The recent 20 years witnessed a boom and bust in the nickel laterite industry. Most notoriously is the story of the first three Western Australian nickel laterite projects which all suffered major ramp-up issues. Many hard lessons were learned by the industry and it has been widely reported that the major contributing factors included insufficient testing as well as a limited understanding of the materials handling characteristics at the front-end stage of the flowsheet. This paper compares the current "race to production" in the REE industry to the laterite industry 20 years ago and addresses the fundamental question: ‘Have mining and exploration companies with rare earth projects learned from past lessons and are they doing sufficient and appropriate testwork to prevent failure’? The authors will provide the perspective of a commercial metallurgical laboratory that has gone through the laterite cycle and is active in the present REE cycle.

A lightweight compressed oxygen rescue breathing apparatus (RBA) for rescue and recovery missions has been developed by Mine Safety Appliances Company under contract to the Bureau of Mines. The apparatus is a positive pressure, closed circuit system of 4 hours duration. The weight of the complete apparatus, including an optional cooler, is slightly over 30 pounds. Weight reduction over currently available RBAs is achieved through the use of lithium hydroxide for scrubbing C02 in place of conventional chemicals and the use of a composite glass fiber/ aluminum shell cylinder for oxygen storage in place of steel cylinders. Positive pressure is maintained in the breathing circuit at all times by applying a constant spring force to the breathing bag. The harness has been designed to reduce the work of the wearer by redistributing the weight of the apparatus to the wearer's hips.

Good times make for happy miners. And the past few years have seen a lot of smiling mining engineers, geologists, metallurgists, corporate executives, analysts, investment bankers and shareholders. And nowhere was that more evident than at the 74th Prospectors and Developers Association of Canada’s (PDAC) annual meeting. The meeting, held in Toronto March 5-8, attracted a record 14,500 people. Of those, the PDAC said attendees came from an estimated 100 countries. And about 40 countries sent national delegations to the meeting. Argentina, for example, sent nearly 100 people. The PDAC meeting has always been a event where companies and individuals can get a look at numerous properties in all parts of the world that could potentially become major mines. And through the many receptions, hospitality suites and just sitting in the local restaurants and taverns, deals are usually made.

Mr. B. Neilly: A week or so ago the Secretary was good enough to forward me an advance copy of this paper by Mr. Logan and it was suggested that I comment on it at this meeting. At that time I was not very certain that I would be here, so I committed my thoughts to paper. As a matter of courtesy to Mr. Logan, I sent him a copy of my proposed remarks and I would like to give you just what I sent to him. Appreciating fully Mr. Logan's ability and many sources of information, one naturally hesitates to question anything seriously set forth as his considered opinion. Neither does one of my political stripe like to accuse him of being too 'conservative.? However, in places his paper reminds me of another general manager of a Canadian bank. While I was still Secretary of the Ontario Mining Association, this general manager wrote asking for our forecast on the current year's mineral production, stating that he proposed to refer to such production figures in his annual address to his shareholders. The request was considered very complimentary to the Ontario Mining Association and, in my opinion, justified a great deal of serious study and effort. Finally, the estimate was prepared and forwarded, showing a modest increase over the previous year's total. Picture our surprise and chagrin on reading his address to find that he predicted not an increase but, if you please, a decline of over $10,000,000. Before I cooled off I wrote asking the basis of such a prediction and got a reply to the effect that men in his position had to be ultra conservative in picturing the future.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

Synthetic fibers have been used for many years to attend the demands required by the technologica lfields. However, the use of them has been questioned due to the impact on the environment. In this way, the natural fibers have received extensive attention, in particular hybrid fabrics of natural fibers to reinforce environmentally friendly polymer matrix composites. Thus, the present work has the objective of evaluating and comparing the mechanical properties of composites formed by hybrid fabric with 70% Malva—30% Jute in epoxy polymer matrix. The tests carried out are the Charpy and Izod Impact Tests, with specimens of 10, 20 and 30% in volume of hybrid fabric environmentally friendly into polymer matrix composites at room temperature. The 30% samples had the best results, functioning as an efficient reinforcement.

This paper analysis the medium and long-term perspectives, framework and considered possibilities of sustainable development of RTB "Bor" (Copper mines in East Serbia) after consolidation in the period of transition. The copper mine was opened in 1903. and today is the best quality copper producer on Balcan. This paper are elaborates the problems of privatization, debt, investment, growth of copper production from own mines (and imported raw), opening of new mines, economical efficiency of production, markets, environmental problems and impacts of the recent industry consolidation. The RTB "Bor" is a serious hot spot in Serbia. Unsustainable trends and processes are identified, as follows: open-pit waste dumps, flotation tailings, mining and processing waste waters, air pollution; no efficiency (excessive) using nonrenewal resource in the copper production; inefficiency in the use of energy, water and other inputs in copper complex; transboundary character of emissions of dust; environmental degradation and quality of wide area and ecologically highly risk, etc. Analysing some trends and planning-developmental perspectives and development strategies of company, it might be assumed that in the forth coming period, in parts of the Serbia, the borders areas of Bulgaria and Romania, there is an anticipated increase of ecological risk.

Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge. "THE OPERATION of the Potash Company of America, Ltd., at its plant near Saskatoon, Saskatchewan, is the result of many years of exploratory and development work, culminating in the construction of a shaft, milling, concentrating and other facilities necessary to the production of potash in a marketable form.The possibility that potash existed in •commercial quantities in Saskatchewan was first indicated in 1943, although it was not until mid-1946, when Bata Petroleums penetrated a potash bed at its Verbata No. 2 well near Unity that substantial in-ter.est was developed in the possible exploitation of this important mineral product.The Potash Company of America, which is the largest producer of pot-ash in the Carlsbad, New Mexico area, a district that has been sup-plying about 90 per cent of the North American potash demand, be-came interested in the Saskatchewan deposits •at an early stage. Its engineers made an intensive study of the western Saskatchewan area in 1947 and continued their review of operating problems throughout the next three years.""Potash"" is the commonly used general term applied to the minerals of potassium, of which there are several. The most common mineral forms in which it is produced are potassium chloride and potassium sulphate. The potash content of potassium compounds is ordinarily ex-pressed in terms of potassium oxide (K20) equivalent."

Electrical ad thermal-conductivity measurements have been made on titanium and 6 titanium alloys. The following expression was derived for calculating thermal conductivity from electrical conductivity: K = 0.626 s T x 10-8 + 0.00497 where K = thermal conductivity, cal sec-1 cm-2 cm0C-1 s = electrical conductivity, ohm-]cm-1 T = temperature, deg Kelvin This expression gives calculated thermal conductivities that are not in error by more than 10 pct from the experimental values for A-55 titanium and the 6 alloys measured; namely, A-110AT, C-110M, C-130AM, Ti-6A1-4V, Ti-140A, and Ti-155A, which are representative of the presently available commercial a and a-ß titanium alloys. THERMAL conduction in a gas, liquid, or amorphous solid is accomplished by energy diffusion from molecule to molecule, a relatively slow process. For this reason, such materials have a low thermal conductivity. When a material is crystalline, there is in addition a heat transfer by a vibratory motion of the crystal lattice. It is the contribution of this lattice conduction that makes a crystal a much better conductor than a gas, liquid, or amorphous solid. Lattice conduction, however, does not account for the relatively enormous thermal conductivity of a metal. This is explained by the freedom of movement of valence electrons. These valence electrons drift in a metal in a direction toward a drop in electrical potential and, to a lesser degree, in the direction of a temperature drop in the metal. Since both the electrical and thermal conductivities of a metal depend upon the presence of free electrons, there should be some relatively simple relation between the two. Wiedemann and Franz in 1653 first discovered an approximate empirical relation between the electrical and thermal conductivities of metals at the same temperature. This ratio varies appreciably with temperature, and Lorenz later showed that by adding a temperature factor to the Wiedemann-Franz ratio the value of K/(s T) is constant, where K is the thermal conductivity, a the electrical conductivity, and T the absolute temperature. This Lorenz constant shows a greater variation for alloys than it does for pure metals, the ratio increasing slightly as the proportion of alloying elements increases. It has been found that a closer correlation between electrical conductivity and thermal conductivity can be obtained by means of an equation of the form K - A s T + B [1] where A and B are constants. In this equation the term AsT is the contribution of electronic conduction and B is the contribution of lattice conduction to the total thermal conductivity. EXPERIMENTAL MEASUREMENTS Electrical-resistivity and thermal-conductivity measurements on titanium and 6 titanium alloys serve as the basis for determining an equation of the K = AsT + B type for titanium alloys. Specimens—Table I shows nominal compositions of the 7 metals on which electrical and thermal conductivities were measured. The electrical and thermal-conductivity specimens for each alloy were taken from stock of the same heat and usually from adjacent sections of the same bar. IN the treatment of complex ores by flotation, one of the most important steps is conditioning the feed. Conditioning primarily consists of the addition, in the grinding circuit, of an alkaline reagent, for example sodium carbonate, which neutralizes any acidity of ore and mill water, counteracts the effect of 'harmful soluble salts, disperses colloids, and provides the necessary alkalinity for the best metallurgical results. The several minerals of the ore should be put in such condition that they may be floated or rejected as desired, through the action of further reagents thereafter used.

The report of the Forestry Committee, presented to the recent Imperial Conference at London, is discouraging in its view of the future of timber resources and supplies. From a review of the forestry situation throughout the world, there is every likelihood that, thirty years from this, a shortage of the soft-woods will be severely felt. In the United States, only about one-third of the present forest area contains virgin timber. This will be cleared at the rate of five and a half million acres a year, so that in twenty-five years it will be about all gone. Canada has only about 27 per cent of her original forests left, and her virgin soft-wood will last but another half century. At the present time, the value of her lumber products is over $300,000,000 annually. During the summers of 1909 and 1910, the Government of Nova Scotia caused an examination to be made of the forest conditions in this Province. The reconnaissance, which was under the direction of Professor B. E. Fernow, of Toronto, involved an examination of the various soils, the rate of growth of the wood, and a general survey of the forest area. The importance to the Province of conserving its forest resources was clearly shown, and a number of recommendations were made, which; however, were never acted upon.

"Once a health based guidance limits for exposure to diesel exhaust have been established, and as part of a multi-disciplinary team, the program for exposure reduction should incorporate the plan-do-check-adjust cycle. Setting a suitably protective (health based) occupational exposure limit (OEL) for diesel particulate matter (DPM) and nitrogen dioxide is a key driver to reduce exposure. It is important to go beyond regulations and reduce exposure to diesel exhaust, DPM, as low as reasonably achievable (ALARA) such as that prescribed under the Australia, Queensland Mining and Quarrying Safety and Health Regulation 2017 where under section 135 Limiting workers exposure, the workers exposure must not exceed the exposure limit applying to the worker for the hazard; and is ALARA. It appears that previously acceptable OELs are no longer safe. Therefore it is important that the internal responsibility system be implemented and the precautionary principle approach be followed, especially as it may be some time before a suitably protective OEL specifically for DPM is in place. One leading multi-national mining company BHP Billiton has acknowledged a significant lag that exists between regulatory action and the level of science that informs health risk. This company is managing exposure to diesel exhaust to as low as technically feasible. This same company that has set an interim target for managing diesel exhaust to 0.03 mg/m3 is achieving these levels which paves the way for other mining companies and general industry including construction. The Occupational Cancer Research Centre 2017 recommends reducing personal exposure to within 0.02 mg/m3 (EC) for underground mining and 0.005 mg/m3 for other workplaces. Controlling DPM is important to prevent cancer however it is also important that that nitrogen dioxide (NO2) be reduced (ALARA) and that careful selection of control technology be considered such as the proper selection of a diesel oxidation catalyst so that the level of NO2 does not in fact increase. The example from BHP Billiton provides a leading practice including using a multi-disciplinary approach and the importance of controlling emission at source and having an auditable diesel emissions based monitoring program in place."

This contract final report summarizes the design, fabrication and testing of canopy air curtain devices under Bureau of Mines Contract H0232067. The canopy air curtain device is designed to reduce the level of respirable dust exposure to a continuous mining machine operator while having a minimum effect on operator safety, mobility and comfort and being compatible with mining equipment. This contract was devoted to the development of a device which utilizes an invisible curtain of air to envelope a mining machine operator's breathing zone with filtered air to provide respiratory protection. Various concepts were evaluated by means of laboratory tests. One concept was selected and was tested on various mining machines at underground sites by means of MSA personal samplers. The canopy air curtain was found to be effective. The percent reductions over the ambient dust concentrations were about 30 to 75 percent depending on the amount of time the operator spent under the air curtain. At one test site, the device enabled the mining machine to operate within compliance. Donaldson Company is presently working on the commercial production of the device.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. Industrial minerals are critical to most aspects of modern society. They are pervasive in both industry and in everyone's lives (McVey, 1989; Barsotti, 1993). They are also the dominant class of minerals produced in the United States but this fact is little known outside the industry. For example, in 1993 (U.S. Bureau of Mines, 1995, table 1) industrial mineral dollar value was double that of metals ($20.86 billion vs. $10.88 billion) and employment levels were nearly so (74,000 vs. 40,000). A further difference is that transportation tends to dominate production costs (FOB end user) whereas they are much less significant in other mining ventures or other industries. Finally, metal mines are more concentrated west of the Mississippi; industrial mineral operations are more prevalent to the east (U.S. Bureau of Mines, 1995, p. 16-17). The significance of transport cost is discussed in Part 2, which is essentially Barker and Austin, 1995. Part 1 will update and expand portions of Barker and Austin (1995) and provide a more detailed discussion of import/export relationships using a China/United States reference point because of China's dramatic influence on some industrial mineral markets since the mid-1980s (barite, etc.).

"This paper is the result of a continuing investigation begun in 1953 by government geologists and mining companies. Previous work is reviewed and the development of several stratigraphic nomenclatures and correlation schemes is traced, culminating with the interim report of the Federal-Provincial Committee on Huronian Stratigraphy formed in 1966.The stratigraphy, structure and correlation of the Huronian rocks of the Blind River area and the region between Sault Ste. Marie and Sudbury are reviewed. The area is underlain by three Precambrian units: (1) the Archean greenstones and granites, (2) the Huronian sedimentary and volcanic rocks and (3) the post-Huronian intrusive rocks. The Huronian rocks, largely quartzite and conglomerate with greywackes, argillites and carbonates, were laid down in shallow water transgressing over the eroded Archean basement. Thickness and facies changes indicate a northwesterly source, northerly overlap and deposition controlled by basement topography. Polymictic conglomerates, occurring at least at three horizons, represent tillites and are associated with varvites with dropped clasts. These are best developed in the Gowganda formation, which varies from a continental glacial environment in the north to a marine glacial environment in the southeast.There were at least three phases of post-Huronian igneous activity, probably related to several periods or phases of late Precambrian deformation and metamorphism: (1) sills of Nipissing diabase and rather younger diabase dikes; (2) the Cutler Granite and Croker Island Complex; and (3) dikes of Keweenawan olivine diabase.Copper mineralization is associated with the Nipissing diabase. The uranium ores are found in pyritic quartz-pebble conglomerate near the Huronian Archean unconformity, particularly in ancient valleys; they are considered to be placer deposits modified by later events. Uranium production from the Blind River camp to the end of 1966 was 128,160,096 pounds U308 valued at $1,203,840,848 derived from 56,077,179 tons of ore grading 0.11 per cent U308.Within the Blind River and adjacent areas, future discoveries will probably be the result of costly systematic deep-drilling programs accompanied by detailed geologic studies of the type carried out by oil companies and probably computer-oriented."

Collins Radio Company, through this contract with the Bureau of Mines, has conducted a System Study of Coal Mine Communi¬cations. The program was a three phase program to establish a data base, perform communication system analysis and optimi¬zation, and prepare equipment specifications to be included in this final report. At the start of establishing a data base both a knowledge of mine communication and coal mines in general was obtained. Communication system requirements and constraints were determined along with a survey of current and potential mine communication equipment. An investigation was completed concerning theoretical LF and VLF propagation characteristics, and UHF propagation tests were conducted in a working coal mine. Different mines were contacted and on-site surveys completed with respect to coal mine communication requirements.

One of the requirements for the successful waging of war is an unlimited supply of iron ore. In the spring of 1941 the demand for iron ore was expected to exceed the supply. This was particularly so in the case of high-grade lump iron ore, essential to the open-hearth process of making steel. The bulk of Canada's iron ore was imported from the United States. At this time, Canada was making every effort to conserve United States funds for more vital purchases. For these reasons, the development of Canadian iron ore resources became of prime importance. Several companies undertook investigations and one of these examined the old Josephine deposit. Location The Josephine property is in the district of Algoma, in the Michipicoten area of the Sault Ste. Marie mining division of Ontario. It is 120 miles north of Sault Ste. Marie and 20 rail-miles east of Michipicoten harbour, on lake Superior (see Figure 1). Transportation in the area is furnished by the Algoma Central and Hudson Bay railway. The Michipicoten branch of this line passes within a mile of the Josephine mine. Michipicoten harbour provides a port through which iron ore is currently shipped. Power in the area is supplied by the Great Lakes Power Company, with generating plants on Michipicoten river, on Montreal river, and on St. Mary's river at Sault Ste. Marie. A series of transmission lines cover the district and one of these is connected to the Josephine mine by a 3 ½-mile branch line. History The Josephine property was staked by Alois Goetz in 1899. Before the claims could be recorded, the township in which they are located was given to the Algoma Central & Hudson Bay railway as part of a land grant. As a result, the ownership remained in dispute until August 24th, 1906, when a settlement was arbitrated by the Honourable Frank Cochrane. His ruling is interesting and is quoted in part.
