The mining of magnetite iron ore in Western Australia will generate large volumes of waste rock and tailings over many decades. The need to dispose of these materials will result in massive waste landforms that will require significant planning and management. The formation of comparable man-made landforms is relatively common, as exemplified through past practice in gold and iron ore (haematite) mining. Unfortunately, the performance of these landforms, with respect to long-term stability (erosion resistance), the release of low pH seepage water and aesthetic impact, has commonly been disappointing and environmental legacies have been created as a result. Lessons that have been learnt from past, large mining operations indicate that there is a need to rethink the methods of waste disposal and landform development applied to magnetite mining. The environmental compliance criteria applied to magnetite mines for the storage of tailings and waste typically include minimising dust generation (particularly as the tailings and mine waste may contain asbestiform minerals), control of silt, minimising visual intrusion and management of potentially acid forming materials. In addition, the climate of Western Australia and the paucity of both surface and groundwater in the vicinity of the magnetite mines frequently necessitate water consumption to be minimised. This paper discusses the potential to co-mingle magnetite mining waste streams in a variety of ways to concomitantly satisfy the environmental compliance criteria and the operational requirements of the mine. These methods include co-mingling of coarse tailings and waste through dry-stacking, deposition of tailings as a paste, co-disposing of all wastes to form an integrated landform and the co-mingling of all waste streams to produce PasteRockTM (a blend of tailings paste and crushed waste rock). The paper demonstrates how these techniques can be applied to the magnetite mining industry to provide better outcomes than might be achieved using more conventional techniques, currently employed in large-scale mining operations.

New Zealand's Land and Income Tax Act 1954 contains unique incentives for companies engaged in mining certain specified minerals or petroleum. Sections 152 and 153 provide for the taxable income of such companies to be based not on profits made but on dividends paid to shareholders. A significant saving in tax results, particularly where profits are not distributed: but the Act attempts to ensure that undistributed profits are used for further mineral exploration and development. To encourage investment in the mining industry, persons taking up shares in a company mining for the specified minerals or petroleum are entitled to a one-third deduction in respect of monies paid on the shares and used by the company for its purposes; and company shareholders may make loans to the company and write-off such loans for tax purposes to an amount of up to half their taxable income. Maximum utilisation of the tax incentives calls for careful consideration as to whether a mining or petroleum company should be financed by way of loan capital or share capital.

In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

"Niobec mine, a producer of pyrochlore concentrates since 1976, became a producer of ferroniobium in 1994 and achieved accreditation to the ISO 9002 standard in 1995. The goal of ISO 9002 is to ensure that the products supplied to clients regularly meet their specifications, through explicit work standards and procedures throughout the production process, from deposit appraisal to ferroniobium production.A key element of ISO 9002 implementation at Niobec consists of the quality control procedures applied to the raw materials: the ore fed to the mill and the pyrochlore concentrate fed to the reduction plant. These controls extend from exploration, deposit appraisal, mine planning and reserves estimation, mining, mineral processing and, finally, ferroniobium production. The implementation of ISO 9002 has allowed more efficient control of the quality of the final product sold to clients. It requires interactive team work, the role of the geologist being to relate all information pertaining to raw material and product quality to the geological framework of the deposits."

When alumina is extracted from bauxite ore, one of the environmental pollutants created is known as red mud (RM). This study clarifies that the RM obtained from the Iran Alumina Company has a significant proportion of iron oxides (24%), alumina (19%), silica (17%), and calcium (21%), as well as trace amounts of other minerals. The elements in the RM can be removed and utilized again to reduce environmental pollution. Acid leaching is one of the best ways to selectively exclude some minerals from the RM. In this research, the RM is exposed to different inorganic acids, including HCl, HNO3, H2SO4, and H3PO4, and their binary mixtures. By comparing the results obtained from XRD, EDX, and SEM, it was discovered that CaSO4 crystals are formed by exposing the RM to sulfuric acid. Besides, phosphoric acid was only able to destroy the surface of RM particles. The XRD analyses of acid-washed residues demonstrated that except for the residue of HCl 5 N, all residues contain hematite, showing that inorganic acids cannot easily extract hematite from the complex phases of red mud. While the dissolution of RM with HCl or HNO3 will remove most of the calcium content of RM texture, increasing its iron oxide percentage, which may subsequently be utilized to make colors and pigments.

Introduction The subject of basic refractories is daily becoming of increased importance in metallurgical processes, and there is a constantly growing necessity for the development of better materials. This fact, together with the realization that Canada possesses one of the best sources of such refractories in the British Empire, if not in the world, made it appear? advisable that the subject be presented to the Empire Mining and Metallurgical Congress at the 1927 meeting. Having been in close touch with developments in the Canadian product during the past five years, G. M. Carrie was requested to prepare such a paper. The Canadian producers of magnesia refractories have succeeded in developing the product to a place where it has almost entirely displaced imported materials from the Canadian market. These developments were made possible by a close study of the methods of preparation of the material, and by an exceedingly careful control of the manufacturing process so as to obtain a thorough blending of the different constituents with the resultant uniformity of composition. This point is very important to the metallurgist, as un-uniform materials are a potent cause of difficulties in most manufacturing processes and the constant trend is towards their elimination. The temperature at which the Canadian material is burned ensures high specific gravity and thorough shrinkage. The grain size of the product is so controlled that the voids are only just sufficient to allow of proper bonding, thus making possible a dense, hard bottom affording high resistance to erosion and shock. Careful proportioning of the constituent elements absolutely prevents disintegration.

STATISTICS of injuries in the quarrying and related industries in the United States first became available when the Bureau of Mines collected reports from the operating companies for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1952, is the 33d publication containing statistical data on injuries at quarries and related plants, and it is the first to be published since 1944. The last publication was Bulletin 458, Quarry Accidents in the United States during the Calendar Year 1942. The unpublished statistics for 1942-51 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries at quarries, but there is no Federal law that compels operators to supply such data, and the reports received from operators are voluntary responses to the Bureau's requests for information. Although the figures presented herein may not be complete for the entire industry, every effort has been exerted to make them so, and the figures given are believed to be thoroughly representative of the hazards to which quarry workers are exposed. Moreover, the figures are com¬parable as between States -which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or to comprehend the relative importance of the various causes of injuries in the industry as a whole.

The purpose of this investigation was to develop methods, on a laboratory scale, for recovering tin from Bolivian metallurgical slimes. Petrographic and chemical analyses were made of slime ore fractions from several well-known tin operations. High percentages of the total tin were volatilized as chlorides at temperatures below 600° C. Under optimum conditions reaction rates were relatively rapid, and the chloridizing reaction approached completion. Owing to the low temperatures involved and the high yields of tin, the process was considered to have possibilities for treating Bolivian slimes on a commercial basis. ACKNOWLEDGMENTS Appreciation is hereby extended to the Patino Mines and Enterprises, Inc., of Bolivia, for supplying slimed tin ores that were used in the experimental work. In the bench blasting, the realisation of an economic, and safe blasting is only possible with a reliable blasting design on condition that considering all sequential activities such as drillingblasting, excavation-loading, haulage, crushing (especially primer crushing). Here what we mean with a good, and reliable design is that ensures an almost displaced, adequately swelled muckpile with desired fragmentation degree for the loaders effectivity, and succesive usage. Meanwhile it must also has no environmental problems such as ground vibration, air blast, and rock flyings, or at least these matters have to be minimised. Two main parameters which have generally being questioned to achieve a safe and economic design on any rock conditions, are specific charge, and burden. In the condition of determining these elements, the other blasting parameters could be calculated according to them, and the blasting design could be completed. Within the scope of this study, it was aimed to determine the optimal blasting conditions of gypsum which is major rock unit of overburden at Sivas Celestine open pit mine. First of all, the engineering (mass, and material) and digging difficulty classifications of gypsum were done according to the current classification systems by using the results of field and laboratory studies. Then the blasting system which was being used on all rock units, was considered, and the necessary data were obtained. After previewing the site properties, predesigns were done, and applied by adopting Langefors design model. The necessary adjustments were done before, during, and after the shots, and the applications were observed. In order to determine, and record the data from each shots properly, a practical form was developed, and all data were transfered to these forms which give information about the blasting results such as muckpile displacement, and height, average particle size, back break, and rock fly existence, number of boulders etc. The blasting parameters such as burden, hole diameter, hole inclination, the amount and position of primers, bench height, delay sequence, and blasting geometry were considered for the iteration of each shots. During the applications, ANFO, gelatine dynamite, and electric delay detonators were used as explosives.

Introduction During the past few years, a number of changes in the mine operations at Copper Mountain have taken place. The modernization and mechanization were necessitated and given impetus by wartime and other conditions, which were: (1) The urgent need for copper for wartime purposes. (2) The scarcity of skilled labour for underground work. (3) The increase in labour and supplies cost. (4) The necessity of finding ways and means of increasing the output per man-shift, because of the scarcity of skilled labour and the rising cost of labour. (5) The desire to increase safety measures, reduce the silicosis hazard, and aid mine ventilation. (6) The desire to improve the general working conditions in the mine for all workmen. (7) The desire to reduce the amount of dilution in the ore stream by a more selective yet highly productive method of mining. To this end, mining with diamond drills, and transferring broken ore with slusher hoists, appeared to be the answer to the problem. After considerable discussion and estimation of costs for comparison with those of the operation as carried on at that time, the proposed methods were tried out and, in practice, gave very gratifying results. Reference at this point is made to the paper written by C. H. Brehaut, W. N. Taylor, H. A. Shannon, and R. S. Douglas, which was published in the September, 1945, issue of Mining Technology, by the American Institute of Mining and Metallurgical Engineers, Inc., and subsequently in commercial mining journals. Since that time some improvements have been made in undercutting an orebody - the first through experiment and practice, the second through making use of the earth's barodynamic or gravitational forces. It is the purpose of this paper to describe and discuss these later developments.

The prominence of her mineral resources makes Canada a most fitting place in which to hold the Second Empire Mining and Metallurgical Congress, since in all probability the Dominion has more diversified mineral wealth than any other part of the British Empire. This paper is concerned with nickel, an important factor of Canada's mineral production. The richness and quantity of her nickel ores have made Canada the world's most important source of supply of the metal. Its history and diversified uses are, therefore, particularly interesting at this meeting. Early History Probably the first use of nickel by man was in the fashioning of implements, and later swords, from nickel-bearing meteorites, masses of metal that have fallen from time to time at many points on the earth's surface and which consist normally of iron carrying substantial amounts of nickel. Meteorites were perhaps the first metal known to man. The falling star, sought out with fear overborne by curiosity, was found to be a better stone than the earth-given, truly a boon from the gods. Archaeologists tell us there is good evidence that the ancient oriental peoples learned at an early date to make these stones into useful implements. The invincible blades of the great warriors of old, in China, Persia, and in northern Europe, were Heaven-sent, a fable which sounds significant of meteoric iron. Probably some of the ancient swords of Khorassan and of Damascus were of meteoric nickel-bearing iron.

Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

Uranium exploration in the Powder River Basin of northeastern Wyoming has been intensive since 1966 and in 1968 produced significant discoveries of reduced uranium ore by Humble Oil & Refining Company and others. Substantial reserves have been established in the area. High-grade carnotite ore was discovered in 1951 near Pumpkin Buttes in the central part of the basin (Fig. 1). Other mineralized areas were soon established from Pumpkin Buttes south to Monument Hill and Box Creek. Total production from these shallow oxidized deposits in the lower Eocene Wasatch formation was small. The AEC reports total production of 520,000 tons of ore averaging 0.19% U3O8. The authors are indebted to many people within Humble Oil & Refining Company and Esso Production Research Company for their assistance and guidance. SUMMARY AND CONCLUSIONS The Highland ore deposit, discovered in 1968, is a large uranium occurrence located in the southern part of the Powder River Basin. Uranium mineralization consists of sooty, black uraninite and coffinite coating sand grains and is concentrated along the margins of Tertiary fluvial sandstones. Uranium was transported by oxidizing solutions roving through the buried sandstones and spreading into less permeable channel-edge sandstones to form typical rolls and tabular deposits. Unaltered sandstones are light gray to gray-buff where the sandstones have been oxidized, the colors are various shades of red, yellow, and yellowish brown. An Oligocene tuffaceous source for the uranium is proposed; however, leaching of the arkosic and tuffaceous host sediments may also have provided a source.

This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. A study of certain gas making and fuel problems peculiar to the gas industry of California has been made by the Bureau of Mines. The work was done at the request of, and in cooperation with The California Gas Research Council 2, for the purpose of obtaining basic information on the gas-making fuels available to California, and their applicability to the present and future needs of the gas industry in that State. The data obtained have been applied in outlining a construction program, and indicate the possibilities in efficiently utilizing fuels in making gas by other than the oil-gas process. This paper presents an outline of the study and a summary of the principal results obtained, with some of the more important conclusions and recommendations based on this data. Gas is produced in California by processes which are both unique and different from those common to other parts of the United States. The bulk of the manufactured gas is made in and distributed from two main districts which are centers of population - namely, the Los Angeles district and the San Francisco Bay district. The gas manufactured in the Bay district is, almost exclusively oil-gas, whereas that produced in the southern part of the State, where natural gas is available, is mostly mixed natural gas and reformed-gas, but oil-gas is the chief product when the supply of natural gas is inadequate. Practically all of the gas companies are equipped with oil-gas generating apparatus, and anticipate using it in the future. As the continued use of the oil-gas process to the exclusion of all other processes, depends upon a continued supply of oil at a low cost, and the prospect of obtaining such low-priced oil in the future is somewhat uncertain, the questions have arisen: What will the future gas-making process or processes be? When will it be necessary to make plans for the installation of different gas generating equipment, and what will that equipment comprise?

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

Overcasts are indispensible ventilation control devices to permit one airway to pass over another without mixing in room and pillar coal mining. The airflow distribution inside the overcast depends on its spe-cific configuration at which the flow enters into it. This study uses 3D numerical simulation to examine the pressure and velocity distributions inside an overcast. The effects of the overcast angle on the flow field are also examined. The flow is assumed to be turbulent and isothermal and the standard k-e model is utilized. Simulated results display flow separation and recirculation regions of different sizes occurring not only upstream and downstream from the overcast but also inside it. The results also show that the size of the recirculation regions in-creased with the increase in the angle before and after the overcast influencing significantly the flow field and pressure losses. The stream-lines are plotted to show the 3D structure of the flow field. The results from the simulation can guide overcast design commonly used in un-derground coal mines. The mining industry occasionally blasts near pressurized transmission pipelines and has requested guidance of safe vibration levels and setback distances. the Bureau of Mines and the Indiana Department of Natural Resources cooperated with AMAX Coal Company on a study of coal mine overburden blasting. Five buried and pressurized 250-ft pipeline sections were specifically installed on the Minnehaha Mine highwall near Sullivan, IN for testing to failure. Four welded steel pipes ranging from 6- to 20- in diameter and one 8- PVC water supply pipe were monitored for vibration, strain, and internal pressure for a period of 6 months while production blasting advanced up to the pipeline field. In contrast to previous studies of small-scale blasting representing construction activities, these tests involved overburden blasts of up to 2100 lb per delay in 12-l/4-in diameter holes.

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.
