The historical progression in installed electric furnace smelting capacity of some 1650 calcium, chromium, manganese, nickel and silicon ferro-alloys furnaces is reviewed. Key increases in the inherent installed electrical capacity, often achieved through uprating furnaces, are identified. Possible factors facilitating such advances are explored, including: specific process engineering and pyrometallurgical enhancements (e.g., improved control over the consistency, size and chemical form of raw materials, extents of preheating and pre-reduction delivered into the furnace; and patterns of feed distribution); furnace electrical configuration (AC or DC; immersed, submerged-, shielded- or open-arc); form of electrode (graphite, self-baking or composite); furnace configuration (circular or rectangular; closed or open and 1-, 3- or 6- electrodes); better engineering and equipment designs (e.g., high-intensity cooling) and state of furnace electrical and metallurgical control systems. A view is presented on the prevailing state of evolution of the Mega-scale in ferro-alloy smelting and opportunities for still further improvements.

In presenting this paper may I preface my remarks by recognizing the presence here to-day of the many delegates from the overseas mining communities throughout the world. That is to say - those delegates not representative of Companies resident in Australia. This does not mean that my comments following are directed solely to the Australian exporter - far from it. The Company which I represent is internationally based. The experiences we have had in dealing and negotiating with our good friends the mineral cargo shippers vary very little in any operational area. However for the purposes of this exercise this address is based on some of our experiences within the Australian trade scene with the emphasis on the fact that we believe it has application to all trading areas.

YEAR after year, the kaolin industry of the United States has been setting new production records and making better products. High-grade paper, pottery, and rubber clays are produced in this country mostly in the South. Georgia alone contributes over 70 pct and South Carolina almost 20 pct of the total domestic output. Residual kaolin is mined in North Carolina, highly plastic but naturally sandy Tertiary (Eocene) potting clays are worked in north central Florida, and good white clays are produced in several other states, but the main sources of kaolin or china clay have been numerous deposits in the Tuscaloosa (Upper Cretaceous) formation. This formation of generally sandy sediments is called the Middendorf member in older geologic reports and corresponds in age with some of the New Jersey clays. As shown in fig. 1, it crops out almost continuously in a generally southwesterly direction across South Carolina and Georgia and into Alabama. Clay is mined from this formation in all three states but the principal producing centers lie within about 10 miles of a straight line drawn between Aiken, S. C., and a point about 10 miles south of Macon, Ga. The white kaolins of the South were recognized and used prior to the Civil War but suitable treatment processes were not introduced until World War I when imports, chiefly from England, were curtailed. Although imports of high-grade clays were resumed after 1918, the domestic industry managed to treble its prewar production record during the early 1920's and has continued to grow. Whereas the 1909 to 1913 average total production in the United States was only 132,104 short tons valued at $705,352 f.O.b. mines, the output in 1948 was 1,-568,848 tons worth $19,756,738. Paradoxically, it seems in retrospect that the early failure of the American industry to meet foreign competition was due to the superior quality of our sedimentary clays in their natural state. Kaolin, of course, is the principal decomposition product of feldspars which originate in acidic igneous rocks such as granite, aplite, alaskite, granodiorite, quartz porphyry, etc. English china clays occur in residual deposits and before they can be marketed they have to be treated to remove accompanying quartz, mica, and other impurities. Notwithstanding the relatively crude methods employed, the final product is a beneficiated clay which is subject to a certain amount of technical control as to quality and uniformity. Although the naturally concentrated deposits in Georgia and South Carolina contain some of the finest crude white kaolin in the world, even it can be made better by suitable treatment. In recent years well over half of the high-grade china clay produced in the United States has been used in making paper. Some qualities of paper clays are still produced by the dry process, or air flotation, but the paper industry's specifications have grown so exacting that wet processing was adopted and more refined methods had to be perfected. Notwithstanding notable advances in clay-preparation technology during the past decade, or possibly because these advances have implemented and encouraged technologic changes in consuming industries, demand has grown for products of higher uniform quality than can be obtained from even the best natural deposits without rigidly controlled fractionation. Largely as a result of the wide adoption of machine coating for paper, the clay industry has been obliged not merely to eliminate virtually all mineral impurities but also to segregate the clay substance itself into narrow particle-size ranges. By extraordinary coordination of sales effort and production technology, several Georgia companies manage to market a wide variety of specialized joint products but the commercial success of many producers depends upon their mining only the best parts of their deposits and then skimming the cream of this almost pure clay in order to obtain a maximum yield of kaolinite finer than about 2 microns in maximum particle size and possessing low viscosity as well as the more familiar attributes of suitable color and brightness, or reflectance. Fire is always a serious-menace, whether in a residential or in an industrial region; in wartime it is particularly damaging in an industrial plant. The mining industry is especially vulnerable, as its plants are generally more or less isolated front centers of population and do not have access to modern fire-fighting equipment; moreover, owing to the transitory rapture of most mines, their surface structures; are often relatively flimsy and flammable.. Trained firemen seldom are available at or near mining plants to teach the fundamentals of fire-fighting to local fire brigades, with the result that efficiency in combating actual fires is lacking. Often the attitude "it can't happen here" is held by the management of a mining property, unless the plant has suffered a serious fire; even then lapse of time is very likely to induce forgetfulness as to the possible hazards. The necessity for producing metals for the prosecution of this war has increased management's responsibility. Whereas heretofore the loss of a plant or mill by fire meant merely monetary less to the stockholder of the company, now the national interest is affected, in that the nation suffers from loss of production of minerals indispensable for war purposes.

This Bureau of Mines report describes the Human Factors in Mining Search System (HFMSS), a computerized information retrieval system that provides relevant human factors information from journal articles, research reports, seminars, conferences, etc. in terms of 19 mining-related categories. It is the only existing data base that stresses all of the areas of human factors as applied to mining. Examples of these categories are biomechanics and work physiology, human error and human reliability, work design and task analysis, manual materials handling and back injuries, hand tools, organizational and management practices, psychological factors, and training. Although the emphasis is on literature dealing directly with mining, applicable material from other areas of research is included for those categories in which little research has been done in mining. Each record in HFMSS can be recalled by any field such as title, author, date, source, descriptive terms or key words, as well as by any words found in an abstract that describes the purpose, procedure, and results of the research. This report describes HFMSS fields and subject categories, the annotated bibliography, user's manual, and thesaurus of key words. Example printouts in both brief and full formats are included as an appendix.

This paper discusses the author?s work identifying international law norms of consultation with indigenous communities and poses a potentially counterintuitive argument that corporate stakeholders? interactions with indigenous communities may have effects on the content of those norms. The claim is counterintuitive because the international law of pertinence is customary international law, which arises from consistent state practice and opinio juris (a belief by states that they are acting in a way they are legally bound to do so). Customary international law traditionally has no reference to corporate conduct per se. The paper first surveys several sources on developing international law on consultation obligations. Then it references the impact these norms can have on corporate stakeholders in industries like mining. Then, it poses an argument as to an economic ratcheting effect that can occur through various agreements between corporate stakeholders and indigenous communities that then feeds through into international law via several mechanisms. The consequences for mining companies are diverse and include the possibility that conduct by one company can have longer-term implications for the obligations of other companies and, indeed, of states. The effects will differ in the context of different competitive environments and may actually have effects on the economics of different competitive models.

This second progress report of grinding presents comments regarding ball consumption and data pertaining to the hydroscillator, which is closed circuited with the tricone mill. A study and postulate of how balls function is presented. The paper summarizes cost reduction obtained by the method of "grinding for the tail race" rather than for "mesh tons." AT the Regional meeting in Columbus, Ohio, in September 1949, the authors presented a progress report of the first year's operation with a Hardinge tricone mill in closed circuit with a Dorr hydroscillator. The present report covers our findings on this grinding circuit to January, 1950. In order to clarify our position, the authors wish to state that no invention or discovery is claimed. The Tennessee grinding circuit is simply an engineered arrangement of known equipment arranged to incorporate all of the recognized efficiency factors of comminution as they are known today. As we concluded our first report, it was not clear how effective the Tennessee mode of operation would be on harder ores. The only information we had at that time was that the Bond grindability test at 48-mesh gave 6.04 g of undersize per revolution. A later test on the same sample at 100-mesh reduced this to 2.04 g, which is definitely in the harder ore class, and which makes the reported 8.80 kw-hr per ton of —200-mesh produced a very creditable figure. Hydroscillator Operation The machine as now developed has proved dependable and easy to operate. It starts easily under full load and responds quickly to operating adjustments. The hydraulic holes in the oscillating plate do not plug when shut down under full load. Absolutely clean hydraulic water is essential. An Elliott water screen or similar device should be an essential part of the machine to keep all scale and trash of all kinds from the hydraulic compartment. The shift operators have expressed approval of the machine. In table I we show a typical screen analysis of the hydroscillator rake sand as compared to conventional classifier rake sand on our ore. We have previously reported that of the 28.7 pct reduction in power, the hydroscillator contributed 6 pct, on a —200-mesh basis. This is a conservative figure. Some of our test runs indicated that the saving was as high as 10 pct. Laboratory studies by the Dorr Co. engineers indicate that still greater efficiency is possible. Nevertheless, the 10-ft plate is overflowing 2100 tons per day at 3 to 4 pct + 65-mesh, which is a very creditable performance by

"The benefits of modern technology can readily be identified with energy availability. A clear correlation has been established between per-capita energy consumption and the GNP for various nations. The United States is an outstanding example of a nation which has benefited from vast energy reserves. The nation is now challenged, how¬ever, by dwindling reserves and the need to develop new sources consistent with the preservation of environmental quality. The development of new, virtually inexhaustible and environmentally acceptable sources cannot be expected for several decades. Meanwhile, we will have to depend on coal, nuclear energy and/or rigorous conservation measures.The net effect of environmental considerations has been to delay and perhaps ultimately eliminate the nuclear energy option as a national energy alternative. This forces a more positive move toward coal as the next major source of electrical power. Our coal resources are large, but the use and production of coal is also a threat to the environment. Thus, we seem to be moving from one major accessible source to another due to environmental concern only to face the probability that the alternative is also environ¬mentally unacceptable.Controversies revolving about energy choices must be resolved by an analysis of the relative benefits and impacts of these two sources and others. The pattern of changing energy sources is not new. We have moved from wood to coal to oil and gas in the past and must learn to adapt in the future. Rational decisions must be made relative to the utilization of intermediate energy sources pending development of promising future approaches. A collapse of current levels of energy supply could threaten our technological society and the means to develop a new energy base."

"What affects and influences one’s perspective of the mining and metallurgical industries?One’s perspective of the industry we work in changes over time as a function of our experience as well as from the interaction we have with colleagues locally and probably even more so with those internationally. Furthermore, the ever-changing environment continues to impact the context in which one sees things. Living mostly in South Africa through its changes in the past fi fty years but also having the opportunity to travel extensively and work on projects abroad adds an invaluable richness to this more global perspective. One of the greatest challenges is how best to use this experience to endeavour to support the many potential opportunities in southern as well as sub-Saharan Africa. However, one has also to face the realities of how the best interests of the country and its peoples are sadly often not well served for various unfortunate reasons. Investment, education, regional stability, and good governance are some of the most critical considerations for the prosperity and survival of the region.The mining and metallurgical industry in southern and sub-Saharan Africa changed significantly during the post-colonial and apartheid eras as a result of global and regional developments that have impacted the ownership of businesses, the technologies used, and products produced in a manner that was not envisaged even fi fty years ago. Southern Africa’s mining and metallurgical industry has progressed from one based mostly on diamonds and gold in the late 19th century to a much more diverse one that involves the production of a variety of other precious, base, and ferrous metals and minerals as well as coal and industrial minerals. The infrastructure and manufacturing capacity was largely developed to meet the needs of this industry during its growth phases, but even though the dynamics have changed there is still a need for more efficient and effective support systems in the region."

A new horizontal borehole packer for use in coal beds has been developed. This packer utilizes a principal of operation which has not previously been used. The resulting packer is less costly to purchase, can be easily repaired in the field with inexpensive expendable parts. This report describes the development and testing of the new packer and the evaluation of commercially available packers.

The European industrial minerals industry and its markets are largely self-sufficient. The companies who are members of the Industrial Minerals Association (IMA-Europe) number around 150 contributing 5 billion Euros to the EU?s GDP and range in size from global publicly quoted corporations to small family owned private companies. Their means and capability to implement sustainable development vary considerably. However the leading companies provide an excellent set of best practices, which IMA as a trade association with recognised core competencies in the field of sustainable development is ideally placed to promulgate throughout its membership. As an active participant in the EU Voluntary Scheme for SDI reporting IMA is not only working to increase the level of response to the SDI questionnaire but is also developing with its members a new sustainable development charter which its members will voluntarily adopt as a guiding principle for their implementation of sustainable development This work will be a consultative process involving all IMA?s section members as well as other trade associations, NGOs and MEPs. Public awareness of the benefits of minerals and their contribution to sustainable development has been raised by IMA?s awareness campaign now being followed by a more targeted programme aimed at MEPs. Further work in the future will consider product stewardship and life-cycle analysis. IMA is already positioning itself with the help of its members to assimilate the minerals industry of the accession territories in the sustainable development process.

Previous studies and research efforts have shown that noise-induced hearing loss (NIHL) is a problem in the U.S. mining industry. This is especially true in surface and underground coal and stone mining where large, noisy equipment predominate. Workers in coal preparation and stone processing plants have also been found to be subject to high sound levels that could potentially cause NIHL over prolonged periods of exposure. National Institute for Occupational Safety and Health (NIOSH) researchers have been conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry to estimate the potential for NIHL within the mining community. One commodity recently surveyed was the extraction of sand and gravel from surface pits and by river dredging. Little is known about the noise environment and worker exposures in these environments, where processing and mining equipment similar to coal and stone are employed. To address the potential for NIHL in the sand and gravel industry, sound levels on and around the dredges and processing equipment were recorded to identify areas of high noise levels. Full-shift worker dosimetry, in conjunction with task observations, was documented to determine the relationship between exposure and source. This paper presents research examining noise on dredges, in several surface mine sand and gravel operations and in the processing facilities. The locations where workers are likely to be overexposed and were found to be most susceptible to noise overexposures are reported. Results indicate that there are areas on the dredges (crane, suction pumps, and diesel engines) where sound levels greater than 90 dB(A) are present. In addition, crushers and screens used in the processing of the sand and gravel also generate sound levels greater than 90 dB(A). Although no surveyed worker exceeded the Mine Safety and Health Administration (MSHA) Permissible Exposure Level (PEL) of 90 dB(A) TWA8, laborers, mechanics, oilers, helpers, pickers, and greasers are the workers likely to be exposed to hazardous sound levels and thus develop NIHL over time. Knowledge of the equipment noise, area sound levels, and worker dose levels is information that management and employees can use to reduce exposures. Exposures can be reduced in certain areas through administrative controls and through engineering controls applied to the noisiest equipment.

Greenhouse gas (GHG) emissions from primary mineral and metal production account for ~10% of global GHG emissions. One of the main sources of GHG emissions in mining operations is fuel consumption by haul trucks. Given their size and carrying capacity, the fuel consumption of haul trucks can approach 250 liters per hour. An average of 30% of the idle time of the trucks is spent while waiting in the queue. Inefficient truck dispatch planning can waste resources, cause dilution and elevate GHG emissions. In this research, a machine learning based truck dispatch approach was developed to dynamically route the haul trucks based on the loaded material, the road traffic, the estimated wait time, and the maintenance needs of the trucks. The GHG reduction potential of this smart fleet management approach was estimated by calculating and comparing the related carbon emissions versus scenarios using traditional fleet allocation approaches. Results suggest that this dynamic fleet allocation approach can significantly reduce GHG emissions at mineral production sites by optimizing waiting times and the overall distance travelled while achieving the same production levels.

The current moment experienced by the mineral industry is marked by a series of economic, social and environmental challenges. Among the main challenges, it is important to highlight the decreasing in ore grades with the gradual depletion of the existing deposits, the high volatility in international commodity prices and the operational inefficiencies in the mine, beneficiation, and metallurgical plants. In this context, mining companies are continuously looking for alternatives that minimize production costs and maximize overall production. In addition, recent tragedies involving tailings dam collapses in Brazil, reinforced the need for a more responsible, sustainable, and conscious mining, such as aiming the preservation and rehabilitation of the land environment. In this scenario, the Sensor-Based Sorting (SBS) technology is currently getting more space into the mining market. This separation technology aims the removal of gangue material in coarse particle size fractions, prior to comminution and concentration stages. As a consequence, the technology allows a smaller consumption of energy, water, chemical reagents and other inputs. Moreover, the sensor-based sorting is a dry processing technology and favors the reduction of fine material to be sent to the tailings. The aim of this paper is to provide information regarding the technical and economical evaluation of SBS technology applicability to a zinc silicate mining in Brazil. The project evaluation was performed in two stages: laboratory test work and the execution of a pilot plant. The execution of a pilot plant allowed the technology optimization, quantification of downstream process effects, such as a proper economic evaluation about the technology benefits.
