The discovery of tungsten-bearing quartz outcroppings in Vance County, N. C., by the Hamme brothers in 1942, made international news in the mining industry and was, in fact, one of the major ore discoveries made in the U.S. during the last 25 years. Operations began at the Hamme mine in 1942, but after 16 years of successful operation, the mine was closed down in 1958 under adverse market conditions. By that time, it had produced nearly 20 million lbs of metallic tungsten. Because of the square-set timber mining method then in use, mine operating expenses were high, actually representing 78% of the total operating expenses at the property. In timber work alone, 160 men were employed. Approximately 500,000 bd ft of timber were placed monthly at a direct supply cost of $1.00 per ton of ore mined. Late in 1959, following a slightly improved position in the tungsten market, company management decided that, by changing the mining method, the operation could be economically feasible. The major premise in this decision was that a reduction of from 25 to 30% of the mining costs could be achieved by the conversion of the mining method from square-sets to horizontal cut and fill. Reopening of the mine began in February 1960, Full production has now been reached and overall mine productivity has been doubled.

EARLY in 1949, the Economic Cooperation Administration requested the Bureau of Mines to assign a coal-mining engineer to study milling conditions in Greek lignite mines; to make recommendations for the introduction of methods and practices that should increase production and decrease the cost of mining; and, from the results of a geological reconnaissance by geologists of the United States Geological Survey, to suggest plans for the development of mines to supply fuel for a thermal power plant, Albert L. Toenges was assigned to this investigation and arrived in Athens, Greece, March 15, 1949. The study of mining operations and the geological reconnaissance (which was made by W. G. Pierce and X. M. Denson, geologists, United States Geological Survey) Were conducted concurrently. The Geological Survey will publish the results of its investigation separately. Washability studies of lignites from Aliveri and Kimi were made at the Central Experiment Station of the Bureau of -Mines, Pittsburgh, Pa. The lignite fields mentioned in this bulletin are shown in figure 1.

Mining methods, operating equipment and manpower are outlined, followed by a discussion of reclamation and environmental control.IntroductionMcintyre Porcupine Mines Limited was incorporated in 1911 and for many decades was known primarily as a gold producer in the Porcupine district of northeastern Ontario. The company, however , has held coal leases in the Smoky River area, near Grande Cache, Alberta, since 1921. Preliminary studies were carried out in the region from 1959 to 1963. In 1964, Mitsubishi, a leading Japanese trading company, (on behalf of Mcintyre), investigated the area as a possible source of coal for the Japanese steel industry. The initial report concluded that Smoky River coal was of high quality, comparable with some of the best metallurgical coals in the world."

Cretaceous volcanic activity (Hauterivian Albian) in the Peruvian Andes can be found along the coast of Peru and the western edge of the Andes mountains between 15o30'S and 5o30'S, extending discontinuously in south to Chile and north to Ecuador and Colombia. This volcanic activity formed in three aborted marginal basins; the NNW-trending volcanic Ca±ete and Huarmey, and NNE-trending Lancones basins. These volcanic rocks are predominantly andesitic and basaltic in composition, of calc-alkaline and tholeiite affinity with subordinate dacitic and rhyolitic rocks. One notable feature is the appearance of æocoitasÆ from Ica (14oS) south to Santiago de Chile. These rocks have a calc-alkaline to alkaline affinity. From south to north, the continental crust gradually becomes thinner, allowing mantle material to rise towards the surface. Ophiolitic sequences of this type form a marginal basin in Colombia. Very low-grade regional metamorphism which affects the volcanic rocks also varies gradually from south to north. Between Santiago de Chile and Ica this takes the form of burial metamorphism, with moderate geothermal gradients (20o-30oC/km). Metamorphism in the Huarmey basin is transitional between burial and ocean-floor metamorphism, with very high geothermal gradients (>3000C/km). High geothermal gradients are also apparent in metamorphism of the Lancones basin, though less than the other basins. Ocean-floor metamorphism is present in the ophiolitic sequence in Colombia. Associated mineral deposits in the Huarmey and Lancones basins, and in the north, are of the volcanic massive sulphide-type (VMS). The principal deposits in Peru are Leonila Graciela (20 Mt Zn and Pb) and Tambogrande (40 Mt Cu and Zn). There are also smaller mines and prospects. To the south of Lima, manto-type Cu deposits (CuMT) are found with a mineralogy of chalcopyrites, pyrites, magnetite, actinolite and apatite. The main example is Raul Condestable (10 Mt Cu). Other prospects are present to the south and Chile has some very large mines of this type (El Soldado, Lo Aguirre). The notable differences between the CuMT and the VSM deposits are thought to be the result of the prevailing conditions in the earthÆs crust during the Hauterivian Albian. To the south, calc-alkaline and alkaline volcanic activity in aborted marginal basins, with thicker crust, was thick, produced moderate geothermal gradients associated with burial-type regional metamorphism and deposits of CuMT. In the north aborted marginal basins associated with calc-alkaline to tholeiitic volcanic activity and a gradually thinning crust, produced transitional regional metamorphism between burial-type and ocean-floor type, associated with high to very high geothermal gradients and VMS deposits. In Colombia these conditions led to ophiolite extrusive rocks, ocean-floor metamorphism and also VMS deposits.

Since the adoption of the Surface Mining Reclamation and Control Act of 1977, which mandates that surface subsidence be an intergral part of the underground coal mine design, there has been a sudden rise of demand on guidelines for minimizing surface subsidence and its associated structural damages. Unfortunately there is no sufficient amount of systematic subsidence data to fill such a gap, although considerable research has been devoted to the subsidence-induced damages of surface structures in the past. However, it was said that many surface subsidence surveys have been performed and monitored by coal companies during the past twenty years, and that it will be a great source of information for subsidence engineering design if they can be collected and assembled together. An effort was therefore initiated in the Department of Mining Engineering, West Virginia University, under contract with the U. S. Bureau of Mines in December 1978 to contact each individual coal company in the Northern Appalachian Coal Field for any surface subsidence survey data. After 10 months' survey, the data collected include 17 longwall panels and 2 room and pillar sections. The data in-each panel and section cover the complete set of subsidence survey raw data, underground mine layout maps, surface topo maps, geological loggings showing the stratigraphic sequences and thickness of the overburden, and if available, locations and types of surface structures. On-site visits were followed to study the surface terraines and structures. Interviews were conducted with the owners of the surface structures in most cases about, if any, the history and characteristics of damages.

Objective To develop safety training tools for mine health and safety trainers that fill gaps in currently available materials and help capture the wisdom and knowledge of “expert miners.” Background NIOSH began a series of stakeholder meetings in 1998 to determine what research was needed to improve miner health and safety. One of the more common concerns among stakeholders was a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants provided many insights into what effective training materials should include and how materials could best reach both new and experienced miners. The most important factors were that any materials be realistic and interesting and that some way must be found to capture the wisdom of expert miners before they retired. Approach NIOSH researchers chose videos as the best means of achieving these training goals. Over the past 3 years, NIOSH has produced three training videos that present information on safe work practices in underground mines: handling explosives, recognizing roof hazards and using proper scaling techniques, and installing ground supports. The last two videos, “Rock Falls—Preventing Rock Fall Injuries in Underground Mines” and “Miner Mike Saves the Day—or—Ground Support…It’s Important,” have won Alice Hamilton awards, NIOSH’s highest recognition of Excellence in Occupational Safety and Health, in the Educational Materials category. Two new videos are now being released. Both of these videos were shot completely in operating underground hard-rock mines and used expert miners to tell the story. Hazards In Motion The first, “Hazards in Motion,” deals with the dangers of working around mobile equipment in an underground mine. Ben, a new trainee, refuses to pay attention in his 40-hour New Miner Training class, and when the class takes its first trip underground, he wanders off and finds himself in many dangerous situations. He encounters many experienced miners who both chew him out for his unsafe attitude and give him advice and information on how to survive around mobile equipment. Many common pieces of equipment are shown, including haulage trucks, LHD=s, tracks and trains, slushers, skips and hoists, and air doors. The dangers of ignoring signals and of horseplay are also included. After nearly losing his life numerous times, Ben learns his lesson with the help of the Safety Angel, an experienced miner who looks suspiciously like his safety trainer. Ben’s Safety Angel saves his life repeatedly, teaches him how to work safely around these common conveyances, and introduces him to experts who have specific safety tips. Ben learns the error of his ways and vows to be the safest miner in the mine. “Hazards in Motion” is approximately 30 minutes long. Hidden Scars The second video is the first in the NIOSH “Expert Miner” series. “Hidden Scars” is a narrative interview with Don Capparelli, a miner and supervisor at the Sunshine Mine in north Idaho. This video captures the story of a fatal rock burst in May 1994, when Don was seriously injured and his long-time partner, Jimmy Findley, was killed. “Hidden Scars” is a very powerful story. Don Capparelli shares the physical and emotional pain he lives with daily as he relates the events leading up to the rock burst that took the life of his best friend and partner. This video is an excellent reminder of the human cost of uncontrolled accidents and the hidden scars that survivors must deal with for the rest of their lives. It runs approximately 25 minutes.

The Illinois Basin has an extensive history with the use of mechanized longwall mining dating back to the early 1970?s. In recent times, technological advances have resulted in increased panel widths from 800 feet to over 1400 feet and daily panel advance rates have also increased significant l. The prediction and control of subsidence and surface deformation due to underground mining are important considerations in the permitting, planning, and monitoring of these coal mining operations. The prediction of mining-induced ground movements using the influence function method is a mature technology, well utilized in the Illinois basin, and widely used by researchers and planning engineers around the world. This paper utilizes subsidence data, recently measured in longwall operations in Illinois, to develop an updated ground movement prediction capability implemented by the Surface Deformation Prediction System (SDPS) software package.

In today's fast-track construction environment, owners are searching for non-conventional technologies to build their projects faster and safer while maintaining traffic flow during construction. To that end designers and contractors are providing solutions that incorporate many unique features to expedite construction processes. In addition to timely delivery of the finished highway products, there is an increasing interest in making the initial investment in applying innovative technologies and thereby minimizing costly maintenance of highway projects. Accordingly, the aim of this paper (along with the accompanying paper) is to examine innovative technologies, developed mostly in Europe, that accelerate construction of highway, runway and railway embankment foundations. For each technology, a basic concept, installation technique(s), and design considerations are discussed, along with the case history of a real-world project. The Geotextile Encased Columns (GEC), AuGeo, and Continuous Flight Auger (CFA) are presented in Part I. Deep Mixing (DM), Mass stabilization, Cut-Mix-Injection (FMI), and Combined soil Stabilization with Vertical columns (CSV) technologies are discussed in Part II.

In 1980, gold, silver, and pit and quarry construction materials were the principal minerals produced in the Dominion of Fiji. The combined value of these minerals totaled some $7.2 million,2 over 85% of all mineral production, Production of cement, sand and gravel, and quarry products continued to increase, but gold and silver production from Fiji's only operating mine declined slightly from the previous year's level. Mineral exploration has been carried out by U.S., Australian, British, Canadian, West German, and South African companies since the early 1960's, and a high level of activity was maintained throughout 1980. At the end of 1980, some 40 mineral prospecting licenses covering over 4,300 square kilometers were in force, and 19 applications were under consideration by the Mineral Resources Department. Total expenditures by mining companies on land base projects exceeded $6 million in 1980.

Redesigns of the operator compartments on a continuous miner and on a face haulage vehicle are described. The objective was to optimize the compartments within limitations of existing equipment and functional configurations. Both safety and production should be improved through more comfort for the operator and more natural placement of controls. Design guidelines supplied by the Bureau from a previous contract were used along with human factors analyses to determine requirements. Mock-ups were fabricated from layouts and used to refine design details. The new compartments were implemented and the machines evaluated underground. Comments and reactions to both machines were favorable.

One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.

DEPLETION is a subject of vital importance to the mining industry. Yet, in spite of its importance, its significance is not generally understood. The purpose of this discussion is to clarify the main aspects of the subject from the viewpoint of a metal mine taxpayer. To define the term depletion, it is necessary to distinguish among its various uses. In the economic or geological sense, depletion means the exhaustion of a natural resource. A mineral deposit is a wasting asset and once exhausted is nonrenewable. Millions of years were needed to produce an ore deposit, which may be consumed in a few years and which cannot be replaced except by the discovery of new sources of supply. The wasting asset feature of the mining industry has a vital bearing on the impact of the Federal Income Tax Law on this industry. This is recognized in the law by the various provisions dealing with the depletion allowance, and in this sense the term depletion has an income tax meaning. Depletion from the tax viewpoint means the statutory deduction from gross income designed to permit the return to the taxpayer of the capital consumed in the production and sale of a natural resource. The mining enterprise realizes income on the extraction and sale of minerals and a portion of the income realized represents capital consumed. As the resource is exhausted, the mining enterprise approaches the end of its existence unless new sources of supply can be acquired. Depletion from the tax viewpoint is a creature of statute with limited meaning and application and, in essence, is a method for amortizing the value of the primary asset of a mining enterprise. An example can best illustrate the significance of depletion from the tax viewpoint. Compare a manufacturing concern with a mining company. In computing taxable income of a manufacturing concern, consideraion is given to the cost of producing such income, the principal costs being capital investment for plant and equipment, labor, and raw materials going into the products produced. A mining enterprise, on the other hand, is faced with a different problem because its principal asset is the natural resource which it is producing. In computing its taxable income, consideration is given also to its capital investment for plant and equipment and the cost of labor; but in addition, recognition must be given to the fact that a portion of the proceeds realized on the sale of mineral represents capital. Without such recognition, the mining company would be taxed not on income but on capital and income, and Congress has never intended that capital be taxed as income. Thus, when depletion allowable is referred to in the mining industry, it means the statutory deduction allowable in computing taxable income of a mining enterprise. For guidance the appropriate provisions of the Internal Revenue Code, Income Tax Regulations, and the judicial decisions interpreting and construing them must be examined. It is important to identify and distinguish three methods of determining the allowance for depletion: 1—Cost depletion, 2—Discovery depletion, and 3—Percentage depletion. The basic method is cost depletion and in addition some taxpayers may be entitled to use discovery depletion and other taxpayers may be entitled to use percentage depletion. Discovery depletion and percentage depletion, however, are mutually exclusive and if a taxpayer is entitled to percentage depletion, he is not entitled to discovery depletion. By statute, a metal mine taxpayer is entitled to use cost depletion or percentage depletion, whichever produces the highest deduction. Thus, discovery depletion is merely of academic interest to such taxpayers and to most others. Briefly and broadly speaking, these methods of determining depletion may be described as follows: 1—Cost Depletion: Under this method, the allowable deduction for depletion is based upon the cost of the particular deposit to the taxpayer, unless the deposit was owned prior to Mar. 1, 1913, in which case the taxpayer may use the fair market value of the deposit on that date or actual cost, whichever is higher. This method is sometimes described as basis depletion or adjusted basis depletion, but in this discussion it will be referred to as cost depletion. 2—Discovery Depletion: Under this method, the allowable deduction for depletion is based on the fair market value of the deposit at the date of discovery or within 30 days thereafter and was originally designed to take into account deposits discovered subsequent to Feb. 28, 1913. 3—Percentage Depletion: Under this method, the allowable deduction for depletion is based on a specified percentage of the income realized during the taxable year from a particular property. As stated, the concept of depletion is based upon the exhaustion of a natural resource as distinguished, for example, from the concept of depreciation based on the exhaustion of property used in trade or business. From the tax viewpoint, depletion first became important in the administration of the Corporation Tax Act of 1909, which provided for an excise tax on net income. As soon as this act went into effect, mining taxpayers attempted to claim a deduction for depletion in computing net income although there was no specific mention of a deduction for depletion in the statute. The courts in these cases uniformly held that the statute did not permit an allowance for depletion in computing net income and also held that the provision permitting a reasonable allowance for depreciation did not include depletion. Ranger Uranium Mine is located within the Alligator Rivers Region of the Northern Territory of Australia and surrounded by the World Heritage listed Kakadu National Park (Figure 1). The mining operation is currently producing about 1500 tonnes of uranium oxide annually, as well as considerable volumes of waste rock, low grade ore and tailings. The rehabilitation of the project should ensure that the radioactive mill tailings and other contaminants remain contained for at least 200 years, as required by the existing guidelines (Commonwealth of Australia, 1987). The present uranium mining operation is regulated by the Northern Territory Department of Mines and Energy who must refer to the Environmental Requirements when considering regulatory options. Introduction Examining the short- and long-term job prospects for engineers in the coal industry might include looking at coal tonnage projections, future export markets, federal regulations, and the decrease in overall graduates. But coal is the US most competitive basic industry. As such, why not go back to basics? That is, there are three basic challenges that need to be faced by students, faculty, and members of the coal industry. These challenges are counseling, career placement, and professionalism. Counseling Counseling can include elementary, high school, and college students, as well as individuals already employed. But what happens to students after they have selected a course of study at a particular university? As shown in Fig. 1, only 87,000, or 7.25% of our graduates have technical degrees. Generally, there is a strong market projected for these engineering graduates. However, many students who have majored in other nontechnical curriculums, have to scramble for jobs. This says something about our ability to make students aware of where the real job opportunities are. As a student spends four or five years pursuing a degree, he or she is looking for professional guidance. The student has the right to expect "real world" counseling - counseling that is not "the way it should be" but "the way it is." The influence of faculty members is significant. They should take this long opportunity to tell students not what they want to hear or what the problem's of academia or the industry are, but what the real job market is all about. If faculty do not use this opportunity, they in-advertently-through omission - mislead their students. Once a student graduates and is a working alumnus, faculty should take advantage of their relationship with the student and continue to stimulate conversation leading to a two-way exchange of ideas and information. Faculty should also encourage and solicit financial support for their mining departments from their alumni. These monies, in many cases, will be matched dollar for dollar or more, depending on the company the alumnus works for. In the private sector, the responsibility is to communicate with faculty and students. Alumni can be effective by participating in this two-way dialogue with their professors at meetings, technical seminars, and conventions. In many cases, alumni will employ summer or co-op students in their organizations. While getting to know these students, industry members should level with them on where the true opportunities are and what it takes to be successful. It is important to communicate with both faculty and students candidly on both the posi-

The coal-mining districts of Washington are mainly situated west of the Cascade Mountains. The eastern boundaries of Whatcom, Skagit, Snohomish, King, Pierce, and Lewis Counties, shown in Figure 1, form the backbone of the mountain range. The mines are on the foothills of the slope and extend to the shores of Puget Sound in the central and northern portions. The subbituminous fields of Lewis, Thurston, and Cowlitz Counties extend into the valleys west of the mountains. The Roslyn field, a small but important area, Lies on the eastern slope of the Cascade Range. If western Washington is divided into three areas from north to south the bituminous coal fields and most of the active mining operations will be found largely in the central area. In the southern portion there are large areas of subbituminous coals of varying quality extending from Centralia to the Columbia River. In the northern portion, mining is at present practically restricted to one mine which is working a subbituminous bed near the city of Bellingham.

"The reduction of carbon dioxide emissions and the resultant greenhouse gas affect is hampered by the fact that all fossil fuels contain copious quantities of carbon. Process tweaking can keep the amount of carbon dioxide to a minimum but cannot significantly reduce the amount of carbon dioxide generated. The very nature of utilizing fuels requires that they be burned to release the heat required for the various processes. Reduction of metal oxides to manufacture or modify pure metals, generation of power, transportation and many other forms of fuel usage result in much of the generation of man made carbon dioxide. Oxyfuel is a unique contributor to carbon dioxide emissions. While creating higher concentrations of carbon dioxide the total volume of carbon dioxide generated is reduced. This paper will examine the unique characteristics and potential of oxyfuel that make the generation of lower volumes of carbon dioxide possible.Nearly ten years ago a commercial application of oxy-fuel was installed at Jupiter Aluminum Company in Hammond, Indiana. This process was funded and developed by Dietrich Gross CEO. This aluminum remelt facility now runs completely on oxy-fuel and has continuously for over ten years. This has reduced the melt rates to as low as 750 BTU per pound in continuous melting periods."

The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. According to the latest relatively complete figures (those of 1930) available for the coal industry, fewer than 650,000 persons are employed in and around the coal mines of the United States, the figures indicating at a little over 493,000 people are engaged in bituminous mining and a little under 151,CCO in anthracite mining. Much has been written concerning accidents in coal mines; the fact that accidents cost the employer and employee money is generally well known, but how much accidents actually cost is vague, even in the minds of many operators. Unquestionably there are hazards in coal mining, but many of them can be eliminated; and from the prevention of accidents there can be realized a material saving in dollars and cents as well as in human suffering. In presenting the frequency, severity, and cost of accidents in some Tennessee coal mines, it is hoped that other mines in Tennessee, as well as mines in other States, will by a comparison of the data with their own ex¬ perience be enabled eventually to reduce the number of' their accidents.
