Monazite sand is the only commercial source of cerium, other rare-earth metals and thorium. Although used in rather small quantities, it is essential to many industries. The United Unites is entirely dependent upon British India and Brazil for its supplies. Monazite sand or sand imported under the tariff classification for monazite was shipped to the United States in greater quantities, in 1940 than ever before. About 75 percent of our imports was from British India and most of the remainder from Brazil. If need be, Brazilian production can be expanded to supply all of our essential requirements, and the theater of war expands in the Pacific Brazil may supersede India as the principal source. PHYSICAL PROPERTIES The mineral monazite is generally honey yellow or may vary from greenish yellow to clove brown. Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

Mine ecological monitoring schemes are often conducted only to address compliance and in some cases do not have the sufficient statistical power or understanding of ecological systems to assess, quantitatively, the meeting of rehabilitation targets or mine impacts. Monitoring schemes for rehabilitation commonly rely on analogue sites or premining baselines (reference sites) to assess whether rehabilitation sites are ecologically similar and thus successfully rehabilitated. In the case of monitoring for mine impacts, if the impacted sites diverge from reference data, the site is considered to be impacted. Fundamental to any monitoring scheme is testing the sampling design to ensure that it can detect these differences if they are present through adequate sample sizes (ie statistical power). However, a good understanding of the ecological system is required to ensure that differences detected are ecologically significant. Modelling ecosystem properties can provide a quantitative understanding of how ecosystems change over time and space, in response to natural environmental variations and thus aid in determining significant ecological differences. Furthermore, modelling methods can be used to predict future ecosystem states. Within the ecological literature, guidelines for robust statistical monitoring designs and modelling methods exist but are not routinely being used in the mining industry. This paper uses simple examples to discuss: problems with current compliance monitoring methods; importance of robust statistical techniques; and how modelling can assist rehabilitation assessment and guide monitoring schemes. The aim of this paper is to describe general monitoring and modelling methods that could be potentially used for mine site monitoring and closure assessment. These methods are often considered by mining companies as an extra expense that provide little practical benefit, and the domain of academia; however, engaging these methods may be more cost-effective in the long-run than conducting untargeted monitoring schemes that give no confidence to regulators on whether rehabilitation criteria have been met. "North America has entered a period when greatly increased attention must be given to energy .supply and demand by government, industry and individuals. Such increasing concern about energy will be a long-term phenomenon, accompanied by continuing examination of future resource development and utilization. Those engaged in or associated with mining, a major energy consumer, are likely to experience a variety of problems which are associated with the end of an era of low-cost, virtually unlimited energy supply. Their efforts, furthermore, may be subjected to escalating public and government scrutiny, involvement and control. However, ever-growing recognition of the real and urgent necessity to systematically develop new energy supplies within Canada and the United States will provide unusual challenges and opportunities for those companies and individuals with mining expertise. The vast deposits of coal, tar sands and oil shale provide a relative certainty of supply which only stands to gain in attractive ness with time. In order to benefit from this aspect of certain supply, nevertheless, synthetic fuels will have to be produced at a tolerable cost. This will always require excellent process design and engineering. As synfuels development expands to any significant production level, however, and Jess than ideal reserves are scheduled, the usual geologic-productivity complexities encountered in making ore out of low-value rock will tend to become of prime concern. It is for this reason that the services of experienced mining personnel will be in growing demand in energy production."

A mathematical simulation model has been devised to guide the layout of underground mine workings, drill stations, and drill holes that are established in order to search for tabular ore bodies. Developed and tested for elliptical ore shoots in fissure veins in the Galena mine, Coeur d'Alene district, Idaho, the model can also be applied to ore bodies contained within sedimentary beds (for instance, many types of uranium, copper, and gold ore bodies) or other tabular structures. Programed for a time-shared digital computer, the model contains both stochastic and deterministic variables. Stochastic or natural variables include the number of ore shoots and their sizes, orientations, locations, and values. Deterministic or controllable variables include (1) locations and costs of workings; (2) drill-station locations and costs; and (3) drill hole azimuths, inclinations, lengths, and deflections, if any. For various assumptions about the stochastic variables, the model is run while the controllable variables are changed deliberately. Thus, layouts are devised to determine the percentages of the total number of assumed ore shoots found at different costs. In order to choose among the various layouts, cost-effectiveness measures are calculated.

"The ability to recover cyanide from gold plant tailings has been known almost as long as the cyanidation process has been practiced, but there has been little incentive to process tailings in this way in the past. With the development of technologies that make it possible to recover and recycle free or complexed cyanide directly from gold plant slurry tailings, which indicates, on paper at least, significant cost savings compared to cyanide destruction, coupled with the introduction of legislation to seriously limit the discharge of cyanide to the environment in most gold-producing regions of the world, many companies are evaluating the cyanide-recovery alternative.There is arguably an even more compelling reason for mining companies to consider cyanide recycling. With the growing storm of negative public opinion that the use of cyanide in the mining industry is attracting - following several highly publicized spills over the last couple of years - the time has come for the gold industry to demonstrate environmental diligence and stewardship in the use of this commodity that is so vital for their industry. There is no doubt that the widespread implementation of cyanide recycling will reduce the impact of the cyanidation process on the environment, both by reducing the risk of spills (with less cyanide being transported from manufacturing plants to gold mines), and by reducing the loading of toxic and nontoxic metals and ions in the tailings.This paper briefly discusses the pros and cons of the different processes that are available for the treatment of gold plant tailings to regenerate and recovery cyanide for recycling, and presents a techno-economic argument for the incorporation of this technology into many gold plant flowsheets today."

In the hard-rock mining industry, the generation of fines during blasting is an important issue because it has a significant effect on production processes. Although various approaches have been used to estimate fines generation in recent decades, as a practical matter, measuring the amount of fines is nearly impossible given the technical limitations and the scale of mine blasts. In this study, a dynamic PPV damagemodel was developed and applied to predict fines generation as a result of blasting. This modified version of the crushed zone model (CZM) considers dynamic rock properties and peak particle velocity (PPV), which represents the induced stress in blasting. Dynamic rock-fracturing tests were conducted using a split Hopkinson pressure bar (SHPB) to determine the parameters that represent the relationships between rock strength and strain rate as well as the relationships between fines amount and strain rate in the model. A case study was conducted that entailed determining the radius of the crushed zone for given blast designs and rock properties and then measuring the fines amount within this crushed zone. This case study indicated that the dynamic PPV model can provide a rough estimate of fines generation for given dynamic rock properties and blast design parameters and that this method has the potential to be a useful indicator, or index, of fines generation.

In 1989, Alabama's nonfuel mineral industry produced a State record of $463 million of nonfuel mineral commodities, an increase of $4 million over that reported by the State's mineral producers in 1988. The new record marked the fourth consecutive year in which mineral production increased over that of the previous year. Alabama ranked 22d among the States in total mineral value. Cement, stone, and sand and gravel were the three leading mineral commodities produced, accounting for 77% of Alabama's total mineral value. During the year, there were several acquisitions by Alabama cement and stone companies, and the only tantalum mine in the United States completed its first full year of operation.

"An analysis of operating costs for underground mining operations in the current global economic climate considers the financial burden for a ventilation system to be in vicinity of 30–50%. These operating costs are often overlooked by management teams in the greater scale of things when looking to save money in the procurement phase. This oversight to operational costs can be as little as the effective delivery of ventilating air to the work zone. One of the biggest opportunities for substantial savings and improvements can be realized in the selection of a quality vent duct that is suitable and fit for purpose. The key component to the selection process for quality products is a solid selection criterion that is followed during the tender process. This allows the management team to filter out unsuitable suppliers and products. The case study identifies some of the key components that were considered in the procurement and selection process for lay-flat ducting products. These included the characteristics and strength of the materials. The selection criteria also considered a ducted performance comparison that offers the best aerodynamic performance with some of the following components. • Airflow at Duct Face (m³/s or cfm), Fan Pressure (Pa), Air Power (kW or hp), Assumed Fan Efficiency, Annual Running Costs, K – Factor or Lambda, Leakage Factor, Joining Method and available Duct Lengths with weights. • Critical components considered were the current Testing standards available for: o Bursting Strength AS 4878.5, Mass AS 2001.2.13, Tensile Strength AS 4878.6, Tensile Strength AS 2001.2.3.1, Tear Strength AS 2001.2.10, Tear Strength AS 4878.7 • Other key considerations were: o Warranty Claim, Damage claims, Local storage / operations, community engagement and relationships, current testing data, previous issues, after sales service with technical assistance, etc. Hidden costs associated with product failures and operational stoppages are often not quantified during the tender process. Buyer beware. INTRODUCTION The largest constraint underground mining operations currently face are their operating efficiencies and electrical costs. The overall cost of an operations ventilation system and its components requires more focus to identify what opportunities exist to maximise efficiency and effectiveness. This tender process may not always be clearly understood and it should be broken down into fewer components to achieve quantifiable results."

In July 1997, Kvaerner Environmental signed a unique contract with Echo Bay Alaska called the Transfer Risk and Accelerate Closure (TRAC). The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

The Spokane Research Laboratory of the National Institute for Occupational Safety and Health has demonstrated a prototype hydrogen-fueled mining vehicle as an alternative to diesel equipment in underground mines. Safety and control systems were added to allow a 70-kW rubber-tired hydrogen vehicle, originally developed by the U. S. Bureau of Mines and Hydrogen Consultants, Inc. (now Hydrogen Components, Inc., of Littleton, CO), to be tested. This work began in late 2000 and culminated with a Mine Safety and Health Administration fire safety review and field tests at the Stillwater Mine in Nye, MT, in 2004.

"With the globalization of the mining industry, many companies are now seeking to invest in underground diamond mines, with the purchase of small diamond pipes being seen as particularly attractive. However, recent experiences in South Africa have shown that many projects fail due to a lack of awareness of the hazards associated with diamond mining. In this paper three significant hazards are dealt with — mud rushes, block crushing, and implementation of an inappropriate mining method. Measures that assist in the prevention of these three hazards are given.IntroductionFor over a hundred years, South Africa has been seen as the centre of the diamond mining industry, possibly having the largest number of operational underground diamond mines in the world. Despite the fact that this industry has been dominated by large mines of De Beers Consolidated Mines Limited, many small underground mines have operated profitably for a number of years, exploiting diamondiferous fissures and pipes. In the last decade there has been renewed interest in these small operations from international companies. However, many of these projects have not realized their full potential owing to a lack of appreciation of the hazards inherent in the operation of a diamond mine.Hazards Associated with Diamond MiningIn the development of a diamond mine, the mining company must be aware of the hazards associated with diamond mining. There are three main hazards: (1) mud rushes; (2) block crushing; and (3) selection of an inappropriate mining method (not a natural hazard, but a planning induced hazard). Each of these hazards will be dealt with in turn in the following sections."

The material in this paper is intended simply, to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions on various phases of the subject have been published, a few of which (4, 20, 25, 88, 90)4/ have more or less extensive bibliographies of tie earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon. dioxide with perhaps sore methane) is quite apparent.

Vertically stirred media mills are a highly effective low-footprint solution for the ultrafine grinding of industrial minerals. This work investigates the effect of media density on flow patterns within the mill. Direct irradiation of a media particle leads to decay through positron emission, consequently forming two anti-parallel gamma rays, which allow for the real time tracking of particle position. Grinding media of the same size, but with a range of specific gravities are followed using this method, and the effect on the flow within the mill is revealed. The technique is seen to be an effective method to highlight the velocity profiles within the mill, as well as the zones where grinding is less efficient ? areas of relatively low velocity and high residence time. The changing media is seen to effect the overall flow patterns within the mill, having consequential effects on the efficiency of the grind.

Percussion drilling dates back to the hand operated star drill and hammer. Eventually steam and compressed air were substituted for muscle power and the mechanical percussion drill was born. From the hand held jack hammers, driving a forged steel bit into the rock, there evolved the jack leg, the rubber tired and crawler mounted drill carrier with automatic feed, increasing power and reducing man?s muscle requirements. Because the reaction of a blow on one end of a piece of steel has to be transmitted to the other end there is a limit to the depth or length of drill steel that can economically be used in out of the hole percussion devices. During the late 1800?s there is evidence that designers were attempting to put the percussion tool at the bottom of the hole, directly on the bit, in order to avoid the long drill steel which absorbed much of the blow, leaving little to be applied to the bit and the rock being drilled.

The fall of small pieces of rock between roof bolts causes over 80 pct of the ground fall injuries in underground coal mines. Roof screen, if installed on the bolting cycle, can significantly reduce the number of these injuries. As the surface of the roof fails, the screen will have to retain the broken rock without failing or excessive deformation. Welded wire screen is the most common type of screen material used for roof surface control in underground coal mines. The load-deformation characteristics and the load capacity of welded wire screen were evaluated in the laboratory in a specially built test frame. In the frame, the square screen sections were held in place by bolts and bearing plates at the four corners while a center load was applied to the screen. The parameters evaluated included the wire gauge and configuration, the bearing plate loads and bolt spacing. The wire gauge of the tested screen was 4, 6, 8, 9 and 10. Maximum screen capacities for both load and displacement were developed for each of the wire gauge sizes along with the screen stiffness. This information can be used for screen selection and for the evaluation and determination of screen performance. One wonders whether is will be ever possible to completely protect investors from their reckless gambling instincts, which are so widely encouraged elsewhere in society.
