The title of this address was selected before I had an opportunity to consider in detail the matters that I would like to discuss. Accordingly, I chose a very broad subject-so broad indeed that it would be foolhardy for me to attempt to deal with more than a few aspects of it. I do not propose to touch. at all on the developments to date of our mining and metallurgical enterprises, beyond paying a sincere tribute'to the skill and enterprise of those who have established an international reputation for Australian mining and metallurgy. I would rather look ahead and discuss certain factors that will play a decisive part in the future development of our mineral resources. I do this in no dogmatic spirit, and I hope that my remarks may lead to discussions which will stimulate action where it is needed.In recent years my colleagues and I have been forced by circumstances to give consideration to problems in the fields of mining and geology, and in process metallurgy, which lie outside the scope of our own research work. People come to us with metallurgical problems because they know of no more appropriate place to go, and it is distressing to have to inform them that it is nobody's job to offer them advice and assistance. I want to suggest to your Institute that it should press strongly for the provision of properresearch facilities for the mining and metallurgical industries, such as aready exist in most enlightened countries. In such countries, those connected with the development of mineral resources are able to obtain information and advice from Geological Surveys, Mines Departments or Bureaux of Mines, which offer far more comprehensive services than are available in this country.Before discussing specific technical problems of the mining and minerals industries, I shall enunciate certain general principles that I believe should be followed in respect to the technical side of the development of all Australian industries. The problem can, I suggest, be considered in three parts-technical education production, and research. I shall confine my remarks mostly to the research aspect, for it is with this that I am most familiar.For the efficient development of any industry in Australia, it is essential firstly that We should learn what is going on abroad, and secondly that we should simultaneously conduct independent research. U. S. Steel's coal mining research activities are directed toward providing new or improved hardware and techniques to increase productivity or reduce cost. Because more than 80 percent of U. S. Steel's coal production is obtained from continuous miner sections, most of our research efforts are focused upon that mining system. Current and historical time study data show that our continuous miners only operate about 30 percent of the available face time. This limited equipment utilization is the result of the delays or interferences imposed by the non-coal-cutting phases of the continuous mining cycle. The most time consuming of these delays are: waiting-on-roof-support, tramming between alternate work locations, waiting-on-haulage-capacity, and in some mines waiting for excessive methane concentrations to clear. Because waiting on roof support is our most time consuming delay, several programs are underway simultaneously to address this problem. In one of these we are developing a patented microprocessor-based control method and apparatus to improve roof drilling performance. This increase is attained by using the microprocessor to adjust electrohydraulic valves which control drill thrust and rotation speed. The microprocessor is designed to continuously search for an optimum combination of thrust and drill rpm to maximize penetration rate at all times.

"A regional till sampling program in the Upsalquitch Forks-Tetagouche Lakes area, centred some 70km west of the city of Bathurst, has proven an effective method for gold exploration in the heavily glaciated interior of northern New Brunswick. Prospecting activities within this area over the past three years, have led to the discovery of several gold occurences associated with quartz-carbonate alteration in a variety of intrusive rock types emplaced along major fault zonesQuaternary mapping shows that the glacial history is complex. However, the displacement of material is uniform in distance and direction, and the till is generally thin (0.5 m to 2.0 m) and locally derived, making the interpretation of till geochemical patterns relatively simple for the explorationist. Previous studies have shown the the fin e-grained gold is best detected in the -250 mesh (-0.063 mm) till fraction (clay plus silt) and that the C-horizon is the preferred medium for analyses.Samples were collected on a 2 km grid and analyzed f or Cu, Pb, Zn, Au, Ag, As, Sb, Mn, Fe, Ni, Co, and Cd. Results indicate that concentrations of 10 to 20 ppb Au can effectively delineate areas of anomalous gold in bedrock associated with fault structures, and that a good potential for discoveries exists to the west of the known occurrences, where up to 678 ppb A u has been detected in tills. IntroductionThis paper reports on the result s of surficial geological investigations conducted over the past two field seasons in north-central New Brunswick. The stud y area is located in the Upsalquitch Forks-Tetagouche Lakes map area s (N.T.S. 21 0 19 and 21 0 (10) 70 km west of the city of Bathurst (Fig. I). The area is situated on the margin of the New Brunswick Highlands and has a maximum elevation of 640 m (for a detailed description of the physiography, see Rampton et al. 1984).Historically, exploration in northern New Brunswick has concentrated on base metals within the Cambro-Ordovician Tetagouche Group, resulting in the discovery of man y significant massive sulphide deposits (Brunswick No.6 and No. 12, Heath Steele, Caribou, Armstrong Brook, Orvan Brook, McMaster, Murray Brook, and Restigouche). Auriferous base metal occurrences along the Rocky Brook-Millstream Fault have also been previously investigated."

It is no secret that scarcity of fresh water is an issue that at a global level in the years to come will have a major impact on the business landscape. A number of projects, beyond the mining sector, could remain on paper only due to this. At the same time, this situation is seeing the rise of new business opportunities, such as development of technologies for more efficient usage of water, water recycling, and desalinization of sea water. Despite that most of Chilean mining facilities are located in the driest area of the world, business has developed strongly and actively for more than a century. However, the negative effect on the water reservoirs and the environment is, lately, resulting in the reduction of the authorized water rights. Holding Water Rights for any given volume does not guarantee that the resource will be available when needed. A recent report from the United Nations on global climate change indicates that global warming can be directly related to changes in the natural and human environment. Chile would not be an exception. The reduction in snow levels in the high Andes and reduced rainfall during the so called "Bolivian winter", have directly affected the replenishing of the underground water reservoirs in the lower parts of the valleys, where most of the extraction of the resource takes place. Mining facilities shall be designed to reduce potential environmental effects, using proven technologies, and considering the best practices available. These measures shall constitute a complete structural framework for the environmental impact assessment (EIA) of the Project. The measures to prevent and mitigate the impacts on the water resources shall be considered during the design stage of a mining project. Current and future mining projects in Chile are conscious that the increasing pressure on the limited water resources is becoming unsustainable, and are already facing the water scarcity and social pressure by implementing sea water desalination plants, including long pressurized pipelines to the mine sites (e.g. Escondida, Candelaria, El Morro, Regalito). This paper presents, in summary, an analysis of the present and potential future scenarios.

Tailings and water management facilities are integral components of mine and mill operations. They must be managed for the long term to ensure that safe and environmentally responsible stewardship is achieved. The Mining Association of Canada (MAC) has developed and published two manuals to provide guidance to mining companies on sound practices for the safe and environmentally responsible management of tailings facilities: ???A Guide to the Management of Tailings Facilities; and ???Developing an Operation, Maintenance and Surveillance Manual for Tailings and Water Management Facilities. The Guides were designed to help companies develop and implement tailings management systems that include environmental and safety criteria, to improve the consistency of application of sound engineering and management principles to tailings and water management facilities through their full life cycle, and to demonstrate this to regulators and the public.

The lanthanon compounds are becoming increasingly more important for ceramic and allied applications. As the supply increases and the cost decreases, further development of these interesting materials will undoubtedly lead to new applications and an increased demand. Recent improvements in separation processes have lead to high purity in the individual lanthanon oxides. This report includes short discussions on the mineralogy of the ores as raw materials, and on the separation processes required to produce the pure individual lanthanon oxides in useful quantities. To discuss the presently known applications of lanthanon oxides, this general review is divided into the following categories: A. Glasses, Glazes, and Porcelain Enamels. B. Refractories and Abrasives. C. Electronic Ceramics. D. Nuclear Ceramics.

Lead-tin solders are commonly used in electronic packaging due to their unique combination of electrical, chemical, physical, thermal and mechanical properties. Since it is known that lead and lead containing alloys cause great environmental concern and health hazards it is necessary to replace lead in solder materials. Besides the environmental concerns new technologies in electronic packaging require new and improved solders. In most cases the new solders will consist of ternary or quarternary alloy systems, the main component will be tin or indium and the second element could be bismuth, silver, copper and gold and to improve certain properties a third element will be added. For a third element zinc, nickel, antimony and aluminum can be considered. This report will concentrate on solders containing zinc as an environmental safe element.

"Scandium oxide can be recovered as a by-product from process streams in a number of chemical and metallurgical plants including TiO2 sulphate pigment, Ni/Co laterite, zirconium oxychloride and uranium operations. The feed materials available for processing can be either mid or end of process streams containing many species in solution. This paper describes the strategies available to limit coextraction of elements into scandium containing streams from TiO2 pigment production and the removal of these elements to deliver high purity scandium oxide.A critical part of process development is to work within the constraints of the main process in terms of introducing new unit processes and producing minimal additional process intermediates and residues. This requires flexibility in designing flowsheets and plants to find novel process routes that avoid production of intermediates and/or the introduction of reagents that can compromise the main process operations.Bloom Energy has developed novel solvent extraction processes for the extraction and refining of scandium oxide that minimise impacts on core process streams within TiO2 pigment plants. The additional unit processes are designed to have minimal contact with pigment plant process streams to produce a concentrate that is refined to nominal 3N purity scandium oxide in a simple, small scale commercial plant."

Sociedad Minera Cerro Verde S.A.A leaches secondary copper sulfides. In recent years, the mine has introduced innovations that have improved the management of mineral crushing, agglomeration, curing, and leaching. The crushing plant, for example, uses the concepts of degree of balance and percentage of time in an operationally balanced state which, displayed in real time, facilitate more intensive and uniform utilization of the crushers. High agglomerate quality is ensured with the correct dose of moisture, which is adjusted to the changing characteristics of the mineral through the use of electrical conductivity measurements. The amount of acid used for curing the agglomerate is also adjusted by using quality control information. Finally, the stockpile irrigation regime is managed using the criteria established by the "Lixiviant Request Rate", which optimizes the addition of leaching solution, creating such benefits as faster recovery, and reduced acid and energy consumption.

I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. All grade control methods in use currently by the mining industry are imprecise. The methods suffer from being locally inaccurate, leading to are loss and contact dilution. An ore/waste indicator variable can be used to predict the probability of ore occurrence at a given location, Po. Then, an ore grade Zo for an ore location and a waste grade Zw for a waste location are obtained. The expected revenue is calculated at each location, based on its probability of being are or waste, the corresponding grade, and on the cost of mining and processing the ore or the waste. Finally, the decision of whether to recover the block is based on the expected revenue value for that block. The method is illustrated with an example taken from the Jerritt Canyon district in northeastern Nevada.

"THE TOWN OF HEDLEY is in the valley of the Similkameen River, about 200 miles east of Vancouver and 25 miles north of the International Boundary between British Columbia and the State of Washington. The main ore deposits are located on Nickel Plate Mountain, northeast of the town.The outcrop of the Nickel Plate system of orebodies is at an elevation of 5,900 feet. It was discovered in 1898 by prospectors and sold in the following year to the Marcus Daly interests of Butte, Montana. Production commenced in 1904 under the name of Daly Reduction Company. In 1909 control passed into the hands of the Hedley Gold Mining Company. Operation of the mine continued until 1930, when exhaustion of known ore reserves forced it to close. Upon the recommendation of Paul Billingsley (3) the mine was optioned by the 1. W. Mercer Exploration Company in 1932. Production began once more in 1934 under the name of Kelowna Exploration Company Limited, and was practically continuous until August 1955, when the mine was again shut down. The name of the latter company was changed in 1951 to Kelowna Mines Hedley Limited.The Mascot Fraction, a small wedge-shaped claim lying astride the Nickel Plate orebodies, was mined by Hedley Mascot Gold Mines Limited between 1935 and 1949. The geological setting and structural control of ore are essentially the same as in the adjoining Nickel Plate Mine.Total production from all operations on Nickel Plate Mountain to the end of 1954 was approximately 3,800,000 tons of gold ore, with a gross value in excess of $48,000,000.General GeologyNickel Plate Mountain occupies the gentle westerly dipping limb of an asymmetrical anticline, the axis of which trends northeasterly. The rocks are composed of a thick pile of Triassic limestone, limy argillite, and quartzite, -resting on a flattish floor of granodiorite near the base of the mountain. Associated with these sediments is a host of porphyritic sills and dykes of gabbro-diorite composition. In the mine area east-west brown soda-rhyolite dykes and north-south black andesite dykes crosscut all the other formations and the ore, probably following steep later fractures."

Planning and design of deep underground mines involves a process of complex three-dimensional data integration utilizing information from exploration (geology, rock mass characteristics), engineering (mining method, excavation geometry, stress) and operations (time, in the form of sequencing). As new logging and monitoring technologies are being developed, the amount and data complexity becomes overwhelming and decisions are often made based on only a small part of the available data. Recently, Laurentian University opened a state-of-the-art Virtual Reality Laboratory (VRL), a Mining Exploratorium that is unique in the world of mining and offers an exceptional data interpretation environment for mine planning and design. The Mining Exploratorium combines a large format spherical stereoscopic projection system, equipped with high definition projection providing the highest resolution of active stereo in the world today, with advanced features of earth modeling software. Combined, this creates the first virtual reality facility geared specifically to the interpretation of mine geometry, geology, geochemistry, microseismicity, geomechanics and mining data sets. This paper demonstrates how value can be added to the mine planning and design process by utilizing this unique tool in the mining decision-making process via better comprehension of spatial relationships of data and by interpreting the data in a collaborative immersive virtual reality environment.

Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

An avalanche is a snow slide. A simple explanation is that the snow on a slope will slide (avalanche) when the snow strength can no longer support its own weight. Snow avalanches happen when the load from snowfall or ram on a snow slope increases faster than the stre n g t h of the bonds between snow crystals. Avalanches can also happen when the strength of a buried layer decre a s e s . Active avalanche control is the intentional triggering of slides. Washington State Department of Tr a n s p o r t a t i o n (WSDOT), does avalanche control to minimize the chance of natural avalanches into traffic. Avalanche control work is done all over the world by: highway departments, ski resorts, railroads, mining operations, utility companies, and other activities threatened by avalanches. The majority of active avalanche control is done with skis, by explosives, or exploding projectiles. Blasting techniques and practices have evolved to fit the specific needs of avalanche contro l . Passive avalanche control is the use of engineered s t r u c t u res such as snow sheds, bridges, or snow supporting devices, to permanently protect a specific location from avalanches. The problem is that these struct u res are extremely expensive. There are a variety of passive avalanche control measures as well as the active m e a s u res used to protect the highway over Snoqualmie Pass. As traffic volume and use expectations incre a s e , m o re extensive passive measures will be needed to keep avalanches from affecting the highway.

The influence of partially replacing cement with marble waste on the workability and compressive strength of concrete bricks was investigated. Three replacement percentages, 10%, 20% and 30% weight marble waste, were used with different curing times of 7, 14 and 28 days. Two specimens were prepared for each percentage and curing time. For this study, marble powder from the Mining House Company in Saudi Arabia was used. It was observed that the replacement of cement in Concrete brick with marble waste enhanced the loading strength and the workability of the prepared concrete bricks. It was also observed that 20% replacement of cement with marble waste was the best replacement percentage compared to the other replacement percentages tested. Marble waste from manufacturing companies, either in powder, sludge or slab form, has negative impacts on the environment. In contrast, reusing marble waste has both economic benefits (i.e., selling the marble waste) and lessening the need for raw resources.

The Geita gold mines in north-western Tanzania have produced 5 Moz of gold from an estimated endowment of 15 Moz. They are generally classified as typical Archaean orogenic banded iron formations (BIF)-hosted gold deposits in banded iron formations as described by Goldfarb, Groves and Gardoll (2001); Neall and Phillips (1987); Phillips and Powell (1993) and Neall (1987). The controls on gold mineralisation have been reassessed to conclude that Nyankanga, and we conclude that Nyankanga, the largest deposits within the group, developed during a dynamic and protracted deformation history intimately associated with several stages of hydrothermal fluid flow and alteration. The fluid-induced fractures associated with gold mineralisation are primarily manifested as submillimetre to metre-scale fractures and breccias developed preferentially in rocks that have been previously deformed and altered by silicification or seafloor metasomatism. This realisation detracts from the exploration and mining strategies that would solely concentrate on fluid pathways and associated wallrock alteration and veining solely within the BIFs as hosts for economic gold mineralisation.

The process of grinding mill quality assurance brings with it associated truths and myths. When the mill quality assurance process took its first great steps forward in the late 1970s and early 1980s, they were in response to the conditions existing, in our industry, at those times. In the late 1990s, we are faced with different conditions, and problems, and need fresh solutions. Yet the system developed for the early 1980s has produced no new approaches for the late 1990s, becoming instead more hardened and entrenched. This lack of development and actual resistance to research is now costing the industry significant amounts of money in late start-ups and useless scrap loss.

THE H. C. Frick Coke Co. has used belt conveyers for handling coal for the last eighteen years but, until recently, only for small tonnage and over short distances. The first installations were outside the mines for distributing coal to various parts of plants. A belt conveyer was put in service at Colonial No. 4 Mine in November, 1906, to carry coal from the main hoisting shaft to a storage bin serving two blocks of beehive ovens on the other side of the valley; it was in constant service until the Colonial No. 4 ovens were abandoned less than a year ago. This conveyor was in an overhead gallery that spanned our sidings and yard tracks and the main line of the Pennsylvania Railroad. It was a crude installation, from the viewpoint of present conveyor engineering practice. It had no mechanical feeding device, the coal simply ran through a gate in the side of a bin on to the belt; but one belt on this conveyor lasted eleven years. This conveyor is about 300 ft. long center, to center of pulleys. It operated at a speed of 250 ft. per min. and carried about 400 tons per day. On this basis, the belt life of eleven years means that not over a million and a quarter tons were carried by the belt. While this is not a large tonnage, the cost per ton was much less than by any previous method in use for supplying coal to ovens located at a distance from the main shaft. The next belt conveyor was installed at Bridgeport Mine in 1907. It carried about the same daily tonnage as the first, delivering from the hoisting shaft to a coke-oven bin. Very few data were kept on this conveyor. It also operated until the coke ovens at the plant were put out of blast and the coal taken to the Clairton byproduct plant by river. In 1916, work was started to equip the Bridgeport, Palmer, Gates, and Ronco mines to load their entire output on, the river for transportation to the Clairton byproduct plant, which was then being built. These mines were all operating at that time and had a large area of coal available for river shipment. The Monongahela Railroad was located between the hoisting shaft and the river at each of these plants and,, therefore, had to be crossed at each location to deliver coal to the river.
