THE Transactions of the Institute afford abundant evidence of the general recognition by mining engineers of the importance of a safety-lamp which will not only give warning of the presence of fire-damp, but will also indicate the proportion in which it is present.' Mining-men are only too familiar with the frequent and sudden changes that constantly occur at the working-face of a gaseous mine. Nothing illustrates more forcibly the pregnant condition of the strata enfolding the seam and the seam itself, than the fact that a circulation of perhaps 150,000 cu. ft. of air may contain 2 or even 3 per cent. of marsh-gas, representing a volume of from 3,000 to 4,000 cu. ft. of this gas pouring-out each minute from the natural strata into the mine-workings. It would, indeed, be strange if this great outflow of gas were always constant, and it creates no surprise that such earth-breathings, as they may be called, are spasmodic and irregular in their wane and flow. There are other causes that act to vary the gaseous condition of mine-air. Gas has a tendency, often very manifest in mine-workings and airways, to stratify and, at times, to travel long distances in veins or streams. It is common to catch and lose the gas in the lamp when making a test. At times two lamps, held side by side in an air current, will indicate different gaseous conditions of the passing air. When testing for gas, the lamp may suddenly fill with flame, in a mine-chamber, where a moment before a careful test showed the presence of but 1 per cent. of gas. Like its venerable predecessor, Minerals Today will be a bimonthly magazine that reports on recent trends and issues in the minerals and materials industries. It will be the Bureau of Mines' most frequent periodical presenting an overview of the entire field of minerals and materials.

Froth depth or interface level is an important control variable in column flotation which can influence both grade and recovery. A common method of locating the level is based on sensing the hydrostatic pressure at one or more points along the column. The level position is then calculated from these pressure readings using an equation which includes the bulk density in the froth and bubbling zones. The precision with which the level is detected depends on how well these density values represent both zones. The calculation of these bulk densities from theoretical considerations is not possible and, therefore, the practice is to estimate them by calibration. Unfortunately, the calibration parameters often do not report the level with an acceptable accuracy. A portable conductivity probe has been developed to detect the position of the interface from conductance measurements across the interface. The location of the interface corresponds to the position where a large change in conductance is observed, which is primarily a consequence of the difference in gas holdup between the bubbling and froth zones. This probe can be used to detect the position of the interface to an accuracy of± 5 cm. The probe can be used while the column is in operation, which allows the on-line calibration of the level detection system. Results obtained in its application in a pilot-scale column (0.91 min diameter) are described.

After a stagnant performance in 1982, gross national product (GNP), industrial production, and employment increased during 1983 in nearly all industrial nations, with the U.S. performance generally leading the uneven worldwide recovery. Real U.S. GNP increased 3.3 percent in 1983 (table I). Although investment in nonresidential structures declined, total nonresidential fixed investment in the United States was up 1.5 percent following a 1982 decrease. The increase in worldwide industrial activity and demand in 1983 put greater pressure on prices in many countries. Prices increased from less than 3 percent in the Federal Republic of Germany, Japan, the Nether-lands, and Switzerland to as much as 10 percent in nearly all the other Organization for Economic Cooperation and Development nations. The annual inflation rate in the United States was 4.3 percent (based on the GNP fixed-weight price index).

Mine rehabilitation is a sustainability issue that has been revisited ad infinitum; however, the persistent lack of demonstrated on-the-ground performance and an increasingly intractable rehabilitation liability in Queensland continue to erode the credibility of the mining industry and regulatory bodies. For at least ten years the need to change the current, process-based approach to rehabilitation to an outcomes-based approach has been apparent. The ISO 14001 series temporarily diverted attention from this important point, however it would appear the limitations of an ISO 14001 approach are now more widely accepted. It is proposed that a successful outcomes-based approach cannot be achieved without meaningful community engagement. The apparently intractable nature of the rehabilitation issue will continue to generate conflict and criticism unless all stakeholders are encouraged to participate in the process of developing robust and practical outcomes for rehabilitation. Sharing the responsibility will ensure the best possible outcome. It is important to recognise the valuable resources inherent in community groups, many of whose committed volunteers have considerable expertise in relevant areas. Community groups should not be seen as adversaries but as allies in the process of solving problems that affect the wider community. Several projects that can be seen as test cases for the engagement of stakeholders exist, and in this paper the process of achieving multiple stakeholder engagement in the context of Environmentally Sustainable Development is discussed.

We present the results of a telephone survey of electric arc furnace (EAF) steel producers. This report characterizes the current status of EAF dust generation, treatment and disposal. It indicates the quantity generated, zinc content, other relevant constituents, and plans and trends that will impact on the quantity and characteristics of the dust generated. The survey covers EAF based steel producers in the United States and Canada. It identifies the processors currently employed, opinions about the use of these processors and services, as well as new technologies being considered.

Since man first mined underground, there has been need for adequate illumination; this need has never been fully supplied. At first, suitable lamps were not available. Gradually they have been developed, but along with that development the need for better and better lamps has continued owing to the following conditions and factors: 1. Increasing hazards from gas and dust ignitions. 2. The speeding of operations with mechanized mining, which necessitates greater visibility. 3. A demand that cleaner coal be loaded, which requires higher levels of illumination. 4. The cost of compensation for injuries that has created a demand for better illumination and safer lamps. Use of better lamps has been retarded by: 1. Prejudice and resistance to change on the part of the workers in some districts. 2. The cost and upkeep of the lamps. 3. The present types of lamps, while a great improvement over the old lamps, do not entirely fulfill the requirements for a safe and efficient light for underground workers.

In 1984, at the request of the U.S. Forest Service, the U.5, Bureau of Mines began a study of the 94,370-acre Arc Dome study area (4-667) in order to appraise its mineral resources, The Bureau of Mines mapped and sampled mines, prospects, and mineralized sites in and near the area, The study area is located in the Toiyabe National Forest, about 54 mi north of Tonopah, Nye County, NV, It is estimated that over 500 claims have been staked in the study area since the mid-1800?s. In January 1986, there were 108 active mining claims completely inside and 59 on the boundary. Another 283 active claims were outside the study area but within 1 mi of the boundary, In addition to the large number of claims staked, exploration activity is also reflected by the almost 700 inactive workings that were found during field investigation.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The economics of mining has traditionally been viewed quite apart from the economics of blast furnace operations. It was realized, of course, that blast furnaces would operate best with good raw materials, but the shipping grade of ore, for example, was decided by a sort of collective bargaining process between the ore producers and the blast furnace operators. The mine operators had to keep their costs down, and were usually successful in convincing management that the ore in any particular deposit was endowed by nature with a certain iron content and that the mine grade could not be raised beyond a certain economic limit. The blast furnace operators would have liked a better grade, but as long as they were able to make a fairly good showing it was more or less accepted that they had to take the ore as it came. The mine operators were able to ship to the nation's blast furnaces thousands of tons of iron ore that would be completely unacceptable by present-day standards. As late as the early 1950's, the major steel companies were witnessing an actual decline in the iron content of their incoming ore supply as the mining companies mined progressively leaner material and upgraded it only enough to pass competitive market requirements

The use of finite element programs for evaluating large grinding mill shells is becoming increasingly popular. However, large scale, detailed analysis can become a burdensome task when one is required to manually prepare the necessary data to be entered into the program, while evaluating the voluminous results is even more devastating. Although available computerized finite element analyses can reduce computation time from years to months or even weeks, additional pre and post processors can reduce the time for data preparation and result evaluation to hours, while simultaneously reducing the probability of human error. Examples of the uses of these processors are presented as well as typical modeling techniques.

As a part of its overall wealth in fuel resources, the United States possesses large reserves of coal of ignite rank. According to recent estimates of the Federal Geological Survey (3, 5),l/ the assured lignite reserves of this country amount in total to over 463 billion tons, equivalent to 24 percent of our total national coal reserve on a tonnage basis and 15 percent on a heating-value basis. Distribution and relative amounts of United States coal and lignite reserves are indicated in figure 1. By far the largest proportion of our lignite reserves, over 95 percent is found in North Central States, principally in North Dakota, South Dakota, and Montana, in the vast coal-bearing structural grouping designated as the Fort Union formation. Of the remaining United States reserves, all but a fraction of 1 percent are found in a series of relatively scattered deposits in Texas.

The curvatures and subsequent bending imposed to piles by the surrounding soil during the passage of strong seismic waves is studied. This type of bending develops even in the absence of a superstructure and is referred to as "kinematic bending", to distinguish it from bending imposed to piles by loads generated from the inertia of the superstructure ("inertial bending"). Although kinematic loading may be severe in the presence of sharp stiffness discontinuities in the profile and may lead to damage, it has received little attention by engineers. The scope of the paper is twofold: (i) to discuss some fundamental aspects of seismic pile bending, and (ii) to review some existing design methods. To this end, a dimensionless bending strain parameter (instead of the more commonly used bending moment), and a strain transmissibility function relating pile bending strain and corresponding soil shear strain are introduced. Numerical examples are also presented.

In the earliest days of mining coal the obvious method was by bord and pillar working. Longwall in Britain developed from this as an expedient to overcome bottlenecks arising from ? 1) increasing depth of seams causing roof control difficulties; and 2) ventilation problems. This system became almost universal particularly in the thicker seams, where faces of up to one mile in length were not uncommon. Coal getting in these faces was usually by pick and shovel, filled into small waggons of up to 15 cwts capacity. These waggons ran on rails laid alongside the coal face and were often taken away from the face to the main haulage roads by horses. The roof was supported by rigid props and the wastes were normally controlled by strip packing. This system of mining was very flexible and worked well down to sections of about 3'6"

Introduction The science of geometallurgy requires that ore characterization be performed holistically, that is, with consideration of ore quality on plant performance and product quality. Geometallurgy, by definition, requires knowledge of geology, mineralogy, extractive metallurgy and pyrometallurgy. Examples of the ore characterization challenges for the geometallurgist in the production of iron ore pellets from low-grade Proterozoic iron formation are presented here. Ore Characterization Ore characterization, the quantifying of mineralogy, grain size and the texture of ores, is an often overlooked tool in improving process efficiency. Some mineral related problems are not unique to the production of iron ore pellets; e.g. the problems caused by expanding clays in flotation. The negative impact of carbonate minerals in the ore on pellet productivity and pellet quality are unique. The long and complex geologic history of Precambrian iron formations contribute to modifications of grain size and the introduction of complex textures.

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

At the mining industry, there are several uncertainties that may affect the mobile mining equipment fleet sizing and usage, such as commodity supply and demand, which impacts the mineral price, environmental licenses to allow operations and strategic decisions made by the own mining company. Due to that, it may happen to acquire a mobile mining equipment for a specific site and before it finishes the entire forecasted life cycle, the machine gets idle on that operation and a decision must be made regarding this matter. On large mining companies with several sites, equipment transfer provides a good solution to solve this issue and at the same time it provides operational flexibility and allows to use the equipment until the initially planned working hours. This article presents a method to compare technically and financially whether it’s more feasible to transfer a used equipment or to buy a new one. In other words, we will compare a brand-new machine versus a used one in terms of safety, net present value (NPV) considering both capital expenditures (CAPEX) and operational expenditures (OPEX), technological obsolescence, risks, equipment maintenance reliability and lead times. Although it’s not the main purpose of the paper, it will also be briefly discussed the importance of having a considerable amount of backup equipment to handle low likelihood and high consequence risks that may materialise. This backup equipment portfolio is particularly important to avoid loss of sales and profits in case the production plan changes and it demands further equipment than initially planned to cope with the forecasted production.

Hydraulic coal mining is being successfully practiced in China, U.S.S.R., Japan and Canada and in each country, excepting Japan where suitable sites are not available, the system is being expanded to either existing conventional mines or new mines. Productivity levels and economics at these mines are in all cases better than the productivities achieved in conventional mines in the same general localities. In the U.S.S.R. face productivities approaching 50 tons per man shift have been reported while in Canada the latest statistics show average face area productivity levels are in the region of 200 tons per man shift production monitor. In the United States hydraulic mining has not been actively pursued to the same degree and consequently there are no full scale hydraulic coal mines in operation or construction. Because many of the coal measures in the Western U.S.A. are generally somewhat similar to those being successfully hydraulic mined in Western Canada and parts of Siberia it is realistic to believe that successful hydraulic mines can be designed and developed in the Western U.S.A. Particularly if the vast technological base that already exists is used to improve on other people's ideas, systems, methods and equipment.
