Few factors have had more influence in maintaining the strength and stability of the United States than our persistent habit of providing .checks and balances to the dynamic powers of free enterprise on the one hand and to the controls and guidance exercised by the State on the other. .Indeed, it is this same concern for matching forces against each other that has given our republic its ability -to preserve a democratic basis of life for its citizens, and yet maintain a ,government that is able to protect the rights of all and to resist and minimize the danger of excessive concentration of authority. Our current efforts to clarify the nation's mineral policies and to define more clearly the role that the governmental agencies should play in conjunction with the functions of private -enterprise again reveal the desirability and advantages of maintaining our traditional controls. At times, the equilibrium has been temporarily disturbed by too great enthusiasm for one or the other of these basic concepts. Sooner or later, however, the balance has been restored by the healthy opposition that is always created by excesses of one sort. At the current stage in our history, the swing toward undue enlargement of the powers of the State seems to have gone dangerously far and we would be untrue 'to our traditional behavior if the group that must demonstrate the virtues of free enterprise did not rally to its support with the utmost earnestness.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

An examination of the statistics of the world phosphate fertilizer industry since 1980 reveals an increasing tendency for fertilizer manufacturing activity to concentrate in phosphate rock mining areas. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping more valuable finished fertilizers will always be resolved in favor of the latter if cost considerations control the decision. The historical existence of substantial phosphate fertilizer manufacturing capacity oriented toward fertilizer-consuming activities and dependent on imported phosphate rock shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent these changes are. These questions are the subject of this investigation.

Increased Cu grades due to chalcopyrite-rich ore from The Doe Run Company's new Casteel Mine prompted a program to increase Cu recovery. Preliminary tests indicated that prohibitive quantities of FeS2 float with chalcopyrite. Point counting of mill stream samples showed that locking was not a major problem, although grinding to finer particle size enhanced the floatability of both chalcopyrite and marcasite. Backscattered electron images and microprobe analyses of FeSz minerals revealed the presence of Pb which appears to occur as solid solution in marcasite, and as a sub-micron particulate Pb phase in pyrite.

It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr's Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.

"The purpose of grinding circuits is to produce a particle size distribution that has as much as possible the wanted particle size class. In practise, however, the production of the wanted size class is not at all as simple as it sounds. In the case of industrial minerals for example the end user may give very tight specifications for the particle size distribution and for the chemical composition of the product. This leads in many cases to a very demanding grinding process, if we want to reach and maintain these specifications. In other words, the required size distribution is not necessary the best possible for the chemical composition.Screen models aim to predict the size distribution and flow of the products when a feed size distribution, feed tonnage, and grade efficiency curve are known. The approach used in this study was to select the most suitable empirical model for classification. Suitability of the existing models has been evaluated and accuracy compared. The tests showed that best grade efficiency model was the Rosin-Rammler model.The performance of a screen was evaluated in order to minimize the amount of fine material in the screen overflow. The experiments were carried out using Derrick single-deck screen, first alone with recycling and then in the closed circuit with a rod mill using two different scales. The separate screen tests showed the expected behaviour of the grade efficiency curves. In the pilot tests the Leonard screen efficiencies stayed almost constant. This suggests that the screen works better in a milling circuit. However the loading of the screen turned the product of the mill coarser that helped screening. The grade efficiencies obtained from the pilot tests had the same general shape. The regression analysis of the pilot test runs did not give an acceptable correlation for the parameters. This suggests that pilot tests cannot be directly used to scale or to optimise industrial milling circuits. However they can be used to predict the trends of behaviour of an industrial circuit."

Working safely means working cost-effectively. Every "dangerous occurrence" and - even more so - every industrial accident causes disruptions in the planned course of construction. Besides moral and legal obligations, economic aspects are therefore also factors motivating increased efforts towards optimal prevention: improvements in work safety and protection of health are wise investments! Ever since its earliest days, the European Federation of Foundation Contractors (EFFC) has made this subject one of its key objectives and therefore set up a Safety + Environmental Working Group, in which experts from the member organisations exchange national experience and develop proposals for "best practices". The paper presents current developments and results from the work of the S+E WG with particular reference to the project "Ideas for Safety Improvement".

The election of Donald Trump and the Brexit referendum herald a shift towards a tighter definition of economic value, at the expense of the broader value concept of sustainable development; as well as a rise of protectionism, reversing a long-term trend of globalisation. However, the situation is complex, especially over the longer term in which mine project development and exploration operates. The minerals sector should proceed with caution. A greater focus on the local impacts of mining may be strategically beneficial, not only to mitigate against a potential protectionist future, but also because sustainable development has become more ‘localist’ via the concept of ‘social licence to operate’, whilst globalisation also seems to provoke increased ‘localist’ sentiments (known as ‘glocalism’). Localist strategies, therefore, seem a good hedge against multiple political futures. By contrast, moving away from sustainable development appears strategically riskier. Not only are ‘unsustainable’ activities, such as pollution and civil rights infringements harder to reverse, but a movement towards a more sustainable global economy may already be predetermined, even if the journey there may seem oblique. The mining, metallurgical, and petroleum industries can be viewed as financial or as social institutions or both. The differences between these two conceptions of their businesses will influence their environmental 'and social actions. During the next 10-20 years western industry will be subject to a drop in the growth of a more highly educated labour force and to the emergence of holistic economics, new national goals, and a new ecological perspective. The profitability of the mining industry may therefore be influenced by the human side of its business to a greater degree. The increasing human, social, and environmental responsibilities can be discharged by improving the miner's equipment; by learning to look at situations through the eyes of all those involved; by developing common 'languages' which governments and the public can understand; and by mediating where feasible on the international scene.

In Part I of this paper we describe two techniques that were employed in the development of mathematical descriptions of the size reduction process which takes place in a ball mill. In Part II we show how the comminution model was imbedded in a process model to effect steady-state and dynamic simulation of a closed-circuit grinding operation. Increasing emphasis is being placed on development of approaches whereby the essential characteristics of a process can be succinctly represented in terms of a mathematical description of the relationships that exist among important process variables. This activity, commonly known as mathematical modeling, predates modern electronic computers: however, these computers with their tremendous computational capability have given new impetus to the whole field. Although the computer is quite helpful in the development of mathematical models, the real value to the engineer lies in the fact that computers represent such a powerful tool for simulating systems described by mathematical models. As a consequence, engineers may simulate and thereby study the behavior of complex. interacting, systems over a broad range of process variables and configurations once appropriate process models have been developed for the sequence of steps comprising the process.

NextGen® technology using off-gas analysis as a main tool for EAF practice optimization is a proven effective method for improving plant productivity. Significant benefits attributed to the NextGen® system are operational cost reductions through the use of real-time dynamic control of chemical energy and improved environmental conditions through reduced GHG emissions. "The Marmara Ironworks was not the earliest ironworks in Ontario, but it was distinguished from other early works in a number of ways. It was established on an ambitious scale as a self-sufficient and, for the time, sophisticated community. In effect it was an iron plantation on the scale and scope of those at Hopewell, Pennsylvania and Saugus, Massachusetts(1). It was, besides, the only one of the few early ironworks in Upper Canada which operated almost to the end of the nineteenth century, albeit in fits and starts, and which used magnetic ores rather than bog iron ores (limonite). Furthermore it is the only works which has produced archaeological interest over a number of years. The ironworks is on the east bank of the Crowe River near Highway 7, on Lots 7 and 8, Concession 4, Marmara Township, Hastings County, Ontario. It is the property of the Village of Marmara, and the extant remains encompass about 2. 5 acres of the original 2000 or so which made up the original grant. The mineral riches of the Canadian Shield had been known since the days of the Jesuit missionary-explorers. A consortium headed by Alexander Henry and the Duke of Gloucester planned to exploit the copper near Sault Ste. Marie during the last part of the eighteenth century, but nothing came of the venture(2). This attempt may have grown out of Lord Dorchester's suggestion that private enterprise be encouraged in order that the iron ore which ""abounds"" in Canada might be exploited(3). John Graves Simcoe, the first Lieutenant Governor of Upper Canada was also anxious to see iron working develop. Simcoe was eager to encourage many enterprises, among which ""the development of iron mines""(4) - Governor Gore had been approached by John Mason for help with his ironworks in Norfolk County (5). Three Americans had applied for permission and support to erect an ironworks on the Gananoque River at the falls to become known as Furnace Falls. They were granted 1000 acres of land in fee simple to encourage their endeavor(6). Sir Peregrine Maitland, only a few months after taking up his duties as Lieutenant Governor in 1818, intended to visit the ""bed of iron ore on the Crow River"" (7) - Maitland was to provide a good deal of support, both moral and substantive, to Charles Hayes when he came to Canada in 1820."

The Late Archaean of South AustraliaÆs Gawler Craton contains significant potential for gold resources. The main targets of interest are migmatised gold style systems of which the Challenger deposit is the best known example. This deposit is one of the lower cost gold producers in Australia due to the high-grade, low-tonnage nature of the mineralisation. Structurally controlled, metamorphosed deposit styles are also possible throughout the Archaean of the Gawler Craton, including occurrences within reactivated shear zones. More typical, lower metamorphic grade orogenic gold styles are also possible within greenstone host sequences identified in the central and southern parts of the Gawler Craton.

"Some non-flotation chemicals are added to flotation circuits directly and indirectly to control issues such as scaling and dust in other areas of the operations. Since dosage levels are generally not high, a standard laboratory float test may not be able to determine the effect of a specific chemical on the productivity of the flotation circuit. This paper presents a laboratory testing protocol that uses kinetic float studies to test the effect of normal to extreme doses of antiscalant and dust chemistries (5–100 g/t). Results indicate that this protocol helps to predict potential interference by a particular chemistry on the flotation circuit.RÉSUMÉ Certains produits chimiques ne servant pas à la flottation sont ajoutés directement et indirectement aux circuits de flottation afin de contrôler des problèmes tels que l’entartage et la poussière dans d’autres secteurs des opérations. Étant donné que les niveaux de dosage sont généralement faibles, un essai standard de flottation en laboratoire pourrait ne pas être en mesure de déterminer l’effet d’un produit chimique spécifique sur la productivité du circuit de flottation. The "V" system was first introduced by the West Virginia Coal & Coke Company at their No. 9 mine, Norton. Norton is a small mining village on the B. & 0. railway, about seven miles from the town of Elkins. This year, accompanied by G. D. MacDougall, I visited this mine to obtain first-hand information regarding this modem system and to determine its adaptability to conditions in Nova Scotia. The following is a brief account of my observations. The seam that is being worked is known as the Lower Kittaning, which, at this point, has an average thickness of 7 feet. This includes a band of hard clay varying in thickness from 8 to 14 inches, which occurs about 2 feet from the pavement, also 8 inches of inferior coal at the roof. The latter is not recovered, which leaves to be mined about 5 1/2 feet of clean coal. The roof is slate and shale for the first 30 feet, followed by 40 to 60 feet of sandstone; the total cover is from 80 to 250 feet thick. The seam lies very flat, with a dip of only 2 per cent., and, as the dip is toward the main entrance, it' is in favor of the load, also providing natural drainage for any water the mine makes. As the mine is not gassy, and there is no water to be pumped out, one can understand that mining conditions are practically ideal.

Accidents involving powered haulage and mobile equipment such as haul trucks often account for the greatest number of fatalities in the mining industry each year. Despite previous analyses that have identified root causes and other contributing factors, there is still a need to better understand the events leading up to these types of accidents, what lessons may be learned, and what strategies can be employed to prevent fatal accidents from occurring. This study examines Naturalistic Decision Making (NDM) using the critical decision method (CDM). The CDM is a retrospective interview approach used to explore timelimited, high-stakes, decision-making. In this study the CDM is used to obtain more information about what happens prior to, during, and after a potentially fatal situation such as a near-miss event, loss of control, or minor accident involving equipment damage. Researchers captured firsthand accounts from 21 haul truck operators involved in near-miss events from mine sites of various sizes and commodities throughout the United States. These accounts provide rich and detailed narratives from the perspective of haul truck operators themselves and reveal insights into what decisions haul truck operators make, what sensory cues they perceive, and what strategies they employ during challenging and non-routine situations. Decision-related themes that emerged from the data are presented and discussed. These results, along with potential solutions offered by study participants, can help to inform future research, raise awareness about hidden hazards, and build more creative interventions and realistic training scenarios for use by the industry to address haul truck safety issues.

It has been generally recognized that, owing to the extreme friability of galena, fine grinding has a tendency to cause excessive sliming of the mineral, so operators of lead mills have attempted to avoid this condition by commencing concentration at as coarse sizes as any mineral is freed. Jigging has been the basis of the milling process, making a clean coarse concentrate and a large amount of tailing, which was considered sufficiently low-grade to be rejected. However, developments and improvements in concentration processes are everywhere changing the low-grade tailing of yesterday into material worth re-treating today. Investigations of the work of the Hancock jig on the Bonne Terre ore have shown that the best results to be expected will give a tailing assaying 0.75 per cent. lead; the average for all conditions and grades of ore will be between 0.80 and 0.90 per cent. By crushing the jig tailings in ball-mills and retreating by tables and flotation, a tailing of considerably lower grade can be made; the problem then becomes an economic one of increased crushing costs versus higher recovery. In considering the entire elimination of jigging, the increascd smelting charges due to a greater amount of slime galena will be counterbalanced by the lower operating cost, increased recovery, and the many advantages of a simpler flow sheet. In developing these problems in the Bonne Terre mill of the St. Joseph Lead Co., a long series of tests has been carried out covering every stage of crushing and concentration, and a large number of possible flow sheets were considered and tried. Only the final results and a few comparisons will be given here. At the same time, a careful and detailed cost-keeping system has enabled us to compare milling costs with the various Bow sheets, and to calculate the economics of the problem with great accuracy. Concentration Problem The ore occurs as widely scattered deposits of galena disseminated through limestone; it has a specific gravity of 2.8 and the following composition: Pb, 4.00 per cent.; Fe, 3.00 per cent.; Zn, 0.32 per cent.; S, 3.10 per cent.; MnO2, 0.73 per cent.; SiO2, 4.20 per cent.; Al2O3, 3.20 per cent ; CaO, 28.60 per cent.; MgO, 16.85 per cent.; CO2, 36.00 per

Ions of p31 and B 11 were implanted in natural insulating diamond macles. The thin (-0.4µ) layers showed sheet resistances of 107 to 1011 ohm per sq and activation energies of 0.17 to 0.34 ev above room temperature. However, no Hall effect could be measured, indicating that mobilities were less than I to 10 sq cm per (v-sec). Such low mobilities may be due to excessive scattering due to radiation damage in the bombarded layer or to very high concentrations of active compensating impurities. Annealing did not materially change the room -temperature properties, but the temperature was limited to -800°C by surface graphitization, the latter process probably being accelerated by lattice damage in our diamonds arising from the ion bombardment. A weak n-type thermoelectric power was detected after p31 irradiation, but it cannot be presumed that we have made the phosphorus ions active as donors in diamond. The natural diamonds have a high and uncontrolled concentration of impurities and, when coupled with the radiation damage and graphitization problems, would appear to seriously limit the quality of semiconductor that we can presently achieve by ion implantation in diamond. ALTHOUGH diamonds are usually thought of as insulating in terms of their electrical conductivity, it was found about 15 years ago that natural semiconducting diamonds do occur rarely, and these were designated as type IIb diamonds. These p-type semiconducting diamonds were found to be dominated by an impurity level 0.37 ev from the valence band. Evidence today based on correlation of the concentration of acceptor states from Hall effect measurements with the impurity concentrations determined by neutron activation analysis point to aluminum as the dominant acceptor impurity.' The compensating donor is believed to be nitrogen, which has a donor level 1.6 ev above the valence band.' However, only a small fraction of the total nitrogen content in the diamond is electrically active. An infrared absorption band at 7.8 p and ultraviolet absorption near 4 ev have been associated with nitrogen, the former providing a quantitative measure of nitrogen content.3 The nitrogen content is -l020 cm-3 in insulating or type I diamonds, but is less than 10'' in natural semiconducting diamonds. Much of this nitrogen is distributed in platelets oriented in (100) planes and not atomically dispersed in the diamond lattice.4 Semiconducting diamonds have been deliberately formed by incorporating impurities into the graphite charge in the high-pressure apparatus used to form diamonds.5 These manufactured semiconducting diamonds are always p-type, and while some show the 0.37 ev level due to aluminum, most such samples have been ascribed to impurity banding effects.6 The best natural or manufactured semiconducting diamonds have hole mobilities near 1500 sq cm per (v-sec) at room temperature, and those with the 0.37-ev level can be analyzed to reveal an acceptor concentration of 3 to 8 X 1016 cm-3 and a donor concentration 3 to 10 times lower.' NO bulk n-type diamonds have ever been reported, but the electron mobility has been measured as 1900 sq cm per (v-sec) by irradiating a diamond with ultraviolet to excite electrons out of the deep nitrogen donor level or other levels.7 New hope for the formation of n-type diamond has emerged from the ion-implantation method whereby desired impurities are introduced into a crystal lattice by bombardment with a high-energy beam of the impurity ion. It was found in the case of silicon that the usual donors such as phosphorus and arsenic and acceptors such as boron and gallium could be implanted into silicon. Wentorf and arrow' produced semiconducting layers on diamonds by an ionic bombardment in a glow discharge at potentials of about 2 kv. The observed typeness from thermoelectric probing seemed to depend on the atmosphere gas (nitrogen, argon, or hydrogen) rather than on the electrode material, but the nature of the conduction process in the thin damaged surface layer is completely unknown. A Russian group under Vavilov has attempted high-energy ion implantation in natural diamonds using boron and lithium ions9 and later also phosphorus, aluminum, and carbon ions.10 Their papers claim n-type layers from lithium, phosphorus, and carbon implant and a p-type layer from boron and aluminum implant, though the methods of type determination are not described in detail. Under government contract support, the Ion Physics Corp. has studied ion implantation in several semiconductors. While the bulk of their study1' was devoted to the irradiation of silicon, they did carry out a short study on boron and phosphorus implantation into natural diamonds. They did observe surface conducting layers but did not determine the typeness of the layers. For our experiments, phosphorus and boron were chosen as the dopant ions because of their respective donor and acceptor behavior in germanium and silicon. Moreover, they are the lightest mass dopants of the shallow level donors and acceptors from columns 111 and V of the Periodic Table (excluding nitrogen which is already present in diamond), and will have the largest depth penetration into the diamond lattice. EXPERIMENTAL Diamonds. As the target diamonds for our ion implantation study, we chose commercially available macles, which are flat, twinned diamond crystals. Current mine production planning, scheduling, and allocation of resources are based on mathematical programming models. In practice, the optimized solution cannot be attained without examining all possible combinations and permutations of the extraction sequence. Operations research methods have limited applications in large-scale surface mining operations because the number of variables becomes too large. The primary objective of this study is to develop and implement a hybrid simulation framework for the open pit scheduling problem. The paper investigates the dynamics of open pit geometry and the subsequent material movement as a continuous system described by time-dependent differential equations. The continuous open pit simulator (COPS) implemented in MATLAB, based on modified elliptical frustum is used to model the evolution of open pit geometry in time and space. Discrete open pit simulator (DOPS) mimics the periodic expansion of the open pit layouts. Function approximation of the discrete simulated push-backs provides the means to convert the set of partial differential equations (PDEs), capturing the dynamics of open pit layouts, to a system of ordinary differential equations (ODEs). Numerical integration with the Runge-Kutta scheme yields the trajectory of the pit geometry over time with the respective volume of materials and the net present value (NPV) of the mining operation. A case study of an iron ore mine with 114 000 blocks was carried out to verify and validate the model. The optimized pit limit was designed using Lerchs-Grossman?s algorithm. The best-case annual schedule, generated by the shells node in Whittle Four-X yielded an NPV of $449 million over a 21-year mine life at a discount rate of 10% per annum. DOPS best scenario out of 2 500 simulation iterations resulted in an NPV of $443 million and COPS yielded an NPV of $440 million over the same time span. The hybrid simulation model is the basis for future research using reinforcement learning based on goal-directed intelligent agents.
