The purpose of any accident-prevention program is the curtailment or entire elimination of injuries and fatalities. It is a job that is never finished in the coal-mining industry. Day by day, on shift and off shift, men are exposed to injury and death in varying numbers. Seldom is it possible to lock up at the end of the shift and leave a mine plant in the care of a sleepy watchman, as can be done at most manufacturing plants. Even on off shifts there are maintenance and supply crews, coal cutters, pumpers and ventilation men exposed to danger. The prevention program of The Koppers Coal Co. recognizes two primary facts: First, no program can be successful without the full support of the management and complete knowledge of the job at hand on the part of every supervisor. Second, and equally important, is the full cooperation of every employee in observing the safety rules and practices set up by the management. Conscious day-to-day concern for his safety by the individual worker is the longest stride toward a good safety experience. How to accomplish the education of the individual worker and supervisor for safety is the problem of The Koppers Coal Co., as it is the problem of all coal companies. Safety Rules A simply stated set of Safety Rules and Practices for the government of employees is the starting point with The Koppers Coal Co. There are but 13 of these rules, which are short, easily understood and followed by a campaign of education and inspection. Each employee receives a set of these Safety Rules and Practices and signs a receipt for them, which is bound in at the back of the booklet, and this receipt becomes a part of his employment record. Thank you for your introduction and the opportunity to speak at such an important forum. I feel honoured to be the Tas McKee speaker for this yearÆs conference. I can honestly say that Tas McKee typified the spirit that has ensured the survival of the mining industry despite the modern-day challenges that we encounter. He was one of the most influential people in the New Zealand minerals industry. In 1938, with his father and brother, Tas established Lime & Marble Limited. Over its history, this company evolved from its original base of marble mining to diversify into gold mining and exploration for other industrial minerals, uranium, precious and base metals. He was truly a pioneer that persevered against the odds.   That leads me to the subject of my discussion today. I am going to delve into todayÆs challenges as they apply to gold companies. While we gold miners should be generating record returns, the gold industry shareholder return performance in this buoyant market has barely equalled that of the gold price. It is a dilemma but one that can be resolved with the right strategy.

"Mineralogical evaluation of ores containing platinum-group elements (PGE) is fraught with difficulties because of the low grades (often 1-3 g/t PGE), dispersal of PGE (usually as finegrained platinum-group minerals [PGM]), as well as occurring in solid solution in some base metal sulphides (BMS) such as pentlandite and pyrrhotite. Mineral processors not only need to know how the PGE are distributed, that is, their mineralogical distribution, but the grain sizes of the PGM, and especially the associated minerals.After obtaining a representative ground sample, common approaches include studying a large number of polished or polished thin sections, concentration of the PGM and sulphides by different gravity methods (e.g., heavy liquids, elutriation, micro-panning) and study of the produced concentrates. Unfortunately, these methods often do not produce concentrations that are sufficiently representative of a particular ore. The newly developed patented technology of hydroseparation (Rudashevsky et al., 2002) is especially effective at making concentrations of PGM over a wide range of concentrations (down to <300 ppb Pt+Pd+Au) and size fractions, including <45µm (down to a few micrometres in size), a size range not possible by other techniques. This water-based environmentally friendly laboratory technique provides a large amount of data from samples, which can range from 5 to 1000g, giving confidence to extrapolation of results to bench-scale and larger test work, especially when combined with quantitative image analysis to determine modal percent of major minerals and mineral liberation data, needed to predict the minimum (K80) and optimum (K40) grinds. INTRODUCTIONThe invention of the electron microprobe in the early 1960’s and scanning electron microscopes (SEM) with energy dispersive spectrometers (EDS) in the 1970’s presented mineralogists with powerful tools permitting them to obtain chemical and surface area data on minute amounts of minerals in situ, in a non-destructive manner. An area of process mineralogy that has very much benefited from this new technology was the characterization and understanding of PGM species, resulting in rapid growth of newly characterized species (Figure 1). Recognition of the first PGM may be ascribed to the Spanish explorer Ulloa in 1748, who described native platinum from South America. The second PGM (laurite, RuS2) was only recognised in 1866 by Wöhler in placer samples from Borneo (now Kalimantan) and the third (sperrylite, PtAs2) by Wells in 1889 from the Sudbury Ni-Cu sulphide deposits. The discovery of the important Pt-Pd deposits in the Bushveld Igneous Complex led to the characterization of the important Pt-Pd sulphides (cooperite, PtS2 in 1928 and braggite, (Pt,Pd)S2 in 1932). By the early 1960’s, only about 20 PGM were recognised, and many later proved to be poorly or incompletely characterized. Thus, the introduction of electron probe microanalysis (EPMA) led to a 50% increase of known PGM, as shown in a 1972 review on PGM (Cabri, 1972). At the time of the next review in 1981 (Cabri, 1981) the number of known PGM had grown to 75 and as of 2002, it had increased to 109 (Cabri, 2002). However, it is the author’s experience that less than about 25 PGM may be considered to be “common”, i.e., found in many different deposit types, as shown in Table 1, but usually only some of these occur in any one particular deposit."

"In this paper a review of the current status in recycling technologies for cathode ray tubes is given for both the glass and phosphors. Particular emphasis is placed on the opportunities for the recovery of the rare earth elements (REE) from the phosphor coatings. This is placed in the market context of alternative virgin sources and some of the advantages and disadvantages for REE waste recovery. Future opportunities are explored and also some experimental detail on a low cost leach system is presented. INTRODUCTIONThe disposal of cathode ray tube (CRT) based colour televisions has accelerated world-wide with the development of high definition flat screen panels. The total number of colour CRT televisions that have been sold in the United States in the mid-20th century is estimated to have been over 2 billion (U.S. Environmental Protection Agency, 2007), with high current rates of disposal. It is estimated that of the 20 million televisions annually discarded, 78% are send to landfill (Nnorom, Osibanjo & Ogwuegbu, 2011). However, this easily accessible item of electronics cannot only be turned into a valuable resource using the right recovery procedures, it can also prevent the substantial environmental contamination arising from improper disposal. In this review we focus on previous and current work performed on the recycling of CRT based televisions. Due to the increasing demand for rare earth metals, the main focus will be on the possibilities and challenges of recycling the fluorescent phosphor powders on the CRT’s panel glass.CATHODE RAY TUBE’S GLASS RECYCLINGConventional cathode ray tubes consist of three main parts, the panel, the funnel and the neck (Figure 1). To produce the different colours on the screen, the inside of the panel is coated with a matrix of hundreds of thousands of small phosphor dots. Each dot is one of three types of coloured phosphors, emitting either red, green or blue light. These emit light when excited by a beam of electrons generated by electron guns located in the neck of the CRT. These beams pass through holes in the shadow mask and excite the phosphor coating on the inside of the panel, to give light of variable RGB composition, see Figure 1."

Copper electrowinning/electrorefining (EW/ER) is powered by direct current (DC) rectifiers that typically generate 30,000 to 70,000 amps and a bus-bus voltage of 200 to 500 volts DC. Tankhouses are designed so that DC current flows through “cell lines” which contain individual EW/ER cells electrically connected in series. Electrolyte composed of copper sulfate and sulfuric acid in water forms the “liquid conductor” that connects the metallic conductors in this circuit. In this setting, stray current is a DC current that strays from and therefore bypasses the tankhouse circuit by finding a path to ground, often through the electrolyte in pipelines that feed into and discharge from the cells, or through dried electrolyte (i.e. sulfate), which is also electrically conductive. Tankhouse workers can be exposed to shock hazards if they become part of a stray current path to ground. This presentation details examples of stray current shock hazards in electrolytic tankhouses and provides voltage and amperage measurements associated with stray current in these examples. A review of critical safety controls in EW/ER tankhouses that will mitigate the risk of employee shock from stray current is also provided. INTRODUCTION Electrolytic tankhouses are designed to deliver relatively large amperages of DC current to a series of electrolytic cells in which copper is plated out of solution using the classic anode-cathode pair geometry within each cell. Electrolyte is the “liquid conductor” that transfers current in between the metallic conductors of the cell. The metallic conductors include inter-cell copper bus bars and the anodes and cathodes themselves. It is sometimes forgotten that electrolyte as a conductor is capable of delivering DC current outside the designed circuit of a tankhouse. Stray current is a DC current that strays from the tankhouse electrical circuit by finding a path to follow other than the designed path. Safety becomes a concern when there is a risk of an employee becoming part of an accidental stray current path, thereby suffering an electrical shock. In 2016, Freeport-McMoRan (FMI) suffered a fatality at one of its copper electrowinning tankhouses. The forensic analysis concluded that stray current from the tankhouse rectifier contributed to the fatality. An employee accidentally fell into contact with a metal flange at the end of an HDPE pipe that was collecting cell overflow electrolyte from the tankhouse. DC current passed through the employee to ground, creating a shock that was judged to contribute to his death. The situation was exasperated because the employee was unconscious, and therefore was exposed to the stray current for several minutes before being found. In addition, the employee’s clothing was saturated with liquid, and the employee was found kneeling in puddled liquid on the ground. FMI immediately began an investigation into the root cause of the stray current that was measured at the scene. Sufficient electrolyte had accumulated in the HDPE pipe such that a continuous path was formed between it and electrolyte that was continuously overflowing from energized electrowinning cells. The metal flange on the pipe was the metallic conductor that carried the current to the employee from the electrolyte inside the pipe. Current then flowed through the employee to ground. Because of this incident, FMI undertook an extensive review of the hazards of stray current in EW/ER. FMI’s tankhouse workforce received a Tankhouse Electrical Safety training course developed in- house to insure worker understanding of stray current hazards. Tankhouse design changes were implemented to better insulate workers from stray current. Personal protective equipment (PPE) standards were also reviewed and changes made.

Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla&apos;s examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100&apos; in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. Eletrochemical behavior and corrosion properties of a Ti–6Al–4V alloy fabricated by selective laser melting in artificial seawater at temperature ranges from 20 to 40 °C were investigated using electrochemical techniques, including potentiodynamic polarization, electrochemical impedance spectroscopy (EIS), and Mott-Schottky measurement, etc. Equivalent circuits were simulated to investigate alloy surface and analytic effects of temperature on interface of alloy and solution. The results showed that corrosion potential increased with temperature rise, and the EIS presented a single capacitive resistance characteristics. When the temperature reached 35 °C or above, passive current increased, while the passivation phenomenon was not obvious and corresponding radiating arc radius reduced, indicating that the resistance decreased, conductivity of surface passivation film improved, and corrosion performance improved. According to the Mott-Schottky curves, alloys exhibited n-type semiconductor characteristics. With increasing temperature, conductivity of passivation film enhanced, and alloy corrosion resistance decreased. At 40 °C, alloy possessed the worst corrosion resistance.

The rapid fracturing and deformation that occurs around excavations during rock bursts demand that support and reinforcement systems have both deformability and damping capabilities. The energy demand and supply approach currently used in design is considered to be too simplified to represent adequately the rock burst process and the support and reinforcement system requirements. Momentum change may be a necessary second criterion for the analysis of dynamic loading situations. At the St Ives Gold Mining Company, DE plates made from conveyor belt rubber, and dynamic cables with sliding anchors have been developed and used to improve the dynamic performance of support and reinforcement systems. Greensand, which is widely distributed in the Eastern United States, was produced in 1976 only by the Inversand Co., a subsidiary of Hungerford & Terry Inc., near Clayton, N. J. Production and sales information is withheld by the Bureau of Mines. Raw greensand produced by the company was sold for agricultural use as a soil conditioner. Processed greensand was sold for use as a filter medium for the removal of manganese, iron, sulfide, and other elements from water.

"Since the introduction of pulverized coal as a substitute fuel for natural gas in the various types of heating furnaces used, in steel mills, a number of fires and explosions have occurred, resulting in the loss of life and property.As one of the primary functions of the Bureau of Mines is to conduct investigations in the utilization of mineral substances with a view to increasing safety in the use thereof, it was deemed advisable to investigate the hazards involved in the industrial use of pulverized coal and, if possible, to devise methods of preventing future accidents arising therefrom. The knowledge of the explosive qualities of coal dust which the Bureau has gained in studies affecting dust explosions in coal mines was of material assistance in these investigations.Several plants were visited in which either fires or explosions had occurred, and data obtained as to the probable cause of the accidents.There was found to exist, among some of those employed about the furnaces, a lack of knowledge of the explosive and inflammable qualities of powdered coal.A small stream of pulverized coal leaking down from a defective joint in a coal transport line did not attract much attention, whereas, had a leak in a natural gas line occurred -wider similar circumstances, no doubt it would have had immediate attention.As a matter of fact, if by any means the duet cloud should come in contact with an open flame or hot metal, the effects would be as disastrous as if it had been gas.This is exceedingly well illustrated by an accident which came to the writer's attention. In the system used at this particular plant, the pulverized coal is transported to the furnace through compressed-air lines. The fuel is fed from a storage bin to a blowing tank in quantities as desired, after which compressed air is admitted and the powdered coal blown to the furnaces. At the time of the accident some repairs were being made to the tank, and it was supposed that the air pressure had been entirely released as the pressure gage stood at zero. There was, however, one or two pounds air pressure remaining and when one of the connections was taken off, a cloud of dust was blown across the room, 30 or 40 feet towards the drier furnace where it came in contact with some live coals. Immediately the entire room was filled with flame which rolled back and forth over a specs 50 feet or so in length."

The Mine Safety and Health Administration has developed a model to estimate diesel particulate (dp) exposures in underground mines. The estimate uses either in-mine measured dp concentrations or engine manufacturers&apos; standardized emission data and through a series of calculations estimates full shift dp concentrations by applying standard engineering principles of ventilation, control technology and work cycle. This model, in the form of a computer spreadsheet, provides the mining industry with a method to estimate diesel particulate levels and determine the impact of various diesel particulate controls on occupational exposure to dp in underground mines. A detailed description of the estimator and several examples demonstrating the results are provided.

The paper deals with three case studies: (a) the handling of wet concentrates (5 to 8 per cent moisture) through feed bins; (b) the handling of the same product in rail cars; and (c) the handling of dry concentrates (less than 0.5 per cent moisture) through feed bins. In each case, the paper discusses the problems of rat-holing. In each of cases (a) and (c), there is a discussion on the consequent extreme variations of feed rates coming from the feeders, making automation of process control difficult to impossible. Currently available bin-flow theory and flow property tests are used as aids in redesigning the bins. The paper concludes with illustrations of the final results after the redesigned hoppers were installed and tested. There is also a discussion on the advantages of the new mass-flow bins on adjacent feeder performance.

This report presents research results obtained in the investigation of deviation control of boreholes in the rotary drilling process. The approach taken in this research is the passive method of placing stabilizers in the bottom-hole assembly to control deviation. Extensive use was made of the drill string mechanics theories of Lubinski and Woods. Analog, digital and hybrid solutions to variety of boundary value problems were investigated in order to determine the best models for bottom-hole assemblies. Field drilling data was analyzed and the results obtained from various models were compared to the actual drilling results. Various accomplishments of this work have been published in open energy industry literature, with more publications to follow.

Myanmar Ivanhoe Copper Company Ltd. (MICCL) has been operating the Sabetaung- Kyisintaung (S&K) Project producing LME Grade A Copper Cathode using the Heap Leach-SX-EW Process since 1998. The mineralization is mainly Chalcocite and the mine has a life of 20 years at the designed annual production of 25,000 tonnes of cathode copper. Design capacity was achieved within two of months of start-up. The mine is among the world’s lowest cost, Heap Leach-SX-EW operations. Information regarding plant design and operation are presented along with the challenges lying ahead and the latest developments. Daniel Kunz is President and Chief Operating Officer of Ivanhoe Mines, and a director of MICCL. He has more than 20 years’ experience in mining, construction and engineering. Prior to joining Ivanhoe Mines in 1996, Mr. Kunz was Vice President and Controller of Morrison Knudsen Corporation, a major international mining and construction company. He was also President and Chief Executive Officer of MK Gold Company, a public mining company listed on NASDAQ.

The Sepon process plant utilises an autoclave to oxidize a flotation concentrate containing pyrite, residual copper minerals, and sulphur. The concentrate is produced from the residue of a preceding atmospheric copper leaching circuit. The function of the autoclave is to provide iron and acid for that atmospheric copper leaching circuit. The key issues in the operation of the autoclave are to maximise the production of acid and ferric ions and to avoid scaling issues related to sulphur balling in the autoclave. Scale control in the autoclave was examined using various dispersants and residue recycle without success. Operation of the autoclave at high temperature and high acidity addressed the scale issue through rapid oxidation of the sulphur and produced a ferric sulphate precipitate in the residue that could be re-leached to provide ferric iron. This paper presents the development steps followed, through batch and continuous piloting that resulted in an autoclave circuit design that addressed the above process requirements. Following definition of the process design basis, modelling of the autoclave operation was carried out to assist with engineering design. The model included thermodynamics and kinetics of oxidation of pyrite, elemental sulphur and covellite and also considered gas/liquid mixing, oxygen solubility as a function of temperature and solution composition, ferrous to ferric oxidation, gangue reactions with acid and precipitation/re-dissolution of basic ferric sulphate and alunite.

"Exploration activity for rare earth element (REE) deposits (i.e., alkaline complexes, carbonatites) has increased significantly in the last decade. A number of deposits have been evaluated around the globe. However, new mines have not been commenced in the last few years with the exception of Mount Weld (Lynas) and Mountain Pass (Molycorp).Resource estimation of REE can follow similar guidelines to other metal projects. However, the inherent mineralogical characteristics of the REE deposits, despite their complex nature, have been generally overlooked by many exploration companies. These include variability of the ore, liberation and association of the REE minerals, and grain size, all of which can affect the processing of the ore. Each deposit appears to be different in terms of matrix and REM (rare earth minerals). Light REE bearing minerals such as allanite, monazite, bastnaesite, synchysite, and HREE bearing minerals such as fergusonite and xenotime can vary widely in composition, grain size and association (e.g., carbonates or hard silicates). On the other hand, although not really REM, zircon, Zr-silicates, titanite, fluorite, apatite, and in some cases many other common silicate minerals can carry trace to significant concentrations of REE.The evaluation of REE deposits should include an appropriate mineralogical characterization in order to quantify the REM, distribution, liberation and association by quantitative mineralogical techniques (i.e., QEMSCAN, MLA, TIMA and others); chemistry of the REM by electron probe micro analysis (EPMA), Laser Ablation ICP-MS or ToF SIMS.These techniques provide valuable data for geological purposes such as: defining quantitatively, the variability and distribution of the REM; differentiating between LREE and HREE zones to delineate ore; and metallurgical purposes to predict minerals/REE behaviour during processing. The lack of a comprehensive mineralogical characterization often leads to the wrong processing path and ultimately affects the elemental/mineral recovery."

This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

Seismic risk in the deep gold mines of South Africa has been studied for many decades. A clear understanding of the effect of geotechnical conditions on the seismic hazard nevertheless remains elusive. Certain reef types seem to be associated with a higher risk of rockbursts. The stability and deformation behaviour of excavations on the different reef horizons are affected by the rock types and the varying strength properties. The seismic response to mining is therefore also expected to differ according to the geotechnical conditions. As a case study of this behaviour, the seismicity at Mponeng mine was investigated. On the VCR (Ventersdorp Contact Reef) horizon, two areas can be delineated. On the eastern side of the mine, the footwall is shale, and on the western side it is a strong brittle quartzite. More large-magnitude events occur in the area with the shale footwall than the area with the quartzite footwall. Moment tensor analyses indicated that the majority of the large-magnitude events are not related to geological structures, but are face-related, implying that shear failure of intact rock is occurring ahead of the mining front. Preliminary modelling indicated that the closure volume for the shale footwall may be higher than that for the quartzite footwall, providing a possible explanation for the observed difference in seismic response.
