After the 1989 Loma Prieta Earthquake, the California Department of Transportation (Caltrans) initiated an overview of the Caltrans Bridge Design Specifications (BDS) and bridge seismic design practice in California. This overview is continuing under the direction of the Applied Technologies Council (ATC-32), to review and revise as necessary existing standards, performance criteria, specifications, and practices for design and construction of new bridge structures within California. The ATC-32 project began in August 1991 and is expected to be completed in 1995. Since 1990, Caltrans project-specific seismic criteria have been developed and implemented on the I-280 and I-480 projects in San Francisco. Caltrans and an independent seismic safety review panel continue to develop and implement these criteria on other projects. In 1991 and 1992, project-specific seismic criteria were used on the I-880 reconstruction project in Oakland. The seismic safety review panel considered the I-880 seismic design criteria a state-of-the-art methodology to ensure seismic safety against collapse of bridge structures subjected to a maximum credible seismic event. This paper highlights the 1992 "I-880 Reconstruction Project Seismic Design Criteria Review" report prepared by the Seismic Safety Review Panel and Caltrans Division of Structures and will compare pre-1989 BDS and AASHTO methodologies to the I-880 criteria.

In order that the use of continuous mining machines be most economic, the equipment must be operated at rated capacity as much of the time as possible and downtime for repairs kept at a minimum. A large factor influencing any proposals for maintenance programs is the complexity of the machines—often the intricacies of the precision-built equipment requires engineering knowledge byond the scope of mine maintenance personnel. A training program is part of the answer; there are others. In addition to investigating a joint company-manufacturer equipment-design improvement program, Mountaineer Coal Co. has launched a detailed preventive maintenance program to combat extensive downtime often encountered when continuous miners are used. Everyone in the coal industry knows the importance of operating continuous miners at their rated capacity as much of the time as possible. The potential capacity of the miner is such that l-min. delay means from 3 to 8 tons of coal lost. Today's miner is a well designed, precision-built machine, complicated with hydraulic and electrical equipment and complex mechanical assemblies with all possible combinations of gears, levers, and rods. As the machine becomes more complex, the problem of maintenance becomes more acute. The transition from conventional to continuous mining has taken place so rapidly that the mine mechanic has been unable to keep pace. When there is a machine failure, the maintenance man usually employs either the trial-and-error or the play -it-by-ear method of repair, but this represents an expensive proposition. Mine mechanics, maintenance superintendents, and mine managers complain about the complexity of the machines and how difficult it is to keep them running. There is no shortage of skill in the design offices. Machines are designed by good engineers, but for engineers. What's the answer? Better trained maintenance men—better maintenance instruction—better field service. These are all good corrective measures, but the real cure is to provide for the men at the do it level. Designers have got to cooperate with men to simplify maintenance on the increasingly complex machine. The designer must be aware of how his machine can be maintained. Sometimes a simple design change in a bearing, oil seal, or a bushing will correct recurrent breakdowns. Parts such as filters, hydraulic cylinders, hoses, and pivot pins can be better arranged on the machine to make them accessible so that the mine mechanic can easily keep the machine producing. Therefore, to get our maintenance off on the right foot, the program must begin back in the design office, before the machine is delivered to the mine property. Realizing the importance of this aspect, our company set out on a joint company-manufacturer equipment-design improvement program. This is a formal program in which quarterly reports are written covering machine defects, design weakness, and general problems relating to machine maintenance and performance. The manufacturer in turn comments on each and every item appearing in these reports, indicating the action he proposes to take. In addition to the written reply, meetings are scheduled with manufacturer representatives to discuss further the outlined problems. The benefits realized from this organized program are both substantial and far reaching. Good maintenance begins with a good design. The subject of preventive maintenance is not a new one. Volumes have already been written on the subject. It consists primarily of doing the maintenance work when you want to rather than when the machine demands it. However, a preventive maintenance program can be overdone. Theoretically, if carried to ridiculous extreme, all working time could be spent inspecting and repairing the machines and no time would be left for production output. Our goal in maintenance is to maximize running time for all machines, and to prevent or at least minimize production downtime. Corporate and workplace culture, as many owners, directors, executives and managers know, is by far the most powerful determinant of productivity. It’s much more significant than buildings and equipment. Considerable information on the organization of German fuel research and recent developments was obtained and published in several combined Intelligence Objectives Sub-Committee Reports. This material, although avail- able in the initial reports, has never been consolidated, so that it may not have come to the attention of many readers. This report gives a summation of the authors' observations at six different research laboratories.

Lonmin, earlier than any other primary platinum producer, had to deal with the concentrating and smelting of UG2-rich ores and concentrates respectively. Smelting was performed at a fairly modest scale compared to the company's industry peers in the platinum group metals (PGMs) industry, and was focused on smelting concentrates obtained through low mass pulls while still maintaining high recoveries at its concentrators. Lonmin gradually smelted larger quantities of UG2 concentrates. Initially two 2.3 MW Infurnco furnaces were commissioned in 1982, followed by three 5 MW circular 3-electrode Pyromet furnaces in 1991. Deep electrode immersions and moderately high hearth power densities were used in all the designs. Lonmin decided to continue with circular furnace technology when it planned its new high-intensity No. 1 Furnace. Neither Lonmin nor the technology supplier and EPCM company foresaw the challenges that scale-up would bring when applied to the smelting of UG2-rich concentrate blends. Superimposed on the high chromite content, was the low base-metal loading, mineralogical difficulties, and fine particle size that resulted from milling of all concentrates (especially UG2 and recycle materials within the smelter). Through a process of fundamental diagnoses of furnace run-outs and wear patterns observed during repairs, the main challenges operating this high-intensity furnace were identified as sulphur vapour corrosion of the copper coolers, uneven and unpredicted movements of refractory bricks with associated copper cooler lift and matte tapblock movement, the formation of three-phase 'mushy' zones, high refractory and taphole wear rates, uncertainty in matte level and associated insufficient matte buffer height, and high furnace operating temperatures. These factors seldom worked in isolation and will be explored in more detail in the paper. The variability in furnace feed characteristics led Lonmin to redesign Furnace No. 1, to invest in backup furnace capacity, and to invest in improved monitoring and control. These improvements consisted of online and high-frequency off-line monitoring of feed chemistry and mineralogy, online pressure monitoring of water-cooled circuits, an alternative matte liquid level measurement in the furnace, and electrode immersion estimation. Improvements were also made at the converters by installing and utilizing optical spectral analysis of the converter flame to characterize converter behaviour and achieve the desired iron end-point for white matte. This paper also briefly discusses the current and future expansion plans, as well as ancillary operations at the smelter such as flue-gas handling and materials handling.

INTRODUCTION The Zinc Corporation, Limited and New Broken Hill Consolidated Limited (ZC/NBHC) mines are situated at Broken Hill, New South Wales, Australia (refer Fig. 1). Both companies are wholly owned subsidiaries of Australian Mining and Smelting Limited (AM&S). Annual production from both mines is 2.3 million tonnes of lead, silver and zinc ore mined by a variety of underground methods. From 1911 to 1968, conventional overhand cut and fill stoping (both open and square set timber) was used almost exclusively, though some trials with shrinkage and sublevel stoping were undertaken. The trial stopes used short holes in conparison with today's sublevel open stopes. Mechanised cut and fill methods with regular rockbolt support were introduced in the early 1960's and undercut and fill stoping replaced square set timber stoping for pillar extraction in the late 1960's. Since 1968, increasing emphasis has been placed on longhole open stoping (LHOS) although some areas of the orebodies are comrnrnitted to the abovemehtioned methods since existing stope development makes it impracticable to change. In 1979, approximately half the total production was mined by LHDS and it is expected that the LHOS proportion will increase in the future. A vertical crater retreat method of longhole mining has also been successfully introduced to replace the undercut and fill stoping of some pillars and it is expected that this stoping method will be used in some future primary ore extraction. This paper reviews the progress of LHOS technology at ZC/NBHC with emphasis on the stope planning and design process and the importance of rock mechanics applications. The objective has been to maximise the primary extraction of the orebody giving due consideration to stability and safety. This has led to the design of a novel sloped wall longhole stoping method which should eliminate the formation of pillars by mining the orebody in a "continuous" manner incorporating a sloped sand interface between the blocks of ore being mined and the previously mined sandfilled stope. The expected results include the complete extract of the orebody without the formation of pillars and with minimal dilution of ore with sandfill. The evolution of the method can be best illustrated by following the mining progress of the relatively new Southern 'B1 Lode orebody at the NBHC mine. GEOLOGY Southern '8' Lode is the southern extension of the 'Bt Lode orebody, which is currently being mined further to the north in ZC/NBHC (refer Fig. 2). The ore block being developed and stoped extends for a vertical height of 90 metres from No. 17 level down to approximately ten metres above No. 19 level. The ore minerals are sphalerite and galena with the zinc:lead ratio averaging approximately 3:l with a minor amount of silver associated with the galena. There is a sharp contact between the ore and the country rock on the footwall and keel, while the hanging wall gradates into medium and low grade material. The gangue is primarily quartz together with garnet, biotite, feldspar, gahnite, sericite and minor apatite. In various horizons within the orebody, grey feldspar, quartz and garnet pegmatites occur as stratiform layers. The ore and country rock are competent with some inconpetent boundaries.

"INTRODUCTION The Rodessa oil field in Marion and Cass Counties, Tex., Miller County, Ark., and Caddo Parish, La., was discovered in August 1930, when a well drilled to a depth of 5,506 feet in Caddo Parish, close to the surface trace of the Rodessa fault, produced gas in commercial quantities. During the next 5 years 21 gas wells were drilled, and a large reserve of natural gas was developed in the high part of the Rodessa structure underlying the Massive Anhydrite member of the Glen Rose formation.In July 1935 oil was discovered on the flank of the structure when a well drilled to 6,048 feet also in Caddo Parish, was completed as an oil well. The discovery of oil in the Rodessa structure initiated art intensive development program of more than usual interest to geologists, engineers, and operators in the petroleum and natural-gas industry. The complex nature of the different reservoirs, the large volume of ""free"" gas under high pressures and temperatures in the upper part of the reservoirs, and the high gas:oil ratios of some of the wells during the early production of oil presented many problems the solution of which taxed the ingenuity of those responsible for the development and exploitation of the Rodessa field.Early waste of gas and resultant dissipation of reservoir energy led to State intervention, which brought about effective regulation of the quantity of gas blown to the air. Oil production from wells producing more than 2.000 cubic feet of gas per barrel of oil was restricted, and oil allowables generally were based equally upon acreage and upon reservoir pressures. Consequently, oil-production statistics of the field are closely associated with gas:oil ratios and reservoir pressures.The primary object of this report is to present factual and statistical data on well performance in the Rodessa field and to show established trends under certain operating methods and practices in high-pressure gaseous reservoirs, which have been carefully developed and outlined by modern technique and exploited under close engineering supervision.The large size of the Rodessa field, it’s fairly well defined gas caps, and a somewhat definite water table in a part- of the oil- and gas-producing region are of special interest and importance in a study of the fluid and energy relationships in reservoirs. Consequently, the results of much of the authors' work in collecting and compiling date are presented in the form of tables, maps and cross sections to show the relative thicknesses of the different oil-and gas-producing members and their permeability and porosity relationships, and, when possible, the variations in stratigraphy are exhibited in cross sections. Results of a detailed analysis of cores from a number of wells also are presented in tabular and graphic form."

"The Iron Ore Company of Canada's Carol Lake Project is Located near the western boundary of Labrador, 960 air kilometers northeast of Montreal (Figure 1).The Concentrator operation was started in 1962 with a capacity to produce 7 million tonnes of concentrate per year. The bulk of the concentrate was pelletized at a 6 million tonnes per year pelletizing plant completed in 1963. The remaining concentrate was sold in the international market. The concentrator was first expanded in 1966 to 10 million tonnes per year capacity with the pellet plant also expanded in 1967 to match the increase in concentrate production. In 1973, the concentrator was further expanded to gear with the increase in concentrate sales. In 1977, more than 40 million tonnes of crude ore was processed to produce in excess of 17.4 million tonnes of concentrate and 10.4 million tonnes of pellets."

The site selected for this furnace was, at the time of commencing work, October, 1872, entirely covered by the navigable waters of Lake Champlain. A coffer-dam was first built of cribs of round timber filled with stone, forming three sides, while the shore answered for the fourth. Considerable excavating was done with a steam-dredge, a hole being left for it to pass out. The opening was then built up, and the cribbing banked up with blue clay from the bottom of the lake, to render it water-tight and the dam pumped out; the remainder of the excavating being done by hand. All of the foundations, with the exception of the elevator-tower, and fifteen feet of the east side of hot blast, rest on the Potsdam sandstone, which forms the shore line, dipping into the lake at an angle of fifteen degrees. The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

THE motive for merging or consolidation today is conspicuously different from that actuating business men in the late eighties and early nine- ties. Then they combined to secure added productive capacity and to monopolize their respective industries with a view to exploiting the consumer. So flagrant were some of these cases that they brought about their own correctives via retaliation on the part of the public and the subsequent restrictive legislation and legal curbs. The objective of the present-day merger, writes W. R. Hill in Printers' Ink, December, 1927, is summarized as follows : "In the golden days when an industry was being cut to pieces, the prevailing cure was to combine. The reason for such trusts was to strangle competition and by creating a monopoly, dominate the market, raise prices, regardless of economic business methods, and simply force larger profits.

"MillMapperTM is a new 3D laser scanning technology that has only recently been introduced into the North American mining industry. It enables mill operators to gain a much more complete understanding of the condition of their mill internals and to more accurately predict how liners will perform in the future. This paper describes the technology and techniques used to obtain data on internal mill conditions, how this data is processed into meaningful information which enables better prediction of liner life and gives examples of the reports provided by the software. Examples are given, using client sites data, on how this information is being used to reduce the costs and improve the revenue from SAG and ball mills.INTRODUCTION Scanalyse Pty Ltd developed the MillMapperTM technology in Australia over a number of years and has recently introduced it into North America with a significant take-up in Canada. The technology was commercially released in Australia in late 2006 and there has been significant technical development in the features provided since that time. MillMapperTM has been accepted as a useful technology in the Australasian region and more recently has been introduced to sites in Chile, Peru, Brazil, USA, Canada, Laos and South Africa. Over 100 different mills have been scanned and the technology has been thoroughly tested and validated. It has become an integral tool in condition monitoring and improvement programs for SAG and Ball mills across many sites and is now providing significant and measurable benefits to the mining industry. Some of these benefits will be described in this paper using actual examples."

A study was conducted to examine the treatment of metal-bearing effluents by precipitating the metals as sulfides and simultaneously collecting the particles by flotation. The precipitant was hydrogen sulfide gas which was introduced into a bench-scale column cell with air. The study included experiments of various flotation reagents and column configurations in treating solutions containing dissolved copper, lead, mercury, iron, zinc and cadmium. An acidic laboratory waste from a local copper operation was used to test the column with a solution containing several metals and arsenic. Precipitates were observed to form at the gas/liquid interface when the gas mixtures were rich in H2S. Copper, mercury, lead, and cadmium were precipitated from solution as sulfides to concentrations near detection limits. The flotation of these precipitates was enhanced with small amounts of S-7151 promoter from American Cyanamide Company and Dowfroth 1263 mixed with the feed. The recovery of the precipitates in this manner produced a smaller volume slurry which was easier to dewatering than a slurry produced by conventional precipitation techniques. The low pH and high oxidation-reduction potential in the cell from H2S addition was not conducive to form precipitates of iron, zinc or arsenic. However, these ions were precipitated as sulfides by raising the pH of the column discharge.

How can employees be stopped from engaging in unsafe work practices? It is often easier to prevent employees from performing unsafe acts through manipulations of the work environment than through various training or motivational programs. Therefore, it is important that accident prevention programs seek to identify the reasons for the unsafe behavior and to redesign tasks and the work environment (e.g., tools, equipment, physical surroundings) in order to remove employees from sources of harm and to prevent situations from arising that would prompt them to perform unsafe acts. Unfortunately, in the mining industry the work environment is often innately hazardous, rapidly changing, and difficult to predict, making it very difficult, perhaps impossible, to fully protect the employee by environmental manipulations. Therefore, it is important that effective methods be identified for influencing mine employees to work safely. Various strategies have been used to convince employees to avoid unsafe acts and/or adopt self protective behaviors. The intent of this article is to provide guidance to mine operators concerning the use of four techniques for influencing mine employees to work safely: (1) employee surveys, (2) incentives, (3) fear communications, and (4) disciplinary actions.

West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. INTRODUCTION The diversification of energy sources in the United States (US) has seen major shifts during the past decade resulting from: • A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques. • Incentive-driven policies leading to new development in alternative energy. • The emergence of renewable energy sources, proliferated by state and federal level incentives and falling capital costs. Coal was once the primary low-cost fuel source for the generation of electricity in the US for most of the last century, providing approximately 50 percent of the total production capacity. However, within the past decade lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and renewable sources have steadily grown to account for approximately 10 percent of the overall mix.

"INTRODUCTION Grade control requirements for base and precious metal projects are an important input to both conceptual and feasibility mine plans. It’s the author’s experience that grade control input is insufficient at these critical stages. The few exceptions are a stimulus for this paper. A significant portion of CRC’s practice has involved assisting operations to solve grade control issues which were finally recognized as contributing to negative production variances. Even in operations perceived to be successful, deficiencies in grade control are often masked by measures taken by an operation to compensate a deficiency in one area with outperformance in another. The advantages in having a realistic and adequate grade control plan developed at an early project stage by a geologist(s) with considerable operations experience are manifold. It’s important for the geologist to prepare clear inputs into the mine plan backed by detailed supporting information in usable, flexible formats. When the decision is made to advance a project, the exploration team passes its model to a mine planner. The team doesn’t usually provide a detailed grade control plan with the block model, thus the planner tends to treat grade control as an activity to be rolled into a broader operating category. The consequences of highly compartmentalized mine planning can be severe in the long run. Once a plan is tabled, and especially once production begins, it is very difficult to improve grade control outside the fixed parameters of the operation. Major fixes tend to be costly in terms of time and dollars. Implementing needed changes to the grade control practices and culture in an established mine can present almost insurmountable difficulties. Hypothetical examples of grade control planning are presented to illustrate the author’s points. The diagrams are conceptual and schematic; any resemblance to actual deposits is coincidental. BEYOND 50¢/TON In more than a few cases, grade control cost is buried in a subcategory of mining cost with little more consideration than a plugged number. It is possible to do a word search in 43-101 Technical Reports on advanced projects and without finding reference to “ore control” or “grade control”. The idea is to reach the orebody by the shortest and least expensive means, achieving production and investor payback at the earliest possible occasion. This entails a low stripping ratio pit or a decline ramp with sills on ore to prepare the first stopes. The processes to achieve the target production, one of which is grade control, will fit into this framework. After all, there is a block model and the planner can see the grade and tons in each block. The exploration geologist whose responsibility was to bring a large percentage of the deposit into mineral resource owns the model and has released it to planning. Now comes the planning stage. Mine geologists haven’t been hired yet and they will be phased in with production. What could go wrong? Larger companies may have the geologists with operating depth who will be inserted into the mine planning discussions, but it’s not a given. Junior companies must often delegate the conceptual and detailed planning tasks to consultant groups. Is a senior-level grade control review part of the scope of work for the mine planning? If a good grade control plan is in place before the mine geology team is staffed, a key element of success is assured."

Deep hardrock mines worldwide increasingly face rockbursts as mining depths increase. These events result from the accumulation and sudden release of stress, causing rockmass damage and posing major safety and operational challenges. This paper focuses on destress blasting as a critical strategy to mitigate rockburst hazards. Although limited practical experience exists in Swedish deep hardrock mines, international case studies demonstrate that, when well implemented, destress blasting redistributes peak stresses by promoting controlled fracturing around mining excavations. The success of such techniques is highly dependent on site-specific factors such as stress regime, rockmass brittleness, structural geology, and blast layout. Although destress blasting is especially effective in massive, brittle rock under high stress, typical conditions for strainburst prone environments, its design cannot rely solely on numerical models. Simulations can offer preliminary evaluation of stress redistribution trends and guide early design assessments but their current limitations, including sensitivity to input data and simplified fracture mechanics, mean they are best used as supplementary tools rather than final decision-makers. Field trials, supported by microseismic analysis and fracture mapping, remain essential for validation. The study critically synthesises international experiences and presents a structured framework for destress blasting design, offering practical and academic perspectives aligned with Swedish geological conditions to support safer and more efficient application in deep hardrock mines.
