paper seeks to address the question as to whether formalization of artisanal mining operations can achieve the desired results in view of the lingering credit constraints in this mining subsector. It is recommended that, as a way of extending the scope of formalization, focus should be placed not only on access to credit in ASM but also towards optimizing the creditworthiness of ASM firms, with the goal of improving the viability of the operations.

Narrow veins are an important world-wide source of silver, tin, uranium and particularly gold. To potential ?nanciers, this style of mineralization is viewed as high risk because of the often relatively small resource involved and high cost of estimation. In many cases diamond core drilling will not enable resource estimation beyond the inferred and indicated categories. Exploratory under-ground development is required to de?ne measured resources. The de?nition of geological and grade continuity are major factors in narrow vein assessment. A measured resource must be based on strong geological and grade continuities. Narrow veins, generally less than 3 m wide, are complex geological phenomena, which commonly display unpredictable geometry and grade distribution. Variations in structural continuity, dip, strike, width, mineralogy and speci?c gravity are common. Veins may be composite, with ore-grade mineralization restricted to a speci?c structural domain. Branches, intersections and braided zones are common features. Potentially high-grade zones are often localized within ore shoots, which are surrounded by barren/low-grade regions. Resources must be determined as closely as possible to reality and re?ect the distribution of the commodity in the rock. Estimation has three main requirements: (1) geological study to determine orebody nature;(2) estimation of tonnage and grade, and (3) the presentation of this information using a classi?cation that is clear, unambiguous and bankable. Estimation methods employed are either classical or geostatistical; however, classical methods are often used because of the dif?culties in applying geo-statistics. Grades generally show a strong positively skewed distribution testifying the presence of high-grade values. Problems exist in the applicability of cutting outlier values risking over- or under-estimation of grade. It is generally believed that where resource estimates are in error, poor geological control is usually the cause. Overestimation can lead to the closure of a mine through lost revenue and capital. An understated estimate can result in an opportunity missed for pro?t and/or greater economies of scale. De?nition of reserves involves the consideration of economic and engineering data, to decide which part of the resource is economically mineable. Geology plays a similarly important role at this stage in the assessment of likely mining method, dilution, recovery etc. Throughout resource/reserve estimation, it is crucial that the amount and quality of the data and the geologist’s experience are relevant. The impact of geological understanding on estimation is often undervalued or assumed to be of lesser importance than ?nding grades and tonnages. This paper discusses the geology of narrow vein deposits and the importance of geology in their evaluation.
